[3:11] quick overview of what I'm noticing for today. Um, if you do have additional

[3:16] questions, I can do the deeper dive. But TTSA contracts with Cal PERS for our

[3:21] medical benefits. Historically, prior to now, we've had PERS platinum and PERS

[3:27] gold available to us within our service district or our service zip code. Um,

[3:34] the gold plan costs less than the the platinum, but also offers fewer

[3:39] benefits. TTSA best save on premium costs when an employee enrolls in the

[3:44] gold plan. In addition to the medical plan, TTSA

[3:49] provides an HRA and the HRA um is equivalent to the deductible amount for

[3:57] the chosen medical plan as well as any cost sharing if the employee opts to

[4:03] enroll into a plan other than platinum. This year we'll be adding an HMO and an

[4:09] EGO. Those are now available in TTSA's service zip code. So, we need to make

[4:16] changes to our resolution um for employee benefits and that will

[4:22] be we will be adding the EPO and the HMO and we will also be making changes to

[4:28] the H contribution for those plans and we're also doing just a little bit of

[4:34] minor cleanup and language within the resolution

[4:38] um which is previous previous resolutions that are now kind of over

[4:43] the stuff Um the recommendation is that um the

[4:47] board approve um resolution 10-2026 as well as a vivid A and I can answer

[4:56] any question that I >> So is it fair to assume that the plans

[5:01] are cheaper than the platinum plan? >> Yes, in in general. So, so

[5:10] » well the HMO plan is going to be available to employees in Nevada. So,

[5:16] there'll be a Nevada network and the premium cost within Nevada for the HMO

[5:22] is very similar to the platinum plan. It is very slightly less, maybe $10 a month

[5:30] less. However, the HMO um rates within this um this region, region one, are

[6:23] Greg O'Hare. I'm the chief plant operator TPSA. And, uh, I'm just filling

[6:27] in for Michael today. He's on vacation. So,

[6:36] uh just happy to report all discharge requirements were met for the month. Um

[6:40] kind of there's a little more significance to that statement uh based

[6:43] on being July and the increased loadings to the plant which causes increased

[6:48] stress kind of throughout the climate. Uh there's kind of one significant thing

[6:54] to update you on for the that we performed this month and that was we did

[6:58] perform a plant shutdown. Uh and that was to assist in the eye department so

[7:03] they could deenergize some equipment u so they can get some pictures for uh our

[7:08] engineering consultants. Other than that that's kind of all I

[7:12] have. I don't know if you guys have any questions on any of the data um that's

[7:16] been submitted to you guys and our graphs associated with them.

[7:53] Good morning, board of directors. So, we seem to be filming for one of the quick

[7:57] board meetings that I can recall. So, >> not so fast.

[8:17] All right. So for the month month of July, uh staff did provide support for

[8:21] um what you're used to seeing with digestion improvements, clean water

[8:24] revitalization project, which we are no longer calling in red. Um ITO domain

[8:30] controller split uh the network upgrade project and the SCA upgrade project

[8:36] which um has also uh gone live. So right now we're actively uh seeking a

[8:43] consultant right now. also working with engineering on that for sure that I get

[8:46] touched on later. Uh some of the significant task tasks

[8:50] that we performed um throughout the month is that we did complete complete

[8:54] the defensible space work at pond number three um and along road. We did get some

[9:00] questions from uh tsd about uh some of the work that was going on out at uh the

[9:04] pond. So it's pretty visible, but uh really did make a pretty big significant

[9:10] difference out there. We were really able to remove a lot of the brush out

[9:13] there. It's very noticeable from the highway. Um, we completed the annual

[9:17] TRRI visual inspection. We send somebody out each year to go walk along, check

[9:21] manholes, check for anything visible um that might have been damaged throughout

[9:25] the year and the snow and debris that uh falls along the TRF.

[9:30] Uh we did place a main fuel oil line um and some of the insulation. There's a

[9:34] picture later in the board report for that. Um we completed construction area

[9:39] of vegetation removal and clearing. I'm sure you noticed that coming into the

[9:42] plant on the lefth hand side. Um that's in preparation of digestion

[9:46] improvements. Uh we're going to continue doing some more uh expansion of that

[9:50] area to give, you know, the crews enough room to stage all of their equipment. Uh

[9:56] we replaced an oil single bearings uh on the BNR strainer. Um and we also did the

[10:02] plant shutdown for switch gear number 27 for project investigation like Bar

[10:08] alluded to earlier. Um, we did some scaling of some uh ammonia probe or

[10:15] ammonia probe at BNR and installed a backup server enclosure the remote at a

[10:21] remote location. So, um, any questions about the notable tasks

[10:29] » of the pictures? >> All right. Yeah, we can jump right into

[10:33] those. U, not much to report. We did have a good month. Um we we knocked out

[10:37] quite a bit on uh our corrective uh work orders uh this month. So um we're able

[10:44] to make a good dent in that. So um but they do tend to stay pretty flat. There

[10:48] just seems to be a little bit of an uptick this time of year. Um some of the

[10:52] pictures of before and after for the construction yard clearing. It's

[10:56] actually uh before was on the right. Um and on the left you can see we cleared

[11:02] that out. got a lot got rid of a lot of that old vegetation, the old rocks. Um I

[11:08] think that's going to be a lot better for our our construction management.

[11:14] Uh on the left there, we've got fuel oil line replacement. Uh uh that presented

[11:20] some issues for us. Um but uh we were able to get it done and was a lot more

[11:24] complex than we thought it would be. So um on the right we've got the server

[11:29] enclosure um being installed. That's for one of our backup servers for all of our

[11:33] SCADA systems. So that stays online just in case we have a failure. Um should

[11:39] automatically transfer over working on it.

[11:43] And some pictures of our switch gear investigation for one of the bigger

[11:47] projects that's for clean water revitalization and our everybody's

[11:52] favorite suit on the right hand side, a 40 cal suit. Everybody loves wearing

[11:55] that thing when it's middle of summer. So,

[12:53] Um so starting with engineering the clean water revitalization project looks

[12:58] like the preliminary design report by Corollo should be done very soon.

[13:03] They'll get reviewed and then it'll be brought to the board for special study

[13:06] session that has been scheduled I believe in the next month or so.

[13:11] Um the digestion improvements project 60% design by Brown and Caldwell is done

[13:16] and in review so we're get that. the networks upgrade project 90% design by

[13:22] Jacobs is in review. Um, a lot of reviews going on right now. SCADA

[13:27] upgrade project, the uh request for quote has been issued. So, waiting on

[13:32] that. The TRRI rehab project. Um, they're doing a design service scoping

[13:38] and drafting the request for that is engineering.

[13:44] For lab, we continue to do the CDPH COVID sampling for Department of Health

[13:49] that they have a a grant that goes through 2027. So, we'll be continuing to

[13:54] do that and then once that ends, we will see if they get more funding for that or

[14:00] not. Uh the Tiger Baron soil sampling, we do that mainly in the summer months.

[14:06] That has been busy for us this year. Every month we've been getting a bunch

[14:09] of samples, but continuing to do that. Everything looks good so far. We are

[14:14] looking at a new VOD incubator and getting quotes. We've gotten all the

[14:18] quotes. We've picked out incubator. We should be ordering that in the next week

[14:21] or so. And our ion chromatography machine is very old, due for

[14:27] replacement. So, that one we're getting quotes for. There's very few of those

[14:30] machines out there. Um hopefully that will get replaced real soon, too.

[14:36] For it, they have completed the end of life Adobe software replacement.

[14:42] the continued testing of CIS computer security templates. Not really an IT

[14:47] person, so let them hear if you have questions.

[14:53] They're finalizing their policies for computer placements and the uh USB

[14:59] storage and file storage updates they're working on. And Lucas went to the Black

[15:04] Hat conference in Vegas, so he has a little mini presentation on

[15:09] that. Have any questions? Hey, I got a question in regards to the

[15:16] barium testing. Are they testing loads that are coming

[15:20] in from excavation projects or um are they how does they how do they test? So

[15:28] we do well we do the testing they the loads they bring in based on how many

[15:33] loads decides how many samples we grab and we do a random sampling and then

[15:38] those get sent out for burum and other metals and whatnot. Um if it comes back

[15:44] hot and they clear the pile we scrape it and then we do another sampling to make

[15:48] sure none is left over. Um if it comes back fine they can grade it into the

[15:52] ground >> and that's every load that comes in.

[15:56] It's every random sampling. >> It's random sampling. So it's every

[15:59] grouping. So once a month we take how many loads came in and calculate how

[16:04] many samples we do and do a random sampling between all of them.

[16:31] able to go to the blackout conference in uh Las Vegas over um course of the 3rd

[16:36] through 6th of beginning of this month. Um

[16:41] see if I can get to um so uh at the um Black Hat uh

[16:47] conference it was a combination uh started with Black Hat uh ended with

[16:52] Defcon. Um what the what each of these uh conferences were um uh providing was

[16:59] uh valuable insight to uh ways that uh hackers are interjecting themselves into

[17:06] systems right now using aentic AIS uh to uh crack open back doors uh and be able

[17:13] to control things uh within our own network. So, getting a lot of the uh

[17:18] insight uh and and focusing on these training sessions that I was able to go

[17:22] into, uh really got to uh we really got to dive down into the weeds on exactly

[17:28] how they're doing these things so that we can be uh more in the know uh when it

[17:33] comes to defending ourselves against these things and uh uh the key pieces of

[17:38] uh equipment that we deploy here at TTSA that keeps us uh uh on the defense for

[17:43] it. So, um, uh, again, it was a great, uh, great conference. Learned, uh, a ton

[17:49] at this. The, uh, bunch of bunch of hackers, uh, much more high level than

[17:54] me being around them, getting to, uh, network with them and everything was

[17:58] just phenomenal. Um, but a couple of pictures for you guys from the

[18:02] conference um, here. And uh one of the uh one of the

[18:07] other things that uh was fun about the entire conference was the aftermath of

[18:11] it was uh uh people were learning such good things there that uh one of the

[18:16] Delta flights coming home to uh uh Georgia. Uh one of the folks from Black

[18:20] Hat decided to hack the Wi-Fi uh deploy a uh evil twin network and

[18:26] started trying to steal people's uh uh information. So again, we learned a lot

[18:31] about this stuff so that we can better defend against it. So, uh, a lot of fun

[18:35] and appreciate the opportunity.

[18:50] The first time I've approached the board in the meeting. I don't think that's

[18:53] ever happened before. I thank you for that opportunity to only have this

[18:56] report. I appreciate that. So, we're here to talk about what the

[19:00] administrative team has been doing for the last month. On the risk and safety

[19:03] side, uh, just this week, we held our quarterly safety committee meeting. It

[19:07] might have been last week, the days run together for me. Um, there's also

[19:10] working on updating the chemical business plan for Nevada County so that

[19:13] folks know about chemicals we have here and how to respond to them. As well as

[19:17] doing an overall audit of our individual training assignments, making sure that

[19:21] everyone has access to the training that they need to take. On the finance side,

[19:26] same time of year, same story. We're still wrapping up year end and preparing

[19:29] for our audit that will end very soon. I have a few more reports uh to bring

[19:33] forward to the board next month and we can put that to rest. We've also taken

[19:37] some trainings. I attended a CIP 2-day course that a finance officers

[19:42] association put on so we can learn a little bit more about developing the

[19:45] structure of our CIP and I can also include some more funding information.

[19:49] Um, accounting for bonds and accounting for debt funded capital assets are

[19:53] something our accounting supervisor participated in so that we can up our

[19:56] game for that because as you know we keep making decisions here at the board

[20:00] level that cause us to have to account for things like that.

[20:04] On the billing and customer service side status quo, we got all of the billing on

[20:08] the tax role. The delinquencies were completed last month. And something new,

[20:13] you may have noticed that there was something missing from your board packet

[20:17] or maybe you didn't. There's normally billing reports included each month.

[20:21] We'll now be bringing those to the full board semianually and making a more

[20:26] robust report out of it. On the other items, purchasing handle

[20:31] all of the POS and requisitions and general responsibilities as normal and

[20:35] performed various administrative duties at the pleasure of the board and the

[20:38] general manager. Happy to answer any questions.

[20:46] fair it was only portions of the day not full 10our day.

[21:10] show. Um it was a great month. Went and uh spoke to several member agencies,

[21:23] the project. So it sounds like people are kind of understanding. Uh it also

[21:26] sounds like I hear a lot of the same story. So there's a lot of

[21:30] infrastructure um that's that's in need of repair or replacement in California

[21:35] and it's tough to figure out a plan to make it happen. So, we're uh we are

[21:39] definitely in good company. Uh but we've been doing usual things with the

[21:44] projects, meetings with Corollo. Uh you know, Scott's out at the moment, so I'm

[21:48] kind of the point person for the project decisions. And uh you know, right now we

[21:52] just uh initiated testing some tankage out here because we plan on reusing some

[21:57] of the facility for the new facility. So, just usual stuff going on. uh public

[22:02] outreach kind of calming down a little bit now as far as you know tent and

[22:06] flyer type outreach. Um I think we might have one more two more the big truck and

[22:13] » there's something on a Thursday night in Truckucky I

[22:15] » block party. >> Yes.

[22:17] » Yeah, the trucky block party. We're planning on attending that and um we've

[22:21] got Michael Peak that'll be attending. So if you want he he does a great

[22:24] presentation so if you want to go bother him that' be fantastic.

[22:27] uh strategic plan implementation is kind of now that we're definitely rolling. Um

[22:33] I've been focusing very heavily from my perspective on some of the more employee

[22:38] focused um targets. So going to be putting together um this deal from TCPOD

[22:44] and I'm going to create a a leadership academy voluntary um offer anyone in

[22:49] need that's interested in opportunity to come learn about leadership learn about

[22:53] qualities um maybe even learn some basic administrative higher level kind of

[22:57] things uh things you don't always get the opportunity to look behind the

[23:00] curtain on. Um maybe turn it into like a six or seven week course something they

[23:05] would do kind of once a week some homework after hours. Um just uh Sean

[23:11] has had really good reports from success over TCP on that. So I'm I'm going to go

[23:17] ahead and emulate that where I can. Um I'm also going to be starting um

[23:22] effectively a supervisor academy. Um I want to have uh all the supervisors

[23:28] really strong team uh supporting each other and all on the same page. So, as

[23:33] we do this process, there's likely to be several policies that get revisited and

[23:36] and uh kind of codified and a little bit more specified. So, um that's going to

[23:42] be kind of the brunt of my focus aside from the project right now is kind of

[23:45] getting uh getting some of the more soft targets kind of uh identified and

[23:51] planned for those. Um again, so I went to uh CTA,

[23:58] people were excited. Went to Good Morning Truckucky. Several uh

[24:01] stakeholders there had no idea who we were, what we do, why we're here. Uh it

[24:06] was really good because I got Universal. I mean, they were excited about the

[24:10] project, but they seemed to be very excited just to learn about what we do.

[24:15] And um that was very very uh encouraging. uh both CCPUD and OBPSD I

[24:22] got way more questions than I was expecting which was awesome. Uh it was a

[24:28] lot of engagement a lot of highle thinking I I really appreciate that the

[24:33] other boards are engaging in this and getting involved and thinking about it

[24:37] and understanding some of the decisions we're making and uh it just it's a great

[24:42] collaboration and it feels more like a partnership. Um again, Liz mentioned uh

[24:47] quarterly safety committee meeting. We are uh we're going going to have a

[24:51] really heavy focus on the safety uh meeting and the committee and the

[24:57] emergency response crew because we had a a very hazardous chemical here that we

[25:02] got rid of a few years ago and we had a really serious response team ready to go

[25:08] in the event that that chemical were released. Well, that's no longer needed.

[25:13] So, what do we need? So, we're we're trying to identify what the agency needs

[25:17] and trying to identify what kinds of targets we want to maintain and how we

[25:21] want to continue to keep people focused on safety and turn it into a little bit

[25:26] more holistic program. Um, so more to come on that. Um, and we have been doing

[25:31] some surplus sales. I I if you ever go out in AWT, it has historically been a

[25:37] little bit of a boneyard for us because it's not it's a defunct facility. you

[25:41] know, leak parts of vehicles out there, but we also kind of store stuff that we

[25:45] don't know what else to do with. Some of it's been sitting there long enough and

[25:49] uh we were able to determine it didn't have any value to the agency. So, we uh

[25:53] we've been auctioning o auctioning it off and we've been doing pretty well. Um

[25:58] sounds like there's one guy in particular that's very interested in

[26:00] buying almost everything we have. So, that's cool. Makes it easier. Um but

[26:05] that's going to continue to go on. Um so, I'm going to be continuing the

[26:09] visits. We um just got engaged with Tahoe Forest. They're doing um a

[26:14] symposium maybe would be the best word for it over in uh Olympic Valley that is

[26:21] focused uh I believe they're calling it uh beyond possible is the theme of the

[26:26] symposium and they would like us to create a project poster for the clean

[26:31] water project and uh be available during lunchtime. They're going to have like

[26:36] four or five major regional projects represented. One of ours, one of them is

[26:40] going to be ours and we'll be there to answer any questions and um so I'll be

[26:44] attending that and it's good opportunity for networking. Anyway, um CSDA annual

[26:49] conference, Liz and I are both going down um we've got an extensive list of

[26:56] sessions that we're trying to split up and very very beneficial uh sessions. a

[27:00] lot of them relating to some of the legislative stuff that's kind of always

[27:04] a little bit of a of a puzzle to try and figure out. So hopefully u make some

[27:08] good contacts as well. Um you know we're we're always interested in any way we

[27:13] can get better plugged into legislative affairs or any of those kinds of

[27:17] statewide federal type things. Uh keep our ears a little bit better to the

[27:21] railroad track funding as well. Um, and we are going to be hosting the quarterly

[27:27] area boards clerk lunch budget. So, everyone's representative of the boards

[27:30] clerk will be at TTSA having uh lunch. And I believe
