[0:58] passed away on Monday February 16 2015. Emily worked in food service at the high

[1:05] school in cookson Elementary from 1980 until her retirement in 1994.

[1:10] Maryland dearth 76 of Troy passed away on Saturday February 21st 2015.

[1:17] she was a graduate of Piqua High School in a 60 1960 graduate of Bowling Green

[1:22] University Maryland taught first grade at cookson

[1:26] for 28 years before her retirement in 2002.

[1:30] Douglas Weichert 68 of Troy passed away February 12 2015. he was an assistive

[1:37] Varsity track coach for choice schools from 2007 to 2009.

[1:43] Deja Bishop 13 Diana Bishop 14 of Troy passed away Friday February 27th

[1:54] jakaya Jones 13 of Troy passed away Sunday

[1:59] March 1st all of the children attended Troy Junior High

[2:25] a teacher with us they were recently recognized by omalay for different

[2:31] distinctions and I'll say that piece we've got a representative from omla

[2:35] here to present the awards but they aren't aware of this but apparently

[2:40] state senator Bill beagle caught wind of the fact that they were recognized and

[2:47] we have very nice letters here from him for each one of them along with

[2:52] recognition from the general assembly of the state of Ohio the Ohio Senate with

[2:57] signatures from Senator Keith Faber president of the Ohio Senate and Senator

[3:02] Senator Bill Beagle from the fifth senatorial District I'd like to present

[3:06] this to them and then I'll turn it over to Tracy Kramer who's the representative

[3:09] from Illinois this evening

[3:22] Association is dedicated to serving the needs of young adolescents we seek to

[3:26] recognize schools faculty and or programs that nurture the social

[3:30] emotional intellectual and physical well-being of the young adolescent using

[3:34] this we believe the association for middle level education's handbook for

[3:38] Effective middle schools as our guide we look for schools that are implementing

[3:42] best middle level practices it is my pleasure to represent Ohio's west region

[3:46] today in honor Troy junior high for their work with young adolescents

[3:51] first nominated by their principal I would like to recognize Laura Jackson

[3:55] and Kelly leganek guidance counselors at Troy Junior High School Mrs Jackson and

[4:00] Mrs Atlantic started a student group called The Four Squad after Rachel's

[4:03] Challenge was presented this fall under the guidance and Leadership of

[4:06] Miss Jackson and miss leganek this group of students has focused on making a

[4:10] positive difference in the building weekly meetings are held with

[4:14] discussions focusing on leadership optimism kindness and how to impact the

[4:17] world around you students have planned many activities

[4:20] thus far to make a positive difference in the building and are generally

[4:23] excited about the project Mrs Jackson and Miss organic's continued efforts and

[4:27] advisors and character education will shape and mold Future Leaders from Troy

[4:31] Junior High in a manner that Far and Away exceeds that of most guidance

[4:34] counselors so join me in recognizing them

[5:20] Historical Society the Troy local history library and the Museum of Troy

[5:24] history to teach students about the rich history of Troy Ohio and the important

[5:27] role their hometown's history has played in National History while students are

[5:31] learning about and appreciating their local history they are also learning key

[5:35] Concepts and skills found within the language arts and social studies

[5:37] curricula students enjoy learning about the people

[5:40] and places of their Hometown they offer remark how they have passed by or live

[5:45] near many of the places discussed and have no knowledge of their past learning

[5:49] about the rich history of their Hometown seems to encourage students to research

[5:52] even more into the past motivates them to find ways to currently make a

[5:56] difference and fosters an appreciation for the people and events of Their Own

[6:00] Town integrated curriculum is an important component of the middle level

[6:03] philosophy and omla is pleased to see this happening in this manner at Troy so

[7:44] Linda Holt from Haywood Karen Richardson from Van Cleave Jason otisborne from the

[7:53] the junior high Stephanie shorter from cookson and Kim Oaks from the hook and

[7:57] basically it's just it was their way they called the culture of good and so

[8:02] we're just saying hey teachers really do a great job teachers Rock and they just

[8:05] want to show some appreciation so they went out and presented and met

[8:08] their buildings so yeah it's kind of nice I'm just a lot

[8:12] of good things happening the next one that I have

[8:17] is uh Kunta Ohio school boards and it's recognizing school board

[8:22] members who have years of service and the two people use the service to

[8:28] get to Smith Arizona I'm amazed that somebody does School Board this many

[8:32] years it was pretty impressive but Joyce Ruiz for 10 years her 10-year

[8:37] anniversary and for Steven Lucas's 15th year

[8:41] appreciate it

[8:55] seriously and on school boards it's it's not a lot of people that stay

[8:59] around that long this is kind of a thankless job in a lot of hours a lot of

[9:03] time so a lot of times it changes over but

[9:11] that are staying around so I think that means we're doing some good things

[9:24] the next one's audit report Mr price is going to talk about a little bit I just

[9:28] want to kind of talk about Mr Price just a little bit

[9:31] um and I told him I wouldn't say anything

[9:37] um it's kind of neat when you get a clean audit it means everything's kind

[9:41] of in place and works very very hard at it but not only that I mean the audit

[9:45] he's got got a nice little certificate here this came from from the state

[9:50] senate addressing that basically telling how

[9:54] the people should be very they should understand how fortunate they are that

[9:57] someone's doing to get a lot of taking care of their money and taking care of

[9:59] things I think Mr Price does a great job he he fits here amazingly well uh it

[10:05] works extremely well and that said that makes even better

[10:08] but to get two of them this would be your second one you've been here how

[10:11] many years two two okay pretty good then huh all right so I just

[10:19] think it's really neat to mention that he helps in many many areas but to get

[10:23] clean means exactly what it says everything was done right and we're

[10:27] taking care of people's money that's a good thing

[10:41] yeah as Mr Herman said we did receive a clean audit it was filed late February

[10:47] we had no material control weaknesses no significant deficiencies of internal

[10:53] control no non-compliance

[10:58] no material internal control weaknesses no significant deficiencies

[11:03] and no findings and we received the unmodified opinion which is the highest

[11:09] possible we did have a couple verbal comments which we argued uh have a

[11:16] weight but they commented we had one month where we did not spend

[11:23] our federal funds within 30 days I think it was 32 days before we had it fully

[11:27] spent this invoice

[11:30] check writing timing and then the second one was dealing with the hospital 264

[11:35] payback um which I dug through the file that Mr

[11:40] Pence he was back and forth with the Auditors the time that that debt was

[11:44] issued and how to record that we have been recording that

[11:49] not part of our fiscal year in closing it's

[11:53] not part of our carryover balance or anything

[11:56] we set aside on a quarterly basis quarterly payments over I think it's a

[12:02] 15-year period and then once that 15-year period is completed the funds

[12:09] are then to be paid to the bank to pay off the note that was issued I believe

[12:14] six years ago with the correspondence back and forth between Mr Pence and the

[12:19] honor of State's office you could record it

[12:22] either on your books or off the books well

[12:25] Mr Pence chose off the books now they change their minds they don't want to

[12:29] record that myself we will be changing that it will be part of our year-end

[12:33] balance going forward so you'll see that fun presented at the end of the fiscal

[12:38] year as part of our close out and that amount will increase

[12:44] each year for the next nine years until we pay it off at the end so there's the

[12:50] only two verbal comments we got nice job very good

[12:58] evening everyone the the big news on race to the top is

[13:03] is we started testing February 23rd we

[13:07] actually have we been talking about it for four years or longer but um

[13:11] our staff our students everyone has worked extremely hard our technology

[13:15] department and I think that work had paid off with a smooth start to the

[13:19] testing schedule all nine of our buildings have participated in online

[13:23] testing some are a little further ahead than others the only thing that hasn't

[13:28] cooperated last week was the weather a little bit but aside from that our

[13:32] buildings were prepared for that we had spoken about to them in advance about

[13:35] having a plan in place if there were delays if there were snow days and it

[13:42] has continued to work smoothly even with a few adjustments to the schedule

[13:47] um science social studies math language arts all of them that went off we've

[13:50] learned a lot in the process although it's went smoothly there's been a few

[13:53] bugs we found ways to fix some of those things to share with our staff we've had

[13:58] the call to get some additional help on a few items but overall it's went very

[14:02] well and I credit that to our teachers and kids for taking the time to get

[14:06] involved to understand the system to do the practice tests and and to work at it

[14:11] and um if this system continues I think the

[14:16] work that we put in that will will continue to serve us well we will be

[14:19] doing an end of year assessment later this spring which will also be online

[14:23] and we're kind of looking forward to each day learning a little more and

[14:28] troubleshooting that and it's working well I think our kids the preparation

[14:32] it's been a uh there was a lot of anxiety a lot of fear once we got

[14:35] started I think that has went away since we last met we haven't had a race

[14:40] to top meeting we will meet again next week on March 19th and in that meeting

[14:43] we'll be a little bit of a discussion on how testing is going in each of the

[14:47] buildings of the teachers and administrators of the president on that

[14:50] committee as well as any questions or concerns about where we are with OTAs we

[14:55] are approaching the point where some of those things start to wrap up and we

[14:57] talked about roster verification linking students to

[15:01] teachers and making sure we're doing that correctly as well as wrapping up

[15:06] into VR finances for racing the top which this is the final year of that so

[15:11] a lot of good things going on I can raise the top a lot of good things

[15:19] as far as the testing is this where the students or parents have the option to

[15:23] opt out and what what's our percent of optel has

[15:27] been looking like um I don't know the overall percentage I

[15:31] think our round number of students is approximately 150 so this is about four

[15:34] and a half percent

[15:38] we've taken the stance with that I mean if if a parent wants to do that

[15:42] fine I mean we've not fought that or put up any roadblocks to them we we accept

[15:46] whatever they turn into us and then we have a letter that we've

[15:50] we've developed and we send down basically goes back through you know you

[15:53] get the basically the third grade and all the things that you have to be

[15:57] concerned with uh we talked to him about a few by not

[16:01] taking the test than any of the results coming back are probably going to be a

[16:04] zero because just the obvious things they need to know and also to to take

[16:08] care of the school that we've done our due diligence we've

[16:12] tried to do it so if someone will come in and check us we haven't just randomly

[16:15] we've tried to we've we've talked to each parent explain to them why why not

[16:20] and then I I've told my folks to kind of stay out of that I mean you give them

[16:24] the facts and look at the facts and let them decide as a parent where they're at

[16:27] not Mr Herman said this or any above you know

[16:31] um as you know the state's doing some things with testing so I think they're

[16:34] going to make some changes with it but until we get through it and see what

[16:38] all happens it's been a hard year anyways because we've had duplicate

[16:41] testing and you know a lot a lot of hours a lot of stuff going on yeah

[16:46] so I think the state's going to step in and take care of that but

[16:49] right now it kind of is what it is we're required by a lot of tests so we're

[16:52] gonna we're gonna do that

[17:08] it's open through uh April 26th we were just down there early it's really good

[17:12] it is really good every year it's really nice it says every year but they do get

[17:18] better every year they have different types of art down there so this is over

[17:22] 400 pieces of art on display down there pretty amazing it truly is worth the

[17:28] time to go down and take a look at it um tomorrow I just want to remind

[17:32] everybody the junior high is closed for students it's a work day for staff so

[17:37] the staff will be in to work just like normal

[17:41] um we thought that was the right thing I think the junior high two are here

[17:44] they've done a very tragic situation in your eyes done a nice job

[17:48] as far as we've had some grief counselors that came in we had five two

[17:52] and high and five at Haywood that have done an outstanding job I mean they came

[17:56] in and helped and really kind of put it all together but the junior high staff

[17:59] and excellent job Mr dilborn leading that they've done a real nice job in a

[18:03] very tough situation um Mr Sadler at Haywood said a nice job

[18:08] so just tomorrow a reminder the junior high will be closed just the junior high

[18:13] it's only students the staff will report as normal

[18:17] I just want to make it comment I've noticed what the schools have done

[18:21] through this unfortunate situation and I think what we have done has been

[18:25] terrific as far as the support from the schools from the administration from the

[18:29] teachers it's really seen out in the community

[18:32] it's felt so I want to certainly thank Mr dilborn and his staff and Mr Hermann

[18:38] what you've done has been terrific the communication to us has been

[18:42] great as well so I think we handled it very well

[18:46] I think it just reinforces once again the Partnerships that the community the

[18:51] schools and everyone pans with one another

[18:55] because I know you know from the city's perspective it's just been constant

[18:58] communication with the the leadership at Lincoln Center and the schools and we've

[19:03] even laid some offers out on the table some were taken advantage of so others

[19:07] were not but you know to know that everybody was willing to to step forward

[19:12] and do their part so this is when you're you're most proud of

[19:16] being a part of the community like Troy so

[21:55] year ago we did the electricity so it's mainly the utilities

[26:45] we advertise for bids in February 11th and February 18th in Detroit Eagle News

[26:52] received a total of eight bids in this hereby authorizes the lowest and best

[26:59] bid for maxim Roofing in the amount of 383 thousand dollars

[27:05] would entertain a motion to authorize the expenditure

[27:09] second

[27:13] any further explanation we we had a meeting uh I think last week this week's

[27:19] miss being there and we went through all of our capital and expenditures that we

[27:23] thought we needed to do roofing's as well as we can get away

[27:27] from but when you have to do that we have about 685 000 and one roof kind of

[27:33] get police a lot of that so we went through everything all of our buildings

[27:36] Stadium got a little bit going on in every place that will start on fairly

[27:40] soon have we used maximum Roofing before

[27:45] no we have not um it is a relatively new company but

[27:51] with very experienced staff they've come from other companies and formed their

[27:55] own company Titus did a reference check and but the architectural firm that we

[28:01] used RDA group is very familiar with this group and we're pleased okay

[28:07] um this involves two large sections on the west side of the high school

[28:10] building I believe that roof area is 25 years old weight room area

[28:16] okay um it was originally estimated by the

[28:20] Architectural Group to cost about 478 thousand dollars a low

[28:25] bid came in at 383 000. so that's the right direction 95 below the anticipated

[28:31] amount yeah pretty competitive bids here yes yes yeah there were yeah yeah they

[28:35] were pretty bunched up with the exception of one we were a place we had

[28:39] nine attend the pre-bid meeting a few weeks ago and now that night we received

[28:45] eight bid so we were very pleased
