[3:54] grant uh consulting contract. Yes. This is a contract for us to engage
[4:01] with Mr. Uh Dan Miglin here who's um came to speak with us today and answer
[4:06] any questions you may have to um assist the police department in applying for
[4:11] state and federal grants to um receive new vehicles, new equipment, um
[4:18] potentially funding for personnel positions and
[4:25] any other thing that we decide that is a priority for the police department.
[4:31] I think it's a great opportunity for our police department. He has a proven track
[4:35] record with multiple agencies across the country
[4:39] helped agencies receive 42 million of funding throughout this time of grants
[4:47] previously states for more. So I think it can be a valuable asset to the police
[4:53] department and help kind of lessen our general fund um
[4:58] on purchasing these capital expenses receive some federal funding and state
[5:04] fun
[5:09] to improve the service that we provide to the community.

[5:37] public service agencies, fire and police uh since 2004. uh when I was a uh
[5:44] lieutenant with the states police department went to Morsville took on the

[5:55] any number of agencies here I've been going on um
[6:00] uh I have experience as a peer reviewer um for the federal uh department of
[6:06] justice. So they pay me to grade other people's applications. Their in turn
[6:12] helps me become a better grant writer. So I'm finding great grants that are
[6:18] really cool ideas that I help put them in the back of my mind and and
[6:24] use towards my clients. I work for a firm called the Ferguson Group. Uh it's
[6:29] a advocacy and grant specialty firm in Washington DC. I've been with them for
[6:35] over three years. I'm a public safety specialist, train specialist. Um
[6:42] uh just this year, um I helped the town of Katava security earmark
[6:50] um to replace all their police cars. Um five of them that are small department,
[6:56] only two full-time people um a lot of part-time. uh one of the realities uh
[7:03] which I shared with my uh firm we we go for the big fish at TFQ uh
[7:10] large cities medium and large size cities leaves the market uh you know
[7:16] wide open for small and rural uh municipalities
[7:21] and that is kind of where I see a gap that needs to be filled and it's not out
[7:26] of greed it's either the fact that I see so many brands out there
[7:30] that are available for you and nobody knows how to get it. And
[7:36] I just like doing it and for no other reason. Um I don't get a percentage of
[7:41] the cut. I wish I did. I was telling uh Nate that I just secured a $10.8 million
[7:49] grant for Huntsville, Alabama. And I wish I had it kind of um but uh
[7:56] that's through TFG what I do on the side.
[7:59] Sparta, been working with them on a retainer basis, which is what I suggest
[8:03] for y'all as a retainer basis was the fact that you don't have a lot of grant
[8:10] writing experience. So the the initial startup of of your grant program for the
[8:15] police department, there's a lot of things that need to be done in
[8:19] preparation needs to be done to put together a competitive application.
[8:23] But the good thing about it is just as I said, you haven't gotten one before. So
[8:28] right away you're going to go to the top because that's one of the highlights I'm
[8:31] going to put on your applications is you have no it's not like you're going to
[8:36] the well over and over again. You haven't ever had any not to speak
[8:41] besides some of the state grants. We're talking federal grants. A lot of the
[8:45] grants have no match required. Um we're talking about uh how how to pay for
[8:51] these things. You can charge indirect cost. You can
[8:55] charge uh administrative fees. uh build that into the grant application and pay
[9:00] out of that. Um however you'd decide something we can work together on. Um
[9:07] uh like with technology now the way it is um there's a lot of grants out there.
[9:15] I every day I look at the grants I have through TFG my agency. I have access to
[9:21] all the grants that immediately is as soon as they're released and I get
[9:26] notifications of it and I can pass that information on to the chief and we can
[9:30] make informed decisions about what is most appropriate to do that is to first
[9:36] sit down and figure out what are the highest priority needs technology as I
[9:41] said with 800 megahertz radios, body cameras, uh dash cams, flop cameras and
[9:48] no matter what people are saying about Flock cameras. They do a lot more good
[9:52] than they do the harm. And it's like a lot of other things out there. The harm
[9:57] is the stupid people who misuse these things. It's not the tool itself. And
[10:02] I'm a firm believer in that because I can site case after case, recent cases
[10:07] of flock doing it job and catching a bad guy. Real dangerous people. So those are
[10:14] things that are available to you. There are things that are being funded at both
[10:17] federal and state level. And some of these grants overlap each other. So you
[10:22] can almost do a dual application. One for the state, one for the Fed. Whoever
[10:27] gets there first, turn the other one down. Just because you apply for a grant
[10:32] doesn't mean you have to always accept it. Um if if things change your needs,
[10:38] for instance, maybe you couldn't wait for a near per se because earmarks do
[10:42] take anywhere from, you know, 18 to 24 months to come to fruition. Um, but if
[10:49] you're patient and you plan, you can kind of strategically use those things
[10:54] to get pay for new community, new police department, help pay for all
[11:02] the vehicles. Uh, and not it wasn't just the vehicles I got for them. It was all
[11:06] the equipment that goes into the vehicle. So all that's going to be brand
[11:10] new and you're going to see that, you know, probably the first of the year
[11:13] once they start, you know, start buying and implementing that. You'll see that.
[11:19] And uh it's just
[11:24] I get excited about call me weird. Uh but I actually enjoy it. And and I think
[11:30] it's one of those things I was telling one of your officers. Um
[11:35] it's an acquired taste. Um, you got to learn to like it. And once you start
[11:39] getting some of these things, and I've been fortunate to be successful out of
[11:44] the gate, the average current rider gets 35 40% uh win rate. Mine's been 74%
[11:52] since 2005.
[11:56] And and I know this because I track everything. Um, I'm very meticulous. I'm
[12:01] very detailed. Uh,
[12:06] I know what I'm doing and uh I like doing it for small agencies who need it.
[12:11] I was glad you reached out. Um I understand that one of your officers uh
[12:17] I helped when he was at I helped them revamp all their equipment and stuff and
[12:25] so you know it's the same thing. It's a word of mouth thing where you know uh
[12:32] people are calling me all the time asking me to help them and stuff and
[12:35] usually it's a one and done type of situation. If that were the case here
[12:39] you just need one grant. I can help you with that. It sounds like you need a lot
[12:45] more than that and to do that we kind of need to take it from the beginning and
[12:49] be smart about it. And the good thing about it is um
[12:55] despite what's going on in Washington DC with the administration and all the
[12:59] grants with Doge and whatnot, public safety grants are always going to
[13:04] be there. In fact, they're coming out in gang busters right now. Um and I, you
[13:11] know, I'm working with big cities helping them uh do their grants. I'm
[13:16] working on two grants right now. one for the town award cyber crimes grant a
[13:21] micro grant for um uh a place in California. Um I write them all as as he
[13:30] says I write them all over the country. That's what my firm does. It's a
[13:33] national firm. Um but again they usually target people who are you know paying
[13:40] thousands of dollars a month. I I like what you know I look at what
[13:46] you know your size of town look at your budget and I look at the amount of work
[13:51] that you'll get in return and I can promise you your return on investment
[13:56] will be tremendous and by this time next year you know you
[14:02] may have one or two awards and that'll pay for everything you put to me. Um
[14:08] another thing is I have integrity. I don't sit at home. I work from home. So,
[14:13] but I don't sit there watch TV. I actually work when I say I'm working and
[14:17] I turn in and get invoices. Um, for the hours that I work and you know, uh, I
[14:26] don't charge people to sit around and think about an idea or when I'm taking a
[14:31] shower and thinking about it. You know, I'm very candid with it only
[14:36] because I'm I'm just a regular guy who knows how to write.

[15:29] going to these classes knowing, hey, I'm doing it right. I'm doing it right and
[15:34] that um it's just something you learn how to do.

[15:50] front of us is that you're going to provide one day a week uh not to exceed
[15:56] uh $300 a week I mean a day for one day of the week. It may be it may be

[16:39] grants but we didn't create TDA for public safety grants. We created the TVA
[16:44] to help us promote small and small business and commercial business and
[16:49] industrial business. Um like the grants we'll talk about later. Um help move us
[16:55] towards the mainstream community to help us improve our tax base and economic
[17:00] vitality in our communities. Not centered around public safety center
[17:06] around the business community. So the bottom line we can't take money
[17:11] out of TDAS. So Kim, do we have the money in the
[17:15] budget to cover this? >> Um so now we're talking uh we're going
[17:21] to take it out of contract services and then as we get grants we may have
[17:28] some budget amendments to take it out of things that we have proposed to buy

[19:39] until that I can I can at least get you the information. And if if I were able
[19:44] to help you, you know, I might be able to do that. Sometimes my capacity
[19:49] because I do have this full-time job is can sometimes be limited. Uh but I I've
[19:57] been a cop for or I was a cop for over 30 years. So I know the language and I
[20:02] can write those grants in my sleep so to speak. You know what I mean? Um and that
[20:07] that helps when you know what we're talking about. Some of the other grants
[20:11] it takes a while for me to learn but I can do it.

[21:19] to administer the uh bill of reading agreement. Unfortunately, I'd like to

[21:34] This is strictly just a a contract that says we the town uh allow the Western
[21:39] Pont Council of Government to do the administrative task force, communicating
[21:44] with Commerce, submit any paperwork to Congress, and they'll help us fill out
[21:49] any paperwork we need to for reimbursements or when it comes time for
[21:53] us to pay our local Madison next year after he creates the jobs and shows the
[21:58] record of keeping the jobs. So they'll keep all those records for us and do
[22:02] that like they do for all the other for us. So it's just a contract with them
[22:07] that just says that we're partnering with them on this grant to help us get
[22:11] it and they're going to take care of all the TV paperwork and other details for
[22:17] us.

[23:02] development grants discussion.
[23:10] these uh if you remember we've been working with um the TVA and Serous
[23:17] uh economic development law firm Kerry uh to develop these uh downtown
[23:22] incentive grants for businesses downtown and property owners downtown to um upit
[23:28] capabilities both outside on the storefront, the rear
[23:34] um and may look at interior improvements in the
[23:39] future for a higher level. But I see the storefront with uh
[23:47] have historically appropriate exterior facade upgrades, um new awnings,
[23:52] windows, uh paint, any type of restoration to to the front to upfit
[23:58] your aesthetic of your downtown property or your your business location. Uh the
[24:04] grand will be up to $2,500 a year. um uh plus $1,000 in the rear and then $1,000
[24:15] signage. Uh there's a $5,000 a year cap and $15,000 a year lifetime current
[24:21] property and business um that helps commercial property or tenants uh with
[24:27] the owner's consent within the downtown boundary. Um any properties are also
[24:33] current on their Alexander County tax bill and their town utility. Yes.

[27:05] of professional public art and public semi public.
[27:20] Um, it's up to $5,000 per project with a 5year maintenance commitment from the
[27:26] grantee. It's eligible to any property owners,
[27:31] uh, tenants with permission from property owner, nonprofit, schools,
[27:35] civic groups, individual artists or artistled teams to produce public art
[27:41] within the downtown. So that can um
[27:48] murals, sculptures, mixed media installation with mosaic, tile, glass
[27:54] artwork, artists design, functional elements of benches, liners, railings,
[27:59] lighting, signage, community created art led by professional artists. Wall work
[28:04] is to be visible from a public rideway or public space and use durable safe
[28:10] materials. uh artwork may not advertise for a private business uh public
[28:15] standard architectural landscaping elements or violate any DO2 signage
[28:20] restrictions. Applicants must provide a maintenance plan and commit to maintain
[28:24] the for years.
[28:31] So a business owner can't just go bank assign but has to be hired professional
[28:37] artist >> and there is a
[28:48] who counts as a professional artist. Professional artist is someone who has
[28:51] demonstrated a record of artistic practice such as completed public art or
[28:56] commission projects, exhibitions, installations or gallery shows,
[29:01] maybe our degrees, training or apprenticeships
[29:06] a portfolio of consistent original artwork. Um, so, um, you don't
[29:11] necessarily have to be a world famous renowned by professional artist, but

[30:05] county would probably give them permission to continue to add that to
[30:08] the building. So, I think that that would qualify for the applicants to add
[30:13] that to the side of the building because it was the town that initiated
[30:18] that project there, the little building here behind us and then on this building
[30:24] itself with the Taylorville, North Carolina
[30:31] I think that would be a good use of that
[30:36] and would be the ones to um approve of
[30:44] the application which would be to approve that this person is qualified or
[30:49] not. Do we what we're going to do is is what I would like for you all to do as
[30:53] the council is we have a public hearing on this and we'll adopt a resolution to
[31:00] uh create these grant programs and then we will give those grant programs to the
[31:04] TGA and they administer and um direct all the funding for those
[31:11] give them $150,000 this year and we have the budget to give
[31:17] them allocated $10,000 that was previously district available.
[31:23] We restructure that go to the TA to do that on our behalf. So our plan, my plan
[31:28] as the manager is to continue to um request that allocation and I would just
[31:34] go to the TDA every year and they can use that for grants funding and we've
[31:39] already 150 revenue generated
[31:45] unless y'all were in the future.
[31:51] So all this social is coming for TVA.
[31:58] » We're we have three options. And if it's a 50/50 grant, the 50 that paid will
[32:05] come out of TDA. >> Yes.
[32:13] And I I mean these are things that I know that we have heard time after
[32:21] time after time for months, years. This is what the
[32:28] citizens are wanting. All these three are probably the top three outside
[32:36] of parking, top three priorities that they have been
[32:41] requesting, you know. Um, so I'm just excited about this. I'm excited
[32:48] about, you know, we're starting to do the fall program here
[32:52] » and a way to make it happen. There's also a building activation
[33:00] grant. Um the purpose of that is for properties that are
[33:06] need to meet co compliance for our performance of building code to have
[33:11] life safety upgrades to reoccupy vacant commercials.
[33:17] The general amount is up to $85,000 a building per year with $15,000
[33:22] lifetime cap eligible for that owners of restricted
[33:28] restricted tenants buildings taking 3 months or more
[33:34] on their taxes and their utility bills if they still have active accounts. Um,
[33:39] and that is more townwide. That is not just um a downtown
[33:45] specific grant. That is going to be more townwide. TDA felt like um it would be
[33:50] more beneficial to the town if we did open that up to a northern townwide
[33:55] because um that would incorporate more vacant commercial spaces throughout the
[34:00] town. We think just the downtown. There's only I think three or four
[34:04] within the downtown that are um really make it whether
[34:11] the owners are building for storage or not. There's only a select few in the
[34:14] downtown that are making so more adaptations to open that up
[34:20] a little bit more rehabilitation regeneration to the town across
[34:27] commercial. So would Apple herb on loud down road be somebody that would qualify
[34:33] for that

[48:02] and they they can resurface from about the exit of the service center building,
[48:10] not all the way out, not going all the way out to the intersection with 16

[1:09:07] and we'd like to apply for that. Laura and I are looking at some some federal
[1:09:11] grants that we can try to apply for and re-engage the the TVA on partnership
[1:09:18] with Tim um to where um that's been for but um you know if that um doesn't come
[1:09:26] to fruition he's very much on board moving forward and trying to tear it
[1:09:29] down itself hopefully by the end of the year. So, I'll continue to update you on
[1:09:35] that project. We're um trying to put together uh as we look at some of this
[1:09:40] federal funding to will be developed there in the future, what is developed
[1:09:44] there in the future and trying to provide the community with more
[1:09:47] healthcare options. So, we're creating more like a healthcare part or something
[1:09:52] like that. trying to engage multiple organizations to kind of come together
[1:09:56] and um create kind of a multifaceted approach for that grant application
[1:10:02] effect make our healthcare services to the
[1:10:06] community more robust and eliminate high school.
[1:10:12] Um he mentioned the partial rec master plan we'll have a contract for that will
[1:10:18] be on the agenda in September. Um there's also going to be the contract
[1:10:24] for the GIS Mavic for the cemetery in Chicago. The agenda um I reached out to
[1:10:33] um Matthew Hecker who owns one of the buildings downtown. He's um open to
[1:10:40] looking at town versus that as a um grant for like a commercial uh district
[1:10:47] grant. So I had a meeting with them Thursday. We would get process for that
[1:10:52] having to have an appraisal and correct what the appraisal is and he said that
[1:10:58] he's open to having that conversation with us and sell it to the town and us
[1:11:04] kind of recreating doing our own version of a downtown project with the
[1:11:10] commercial building. Um
[1:11:14] hopefully we'll have a contract uh from the design group in Bethlehem for the
[1:11:19] building um in the bathroom facility. So we can look at that. Um
[1:11:26] and the yard sale is still um on for September 5th and Saturday. Currently we

[1:16:04] the street uses for their sanctuary uh for members of the community that have
[1:16:12] herinates or um for lack of a better phrase here. And um it emits a um audio
[1:16:22] frequency like an FM frequency that activates the T portal within your
[1:16:28] hearing aate and it tunes right into your ear. It helps you listen
[1:16:33] and things more efficiently. So you don't have to you'll
[1:16:40] be getting several different complaints on some of the members that send our
[1:16:43] county council that they can't hear. Uh, so, um, came and asked me to talk to
[1:16:49] Paul about what they did there cuz they had set it up. So, I reached out to that
[1:16:52] company. They're out of Colorado. It's a man and his wife, they created it and he
[1:16:58] makes it and he gave me the the base price for
[1:17:04] the system, which basically like a sandboard box. plug into our pieces and
[1:17:09] it's on the other side of this and we would have to run this little wire
[1:17:13] around the counter or call a bearing for the frequencies emitted just in this
[1:17:18] room. Um, so the price on that is $895. If we got any additional receivers like
[1:17:25] for individuals that may not have hearing aids, we can put headphones on

[1:20:42] but I think the issue they have down there is the alleyway back there is not
[1:20:47] spot on management. So if they're going to get a dumpster and princely
[1:20:52] management I still say that that's okay not going to put one back there
[1:20:58] management system that's okay I am speaking with uh crimson management
[1:21:05] and the county about how we can partner for that parking lot back there and make
[1:21:09] it um usable for public parking that wouldn't um until management making some
[1:21:16] improvements and then providing a dumpster space back there that all of
[1:21:20] their um businesses along there can utilize. So that could be potential in
[1:21:27] the future, but if they were going to put one back there right now, she have
[1:21:30] permission management to place that. So that would be between her and her
[1:21:42] same person.

[1:21:56] too. You had two different businesses utilizing trash cans and even though the
[1:22:02] trash can the trash can stay out there whether it's occupied or not. So you had
[1:22:10] whoever was there had to place the extra trash can and now you got too many
[1:22:14] businesses there utilizing those
[1:22:19] short trash cans using a lot of trash cans. Yeah. And
[1:22:26] they were using those trash cans trash.
