[SIDE CONVERSATION]
[0:44]
Oh, perfect timing.
[0:46]
Hey.
[0:47]
Good afternoon, evening.
[0:48]
Welcome to this evening's Windsor Public Art Advocacy
[0:58]
Commission meeting.
[1:00]
[AUDIO OUT]
[1:03]
Fine.
[1:03]
[PHONE RINGING]
[1:05]
Oh, it's fine.
[1:06]
And I'm going to.
[1:07]
I actually turned it off and it's still ringing
[1:10]
because it's [AUDIO OUT] off.
[1:24]
I turn it off and it still pushes it through.
[1:26]
I don't know how it does that.
[1:27]
I'm going to actually, physically [AUDIO OUT].
[1:37]

[2:34]

We have a quorum.
[2:38]
Now we'll do the Pledge of Allegiance.
[2:41]

[2:42]
Commissioner Reynoza, will you please lead
[2:44]
in the Pledge of Allegiance?
[2:45]
Please stand.
[2:46]
Begin.
[2:47]
I pledge allegiance to the flag of the United States of America
[2:52]
and to the Republic for which it stands.
[2:54]
One nation under God, indivisible,
[2:57]
with liberty and justice for all.
[2:59]
Please be seated.
[3:01]
Do you have any changes to the agenda?
[3:03]
There are no changes this evening, Chair.
[3:07]
And starting with presentations, we
[3:09]
do have outgoing youth commissioners.
[3:14]
We do.
[3:14]
Thank you, Chair.
[3:15]
Nelle Herman, Recreation Division Manager.
[3:18]
And thank you so much for joining us, Youth Commissioner
[3:23]
Thompson.
[3:24]
I have a couple certificates.
[3:26]
We don't have Commissioner Fuentes here this evening,
[3:30]
but I did just want to recognize the both of you
[3:32]
for joining us this year on the commission
[3:36]
and providing feedback and insightful thoughts
[3:39]
and opinions on all of the things
[3:40]
that we did see come before us on the commission.
[3:43]
So we have a certificate here for you.
[3:45]
And also, if you know of any other youth in this community
[3:49]
who you think might be a good fit moving forward
[3:52]
on this commission, in future years,
[3:53]
please recommend them and/or tell them to check our website,
[3:58]
because we do often have opportunities for high school
[4:01]
students in our community.
[4:03]
Thank you so much.
[4:04]
[APPLAUSE]
[4:08]
Thank you.
[4:10]
Thank you so much for your service.
[4:12]
We really do appreciate the youth
[4:14]
in our community, especially their insight
[4:16]
about what the arts means to them and to their peers.
[4:20]
Because as adults, we sometimes think
[4:24]
we know what our youth need and we can often offer suggestions,
[4:28]
but often they surprise us.
[4:30]
You folks surprise us because you really have the pulse,
[4:33]
and you know about what's up and coming and exciting and changing
[4:38]
in the world of the arts, for our community and beyond.
[4:41]
So thank you so much.
[4:42]
And one other thing I wanted to add too.
[4:44]
I think that you mentioned that you did get the opportunity
[4:46]
to participate in the artwork for the youth banners, which
[4:50]
is very cool.
[4:51]
So yeah, I'm very happy that you were able to do that.
[4:54]
And then you'll get to see some of the workup.
[4:56]
Those will be going up soon.
[4:58]
I want toi also thank Fionah.
[4:59]
She came out and helped us out a little bit at Cali Calmecac--
[5:01]
Oh, good.
[5:02]
--with our design project.
[5:03]
And that was really fun to see her interacting with our younger
[5:06]
students as well.
[5:07]
Wow.
[5:07]
That's great.
[5:09]
And now we have our announcements.
[5:13]
We're going to just do a around the table.
[5:16]
Let's start with Commissioner Tacconi.
[5:18]
We have a lot of them this evening.

[8:09]
Sunday, Farmers Market.
[8:10]
Every Sunday through December 6 from 9:00 AM to 12:30 PM,
[8:13]
there's going to be a Farmers Market on the Town Green.
[8:21]
Thank you.
[8:23]
Do we have any conflict of interest this evening?
[8:29]
No.
[8:31]
At this time, any members of the public
[8:33]
wishing to address the Commission on any item not
[8:36]
listed on the agenda may do so.
[8:38]
Pursuant to the Brown Act, the Commission
[8:40]
is not allowed to consider issues or take action
[8:42]
on any item not listed on the agenda during this period.
[8:45]
Each public comment is normally restricted
[8:47]
to three minutes in length.
[8:50]
And we do not have any members of the public here this evening.
[8:56]
Regular calendar items.
[8:58]
Those matters requiring discussion and/or action
[9:01]
by the Commission will be heard at this time.
[9:03]
Regular calendar items will be taken up
[9:05]
and acted upon separately.
[9:08]
First one we have is our approval of minutes.
[9:12]
By motion, we're going to approve
[9:13]
the minutes of April 22, 2026.
[9:17]
And we've all received a draft of those minutes in our packets
[9:20]
this evening.
[9:22]
So do I have a motion for the approval of the April 22, 2026?
[9:28]
Sure.
[9:28]
I have a motion to approve the minutes.
[9:30]
Do I have a second?
[9:31]
I second that motion.
[9:34]
All in favor.
[9:34]
Aye.
[9:35]
Aye.
[9:37]
Any not in favor?
[9:39]
Motion carries.
[9:42]
And item 9.2, Commission work plan and meeting schedule.
[9:56]
Thank you, Chair, Nelle Herman, Recreation Division Manager.
[10:00]
I am here this evening to share with the Commission
[10:04]
the work plan and a proposed meeting schedule
[10:07]
for the next six months.
[10:10]
You have seen this before.
[10:11]
We did go through this practice in January,
[10:13]
but I wanted to revisit with you.
[10:14]
And so we could review what we've got coming up.
[10:20]
I'm sorry.
[10:21]
It's a little bit blurry, folks.
[10:23]
I'm sorry about that.
[10:25]
So to give everybody a little bit
[10:26]
of background, the Public Art Advisory Commission,
[10:30]
or as what I'll call it this evening,
[10:32]
the Commission uses a work plan as a working document
[10:35]
to help track projects and create your budget.
[10:39]
All of these funds used for public art
[10:41]
are held in a public art special revenue fund.
[10:44]
These funds are dedicated to the acquisition, installation,
[10:48]
lease, and maintenance of public art through the commission.
[10:52]
There's not a specific stream of public art funding.
[10:55]
All of the budget is supported by the town's general fund,
[10:59]
unless a specific grant is sought after and awarded.
[11:03]
The town budget was adopted on June 16, 2025.
[11:09]
And due to budget cuts in every town department,
[11:13]
not every item submitted through the Public Art Advisory
[11:16]
Commission budget was funded.
[11:18]
We've updated this work plan to show our actual expenses
[11:22]
for the '25/'26 fiscal year.
[11:26]
You can see here there's three columns on the left-hand side.
[11:29]
The first green one is the budget that was approved
[11:32]
for '25/'26, which we just finished out that year in June.
[11:37]
But right next to that was what was proposed by the Commission.
[11:40]
So you can see that we really did have to make some cuts.
[11:44]
And what you see on the actual expenses is what we spent.
[11:48]
Now if the Commission remembers, at the top there,
[11:52]
you can see you have $5,000 for the Annual Mural Program.
[11:55]
But the Commission did decide that our utility boxes were
[11:59]
in really good shape, and we were still waiting
[12:01]
for the Caltrans box approval.
[12:05]
And so we didn't move forward with that $5,000 in this last
[12:08]
fiscal year.
[12:09]
The next item there on the actual expenses is the $2,133
[12:14]
spent.
[12:15]
That SMART Station installation is our photo contest.
[12:18]
So that was the printing of the photos
[12:20]
that the commission recommended to council.
[12:23]
Council actually approved that.
[12:25]
We printed those photos and we hung those
[12:27]
along the SMART Station fence.
[12:29]
And then the next item you see is the $2,500 that was spent.
[12:36]
This was for the Bruce Johnson sculpture lease payment.
[12:40]
And then right above that, you can
[12:43]
see the youth banners is crossed out.
[12:46]
We rolled that forward into this year.
[12:49]
We're actually still waiting for our third quote
[12:52]
on printing of those banners.
[12:53]
We have to collect three quotes.
[12:56]
So we've rolled that forward into this current fiscal year
[12:58]
that we're in, and we're going to have
[13:00]
that project done this year.
[13:02]
And let's see.
[13:03]
Down below, you can see annual project total-- so the total,
[13:06]
$4,633.
[13:09]
And then you see $3,689.
[13:12]
That was site improvements.
[13:13]
So that was site improvements to Big Joe.
[13:16]
We actually had to install some lights there, according
[13:19]
to that contract that we have.
[13:23]
And then the $4,947, that was other expenses.
[13:28]
We had some legal fees associated with the contract
[13:33]
that we did for the Bruce Johnson sculpture
[13:35]
and also the contract or agreement
[13:37]
that we did with LBC for that sculpture that just went up.
[13:44]
And you can see there, the $13,268 is the total
[13:48]
of the $30,000.
[13:50]
So during these hard times, it really is nice to keep it tight
[13:54]
and show some savings.
[13:56]
And I can see that we did that here.
[13:58]
And those are the dollars we closed in June fiscal year.
[14:01]
Yeah.
[14:01]
OK.
[14:02]
Great.
[14:03]
And then moving forward to this fiscal year,
[14:05]
you can see that we do have the $5,000 for the murals
[14:11]
and utility boxes.
[14:12]
And that would be for a new project.
[14:14]
And then we have the $8,000, like I mentioned,
[14:17]
for the youth banners and then the $3,500 for the lease
[14:21]
payment.
[14:22]
Sorry, moving back up.
[14:23]
I missed something too, the SMART Station.
[14:25]
We have $2,500 for more photo contests.
[14:28]
And so you'll see on this next page, this tentative plan.
[14:35]
So for this plan, staff is suggesting-- of course,
[14:39]
we have our meeting today, August's
[14:42]
proposing to be canceled.
[14:44]
And then September 23rd, we will be bringing an update
[14:49]
on the financial sustainability work that this Commission was
[14:53]
invited to, a workshop back in May.
[14:57]
And so we'll have an update in the form of a report
[15:00]
out to the Commission, as well as
[15:02]
a report to the Commission to plan for utility box painting
[15:07]
or Connex box murals, which I know
[15:09]
has been a topic of discussion.
[15:11]
So staff's going to pull together
[15:13]
some ideas for the Commission and some timelines,
[15:15]
and present it in September.
[15:18]
And then staff's proposing that October be canceled,
[15:21]
and then a special meeting be called in November.
[15:25]
That normal day and time for November
[15:28]
is the Wednesday before Thanksgiving.
[15:30]
We weren't sure about the availability,
[15:33]
so we do have a couple meeting dates to propose
[15:37]
to the Commission this evening, and then the December meeting
[15:41]
canceled.
[15:41]
If the Commission recalls, we would usually
[15:43]
cancel December and reschedule November,
[15:46]
and do a special meeting and combine those.
[15:50]
I think our regular meeting day in December falls right after
[15:55]
Christmas or right around there, in between Christmas and New
[15:57]
Year's.
[15:59]
So the special meeting dates that we do have--
[16:05]
so there won't be any motion or anything on this.
[16:09]
We just want to present this to you.
[16:12]
We're not canceling these meetings right now
[16:14]
as we approach this date.
[16:16]
We will reach out to the Commission
[16:18]
and confirm the meeting, whether it's officially canceled.
[16:24]
But because these meetings are set by resolution,
[16:27]
we can't change the schedule completely.
[16:32]
But we do have two dates for the Commission
[16:34]
to consider and let us know what works
[16:36]
best for the special November meeting.
[16:40]
And that is Monday, November 9 at 5:00 PM or Thursday the 12th
[16:46]
at 5:00 PM.
[16:48]
And I'm sorry.
[16:49]
If the Commission has any questions for me,
[16:51]
that is the end of this report.
[16:55]
And then you can discuss that.
[16:56]
The 12th is a Saturday.
[16:59]
By looking at the calendar--
[17:00]
Thursday the 12th.
[17:01]
--I see--
[17:01]
That's September.
[17:02]
Look at November.
[17:03]
Oh, November.
[17:04]
Excuse me.
[17:05]
I do have a question.
[17:07]
Can you go back to the--
[17:08]
Yeah, I sure can.
[17:13]
Is this the sculptor loan payment?
[17:16]
Who's that to?
[17:17]
That one, it's the big brown one over here.
[17:23]
That is the Bruce Johnson sculpture.
[17:27]
It's called the offering.
[17:29]
It's right at the Oliver's roundabout.
[17:32]
Does that have an end date?
[17:37]
Are they going to take it back or are they
[17:39]
going to loan it to us permanently after this?
[17:43]
Did we make any agreement with them?
[17:44]
I don't think we have.
[17:45]
I don't think.
[17:46]
He died.
[17:48]
I know.
[17:50]
We do have an agreement.
[17:52]
The de-installation fees for that sculpture
[17:55]
are higher than the annual lease fees.
[18:00]
So it is something to consider, but let
[18:02]
me pull up that agreement.
[18:05]
A moment.
[18:06]
As she's doing that, can I ask a quick question?
[18:09]
I noticed by the freeway entrance
[18:13]
at the Downtown freeway entrance,
[18:15]
there's someone painting a mural on one of the boxes.
[18:19]
They were painting?
[18:20]
Yes.
[18:21]
That's in my updates tonight.
[18:22]
Oh, boy.
[18:23]
Good.
[18:23]
OK.
[18:24]
Hopeful we got approval.
[18:26]
That's why I was like, oh, they got the approval?
[18:28]
For a year ago.
[18:29]
[LAUGHTER]
[18:31]
I was like, I didn't know if that was one of the Connex.
[18:33]
But with a recent we got, like, oh, did the Caltrans go through?
[18:39]
Are there any other questions while Katie's pulling up
[18:41]
that lease agreement?
[18:48]
What's one of the agreements?
[18:50]
They had to redo the agreement because he passed away.
[18:52]
And then it went into a trust.
[18:54]
And so they had to go and negotiate that one.
[18:58]
So over the last couple of years,
[19:00]
the entity has changed from the artist Bruce Johnson,
[19:03]
after his passing, to the Bruce Johnson Family Trust.
[19:06]
And then they have since also now established
[19:08]
Bruce Johnson sculpture.
[19:10]
So our current agreement is with Bruce Johnson sculpture.
[19:13]
And the new end date is June of 2030.
[19:16]
Oh.
[19:17]
But we still have to pay the annual fee, right?
[19:22]
Yeah.
[19:22]
OK.
[19:24]
Or not.
[19:25]
Does it say the fee in there, Katie?
[19:29]
There is a $2,500 a year.
[19:44]
And if there is a year where there is cleaning,
[19:49]
because occasionally the sculpture does have
[19:50]
to be cleaned, then the artist can invoice us up
[19:54]
to $500 per year.
[20:00]
Any other questions?
[20:02]
And then I guess if I could get some input
[20:05]
on the special meeting date, if that works for the Commission
[20:09]
or which one works better.
[20:14]
This point earlier in the month would be better than later
[20:17]
in the month.
[20:17]
November 12?
[20:19]
November 9 would be better.
[20:21]
Either for me.
[20:22]
I can do either, but I would prefer the 9th.
[20:25]
I'm fine with a Monday, so, OK.
[20:29]
Well, thank you so much.
[20:34]
We don't need to vote on that?
[20:36]
It's OK.
[20:40]
At this point, we have 10.1.
[20:44]
We have individual commissioner reports and comments.
[20:49]
Does anybody have any comments or reports at this point?
[20:55]
I do.
[20:55]
Tacconi.
[20:56]
Yeah.
[20:56]
I handed out earlier at the beginning of the meeting.
[21:00]
Last June, we had Art at the Source.
[21:03]
Two artists in Windsor were participants,
[21:06]
and they were in the catalog.
[21:07]
There were signs up around town, not very many of them,
[21:11]
so people couldn't really find anybody.
[21:14]
But it was a much smaller turnout
[21:16]
than it has been in years past for the town of Windsor.
[21:19]
There's more artists than actually showed,
[21:22]
or they joined with other galleries that were more popular
[21:25]
in other locations.
[21:27]
So that was the only thing that I wanted to point out
[21:30]
was a bummer for the people that participated.
[21:34]
Because they really want the community
[21:35]
to come to see real professional art in their studios.
[21:41]
And it's really thrilling for the artists and the community
[21:45]
to participate.
[21:47]
The next one of these is going to be art trails.
[21:50]
It's in October, the first two weekends in October.
[21:54]
I will be participating, but because of the lack of turnout
[21:58]
and I had it in my backyard, I'm moving mine
[22:01]
to a gallery in Petaluma.
[22:03]
Mhm.
[22:04]
I know.
[22:05]
And I can't risk the rain either,
[22:08]
because I don't have a space inside to do it.
[22:10]
Oh.
[22:12]
But we're at a disadvantage up here in Windsor.
[22:14]
Nobody really comes.
[22:16]
And I don't know what Tara's doing.
[22:19]
Tara has a little gallery in her, kind of, backoff room.
[22:24]
What about the space in [? Railey's? ?] Is that
[22:28]
currently in use?
[22:29]
No.
[22:30]
They moved out.
[22:31]
I wonder if that would be a space for our Windsor art trail
[22:37]
space.
[22:38]
That would be really nice if we had a space.
[22:40]
That was just a thought.
[22:41]
I mean, I wonder if that's somewhere that could--
[22:43]
Even the gym here.
[22:44]
No, but I'm wondering if that particular space
[22:46]
could be used for multiple artists at art trails.
[22:49]
That would be worth looking into.
[22:50]
This sounds like a future.
[22:52]
Yeah.
[22:55]
Our Commission would be the one that would help promote that.
[22:58]
Yeah, I'm wondering.
[23:00]
Because I just noticed that once people found me and got there,
[23:05]
they really enjoyed the art and the being in a part of it.
[23:10]
But it was difficult to find me.
[23:13]
And it was also--
[23:16]
Tara and I were the only ones here.
[23:19]
Well, I think also, if there was a dedicated Windsor space,
[23:23]
it might get more artists.
[23:24]
What are the dates for the October [INAUDIBLE]?
[23:27]
It's the first two weekends in October.
[23:30]
Let me look.
[23:32]
It would be the 3rd and 4th, and 10th and 11th.
[23:41]
Right now I'm set up to be in Petaluma
[23:43]
because I'll be in a real gallery,
[23:46]
but that all can be changed.
[23:49]
That's definitely worth having the Commission look into.
[23:52]
And then other than that, is anything coming up
[23:55]
that might be interesting to you?
[23:57]
There's a really cool metal art show in Petaluma that's opening
[24:03]
on the 23rd, which is tomorrow night.
[24:08]
And it's through the whole month.
[24:09]
And there's some local artists, some friends of mine
[24:12]
that are in that show.
[24:13]
And it's worth going to.
[24:15]
It's going to be cool.
[24:18]
That's all I got.
[24:22]
I applied for an arts apprenticeship for the summer
[24:25]
and I was accepted into it.
[24:29]
I've done various things.
[24:30]
I've made stepping stones for people to buy.
[24:34]
I recently finished a mural of a design of a building
[24:38]
on their backyard, which is 6 feet tall by three feet, which
[24:42]
is one of the biggest ones I've done personally.
[24:45]
And then everyone in the apprenticeship
[24:47]
is working on roses, to put on the fence facing the police
[24:52]
station for the roses.
[24:53]
Oh, really.
[24:55]
I forget how many roses there are total,
[24:57]
but the smallest ones are 3 by 3 feet,
[24:59]
and the biggest ones are 5 by 5 feet.
[25:01]
And it's going to go all along the fence there.
[25:04]
So we've been painting roses every day for the past three
[25:09]
weeks now.
[25:09]
Which police station, in Santa Rosa?
[25:11]
In Santa Rosa Police Station.
[25:12]
Oh, that's fantastic.
[25:14]
Congratulations.
[25:14]
Thank you.
[25:17]
This is a good time for a personal update that will affect
[25:19]
my seat on the Commission.
[25:21]
Yes.
[25:22]
OK, this will be my last day.
[25:25]
Not because I don't want to be here, but I am moving to Mexico.
[25:29]
Wow.
[25:31]
August 11, I will be starting my trip down there
[25:35]
to start the move and finish it by August 22.
[25:38]
I'll be making two trips back and forth.
[25:40]
I'm in talks with Angela [? Blum ?]
[25:45]
down there, who is the owner of the Palomas Art Gallery.
[25:48]
And we're in talks of doing an artist residency
[25:51]
and how that would work out for me down there.
[25:53]
So it's really exciting.
[25:55]
It was a choice that my husband and I
[25:56]
decided to make after my son decided to join the Marines.
[25:59]
Oh, wow.
[26:00]
I needed a life change so that I could live with that decision.
[26:05]
But anyways, it's happening really fast.
[26:07]
Wow.
[26:07]
Our condo has been sold.
[26:09]
What city?
[26:09]
Just 40 minutes south of Guadalajara.
[26:11]
It's called Ajijic.
[26:12]
It's on the Lake Chapala.
[26:15]
A-J-I-J-I-C.
[26:19]
A-J-I-J-I-C. So we're going to have to come a long way
[26:23]
for your gallery show.
[26:25]
Yes.
[26:25]
I mean, it's something I'm really looking forward to,
[26:30]
a new adventure in life at this point in my life.
[26:33]
So I can't wait.
[26:33]
Wow.
[26:34]
That's an adventure.
[26:35]
That's really cool.
[26:36]
Wonderful.
[26:37]
It's really, really cool.
[26:38]
Thank you.
[26:39]
I'm really excited.
[26:40]
I will miss you all, though.
[26:41]
And I'm going to be coming back to Santa Rosa area
[26:44]
probably once every two to three months for a few days.
[26:48]
So I will be back.
[26:49]
And if there's a meeting at that time,
[26:51]
I'll be peeping and just join the--
[26:53]
Public comment.
[26:54]
Yeah, the public comment section.
[26:57]
Let us know if there's a way for us to follow your adventures.
[27:01]
Absolutely.
[27:02]
Certainly.
[27:03]
Instagram or any kind of blog or whatever.
[27:05]
I am on Instagram.
[27:06]
I pretty much just post my work on there.
[27:08]
But since I'm going to be putting that aside
[27:12]
for at least the next three months
[27:14]
before I set up my new studio--
[27:16]
I'm not much to post a lot of personal information
[27:19]
on social media.
[27:20]
But I may just do a little bit just to--
[27:25]
To tell people where you're at.
[27:27]
Exactly.
[27:29]
Show off the new place.
[27:32]
I'll have to find a new vice chair.
[27:34]
[LAUGHTER]
[27:34]
Good luck.
[27:36]
There's lots of wonderful people on this Commission, so yeah.
[27:39]
We have a very active local community.
[27:41]
For sure, definitely.
[27:43]
I know that Vice Chair Zaleski has been a wonderful addition.
[27:45]
So thank you so much.
[27:46]
I appreciate that so much.
[27:48]
I've enjoyed it immensely, honestly.
[27:50]
And we also had--
[27:53]
your son was on our Commission for a time.
[27:56]
So we'll be thinking wonderful things about him as well.
[27:59]
Thank you.
[27:59]
As he becomes a Marine.
[28:02]
And we're hoping for his safety as a Marine.
[28:03]
Thank you.
[28:04]
Yes, thank you for saying that because also, I'm
[28:06]
doing that same thing.
[28:08]
Tell him we wish him well, OK?
[28:10]
I will.
[28:11]
We do.
[28:12]
We really liked him.
[28:14]
So much.
[28:15]
So summer is the quiet time as an art educator.
[28:22]
Busy for me personally, but it's when
[28:25]
I practice everything and see what I want to do for next year
[28:29]
and build my own skills.
[28:32]
But since the last meeting, we finished up our pilot
[28:39]
of our Cali design challenge.
[28:45]
We went through the entire cycle of starting out from iteration
[28:52]
and thinking about, what could we
[28:55]
do to improve our Cali campus?
[28:57]
Students went through the empathy phase
[29:00]
of interviewing people and finding out the best
[29:04]
way to make Cali art and community more
[29:09]
visible on campus.
[29:11]
Students designed prototypes both through measurement,
[29:17]
photography, sketching, and then digital prototypes
[29:24]
as well using concept art, using AI.
[29:27]
They created proposals that they then presented
[29:32]
to a panel of community members and got feedback.
[29:38]
And then they worked with the Caleb McPhail
[29:45]
from the high school, who is the construction
[29:50]
teacher at the high school.
[29:51]
And students work, both students who are
[29:53]
in the program or designers.
[29:54]
But we also had students who just
[29:56]
came on for the construction phase, who
[29:57]
helped build the students' projects that they had imagined.
[30:02]
And so each of the projects was built. One of them
[30:09]
has been installed in the upper campus.
[30:11]
Students built a trellis and bench,
[30:14]
and then they painted a mural.
[30:18]
Most of the mural is complete.
[30:19]
There's a little detail to be added in.
[30:24]
One of our students, they did a mural.
[30:27]
Unfortunately, the mural, for whatever reason,
[30:30]
in that same conditions, that particular mural
[30:35]
decided to warp.
[30:36]
Oh.
[30:37]
And so we are going to start over in the fall,
[30:41]
but not as a mural.
[30:42]
We realized what we actually want
[30:45]
is vinyl to be placed onto a whiteboard,
[30:50]
because the student's vision is actually something that
[30:54]
can have magnets placed on it.
[30:57]
So we had a whiteboard donated, and we have in our budget
[31:01]
to have the student's artwork printed onto vinyl.
[31:05]
So we're going to have that done,
[31:07]
and that's going to be then mounted in the preschool and TK
[31:12]
yard.
[31:16]
And another one was students created a rainbow mural
[31:20]
and they built a bench.
[31:21]
And so those two things are going
[31:22]
to be installed in the fall.
[31:25]
But what was so exciting was every single part of it,
[31:30]
we as adults got to be the guides on the side.
[31:33]
We were the thinking partners.
[31:35]
We were not the lead designers.
[31:37]
We were not the lead of any part of it.
[31:41]
Everything came from the students.
[31:43]
When the students wanted to create,
[31:45]
we'd say, OK, well, what's your thought here?
[31:50]
Or we'd ask questions like, OK, well, how big is that?
[31:53]
Well, let's go look at that.
[31:55]
Is that really how tall you think it is.
[31:56]
I'm this tall.
[31:58]
How tall do you think that actually is?
[32:01]
A student said, well, I think I want this to be 13 feet tall.
[32:05]
And I said, well, how tall are you?
[32:07]
Let's think about how tall is the preschooler.
[32:10]
Let's talk about that.
[32:12]
It was really good.
[32:12]
It was good, actual design thinking,
[32:15]
that really good critical thinking.
[32:17]
We also brought in high schoolers
[32:19]
to work with students as well, side by side.
[32:22]
I think probably for me, the most exciting thing
[32:24]
was we became what was called cool detention.
[32:30]
Was we brought in students who, when they finished
[32:35]
the first hour of their school detention
[32:39]
for whatever they had done that they had earned detention,
[32:42]
they could come over and help with the design projects
[32:46]
as construction people.
[32:49]
Students, after that, were asking to come.
[32:51]
They said, well, I finished detention,
[32:52]
but can I stay for two more hours?
[32:54]
I love this.
[32:55]
And I had kids running up to me all week long asking,
[32:59]
when is that next building thing?
[33:00]
It is so cool.
[33:02]
Where is that cool guy who builds stuff?
[33:04]
Can I build with him?
[33:05]
And we got kids who felt disenfranchised,
[33:10]
who, because of this project, felt excited.
[33:15]
We put every single kid who participated,
[33:16]
even if they participated for 20 minutes on this project--
[33:19]
we put their names at open house.
[33:22]
And they were running up to it and showing their parents
[33:24]
that there's my name.
[33:25]
I did something with this.
[33:27]
So as a result, the program is going
[33:31]
to be not in this exact iteration,
[33:34]
but it's going to be expanded into a full-time class
[33:37]
for sixth graders in the fall.
[33:39]
Fun.
[33:40]
It's really, really exciting.
[33:41]
Go ahead, Fionah.
[33:43]
I also forgot to mention that I'm
[33:44]
going to be the president of my art club at the high school
[33:47]
next year.
[33:47]
Oh, that's great.
[33:48]
So if you ever need help getting more volunteers
[33:51]
or you just want to see what I'm up to, you can email me,
[33:54]
and I can send some people your way and come help--
[33:56]
Are you senior next year?
[33:58]
I'm going to be a senior next year.
[33:59]
You do senior project?
[34:01]
I am going to do one, but I'm not sure what it is yet.
[34:03]
OK.
[34:04]
I was the judge or one of the consultants for the last two
[34:09]
years, so if you need me again.
[34:11]
Actually, we're going to need you.
[34:13]
Sure, we can get art club in at Cali.
[34:15]
Oh, yeah.
[34:17]
There's tons of stuff going on at all times.
[34:20]
But no, it was just-- to me, the reason
[34:22]
why I talked about it so much at this
[34:24]
is because it was really exactly what this Commission is about.
[34:28]
It's combining our community, industry, and education.
[34:33]
And it was just a beautiful thing
[34:35]
that we're looking to continue at Cali
[34:37]
and really make a big part of our mission.
[34:40]
And just onward is what this is all about.
[34:46]
And then at this point, we have our--
[34:50]
do we have any requests for future agenda items?
[34:54]
I think we had one.
[34:58]
Oh, we did have one.
[34:59]
I'd like to put on agenda discussing
[35:02]
the idea of having the rally space or another space here
[35:10]
in Windsor for our art trails or art source.
[35:14]
Yeah.
[35:16]
I think it's really good to bring art to the town
[35:19]
when we can and if we have a space.
[35:22]
Yeah, having a centralized space because sometimes people
[35:25]
don't get up here.
[35:25]
They don't know where to look.
[35:27]
There's a woman that does looming, you know,
[35:32]
and beautiful work.
[35:34]
She's showing someplace else too.
[35:35]
She lives across the highway.
[35:37]
And she just didn't have the room to show, so yeah.
[35:41]
[INAUDIBLE]
[35:42]
And we have lots of artists that maybe aren't
[35:45]
showing because of limitations.
[35:47]
There's a place that is welcoming.
[35:50]
Maybe they'll be.
[35:50]
We also have empty.
[35:53]
Yeah.
[35:56]
There's lots of ideas that we can bring to the table.
[36:00]
And the only bad thing is we have
[36:04]
to get a space agreed upon and loaned to the art trails
[36:09]
participants six months in advance,
[36:14]
because they have to print the catalogs with an address.
[36:17]
So that's the only weird thing.
[36:19]
If not this one, then the next.
[36:21]
Exactly.
[36:22]
We shoot for June.
[36:23]
I think it may be too late for October, actually,
[36:27]
because we already had to get our stuff in.
[36:29]
I had to make a quick decision on my space.
[36:33]
And so I think it's too late for October,
[36:37]
but I think it would be great for June next year.
[36:40]
It's a really good thing to look towards.
[36:42]
I think that's great.
[36:43]
I think it's great.
[36:44]
I think more artists would participate,
[36:46]
I really do, in town.
[36:48]
We got the word out.
[36:50]
Any others?
[36:52]
Go ahead and take advantage of me being here.
[36:54]
Can you hear me?
[36:55]
There we go.
[36:56]
So I love the murals.
[36:59]
I love all the murals.
[37:00]
I just would really like to see something dedicated
[37:04]
to the Chicanos in Windsor.
[37:07]
We have a very large population, especially
[37:08]
with our lowrider community.
[37:10]
I think it would be [AUDIO OUT].
[37:16]
Next few meetings, I'll get a location and start brainstorming
[37:21]
[AUDIO OUT].
[37:25]
I will say on that vein, it's really exciting
[37:28]
to see that that is definitely represented
[37:30]
in the photo contest, which is really cool.
[37:33]
I love that you brought that up, though, with the murals.
[37:35]
That's wonderful.
[37:43]
And at this point, we have a recreation division staff
[37:47]
report.
[37:48]
Thank you, Chair.
[37:49]
I do have a few updates for the Commission.
[37:52]
As you asked earlier, we have started.
[37:55]
We have one finished, actually.
[37:58]
And so there's a social media post going up
[38:01]
about our first Caltrans utility box that has been completed.
[38:07]
This project has been, I think, at least two years
[38:10]
in the making--
[38:10]
at least two years.
[38:12]
After the Commission recommended to council and council approved
[38:15]
it, we did the contest.
[38:18]
We brought in-- I can't remember how many artists, eight.
[38:23]
At least.
[38:24]
And they did all of their art.
[38:27]
You guys recommended council.
[38:29]
Council approved the art.
[38:30]
And then staff took on the challenge
[38:34]
of filling out and working with Caltrans,
[38:37]
filling out the application to get the permits.
[38:39]
That was what took the longest.
[38:42]
We really had to jump through so many hoops
[38:44]
and meet all of the requirements.
[38:46]
And then on top of that, because time passed,
[38:49]
we had to make sure all of our internal artist agreements
[38:51]
were staying valid.
[38:52]
We had to make sure that that budget kept rolling over
[38:55]
to stick with those agreements.
[38:57]
And the artists were still here.
[38:58]
And that the artists still were staying,
[38:59]
keeping in touch with them.
[39:01]
So Katie is going to send all of the Commission
[39:04]
the link to the video of that first utility box.
[39:08]
It looks really good.
[39:09]
It's very bright.
[39:10]
It's very, very colorful.
[39:12]
It'll definitely catch your eye as you're driving past.
[39:14]
It's up by the freeway.
[39:16]
Yes, it was at the--
[39:19]
The entrance, right, the on ramp?
[39:21]
Oh, really.
[39:21]
Oh, wow.
[39:22]
Yes.
[39:23]
And it's very modern.
[39:27]
It's the dancing one.
[39:28]
Yeah, graphic.
[39:29]
And I loved it because it's very youthful.
[39:35]
So that's the update on that and that they're
[39:38]
because the timeline got so messed up.
[39:40]
We're just letting the artists come to us
[39:42]
or we're keeping in touch with them,
[39:43]
but planning a time that works best for them.
[39:46]
Good.
[39:46]
Not keeping them restricted to just a month time frame.
[39:50]
So we're trying to be very flexible with that
[39:52]
so we can get as many done as we can.
[39:55]
Youth banners, I did already mention in the last report.
[39:59]
We are waiting for or searching actually
[40:02]
for another quote for those banners
[40:04]
so that we can pick one of those quotes
[40:07]
and move forward for printing.
[40:09]
And then we will do printing and then install them,
[40:12]
which I'm very excited.
[40:13]
Those are going to be a nice refresh to our banners
[40:16]
that hang from our light poles.
[40:18]
Are they all going to get replaced?
[40:20]
All of the section, so around the Town Green
[40:24]
and then down from the roundabout down
[40:26]
to the high school.
[40:29]
So that's all of them.
[40:30]
Right?
[40:31]
Mm-hmm.
[40:31]
Oh, that's great.
[40:33]
Is there a time frame that you expect
[40:35]
them to be done by, roughly?
[40:38]
I know how this stuff is.
[40:40]
It's hard to say because it depends
[40:42]
on if we go with-- depending on the quote that we go with
[40:45]
and if that's a local printer or not local,
[40:48]
and then if they have to be shipped.
[40:50]
And so there's so many different factors.
[40:51]
But as soon as we get them, I think that we'll get them up
[40:54]
pretty quickly.
[40:55]
We'll just have to schedule it with our parks crew, and yeah.
[41:01]
But we had a timeline.
[41:02]
But the timeline was June, and that passed really quickly.
[41:06]
Getting back to the utility boxes for a second,
[41:08]
how many do we have, eight total that are going to go in?
[41:12]
That's what I was saying.
[41:13]
I thought we had eight, but I think
[41:14]
it might be more artists than that.
[41:16]
It's been so long.
[41:17]
It's been a long time.
[41:18]
And we've done all of the other projects.
[41:19]
It's all the numbers melted together.
[41:22]
And there's a couple that aren't available anymore.
[41:27]
We went to college.
[41:28]
[LAUGHTER]
[41:29]
They went away.
[41:30]
To get that full update, staff can update the Commission too
[41:33]
on that.
[41:35]
And then one other update, I'm not sure
[41:38]
if the commission recalls, but in May, you
[41:40]
were invited to participate in a workshop
[41:43]
with the recreation staff regarding our parks, programs,
[41:47]
and events.
[41:48]
In this workshop, we reviewed the topic
[41:51]
of financial sustainability through the lens of recreation.
[41:56]
And each individual participating
[41:59]
was asked to rank recreation service categories
[42:04]
and their level of benefit.
[42:05]
I think Carol participated--
[42:08]
on a community benefit level versus an individual benefit
[42:11]
level.
[42:12]
So we've been working on this over the last few months,
[42:16]
and we have tentatively scheduled to bring forward
[42:18]
a report to the Commission and then
[42:20]
on to council for this fall.
[42:22]
And so we'll have that ready for the Commission in September.
[42:27]
And it's interesting and informative.
[42:30]
It's very interesting.
[42:31]
And that is all my updates.
[42:33]
Cool.
[42:34]
Thank you very much.
[42:35]
Well, I know Carol and I have been here, Carol longer than me.
[42:40]
You've been here for the entire process of the Caltrans boxes.
[42:44]
I've been here for quite a bit of that process.
[42:46]
I mean, I almost pulled my car over.
[42:49]
I was so excited to see that Caltrans box.
[42:52]
I forgot that we were even waiting anymore.
[42:54]
But then I was like--
[42:55]
Oh, it's never going to happen.
[42:56]
It was with my 15 and 1/2 year old on the car.
[42:58]
I'm like, look, they're painting on the Caltrans box.
[43:01]
They're painting.
[43:01]
He's like, what?
[43:02]
So what?
[43:03]
Like, no, you don't see how exciting this is.
[43:06]
Oh my gosh, the regulation you have to jump through.
[43:08]
Oh my gosh.
[43:09]
I'm like, oh, it's a cool one.
[43:10]
Look.
[43:12]
No, very exciting.
[43:13]
Yay.
[43:13]
So for those of you--
[43:15]
if you're listening, my friends that painted the Caltrans box,
[43:19]
right on.
[43:20]
It's really exciting.
[43:21]
That's great.
[43:22]
So at this point, we're going to adjourn.
[43:26]
The next meeting of the Public Art Advisory Commission is
[43:29]
scheduled for August 26, 2026 at 5:00 PM in the Civic Center
[43:34]
Council Chambers, located at 9291 Old Redwood Highway
[43:39]
Building 400 in Windsor.
[43:42]
We adjourn.
[43:43]
Have a nice evening.
[43:43]
Thank you.
[43:44]
Thank you.
[43:45]
Thank you.
[43:45]
Thank you.
[43:46]
Nice to see you.
[43:47]
Thank you.
[43:48]
This space over here in the lobby,
[43:51]
I work with a lot of the art teachers.
[43:53]
I got to come see you.
