we received

three proposals
[2:56]
and chose Simon, which is our existing
[2:59]
provider. Debbie, go over this briefly.

beach

uh, the open beach gate policy and the

topic of security and video security on

the beach came up and uh, staff was

requested to research

um, how how we might increase the park
[3:24]
security to include the beach. Um, we
[3:28]
have now received proposals from three
[3:31]
qualified
[3:32]
su- uh, video security suppliers. Um, we
[3:36]
actually received uh, more than three
[3:39]
only from three suppliers because we
[3:41]
first were only looking at the beach and
[3:44]
a couple of things transpired. First of
[3:46]
all,
[3:47]
um, we had a an extraordinary situation
[3:50]
on July 4th weekend when a very rapid
[3:54]
evacuation of the beach had to be um
[3:56]
completed by our our park staff and the
[4:01]
shortcomings of our public address
[4:03]
system became quite apparent. And in a
[4:05]
debrief
[4:07]
um the one of the major takeaways is we
[4:10]
need a better sound system so we can
[4:12]
reach up everybody can hear us.
[4:14]
Um and it um what we we learned is that
[4:18]
um the touring video equipment that we
[4:21]
were looking at for for video can also
[4:25]
be easily adapted to audio.
[4:28]
So what you're what you see on your
[4:30]
screen is um a the the little red
[4:34]
triangles indicate audio
[4:37]
as well. So that when we're installing
[4:40]
the video cameras we can install audio
[4:42]
as well.
[4:43]
And in addition to that um
[4:46]
President Zuckerman asked the question,
[4:48]
well what would it take to make sure
[4:49]
that we have eyes on the promenade which
[4:52]
of course has been the topic of all
[4:54]
kinds of conversation
[4:56]
we um when we were talking about
[4:58]
unauthorized
[5:00]
um motor
[5:01]
you know, mopeds
[5:03]
um in the park those moped riders were
[5:06]
up and down the promenade um we didn't
[5:08]
capture those on video. So um that's
[5:11]
something that we added and to find out
[5:14]
what would it take
[5:15]
to include the um
[5:18]
the promenade. So that has resulted in
[5:22]
the proposal before you
[5:24]
um for uh a capital investment of
[5:28]
$17,467
[5:31]
and change
[5:32]
um which would come with an annual
[5:34]
operating cost of $17 $147.
[5:40]

in addition to the promenade you can see
[5:45]
from the map that it also includes uh
[5:48]
part of the uh the park itself, a small
[5:51]
part of the park that adjoins the
[5:52]
promenade. So, um
[5:56]
you know, we have a lot of video
[5:58]
coverage for that. Um in case anyone
[6:01]
asks, the parking lot is already
[6:03]
covered. Uh
[6:04]
but this this we felt was lacking, and I
[6:06]
felt it was very important that the
[6:08]
promenade be covered.
[6:10]
And it is covered under this proposal
[6:12]
from Dearborn Ave. all the way to the
[6:14]
north north gate.

Um our security captain and and sergeant
[6:19]

Uh my major concern was during 4th of

July, we were unable to communicate with

the public.

Our public address systems just

broadcast on the beach. We had multiple

people in the park, and we couldn't
[6:49]
communicate with them. This new system
[6:51]
will enhance our ability to do real-time
[6:54]
communication with the public.
[6:56]
Plus, give us enhanced security by
[6:59]
having us remotely view
[7:01]
things that go on. It'll be a crime
[7:03]
deterrent,
[7:05]
and it'll record events that happen and
[7:08]
limit the liability of the park and the
[7:11]
beach to
[7:12]
lawsuits and similar things like that by
[7:15]
having a public record of things going
[7:17]
on.
[7:17]
And the new camera coverage coverage is
[7:19]
most of the
[7:20]
places that the public
[7:23]
goes, the walkway, and the new walkway,
[7:25]
which will probably be
[7:27]
more conducive to have people come to
[7:29]
the beach and walk.

In 2025 between May and June, we've

scanned 3,300 or 3,035 permits. We've

sold 2,328
[20:15]
and we've made just shy under $300,000
[20:18]
in sales. And in 2026, that number's
[20:22]
bumped up 42% to 4,311 scans. We're down
[20:26]
a little bit in permit sales to 2,005
[20:30]
and
[20:32]
that reflects in the total sales
[20:33]

that utilizes GPS and AI to document

attendance data. And we've had a really

good relationship so far with uh, the

people over there and they've given us a
[29:13]
really good report. So.

Uh,
[29:15]
again, Placer AI uses uh, GPS data and
[29:18]
how it works is that uh, the platform
[29:20]
partners with del- related apps. So,
[29:23]
whenever you go on your phone and
[29:25]
you open up an application, uh, like
[29:27]
Taco Bell or any other app like that, it
[29:30]
asks for uh, your location services. And
[29:33]
if you were to activate that, it uses
[29:34]
that data
[29:36]
uh, on your cell phone to track
[29:37]
movement. And what we've done is
[29:41]
uh, we've gotten a report that sh- uh,
[29:44]
indic- cates all traffic within Wright
[29:46]
Town Park. And the AI uh, interface
[29:50]
actually interprets information and
[29:52]
generates summary reports based off of
[29:54]
that trafficking.
[29:56]
So, we've managed to get this uh,
[29:59]
summary. So, again, between May 1st and
[30:02]
June 30th, uh, the park had 122,000
[30:06]
visits with 71
[30:08]
Oh, 2025, correct. Uh, with 122,000 uh,
[30:12]
visits and 71,000 individual and unique
[30:16]
visitors. So, that's the individual
[30:18]
phones.

Um, visit frequency, so that's how many
[30:21]
times they return,

uh, 1.71 and 26 minutes average dwell

surpassing previous years' numbers that
