[0:09] of the Town Council to order and I'd

[0:12] like to invite you to join us in the

[0:16] the salute to the New Mexico state

[0:20] flag I pledge Al to the flag of the

[0:24] United States of America and to the

[0:27] Republic for which it stands one

[0:30] under God indivisible with liberty and

[0:33] justice for

[0:35] all I salute the flag of the state of

[0:38] New Mexico to he a symbol of perfect

[0:41] friendship among the United

[0:55] cultures I would like to acknowledge uh

[0:58] some of our town is administrators that

[1:01] we have here tonight we have uh our

[1:03] manager Alex Brown our assistant Town

[1:07] manager Jackie O Our Town attorney Jim

[1:12] Reynolds we have uh police chief

[1:15] Portillo uh fire chief Lambert our code

[1:19] enforcement offices uh Vicky Tony uh

[1:23] Thomas

[1:25] Hernandez um we also have our fire

[1:28] marshal uh Chief Marshall we I mean uh

[1:33] vasus and uh substituting for our clerk

[1:37] tonight will be uh uh Thomas uh

[1:42] Hernandez I'd also like to welcome

[1:45] members of the press and all of the

[1:47] community members here tonight we're

[1:50] glad you could come and be part of your

[1:52] city

[1:53] government uh I would also like to

[1:56] introduce our new district attorney nor

[1:59] wheeler welcome

[2:13] agenda no changes next on the agenda is

[2:17] ceremonies and we have none tonight next

[2:21] on the agenda is proclamations and there

[2:23] are

[2:24] none next on the agenda is Council

[2:27] comments first on the list tonight is

[2:30] councilor

[2:31] Snider good evening um I've received

[2:34] over two dozen emails supporting the

[2:37] citizen Advisory Board ordinance plus

[2:40] numerous phone calls and texts hear you

[2:42] turn on your

[2:44] mic and plus numerous phone calls and

[2:46] texts I would like to thank all the

[2:48] people who reached out and all those in

[2:51] attendance

[2:53] tonight the other thing I wanted to

[2:55] mention there was a headline today in

[2:56] today's Silver City Daily Press was

[2:59] police over oversight on the Silver City

[3:01] agenda this is wrong tonight the the

[3:04] council is looking at an Advisory Board

[3:07] oversight indicates that the board will

[3:08] be involved in day-to-day operations and

[3:11] according to the ordinance if a board

[3:13] member were to be involved into

[3:16] day-to-day operations they would be

[3:18] removed from the

[3:19] board so the correct term is

[3:24] advisory thank you Council

[3:27] Prince thank you mayor Ladner and we you

[3:30] the whole Council and town happy New

[3:31] Year tonight I must first thank our

[3:33] public for so much Outreach entering

[3:36] into my now fourth year as an elected

[3:38] official this continues important growth

[3:40] I've seen each and every year democracy

[3:42] is fraught with conflict but so can be

[3:44] said of life I do truly believe that

[3:46] regular engagement in our public

[3:48] institutions especially the ones that

[3:50] enshrine and protect our individual and

[3:51] public rights is how we will make it

[3:53] through these next years with the least

[3:55] suffering towards that end I would like

[3:57] to use these comments to boost the

[3:58] efforts of our public departments

[4:00] concerning wildfires not only is the

[4:02] collective horror of witnessing the LA

[4:04] county fires on the lips of everyone

[4:06] I've talked to but the December 18th New

[4:08] York Times piece ensures our dropping

[4:10] homeowners as climate shocks worsen has

[4:12] featured many distressing parallels in

[4:14] our own Community a not insignificant

[4:17] part of my work as an elected official

[4:18] has been to help the public Navigator

[4:20] hierarchies and bureaucracies to

[4:22] accomplish more than what they can on

[4:24] their own marshalling that power is

[4:26] incredibly tricky and quite frankly

[4:28] traumatic from our own city government

[4:30] having to negotiate the dollar value of

[4:32] human life to documenting whole

[4:33] watersheds turned black with tar so we

[4:36] can get corporate and federal assistance

[4:38] to remediate and pull our people some of

[4:40] whom were pregnant out of a toxic

[4:41] situation will stay with me for the rest

[4:43] of my life in the spring of 20123 upon

[4:46] receiving a multitude of calls from

[4:48] Neighbors and agency contacts I was able

[4:50] to make it up PA Road and assist with

[4:52] the Ben Lily evacuation for the RICO

[4:54] fire I can still remember the feeling of

[4:56] water spray from the bucket helicopter

[4:58] doing last checks before caravaning

[5:00] behind the power stroke cattle hauler I

[5:02] could convince State Police to get

[5:03] through our cordons it's great to share

[5:06] stories especially during these

[5:07] legislative sessions and meet the

[5:09] lobbyists and representatives that

[5:11] fought for improvements at the County

[5:12] Airport that enabled the US Forest

[5:14] surface ammonium phosphate air tanker

[5:17] drops that saved penos alos to cycle so

[5:19] rapidly it was great to be able to help

[5:22] because Robert esca was already at the

[5:23] volunteer fire department ensuring our

[5:25] City's pumps were keeping their tanks

[5:27] stock with water it was great to be able

[5:29] to help because our own fire chief Milo

[5:31] Lambo was already up on Bear Creek Road

[5:33] saving homes and lives with a coalition

[5:35] of teams that make up our public fire

[5:38] safety I say this because at every turn

[5:40] I've been so impressed by the welcome

[5:42] reception given by our multi-layered

[5:44] emergency response teams resources and

[5:47] officials from federal state county

[5:49] municipal offices and Naval Community

[5:51] efforts and have all played critical

[5:53] roles when emergencies push our daily

[5:55] routines to the side for individuals in

[5:57] tonight's audience I would encourage

[5:59] first first reviewing Wildfire risk. org

[6:02] and assess your home and Business reach

[6:05] out to your neighbors to do the same we

[6:07] have prevention resources at every level

[6:09] of government and while much has been

[6:11] dedicated to the efforts of evacuation

[6:13] you know your home better than anyone

[6:15] else and a major personal local and

[6:17] daily effort will be required to improve

[6:19] odds and reduce ignitions secondly

[6:22] training. fema.gov

[6:24] Nims for National Incident Management

[6:27] System and incident command system

[6:29] materials exists learn effective

[6:32] communication strategies my last meeting

[6:34] with our County Emergency manager

[6:36] hammered home how much support we have

[6:38] to handle complex Regional incidents and

[6:40] the presentation at this year's

[6:41] Municipal leag conference by RI Doo's

[6:43] mayor Lynn Crawford demonstrated how

[6:45] critical that support is to saving lives

[6:47] and communities IC training is essential

[6:50] and if neighborhood groups are

[6:51] interested in going through full

[6:53] certification I have commitments from

[6:55] local officials in the amateur radio

[6:56] Society to Proctor exams the difference

[6:59] between being a Helper and needing help

[7:01] is training and preparation I ask our

[7:03] public to carve out time to do so and

[7:05] connect neighbors and local officials

[7:07] while I remain confident in the outside

[7:09] teams and resources we presently rely on

[7:12] we may be called upon to step up more

[7:13] than we're used to for all the

[7:15] challenges I've been able to heed the

[7:17] call on I have more friends and Trust

[7:19] because of it especially for those

[7:21] who've moved here showing up for those

[7:23] in need really helps to build the trust

[7:25] and peace that our community is known

[7:26] for I will Echo gratitude for the

[7:28] efforts of the Behavioral Health task

[7:30] force and City leadership and opening

[7:32] the old rec center for warmth this year

[7:34] we have people freeze to death every

[7:35] year and this year has been no different

[7:38] I hope to see more step up so we can

[7:39] share different stories next year thank

[7:41] you thank you next councelor benom thank

[7:46] you mayor I too have received a number

[7:48] of uh uh requests to approve the notice

[7:52] of intent for The Advisory board but

[7:54] also have received a number also of

[7:57] people against it they have questions

[7:59] about it have some concerns so that I I

[8:02] and one thing I want to mention is I

[8:04] received an email from uh and I believe

[8:06] the rest of the council members and

[8:08] mayor received an email from a gentleman

[8:10] that suggested have had this Advisory

[8:13] Board been in place the incident where

[8:16] we had a woman killed by a police

[8:19] officer would have been prevented you

[8:21] don't know that I don't know that and

[8:23] the visory board would have known that

[8:25] it was a very unfortunate incident and

[8:28] uh I I take issue with that

[8:30] uh one last thing I want to say is I

[8:32] want to thank the city manager and those

[8:35] that uh uh restrip the uh the center

[8:40] lines and the Lanes on Silver Heights

[8:42] Boulevard from Swan Street to 14th

[8:44] Street I know that was a long time

[8:46] coming there was elderly people that

[8:48] drive at night that were complaining

[8:50] that they had issues with you know just

[8:54] uh wondering where the lanes were I

[8:56] would imagine that with the recent uh

[8:58] snow that we have and salt that was

[9:00] applied that they will fade so I I would

[9:04] ask that uh when it's necessary that

[9:06] they get repay it thank you thank you

[9:10] councilor cono thank you mayor I have

[9:14] any comments this evening so I'll be

[9:15] reading mine as well um first I like to wish everyone a Happy New Year I'm

[9:19] hopeful that 2025 will be a great year

[9:21] for the town bringing completion of

[9:23] several projects and many positive

[9:24] changes for all of us um first I want to

[9:27] mention that clerk CIO isn't with us

[9:29] tonight but I would also I would like to

[9:30] acknowledge um the reason he's not which

[9:32] is the passing of his mother-in-law

[9:34] Margaret Chavez most locals will

[9:36] remember Mrs Chavez from her career in

[9:38] retail at various stores across the

[9:39] county or also for her beautiful hats

[9:42] which she wore for nearly every occasion

[9:44] she was an incredibly special woman to

[9:46] anyone who is lucky enough to know her

[9:47] and she will be very

[9:49] missed um congratulations to miss OA on

[9:51] her appointment as acting assistant Town

[9:53] manager I'm absolutely thrilled to see

[9:55] her in this new position as she has

[9:57] already proven herself to be an

[9:58] extremely knowledgeable and valuable

[10:00] employee who is adept at handling the

[10:02] many personalities she comes into

[10:04] contact with on a daily basis I know she

[10:06] will continue to be a great asset to our

[10:08] community in this position and on a

[10:10] personal note it's just nice to have

[10:11] another woman at the table so

[10:15] welcome as many of you know um the town

[10:18] opened an emergency warming Center last

[10:19] week located in the old Rec Center at

[10:22] 1016 North silver it will run from 5:00

[10:25] p.m. to 8:00 p.m. um when temperatures

[10:28] are quite low until the 21st of January

[10:31] and then it will be

[10:33] re-evaluated um I would like to

[10:34] personally thank Mr Brown and Miss OA

[10:36] for the tremendous amount of work that

[10:38] they along with patrio chair of the

[10:40] housing and Behavioral Health task force

[10:43] did over the past few weeks to make sure

[10:44] the warming Center became a reality the

[10:47] center was the idea of the housing

[10:49] Behavioral Health task force but would

[10:50] not have happened without these three

[10:52] individuals working extremely hard

[10:53] together to get it together it's Al I'd

[10:56] also like to thank Chief lamber and Fire

[10:57] Marshall Vasquez for their work making

[10:59] sure that we had all the permits and

[11:01] necessary inspections Etc done so the

[11:03] building would be acceptable to shelter

[11:05] folks and to Peter Pena and his staff um

[11:08] in public works for getting the building

[11:10] ready to open thank you to Tiffany

[11:12] throck Morton and kathern mccarrol and

[11:15] patrio for being the ones to staff the

[11:17] center every night and um for coordin

[11:20] coordinating other volunteers and to

[11:22] Laura Aubrey for using her business the

[11:24] mint chip crey as a headquarters to

[11:26] accept donations special thanks to

[11:28] Harvest Church for providing a van to

[11:30] pick people up who um who could benefit

[11:32] from the center and to everyone in town

[11:34] who has made donations of food blankets

[11:35] and clothing over the last few days each

[11:39] evening

[11:40] um as word makes it through town the

[11:42] amount of people coming to seek shelter

[11:44] is growing and is because these ladies

[11:46] are doing a fantastic job of making

[11:47] people feel welcome safe and cared for

[11:50] the warming Center is just that a place

[11:52] for people to come and be warm it's not

[11:55] um to be an overnight shelter or a place

[11:57] for people to live temporarily but

[11:59] rather a place to come have a hot meal

[12:01] and be be away from the elments for a

[12:03] short amount of time I'm very proud of

[12:05] the community for the way they have

[12:06] responded so far thank you um for the

[12:10] past year Mr Reynolds has been working

[12:12] really hard on a code of conduct for the

[12:14] council and mayor and I believe it

[12:16] remains necessary and I would like to

[12:17] propose that we have a special work

[12:19] session um potentially one hour before

[12:21] our second meeting in February to

[12:23] discuss the proposed codes um that we so

[12:26] that we can consider passing it and

[12:27] implementing it as soon as possible Mr

[12:29] CS returns he I'll make the formal

[12:31] request for that to occur so expect for

[12:33] him to be reaching out to you to for

[12:35] scheduling um last I normally try not to

[12:38] Give opinions on things that seem

[12:40] unrelated to town business but I do

[12:42] believe all the turmoil at Western New

[12:44] Mexico University does affect the town

[12:46] also several members of the faculty and

[12:48] staff have requested that I make a

[12:49] personal statement so I'm going to do so

[12:52] for those that may not have known me my

[12:53] entire life I was raised on campus my

[12:56] father was the director of a now defunct

[12:58] trio program and was also a mental

[13:00] health professional on the campus for

[13:01] many years my mother began as a director

[13:04] of another Student Success program

[13:05] focused on helping helping non-

[13:07] traditional students reach their

[13:08] educational goals she later became a

[13:10] member of The Faculty where she taught

[13:12] Spanish and Cho studies for 25 years and

[13:14] was involved in the faculty Senate she

[13:16] didn't just teach her classes and go

[13:18] home she served the university in

[13:20] countless ways on search committees

[13:23] sponsoring student organizations and

[13:25] helping a connection helping Foster a

[13:28] connection between the community in the

[13:30] University their

[13:32] example led me to choose to be a student

[13:34] at Western I studied English and

[13:36] movement science and was actively

[13:38] involved in many student organizations

[13:40] including being this a senator and a

[13:42] vice president and the vice president of

[13:44] student government when I finished my

[13:46] studies at Western I became very

[13:48] involved with other M with the office of

[13:50] Multicultural Affairs and Student

[13:52] Activities over the next few years I did

[13:54] over 5,000 hours of volunteer unpaid

[13:57] service to the university because of

[13:59] that I was inducted into the Alumni Hall

[14:02] of Fame as an out outstanding alumni

[14:04] Ambassador in 2007 I went on to serve

[14:07] the Alum on the Alumni Association Board

[14:09] of Directors for 12 years including two

[14:12] terms as president I was also one of the

[14:14] organizers who helped establish the

[14:16] University's abme Union and can

[14:18] literally say that my Blood Sweat and

[14:19] Tears have gone into making sure that University is successful and that

[14:24] being an alumni is something that I am

[14:26] proud of because of my parents employee

[14:29] at Western I have seen firsthand both

[14:31] the good and bad times at the University

[14:33] over the course of my lifetime I also

[14:35] distinctly remember my family living

[14:37] paycheck to paycheck and sometimes even

[14:39] less than that as employees of the

[14:42] University my mother retired after 25

[14:45] years of faithful Service as a full

[14:48] tenur Professor teaching at least six

[14:50] face-to-face classes a semester making

[14:53] nowhere near even a third of the

[14:55] $200,000 a year being offered to the

[14:57] former president to teach two classes

[15:00] online without having to set foot on

[15:02] campus this decision by the board former

[15:05] Board of regions to offer him not only

[15:07] that but a $1.9 million golden parachute

[15:10] is a slap in the face to all members of

[15:13] faculty and staff of the University past

[15:15] and present as well as to the

[15:17] community several of them have expressed

[15:20] grief over the total loss of morale and

[15:23] because they know that they are not

[15:24] valued by the system that they have

[15:26] given much of their lives to will be

[15:29] incredibly hard for the University to

[15:30] bounce back from that this turmoil I am

[15:33] thankful that sen Senator gorea Hemphill

[15:36] and her husband started the ball rolling

[15:38] by asking questions I know that they

[15:40] have had a terrible time during this

[15:42] process because people can be extremely

[15:46] cruel

[15:47] to to the squeaky

[15:51] will

[15:54] but what they did was necessary every

[15:57] public entity is required to follow

[15:59] policies for good

[16:00] reason and if they don't it is in the

[16:03] Public's best interest for someone to

[16:05] ask questions and for that to be exposed

[16:07] in this case it also reminded other

[16:09] entities about the need for transparency

[16:12] and the to ensure the checks and

[16:14] balances are always in place while it

[16:16] would be up to attorney general R GES to

[16:18] attempt to sort out the mess and

[16:20] hopefully try to rectify the situation I

[16:23] have many concerns about the Ripple

[16:24] effects this will have on our community

[16:26] wmu's reputation

[16:29] has been destroyed in Santa Fe that

[16:31] won't just have an effect on their

[16:32] capital outlay and other requests but

[16:34] potentially on all the other requests

[16:35] coming out of Grant County our

[16:37] legislators will be will remember that

[16:39] Western is located here and wonder if

[16:41] the other entities are running as are

[16:43] run as poorly when each of us is in

[16:45] Santa Fe this session we are going to

[16:46] have to be on the defensive doing damage

[16:49] control I am also concerned about what

[16:51] the situation has taught us all about

[16:53] oversight while there are a few key

[16:55] differences between a board of regions

[16:56] and a Town Council I think that there

[16:58] are also so we have similarities that we

[17:00] need to be aware and use them as our

[17:02] cautionary tale as the town reaches AC

[17:04] Crossroads in many ways over the next

[17:06] couple of years I think it's imperative

[17:08] that we start to put more safeguards

[17:10] into place to ensure that Silver City

[17:12] continues to be the strong resilient

[17:13] community that we all love and care

[17:15] about thank

[17:24] remind community members that Council

[17:28] comments only represent their personal

[17:30] opinion and does not reflect any Town

[18:48] Reese hello this is my first time here

[18:51] ever attending one of these so it's kind

[18:53] of exciting I'm here speaking for the

[18:56] advis citizens advisory Council board

[19:00] and I'm speaking for several boards I am

[19:02] the member of three different boards in

[19:04] town two of them are extremely anxious

[19:07] extremely nervous and extremely fearful

[19:10] about what is coming uh P flag and

[19:14] lgbtq many of our citizens have been

[19:16] poorly treated by the police in the past

[19:19] they have been harassed they've been

[19:21] discriminated against they have been

[19:24] disrespected and they are fearful and

[19:27] they would be very very happy to be able

[19:30] to have someone to come to someone to

[19:33] talk to to help them resolve issues they

[19:36] are afraid to come to the police

[19:38] themselves because they don't really

[19:40] know the police department I want to

[19:42] make a comment on that the sheriff's

[19:45] department has gone out of their way to

[19:47] reach out to the gay community they have

[19:50] attended multiple meetings they have

[19:52] done everything they can to let us know

[19:54] who they are to let us know that they

[19:57] want to treat everyone the same the

[20:00] police department here in Silver City

[20:02] has not reached out to us at all I also

[20:06] would like to say that he may have

[20:09] improved things greatly I don't know

[20:11] because I have never really met him uh

[20:14] things may be different but there are

[20:16] still some of the same police officers

[20:18] who were causing the problems before who

[20:20] are still here and if you talk about an

[20:24] open door policy that you can come you

[20:27] can talk to me well how many of you have

[20:29] ever had a job with a boss how well does

[20:32] it work when you go into the boss and

[20:34] you tell them you're not happy with what

[20:36] they're doing you don't like the way

[20:38] they did it it usually doesn't work well

[20:41] people are afraid to come to the police

[20:44] department because not only does he have

[20:46] a gun he has officers who can write

[20:48] tickets and harass you which are things

[20:51] I have heard has happened in the past

[20:54] there is almost no one in the gay

[20:56] community I have spoken to who has any

[20:59] faith whatsoever in the police

[21:02] department and I for one think that this

[21:07] Council this group of citizens who wants

[21:09] to work with the police who wants to

[21:12] help the police who wants to help the

[21:14] citizens communicate with the police and

[21:17] help the police to communicate back to

[21:19] the citizens would be a wonderful first

[21:22] step in regaining that trust and I for

[21:26] one would like to reach out to the

[21:28] Police Department and ask them to reach

[21:31] back out to us to come to our meetings

[21:35] to ask to get in touch to allow us to

[21:37] get to know you as the sheriff has done

[21:40] because I believe that would go a long

[21:42] way towards restoring things thank you next on the list is Patricia

[21:59] Mr Mayor members of the

[22:02] council Town

[22:04] Administration people in the audience

[22:07] and those who will see this on on cats I

[22:10] am Patria Cano the chair of the housing

[22:13] and Behavioral Health uh task force and

[22:16] I too would like to thank everyone

[22:17] involved I won't go into to all the

[22:20] names because my uh councelor cono has

[22:22] already mentioned them but if it were

[22:24] not for all the people in the the town

[22:26] Administration the warming Center Center

[22:28] would not have happened um the center is

[22:31] a zero barrier uh center with the

[22:33] express purpose of preventing death from

[22:36] hypothermia and anyone who is unhoused

[22:38] or does not have heat in their home is welcome to to come

[22:46] um volunteers are needed though to staff

[22:50] the center during two shifts one from

[22:52] 5:00 p.m. to midnight and then from

[22:55] Midnight to 8:00 a.m. um volunteers may

[22:59] also assist by washing bedding and

[23:02] clothing shopping for uh dinner

[23:04] ingredients froods and snacks and they

[23:07] can also help clean the rec center

[23:09] because we have to get it ready for its use during the day uh to volunteer

[23:14] the public may call the emergency

[23:16] warming Center number which is 575 519

[23:21] 5940 and if you call please be patient

[23:24] because your call will be returned by

[23:27] the coordinator as soon as she's had a

[23:29] chance to sleep because she stays up all

[23:32] night to uh welcome and serve the guests

[23:35] who who go there um I would like to

[23:38] invite the mayor and the council to stop

[23:40] by anytime after 5:00 p.m. and see just

[23:43] exactly what what is going on each night

[23:46] we do get an increas in number of of

[23:48] people who take advantage and they they

[23:50] come and go and uh it's a wonderful

[23:53] experience it's it's a good time for you

[23:55] to see how it's how it's running and to

[23:57] interact with a very vulnerable

[24:00] population um I would like to thank the

[24:02] community for their support it has been

[24:04] overwhelming and

[24:06] um uh donations can are being accepted

[24:10] and they can be taken directly to the

[24:12] rec center or dropped off at mintchip

[24:15] primary um the rec center for those of

[24:19] you who don't know is located off of

[24:21] golden T Street the driveway is actually

[24:24] uh you take a left uh off of gold to

[24:27] 10th Street and that's how you get to it

[24:30] um finally I would like to thank the

[24:33] county for partnering with the town to

[24:35] uh provide a small budget for for the

[24:38] warming Center it it is being successful

[24:42] and it is something that that is is

[24:45] greatly needed to take care of of our

[24:47] citizens so thank you thank

[25:04] member of the ad hoc committee citizens

[25:06] for safety and Community which has

[25:08] proposed the ordinance for a Citizens

[25:10] Advisory board that is before you

[25:13] tonight one of the functions of this

[25:17] board would be to um hear complaints

[25:20] from citizens who for whatever reason

[25:23] are reluctant to go to the police

[25:25] directly and then pass these complaints

[25:27] onto the the chief of police to handle

[25:30] according to

[25:31] protocol nowhere in this ordinance does

[25:34] it give the proposed board any power to

[25:36] make decisions on complaints to

[25:39] influence disciplinary action or to

[25:41] review or oversee any aspect of law

[25:45] enforcement the board would be composed

[25:47] of members of the community from the

[25:49] areas of Mental Health Care Social Work

[25:53] public education and formerly of law

[25:56] enforcement these board members would be

[25:58] appointed by the Town Council and mayor

[26:01] members of the board would lose their

[26:03] position were they to interfere in the

[26:05] day-to-day duties of Law Enforcement

[26:07] Officers or to communicate any

[26:09] information learned through their

[26:11] position on the board that is not part

[26:13] of public record the board would

[26:16] discreetly receive and convey issues or

[26:18] complaints to the chief of police who

[26:21] would handle them according to

[26:23] protocol the board's role would be

[26:26] largely to Bear witness and doent the

[26:29] process more often most often a third

[26:32] party witness isn't needed but when

[26:34] citizens feel that their rights have

[26:36] been violated or their needs ignored it

[26:39] protects them it protects the police and

[26:42] the city to have a third party able to

[26:45] assure that the complainants rights were

[26:47] respected and that the issue was given

[26:50] Fair

[26:51] consideration at no point would the

[26:53] board be involved in settling the

[26:55] complaint itself this is the job of of

[26:58] the chief of police the city manager and

[27:01] the City

[27:02] attorney we have worked on this proposed

[27:04] ordinance with input from the chief of

[27:06] police a police union representative the

[27:09] city manager the City attorney the mayor

[27:12] and members of various Community

[27:15] organizations we feel we have a very

[27:17] good chief of police and we have found

[27:19] his input

[27:21] invaluable he has made it clear to us

[27:24] that he does not Embrace this concept

[27:26] but he is willing to give it fair

[27:27] consider

[27:28] itation this is not something we have

[27:31] taken lightly or entered into without

[27:33] the understanding that it is complicated

[27:36] and difficult to craft an ordinance that

[27:38] is effectively written we have written

[27:41] and revised this ordinance many times

[27:43] over the past four years we think we

[27:46] have a good police department and we

[27:48] want it to be able to grow and develop

[27:50] in a way that benefits the total health

[27:53] and well-being of the officers doing the

[27:56] work and the community that they Serve

[27:58] and Protect thank you thank

[28:16] lived in Silver City for 10 years um and

[28:19] for six of those I had a coffee shop on

[28:21] Bard Street currently I work as a

[28:23] language arts teacher at Al of leopa

[28:24] charter school um and I'm also a member

[28:27] of the um citizens for safety and

[28:30] community that Sharon mentioned I'm here

[28:32] tonight to voice my support for the

[28:33] ordinance that will establish a Citizens

[28:36] Advisory board or cab to assist the scpd

[28:39] in its role of ensuring Public Safety

[28:42] the cab will be valuable in several ways

[28:45] first and most importantly it will

[28:47] Foster dialogue aimed at addressing

[28:49] CommunityWide issues the composition of

[28:52] the cab brings together people from

[28:53] various relevant professions and diverse

[28:56] walks of life anytime the town considers

[28:59] law enforcement policies it will be

[29:00] doing so in a way that is broadly

[29:02] informed leading to more holistic and

[29:05] innovative solutions and

[29:07] approaches in an Ideal World um second

[29:10] sorry it will build trust by creating a

[29:12] cab the town is sending a message to all

[29:14] of its citizens that the scpd values

[29:17] their input in an Ideal World when a

[29:20] police officer interacts with another

[29:22] citizen that citizen sees the officer as

[29:25] looking out for their interests this

[29:27] sort of interaction requires the kind of

[29:29] trust that is built through the

[29:30] acknowledgement of concerns and the

[29:32] shared ownership of goals third it will

[29:35] increase transparency and input without

[29:38] sacrificing the need to keep certain

[29:40] information within the department there

[29:42] are important practical and legal

[29:44] considerations when it comes to

[29:45] transparency and law enforcement and for

[29:48] that reason while the cab strives to

[29:50] establish much needed transparency it

[29:52] also strikes a careful balance and keeps

[29:54] the nature of what information can be

[29:56] shared in the exist in legal framework

[30:00] some one might worry before reading this

[30:02] ordinance whether the cab will have any

[30:04] immediate impact um on the efficacy of

[30:07] our police department and this is

[30:09] understandable the success of our police

[30:11] officers equals the safety of our

[30:13] community so I feel it's essential to

[30:15] emphasize that this board does not

[30:17] supplant or interfere with the existing

[30:19] chain of command and cannot set or

[30:22] change existing scpd policies or

[30:25] procedures the cab has two roles to be

[30:28] an outlet for grievances as Sharon has

[30:31] just discussed and to advise its value

[30:34] is in the research and varied expertise

[30:36] it brings to the table as well as the

[30:39] link of transparency and communication

[30:40] that it creates between the scpd and our

[30:43] Town's elected officials in a

[30:46] functioning democracy it's imperative

[30:47] that a balance be found between the

[30:49] guiding voice of the people and the

[30:51] knowledge of trains experts under the

[30:53] leadership of Chief Portillo we have a

[30:56] department full of skilled professionals

[30:57] who know how to do their jobs at the

[31:00] same time no single police interaction

[31:02] be it Criminal Trespass a welfare check

[31:05] or a dispute between neighbors happens

[31:07] in a vacuum there is a context in which

[31:10] these things happen input from experts

[31:12] in other fields Social Work mental

[31:14] health education as well as input about

[31:17] the values and concerns of Silver City

[31:19] residents will provide a clearer picture

[31:21] of this context and a shared voice to

[31:23] Define it thank you thank you

[33:21] they have left I see citizens Advisory

[33:24] Board as puppeteers and they want to

[33:27] make our Law Enforcement Officers

[33:29] puppets the citizen Advisory Board

[33:32] becomes the police sorry that doesn't

[33:35] work leave it as it is if you have

[33:38] concerns or issues with the law

[33:42] police chief or the mayor the citizen

[33:45] Advisory Board is just trying to control

[33:48] our Law Enforcement Officers without

[33:50] putting their life on the line I

[34:00] Enforcement Officers 100% whose service

[34:08] meeting councilman Nicholas Prince

[34:14] that fact he is biased against our city

[35:33] down to this citizens Advisory Board um

[35:36] the town

[35:37] will lose a lot of police

[35:40] officers um is an Advisory Board such a

[35:43] bad thing necessarily no U but there's a

[35:46] lot of writing in here that is trying to

[35:48] give The Advisory Board way too much

[35:50] control it's going to push officers away

[35:52] uh or push officers away and I think a

[35:56] lot of things in this need to be fixed uh before it's implemented uh

[36:00] first of

[36:03] all it says that each Town counselor

[36:06] needs to nominate one board member

[36:08] there's a specific Town counselor that

[36:10] decided to conduct his own investigation

[36:12] against a police officer uh going around

[36:14] Silver City saying that that police

[36:16] officer was corrupt and shortly after

[36:18] that that police officer left the police

[36:19] department we're one spot away from

[36:22] being fully staffed and if this is

[36:24] implemented we're going to lose plenty

[36:26] of officers

[36:28] um another part of this talks about

[36:30] discipline um our Police Department

[36:32] actually revised its policies through a

[36:34] law firm which Toro spoken about before

[36:37] and when it comes down to someone filing

[36:39] a complaint this states that if the

[36:43] complaintant is not happy with the

[36:45] complaint then it needs to be

[36:47] readdressed however we specifically have

[36:49] a discipline Matrix in our policies to

[36:51] help us with how discipline is handed

[36:53] down so that this Advisory board with

[36:55] them going against the discipline that

[36:57] would violate our policy uh it

[36:59] repeatedly speaks about how all they

[37:02] wish to do is strengthen and improve our

[37:06] current policies but that's doing the

[37:08] exact opposite of that it speaks about

[37:10] trying to tell us or it wants to help us

[37:13] with the problems such as homelessness

[37:16] addiction mental illness domestic

[37:18] violence stuff like that um however we

[37:21] are mandated to do yearly trainings on

[37:24] all those issues from people that have

[37:25] way more knowledge than what this

[37:26] Advisory Board report is going to have

[37:28] uh the state of New Mexico mandates us

[37:31] to do those

[37:32] trainings another issue we see here

[37:36] would be seeking up the best continuing

[37:38] education as I just mentioned we are

[37:42] constantly going to um specialized

[37:45] trainings getting additional education

[37:48] to handle those issues we don't need

[37:49] people that don't have law enforcement

[37:51] experience to be telling us how to do

[37:52] our

[37:53] jobs lastly

[37:57] I don't feel that they need to have

[38:00] any information relevant to hiring a

[38:03] police chief again they have no

[38:05] knowledge as to what it would take to

[38:08] know who's the best candidate as a

[38:09] police chief and I'll just close by

[38:12] saying once again that we're going to

[38:13] lose a lot of officers we're not against

[38:15] an Advisory board but there's many

[38:17] things in here that are going to push

[38:19] officers away they're going to affect

[38:21] our ability to do our job and it also

[38:24] violates our Union contract with the

[50:37] the press that he would work with the

[50:39] board should the community want it and I

[50:42] urge the counselors to vote

[50:45] Yes and I would say with regard to

[50:48] efforts at recruitment for police

[50:50] positions as a taxpayer a Community

[50:53] member someone who walks the streets

[50:56] someone who drives my car around someone

[50:58] who goes to the store to church I would

[51:00] not approve of hiring anyone who would

[51:03] not be willing to work with the citizens

[51:06] Advisory Board and as far as police off

[51:09] officers threatening to quit what are

[51:12] they afraid of they're police

[51:15] officers right why would they be afraid

[51:18] of community members who are simply

[51:20] there to advise and to help and to

[51:24] support but not to control daytoday

[51:29] activities that's none of their

[51:32] business I especially like the fact that

[51:35] this board would include a mental health

[51:37] professional Two Social Work

[51:39] professionals and a person with a

[51:41] background in

[51:43] education no they would not all be

[51:46] graduates of the police academy but not

[51:49] everything is about just the

[51:52] police academy it's about what happened

[51:56] on a day-to-day basis in the community

[51:59] and people who have degrees in social

[52:02] work not just random trainings on a

[52:05] yearly basis have studied these kinds of

[52:08] issues and can offer their

[52:11] support a citizen Advisory board that

[52:14] followed best practices and you can

[52:16] Google that there's best practices for

[52:18] citizen advisory boards across the

[52:21] country should be a welcome addition to

[52:24] those who care about com Community

[52:26] safety

[52:27] such a board would be explicitly helpful

[52:31] to police officers and not at all about

[52:34] controlling their day-to-day duties or

[52:37] routine silver the Silver City Community

[52:41] has suffered too much from Bad official

[52:46] decisions that may have been avoided if

[52:50] there had been an Advisory Board I take

[52:53] issue with what my counselor said at the

[52:55] opening statement

[52:58] about Nikki

[53:00] Bascom say her

[53:03] name while we can't say for sure in

[53:07] hindsight that a citizen's Advisory

[53:09] Board would have prevented her death we

[53:12] can say for sure that her pleas to the

[53:16] police department at that time for help

[53:18] and support for her own protection and

[53:20] her children's protection were just

[53:23] shined on quote unquote in the

[53:27] press in other words her pleas were

[53:31] ignored even though the police chief at

[53:34] the time and the officers knew about the

[53:37] allegations of domestic abuse and

[53:39] threats by Captain

[53:43] contas say his

[53:46] name it was so clear that Nikki was

[53:49] ignored that the city lost a $10 million

[53:52] lawsuit excuse me

[53:58] had Nikki been able to file a complaint

[54:01] M with a community Advisory Board it

[54:05] just may have made a difference M Ortiz

[54:08] and that is why it is a giant step

[54:11] forward I just want to remind you you

[56:22] shortcomings of being able to fight such

[56:24] a fire in LA it would have to do with

[56:27] the water department Reserve water

[56:31] tankers perhaps uh for the fire

[56:33] department and other things that could

[56:35] be done to further ensure that our

[57:02] forests and it would not be an easy task

[57:05] for just our fire department or even the

[57:07] slurry bombers they get started late in

[57:10] the game not always up front thank you

[58:13] from teachers social workers mental

[58:16] health workers as and

[58:19] others um as well as tackling the

[58:22] problem of our homelessness and

[58:25] Behavioral Health need needs in our

[58:27] community there are areas within the

[58:30] proposal as written that are

[58:35] problematic as a proposal is written

[58:38] currently written I believe that the

[58:40] community Advisory

[58:42] Board would end up being

[58:46] counterproductive I'm going to give you

[58:48] some

[58:49] examples example one is on page

[58:53] three number

[58:55] two it states that the board shall

[58:58] receive quarterly data on

[59:02] complaints and the Department's

[59:04] disciplinary actions towards those

[59:07] complaints example two page four number

[59:13] nine you discussed disciplinary actions

[59:17] of

[59:20] officers um and and discussing those

[59:24] disciplinary actions to members of the

[59:27] community that have

[59:29] complaints you also go on to explain if

[59:33] the discipline is not deemed

[59:36] adequate by The Advisory board that the

[59:38] city manager and the attorney will be

[59:45] contacted a community advisory board's

[59:48] recommendations should be considered as

[59:52] uh very meaningful

[59:53] information uh for the police department

[59:57] but should not be binding to what the

[1:00:01] police department decides to

[1:00:03] do the advisory board's responsibilities

[1:00:07] as written appears to be an initiative

[1:00:11] or Avenue to discipline police and

[1:00:15] undermine the authority and

[1:00:16] responsibility of the police

[1:00:21] chief there is also a uh area in that

[1:00:25] where

[1:00:26] um it is mentioned that the Advisory

[1:00:30] Board should have information on on uh

[1:00:35] the Union's

[1:00:42] negotiations the responsibility and

[1:00:45] purpose of an Advisory Board should be

[1:00:47] to enhance Community understanding

[1:00:51] engagement and Foster proactive

[1:00:54] communication

[1:00:56] and cooperation between the police

[1:00:58] department and the

[1:01:01] citizens to operate an effective

[1:01:04] Community Police Advisory board members

[1:01:07] need to have a strong understanding of

[1:01:11] the daily functions responsibilities and

[1:01:15] challenges that our Law Enforcement

[1:01:17] Officers face each

[1:01:22] day you mentioned that the board would

[1:01:25] provide Research into upand cominging

[1:01:28] policies and education for law

[1:01:31] enforcement it that's positive and I'm

[1:01:34] sure the chief would love to hear more

[1:01:37] ideas you know to uh make his Department

[1:01:40] better or to better prepare his um

[1:01:47] officers however the chief knows that

[1:01:51] his Department what his Department can

[1:01:54] and cannot do with the Manpower that he

[1:01:59] has without The Advisory

[1:02:03] Board the council mayor and city manager

[1:02:07] can still recommend measurable and

[1:02:10] objective goals for the police chief to

[1:02:13] accomplish monthly quarterly and

[1:02:17] yearly while continuing to

[1:02:20] communicate all the community concerns

[1:02:23] to the police chief fostering

[1:02:26] communication with the public without

[1:02:29] fueling the fire is a

[1:02:34] recommendation the officer's body cam

[1:02:38] videos are reviewed frequently by the

[1:02:41] police Administration for performance

[1:02:44] Improvement compliance opportunities

[1:02:47] misconduct and police

[1:02:50] adherence also the body cam footage is

[1:02:54] reviewed by judges attorneys a 12 panel

[1:02:58] jury as well as the Nightly

[1:03:03] News according to the world population

[1:03:06] review and in the USA Today New

[1:03:10] Mexico has the second highest crime rate

[1:03:14] in the

[1:03:16] nation according to QR QR sorry krq news

[1:03:22] just last

[1:03:23] night New Mexico

[1:03:27] is rated as the 50th worst state to live

[1:03:32] and raise a

[1:03:33] family the high crime rate was one of

[1:03:36] the mentioned contributions to that

[1:03:40] figure I am asking the

[1:03:43] council to hold off on voting for The

[1:03:47] ordinance Amendment for

[1:03:50] now

[1:03:51] instead continue and improve upon the

[1:03:54] work your already doing with positive

[1:03:58] communication between the community and

[1:04:00] police

[1:04:01] department also continue your work on

[1:04:04] improving our community resource

[1:04:06] deficits in Behavioral Health

[1:04:09] homelessness drug addiction and

[1:04:13] safety you have great

[1:04:17] ideas however there needs to be a change

[1:04:21] in the way this community Advisory Board

[1:04:23] amendment is written

[1:04:26] Mr lore you have about a half a minute

[1:04:31] proposal is written I am afraid that

[1:04:33] police officers retainment and

[1:04:35] recruitment will be negatively

[1:04:38] affected your job as city government is

[1:04:41] to do the greatest good for the greatest

[1:04:43] number micromanaging a small Police

[1:04:46] Department when crime is at an all-time

[1:04:48] high is not proactive Instead at this

[1:04:51] time the greatest good is advocating

[1:04:53] with the police department for crime

[1:04:55] prevention strategies and engage the

[1:04:57] community to help if you see something

[1:04:59] say something if an officer is in need

[1:05:01] ask him or her if they need help tell

[1:05:04] your young men and women officers thank

[1:05:06] you for putting their lives on the line

[1:05:09] and choosing to be available to protect

[1:05:12] us while we sleep thank you thank you

[1:05:46] protm the role of the mayor protm as

[1:05:49] given in our town Charter is in case of

[1:05:59] conducts the duties of the mayor and is

[1:06:02] the presiding officer of the Town

[1:22:52] October 31st

[1:22:58] and while we're doing that I'll just get

[1:22:59] a couple of updates so you've heard from

[1:23:02] me from many years so we are very

[1:23:06] strongly working with the New Mexico

[1:23:07] tourism department and the New Mexico

[1:23:09] true campaign for decades the way the

[1:23:13] tourism Department worked was it was a

[1:23:15] onetoone match you spent a dollar they

[1:23:17] matched a dollar during covid they

[1:23:20] changed that to a two to one match I

[1:23:22] keep saying it's going away and they

[1:23:24] keep renewing it which is awesome so

[1:23:26] fiscal year 25 We are continuing with

[1:23:29] the two for one

[1:23:31] match and a good not is they just uh and

[1:23:34] the good note is they just opened up FY

[1:23:37] 26 so we will see they have not

[1:23:39] announced if they're going to continue

[1:23:40] the two for one match but I do know that

[1:23:42] the tourism department is going to the

[1:23:44] legislature asking for more money it's

[1:23:47] working so I'm sure has everybody seen

[1:23:49] the New Mexico true campaign it just

[1:23:51] makes my heart sing when I'm in Denver

[1:23:53] and I see us someone them in Dallas and

[1:23:55] so this last year with the extra money

[1:23:57] they expanded into Seattle and San

[1:23:59] Francisco so their their focus has

[1:24:02] largly been on the Flyin markets so the

[1:24:05] direct flight Market um and really

[1:24:07] getting the word out nationally we focus

[1:24:10] our efforts on the drive Market here so

[1:24:12] we can go to the next slide so a little

[1:24:15] just about Sunny 505 the first time you

[1:24:17] met me we were Griffin and Associates we

[1:24:20] rebranded as Sunny 505 in 2019 we are

[1:24:35] I have been working with the New Mexico

[1:24:37] true campaign since it was rolled out in

[1:24:39] 2012 which seems like it was yesterday

[1:24:43] into year 14 with it um and our

[1:24:46] specialty is tourism

[1:24:49] marketing so a little bit our L Lodgers

[1:24:52] tax has continued to increase which is

[1:24:54] great that gives us money to spend more

[1:24:56] on Advertising also tourists generate

[1:24:59] first receipts tax which we always love

[1:25:02] our primary markets have been and this

[1:25:04] is based on the data that we get of

[1:25:06] where the tourists are coming from

[1:25:09] Tucson El Paso Las cruus I really think

[1:25:12] El Paso should become part of New Mexico

[1:25:14] but El Paso Las cruus um and then

[1:25:17] Albuquerque and then we do reach

[1:25:20] nationally through our social media

[1:25:22] efforts through our public relations

[1:25:24] efforts and through our targeted digital

[1:25:27] campaigns um our focus with all our ads

[1:25:30] is on the historic downtown the Arts and

[1:25:34] then the Outdoor Adventure travel we are

[1:25:36] in partnership with Grant County and I

[1:25:38] think this is really important because

[1:25:40] Grant County also has a budget and we

[1:25:43] work together so that we're not

[1:25:51] the Grant County Lodgers Tax Advisor re

[1:25:54] board so that we are applying for

[1:25:56] different things in different months so

[1:25:57] we get a full year of exposure but we're

[1:26:00] not paying for all of it gr Count's

[1:26:02] paying for part of it we're paying for

[1:26:04] part of it so we make sure it's

[1:26:08] complimentary New Mexico true as joanny

[1:26:10] said has been uh working BR brilliantly

[1:26:13] for us here in New Mexico it's very

[1:26:15] inspirational campaign it's about sight

[1:26:17] doing not sightseeing so when people um

[1:26:20] are searching to travel they they look

[1:26:22] at New Mexico and they look at so City

[1:26:24] and they go well what can I do and we

[1:26:26] Inspire them to to take a look at New

[1:26:29] Mexico but to book a trip uh to Silver

[1:26:32] City so they can love what we love here

[1:26:35] in Silver City so the great thing um

[1:26:38] about the true campaign is that works it

[1:26:41] inspires Travelers other great thing is we're using the Department's money

[1:26:46] when uh we spend one they give us two

[1:26:47] more dollars to uh throw in the kitty to

[1:26:50] advertise more uh for our dollars uh as

[1:26:54] we encourage people to book a trip here

[1:26:56] to Silver City um these are some of the

[1:26:58] deliverables that the New Mexico true

[1:27:00] Co-op program provides us for Silver

[1:27:03] City as you can see there's a lot of

[1:27:05] variable different things that they

[1:27:08] provide for us and these are all part of

[1:27:10] the tools and the toolbox that we use as

[1:27:13] we go out and we search for people to

[1:27:15] book a trip here to Silver City and so

[1:27:18] using their dollars is awesome their

[1:27:20] bigger dollars go out there and inspire

[1:27:22] people to love New Mexican

[1:27:24] we Inspire them to love Silver City so

[1:27:27] let me just say a couple things if the

[1:27:29] technology Works we're going to show you

[1:27:30] the latest from the video shoot I'm

[1:27:32] gonna make Julie talk she doesn't want

[1:27:34] to um but come on up here so Julie um

[1:27:37] was our boots on the ground during the

[1:27:39] video shoot the other one that's really

[1:27:42] exciting for this year um we started it

[1:27:45] last year with New Mexico true is the

[1:27:47] annual Instagram micro influencer

[1:27:50] campaign so who's on Instagram

[1:27:54] MH okay mayor protim and one counselor

[1:27:57] Instagram is definitely the fastest

[1:28:00] growing of the social media and it

[1:28:03] targets I would say people under the age

[1:28:05] of 50 and so this was a new initiative

[1:28:09] the tourism Department rolled out last

[1:28:11] year and it was looking at who are those

[1:28:14] influencers that have at least 50,000

[1:28:17] followers that match or 100 I mean at

[1:28:21] least 50 but more that match the types

[1:28:23] of of people that we are we are

[1:28:26] attracting and so we bring them in and

[1:28:28] I'll let Julie talk about it because

[1:28:29] she's been doing it um and we plan an

[1:28:32] itinerary itinerary for them and then

[1:28:35] they post about their experience on

[1:28:37] their Instagram feed which is followed

[1:28:39] by tens of thousands if not hundreds of

[1:28:42] thousands of people and it come it's

[1:28:44] what's so great about is it's very

[1:28:46] authentic so it's them sharing their

[1:28:48] experience which is a different

[1:28:50] experience than seeing it in an ad so

[1:28:51] you can talk a little bit since you've

[1:28:53] been doing it I think Joanie just about

[1:28:55] said it all

[1:28:56] but so um four times a year we have

[1:29:00] influencers that come here seasonally um

[1:29:04] last year we did the print Fiesta and we

[1:29:08] also coupled it with a mural tour

[1:29:11] because the murals are a huge draw here

[1:29:15] um and so every season we do something

[1:29:18] that's you know pretty Dynamic um again

[1:29:21] the tourism Department pays it's one so

[1:29:24] it doesn't cost us that much money to

[1:29:26] get that much publicity but I live in

[1:29:29] Silver City and i' I've been doing this

[1:29:32] for many years I'm a former tourism

[1:29:33] director so I know my town really well

[1:29:36] I've got a lot of connections here I'm

[1:29:38] also a local photographer so a lot of

[1:29:40] the assets that I curate on the social

[1:29:43] media accounts are from people that live

[1:29:45] here and we always we would love for you

[1:29:48] guys to share with us so we could share

[1:29:51] the pictures that you take you just

[1:29:53] hashtag tag us that visit Silver City

[1:29:56] we'll do our best to put you in the

[1:29:58] rotation um but I love promoting my town

[1:30:03] and especially this year when we've got

[1:30:05] the influencers coming because it's just

[1:30:07] increased our visibility just

[1:30:10] exponentially it's great so another new

[1:30:13] initiative that started last year is the

[1:30:14] manag search so as Dave said typically

[1:30:17] New Mexico true is at the top of the

[1:30:19] funnel so somebody's you know

[1:30:21] considering going on a vacation New

[1:30:23] Mexico wants to land in their brain

[1:30:25] cells and go oh that looks interesting

[1:30:27] and then as they move down the funnel

[1:30:29] the bottom of the funnel they're hitting

[1:30:31] book now right so manage search are your

[1:30:34] Google AdWords and the ads that show up

[1:30:36] when somebody Googles and so we started

[1:30:38] it last year we had great results with

[1:30:41] it so we increased it again for this

[1:30:43] year and the beauty of working so

[1:30:45] closely with Grant County is we're

[1:30:47] paying for six months and Grant County

[1:30:49] pays for six months so we get a full

[1:30:51] year of the exposure and so if

[1:30:53] somebody's Googling um you know what's

[1:30:56] happening in the heila wilderness an ad

[1:30:59] will show up of ours or um great murals

[1:31:03] in the southwest our ad will show up so

[1:31:05] we have hundreds of different ad terms

[1:31:09] and again this is a two for one so the

[1:31:11] state is paying 67% we're paying

[1:31:14] 23% then we do year round social media

[1:31:17] ads both on Facebook and Instagram

[1:31:20] static as well as video and this is also

[1:31:22] 50/50 with grand County YouTube ads

[1:31:25] YouTube is now the second largest search

[1:31:27] engine behind Google so we have a

[1:31:30] YouTube presence then we do sponsored

[1:31:33] content ads with the department so these

[1:31:36] appear like it's an article so um again

[1:31:39] targeting our various people so let's

[1:31:42] just use Tucson as an example so Tucson

[1:31:45] you know is reading I don't know what

[1:31:47] they read They're reading the Arizona

[1:31:49] Daily Star and they're reading about how

[1:31:51] hot it's going to be this summer and

[1:31:53] then an article will show up about how

[1:31:55] cool it is in Silver City and all the

[1:31:56] cool things there are to do and it will

[1:31:58] look like an article but it's actually

[1:32:00] paid for by the New Mexico tourism

[1:32:02] Department then the New Mexico true

[1:32:04] adventure Guide comes out twice a year

[1:32:06] they do a summer and a winter Edition

[1:32:08] this is the official publication of the

[1:32:11] New Mexico tourism department they print

[1:32:13] 600,000 copies which are distributed

[1:32:16] around the state Colorado Texas Arizona

[1:32:19] Southern California and lives on new

[1:32:21] mexico. org so we have a full page in

[1:32:24] that and then we have a 12we El Paso

[1:32:27] billboard that

[1:32:29] runs and then so that's what we do with

[1:32:31] New Mexico true then with the rest of

[1:32:34] the budget we have an i 10 Billboard

[1:32:36] that runs in the summer when it's

[1:32:38] miserably hot and Tucson and they need

[1:32:40] to escape that's between Tucson and

[1:32:43] Silver City we have yearr round digital

[1:32:46] ads that run in the Tucson Airport

[1:32:49] inside the airport we have a year-round

[1:32:52] public relations campaign so every month

[1:32:54] we're pitching news stories to the

[1:32:56] National media and we've had some great

[1:32:58] National exposure including being named

[1:33:00] the best small town to retire and the

[1:33:02] best small town in the US so those are

[1:33:04] the things that get on people's radar we

[1:33:07] have year round social media posting

[1:33:09] that Julie does so I'm going to just

[1:33:11] brag about her for a second because she

[1:33:12] won't she has grown our followings I'm

[1:33:15] trying to remember what it was when you

[1:33:16] took over but it was five or six yeah I

[1:33:19] think we had 5,000 on Facebook followers

[1:33:21] now we have 23,000

[1:33:24] Instagram we had maybe 500 she's grown

[1:33:26] that to 6,300 so that's really amazing

[1:33:30] so she's a rock star in case you didn't

[1:33:31] know um so this year we are going to

[1:33:35] finally redo the website and The Visitor

[1:33:37] Center is behind me they can't be

[1:33:39] happier so we're meeting with the

[1:33:40] visitor center tomorrow um we inherited

[1:33:43] the website that we have um from the

[1:33:47] Arts and Cultural District it's

[1:33:49] functional it's not fabulous since we

[1:33:52] have enough budget and the tourism

[1:33:53] Department continues to pay 2third of it

[1:33:55] we're going to actually completely

[1:33:56] revamp it and make it

[1:33:58] spectacular we just printed guides by

[1:34:02] chance did you bring any tonight no we

[1:34:05] just redid the visitors guide um we'll

[1:34:08] get them to you and they just were

[1:34:09] delivered last week uh we have a

[1:34:12] bimonthly newsletter that goes out to

[1:34:14] our 6,000 person database everybody

[1:34:17] who's on the datas has opted in they've

[1:34:19] either gone to the website and opted in

[1:34:21] or they've been to the visitor center

[1:34:23] and given us their emails and then we

[1:34:25] were print ad so in Tucson um we start

[1:34:30] in May and we run ads May June July

[1:34:33] August September October again in the

[1:34:35] hot months and then going into the fall

[1:34:37] in two of the most popular magazines in

[1:34:40] the Tucson area that Target the higher

[1:34:42] end um homes so one is called desert

[1:34:45] Leaf one is called Catalina Foothills um

[1:34:48] the paper is the entertainment

[1:34:50] publication in Albuquerque used to be

[1:34:52] the the weekly Alibi and they just did a

[1:34:55] road triping issue and so it came out in

[1:34:58] December about the best road trips for

[1:35:00] people in Albuquerque to take so we did

[1:35:01] a full page ad in that and got a nice

[1:35:03] article as well uh we um participated

[1:35:08] with the Albuquerque Journal summer

[1:35:10] guide again looking for Albuquerque

[1:35:12] people you know places to go this summer

[1:35:14] Los cr's visitors magazine food and

[1:35:17] travel magazine and Adventure Outdoors

[1:35:20] magazines are big National Publications

[1:35:23] both of those those we got four pages so

[1:35:25] it was two-page a double truck ad

[1:35:27] two-page ad and two-page editorial

[1:35:29] content which has been awesome and then

[1:35:32] we run TV and streaming TV ads has

[1:35:34] anybody cut the cord and are are

[1:35:36] streaming their

[1:35:37] TV so if you if you cut the cord then

[1:35:40] you're going to see our ads on your

[1:35:41] streaming devices Hulu

[1:35:44] um tubby there I mean there's a million

[1:35:47] of them um and then our local contractor

[1:35:50] is

[1:35:56] you can see we do a

[1:35:57] lot um so we promote local opportunities

[1:36:01] every month and this is I'm not going to

[1:36:02] read this to you you guys can read this

[1:36:04] but you know every month we're looking

[1:36:05] for all the great things that are

[1:36:07] happening and it's pretty amazing for

[1:36:08] such a small town how much is always

[1:36:11] happening here tomorrow morning I will

[1:36:14] be doing a presentation with the

[1:36:15] community at the silco theater at 9: if

[1:36:17] anybody wants to come I brought a stack

[1:36:20] of business cards I'm always asking all

[1:36:22] the locals keep me upd let me know

[1:36:24] what's being planned we want to get it

[1:36:26] on the website we want to get it on

[1:36:27] social media we want to do a news

[1:36:29] release we want to keep it in the

[1:36:30] newsletters so um as much as is going on

[1:36:34] we want to be reporting all of

[1:36:36] it and then these are some samples so um

[1:36:41] worked with uh mayor proam cono earlier

[1:36:45] when was that mayor proam Springtime um

[1:36:48] and we we added a section on the website

[1:36:50] on accessibility

[1:36:53] so this is a piece on obviously the

[1:36:56] cliff

[1:36:59] dwellings showing our Dynamic

[1:37:05] downtown our art is always a big

[1:37:10] push we really worked with the heila

[1:37:13] quite a bit to promote the heila for the

[1:37:14] 100th year

[1:37:19] anniversary same bracelet as mine that's

[1:37:21] not me I think it's funny I just put it

[1:37:23] in

[1:37:25] there let's see if these links will

[1:37:29] work so this is this is a video and I've

[1:37:33] shown it before this was one we did in

[1:37:36] 2020 if it'll

[1:37:42] work and if not we can get it to

[1:37:45] everybody it's always hard sometimes

[1:38:15] sent you so this week the tourism

[1:38:17] Department put out their fiscal 26 that

[1:38:20] they're going to the process is starting

[1:38:22] for the grants and we were featured

[1:38:24] prominently in there with our new videos

[1:38:26] which was awesome so that went out to

[1:38:27] every tourism professional in the

[1:38:31] state all right well how about you've

[1:38:34] got the links in the PowerPoint maybe we

[1:38:36] could email the mayor and the mayor

[1:38:38] proem and the counselors so we don't sit

[1:38:40] here all night trying to get technology

[1:38:42] to

[1:38:43] work but uh we produce with the state so

[1:38:46] again these are videos produced by the

[1:38:48] state um they pay for 2/3 We Do 10c

[1:38:52] videos 15 second videos 30 second videos

[1:38:55] and 60c

[1:38:57] videos and with that I will open it up

[1:39:00] to

[1:39:06] um the first thing that I noticed when I

[1:39:08] looked at these sample ads is that

[1:39:11] there's only one ad where you don't see

[1:39:13] the person's face disabled people have

[1:39:16] faces too and that's the first thing I

[1:39:18] noticed was that's just some random

[1:39:21] person's back so when you make ads that

[1:39:24] include disabled people We Have Faces we

[1:39:28] want to see faces if we don't see faces

[1:39:30] that says yeah they probably don't care

[1:39:32] about disable people so that's what

[1:39:33] that's giving got it thank you

[1:39:36] um how often do you change the pictures

[1:39:39] in your ads we change them all the time

[1:39:42] he this ad these kids are in high school

[1:39:45] now this guy still takes pictures so if

[1:39:49] we could update this I mean if it we use

[1:39:51] the same family that's fine I mean they

[1:39:52] they're attracted they'll look good in

[1:39:54] ad but it to me seeing the same ad every

[1:39:57] single time is getting a little bit

[1:39:59] monotonous and also if we're paying for

[1:40:02] ads it shouldn't be the same ad for 20

[1:40:04] years I mean they literally it's they're

[1:40:06] all they're both in high school the

[1:40:08] other concern I have is again these ads

[1:40:11] who are these people I mean I know

[1:40:13] people in Tucson don't know them but

[1:40:15] people that are from Silver City that

[1:40:16] live in Tucson see those ads and like

[1:40:18] who are these people could you I mean

[1:40:21] there's some Attractive people in our

[1:40:22] town

[1:40:23] they could be in an ad you know could we continue to change Those ads a

[1:40:28] little bit more and

[1:40:30] please use local people especially local

[1:40:34] people that are ethnic that's always a

[1:40:36] concern of mine yeah please thank you

[1:40:39] and then my last concern and question is

[1:40:41] when articles and things are written

[1:40:44] about events and things downtown we seem

[1:40:48] to always talk about the same businesses

[1:40:51] I've been approached by several business

[1:40:52] owners down Town who would love to be

[1:40:54] part of one of those articles and are

[1:40:56] never approached so what is the the

[1:40:59] process for picking who you write about

[1:41:00] and how to the rest of the business

[1:41:02] owners get a piece of this advertisement

[1:41:03] so they can get some business too so we

[1:41:06] don't write we don't write articles

[1:41:08] about the businesses we write press

[1:41:09] releases talking about the events and

[1:41:12] then the news people go out and find the

[1:41:14] different businesses so when that

[1:41:16] there's that article about how cold it

[1:41:17] is in Silver City in a summer in Tucson

[1:41:19] and you're talking about I'm going to

[1:41:21] stay the toad even though everyone knows

[1:41:22] I'm still a fan of the toad I go there

[1:41:24] often

[1:41:25] myself what about the the restaurants on

[1:41:28] the other side of the street that never

[1:41:30] get picked up never get talked about

[1:41:32] like is there anything we can do so that

[1:41:34] we're spreading the love and everybody

[1:41:36] gets a little piece of that or is it

[1:41:38] always going to be the same business so

[1:41:39] again we we don't we never promote local

[1:41:42] businesses we promote the entire area so

[1:41:45] I think what we can look at is perhaps

[1:41:47] in the new website really highlighting

[1:41:49] more of the local businesses but when

[1:41:51] you're printing your your picture and

[1:41:54] then they're giving you article time too

[1:41:57] do you have any input into those

[1:41:58] articles or are they just coming here

[1:42:00] and writing whatever they want they come

[1:42:01] and write what they want okay is there

[1:42:03] anything we can do about that because it

[1:42:05] really looks bad that the ethically

[1:42:08] owned businesses downtown are never

[1:42:11] highlighted yeah and this is a town with

[1:42:14] more than one culture and those cultures

[1:42:16] would like to be highlighted as well

[1:44:47] gratitude for all of our employees and

[1:44:50] so with uh the employee of the month it

[1:44:52] would include a $200 bonus um uh

[1:44:55] Employee of the Month certificate an

[1:44:56] additional day of leave um their picture

[1:45:00] to be placed on Department Billboards

[1:45:02] and on the town website as well as a

[1:45:04] synopsis that will be sent to all

[1:45:06] employees within the town as well as the

[1:45:08] Silver City Daily Press and they will be

[1:45:09] recognized at the first initial council

[1:45:11] meeting after their appointment and then

[1:45:13] the employee of the year would be all of

[1:45:15] the employees of the month would be

[1:45:17] appointed by the department heads and

[1:45:19] then approved by uh Mr Brown and they

[1:45:21] would receive a $1,000 bonus as well as

[1:45:23] an additional day of leave and they

[1:45:25] would be placed on all Department

[1:45:27] bulletin boards and

[1:45:29] similarly as the employee of the month

[1:45:32] um so ultimately there may be an

[1:45:34] employee that could have a $1,200 bonus

[1:49:42] we talked about about a month ago it

[1:49:45] will um make it illegal to to be riding

[1:49:49] your wheel devices downtown um including

[1:49:52] skateboard scooters and bicycles it

[1:49:54] doesn't affect um use uh medical devices

[1:49:57] in any way this is really important

[1:49:59] because um I don't know still hear

[1:50:02] there's at least three people in this

[1:50:03] room that have told me stories about um

[1:50:06] walking out of

[1:50:07] a a a restaurant or a store downtown and

[1:50:11] someone will come by in a skateboard or

[1:50:13] a bike and almost take them out so

[1:50:15] hopefully this will help pedestrians be

[1:50:17] a little bit safer downtown as long as

[1:50:19] they're on a sidewalk and um make

[1:50:22] everything happier for our our

[1:50:24] pedestrian friendly town thank you any

[1:50:31] recognizing the importance of the

[1:50:32] skateboarding culture towards

[1:50:34] contributing to so many different Arts

[1:50:39] does require the use of being able to

[1:50:42] access rails or to be able to use currs

[1:50:44] and Justus as a skateboard one of the

[1:50:46] first political movements I was ever a

[1:50:48] part of is a skateboarding is not a cry

[1:50:49] movement and so um I would like to make

[1:50:52] a mo motion to strike any and all

[1:50:54] references to skateboards and any

[1:50:56] subsections referencing

[1:50:58] therein any other

[1:51:01] comments question he made a motion do we

[1:53:06] Community Advisory Board sections

[1:53:10] 24-40 through

[1:53:13] 24-44 of the municipal code of the town

[1:53:16] of Silver City Grant County New Mexico

[1:53:24] councilor snid this is yours yeah uh

[1:53:27] ordinance U 1335 was developed by the

[1:53:30] committee called citizens for safety and

[1:53:32] Community they have developed and

[1:53:34] researched this ordinance numerous times

[1:53:36] over in four years the end product of

[1:53:39] which is an excellent ordinance a quick

[1:53:41] overview of the ordinance is it's set up

[1:53:44] on eight person board comprised of

[1:53:45] community professionals including but

[1:53:48] not limited to social workers mental

[1:53:50] health professionals and educators

[1:53:52] it provides for a third party being able

[1:53:55] to bring citizens concerns to the police

[1:53:57] department it will then follow existing

[1:54:00] practices with Town Personnel reviewing

[1:54:03] this concern then the town using

[1:54:05] existing channels will send its finding

[1:54:07] to The Advisory Board The Advisory Board

[1:54:10] will then issue a written report to the

[1:54:11] Town Council it provides for quarterly

[1:54:14] Report with an analysis of crime arrest

[1:54:16] statistics it includes opportunities for

[1:54:19] The Advisory Board to research

[1:54:20] Nationwide best practices gather input

[1:54:23] from the community and research

[1:54:25] solutions to homelessness addiction and

[1:54:27] mental health

[1:54:28] issues the other thing it does have in

[1:54:31] here is um a trial period for one year

[1:54:35] and if you think about how city

[1:54:39] government acts this board will probably

[1:54:42] not be really on board for a couple

[1:54:45] months so it's only a few months that

[1:54:47] we'd be trying it for it' be a good time

[1:54:49] to review any things or changes that

[1:54:51] we'd want to add or to improve this

[1:54:54] ordinance I finally would like to say I

[1:54:57] support Chief BDO and the police

[1:54:58] department believe the Silver City

[1:55:00] Police Department is doing an excellent

[1:55:02] job the job at the police department is

[1:55:04] constantly changing and becoming more

[1:55:06] complex the intent of this ordinance is

[1:55:09] to uh help navigate concerns and

[1:55:11] increase communication transparency in

[1:55:14] our community this ordinance can be

[1:55:16] another tool that the police have

[1:55:18] available for the constant constantly

[1:55:20] changing and difficult field of law

[1:55:23] enforcement thank you Chief p and police

[1:55:25] officers for the job you do thank you

[1:55:28] any comments councilor cono Mr Mayor um

[1:55:34] I have met with Miss Bick Walter and Mr

[1:55:38] kler several times and I have been very

[1:55:40] impressed with the the work that they

[1:55:42] have they and the rest of their group

[1:55:44] have put into this however I have a few

[1:55:48] concerns about some of the wording of

[1:55:50] some of the different parts of this um

[1:55:53] ordinance and for that reason I would

[1:55:57] suggest and hope that the my fell

[1:55:58] counselors would agree with me that we

[1:56:00] postpone voting on this noce of intent

[1:56:04] until we have a work session I think a

[1:56:06] work session is really important so that

[1:56:07] we can have a a dialogue between the

[1:56:09] four of us instead of you know I ask my

[1:56:11] two questions you ask your two questions

[1:56:13] you know so we can we can have a

[1:56:14] conversation before we pass this um I

[1:56:17] really believe that a vote on this may

[1:56:20] be changed if

[1:56:22] we vote between voting on it now and if

[1:56:26] we can work on it and make it a little

[1:56:28] bit more acceptable hopefully at work

[1:56:30] session we'd have Mr kler Miss

[1:56:32] bookwalter uh Mr laramore everyone else

[1:56:34] who's an interested party in this here

[1:56:36] so if we had questions for them they

[1:56:38] would be able to answer them um so I

[1:56:40] would propose that we do that we um

[1:56:43] postpone this until we can have a work

[1:56:45] session so that's a motion um well I I'd

[1:56:48] like to be able to discuss it yeah I

[1:56:51] think we need to get the best ordinance

[1:56:54] we can get

[1:56:58] um I think if we're going to do this

[1:57:01] work session it should be immediate you

[1:57:04] know not put it off and like I said get the members of

[1:57:09] the citizens uh for community and safety

[1:57:13] involved and discuss it I I do think

[1:57:18] that this

[1:57:19] ordinance has been reviewed many many

[1:57:22] times

[1:57:26] and I I don't I'm I'm open to

[1:57:29] improvements but I don't know how many

[1:57:31] more improvements there can be and with

[1:57:33] the trial

[1:57:34] period it you know it it does give a

[1:57:37] good opportunity that maybe down the

[1:57:38] road we could review it then Mr chairman

[1:57:43] yes um as for interal procedure where we

[1:57:47] put through a notice of intent and then

[1:57:48] we set time to vote on it we do I

[1:57:51] believe have a process in place for

[1:57:52] being able to review and amend this uh

[1:57:55] for that then and with the ability then

[1:57:57] for us to always be able to go back and

[1:57:59] have to review and amend this should any

[1:58:01] issues emerge um so far I think that

[1:58:04] this has been very maturely developed I

[1:58:06] think that it is extremely manageable

[1:58:09] and as far as being able to ensure then

[1:58:11] that we do have a process for review I

[1:58:12] do believe we already have those tool

[1:58:14] sets in place so Council so my response

[1:58:17] to that would be that if you pass notice

[1:58:19] intent to the intent is to pass this

[1:58:21] ordinance

[1:58:22] if we make substantial revisions to that

[1:58:26] correct me if I'm wrong Mr Reynolds we

[1:58:27] will have to do another notice of intent

[1:58:30] for the new draft and that will continue

[1:58:33] to to push things back um I'm just going

[1:58:37] to directly say it if we're voting for

[1:58:39] the notice of intent tonight I will vote

[1:58:41] no would there be would there be some

[1:58:44] way something hang on please please

[1:58:46] address through the uh through the uh

[1:58:50] mayor would there be something that we

[1:58:52] could amend in the ordinance as is

[1:58:56] and and make a change

[1:58:59] tonight that that you were thinking of

[1:59:03] two things a I believe we need to go

[1:59:05] through it and I don't want to really

[1:59:07] make this court audience sit here for

[1:59:09] another four or five hours which I think

[1:59:10] it could actually potentially end up

[1:59:12] being and be if clear me if I'm wrong Mr

[1:59:15] Reynolds but we can't do that

[1:59:17] parliamentary procedure correctly okay

[1:59:20] any any substantial change to the

[1:59:24] ordinance you're going to have to re

[1:59:28] advertise it repost it and start all

[1:59:31] over again um the only changes that

[1:59:35] would be permitted um would be like like

[1:59:38] uh typos and things of that nature so no

[1:59:42] you can't make any substantial changes

[1:59:44] without having to go through the the

[1:59:46] process again of re advertising it

[1:59:51] Council agree I think I think we need to

[1:59:53] look at uh uh bring this uh to a work

[1:59:57] session so we get a little bit more

[1:59:58] input allow more U people in the

[2:00:01] community to voice their for or against

[2:00:05] it um so I I I I like the idea of

[2:00:09] postponing it Mr Mayor councilor Prince

[2:00:12] I'm still unclear as to how our process

[2:00:15] then for being able to review

[2:00:16] legislation before it comes before a

[2:00:18] vote uh would in any way be damaged by

[2:00:21] this I do believe we have a substantial

[2:00:22] enough uh ordinance at this point and I

[2:00:25] would be concerned that if there is

[2:00:27] going to be a substantial change and

[2:00:28] it's going to be one then that would

[2:00:29] require that would then need to be

[2:00:30] brought up at the appropriate meeting as

[2:00:32] it stands right now this is a notice of

[2:00:34] intent for us to go through that process

[2:00:36] I still don't understand how we wouldn't

[2:00:38] be able to revise or review this and if

[2:00:39] it is substantial we would just need to

[2:00:41] be moved to another meeting still by

[2:00:43] following through a normal process

[2:01:46] a proposal for a Citizens Advisory

[2:01:52] Chief patio and the police department

[2:01:56] recently there has been an incorrect

[2:01:58] reference made about a police oversight

[2:02:01] proposal this is not what is being

[2:02:04] discussed rather there is a group called

[2:02:06] citizens for safety and community that

[2:02:10] has been working on a proposal for four

[2:02:12] years for a Citizens Advisory

[2:02:16] Board I commend you councelor Snider for

[2:02:20] those comments

[2:02:22] and I want to tell you that I agree with

[2:02:26] the concept of an Advisory

[2:02:28] board but as I read this

[2:02:33] noi it doesn't sound that much like an

[2:02:36] Advisory

[2:02:38] Board and I would like the council to

[2:02:41] have some time and I agree that it needs

[2:02:43] to be

[2:02:45] soon where we can sit down and talk

[2:02:47] about these issues because you know I

[2:02:50] don't want to have a split vote I don't

[2:02:53] mind breaking a tie but I want us to try

[2:02:56] to work together a little bit and come

[2:02:59] up with something that we can all feel

[2:03:02] good about rather than either are it may

[2:03:06] come down to that at that some point but

[2:03:08] I'd like to give it a try I want to see

[2:03:10] if we can work through this as a council

[2:03:13] remember what I said in my comments

[2:03:15] about the council that we work together

[2:03:18] well and I want to see if we can do that

[2:03:22] and so um I I will vote in favor of u a

[2:03:28] work

[2:04:42] Prospectors in Santa Fe that's two weeks from now remember we

[2:04:46] also have to follow the 72-hour rule so

[2:04:48] even if he decides to do it tomorrow it

[2:04:51] can't be done by next before next week

[2:04:54] because it has to be in the newspaper

[2:04:55] tomorrow afternoon right but if we start the

[2:04:59] process next Monday then it would be the

[2:05:03] end of next week instead of at the
