[1:29:19] So commercial properties says it's capital cancels.
[1:29:22] I do work for the North Campus for the Finance Authority, which is a separate board that it is a
[1:29:27] industry that really attached to the month.
[1:29:29] To the North Campus Department of Commerce.
[1:29:31] I'm going to have the Department of Commerce.
[1:29:32] So, one form another management program is like how I felt in those rooms, so it's 18 years now.
[1:29:39] And why the program is a CRDC program.
[1:29:42] So, if we can access over the years, and what's happening in the development program,
[1:29:47] and when the legislature enabled a business based program in 2021,
[1:29:52] they created a statewide program with local governments opting in,
[1:29:56] to allow property owners within the jurisdiction of a district to access.
[1:30:00] So, I tend to work with, given my background, I tend to work with the economic bill and organizations and work with the multiple counties that they serve, and come into attending the program to try to get the district stop to get those multiple counties.
[1:30:13] It really does provide an economic development tool and their toolbox when there has been a property on the businesses that are trying to make improvements to the property.
[1:30:20] So the Montana facility finance authority has been around since the 80s when it was started
[1:30:27] by the Montana State Legislature and primarily its role it was to provide access to
[1:30:32] conduit bond market for rural and on profit health care.
[1:30:36] So the facility finance authority has worked throughout the state and with the legislature
[1:30:40] creating C-PACE as a statewide program throughout the state of those local government that
[1:30:44] of the VA and whether it's my answer to that conversation.
[1:30:48] The place to have the state-wide program
[1:30:51] if you wish they were within a house within
[1:30:53] the state for that timeframe.
[1:30:56] So it's basically the C-PACE commercial,
[1:30:59] again, properties, SESC cap loan enhancements.
[1:31:01] It's a different type of financing tool available
[1:31:04] for property owners to help cover the cost
[1:31:07] of an permanent improvements to their properties.
[1:31:10] And the primary use of those funds
[1:31:11] would be for energy efficiency, water conservation, renewable energy, and then during the
[1:31:18] 2025 legislative session, the legislature also previously improvements under to be eligible
[1:31:23] under C-PACE.
[1:31:24] So that's the ability to kind of withstand wind, fire, flood, improvements to the building
[1:31:31] to help its feasibility and see-to-size negativity, indoor air quality, which is a very broad
[1:31:36] statement.
[1:31:37] And so we're interpreting that to also allow property on our stacks as the funds for any sort
[1:31:41] of indoor mitigation for mold, or over core expenses, sprayed on, let these paint types
[1:31:49] of the indoor air quality.
[1:31:50] So, it's a broad variety of improvements.
[1:31:52] And that's what Liz Flyer actually shows, if you open it up, shows a lot of the different
[1:31:57] types of improvements the property on our skin access, this type of funding for to make
[1:32:01] improvements to their properties along the lines.
[1:32:05] It is a special assessment tax finding, excuse me, financing, so it does.
[1:32:10] It is paid back as a special tax line item on the property tax building, so the property
[1:32:17] tax that allows the property tax owner to, excuse me, the property owner to make their payments
[1:32:22] twice a year instead of every month that they were going to do a traditional financing, and
[1:32:27] that owner pays that back over the term of the loan.
[1:32:30] With CPACE, the financing term is tied to the useful life of the improvement or package of improvements that they're doing a bundle.
[1:32:39] And so like an HBAP unit, if you were to go into the traditional commercial lender and ask for a loan for that, it would probably after you maybe a five-year term or seven-year term.
[1:32:48] You start paying that back on a monthly basis.
[1:32:51] With CPACE, because it's tied to the useful life of the equipment, it's going to be a 15-20-minute 25-year term for that financing.
[1:32:57] And then again, it split at over those 25 years in this case example, within twice a year,
[1:33:05] you're going to mount payment to be put on a property tax for the first step in the second half.
[1:33:08] So it really helps reduce that annual debt obligation for the property owner to make these types of needed improvements.
[1:33:15] A little bit more affordable, a little bit more able to be budgeted into them.
[1:33:20] It not necessarily have them, they have to, you know, put a bandaid on the system,
[1:33:23] that you are in the middle of a little cold front on that part too, so we can do the eligible properties
[1:33:30] basically, we can do anything commercial. We're not allowed to do any sort of residential. We can do multi-family
[1:33:37] that definition within our statute is five units or more. And each of those units does have to have
[1:33:43] a dedicated document in a kitchen, so I can't just leave, but share it on the side of the center. And then we are not allowed
[1:33:50] to do any sort of public, we govern the most across the East.
[1:33:53] So no local, state or regional federal funding properties on that part.
[1:33:57] But we can get commercial industrial, excuse agricultural, and then get them up like
[1:34:02] family.
[1:34:03] We can finance new construction, as well as retrofits, and then we can also help property
[1:34:08] owners that may have already made these investments.
[1:34:10] We can retroactively look back up to three years and create sort of improvements that
[1:34:15] they made to their properties that would be eligible under some pace and we could help
[1:34:19] find the financing for that as well, to either put that money back in their pocket if they pay for
[1:34:24] that out of pocket, or maybe to help pay out some debt if they took out some debt to pay for
[1:34:28] those improvements. A couple of kind of protections that the legislature did put in a place when
[1:34:33] they enabled the program. There is a requirement if there is senior, any sort of senior mortgage debt
[1:34:40] on the property just that can provide consent to the project being done and that property on
[1:34:46] basically taking on the case that and that tax assessment laying being filed as the collateral
[1:34:51] for that property. So if for some reason that senior lenders not comfortable with that,
[1:34:56] they can say no and that in the project would not move forward. But for everybody's protection
[1:35:00] that is required to have that consent on file, we'll move forward for that. And then the other thing
[1:35:06] in regards to identifying the types of measures that would be eligible under the program,
[1:35:11] The property owner on the energy efficiency side and the water conservation and the renewable energy
[1:35:17] It is required to work with registered contractor with the program to kind of have them come in
[1:35:24] Help that identify the influence they're looking at making what the cost would be involved in those as well as what their current energy usage is
[1:35:36] for using the more efficient systems in order to be able to compare the cost and with those
[1:35:42] energy efficiency types of improvements, I've talked about it in general, it's going
[1:35:45] to be able to recognize saving and studying and day one once was improvements started
[1:35:49] inside.
[1:35:50] Primarily, from energy savings themselves, because they're more efficient systems, also some
[1:35:55] on relatively safe and ongoing operation and maintenance type of savings, because typically
[1:35:59] they're replacing a system that's 15, 20, even longer, years old, and it takes some
[1:36:04] bring costs and some ongoing costs involved in keeping that up.
[1:36:07] So we need to be able to place that within you, our more efficient system, those costs go away as well too.
[1:36:12] On the resilience side, we're just fairly new.
[1:36:15] We all are, also, required to work with the property on or to get qualified and
[1:36:21] eligible contractors out there to help them identify what those types of legal
[1:36:25] and things would be to help them be, again, more resistance to the
[1:36:32] maybe some metal roofing when they're upgrading their insulation and help them make more
[1:36:37] resistant to fire or maybe when they're doing some work in their lower level utility room
[1:36:44] raising some of those utility boxes out so that if there is some sort of water floating
[1:36:48] and things like that it helps minimize this any sort of impact in my job in the future as well
[1:36:53] too. So, so that we are required to work with those knowledge and we want to certify people
[1:36:57] we're going to stay in Montana to do business, to help the property owners identify what the question would be.
[1:37:04] Some of the types of examples of the improvements that can, that's working under the energy efficiency,
[1:37:10] boilers, H-axis and better insulation lighting.
[1:37:16] The improvements do have to be permanent for the property.
[1:37:19] So we can't do just like the energy of star appliances that can kind of be rolled in or plugged in and moved easily out.
[1:37:25] can't do just like LED light bulbs, go into the balance center lighting as well.
[1:37:30] And then renewable energy is critical, a lot of solar panels is what we see in those summons in renewable energy side.

[1:37:38] Talked out sometimes, more someone Montana, and maybe some other states that have cases well too.
[1:37:44] And battery storage and biomass, we've also talked a couple of projects with bio-mass in the Montana, just given our book credits industry there.
[1:37:51] We have that since we're back. Under the resiliency again, the ability to,
[1:37:59] quality. We can also do storm water, mitigations for both structural and non-structural
[1:38:05] to help any sort of storm water situations, and then power back up the ability to
[1:38:11] stand power outages. And I think it's low wind storms that Montana has had believe
[1:38:15] that it knocked out for power because of business, especially those that rely on freezers
[1:38:20] and coolers and things like that. So the ability for them to purchase and install, you know,
[1:38:25] a building system back up generation system that would be eligible under this as well too.
[1:38:29] on that too.
[1:38:31] With the Sermwander, especially too, I also think in the resiliency, I think of the floods
[1:38:36] that like Gardener and Red Lodge have had a few significant recent years too, and just
[1:38:40] helping the fact that resiliency impact there's been a national report done recently that
[1:38:45] for every dollar spent in preventative type of improvements and installations into properties, against
[1:38:52] the future disaster, it can save up to $13 in costs on if you've given up the any sort of
[1:38:59] sending that money now and having those resiliency measures in there.
[1:39:03] On the energy side, there was a report recently, well, actually, it's not really recent.
[1:39:08] When the EPA estimates about 30% of the energy usage and personal industrial buildings, it's

[1:39:17] So, my co-workers ran over a couple of years ago and wanted to have a commercial industrial
[1:39:22] business that's kind of about $1.2 billion a year in their energy costs, so if it takes
[1:39:27] 30% of that, that's over $350 million, so by helping these building owners have access to
[1:39:33] this financing to make these buildings the properties that you want to, you know, this
[1:39:37] really can be efficient. That's a lot of money that can be spent on other project developments,
[1:39:42] other product clients or employees that are benefits better salaries on that as well too. So,
[1:39:49] the other thing with C-pacet is private sector vendor financing for private sector property owners.
[1:39:55] So there's no federal money, there's no state money.
[1:39:58] So it's not like I have a lot of money in here.
