» Stand
[1:06]
to the flag of the United States of
America and to the republic for which it
[1:12]
stands. One nation under God,
indivisible, with liberty and justice
[1:18]
for all.
[1:23]
Moving on along discussion items number
four resolution declaring surplus
[1:30]
property.
[1:33]
Thank you mayor pro. This is a
resolution to declare a 2003 Fordtown
[1:39]
Victoria
which is an asset of the police
[1:43]
department that's no longer part of
their fleet previously been used. It's
[1:48]
just a um general use administrative
vehicle at the town. Um I would like to
[1:55]
surplus this vehicle to sell on gov
deals. Um since it is no longer an
[2:00]
active vehicle of the police department
fleet to um either use that money for um
[2:07]
future grant writing expenses for the
police department or for whatever
[2:12]
purpose the council decides to build
those funds are. Any
[2:21]
discussion?
>> Discussion. Uh Aaron, do you know or
[2:25]
make any idea what we might get out of
this? I mean, cuz it's a golden piece of
[2:31]
automobile.
I don't I would say
[2:37]
2,00
[2:46]
Even the older ones sold. They wasn't
near the shape this one's in. So pretty
[2:52]
good. So
I'd say 25,000
[2:57]
cuz what people don't know that that
body that frame is a Fox frame. That's
[3:03]
the same frame that the Cobra not the
size of it on the technology. And so
[3:09]
that's why it's such a desired car. So
[3:15]
Looks like a tent.
>> Like a tent.
[3:19]
» Well, it is a tent.
>> We have a floor for this motion.
[3:25]
» I make a motion that we uh go ahead with
the surplus property and put it on
[3:32]
deals.
[3:37]
» Your motion was to put it on the
surplus.
[3:39]
» Yeah. On the deals. Yeah.
>> Okay. I second that motion. We have a
[3:44]
motion and a second. All in favor say I.
I.
[3:48]
» All oppose. Like sign. So order.
On to number two. Police department
[3:54]
grant uh consulting contract.
Yes. This is a contract for us to engage
[4:01]
with Mr. Uh Dan Miglin here who's um
came to speak with us today and answer
[4:06]
any questions you may have to um assist
the police department in applying for
[4:11]
state and federal grants to um receive
new vehicles, new equipment, um
[4:18]
potentially funding for personnel
positions and
[4:25]
any other thing that we decide that is a
priority for the police department.
[4:31]
I think it's a great opportunity for our
police department. He has a proven track
[4:35]
record with multiple agencies across the
country
[4:39]
helped agencies receive 42 million of
funding throughout this time of grants
[4:47]
previously states for more. So I think
it can be a valuable asset to the police
[4:53]
department and help kind of lessen our
general fund um
[4:58]
on purchasing these capital expenses
receive some federal funding and state
[5:04]
fun
[5:09]
to improve the service that we provide
to the community.
[5:14]
So he's here if you guys have any
questions you want to speak to.
[5:17]
» Okay. How uh confident are you to get
the the amount invested in at least?
[5:26]
» Supreme.
>> Speak to a couple of examples just
[5:31]
» okay. Uh
I have worked uh doing grant writing for
[5:37]
public service agencies, fire and police
uh since 2004. uh when I was a uh
[5:44]
lieutenant with the states police
department went to Morsville took on the
[5:49]
role there. I've worked with Alar Kataba
Sparta
[5:55]
any number of agencies here I've been
going on um
[6:00]
uh I have experience as a peer reviewer
um for the federal uh department of
[6:06]
justice. So they pay me to grade other
people's applications. Their in turn
[6:12]
helps me become a better grant writer.
So I'm finding great grants that are
[6:18]
really cool ideas that I help
put them in the back of my mind and and
[6:24]
use towards my clients. I work for a
firm called the Ferguson Group. Uh it's
[6:29]
a advocacy and grant specialty firm in
Washington DC. I've been with them for
[6:35]
over three years. I'm a public safety
specialist, train specialist. Um
[6:42]
uh just this year, um I helped the town
of Katava security earmark
[6:50]
um to replace all their police cars. Um
five of them that are small department,
[6:56]
only two full-time people um a lot of
part-time. uh one of the realities uh
[7:03]
which I shared with my uh firm
we we go for the big fish at TFQ uh
[7:10]
large cities medium and large size
cities leaves the market uh you know
[7:16]
wide open for small and rural uh
municipalities
[7:21]
and that is kind of where I see a gap
that needs to be filled and it's not out
[7:26]
of greed it's either the fact that I see
so many brands out there
[7:30]
that are available for you and nobody
knows how to get it. And
[7:36]
I just like doing it and for no other
reason. Um I don't get a percentage of
[7:41]
the cut. I wish I did. I was telling uh
Nate that I just secured a $10.8 million
[7:49]
grant for Huntsville, Alabama.
And I wish I had it kind of um but uh
[7:56]
that's through TFG what I do on the
side.
[7:59]
Sparta, been working with them on a
retainer basis, which is what I suggest
[8:03]
for y'all as a retainer basis was the
fact that you don't have a lot of grant
[8:10]
writing experience. So the the initial
startup of of your grant program for the
[8:15]
police department, there's a lot of
things that need to be done in
[8:19]
preparation needs to be done to put
together a competitive application.
[8:23]
But the good thing about it is just as I
said, you haven't gotten one before. So
[8:28]
right away you're going to go to the top
because that's one of the highlights I'm
[8:31]
going to put on your applications is you
have no it's not like you're going to
[8:36]
the well over and over again. You
haven't ever had any not to speak
[8:41]
besides some of the state grants. We're
talking federal grants. A lot of the
[8:45]
grants have no match required. Um we're
talking about uh how how to pay for
[8:51]
these things.
You can charge indirect cost. You can
[8:55]
charge uh administrative fees. uh build
that into the grant application and pay
[9:00]
out of that. Um however you'd decide
something we can work together on. Um
[9:07]
uh like with technology now the way it
is um there's a lot of grants out there.
[9:15]
I every day I look at the grants I have
through TFG my agency. I have access to
[9:21]
all the grants that immediately is as
soon as they're released and I get
[9:26]
notifications of it and I can pass that
information on to the chief and we can
[9:30]
make informed decisions about what is
most appropriate to do that is to first
[9:36]
sit down and figure out what are the
highest priority needs technology as I
[9:41]
said with 800 megahertz radios, body
cameras, uh dash cams, flop cameras and
[9:48]
no matter what people are saying about
Flock cameras. They do a lot more good
[9:52]
than they do the harm. And it's like a
lot of other things out there. The harm
[9:57]
is the stupid people who misuse these
things. It's not the tool itself. And
[10:02]
I'm a firm believer in that because I
can site case after case, recent cases
[10:07]
of flock doing it job and catching a bad
guy. Real dangerous people. So those are
[10:14]
things that are available to you. There
are things that are being funded at both
[10:17]
federal and state level. And some of
these grants overlap each other. So you
[10:22]
can almost do a dual application. One
for the state, one for the Fed. Whoever
[10:27]
gets there first, turn the other one
down. Just because you apply for a grant
[10:32]
doesn't mean you have to always accept
it. Um if if things change your needs,
[10:38]
for instance, maybe you couldn't wait
for a near per se because earmarks do
[10:42]
take anywhere from, you know, 18 to 24
months to come to fruition. Um, but if
[10:49]
you're patient and you plan, you can
kind of strategically use those things
[10:54]
to get pay for new community,
new police department, help pay for all
[11:02]
the vehicles. Uh, and not it wasn't just
the vehicles I got for them. It was all
[11:06]
the equipment that goes into the
vehicle. So all that's going to be brand
[11:10]
new and you're going to see that, you
know, probably the first of the year
[11:13]
once they start, you know, start buying
and implementing that. You'll see that.
[11:19]
And uh
it's just
[11:24]
I get excited about call me weird. Uh
but I actually enjoy it. And and I think
[11:30]
it's one of those things I was telling
one of your officers. Um
[11:35]
it's an acquired taste. Um, you got to
learn to like it. And once you start
[11:39]
getting some of these things, and I've
been fortunate to be successful out of
[11:44]
the gate, the average current rider gets
35 40% uh win rate. Mine's been 74%
[11:52]
since
2005.
[11:56]
And and I know this because I track
everything. Um, I'm very meticulous. I'm
[12:01]
very detailed. Uh,
[12:06]
I know what I'm doing and uh I like
doing it for small agencies who need it.
[12:11]
I was glad you reached out. Um I
understand that one of your officers uh
[12:17]
I helped when he was at I helped them
revamp all their equipment and stuff and
[12:25]
so you know it's the same thing. It's a
word of mouth thing where you know uh
[12:32]
people are calling me all the time
asking me to help them and stuff and
[12:35]
usually it's a one and done type of
situation. If that were the case here
[12:39]
you just need one grant. I can help you
with that. It sounds like you need a lot
[12:45]
more than that and to do that we kind of
need to take it from the beginning and
[12:49]
be smart about it. And the good thing
about it is um
[12:55]
despite what's going on in Washington DC
with the administration and all the
[12:59]
grants with Doge and whatnot,
public safety grants are always going to
[13:04]
be there. In fact, they're coming out in
gang busters right now. Um and I, you
[13:11]
know, I'm working with big cities
helping them uh do their grants. I'm
[13:16]
working on two grants right now. one for
the town award cyber crimes grant a
[13:21]
micro grant for um uh a place in
California. Um I write them all as as he
[13:30]
says I write them all over the country.
That's what my firm does. It's a
[13:33]
national firm. Um but again they usually
target people who are you know paying
[13:40]
thousands of dollars a month.
I I like what you know I look at what
[13:46]
you know your size of town look at your
budget and I look at the amount of work
[13:51]
that you'll get in return and I can
promise you your return on investment
[13:56]
will be tremendous
and by this time next year you know you
[14:02]
may have one or two awards and that'll
pay for everything you put to me. Um
[14:08]
another thing is I have integrity. I
don't sit at home. I work from home. So,
[14:13]
but I don't sit there watch TV. I
actually work when I say I'm working and
[14:17]
I turn in and get invoices. Um, for the
hours that I work and you know, uh, I
[14:26]
don't charge people to sit around and
think about an idea or when I'm taking a
[14:31]
shower and thinking about it.
You know, I'm very candid with it only
[14:36]
because I'm I'm just a regular guy who
knows how to write.
[14:42]
» Well, I've always been uh grants. I
mean, it's money that's out there that's
[14:48]
going somewhere. Might as well come
here.
[14:52]
» Exactly.
>> My philosophy.
[14:54]
» Well, and you cuz you're in an area, you
know, where I can leverage some things
[14:59]
and it's not it's it's calling.
It's how you say it. Um and so you know
[15:08]
um it's in states where they said I can
sell ice to X estimates and it's because
[15:15]
I know what they're looking for. I
attend rank workshops because some of
[15:19]
them are mandatory. But I wrote nine
grants and won six of them before I ever
[15:24]
took the class. And it's stuff I taught
myself and then it just reinforced it
[15:29]
going to these classes knowing, hey, I'm
doing it right. I'm doing it right and
[15:34]
that um
it's just something you learn how to do.
[15:38]
Um it's not magic, it's just hard work
and really
[15:45]
any other questions. [clears throat]
>> So this agreement that we're got in
[15:50]
front of us is that you're going to
provide one day a week uh not to exceed
[15:56]
uh $300 a week I mean a day for one day
of the week. It may be it may be
[16:06]
an hour or two a week
that I will not exceed that. So my
[16:12]
question to you Nathan is with money
that's required here why can't it come
[16:16]
out of TV
[16:20]
this is a separate organization
you the purpose of that organization is
[16:25]
for grants
correct
[16:29]
purpose of that organization is to
promote economic development projects on
[16:33]
the town so it's not necessarily just
for grants yeah the TDA can apply for
[16:39]
grants but we didn't create TDA for
public safety grants. We created the TVA
[16:44]
to help us promote small and small
business and commercial business and
[16:49]
industrial business. Um like the grants
we'll talk about later. Um help move us
[16:55]
towards the mainstream community to help
us improve our tax base and economic
[17:00]
vitality in our communities. Not
centered around public safety center
[17:06]
around the business community.
So the bottom line we can't take money
[17:11]
out of TDAS.
So Kim, do we have the money in the
[17:15]
budget to cover this?
>> Um so now we're talking uh we're going
[17:21]
to take it out of contract services
and then as we get grants we may have
[17:28]
some budget amendments to take it out of
things that we have proposed to buy
[17:32]
instead. Um
>> yes. So that was in the budget so that
[17:38]
we can, you know, save those funds too
because if we get, you know, a grant
[17:45]
that we budgeted for and you're saving
money on that.
[17:52]
» Thank you.
[17:59]
» I was just I was waiting for him to tell
me his success rate because I had heard
[18:03]
that about his success rate. and like
ship is
[18:10]
» it's pretty impressive. 74%
aggressive.
[18:16]
» I'd like to make a motion that will be
accepted.
[18:20]
» Second.
>> All right, we got a motion and a second.
[18:22]
All in favor say I. I.
>> All oppose. Like it is so.
[18:30]
» All right. Thank you, sir, for your
time. Thank you.
[18:35]
before they go. Have you got a a project
team on black?
[18:40]
» Well, we're still getting together on
all that. So, there's really no
[18:45]
And we have nothing to uh put out there
right now. Have they got robots that can
[18:52]
shoot paintball guns at
[18:56]
[laughter]
[18:59]
what I'm going to for the chief to get
the priorities established and we're
[19:04]
going to shoot for the state grants open
in November uh through January and then
[19:10]
but there's some federal grants that
just open and I'll share that and again
[19:16]
I'll share uh with him all the grants
the things that I do for TFG, I'll just
[19:22]
pass on to him. Um, uh, and and if there
are other big projects that you have,
[19:30]
uh, I'm not a, uh, economic development
specialist, but I do write. I've written
[19:36]
health grants, water grants,
transportation
[19:39]
until that I can I can at least get you
the information. And if if I were able
[19:44]
to help you, you know, I might be able
to do that. Sometimes my capacity
[19:49]
because I do have this full-time job is
can sometimes be limited. Uh but I I've
[19:57]
been a cop for or I was a cop for over
30 years. So I know the language and I
[20:02]
can write those grants in my sleep so to
speak. You know what I mean? Um and that
[20:07]
that helps when you know what we're
talking about. Some of the other grants
[20:11]
it takes a while for me to learn but I
can do it.
[20:18]
Good. Thank you. Thank you.
>> We'll get you in the paint.
[20:26]
Can you certify me?
[20:31]
» Number three.
[20:47]
» Here we go.
[20:54]
I'm sorry.
[21:15]
» Okay. This is the administrator contract
for the Western Pont Council of Regents
[21:19]
to administer the uh bill of reading
agreement. Unfortunately, I'd like to
[21:24]
offer uh special meeting agenda. This
doesn't change any of the terms from the
[21:29]
Department of Commerce contract or our
contract with revital now urgent care.
[21:34]
This is strictly just a a contract that
says we the town uh allow the Western
[21:39]
Pont Council of Government to do the
administrative task force, communicating
[21:44]
with Commerce, submit any paperwork to
Congress, and they'll help us fill out
[21:49]
any paperwork we need to for
reimbursements or when it comes time for
[21:53]
us to pay our local Madison next year
after he creates the jobs and shows the
[21:58]
record of keeping the jobs. So they'll
keep all those records for us and do
[22:02]
that like they do for all the other for
us. So it's just a contract with them
[22:07]
that just says that we're partnering
with them on this grant to help us get
[22:11]
it and they're going to take care of all
the TV paperwork and other details for
[22:17]
us.
[22:22]
» And this this grant's already been
awarded. So they're just
[22:25]
» Yeah, it's already been this just to do
for them to take care of the whole
[22:29]
thing.
[22:33]
» Any questions, comments?
[22:40]
» I'm making a motion.
[22:48]
I
have a motion and second. All in favor
[22:52]
say I. I
>> all opposed.
[22:56]
It is so. All right.
Item number four is the town economic
[23:02]
development grants discussion.
[23:10]
these uh if you remember we've been
working with um the TVA and Serous
[23:17]
uh economic development law firm Kerry
uh to develop these uh downtown
[23:22]
incentive grants for businesses downtown
and property owners downtown to um upit
[23:28]
capabilities
both outside on the storefront, the rear
[23:34]
um and
may look at interior improvements in the
[23:39]
future for a higher level. But
I see the storefront with uh
[23:47]
have historically appropriate exterior
facade upgrades, um new awnings,
[23:52]
windows, uh paint, any type of
restoration to to the front to upfit
[23:58]
your aesthetic of your downtown property
or your your business location. Uh the
[24:04]
grand will be up to $2,500 a year. um uh
plus $1,000 in the rear and then $1,000
[24:15]
signage. Uh there's a $5,000 a year cap
and $15,000 a year lifetime current
[24:21]
property and business um that helps
commercial property or tenants uh with
[24:27]
the owner's consent within the downtown
boundary. Um any properties are also
[24:33]
current on their Alexander County tax
bill and their town utility. Yes.
[24:42]
» Question on that.
>> Yes.
[24:45]
The property will just sell go to
another
[24:49]
uh owner's hands. that lifetime is
say they already use the $15,000
[24:56]
lifetime cap or whatever cap is. Do the
next owners get the 15,000 or they it's
[25:05]
already been done for that building.
[25:20]
You say that's a Um,
[25:24]
it's a good question. I haven't thought
about that. I would think if the the
[25:29]
same businesses in there, I think
it'll be the lifetime cap. If a new
[25:34]
owner came in and a new business came
in, I think it could
[25:39]
that's a question I can ask. We can iron
that out and add that in here. It's
[25:44]
verbage for us. If I can hitch on Eric,
is it transferable to you?
[25:51]
» So, is it transfer? Let's say that they
meet the 15,000 cap and then they sell
[25:56]
the building to somebody else. Does that
new owner get another 15,000?
[26:01]
» I think that's
what I was asking for. [clears throat]
[26:08]
I guess my question is to keep from
>> it says 15,000.
[26:17]
» Yeah, that's what that's
>> so
[26:25]
if you done that the new owner shouldn't
I mean shouldn't they
[26:30]
» shouldn't renovation
>> because the money is going towards
[26:33]
building not the owners. Well, I was
just trying to protect T some legal
[26:40]
loophole.
>> Right. But if it's in there like that.
[26:43]
» Yeah.
>> Transfer this in my daughter's name. She
[26:46]
translate my son's name.
>> Yes. Exactly.
[26:51]
[clears throat]
[26:58]
» Uh there's also a public art grant. Um
purpose is for creation and installation
[27:05]
of professional public art and public
semi public.
[27:20]
Um, it's up to $5,000 per project with a
5year maintenance commitment from the
[27:26]
grantee.
It's eligible to any property owners,
[27:31]
uh, tenants with permission from
property owner, nonprofit, schools,
[27:35]
civic groups, individual artists or
artistled teams to produce public art
[27:41]
within the downtown.
So that can um
[27:48]
murals, sculptures, mixed media
installation with mosaic, tile, glass
[27:54]
artwork, artists design, functional
elements of benches, liners, railings,
[27:59]
lighting, signage, community created art
led by professional artists. Wall work
[28:04]
is to be visible from a public rideway
or public space and use durable safe
[28:10]
materials. uh artwork may not advertise
for a private business uh public
[28:15]
standard architectural landscaping
elements or violate any DO2 signage
[28:20]
restrictions. Applicants must provide a
maintenance plan and commit to maintain
[28:24]
the for years.
[28:31]
So a business owner can't just go bank
assign but has to be hired professional
[28:37]
artist
>> and there is a
[28:48]
who counts as a professional artist.
Professional artist is someone who has
[28:51]
demonstrated a record of artistic
practice such as completed public art or
[28:56]
commission projects, exhibitions,
installations or gallery shows,
[29:01]
maybe our degrees, training or
apprenticeships
[29:06]
a portfolio of consistent original
artwork. Um, so, um, you don't
[29:11]
necessarily have to be a world famous
renowned by professional artist, but
[29:18]
» like Keen would be
>> as an artist.
[29:20]
» I think she would
>> she had the artwork.
[29:25]
» Does it got to be own does it got to be
within the city limits?
[29:29]
» Yes.
>> And does it be within the downtown?
[29:32]
» And and what I'm thinking about is our
barn art display this way. Yeah, that
[29:36]
would be one that would definitely
qualify as for professional art because
[29:40]
the people that doesn't I mean they do
shows, they do private classes and of
[29:46]
course individuals have purchased those
2 by twos or two 4x4s are over there but
[29:54]
that's a it's not accountability.
[29:58]
I think if it through that grant
application, um, you know, I think the
[30:05]
county would probably give them
permission to continue to add that to
[30:08]
the building. So, I think that that
would qualify for the applicants to add
[30:13]
that to the side of the building
because it was the town that initiated
[30:18]
that project there, the little building
here behind us and then on this building
[30:24]
itself with the Taylorville, North
Carolina
[30:31]
I think that would be a good use of that
[30:36]
and would be the ones to
um approve of
[30:44]
the application which would be to
approve that this person is qualified or
[30:49]
not. Do we what we're going to do is is
what I would like for you all to do as
[30:53]
the council is we have a public hearing
on this and we'll adopt a resolution to
[31:00]
uh create these grant programs and then
we will give those grant programs to the
[31:04]
TGA and they administer and um direct
all the funding for those
[31:11]
give them $150,000
this year and we have the budget to give
[31:17]
them allocated $10,000
that was previously district available.
[31:23]
We restructure that go to the TA to do
that on our behalf. So our plan, my plan
[31:28]
as the manager is to continue to um
request that allocation and I would just
[31:34]
go to the TDA every year and they can
use that for grants funding and we've
[31:39]
already 150
revenue generated
[31:45]
unless y'all were
in the future.
[31:51]
So all this social is coming for TVA.
[31:58]
» We're we have three options. And if it's
a 50/50 grant, the 50 that paid will
[32:05]
come out of TDA.
>> Yes.
[32:13]
And I I mean these are things that
I know that we have heard time after
[32:21]
time after time
for months, years. This is what the
[32:28]
citizens are wanting. All these
three are probably the top three outside
[32:36]
of parking,
top three priorities that they have been
[32:41]
requesting, you know. Um, so
I'm just excited about this. I'm excited
[32:48]
about, you know, we're starting to do
the fall program here
[32:52]
» and a way to make it happen.
There's also a building activation
[33:00]
grant. Um the purpose of that is for
properties that are
[33:06]
need to meet co compliance for our
performance of building code to have
[33:11]
life safety upgrades to reoccupy vacant
commercials.
[33:17]
The general amount is up to $85,000
a building per year with $15,000
[33:22]
lifetime cap
eligible for that owners of restricted
[33:28]
restricted tenants buildings taking 3
months or more
[33:34]
on their taxes and their utility bills
if they still have active accounts. Um,
[33:39]
and that is more townwide. That is not
just um a downtown
[33:45]
specific grant. That is going to be more
townwide. TDA felt like um it would be
[33:50]
more beneficial to the town if we did
open that up to a northern townwide
[33:55]
because um that would incorporate more
vacant commercial spaces throughout the
[34:00]
town. We think just the downtown.
There's only I think three or four
[34:04]
within the downtown that are um
really make it whether
[34:11]
the owners are building for storage or
not. There's only a select few in the
[34:14]
downtown that are making so more
adaptations to open that up
[34:20]
a little bit more rehabilitation
regeneration to the town across
[34:27]
commercial. So would Apple herb on loud
down road be somebody that would qualify
[34:33]
for that
[34:37]
town
>> really
[34:45]
before
[34:48]
no you got people beyond the city on the
west
[34:54]
» [laughter]
[34:58]
» Yeah.
>> Wow.
[34:59]
» They connected on to sew in the last
couple years, but they did not want
[35:06]
their
>> That's on the other side.
[35:12]
» I was thinking stop on the left side. It
goes all the way down to uh
[35:18]
where Kayla Farm has her dress in place.
>> Oh, okay.
[35:23]
» She's the first one out on that side.
The right side stops there. But I know
[35:29]
the woman that own the mobile park.
That's it. That's where it stopped.
[35:34]
» Yeah.
>> But that whole right side past the board
[35:39]
has not.
>> No. So is not in
[35:44]
» not that is that development
acres. No, they're not.
[35:49]
» Okay. Cuz I know they're on that side,
but I know it's kind of
[35:53]
» Yeah. Honey, when you go out there,
[36:04]
» this is a
[36:09]
example of application.
>> Yes, there's an example of the
[36:12]
acquisition and then resolution at the
end.
[36:16]
» So, are you going to read this before
our next meeting?
[36:18]
» Yes.
>> So, we have no action on this. This is
[36:21]
just discussion to put it in front of
you and ask questions and you want any
[36:25]
more clarification within the guidelines
work to put that in. This is just
[36:32]
bringing it for you.
[36:39]
» Options for measurement.
We're not going to take any action on
[36:43]
that today.
>> Yeah.
[36:47]
» Yeah. Just looking at the grant
programs. additional thoughts on that
[36:51]
and um
have a public hearing in September for
[36:56]
that adopt. It'll be up to the TVA to
open up application cycle
[37:04]
that process
work.
[37:16]
[clears throat]
We have a discussion on the
[37:20]
belove
[37:28]
on number five
[37:47]
that way in
sound. Uh we have
[38:00]
we have four
uh
[38:05]
multif family dwellings out
neighborhoods and adults
[38:12]
apartments and then rich west duplexes.
Um the way that we um
[38:21]
build those utility wise is we build a
um
[38:26]
a master and some of them have a they
connect to the water and they have their
[38:31]
own water system in there. So we build a
company
[38:36]
a minimum for each door. So we have said
Mountainwood for example has 40 units.
[38:44]
So we build in for a minimum each month
plus whatever gallon usage is supposed
[38:48]
to master uh for we do that for
mountainwood press apartments. Um we did
[38:55]
not do that for rich west. Um that was
developed in
[39:02]
was sold for approval in 1999
and developed shortly thereafter. So
[39:09]
since 2000 we haven't been in that way.
Um and we just that's a lot of ways that
[39:17]
we can get started doing that. Um
because we are not building all of the
[39:23]
developments equally across the town
according to our ordinance and our
[39:27]
ordinance for that was passed in 1954.
Uh how we developed that. So, um, send
[39:35]
that out to you early in the week with
proposed letter to the owner of Bridge
[39:40]
Quest
duplexes on
[39:44]
what that entail for him. So, I wanted
to open that up for discussion with you
[39:50]
all
for that.
[39:59]
offers short
[40:03]
what you what you want to send him is if
you send it he's going to have to change
[40:09]
his method of distribution of water
[40:15]
» how he's how he's going to be build from
the t the water
[40:22]
» so the other three are the for available
more than the water.
[40:27]
» Yes.
>> You said Mwoods Crest Homes and what was
[40:30]
the other one that is in appliance with
the ordinance. They are named correctly
[40:35]
but
>> Ridgeway Apartments.
[40:37]
» Ridgeway. Okay. That was the
>> So Woods is not part of that
[40:43]
individual
tenants. They have they have a meter.
[40:50]
» It's a water bill. They haven't made
something.
[41:00]
» There's no uh there's no contract or
anything.
[41:07]
» And the one in question is
>> richest
[41:11]
» richest.
[41:14]
Okay. Yeah.
[41:21]
which is a pretty significant
difference.
[41:27]
» Yeah. Um
[41:31]
it's the bill that we reveal
um
[41:36]
an extra
$2,585
[41:40]
a month.
So for 12 months it did extra $31,20
[41:48]
that
is that Frankie keepers.
[41:51]
» Mhm.
>> Is that the one behind me?
[41:57]
» So he's just going to pass it on to the
consumer.
[42:02]
Probably
90% of that's all you
[42:10]
» Yeah. said the rest of them are wrong.
[42:22]
I mean, I guess they still
[42:29]
» I don't think it's an easy thing to do,
but I think it's um
[42:33]
the correct thing to do since that's our
[42:40]
$1,000 we're losing in water and sewer
rout every that we put towards
[42:45]
our current infrastructure.
>> I mean, it needs to be the same all the
[42:51]
way
>> whether we go back and redo the
[42:55]
ordinance, but everybody needs to be the
same. It can't be one don't have to, but
[43:00]
everybody else does. That's can't work
like that.
[43:04]
» I would caution redoing the ordinance
because we go back and read the
[43:08]
ordinance, we lose 72 $72,000, right? I
just say that just to say it's always
[43:14]
one way or the other. It can't be
>> it's got to be fair,
[43:18]
» right? That that's that's what I'm
saying.
[43:20]
» And over 20 I mean that adds up over a
20 year period. That's $620,000.
[43:29]
» So
[43:33]
that 31,000 is about a cent on the tax
rate. Is that right?
[43:40]
A little over.
[43:47]
take action
or
[43:51]
» Okay. Yeah.
>> Yeah. He's a good inform.
[43:58]
I wanted to move forward and kind of
answer any questions as best I can. I
[44:03]
mean regardless if it was overlooked or
if it's whatever case was it just
[44:08]
from here forward no penalty right past
just from here forwards you know we give
[44:16]
time thinking you know mayor and I
discussed
[44:20]
what to start
[44:24]
building looking at implementing that
until um the new building on October
[44:31]
October 15th
bill starting news again um for that
[44:37]
whole month in November and he would see
the first bill until
[44:43]
December 1st.
So he would have now
[44:49]
before
[44:59]
» and that's been since 1999. Is that what
you said?
[45:05]
» It's started. I'd say probably 2000 2000
was when we first started receiving any
[45:12]
type of water.
[45:17]
But this ordinance has been here since
198.
[45:24]
» Wow. Yeah, that's why I say that.
[45:37]
[laughter]
>> Yeah.
[45:41]
» All right. Any other discussion on the
multi family?
[45:48]
All right. On the staff reports,
[45:55]
um I gave you guys an updated
um
[46:01]
um for the June. We um
pretty close out for June now. um
[46:10]
as a new thing that was we were still
paying
[46:14]
that happen
[46:17]
in July for um so those are updated
numbers close
[46:24]
um and currently working through the
stuff for fun
[46:30]
GWI so
they're going to be out here in October
[46:34]
first week of October and we'll start
our
[46:39]
Hopefully get that all submitted before.
[46:50]
» Yeah.
>> Okay.
[46:55]
Spoke with West Consultants on the
amount of streets and sidewalks project
[47:00]
function. Um there's a little over
200,000 left in it after all was said
[47:05]
and done. Um so we are
looking at putting together
[47:12]
not really packing changed
[47:22]
the whole thing over again but we are
looking to resurface C drive
[47:29]
and then we're looking to
see what their costs will be
[47:34]
on doing the project we've discussed a
few times over the last couple years
[47:40]
which is the median project mainly
[47:47]
so we get prices on
one way us
[47:52]
and I just resurface it the other way
they do the entire project
[48:02]
and they they can resurface from about
the exit of the service center building,
[48:10]
not all the way out, not going all the
way out to the intersection with 16
[48:15]
traffic, but just stop there and come
back all the way to uh First Street.
[48:22]
» That's where the median stops, right?
>> Yeah.
[48:24]
» Yeah. So, it would be just it'll be
resurfacing that area, taking all new
[48:28]
lines
um on the roads. They're going to It's
[48:33]
already paid over on the curb gutter.
So, they're looking to mill it down. Um,
[48:39]
clean the curb gutter up. Hopefully, if
curb gutter looks well, it'll grind
[48:45]
down. will be paid back to the curb
gutter and that way in the future you
[48:50]
can put another inch or two layer on top
of it and go ahead back and have one. So
[48:58]
this fix would be usually 50ear fix we
have to go around again. Um, we're also
[49:06]
looking at pricing this intersection
here being resurfaced so that we can go
[49:12]
in there and and dig it up and figure
out the situation with this water line
[49:17]
and this fire island. and then having
instead of having cuts and patches here
[49:23]
and there was really that whole
intersection that is going and then the
[49:27]
final thing that we're passing is doing
a race crosswalk at the early college
[49:34]
where they come in it's been a year or
so now um asking they've asked a couple
[49:41]
times they put up they put up crosswalk
they put up signage but just like you
[49:48]
they had issues with speeders going on
through there. So, this wouldn't be a
[49:54]
speed bump, but it would be a decent
size 5T wide or so.
[50:03]
» Yeah. With some signs there.
[50:07]
» Once we have that packet,
uh Todd said he should have a packet
[50:14]
ready by next week to give it to the
contractors. Uh it's not a fast process
[50:21]
Russell is already pretty well looked at
for the year wise soon breaks this will
[50:30]
be looked at but they we already
[50:35]
extra money
so they they're a lot quicker than
[50:41]
country
subject to deal with disappointment well
[50:46]
didn't do bad work once he got here.
>> We get it in here.
[50:51]
» Right.
>> But this won't happen this year. So it
[50:54]
won't interfere with the apple festival.
>> No. No. That that was the other thing.
[50:58]
This here will happen to till first of
the year. That way we don't have to
[51:02]
worry about hometown Halloween apple
festival, hometown Christmas, none of
[51:07]
that. This will all be the plan is for
it to all be done right prior to Boston.
[51:15]
So there won't be no no construction
work around for those
[51:19]
» and that will interfere with the time
line has to be paid out by
[51:24]
» No, we have a June 30th. Um our goal is
to look at April 1st deadline getting
[51:32]
everything done and everything dollared.
If it goes over a little bit,
[51:39]
we'll give you some money to
all the same stuff. We don't want to
[51:45]
send around.
>> No.
[51:46]
» No.
>> No.
[51:50]
» So that that's the plan with that. Um,
[52:02]
we met with we met with Daniel from
[52:10]
Friday.
[52:23]
So, we've got a good idea on where we're
going to go with that project. So,
[52:28]
that'll be underway.
[52:33]
What else we got going on?
[52:39]
I I put out new pack out request this
week. It's on the website um and
[52:46]
submitted to the tree care services here
in town to do the three trees at the
[52:52]
park or cemetery. Um
those are marked bridge.
[52:58]
» I saw that cuz I was going to ask about
that. Yeah.
[53:01]
» Um obviously I wouldn't want to go
through right now if I was doing the
[53:05]
work. Um, so I I put on there like work
to be done by the end of October, but I
[53:12]
want to go ahead and get out and get
everything lined up that way. We're
[53:17]
still moving forward with everything
we're looking at. And as we remove the
[53:21]
two or the three trees and the zones,
[53:26]
so just for transparency, the master
park, what is can you just talk about
[53:33]
what that all entails wise? Yeah, we're
looking at of course two parts we have
[53:41]
park and park. Um what
getting an overview of the area, what we
[53:49]
need to look at, um enhancing
any additions that we can make, what we
[53:57]
can do to make those parks pop and maybe
draw attention to Taylor, bring people
[54:04]
to Taylor. Um and then also in the
future the school complex how we can get
[54:11]
that laid out and
what it's going to potentially cost
[54:18]
where we can be looking fun to get but
to get that funded
[54:25]
obviously that's
like to see it now but that's down the
[54:29]
road and Madison Park
the near future. Um, jackass.
[54:38]
They got us some more money.
>> Okay. I need to know is that going to
[54:41]
count down
cuz I need that language to be explicit
[54:46]
cuz that's what I was told
cuz first we talked about he asked me
[54:51]
about Mat Park and then when I came to
talk to y'all, you said the town park.
[54:57]
So, is that where the money's going to
go to the town park or is it going to be
[55:01]
for parks?
>> Which one?
[55:04]
Huh?
>> Which one's he
[55:05]
» 50?
>> Which one's he listing or how?
[55:09]
» Oh, he's he's listing the money right
now as town park improvements.
[55:14]
» But I don't think that that will go very
far.
[55:17]
» No, I mean if he can put it as town
parks world, we can use it on either
[55:22]
one.
>> Cuz he's going to present that to the
[55:25]
for he's going to that appropriation is
going to be approved Monday. Okay.
[55:29]
» Our senator called me and asked me, did
you want $50,000? I said, "Yeah, we'll
[55:33]
take it."
>> Yeah.
[55:34]
» But we got to make sure that it
specifies where it goes
[55:38]
» so we don't get in a situation like we
did 12 years ago
[55:42]
» where we got $50,000 and it's given back
to the state.
[55:46]
» See if he can if he can just town park
higher. So that way when we identify
[55:52]
like you said for granted the network
[56:00]
too
[56:04]
master plan goes
I think part of his application was you
[56:11]
know could potentially use that 50 maybe
put with the town and go after
[56:19]
anotherund
from ahead. So that turns in or turns
[56:24]
into 200.
>> When I had dinner with Blair Saturday
[56:28]
night, he asked,
"How much more money would you want if
[56:32]
you need for
[56:45]
a sports complex?
[56:53]
200.
We're going to make some major
[56:56]
improvements. 200 plus 50.
[57:02]
» He said make it realistic.
[57:14]
» Water with the SR.
We got to watch because I know times
[57:19]
will be a factor on this part
with the ear mark. Um
[57:28]
with the water the SRF for lane money
for water they're replacing water line
[57:34]
that goes across the cor there in
Madison Park. In process of replacing
[57:40]
that we're going to extend that cover
out an additional 30 ft into the park.
[57:47]
Um we don't have funding for the second
part of that which would be relocate the
[57:53]
sewer line from where it's at now which
is the walking path that is actually
[57:58]
sewer area just put in front of for
safety measures. We want to relocate
[58:04]
that line back and go over the new cer
and do away with the lock back area. Um
[58:12]
so
[58:15]
a low number I think to do that you're
looking at probably 70 $80,000.
[58:22]
um
to look further forward against part
[58:27]
that in place
that connects
[58:32]
into third park right there south.
>> Yes.
[58:38]
» It's all connected because it's a very
very unsafe
[58:43]
» travel through there. It's already
narrow which will widen that to
[58:47]
regulation to a bigger grade area but
you look at hometown
[58:54]
through there sidewalk
they're on the side of the road and then
[59:00]
most of the time the park
so looking at that
[59:08]
of course we're looking at the bathroom
facility that's now see originally
[59:12]
that's what he offered money for was the
afterwards.
[59:14]
» Yeah.
>> And and me and they can talk afterwards.
[59:18]
That would be, you know, if it goes
towards the bathroom, that would be
[59:22]
great. I don't know. I don't know.
100,000.
[59:30]
» I mean, just for the bathroom facility.
>> Yeah. Yeah. Just for the bathroom
[59:34]
facility itself, just because Yeah.
While labor is free with using the high
[59:39]
school um and we've already looked at
just the plan itself just to draw the
[59:46]
turn into
build that build inspections with West
[59:52]
looking at 5 to 15 depending upon the
definition of the project. uh we reach
[59:58]
out to a firm out of Bethlehem and
they're getting some price is going to
[1:00:02]
be five to six now that that eliminated
um topography and
[1:00:12]
your storm run off and all that stuff I
feel like we can see you know 25
[1:00:21]
area
off that but
[1:00:26]
just in getting started. Now we can or
once we have that now we can go our
[1:00:33]
concrete path and get the plumbing put
in into the path. Uh so we'll be
[1:00:39]
starting moving forward.
We're also already two months behind
[1:00:43]
what we had hoped. We we hoped on after
Labor Day that would be starting to lay
[1:00:51]
off but just like every other project we
do this. So [snorts]
[1:00:59]
and that's just Madison Park. You go to
town park, the bleachers are killing the
[1:01:05]
park.
>> Um,
[1:01:08]
we've got drainage issues. The retaining
wall is washing out around it. Um, I
[1:01:15]
have no idea what
that tanning wall would cost to redo.
[1:01:21]
uh especially if you get engineered to
leave that property. If plan for
[1:01:29]
a bath 25 or 25 bathroom still is
55
[1:01:36]
God knows what came but it actually is
going to happen
[1:01:41]
$100,000.
>> Yeah. I mean just that long.
[1:01:46]
» Yeah cuz it's pretty high too. So it is
and we talked about I mean not having it
[1:01:52]
go out as far
tapers back.
[1:01:56]
um more where we wouldn't have to have
as much water. Um,
[1:02:04]
I know a couple of instances
right now that pretend about that size,
[1:02:09]
a little taller over $100,000
just
[1:02:17]
it was done. It was nice. I mean, it was
pretty solid, right?
[1:02:24]
And if we can get it,
that's not to say we can't get high
[1:02:28]
school back
to do that, but we got to make sure it's
[1:02:36]
too many.
>> Yeah.
[1:02:38]
» Yeah.
>> What is a lot of people
[1:02:43]
load?
>> Well, no. Eddie Eddie is what it is. But
[1:02:48]
Blair
Blair's got in really tight with the
[1:02:52]
speaker and uh the speaker is our next
door neighbor. And so
[1:03:01]
I would either the speaker just got
called on county $62 million.
[1:03:09]
» He needs to share some of that.
>> We take what we get.
[1:03:15]
Yeah,
[1:03:19]
» I was saying 500
[1:03:23]
gives us the availability.
>> I'm still the 200,000 y.
[1:03:28]
» Well, if they gave if they gave them 162
million
[1:03:33]
project
[1:03:37]
500,000. [clears throat]
>> Yeah.
[1:03:38]
» If we ask for 583,
>> like grandma said, you always go up.
[1:03:44]
can't come back.
>> Right. And like you said, like you me
[1:03:47]
and you talked if they didn't say
everything we asked for, we didn't ask
[1:03:51]
for enough until they turned us down on
>> Well, that's what Eddie told me. He said
[1:03:57]
when he took when we got we got about
131,000 and Wils got like 2.8 million.
[1:04:04]
And I looked at him, he says, I gave you
most.
[1:04:08]
» Well, that's what I'm saying.
That doesn't park in my mind needs to be
[1:04:12]
a
lighted
[1:04:16]
pave path
pickle ball court just a an attraction
[1:04:21]
from the center of town. I mean honestly
if that's what we're talking about with
[1:04:26]
new bathroom facility I mean if we're
going to go then I think it would be
[1:04:31]
well I think in that case it would be
strategic. Let's let's ask for the
[1:04:35]
500,000 for this year and we get these
infrastructure improvements done at the
[1:04:41]
park that need to be done and then once
we finish this partial rec master plan
[1:04:45]
we can look at the RF grant aven
[1:04:50]
budget for state to help us continue to
build that on this part. Can you send me
[1:04:57]
some provision on that 500?
>> Yeah. Now this so this
[1:05:03]
» not the 50 but additional 500.
>> Right. So this would
[1:05:09]
be June 302
[1:05:17]
that no I'm asking.
>> Oh why? Well see this this
[1:05:22]
appropriations it's done. So this is in
the short session starting the long
[1:05:27]
session which will be January 3rd.
That's when those those potentially go
[1:05:33]
beyond.
Oh, Lord. Yeah. Yeah, that that'll be
[1:05:37]
that'll be the key because
you know if you're whichever there's be
[1:05:44]
parts of it that we're not going to end
up getting bids for contract work until
[1:05:50]
mid 2028
which will be the sewer line which will
[1:05:55]
be let's say 2028 $100,000 instead of
[1:06:02]
» because it escalate because of time
>> right Um but the other stuff you know
[1:06:08]
bathroom facilities
um we can go ahead and work on that.
[1:06:13]
Yeah, we can go ahead and do sidewalk.
>> Yeah.
[1:06:16]
» And then just join that section.
[1:06:22]
Definitely town park that's
here. Now that is that is one of we are
[1:06:29]
working on getting the well closed off
down here
[1:06:34]
which wasn't
getting that building
[1:06:38]
here
which will
[1:06:49]
park
outside of getting this year.
[1:06:58]
I mean, so I don't I feel like that
would be an issue with time constra
[1:07:08]
that would be great. Then we'll have
that save us money.
[1:07:13]
» That's good on the front end, but in
three more years, somebody's going to
[1:07:16]
have to cop up a big bunch of money out
there that football field cuz it's got
[1:07:20]
to be refurbished.
>> Yeah. And they're looking at about
[1:07:22]
$450,000.
>> Yeah. Well, five years.
[1:07:26]
» They stay in other schools having to
look at it, too.
[1:07:29]
» Oh, yeah. I mean, they're crying because
if they don't have the funding and then
[1:07:33]
it starts unhapp.
[1:07:40]
» And there's also a new business right
there beside the park. Correct.
[1:07:46]
» The guy that bought the
>> Oh, Chris, he bought the building. I
[1:07:50]
think he's going to have separate
businesses that keep things in there
[1:07:56]
classic
[1:08:12]
all the
issues and I think the art there.
[1:08:19]
Like I said, the roof was either 177 or
$77,000.
[1:08:26]
He's put a lot of money in that
property.
[1:08:29]
I'm grateful for it.
[1:08:35]
» All right. Uh, any other
anything else?
[1:08:40]
» No.
>> All right,
[1:08:45]
I met with uh Tim and Lori Mason from
the Springs Group yesterday about the
[1:08:51]
hospital. Um
Tim is still in uh
[1:08:58]
looking at demoing it him itself and
found some price from some local
[1:09:02]
contractors. Um
like us there's grant funding you can go
[1:09:07]
and we'd like to apply for that. Laura
and I are looking at some some federal
[1:09:11]
grants that we can try to apply for and
re-engage the the TVA on partnership
[1:09:18]
with Tim um to where um that's been for
but um you know if that um doesn't come
[1:09:26]
to fruition he's very much on board
moving forward and trying to tear it
[1:09:29]
down itself hopefully by the end of the
year. So, I'll continue to update you on
[1:09:35]
that project. We're um trying to put
together uh as we look at some of this
[1:09:40]
federal funding to will be developed
there in the future, what is developed
[1:09:44]
there in the future and trying to
provide the community with more
[1:09:47]
healthcare options. So, we're creating
more like a healthcare part or something
[1:09:52]
like that. trying to engage multiple
organizations to kind of come together
[1:09:56]
and um create kind of a multifaceted
approach for that grant application
[1:10:02]
effect
make our healthcare services to the
[1:10:06]
community more robust and
eliminate high school.
[1:10:12]
Um he mentioned the partial rec master
plan we'll have a contract for that will
[1:10:18]
be on the agenda in September. Um
there's also going to be the contract
[1:10:24]
for the GIS Mavic for the cemetery in
Chicago. The agenda um I reached out to
[1:10:33]
um Matthew Hecker who owns one of the
buildings downtown. He's um open to
[1:10:40]
looking at town versus that as a um
grant for like a commercial uh district
[1:10:47]
grant. So I had a meeting with them
Thursday. We would get process for that
[1:10:52]
having to have an appraisal and correct
what the appraisal is and he said that
[1:10:58]
he's open to having that conversation
with us and sell it to the town and us
[1:11:04]
kind of recreating doing our own version
of a downtown project with the
[1:11:10]
commercial building. Um
[1:11:14]
hopefully we'll have a contract uh from
the design group in Bethlehem for the
[1:11:19]
building um in the bathroom facility. So
we can look at that. Um
[1:11:26]
and the yard sale is still um on for
September 5th and Saturday. Currently we
[1:11:33]
only have five people that have paid but
had you know almost 20 people that
[1:11:38]
contacted us interested in applications.
So um several people came in and paid
[1:11:43]
yesterday. So I think um we promoted
that in the paper and on the radio I
[1:11:49]
think more people come in as we get
closer.
[1:11:52]
» Share it on Facebook. Share share share
share share.
[1:11:54]
» It's advertising about that because
everybody pretty much I talk to don't
[1:11:59]
know about it. So
even though Facebook reaches out pretty
[1:12:03]
good, um I would like to see next year
being put up.
[1:12:09]
any town. Everybody want to drive by
they can see. Okay. If I can get the
[1:12:12]
yard sale sign
[1:12:27]
» even reaching out into other counties we
can
[1:12:32]
uh I know billboards are expensive but
that's kind of the idea that I had uh
[1:12:37]
using some of the money that would get
hopefully more people sign up and just
[1:12:42]
use that for I'd like to be able to
donate a good sum of money to a charity
[1:12:47]
or local event or local charity or
whatever, but I also want to pay for the
[1:12:52]
advertising for next year
with that. So,
[1:12:56]
» just so you know, the contact I made
September phone call is free month.
[1:13:02]
» Well, we quoted the weed,000.
>> Yeah. Come on.
[1:13:08]
» No one
>> everything in one
[1:13:18]
place.
>> Well, you just quoted me 350.
[1:13:20]
» Yeah. [groaning]
[1:13:26]
» Okay.
Well, we were going to be put in front
[1:13:29]
of somebody,
>> but he was but he's doing it because of
[1:13:32]
the organization that swim,
>> right?
[1:13:37]
He does.
>> Yeah,
[1:13:41]
» he does offer discounts to me, but you
probably not. But
[1:13:48]
that's okay. It's his business. But we
were going to be he was going to
[1:13:53]
expedite us in front of somebody. So
that part
[1:14:01]
» um in regards to town attorney um one my
reports I mentioned I reached out to him
[1:14:08]
from this lives in Eldell uh originally
from Hickory um he joined the Rotary
[1:14:16]
Club here and um practices law here now
doesn't have any local experience but
[1:14:23]
has some experience do some different uh
federal civil rights litigation cases
[1:14:28]
that he was um assistant on experienced
with a lot of contracts. Um so he hit me
[1:14:34]
over
things. What's his name?
[1:14:38]
» Ian McCra.
[1:14:42]
Um also uh advertise that RFQ get some
bills from interested firms and see you
[1:14:49]
know what we can get.
We need a talent here. We got a lot of
[1:14:54]
different projects going on.
We got a new um all these different
[1:15:00]
grant uh projects and hopefully some
more whether that be police department
[1:15:05]
or parks and rec water and sewer. So
we're going to need someone to help us
[1:15:09]
navigate through all that. So the
deadline for that will be September 4th.
[1:15:13]
So I'll keep you updated on how many
submiss submissions we get and send all
[1:15:19]
those to you once we
collect those.
[1:15:23]
Is Manor still active or is he totally
retired?
[1:15:27]
» Uh, he's still active. I did prior to
our regular meeting and our special
[1:15:31]
meeting asked him for refuted his
contract all
[1:15:37]
but approved. So, he did help us out on
that and he said he will be willing to
[1:15:44]
kind of help us
as needed basis until we fulfill that
[1:15:49]
decision.
I did want to bring up uh this uh
[1:15:56]
overall audio system. Um this is a um
system that the Presbyterian church down
[1:16:04]
the street uses for their sanctuary uh
for members of the community that have
[1:16:12]
herinates or um for lack of a better
phrase here. And um it emits a um audio
[1:16:22]
frequency like an FM frequency that
activates the T portal within your
[1:16:28]
hearing aate and it tunes right into
your ear. It helps you listen
[1:16:33]
and things more
efficiently. So you don't have to you'll
[1:16:40]
be getting several different complaints
on some of the members that send our
[1:16:43]
county council that they can't hear. Uh,
so, um, came and asked me to talk to
[1:16:49]
Paul about what they did there cuz they
had set it up. So, I reached out to that
[1:16:52]
company. They're out of Colorado. It's a
man and his wife, they created it and he
[1:16:58]
makes it
and he gave me the the base price for
[1:17:04]
the system, which basically like a
sandboard box. plug into our pieces and
[1:17:09]
it's on the other side of this and we
would have to run this little wire
[1:17:13]
around the counter or call a bearing for
the frequencies emitted just in this
[1:17:18]
room. Um, so the price on that is $895.
If we got any additional receivers like
[1:17:25]
for individuals that may not have
hearing aids, we can put headphones on
[1:17:30]
while here be $100 a piece and then the
shipping is $7. So I want to bring that
[1:17:36]
up to you all before moving forward with
purchasing any of that or looking at any
[1:17:42]
other options
about that. Talk about let's say some
[1:17:47]
type of audio system here in the castle
chambers to help
[1:17:52]
our attendees
here. Is that something that if you got
[1:17:57]
it can be installed without having to
hire somebody to install it?
[1:18:01]
» Yeah, we can we can install it. So under
$1,000
[1:18:05]
minus the $100 from a hearing device,
someone that's got the hearing aids,
[1:18:10]
they would be able to pick up on that.
>> Yes.
[1:18:15]
» I like the idea because I want to hear
too. So remember I was elected. I don't
[1:18:20]
have hearings because I want to be able
to make sure I heard everything.
[1:18:26]
It's frustrating not to be able to hear.
U so yeah, I like the idea.
[1:18:32]
Well, I think we'll pursue this.
[1:18:36]
» Is this something you bring in September
or uh I think it's kind of within our
[1:18:42]
threshold. So we have to look at
budget and I'll look at that
[1:18:50]
talk about that we have to bring up
[1:18:59]
» now is our question is our microphones
on all through every meeting like
[1:19:05]
another way they pick up. Yeah, those
are on. It looks like they're on
[1:19:11]
right now, but they're on
[1:19:16]
» So, we can make sure that
[1:19:30]
uh other than that it all happened.
[1:19:36]
Wow.
[1:19:43]
I've got a question.
What What did you do to Stacy's side?
[1:19:52]
And I know Kim probably got the front of
that, but
[1:19:59]
I don't like somebody watching a line on
Facebook.
[1:20:04]
» Yeah.
Is it because of the dumpsters? Are they
[1:20:10]
recycling?
Apparently this was um you know our
[1:20:17]
states as a business you're you're a
president you're allowed one trash can
[1:20:22]
and one recycling. If you want more than
that, then
[1:20:27]
charge it for that
up to two. And then above that, you have
[1:20:32]
to get a dumpster, which we can help
coordinate through public services.
[1:20:36]
That's just going to be on your monthly
bill, the cost of that dumpster. Um,
[1:20:42]
but I think the issue they have down
there is the alleyway back there is not
[1:20:47]
spot on management. So if they're going
to get a dumpster and princely
[1:20:52]
management I still say that that's okay
not going to put one back there
[1:20:58]
management system that's okay
I am speaking with uh crimson management
[1:21:05]
and the county about how we can partner
for that parking lot back there and make
[1:21:09]
it um usable for public parking that
wouldn't um until management making some
[1:21:16]
improvements and then providing a
dumpster space back there that all of
[1:21:20]
their um businesses along there can
utilize. So that could be potential in
[1:21:27]
the future, but if they were going to
put one back there right now, she have
[1:21:30]
permission management to place that. So
that would be between her and her
[1:21:42]
same person.
[1:21:47]
It's not the same person. It's not the
same on land building
[1:21:56]
too. You had two different businesses
utilizing trash cans and even though the
[1:22:02]
trash can the trash can stay out there
whether it's occupied or not. So you had
[1:22:10]
whoever was there had to place the extra
trash can and now you got too many
[1:22:14]
businesses there utilizing those
[1:22:19]
short trash cans
using a lot of trash cans. Yeah. And
[1:22:26]
they were using those trash cans
trash.
[1:22:33]
» We want to comment obviously we did want
I think Well, I didn't see what her
[1:22:39]
vehicle was and
get another can. If she has to pay for
[1:22:43]
it, she'll just pass that along to
people that are renting the building.
[1:22:47]
My goodness gracious. And
[1:22:53]
8:30, 9:00 that morning.
>> Yeah.
[1:22:56]
» And then by 9:30
posted about it. So there was no time
[1:23:00]
for respond to respond. My comment was
if you got a problem coming here. Yeah,
[1:23:08]
» address it to us.
>> You know, to me that's a coward putting
[1:23:12]
stuff on Facebook like that.
[1:23:16]
» Kim, I'm sorry you had to go through
that.
[1:23:18]
» Oh, I was smiling.
>> Oh, you get back to her.
[1:23:27]
I mean sometimes it does take a few
minutes to get in touch with public
[1:23:31]
service.
[1:23:38]
I mean we do have Rachel's done a good
job of um get some contact information
[1:23:44]
for a few people that she can't get into
contact with quicker and more easily.
[1:23:49]
Sometimes we're not unfortunately
has been defeated [cough]
[1:23:56]
and they're our business.
>> Exactly.
[1:24:02]
» I'm just uh
I'm just amazed I guess best word for
[1:24:09]
it. Um all the things we're doing. I'm
excited.
[1:24:15]
I think we're stepping in the right
direction and keep it going. Um so many
[1:24:20]
projects going on and it's just
It's just good to see and good to hear.
[1:24:27]
I mean, I I hear positive things all the
time. I mean, not anytime I'm out in
[1:24:31]
town, people are coming to me. We are so
glad to see all that's going on. Thank
[1:24:37]
you. You know, that we want to keep that
momentum. We want to keep that going.
[1:24:41]
Um, and I think we're headed that way.
excited and I'm just I can't say enough
[1:24:48]
phrase. I can't
>> I'm reiterate that.
[1:24:54]
I'm glad that downtown is has shaped the
way it's shaped right now. I'm ecstatic
[1:24:59]
about the the new restaurant in the
town. That's going to have tremendously
[1:25:05]
seems to be a better quality of uh
better quality of business downtown than
[1:25:13]
there was. Um obviously making vacc
[1:25:22]
I like the direction that more like 10%
also Jack I would like u moneywise if if
[1:25:31]
they get a grant for
[1:25:36]
dress
[1:25:39]
what
[1:25:42]
» trash choice
I was open to that discussion. I know uh
[1:25:47]
Aaron's like
[1:25:52]
» with all this money we're going to get
from this grant writer, there'll be
[1:25:55]
money freed up to buy truck.
>> Well, I think
[1:26:01]

>> Hey, what's the story with our street?
[1:26:07]
It's not
>> It was gone for
[1:26:10]
about five weeks.
Um,
[1:26:14]
it's like
cuz the dead squirrels are piling up on
[1:26:20]
my curbers
[1:26:24]
that road property.
[1:26:29]
It is it is back. We're trying to be but
we had sent off a couple years um till
[1:26:36]
we sent back to to which place they
servicing. um and had6 or $7,000 worth
[1:26:46]
of work done
um just a general cost of general
[1:26:54]
maintenance on the borders and panels
and things like that. So
[1:27:01]
the work back
[1:27:11]
now

[1:27:26]
January are already know how
That's right.
[1:27:30]
» Well, that's right. Right now
[1:27:59]
trash track destruction. Um, I know we
go, but that's something I'd really like
[1:28:06]
to see in the next couple years, next
year or two for us to move toward our
[1:28:10]
home trash pickup.
So, put that back in line. I do want to
[1:28:16]
say thank you to to the staff, Nathan,
the staff, all of them do a fantastic
[1:28:22]
job here at town hall.

[1:28:29]

I think we got a great team. So, I just
[1:28:36]
say continue your great work and thank
you for all you do.
