[1:58] that if you weren't already. He did a

[2:00] lot of great work uh helping us with the

[2:04] duskyfooted uh woodrat and the uh golf

[2:08] course, helping them to facilitate some

[2:10] mitigation and help protect this uh very

[2:15] important species. So, I just wanted to

[2:17] make the town council aware of his

[2:19] passing and might want to recognize all

[2:23] of the effort that he put forth for the

[2:26] community.

[3:15] this opportunity to present the

[3:17] accomplishments that we had. We did

[3:19] public works projects in 2025.

[3:24] The first project was Kenya uh crosswalk

[3:26] project. We installed two crosswalk

[3:28] projects u crosswalks

[3:31] rapid flashing beacons. One was at

[3:33] Kenyatta road and Romero road. There was

[3:35] already an existing crosswalk but um so

[3:40] sorry the first button was Kings

[3:41] Mountain. So let's talk about Kings

[3:42] Mountain. This is Kings Mountain at

[3:44] Highway 84. There was no crosswalk

[3:46] there. So, uh on the right side you see

[3:49] the um after picture where there was

[3:51] cross um high visibility crosswalk that

[3:53] was installed with the rapid flashing

[3:55] beacon.

[3:57] The location at um Kenyatta and Romero

[3:59] already had a crosswalk, but we improved

[4:01] that by installing the rapid flashing

[4:04] beacon. The total project cost was um

[4:07] $293,000.

[4:10] The project was completed in April 2025.

[4:15] The next project, the solar um um we did

[4:18] the re-roofing of town hall and

[4:19] Independence Hall and also install the

[4:21] solar panels. The um the last step of

[4:25] the project connecting the solar to the

[4:28] PG&E grid is going to happen this week,

[4:30] this Friday. Uh the total pro cost of

[4:33] the project was 80 84,000

[4:37] 2025 road rehab project. Um we

[4:40] microsurface 5 miles of road. Um the

[4:44] here are some pictures some of the

[4:45] roads. Uh on the left you seek hill

[4:48] before and after

[4:50] Northridge Lane.

[4:53] Um the total cost of the project was

[4:56] $632,000.

[4:58] Uh 2025 hazardous tree removal project.

[5:02] A total uh 33 eucalyptus and pine trees

[5:05] or um were removed and two defensible

[5:07] spaces. one was Jonson Preserve and Trip

[5:10] Road.

[5:12] This project costed us $421,000.

[5:16] Um and the project was completed in um

[5:18] August 2025. There are some pictures

[5:21] before and after.

[5:24] Uh this is on Kinyatta Road um Wineyard

[5:27] Hill.

[5:29] The small project this came out of the

[5:31] circulation committee um Glenwood

[5:33] Avenue. Um there's already a three-way

[5:36] stop there, but we added these uh

[5:38] flashing stop signs.

[5:41] This was um recently completed like

[5:43] probably August, September, August time

[5:45] frame.

[5:47] There was some um interior painting done

[5:50] in the museum

[5:53] before and after pictures.

[5:55] And then a crew, we have contractors do

[5:58] ongoing tree removal. When we get a

[6:01] request about dead trees or um fallen

[6:04] tree branches, which the crew cannot,

[6:05] it's too big for the crew. We have um

[6:07] private companies, contractors do that

[6:09] work for us. Some of the pictures for

[6:12] these trees. Um

[6:14] it's going through and the town crew

[6:17] work. This is all town crew. The four um

[6:20] crew members we have. I see the tree

[6:22] trimming. They do the weeds.

[6:25] uh trail maintenance. A lot of trail

[6:26] maintenance happens over the course of

[6:28] um I would say the entire year.

[6:33] Um some of the uh weed work you see here

[6:35] and on the right is also trail

[6:37] maintenance. We installed these are

[6:39] special projects we install. We have a

[6:41] new picnic bench up front in town hall.

[6:43] Um right across the parking lot here. Uh

[6:46] on the top uh you see the uh guardrail

[6:49] that was damaged that was also done by

[6:50] the crew. And this is Berkeley Fields on

[6:52] the right where um we had the um the SD

[6:56] installed.

[6:58] This is night work where this is

[6:59] emergency work where the crew comes in

[7:01] um when there's uh you know the tree

[7:04] fell. This was a recent work. This was

[7:06] in December.

[7:08] Storm clearing happens in October and

[7:10] it's ongoing during the storm.

[7:56] the crew is amazing. Uh I think

[7:57] managerally you all do so much with

[8:00] pretty limited resources. It's always

[8:02] impressive what you are able to

[8:04] accomplish and I do think we're entering

[8:05] a new period for public works with an

[8:07] expansionary period with civic

[8:09] philanthropy coming into the mix and

[8:10] that's going to be very exciting. a lot

[8:12] of wonderful projects ahead and um uh

[8:15] and I didn't mean to uh jump over you uh

[8:17] Lewis. I I want to officially welcome

[8:20] you to the town. Uh thank you for

[8:21] bringing your 20 years of experience uh

[8:24] and your leadership. Uh we're looking

[8:25] forward to partnering with you and

[8:27] maintaining and improving all this vital

[9:28] uh when was the town hall solar

[9:32] installed? Uh what is the expectation

[9:37] for when that will be activated? Um

[10:27] project and and sort of how that solar

[10:30] uh project came to be.

[10:38] during the installation but um I it's

[10:43] yeah I think Yas worked on the um

[10:46] coordination with PCE and I worked on

[10:48] the installation of the so of the roof.

[10:56] sustainability work with the uh PCE. We

[11:00] have met with PCE. They're going to be

[11:01] rolling out more grant giveaways to the

[11:05] community. And so we will be providing

[11:07] that information on our um social media

[11:09] accounts to get the next round of grant

[11:12] funding that they are attempting to get

[11:14] out to the public which has more battery

[11:16] back storage I think is what they're

[11:18] looking at. And so we did work with one

[11:21] of the um programs that they had

[11:23] originally and Brandy, our

[11:25] sustainability uh team member, worked

[11:28] with PCE and we still work with PCE.

[11:31] I've met with them now on multiple

[11:32] occasions talking about how we can

[11:35] incorporate some of their giveaways into

[11:37] our community and get people um just

[11:40] backup energy essentially so that when

[11:43] they are dealing with any type of a fire

[11:45] or the PSPS zone in the area that the

[11:49] Miss Hansen lives in, I think they

[11:51] constantly fly a helicopter out there

[11:53] when they're under that um instance. And

[11:55] so just trying to figure out different

[11:58] energy options. So PCE will be rolling

[12:00] out new grants. Uh whatever we utilize

[12:03] to put solar on our building is now over

[12:05] with them is my understanding.

[12:21] >> Um so really just some more thanks. So,

[12:24] um, really always impressed by the work

[12:27] that the public works department does. I

[12:29] mean, it's really just, you know, we

[12:30] can't emphasize enough how important it

[12:32] is to maintain the the beauty of

[12:35] Woodside, the safety of Woodside, and

[12:36] just make it a really wonderful place

[12:38] for all of us to live. I wanted to

[12:40] emphasize in particular the the

[12:41] crosswalk uh work. So, the Kings

[12:44] Mountain at Highway 84, and the Romero

[12:46] at Kenyatta, I've heard nothing but

[12:49] praise and thanks from the sku from the

[12:51] school community. Those are both um safe

[12:54] routes to school corridors and um th

[12:58] those efforts by the public works

[12:59] department have really made it safer for

[13:01] our elementary and middle school age

[13:04] children to walk and bike to school. So

[13:07] that's very much appreciated by the

[13:08] school community and I and I see that I

[13:10] get that feedback from that community.

[13:11] So I wanted to pass that on. um on the

[13:15] solar EV project that was um like we

[13:18] just talked about the result of a

[13:19] partnership with PCE and I believe was

[13:22] made more affordable um because we

[13:24] partnered with PCE um and um there's a

[13:27] little bit more work to do but I think

[13:29] it sets uh a independence hall up to

[13:33] become a building where we can actually

[13:36] do um battery storage and it could be a

[13:39] place um a resiliency place where if we

[13:42] have big storms terms or the power goes

[13:44] out in town. That's not available right

[13:46] now, but in the future that that is a

[13:48] possibility. I think that's a really

[13:49] important um resource or could become a

[13:52] really important resource for residents.

[13:54] Um I always love hearing about the road

[13:57] rehab project. Um those pictures were or

[14:00] you know just really show in visceral

[14:01] terms like the improvements that you all

[14:03] make. So thank you for that. And and I

[14:07] my last note kind of bundles into my

[14:09] comment on the on the stop the

[14:12] crosswalk. So the Glenwood Avenue

[14:14] improvements as well, I would have

[14:15] included that. That's also a safe route

[14:17] to school corridor. So thank you.

[15:45] and look at battery storage options and

[15:48] different grants that PCE might be

[15:50] running. And so that is our next step

[15:52] combined with more EV options out in the

[15:55] parking area. Uh town staff will hold

[15:58] interviews this Thursday for the

[16:00] administrative services director

[16:02] position. Uh the organization continues

[16:04] to move forward with focus on delivering

[16:07] the following items. The old La Honda

[16:09] Road storm water project in the spring

[16:11] of 2026.

[16:13] 303 Hillside Drive is going to start

[16:15] really any day now in early February. Uh

[16:17] Alta Vista Alley storm water project

[16:20] should be kicking off in spring of 2026.

[16:23] Managing the deliverables of the sewer

[16:25] capacity study. We hope to have results

[16:28] back by the end of March. redesign and

[16:31] CALR approval for the bike and ped

[16:33] improvement project east of I280.

[16:36] Transitioning the conceptual design for

[16:38] the median beautifification project to a

[16:40] formal engineered plan. Continuing the

[16:43] TCAP process.

[16:45] formalizing the housing element

[16:47] deliverables, which will entail the

[16:48] assistant town manager coming back to

[16:50] council with staff prioritized housing

[16:53] element deliverables to juxtapose that

[16:56] with any other alterations that uh town

[16:58] council may have on that priority list.

[17:01] Right now, the deliverables that are

[17:02] currently being worked on the housing

[17:04] element are the TCAP themselves and the

[17:06] sewer capacity study. And then finally,

[17:08] very exciting news that Lewis Sun, our

[17:11] new town engineer, this is his first

[17:13] meeting here this evening. So, I'm going

[17:14] to kick it over to him and allow him to

[17:17] introduce himself.

[18:50] the consultant MV5 and this afternoon we

[18:56] reply back uh from our comments. So, we

[19:00] have a meeting with them tomorrow. Um

[19:01] Cindy, I going to be meeting with them.

[19:04] We're also evaluating uh their response

[19:07] and tomorrow we'll find out more. Um

[19:10] staff is very well aware of the timeline

[19:13] and the deadline that we have and we

[19:14] will do everything make sure we get get

[19:17] this project completed before that

[19:19] deadline.

[19:23] whether or not they might be able to

[19:25] make some adjustments in response to

[19:44] some adjustments to the engineered plan

[19:48] design um at no cost to us because we

[19:51] pointed out to them that there were some

[19:52] discrepancies and what was technically

[19:55] allowable with CALR. And so we really

[19:57] pushed back to make sure that they made

[19:58] some adjustments at no cost. And so

[20:01] there'll be a compromise, but we think

[20:02] we're going to be able to meet uh Mr.

[20:05] Luben's needs ultimately through this

[20:45] going to reapply uh and I think that's

[21:43] >> Okay. And I heard you mention the TCAP

[21:46] and the sewer capacity study, but I'm

[21:47] wondering, are we going to get an update

[21:49] on um progress towards the parcels and

[21:53] development of the parcels that show up

[21:54] on our housing element?

[21:55] >> Yeah, absolutely. That will be the

[21:57] backbone of um right now I'm just

[21:59] showcasing that the TCAP and the sewer

[22:01] are actually in the housing element. And

[22:03] so those are the two current items that

[22:04] we're technically working on. And then

[22:07] behind the scenes, we're looking at

[22:09] ultimately the two sites and then

[22:11] ordinances uh that we think we can

[22:13] deliver in 2026. And so we have a a

[22:16] short list of those right now. And

[22:19] utilizing our new assistant town manager

[22:21] after we get this administrative service

[22:23] director position filled. That will be a

[22:25] task where she will really bridge the

[22:28] gap um in driving these items forward.

[22:31] And then we will be bringing to you what

[22:34] we're stating are our priorities and

[22:36] then you will have your opportunity to

[22:38] redirect those priorities for us

[22:40] ultimately. But the priorities will come

[22:43] directly out of the housing element with

[22:44] what we believe we should be working on

[22:47] and we will come forward to you at a

[22:49] later date showcasing to you what that

[22:51] looks like and what the work plan looks

[22:53] like.

[22:53] >> Do you have any sense of when like which

[22:56] council meeting we can expect that at?

[22:58] the moment really my priority the

[23:00] priority for the town is to get this

[23:03] admin services director position filled

[23:05] and if we are unsuccessful doing that my

[23:08] focus has to shift to an interim option

[23:10] so that we can get our budget started at

[23:12] this point and so that's where if all

[23:15] works out in the in the perfect world

[23:18] that hopefully does exist for us through

[23:20] this process then I would think that

[23:22] within you know 90 days we would be back

[23:25] in front of you with ultimately hey this

[23:27] is kind of where we've prioritized um

[23:30] the deliverables that are currently in

[23:31] the housing element.

[23:35] >> So, do you feel that any of do you feel

[23:37] at all that our housing element

[23:40] compliance is at is at risk or you or is

[23:43] it more that work is happening behind

[23:45] the scenes? We're moving forward, things

[23:47] are progressing and you will only be

[23:49] ready to kind of update the council in

[23:51] 90 days.

[23:54] Yeah, I think if I were to look at the

[23:55] housing element hypothetically right

[23:57] now, we have um two actions moving

[24:00] forward uh that ultimately really one of

[24:04] those actions really determines

[24:05] everything else that happens. So, the

[24:07] sewer study is needing to get completed

[24:09] before anything else truly can take off.

[24:11] But I ultimately, it's hard for me to

[24:14] state what HCD looks at as compliance

[24:17] with, you know, uh anybody when it comes

[24:20] to the housing element. So I would hate

[24:21] to speak on terms of what they consider

[24:23] to be us you know uh successful within

[24:26] the housing itself. So within the scope

[24:30] of the work that we currently have

[24:32] signed up and the things that I have

[24:34] listed and and the oversighted that we

[24:36] have I think I'm kind of prioritizing

[24:38] coming to you within the next 90 days to

[24:40] gain better understanding that I

[24:44] understand what the priority is and that

[24:46] our priority is aligned with what the

[24:48] council would like to see. But as an

[24:51] example, I mean, I could just list what

[24:52] those priorities are for you ultimately

[24:54] right now. They're written on my

[24:55] whiteboard in my office. So,

[24:58] >> I guess I'm just trying to understand

[24:59] the the the priority setting process

[25:02] that you're talking about. So, isn't our

[25:05] priority to comply with the housing

[25:07] element that we got certified by HCD?

[25:12] >> Yes.

[25:15] There's like a 100 deliverables in that

[25:17] document. And so I think that we have to

[25:20] prioritize what we think are the most

[25:22] important deliverables. And so that's

[25:24] what I'm saying. So ultimately I've

[25:26] looked through that document with the um

[25:29] attorney and with the planning director

[25:32] and we've kind of loosely articulated

[25:35] what we think are the priorities. And so

[25:38] we're about to kick that off, I guess,

[29:10] Um, and wanted to make uh the council

[29:13] and anybody who's listening aware that

[29:15] Senator Josh Becker is having a virtual

[29:16] town hall on ebikes, on ebike safety at

[29:19] 5:00 pm uh tomorrow evening. Um, so

[29:24] anybody that's interested in ebike

[29:26] safety, I encourage you to attend. Um

[29:30] and then

[29:32] another topic I wanted to raise is there

[29:35] have been a number or two um concerning

[29:39] reports of um large I guess the term is

[29:42] pelatons. I I I hadn't quite known to

[29:45] use it in that way, but um groups of

[29:48] bikers um one was several months ago um

[29:52] where um a group of bikers, a pelaton um

[29:55] sort of rode past some equestrians and

[29:59] it it was not done in a safe way. More

[30:01] recently, we learned um that there were

[30:05] some Woodside Elementary School students

[30:08] taking a field trip to um the the

[30:11] general store um and a group of

[30:14] Pelatons, you know, rode past them in an

[30:16] unsafe way and there were actually some

[30:17] equestrians present as well. Anyway, um

[30:21] I think you know I think our wonderful

[30:23] town staff is looking into this and and

[30:25] figuring out you know you know is there

[30:27] anything more that we could do given

[30:30] that we're kind of seeing and I don't

[30:31] think this is a new problem but just

[30:34] because it's not a new problem doesn't

[30:36] mean we shouldn't look at it and think

[30:38] about what we could do to possibly

[30:39] address it. I mean, I think, you know,

[30:41] our, you know, arguably our number one

[30:43] job is to ensure that Woodside is safe

[30:45] and we're hearing reports that um that

[30:48] there might be some unsafe activity

[30:50] happening. And so, I guess I'm bringing

[30:51] this up now um to fellow council

[30:54] members, if you become aware of any any

[30:57] other incidents where this happens,

[30:58] please do um let me or the town staff

[31:01] know so that we can incorporate that

[31:03] into the kind of factf finding effort

[31:05] that we're we're doing.

[31:43] That is a great suggestion and I will

[31:45] definitely do that because as council

[31:47] member Wall pointed out uh the person

[31:49] that originally had brought this to our

[31:51] attention uh day lit that they were at

[31:54] Rosewood USA cycle. And so I I think we

[31:57] we're going to be discussing this at

[31:59] circulation. We do have a response back

[32:00] from the attorney that we'll be

[32:02] providing you tomorrow and and um a

[32:05] member of the public as well. But I

[32:07] think it boils down to we're going to

[32:08] have a discussion at the next

[32:10] circulation committee with our two uh

[32:13] Sano County Sheriff officer bike patrol

[32:16] and they've been brought up to date on

[32:18] this as well because ultimately

[32:20] depending on whether or not a bike lane

[32:22] exists doesn't give us the flexibility

[32:24] to make any enforcement. But we can

[32:27] strategically possibly start working

[32:29] better with the school so that we can

[32:32] place these um police officers in very

[32:35] strategic locations.
