[3:24] here today to speak to you about an important issue that affects many of us

[3:28] who are enthusiastic about off-roading as you may all know right now our city

[3:33] does not prohibit off-road vehicles such as eight utvs and all hvs from being

[3:41] ridden on roads however I believe it is time for us to come together and make

[3:45] some changes so we can all enjoy and safe and legal way riding our UTV's ohvs

[3:51] within the city limits by passing this ordinance

[3:54] off-road vehicles are great way to endorse the outdoors and explore our

[3:58] beautiful surroundings many of us have invested significant amounts of money

[4:02] and time into our off-road vehicles and we should be able to use them to the

[4:06] fullest potential apparently we are limited to writing and designated

[4:11] off-road areas which can be by far from our homes and part additional equipment

[4:15] and transportation costs that is

[4:19] a new city ordinance that would allow off-road vehicles to you be used or

[4:25] designated roads within our city these roads will be carefully chosen

[4:30] marked to ensure the safety of both Riders and other drivers on the road by

[4:34] allowing off-road vehicles to the wooden enrolls we can increase access to the

[4:39] outdoors and provide more Recreation opportunities for families and

[4:43] individuals this can benefit not only operators but also local businesses as

[4:48] more people may be included to sell and spend money in our city rather than

[4:53] travel to other areas of course safety is a concern and I understand that

[4:58] certainly have reservations about off-road vehicles being ridden on roads

[5:02] however it is important to note that many off-road vehicles are equipped with

[5:07] safety features such as roll cages seat belts front and rear lights and hazard

[5:14] lights additionally Riders can get insurance get a decal registration have

[5:18] a windshield installed a street legal kit having signal rights and hazard

[5:23] lights to their UTV's ohvs also we would have these utilities inspected as and

[5:30] make them safe to ride on roads I believe that this ordinance would be a

[5:34] win-win for everyone involved off-road vehicle enthusiasts would be able to

[5:39] enjoy their Hobby in a safe and controlled manner while other drivers on

[5:43] the road would be able to go about their daily businesses without disturbance I

[5:48] urge the city council to consider our statements to allow off-road vehicles to

[5:52] be ridden on roads the let us Embrace on our love for off-roading and work

[5:58] together to make our city a more welcoming and accessible place for

[6:02] everyone thank you for your time and consideration

[6:40] something that we enjoy I come from a different state from New Mexico where we

[6:43] are allowed to add in the roads of course as long as we are Street vegan

[6:52] trying to bring it here to the city where you know what we don't really have

[6:55] the opportunity to ride and I mean I I try to do it thinking it was legal here

[7:00] and got pulled over you know so it's something that I think you would all

[7:04] enjoy as long as we're doing it safely and we're going yeah I got a couple of

[7:09] people involved in it which is something that you see here

[7:12] um also a shop that would be able to do the inspections to ensure that we're

[7:17] doing everything within the law thank you

[7:41] come with a muffler system so and it's one of the things that would be asked in

[7:46] the inspection is where to have a muffler

[8:12] we have full coverage insurance on ours and I think most people who like buy

[8:18] ones that are street legal as far as they can be in Texas

[8:23] um they all have insurance on theirs as well I also did the same research

[8:27] thinking that other shapes were legal that Texas was as well and it surprised

[8:32] me that Texas is not um even if you put the windshield or the

[8:37] seat belts like ours has the turn signals the mirrors all of that

[8:42] um in other states it would be just like having a regular vehicle for Texas it

[8:46] does not but the research I did if you are legal in say New Mexico for example

[8:53] you can present that to Texas and some cities will allow you to be street legal

[8:59] for Texas uh Statewide it could be seen yes I

[9:06] think that's what we're asking for the city of admins to be allowed to rather

[9:10] or you know vehicles within the city there's other in restrictions and stuff

[9:15] but I mean that can come along in another you know sheet that we have

[9:19] which will include what we're going to ask for which is you know like the

[9:22] windshield stuff like that turn signals which is important to be on the road uh

[9:27] and you know the muffler system we have headlights on most of these new ones I

[9:31] work on the headlights and brake lights all that

[9:35] and still be curvy Stone front of course if you would follow the same laws that

[9:40] are probably a regular vehicle and on the noise like we own a side-by-side but

[9:45] we also own a motorcycle the motorcycle is definitely louder than the side by

[9:49] side you don't even realize the extra sound trying to side-by-side it's very

[9:54] quiet at least the one we have yeah sure

[10:00] now you say you've been with their legal now some roads are 55 some of those are

[10:07] 35 some rules are 30. and I know some of these vehicles don't

[10:12] go that fast I guess a modern day vehicles I think could go up to 84 miles

[10:21] and it just depends on but but most of themselves they're pretty fast and they

[10:28] made sense at this point if we I know it's appropriate problems but they put a

[10:34] lot against the canceled discuss it I think we might add this to

[10:39] the next agenda as an actual agenda and equipment and that gives them a lot

[10:44] more ability to clearly discuss and then kind of go back and forth and even

[10:48] consider it impossible and that way we can get some research done and if

[10:53] there's any cities in Texas that do have what kind of ordinances

[10:58] that they put in play uh concerning the vehicle uh you know like you said the

[11:04] tail lights you know stuff like that what the requirements are I guess we'd

[11:10] have to do a little research just to find out what uh so again this is

[11:15] something new of course and you all know it's new but new to us because we don't

[11:19] have it well you know motorcycles are allowed they're not seen

[11:34] that the kids are driving and that's that's my issue is I and I don't have a

[11:41] problem with the four wheelers because like I don't have a problem with the

[11:43] motorcycles but when uh 10 11 year old kid and then they got their little

[11:48] sister or a little brother sitting in the back wall that to me is a big known

[11:53] also and if we're gonna do this I mean you know tell that motorcycle we're not

[11:57] going to let a little kid in a motorcycle here he's gonna have to have

[12:00] a license and and you know the our law enforcement is going to stop them and we

[12:06] also encourage that you know our first one person in this allowed to have these

[12:10] on the road so if they have some and they can come along I mean we encourage

[12:14] it because we're not trying to do anything Reckless or anything we just

[12:17] enjoy you know going out and getting something to eat sometimes just that's

[12:21] all it takes you know after a long day of work it just ran after

[12:34] uh to discuss back and forth uh but for right now we'll kind of just put it on

[12:40] hold till we can get a research done on it if that's okay okay

[19:54] it was at an abandoned house or a house where nobody had lived for some time so

[19:59] know what approval is their actual dog thing we were pretty certainly so on the

[20:04] animals at large sometimes there's a citation issued and sometimes there

[20:09] and you kind of explain I think some of them have like C4 or

[20:14] something over four coats okay yes so the C4 code is

[20:18] code four which just means everything is okay at that location when the officer

[20:23] and the control is there a lot of times when it's dollar large the animal

[20:27] control is really good to try to work with the animal I'm going to give them

[20:31] opportunity to tether them in some whatever they're going to do if it

[20:35] continues after that then you'll see saturation start moving

[20:40] do these citations go to Municipal Court yes ma'am we do

[20:44] and I'm thinking it's the cord that also tries to work with the pet owners as far

[20:49] as you know community service on some of the fines that it gets pretty hefty when

[20:54] you get 10 or 15 tickets for 10 or 15 dollars

[20:58] that's correct they only have spent 10 or 15 dogs because we have a lot of

[21:02] failures that have been taking a lot of dogs and cats as you know and it becomes

[21:08] a real issue when you continue going back to the same place you know almost

[21:13] well our hands are tied we have to do something at that point because they're

[21:16] not taking any type of proactive action and we've given a lot of resources free

[21:21] resources for people to go to these clinics for

[21:24] spay and neuter for um the shots and yeah

[21:31] maybe we're being a little bit too lenient with the concept s families that

[21:36] are refusing to do any type of Proactive or keep their dog tethered because I

[21:41] know that the numbers are increasing so I don't know maybe

[21:45] we start issuing more citations sooner maybe they'll

[21:50] I don't know the first time given them at least an

[21:55] opportunity to fix the issue and after the first time of course you know we

[21:58] started issuing citations I had a situation

[22:03] last weekend um lose people female very friendly

[22:07] because she's scared to have caught on my neighbor she was cutting the grass

[22:10] and when the pit bull ran over their sheets I just told her stand still

[22:13] she came over she came around the neighborhood okay somebody will get it

[22:18] but she had a caller sure I brought my dogs from the from the groomer

[22:23] and I checked my little my recipe though with that pit bull grabbed it by the

[22:27] back and thank God she didn't bite her she just grabbed her of course we were

[22:31] able to yank her off and she went at her again and she went after my other

[22:35] so so we finally called it in Cindy called

[22:38] me in my wife and your officer showed up and they picked him up may I suggest

[22:43] your officers carry leash some dishes or something stronger they do have Nations

[22:47] they have catch false I mean we've equipped them with everything and

[22:50] another officers or the police officer yeah so they had a small little string

[22:55] and uh oh yeah whichever one of our list and she would girlfriend if she jumped

[23:01] in the car but I guess around people she was all right but you could tell tell

[23:06] that she was coming out from under fence because she had a big scar in her match

[23:09] her skin had already gotten hard and callous the hair wasn't growing so and

[23:14] then later on that afternoon three more

[23:17] little girls were running around this you know

[23:19] you know so we really encourage you know if you see that call it in if nothing

[23:22] else take a picture of it because our ACLS are pretty good to kind of know

[23:26] which house has it what animal so they can go pay him a visit

[23:30] or you know call the PD give a description of the neighborhood because

[23:34] especially Christy she's been here a while so she can pretty much tell you

[23:37] where every dog and I think everyone should be given the

[23:42] morning first time around because I mean for whatever reason anybody's pet can

[23:45] get out of the yard what happens I mean it does happen but anything that's

[23:50] repetitive needs to have some reaction on it because it is most people found

[23:56] out today and more people are getting outside because you want to be able to

[24:00] walk down the sidewalk you want to be able to ride your bikes without fear of

[24:04] dogs coming after you and although that dog may be friendly with you they're not

[24:09] necessarily friendly with other people and when they're out of the Yards then

[24:13] they it's an animal at large and all these pet owners need to

[24:18] be doing this I just want everyone to be safe enjoy the outdoors without worrying

[24:22] about whether themselves or their children are going to get bit by a dog

[24:26] okay yes ma'am and you can see after five o'clock after certain hours and

[24:31] weekends the dogs or people let them loose and

[24:34] I'm not going to say that's all it is because like you said a lot of them do

[24:38] get looser get away from the fencing and you know I don't think we should just go

[24:42] hammer everybody on the first time you know at least get an opportunity to fix

[24:46] it or let's discuss what the options can be I'm pretty sure like you said

[24:50] Christian knows which ones talk to more than once yes and a lot of those dogs

[25:53] that person as well not being responsible

[25:58] really try to do a lot of educating the public on stuff like that and explain to

[26:04] them you know here's what the laws show the universe they rise with regards to

[26:08] to animal control and tethering and or having many things yeah but there is

[26:14] civil liability too if your animal attacks another animal or a person

[26:18] there's so losses that can be bought and I don't want to see dogs tethered

[26:22] outside at the time I see them they're choked up pretty close to wherever

[26:26] they're anchored to and the water bowl was 10 feet away I really hate seeing

[26:42] enjoy I think two of our own employees here had a little bit of an encounter

[31:25] the city the EDC our year ended on September 30th of 2022

[31:36] first book in November basically five weeks after the end of the year

[31:39] she spent two and a half days in the office uh in your package you have a

[31:44] cover letter a couple of things I just want to note uh in the

[31:49] significant audit matters we received an unqualified

[31:55] which is what you want you don't want a qualified event but in here where she

[32:00] noted that we noted no transaction entered into the corporation during the

[32:04] year for which there is a lack of authoritative guidance or consensus

[32:09] down below that the financial disclosures or visual consistent and

[32:14] clear and below that we're encountered most significant difficulties in dealing

[32:19] with management and Performing and completing our audit we have everything

[32:24] set up to work when stocks comes in so basically this has to work their way

[32:28] around our table with all 13 items a couple of things I do want to bring into

[32:33] your attention that's a significant change to my board you'll find it on

[32:39] page 11 uh if you want to follow along just for a few seconds call deferred

[32:44] inflows that was a Gatsby change what that caused her to do is we're now

[32:51] having to recognize our inflows and leases out of the test track over the

[32:58] next 15 years we have a we have an agreement that during their

[33:05] second five-year option round they had two more options and if you'll throw

[33:10] them on over to page 25 you'll see in page 26 especially we are basically

[33:17] having to report 823 000 of future revenue and that was the

[33:24] basic change in this audit compared to the years before

[33:28] my board received this audit on March 17th I sent it to Mr Nino for his review

[33:36] the week before he completely reviewed it found it to be acceptable as he said

[33:43] you know unqualified is what you're looking for and so another thing I want

[33:48] to bring to your attention was basically the major change in uh having to report

[33:55] future income over the next uh from now to 2037.

[34:00] very clean audits very clean out uh she was in my office she showed up at eight

[34:05] o'clock on Monday was out of my office at Wednesday at noon the way we do our

[34:12] office there she sends it to me basically you've been in our Board Room

[34:22] she just basically just work her way around their table and she was in and

[34:27] gone into two days but it was a very clean audit just like the last 12 or 13

[43:40] on the one bedroom in the threshold to be able to be part of the uh

[43:48] for the requirements to get into the housing the

[43:52] they need to meet let's say they cannot be making more than thirty thousand

[43:57] dollars for example and uh

[44:00] for one person if it's um if it's if they're making closer to 30

[44:07] 000 then your rent is going to be accordingly it'd be more I think a one

[44:12] bedroom uh I'm gonna say it's like 500 450. and uh if they're making

[44:20] um twelve thousand dollars a year uh then their rent might be hundred dollars

[44:27] and the rest is subsidized

[44:32] percent of what the yearly thinks important

[44:38] it's the all we have up to this three bedroom but there's some families that

[44:42] have uh seven people in there and uh so if we look at their what their income is

[44:49] and then the rate is based on that you know

[45:07] twenty dollars or thirty dollars a month just living with us

[46:27] on February 6 2022 Pecos Police Department officers located Matthew

[46:31] weissler and rescued a runaway female minor being sexually exploited by

[46:36] Metzler Captain Davis I interviewed much here as it always his attention to

[46:42] detail during the collection of processing of forensic evidence

[46:46] provided substantiative information which ultimately left led to the arrest

[46:50] in Federal indictment of Med Sphere for violations of 18 USC which is ultimately

[46:56] transportation of a minor with content to engage in sexual activity and

[47:00] production of child pornography August 25th 2022 Metra was sentenced to 210

[47:07] months of foil imprisonment to be followed by a lifetime of supervisory

[47:11] release the efforts of Captain Davis Corpus

[47:15] not only brought a criminal justice but also eliminated him Potential Threat to

[47:21] minors in the community and providing making our nation and its

[47:25] communities that much safer for those who participate in sexual exploitation

[47:29] of children the exemplary performance reflects good

[47:32] credit on Captain Davis Corporation

[47:37] Police Department respectfully Francisco gordola special agent in charge in

[47:43] Alpine each officer individually did something obviously Captain Davis on the

[47:48] forensic side and the interview side does what he does you know at bumsy

[47:52] officer Chicago Illinois actually located this gentleman and the juvenile

[47:58] walking down the street

[48:12] that's about 17 years so this gentleman oh this is not a

[48:17] resident from here but for some reason find their way to pick us

[48:22] so I just wanted to bring at your attention and recognize them publicly

[48:27] for the hard work they do and orange hark Police Department patrolling CID is

[48:33] it's phenomenal you want to find another agency in this area but it's the size

[48:37] that visitors that they do and the FEDS recognize it pretty easily
