[2:32] that Council consider resolve that the pursuant to the provisions of the

[2:36] unsightly premises bylaw number 2669 2008, it is hereby resolved that the

[2:44] owner of lot 7, block 28, plan NEP465A, district lot 230, Kootenay Land District

[2:53] PID 016283988,

[2:58] be notified to remove the accumulation of discarded materials, namely garbage,

[3:03] yard waste, wood, tarps, plastic, cardboard, and other debris within 30

[3:08] days of receipt of the notice to do so. And further

[3:14] that be it further resolved that the corporate officer of the City of Trail

[3:18] be authorized in default of the action being undertaken by the owner within 30

[3:23] days of notice to do so, to carry out and have such work carried out and the

[3:28] expense charged to the owner. And if unpaid on December 31st, 2026, the

[3:35] expense shall be added to and form part of the taxes payable on the real

[3:41] property as taxes in arrears.

[4:17] CitySpaces Consulting Limited being the selected proponent in the amount of

[4:22] $25,075 exclusive of GST, and further that

[4:28] council authorize staff to enter into an agreement

[4:32] with CitySpaces Consulting Limited for the provisions of service outlined in

[4:38] the request for proposal number 2026-1000

[6:24] the amalgamation study between the city of Trail and the village of Warfield as

[7:24] Uh the next item on the agenda is the Regional District of Kootenay Boundary

[7:30] report. Councilor Martin. >> Uh thank you and through the chair.

[7:34] On behalf of council, I attended the following RDKB meetings

[7:38] on Wednesday, [clears throat] August 26th. An RDKB board meeting in Trail.

[7:42] Uh we had a delegation from Imagine Kootenay presented a proposal for

[7:46] regional economic development website supporting business succession,

[7:51] workforce, and population attraction, and regional competitiveness.

[7:55] The organization requested $20,000 per year for 3 years to develop the

[8:00] initiative. The board denied the request.

[8:03] We had a delegation from the Phoenix Foundation of the Boundary Communities.

[8:07] They provided [clears throat] an update on their 2027 project

[8:11] uh called Vital Signs Boundary Project. This will provide data to support

[8:15] community planning, policy development, grant applications,

[8:19] and advocacy. The board approved sending a letter of

[8:22] support for the project. Uh the board of directors authorized the

[8:27] borrowing of $462,000 from MFA

[8:31] to complete the payment for the three wildland fire engines for Kootenay

[8:35] Boundary Regional Fire Rescue, and that the loan be repaid within 5 years.

[8:40] The original budget totaled 800,000, and a CBT grant for $396,000

[8:45] offset the original cost resulting in a reduction of the required funding.

[8:52] The board of directors adopted the Area A Zoning Amendment Bylaw, which states

[8:57] no parcel may be used for a data warehouse and or data center.

[9:01] Data warehouse and or data center is defined as a building that is used for

[9:05] electronic storage and processing of electronic information.

[9:09] For clarity, this includes all data centers and cryptocurrency mining

[9:12] operations. The board of directors gave two readings

[9:16] to the Heritage Designation Amendment Bylaw number 1939,

[9:20] which would add the Alpine Inn at Christina Lake to the Bylaw.

[9:25] The Bylaw will now head to a public hearing, the date and time of which are

[9:28] not are yet to be determined.

[9:32] The board of directors adopted a single egress stairwells policy,

[9:36] which will apply to limited size multi-story residential buildings in the

[9:40] RDKB up to six stories or 18 m in height with a specific occupancy limit.

[9:47] Single egress stairwell designs do not align with the regional district's

[9:50] firefighting capabilities and cannot be safely supported in

[9:54] practice. As such, these designs shall not be

[9:57] permitted within the regional district until such time that the regional

[10:00] district fire services capacity meets the standards outlined in the policies

[10:05] procedure statement. RDKB board or excuse me, the RDKB

[10:10] electoral area directors approved 17 grants in aid totaling $163,085.

[10:19] On Thursday, September the 3rd, I attended an RDKB liquid waste management

[10:23] plan meeting in Trail. Goran Denkovski, RDKB manager of

[10:27] infrastructure and sustainability, provided an update on the Columbia

[10:32] Pollution Control Center upgrade. The project is proceeding as expected.

[10:36] I did email everyone the July and August progress reports on September the 2nd,

[10:41] so hopefully you've had an opportunity to see them.

[12:10] West Kootenay Labour Council's annual Labour Day event and it was actually a

[12:14] really good turnout. I know they're trying to build it up again

[12:19] and get it as big and represented as it used to be many, many

[12:24] years ago, but there was a really good, strong representation

[12:29] from lots of the local unions. So, it was nice to see. Uh it was really good

[12:33] opportunity to learn more about the work that unions are doing within

[12:38] for their members and within the community

[12:41] and especially to learn what they're advocating for now within the workplace.

[12:48] Um I mean, it's you know, they say that working people and families are communi

[12:56] you know, when they have a union workplace and that our communities are

[13:00] stronger, too, and that was the message yesterday and it was uh

[13:04] uh really an important uh message. Just a

[13:08] really big thank you to the firefighters local for serving up some really great

[13:13] hamburgers and hot dogs and to everyone who organized the event and hopefully um

[13:20] you know, we'll see this develop in something a little bit bigger in the

[13:23] following years. And that's my report.
