All
[1:54]
right, we're going live.
She's in your mom, Josh. You're talking
[1:59]
about your mom or
>> I think we still got or so possibly
[2:02]
could be 3 minutes. Takes a little bit
for this to activate. So, we'll find out
[2:06]
more tomorrow.
>> And my mom had a major mastctomy in her
[2:09]
mid60s. I lived to be 92.
>> Really? Yeah. One breath.
[3:19]
I need to look into it. I've not heard
anything as far as transmissions goes.
[3:24]
As far as I've heard about the oil
cools, cam shafts and stuff like that.
[3:32]
Now,
>> I'm getting 300,000 miles on that
[3:34]
charger right now.
>> It's about time.
[3:40]
» My engine is just working.
>> So, it's probably a 36 L. You never had
[3:48]
cam issues or
>> anything?
[3:52]
thing that happened.
>> We're we're talking well.
[4:20]
» I
Yesterday I had the absel.
[4:45]
» Oh, I know the back air
once. Yeah. Tap out shows zero
[4:54]
check
[5:06]
to the flag of the United States of
America and to the republic for which it
[5:10]
stands. One nation under God,
indivisible, with liberty and justice
[5:15]
for all.
[5:21]
What did you do yourself?
>> I had a procedure yesterday.
[5:27]
» It's called pub.
>> Oh, yeah.
[5:30]
» Interesting. Right.
>> Can I get it again?
[5:33]
We don't have any more. Oh,
>> okay.
[5:41]
You guys make a motion to accept last
month's I'll
[5:47]
go.
Okay, new business.
[5:52]
Where do we win again? Vegas.
Yeah. Um, the Keller and Andrew Street
[6:00]
projects progressing nicely, but we did
hit a snag with a shallow gas man.
[6:05]
I just saw an email where it looked like
they were going to be back. Niscoco that
[6:10]
is, I believe, was going to be here to
get that taken care of like the 18th,
[6:15]
17th, 18th.
and then works will be able to come in
[6:20]
finish the sidewalk and the widening and
so resurface. So, uh it is very nice.
[6:27]
» Have you talked to anybody around that
area? I mean, have they commented on it
[6:31]
or
>> uh there was a little bit of soreness
[6:34]
just not having the parking for a little
bit, but I I didn't hear much. I was
[6:39]
able to talk to them and they were
understanding.
[6:42]
» And it does look nice.
>> Yeah, it'll be nice.
[6:46]
Um,
[6:49]
the CCMG open. Um, I'm hoping to meet
with Brad and his team next week to go
[6:54]
over that a little bit. I know they've
done some work and I need to talk to him
[6:58]
about that. So, we'll work through that.
Uh, we get 30 days, so hopefully we can
[7:04]
pull it all together and get another
grant submitted. Alley work was done.
[7:11]
Uh, this was the last round of chip and
seal for the alleys.
[7:15]
next year. I had a conversation with the
owner of the company.
[7:21]
We just might be completely done with
all chip and sealed alleys next year
[7:25]
with the final layer of there's an
emulsion that'll give the alley some
[7:30]
flexibility, but yet make it on our
surface. So,
[7:36]
we'll see how that goes. Uh after that,
I'd like to start milling some of the
[7:41]
alleys that are already asphalt and
getting a reused surface on those
[7:47]
alleys. And then that will dig all the
alleys.
[7:51]
So, it's been a little bit of a process,
but we're getting there.
[7:56]
» How many alleys do you have in 10? 12?
>> Probably 10. 12 somewhere in there.
[8:08]
depends on how you break them up.
Um,
[8:16]
the
back trailer is reserved for the week of
[8:20]
the 21st. We will finish doing our lead
service line verifications that week. um
[8:27]
most likely working uh through the
weekend putting in uh probably 10-hour
[8:33]
days instead of eight to trying to make
sure that we can get that knocked out
[8:37]
while we got the equipment.
So, um end up meeting went very well. Um
[8:45]
they were in town, they reserveyed
everything. They wanted to make sure
[8:49]
that they didn't miss anything in the
initial survey. There are still some
[8:53]
some water lines that we've not been
able to locate. We'll deal with that as
[8:58]
we as we work through all this. But um
the biggest
[9:04]
uh kind of the biggest talk right now is
still they brought up a buggy lane slash
[9:10]
no or slash BM. I I don't know. They're
they're revisiting that to see
[9:19]
what they're going to do.
Nothing. It sounds like I was told that
[9:25]
it was, but they've kind of went back a
little bit. So, we'll see what they come
[9:29]
back with.
Um,
[9:33]
and then street lights, there's a
conflict, I guess, with a street lights.
[9:40]
So, as mentioned last month, um, we do
have the ability to purchase our own
[9:46]
street lights.
Um, we can still put them on a tariff.
[9:51]
There's different levels of tariffs. We
can still tariff them like we do the
[9:55]
lights that we currently pay tariffs on.
They just wouldn't service those lights,
[10:00]
which is I mean, we're doing that out
here. We're doing that downtown.
[10:06]
The only difference is is they told me
we had to meter them out, but we don't
[10:10]
have a meter. So I may try and have
meters removed
[10:15]
um and just pay a tariff all the money
as opposed to a meter bill. So working
[10:21]
through that.
Um
[10:26]
force man still working as it should. I
I really don't know what we pulled out
[10:32]
of that force man or maybe there was an
air pocket.
[10:36]
The
It's doing its thing.
[10:41]
I I was at a meeting, met with a couple
different companies that have the
[10:46]
ability to scan the force man. How that
would work is you would you would drop a
[10:52]
ball, actually three balls into the pipe
and pump it to burn. It would scan the
[11:00]
pipe. It would tell you condition of
pipe if there's sediment in it. It would
[11:04]
tell you those narrow areas. It would
tell you if there's an air pocket.
[11:08]
So, I'm going to be reaching out to them
and seeing what kind of cost that would
[11:14]
entail. And hopefully come next board
meeting, I'll have some numbers. The one
[11:20]
company um the balls that they have are
um they're probably a tennis ball size
[11:28]
maybe, but they weren't recommended for
our size of pipe. the other company has
[11:32]
a smaller ball that's it's smaller than
a golf ball that um they would put in
[11:39]
there. So, so we'll see what comes of
that. But it is very promising. I'm glad
[11:44]
that there's something out there. I've
been trying to find that option for
[11:48]
quite some time. So, we will still blow
off into the semi-truck. We did put our
[11:53]
our clean off pit in down.
We just have not we have not done that
[12:00]
yet. as far as to try and blow the ditch
just to see see if we help ourselves
[12:06]
there. Um, still probably is a good idea
whether we push a bunch of junk out or
[12:12]
not to add one at every ditch just to
give us the ability to clean it out and
[12:18]
keep better tabs on the forest man. The
further the further you go south, the
[12:24]
less flow you get, so more opportunity
for settlement. Um but but we'll take it
[12:32]
a step at a time like we have been and
we're finally finally getting somewhere
[12:36]
with it. So that's very good. Um and
then
[12:41]
the sewer rates um
looking into that a little bit further.
[12:46]
Um we did see some promising information
going through
[12:51]
um
the fund reports and things. So, we're
[12:56]
just going to ride for a little bit,
look into it a little deeper, make sure
[12:59]
we're not missing something, and we'll
come back at a later date.
[13:04]
Um, working on the storm water
uh with the
[13:12]
um Christopher Burke and the Mommy River
Basin Commission. That's progressing. We
[13:18]
got a couple different meetings set up
with them here in the next week or so.
[13:22]
One will be a team's meeting, one will
be onsite. So
[13:29]
that that has gotten started and we
should start seeing some of their people
[13:34]
around doing what they do.
Um
[13:42]
then I know I sent you guys an email
regarding
[13:48]
the issues that we see on the west side
of town.
[13:52]
um full lift station when it rains. Uh
not quite sure what's going on at all.
[13:58]
Like I I I don't want to point the
finger, but it appears like it's some
[14:02]
pumps, but we've we've done the in
initial inspection. We've had everything
[14:07]
removed.
The next part would maybe be to
[14:11]
reinspect and do some die testing on
some pumps. pull down spouts, make sure
[14:17]
the down spouts are removed and left out
of the ground until we can prove
[14:24]
there's got to be proof that they're not
going to the sewer or tied into a sewer.
[14:29]
So, so I think that would be the next
step. Uh the best course of action to do
[14:36]
that kind of investigation would be to
put together
[14:39]
a
uh a job requirement per se that we
[14:45]
could hand out to people interested in
bidding on a project like that and then
[14:51]
seeing what kind of numbers come in and
and hire it out that way. We did third
[14:56]
party before. It worked out very well.
We we got all of our information, but
[15:02]
something still just is not
something's went backwards a little bit.
[15:06]
It feels like
>> How long ago?
[15:10]
» 2017, I think.
>> I would say it's been a while.
[15:13]
» Yeah, it was right before. So, we did
that and we lined the manholes.
[15:18]
Um the sump pump inspection was kind of
tied at the manhole lining and and
[15:23]
prepping for the sewer project. the
manhole lining. We were able to get SRF
[15:27]
to
do like a two-phase sewer project. So,
[15:32]
they accepted the lining project as a
phase one and the and then we paid out
[15:38]
of pocket for the sump pump inspections.
We had huge results.
[15:45]
» Yeah, we did.
>> Um I was told better than they've ever
[15:50]
seen.
So, so we did something right and it was
[15:54]
working, but now things seem to be going
backwards and it's going to have to be
[15:59]
revisited. Um, which is probably what we
need to be doing
[16:05]
probably something like that every 10
years is revisiting it.
[16:09]
» And if I'm thinking right, we've got an
ordinance behind
[16:12]
» the ordinance backs it up.
>> Yeah. So,
[16:14]
» and also for fines for those who have
been in violation.
[16:18]
» Yeah. It's all it's all spelled out in
documentation. So,
[16:24]
and it's not the goal. The goal wasn't
to go out and and do this and find
[16:28]
people. But when you introduce as much
water as what was introduced into the
[16:32]
sewer
>> a couple weeks ago,
[16:35]
» that's non-treatable water. You don't
have to treat the rain water. When it
[16:38]
goes to the sewer, it costs a lot of
extra money and it can create a lot of
[16:41]
big problems.
>> Well, yeah, because we have to pay for
[16:44]
that. So ultimately the town pays for it
and ultimately the citizens.
[16:50]
» Um
[16:54]
I'm working on some stuff with Clayton.
Um I know he's busy, but we're going to
[16:58]
touch base and get some stuff ironed out
and then um my information list here
[17:05]
will shrink.
So the only other thing that I got is u
[17:14]
hydro flushing and heavy trash.
Um
[17:21]
hydro flushing will occur October 5th
through the 9th.
[17:26]
» Mhm.
>> And heavy trash will be September 28th
[17:29]
to October 2nd. October 2. So I don't
think
[17:37]
I think I've kind of touched on
everything here.
[17:50]
» Will you send out notices with the water
bill for the hydro flushing?
[17:56]
» Too late. Yeah, we'll probably have
another um well, it'll go on Facebook
[18:03]
and it'll get put in the gas station and
the post office and out here on the
[18:08]
bulletin board. Nothing new. We do it
every 6 months. So,
[18:14]
» and write a note on your bill.
[18:20]
» Yeah, the hydro flushing actually
I don't know when do you mail bills? You
[18:25]
can put it on the next bill, I think,
because
[18:27]
» you
>> should be able to
[18:29]
» the meeting bills will go out the first
>> before that
[18:34]
» and the meetings the first.
>> Okay.
[18:38]
» So,
>> I try and get them out a week prior. So,
[18:41]
well, I tried to be mailed in a week
prior. So,
[18:44]
» so when you print the next bill, you can
put that note on there.
[18:49]
» Thank you.
[18:57]
Okay,
[19:01]
fire department.
[19:04]
» Uh, first of all, thank you to Justin
and to the town for letting us use the
[19:08]
dump truck for our fundraiser. We use
that for trash. We haul two loads, two
[19:12]
full loads of trash out of there. Um, I
think Rachel has the bills. Make sure
[19:16]
you get us a copy of those bills and we
can reimburse. It was around $50, I
[19:20]
think. So, uh, Larry's got them.
>> He should have them. Larry should have
[19:25]
them.
>> Larry's got them. We'll make sure you
[19:26]
get reimbured for that. But thank you.
>> Um,
[19:31]
last month we did uh eight total calls,
one structure fire, one gas meter
[19:37]
testing, and six med calls. That was our
call volume for the month last month.
[19:44]
Um, on the EMA side of things, I sit on
the EMA board being one of the chiefs in
[19:48]
the county. We did our EMA um disaster
preparedness tabletop last week. It went
[19:55]
really well. It was well attended. Um
people really pay attention. I thought
[19:59]
it was really worthwhile. So we
completed that and that's that's done
[20:03]
for the year. Um
EMA did give me a they sent me an email.
[20:09]
They asked me to talk to you about the
sirens. Um there's some things going on
[20:15]
with the sirens and you might say a
little bit more.
[20:19]
Stew.
Um, but the county right now has $8,000
[20:23]
set aside for the sirens for replacement
and repair, which is not a lot when it
[20:27]
comes to those sums. They're getting
older. They're super expensive. Um, so
[20:32]
there's there's talk about how we're
going to handle it in the future.
[20:36]
» And one of the ideas is that EMA will
remain owners of the sign, but the towns
[20:42]
where they're placed will help with the
maintenance fees of those sirens. So,
[20:47]
here in the town of Monroe, there's one
siren. Uh, it's currently out of the
[20:51]
county highway garage. Um, but if that
plane goes through, then the town of
[20:57]
Monroe will be responsible for the
maintenance of that sign or siren,
[21:01]
excuse me. Um, they're hoping that their
tech, the person that's maintains them
[21:07]
now, will still do the actual work for
the town will just be responsible for
[21:10]
the bill. I don't know what that price
is going to be. Um, they don't have a
[21:14]
set price yet, but they just ask us to
bring it to your attention so whenever
[21:18]
we talk about it again in the future
that it's not a blind side to you.
[21:23]
» How old is our siren?
>> I'm sorry.
[21:26]
» How old is our siren?
>> This particular one, I do not know. Um,
[21:31]
there's eight or eight of them in the
county. Do you remember?
[21:37]
» Um,
>> that's the same one that was up at the
[21:39]
fire station, right?
>> It's the same one. Yeah, it was
[21:42]
» it was up in the 80s, I think, wasn't
it? When they put that twotory the the
[21:47]
big bays on is where they when they put
it in there. Is it?
[21:51]
» There was one there. Yes. I don't know
if it's the same one or not.
[21:54]
» Um
Bob would probably have that
[21:58]
information, but I know that there's
going to be two that are replaced cuz
[22:01]
they're old and they don't have parts
for them anymore. And I don't believe
[22:04]
this is one of the two. Um but
they are getting older and the ones that
[22:11]
they're going to replace, they hope they
can keep the old ones and use parts off
[22:15]
of it if they need to for the other
older sirens. Um, but
[22:22]
» do they think that by fixing that or
doing whatever we'll be able to hear on
[22:28]
this end?
A lot of that has to do with wind
[22:32]
direction and speed whenever it is going
off. And
[22:38]
one thing, and not that you're saying
this, but one thing that one question
[22:41]
that we get a lot is people get
concerned because they can't hear it
[22:44]
when it goes off when they're inside.
And that's not what it's intended for.
[22:48]
It's intended for you to hear when
you're outside, like if you're out in
[22:51]
the yard working or or pick up leaves or
whatever, you know, I don't know. But
[22:54]
it's not meant to be heard when you're
inside. It's meant to be heard when
[22:57]
you're outside to alert you. So by their
studies, yes, everybody within the
[23:02]
corporation
can hear that. They had a study done.
[23:07]
They had uh heat maps and everything
done. And I think Megan's got those
[23:11]
Megan those heat. But whenever we had
our last
[23:16]
uh tornado warning, it was going off and
I could hear it outside.
[23:24]
» Yeah. Yeah. And some of that does, like
I said, have with wind direction. Be
[23:28]
there's a heavy wind blowing that
direction, it's also going to carry us
[23:31]
down in that direction. I know when they
put that siren in there was some concern
[23:34]
about towers, you know, the green bins
blocking that those on that side of the
[23:41]
on the other side of the green bins. But
>> Chris, do you mind if I talk about the
[23:46]
county app which kind of integrates into
it?
[23:49]
» I was going to bring it here.
>> Go ahead. Steering under.
[23:53]
The county also uh created a weather app
or emergency app. I guess it's got a lot
[23:59]
of information on there. And I'll leave
this paper up here. There might be one
[24:02]
that around already, but here's a QR
code where you can download that app and
[24:05]
then you can get weather alerts and that
kind of stuff whenever there's they're
[24:09]
being sent out.
>> Well, one one nice thing about that app
[24:12]
is it also includes the iPod system. So,
we'll be able even if you don't have the
[24:17]
app on your phone, we'll be able to push
out from the EMA from from the the EMA
[24:22]
office, we'll be able to push out
localized emergency alerts to every
[24:27]
phone in the area. So, you won't have to
have the app. you'll get it just like
[24:31]
you get a uh an Amber Alert or or
whatever pushed right to every phone.
[24:36]
So, I'm hopeful that that will integrate
into the siren system and just be that
[24:43]
you're in the house or whatever and you
can't hear the siren. It'll be that uh
[24:47]
additional early warning that uh that
will be personalized to Adams County and
[24:53]
it'll be geocoded. So, if you're inside
the county, you'll get the alert. If
[24:56]
you're not, you won't. Okay.
And there's still ongoing discussion,
[25:01]
you know, about the sirens because there
there are some small towns like us that
[25:05]
small towns and small communities, I
guess, countywide that are getting rid
[25:08]
of their sirens because everything's so
electronic, right, with the app. You
[25:12]
know, people pay more attention to an
app than they will siren. You know, a
[25:16]
lot of these younger people may not even
know what the siren means when it goes
[25:19]
off, right? But it's all over the TV.
It's all over your cell phone. It's all
[25:22]
over the radio. So, you know, the
question is, are the sirens still really
[25:26]
needed? You know, maybe for us in the
community like we have for a lot of
[25:30]
Amish that aren't strong with
electronics, maybe it is beneficial for
[25:35]
them. So, right now, we're going to stay
that way. We're going to stay with the
[25:39]
sirens and keep them going. And we may
even add a couple, but um what I'm
[25:44]
bringing to you is that there may be a
cost for the siren coming up.
[25:49]
» There's no legal requirements to have a
siren.
[25:53]
I don't think so.
>> Not that not that anybody brought
[25:55]
» just a moral requirement.
>> We talked about that in our meeting and
[25:58]
um the attorney was there that one from
um shoot
[26:10]
» Yeah. day son.
>> I can't remember.
[26:14]
» Nick
was at the meeting and and he didn't
[26:18]
seem to bring up any any IC codes or
anything that would require us to have
[26:23]
that. It's more the
benefit that the county provides. But
[26:28]
just so you're aware, you know, I wish I
could have numbers and stuff for you
[26:31]
right now, but I don't. It's the
information I got from Megan. She just
[26:35]
asked me to present it. So,
>> do we have a list of issues with that
[26:38]
siren?
>> Right now, this siren is working good.
[26:41]
Every time it's been tested, it gets
tested, I think, three times, four times
[26:44]
a year, and it's worked, uh, without any
problems. Our siren has, but this is
[26:49]
just for standard maintenance. So,
whenever they come to do their bannual
[26:53]
checks or whatever they do, um, making
sure it's working good, we pay the
[26:58]
technician and then if there are parts
or pieces that need to be replaced, then
[27:02]
we
>> And do we have an estimated cost? I do
[27:05]
not. It's not. Sorry.
>> It's not the same app that the sheriff's
[27:09]
department has, is it?
>> No, it's different.
[27:11]
» It is a different app. Okay.
[27:20]
» Thank you, Chris.
>> Yep. And I'm sorry. I think that's all I
[27:23]
got.
>> Okay.
[27:25]
» Okay, Rachel.
>> Um, couple of things before I get to the
[27:30]
budget. Uh uh um
[27:36]
Nathan has asked me to
remind you guys I guess that he is still
[27:42]
interested in getting three additional
body cameras. He did get a estimate from
[27:48]
or a quote from Motorola and um it's a
bit ouchy and they were not willing to
[27:56]
come down. So that price came in at 178
17
[28:02]
» 800. Okay.
>> Um
[28:05]
» each I just told him that best case
scenario would be to maybe try and hold
[28:11]
out until the end of the year and see
what kind of money we've got left over
[28:14]
or at the end of the year for for their
for their money that they've been
[28:21]
budgeted.
[28:25]
Yeah, I mean I definitely want to wait.
So the 5year term is that just the 5
[28:31]
years that's as good as they're they're
good for 5 years and the contract is for
[28:36]
5 years for maintenance and upkeep.
>> I you know what did did you guys get
[28:41]
this
>> this department update that you
[28:45]
provided?
>> Oh, I'm sorry.
[28:47]
» It says four additional body cameras.
fourth at the at the $17,84
[28:54]
mark over a 5year term. So, and I would
have
[29:00]
» I don't over
5 years
[29:05]
» or is it 17,000 divided by a split?
>> Correct.
[29:10]
» That's what I'm asking. That's Yeah,
>> that doesn't
[29:15]
» I'd like clarification.
It it is total. This third page of the
[29:20]
pricing summary has it split um
[29:29]
split up of our five subscription years
for a total of 17,84.
[29:34]
So the approximate the initial the
initial upfront subscription fee. You
[29:38]
want me to just read them out? Yes. The
initial upfront the subscription three
[29:41]
is you have up upfront cost of $3,596
plus upfront subscription fee of
[29:48]
$2,84160.
So year 1 you're paying $6,43760.
[29:58]
That second number, the $284160,
[30:04]
that's the fee then year 2, year three,
year four, year five.
[30:08]
So it doesn't have to come in all at
once.
[30:10]
» Correct. Gotcha.
>> What we'll have to come all out at once
[30:14]
up front is that first year.
>> Okay. Well, that wasn't an explanation.
[30:19]
So that's kind of easy as well. Um and I
will pass along twice over the last 3
[30:26]
weeks the car has not started and they
have needed it to. They finally got it
[30:32]
figured out. It was the uh fobs
easy peasy battery change. Um or you
[30:39]
know what? It might have been the
starter. Um it could have been the
[30:42]
starter actually. I think Zerkers did
fix it. Um
[30:46]
hence the vehicle information that he
has passed along to you. He would like
[30:52]
to maybe look into getting a truck. I
don't know if you guys are aware, but
[30:57]
Brett uses his vehicle
and remind you that we don't pay him
[31:03]
anything. Um, so but Brett does use his
vehicle to tote.
[31:15]
» Yes.
>> Yeah. Gota
[31:19]
say he doesn't get paid. Does that like
football games and all that stuff? Does
[31:23]
he get paid for that?
>> I don't know.
[31:26]
» I don't know.
>> Yeah. Okay. That's very fun.
[31:31]
» I I don't I would think
that
[31:35]
» my question with the cost would be is
that the base package for the vehicle?
[31:41]
» This he's not looking at brand new.
>> Yeah, correct.
[31:44]
» Okay.
>> Base package without striping, without
[31:48]
radios and anything else.
>> He's actually looking at already
[31:54]
» Okay.
repair vehicles um and whatever that
[31:59]
would be.
>> But it would need to be
[32:01]
it would need to be I guess personalized
to the town
[32:05]
» which is around 6,000.
[32:10]
» He's going to have to bring I mean at a
minimum
[32:12]
» just a
for you guys to even really consider it
[32:15]
properly given the proposed pricing he's
going to have to bring three quotes. I
[32:19]
mean, we just went through this
>> for just so I'd like to have a
[32:23]
conversation before we do anything on
that.
[32:25]
» Oh, I agree. Cuz that's not the cost.
The cost here is not what we're going to
[32:29]
pay. We're going to pay more than that.
>> What year are the current car? How what
[32:32]
year?
>> You know,
[32:34]
» my guess is probably like a 12 2012.
[32:40]
» Yeah, it was.
[32:47]
» Okay. Um,
I sent the
[32:52]
budget form one over to you guys through
email and I printed one off for you. Um,
[32:58]
I explained that I went a little high.
Um,
[33:04]
because I can't go
>> high later. So, we're going to get
[33:10]
» I agree with you on that.
>> Um, across the board, everyone got a 3%
[33:14]
raise as usual. and
>> 3% is it? Okay. Okay. Okay.
[33:20]
» And we're going to close this meeting
first.
[33:24]
» The budget
[33:28]
» adoption. We have to have a public
hearing before adoption.
[33:31]
» Yes.
>> Consider it doesn't require it.
[33:34]
» No, this is just an introduction of
that. It's not
[33:38]
» I mean we need to make sure we have we
need to make sure that we advertise a
[33:41]
public hearing for next next month
>> and this was advertised
[33:49]
» as a public hearing.
>> Okay. just
[33:55]
» how big is the budget proposed? What is
the total error for
[34:00]
» I'd like to tell you that the bottom
line
[34:05]
was a million last year 970 or 60 or
something like that.
[34:10]
» Justin, do you have yours?
>> 8,757
[34:16]
what? 8,757.
[34:27]
» And Justin, you are right. I
swear I put that sidewalk in, but it
[34:33]
didn't get in again.
>> The park board did.
[34:40]
» Yeah.
[34:44]
Can I pick up an itemized budget from
last year for the 2026 physical?
[34:50]
» I'll do that.
>> Okay.
[34:52]
» Do that or you want
>> I'll just if I can just pick it up.
[34:56]
I got a paper one this and I'll just
Yeah. Compare it. Please
[35:03]
» actually. Did you email this to us?
>> I did.
[35:05]
» Then just email.
>> You sure?
[35:07]
» Yeah. Just email. I can just put it side
by side.
[35:09]
» Yeah. I'll just email it.
[35:24]
Did you recognize any big changes from
26 to 27?
[35:29]
» I did not. No,
we got we lost money last year because
[35:36]
they well for this year because the
state board didn't want us to have so
[35:42]
much.
>> We actually reduced some of our funds
[35:46]
too. So just cuz
I think
[35:50]
» years we've been watching to see what
we've used
[35:54]
» and so this year we've knocked down some
more just I mean there's no need to have
[35:59]
a bunch of extra money in a fund that
we're not going to use. So disperse it
[36:04]
somewhere else.
[36:07]
» Okay.
>> Clayton, what do you got for us?
[36:13]
Um, couple things I would say too and
and uh and I was going to plan on kind
[36:19]
of maybe establishing a a strategy for
Nathan there's Bob and future needs in
[36:24]
planning. He talked about he he wants
some input and I've previously talked
[36:28]
with him some input from the board and
maybe a strategy as to how we can um
[36:34]
establish and maintain officer schedules
that consistently meet the 40 hours of
[36:40]
coverage. I think if you look at the
reports from the incident which is on
[36:46]
the end of that report page three
it's a lot of name
[36:51]
» I see that
again I don't think that that's a
[36:55]
discussion we have to have here during
the public meeting but just know that
[36:58]
I'll continue to have discussions or
provide at least my assessment as to
[37:02]
what we could do moving
>> can we do that in executive session
[37:06]
» yes
>> okay can you set up why don't you guys
[37:11]
kind of give us a time what you think
and then pass it on to us and we can see
[37:15]
what if it's our schedule cuz you two
guys in the business.
[37:20]
» Yeah, let's do it the same night we got
the other.
[37:23]
» Okay, we can just close the one and go
to the other.
[37:26]
» Well, is that we have to do it? So, if
we do that, maybe we meet before or do
[37:31]
you want to meet after?
I would say just as a reference to for
[37:36]
the October um and I I'll I'll touch on
the technology standpoint later for
[37:41]
October given that my wife will be due
so close in time. I don't necessarily
[37:45]
know if I will be here in person but um
virtually or by telephone definitely can
[37:51]
» you can we do two executive sessions in
September you went outside?
[37:55]
» Yeah, we're already meeting this month
executive session.
[37:59]
» Oh okay. You can do as many consecutive
sessions as you want as long as you
[38:02]
properly advertise the right reason.
>> I will get with
[38:06]
» No, it's an emergency.
>> So why can't you? It's an alarm goes off
[38:11]
or what?
>> I don't know that door open.
[38:16]
» So when we're meeting for the fire
executive session, we can meet either
[38:20]
before or after that executive session
for police.
[38:22]
» If I can get Nathan here
properly.
[38:27]
» Yeah. Advertise it and have one. and
then be done with one by the certain
[38:30]
time start [clears throat] the other.
Right? So if we say one executive
[38:34]
session at 6:00, the next one at 6:30,
>> you don't necessarily have to say the
[38:38]
time if you want to based on the other.
You can you can say direct to direct to
[38:42]
directly follow.
>> I I've got to watch Wednesday.
[38:45]
» I think it was the September 14th we
were having
[38:49]
in trouble.
>> Okay.
[38:52]
» But you guys can
>> Yeah.
[38:55]
» Fill me out. Fill me in on that if I
can.
[38:59]
14.
[39:06]
Fill it out.
[39:10]
» I know. Okay. I'll see if I'm available.
I'm available.
[39:18]
You think being retired?
[39:34]
I don't know if you want to do an exe
another executive session for a
[39:37]
completely other topic on that 14th
though cuz I think you're already
[39:40]
conducting that first one's being
conducted at 6:30, isn't it?
[39:44]
» Mhm.
>> So, I mean, you're looking at
[39:48]
be pretty late. So, it very you guys
very well could um and I'll I'll have at
[39:52]
least an assessment to you some
potential strategies um and and maybe
[39:56]
another discussion with Nathan. You
could just advertise and hold it
[39:59]
directly before your regular meeting,
you know, 5:30.
[40:07]
» Yeah.
>> I'll try to get I'll get you I'll get
[40:10]
the advertisement done and again I'll
I'll provide you guys with an
[40:13]
assessment. Um Thank you. The
speaking of that and I know I mentioned
[40:19]
with my some of my unavailability in
October I have and and I'll continue to
[40:24]
work with Rachel and then Sarah Baggley
who's with Adams County um to to figure
[40:29]
out how that we can properly cuz I know
we have to have it. It should take very
[40:33]
little for this technology to make it so
that I'm able or anyone is able to be
[40:38]
provided with virtual credentials and
appear to these meetings via Zoom Webex
[40:43]
teams. Steve knows especially for the
county there's been instances where
[40:47]
commissioners are out of town but can
appear there's been plenty of times
[40:50]
where I've been out of town and can
appear via WebEx and be there for the
[40:53]
whole meeting. Um the I just that is too
easy of a solution to just not go with.
[41:01]
So, just wanted to do I mean I kind of
took that on and and I think I just need
[41:05]
to get Sarah and Rachel hooked up on
that and if with kind of my technology
[41:11]
background if she want Sarah to come
start talk with me I want to get that
[41:14]
figured out for you all. Um
my stuff standpoint. So I present
[41:21]
resolution what would be resolution and
ordinance numbers
[41:25]
» resolution one um
>> yeah that's fine uh so first I have and
[41:33]
this might have
yeah I don't know we'll need one um the
[41:39]
first resolution which will be
resolution 2026 or the only resolution
[41:43]
excuse me is a resolution of the town of
Monroe Council regarding street closing
[41:48]
for Monroe days. Um, this is so it is to
occur September 12th, 2026 from 10:00
[41:56]
a.m. to 10:00 p.m. It's the exact same
street closures as last year.
[42:02]
» Plus, the entire parking lot, correct?
[42:09]
» I Yeah, the parking lot. didn't say
anything to anybody, but I did walk this
[42:14]
down the buting
crap.
[42:19]
» Okay, cuz I guess I try to
>> You can just write it in there.
[42:23]
» I sent this out by email to confirm that
this was the which which parking lot.
[42:28]
» That's the one behind the downtown.
>> The downtown one we just took the brick
[42:33]
house that we own now.
>> That would have had been a part of last
[42:35]
year, too, cuz we used it last year.
>> Yeah.
[42:38]
» Oh, it's the street. Yeah, the street
itself goes beyond that parking lot, I'm
[42:43]
pretty sure. Isn't it?
>> Well, the street, but then it's a
[42:46]
publicly it's a town owned parking lot
now. They're next to the Zurker Semi
[42:50]
building.
>> I Yes.
[42:52]
» So, we're going to have to include that
in the resolution. Correct.
[42:57]
Cuz it's a public parking lot the town
owns. And if we're going to have a
[43:02]
public street close that the town owns,
then we would have to include the
[43:06]
parking lot, right?
>> Isn't it in there? But you can't you
[43:10]
can't Well, I guess the other side's
open.
[43:14]
» I was thinking that both sides were
closed, but it's not. Just one side. As
[43:18]
far as it
>> Well, the paper will go in backwards if
[43:22]
they want,
>> right?
[43:23]
» So, that's what I'm getting at.
>> Yeah. Shouldn't be. There should be
[43:27]
signs marked as
>> it's marked, but that doesn't mean
[43:31]
people can read.
>> Well, that's true.
[43:36]
We're careful.
>> I think we need to have a What streets
[43:42]
does that rest between Justin and Andrew
and Jackson?
[43:46]
» East.
[43:53]
» The old brick house parking lot.
>> Yeah, I'm not going to put that in.
[44:03]
Okay, now it's
[44:07]
Well, I'll entertain a motion to accept
the resolution.
[44:12]
» I'll make a motion to accept the
>> as written.
[44:19]
All in favor? I
>> Okay.
[44:25]
» All right. The second one uh is a a
presentation of an ordinance amending
[44:31]
the
[44:35]
solicitation ordinance.
Um
[44:40]
» so 2016-2
was a regulated
[44:45]
authority or solicitation that needed a
revamp. Um and you guys previously
[44:51]
adopted the other version at a meeting
here recently. Um, but I just figured to
[44:56]
to redo this and resend any of the other
ones. This also add excuse me, this also
[45:02]
adds
[45:07]
a
[45:11]
$25 fee for the application and permit
for the permit.
[45:18]
» So, and I don't have an ordinance number
yet.
[45:27]
I think we've already passed this. So,
>> we didn't
[45:31]
» we didn't
>> we didn't because of the $25. Well, no,
[45:35]
» this would be an amendment to the one
you adopted.
[45:37]
» Okay. So, again, and and because it it
doesn't require a public hearing for
[45:42]
adoption. So, um
>> all we need need to do is just vote on
[45:48]
the
>> Yes. Okay. I'll entertain
[45:51]
a motion on that.
>> And that's uh 2016-26.
[45:57]
» Well, 2016-2 was the amended amended
version of 2016-2's
[46:03]
ordinance.
>> We Rachel the ordinance number would be
[46:08]
four. So, and I I forgot to check before
I left my office. So it will be 2026-4
[46:15]
or what is short titled as an ordinance
amending the 2016 door to door
[46:19]
solicitation ordinance of the town of
Indiana.
[46:23]
» And then to touch on that my signage can
say no soliciting without a permit
[46:28]
ordinance 2026 for the law. Correct.
>> Yes.
[46:32]
» To confirm a bridge or the right
>> the right one. Right. Yes.
[46:35]
» That's what it needs to say.
>> Yeah. Yeah, I have not ordered this
[46:40]
signed yet, Mike, because I needed that
information.
[46:42]
» Yeah, I kind of wondered if you
wouldn't, but
[46:45]
» it shouldn't take long to get them in,
but
[46:49]
» I'll make a motion to accept 20 26-4
amendment.
[46:54]
» Second.
>> All in favor?
[46:59]
Okay.
[47:11]
discussed that other than they were
aware that I have
[47:14]
» right and I don't think this necessarily
needs um
[47:19]
council approval but at my office I did
prepare um a solicitation application
[47:25]
form for Rachel's use uh under this
ordinance
[47:36]
I I have nothing further. I guess as an
update and thank you to Justin for doing
[47:40]
that. Um he did reach out to the um now
owners of the old Smith RB property. So
[47:47]
now that I have good contact information
for them finally I will be able to move
[47:51]
forward with um then they they seem
completely on board as well with the
[47:56]
voluntary annexation of that property
into the town of Monroe. Absolutely.
[48:00]
Nothing
[48:04]
further for me unless you guys have any
questions.
[48:08]
Any old business? You got anybody that
have anything they want to bring up?
[48:14]
» I don't know whether this is the time
you ought to hear this or not. I'm not
[48:17]
sure whether it's as a county
commissioner, as a resident, but one of
[48:20]
the things that I I'm sure you're aware
of when I hear about all the costs of
[48:25]
adding to the police body cameras and
four part four-time officers and the
[48:29]
cost of carrying that. My understanding
is that the county would provide that
[48:34]
service
uh coverage for the town of no charge.
[48:38]
So, just keep that in the back of your
in the back of your mind. Anytime you
[48:42]
want to talk to the sheriff about that,
he'd be more than happy to come and
[48:46]
explain how that might work. And if you
have any questions about it,
[48:54]
» thank you.
>> I got the windows open.
[48:58]
» Well, I just heard it. It's coming.
>> If we have nothing else, I entertain a
[49:03]
motion.
I'll make a motion. Second.
[49:09]
Okay.
