The front door open. Good evening
[0:28]
everybody and welcome to the July 20th
[0:31]
2026 board of trustees meeting for the
[0:34]
village of Tuo. Will everybody please
[0:35]
stand?
[0:39]
» I pledge allegiance to the flag of the
[0:42]
United States of America and to the
[0:44]
republic for which it stands one nation
[0:47]
under God indivisible with liberty and
[0:50]
justice for all.
[0:53]
>> Camille, will you please call the role?
[0:58]
present.
[1:00]
>> Present mayor
[1:02]
>> present. Um, Trusty Dice is not with us.
[1:07]
We have no appointments or presentation.
[1:10]
We'll go to the adoption of minutes for
[1:13]
Can I get a motion to approve the
[1:15]
minutes for the June 1st, 2026 meeting?
[1:18]
>> So move.
[1:19]
>> Second.
[1:20]
>> All in favor?
[1:21]
>> I.
[1:22]
>> Any opposed? Any abstensions?
[1:25]
This brings us to the first opportunity
[1:26]
to address the board on agenda items.
[1:29]
Anybody would like to address the board
[1:31]
either in person or on Zoom. Okay.
[1:36]
Moving on to resolutions. May I have a
[1:38]
motion to set a public hearing for
[1:41]
September 14th to consider a proposed
[1:44]
modification to the Tuo Village Code as
[1:46]
it relates to the expansion of residency
[1:49]
requirements for Village of Tuo
[1:51]
employees. And so right now um there is
[1:55]
a requirement that uh Tahoe Village
[1:58]
employees are uh residents of the county
[2:02]
of Westchester and so we would like to
[2:04]
expand that to
[2:06]
all of New York State. So may I have a
[2:08]
motion to set that public hearing?
[2:09]
>> So moved. Second.
[2:11]
>> All in favor?
[2:12]
>> I opposed. Any abstensions? Moving on.
[2:17]
Authorizing uh may I have a motion to
[2:19]
authorize waving rental costs for the
[2:21]
Eastchester Taho Chamber of Commerce for
[2:24]
a period of six months for office space
[2:26]
at Village Hall in the amount of $2100?
[2:30]
>> So moved.
[2:32]
>> Second.
[2:33]
>> All in favor?
[2:35]
>> I.
[2:35]
>> Any opposed? Any abstensions? Let me
[2:38]
just explain this a little bit. Um the
[2:40]
Chamber of Commerce has approached us.
[2:43]
They are trying to expand services and
[2:46]
in in an attempt to do that and to build
[2:48]
capacity they would um like some relief
[2:51]
so from their rent for 6 months and so
[2:55]
after some close conversations this is
[2:57]
something that the board has agreed to
[2:59]
do. We really value our chamber of
[3:01]
commerce and businesses in general and
[3:04]
so we thought that this was an important
[3:06]
thing to do. Does anybody have any
[3:09]
comment on that?
[3:11]
Very good. All right, moving on. May I
[3:13]
have a motion authorizing a licensing
[3:15]
agreement between the village of Tuahode
[3:18]
and Leonard Covik, and please excuse me
[3:21]
if I said that wrong. To construct and
[3:23]
maintain three decorative masonry
[3:26]
pillars located within the villages
[3:27]
right of way at the premises of 14
[3:30]
Governor's Road.
[3:32]
>> So moved.
[3:33]
>> Second.
[3:34]
>> All in favor?
[3:35]
>> Any opposed? Any abstensions? Very nice.
[3:39]
Good. Um, number four, may I have a
[3:41]
motion authorizing an intergovernmental
[3:43]
agreement between the village of Tuo and
[3:45]
New York State Office of Information
[3:47]
Technology Services and the New York
[3:49]
State Division of Homeland Security and
[3:51]
Emergency Services for the purpose of
[3:53]
assessing endpoint detection and
[3:55]
response software and information
[3:57]
sharing. Um, Chief, is this you?
[4:04]
» Sure, I'll take this. I worked uh David
[4:06]
was working on this, but it's uh it's
[4:08]
basically cyber security. The county
[4:10]
already had the software um that we're
[4:13]
using. Now the state took it over, so
[4:15]
they're going to mandate it for all
[4:16]
municipalities throughout the state. So
[4:17]
the county will get it actually at a
[4:18]
better cost. So overall, uh it's called
[4:20]
Crowd Strike. We're not changing
[4:22]
anything. It's just the state is it's
[4:23]
being encompassed in the technology
[4:25]
within New York State.
[4:26]
>> Thank you.
[4:27]
>> Good thing it's not costing us anything
[4:28]
as well.
[4:28]
>> Wonderful. Thank you, Chief. Uh may I
[4:31]
have a motion?
[4:32]
>> So moved. Second.
[4:34]
>> All in favor? I.
[4:35]
>> Any opposed? Any abstensions? Great.
[4:39]
Moving on. Number five, authorizing the
[4:41]
mayor to May I have a motion to
[4:43]
authorize the mayor to execute an
[4:44]
intermunicipal agreement on IMA between
[4:47]
the village of Tuo and the town of
[4:48]
Eastchester for sharing services for the
[4:51]
purpose of sidewalk and curb
[4:53]
replacement.
[4:55]
>> So moved.
[4:56]
>> Second.
[4:56]
>> All in favor? I.
[4:58]
>> Any opposed? Any abstensions?
[5:01]
Moving on. Number six, authorizing the
[5:04]
mayor to execute an intermunicipal
[5:06]
agreement between the village of Tuo,
[5:07]
the town of Eastchester, the village of
[5:09]
Bronxville, and the Tuo and Eastchester
[5:11]
Union Free School Districts for sharing
[5:13]
services for the purpose of street
[5:15]
resurfacing and repairs of asphalt and
[5:17]
concrete. This is to save a little money
[5:19]
by sharing services. May I have a
[5:22]
motion?
[5:23]
>> So moved. Second.
[5:25]
>> All in favor?
[5:26]
>> I.
[5:26]
>> Any opposed? Any abstensions?
[5:29]
Number seven. May I have a motion to
[5:32]
authorize the extension of an IMA
[5:34]
between the village of Tuo and
[5:36]
Westchester County for the pro purposes
[5:38]
of processing and disposing of solid
[5:40]
waste?
[5:41]
>> So moved.
[5:42]
>> Second.
[5:43]
>> All in favor?
[5:44]
>> I.
[5:44]
>> Any opposed? Any abstensions?
[5:48]
May I have a motion to authorize the
[5:51]
closure of Oak Avenue and Cottage Place
[5:53]
on this is after the fact on Saturday,
[5:56]
July 18th, 2026 for their annual block
[5:58]
party.
[6:00]
>> So moved. Second.
[6:01]
>> All in favor?
[6:02]
>> I.
[6:02]
>> Any opposed? Any abstensions? Good.
[6:06]
Number nine, authorizing an amendment to
[6:08]
the Cedar Place block party closure to
[6:10]
include the closure of Lawrence Avenue
[6:12]
on Saturday, July 25th, 2026. May I have
[6:15]
a motion?
[6:16]
>> So move.
[6:17]
>> Second.
[6:18]
>> All in favor?
[6:19]
>> I.
[6:19]
>> Any opposed? Any abstensions?
[6:23]
Very nice. Good. Um, number 10. May I
[6:26]
have a motion authorizing the closing of
[6:28]
the following capital projects? Projects
[6:31]
2014-000077
[6:34]
catchbasation rest reconstruction and
[6:38]
project 2019-0119
[6:42]
library chiller. May I have a motion?
[6:45]
>> So move.
[6:46]
>> Second.
[6:46]
>> All in favor?
[6:47]
>> I.
[6:48]
>> Any opposed? Any abstensions? Last one.
[6:52]
Number 11. authorizing the approval of
[6:54]
vouchers in the amount of $59,57912.
[7:00]
» So moved.
[7:01]
>> Second.
[7:02]
>> All in favor?
[7:03]
>> Any opposed? Any abstensions?
[7:07]
Okay. Um so we have one discussion item
[7:11]
is the upcoming Tuo Music Festival. Um
[7:16]
Trusty Go, do you want to talk a little
[7:18]
bit about that?
[7:18]
>> Sure. So um the Taco Music Festival we
[7:22]
started it last year. It was our first
[7:25]
uh annual music festival. It was great.
[7:28]
We did it in a smaller scale from 6 to 9
[7:31]
and we had about 200 people. This year
[7:34]
we want to expand it, make it a full day
[7:37]
uh affair. So it's on August 15th, a
[7:40]
Saturday from 2:30 p.m. in the afternoon
[7:43]
to 9:00 p.m. in the evening. We'll have
[7:45]
four bands uh and they will all cover
[7:48]
songs from Beatles to Beyonce, right?
[7:51]
From uh all the way from classic rock to
[7:54]
Taylor Swift. So, and everyone is local.
[7:57]
Uh there'll be food trucks and beverages
[8:00]
and other stuff for kids to do. So,
[8:02]
please come bring your chair and uh
[8:05]
let's have fun together.
[8:06]
>> Where is going to be?
[8:07]
>> Uh Main Street Park. Sorry, I got
[8:10]
carried away. Main Street Park.
[8:12]
>> Well done. Thank you. Um, I want to just
[8:14]
take a moment to thank Trusty Goende for
[8:16]
his ongoing work with this. This has
[8:17]
been a real um, vision of his for many
[8:21]
years and he got to bring it to fruition
[8:23]
last year. It was a really wonderful
[8:25]
evening. We had a lot of fun. So, please
[8:27]
do make a point of coming out and
[8:28]
supporting um, our local musicians who
[8:32]
are incredible and they really give so
[8:34]
much to the community. So, I'll see you
[8:37]
all on August 15th. Is that right?
[8:40]
>> That's right.
[8:40]
>> All right. Um, departmental reports.
[8:43]
Chief Roa.
[8:50]
» Good evening. I just want to start off
[8:52]
by uh hoping all the residents are
[8:54]
enjoying their summer. It's been
[8:55]
beautiful weather the past couple days
[8:57]
even though we've had some rain. Um, we
[8:59]
needed it for the plants out there. Um,
[9:01]
I want to start off also by thanking all
[9:03]
the village staff uh involved in this
[9:06]
successful fireworks display on July
[9:07]
11th here. There was a lot of
[9:09]
coordination amongst uh village agencies
[9:11]
uh between DPW, John Galuzi, town of
[9:14]
Eastchester. Um I want to specifically
[9:17]
thank our law enforcement partners. As
[9:19]
you all saw, uh we had great
[9:21]
coordination efforts pre-planning uh
[9:23]
with Eastchester PD, Scarsdale PD, uh
[9:25]
Westchester County Deputy, Sheriff's,
[9:27]
Westchester County Police, Westchester
[9:28]
County Realtime Crime, and also Putinham
[9:31]
County.
[9:32]
uh using uh cutting edge technology,
[9:34]
assessing information out there,
[9:35]
assessing all our encompassing
[9:38]
technology into one on scene for
[9:40]
incident command should we need it. So,
[9:42]
it was a great event. Uh it worked out
[9:44]
really well and we look forward to next
[9:45]
year.
[9:47]
This coming August 4th is uh Tuck Police
[9:50]
will be hosting uh police national night
[9:52]
out in the main street park. Uh it's
[9:55]
going to be starting from 5:30 going to
[9:56]
8:30 this year. We did a little later
[9:58]
start uh just to give parents some time
[10:00]
to get home from work. So, it's starting
[10:01]
at 5:30 this is here and we're going to
[10:03]
8:30. Uh, we're going to be uh hosting
[10:06]
it in conjunction with Eastchester PD
[10:07]
and Broxville PD. Uh, Scarsdale will
[10:10]
also be bringing their dog by. Um,
[10:12]
again, National Night Out is a uh
[10:16]
basically an annual event nationwide to
[10:19]
build partnerships between police and
[10:21]
the community. And um, year after year,
[10:23]
we keep making it better and better.
[10:25]
Last year was the first year in the Main
[10:26]
Street Park and it was a success. We had
[10:28]
so much positive feedback that we said
[10:30]
we have to do it back here again. So,
[10:32]
it's going to be a great night and we
[10:33]
received some grant money uh to host the
[10:36]
event and each agency that's part of it
[10:37]
is bringing grant money they received
[10:39]
and we're putting it all together to
[10:40]
make a really really neat event for the
[10:42]
kids. So, I hope everyone comes out for
[10:44]
that.
[10:46]
Moving on, uh the police department this
[10:48]
past month uh concluded New York State
[10:50]
traffic safety grant enforcement. Uh we
[10:52]
received 2160 in New York State buckle
[10:54]
up seat belt enforcement and we received
[10:57]
uh 5409 in New York State uh traffic
[11:00]
safety enforcement in general. So we
[11:03]
have to spend that uh enforce it at a
[11:05]
certain time um spend the money we
[11:07]
receive and then submit it to New York
[11:08]
State for reimbursement.
[11:11]
Also the department received $1950
[11:14]
uh 1952 exactly from the Department of
[11:16]
Justice to assist with the purchase of
[11:18]
four bulletproof vests for our officers.
[11:22]
I'd like to give an update on uh Lincoln
[11:24]
Avenue. It's been a project um that
[11:26]
we've been really pushing for to get
[11:28]
completed uh in conjunction with uh
[11:30]
David Burke uh and Frank DeMarco uh to
[11:34]
make uh more of a pedestrian safe
[11:36]
corridor on Lincoln Avenue in the most
[11:38]
cost effective way as possible. Um so we
[11:41]
are going to be rehabbing the crosswalk
[11:43]
entrances um on the corners of the
[11:46]
streets going up the corridor of Lincoln
[11:48]
Avenue. As we all know, there will be a
[11:50]
busing uh issue within the town of
[11:51]
Eastchester. So, we hope to complete
[11:53]
this project prior to the start of the
[11:55]
school year. And then we'll be able to
[11:57]
actually have safe, handicapped,
[11:58]
accessible uh crosswalks. We're going to
[12:00]
have painted in the roadway now and then
[12:02]
ADA compliant ramps. Uh so, the children
[12:04]
in the north end will have safe passage
[12:07]
throughout Lincoln Avenue.
[12:10]
Moving on to the crimerevention tip. Uh
[12:12]
there's been a recent uptick in gold
[12:13]
scams. Um one of our trustees um
[12:16]
contacted me and advised us regarding
[12:18]
it. We did a little research and it's a
[12:19]
nationwide scam specifically targeting
[12:21]
elderly people. So this past Thursday we
[12:24]
were at the community center where it
[12:26]
was a nice event where we had the
[12:27]
seniors we presented to the seniors our
[12:29]
usual fraud pre prevention tips. We also
[12:31]
went into the new gold bar scam that's
[12:33]
uh seems to be ticking up. Um you should
[12:36]
never buy gold if someone contacts you
[12:38]
on the phone or online. Uh do that in
[12:40]
person and with the right business uh
[12:43]
intent.
[12:46]
This past weekend, we had some unlocked
[12:48]
cars rumaged through. This is a
[12:49]
preventable nuisance uh issue, low-level
[12:53]
crime that can be prevented. Um we can't
[12:56]
be on every single street, every minute
[12:59]
of of the overnight. We are protecting
[13:01]
the entire village. So, it can happen
[13:03]
within a matter of 15 minutes, someone
[13:05]
walking down the street. This started up
[13:07]
in Eastchester and it kind of trickled
[13:09]
down to the village here, um several
[13:12]
streets in the north and got hit. Um, no
[13:14]
cars were stolen, just cars rummaged
[13:16]
through. We posted on social media
[13:18]
reminding our residents to lock your car
[13:20]
doors. Um, it's so simple and it's
[13:22]
something that prevents um, really a
[13:25]
nuisance to walk out and see your car
[13:27]
rummage through andor change taken. Um,
[13:30]
I'd also like to remind residents if you
[13:32]
do see your ring notification go off, I
[13:34]
know you may be sleeping, but if you
[13:36]
happen to wake up and see that it went
[13:38]
off, it probably went off for a reason.
[13:40]
um may have been an animal or something
[13:42]
or some sort of movement. But if you do
[13:45]
notice several motion alerts, so please
[13:47]
contact us right away so we can get to
[13:49]
that area immediately and perhaps um
[13:51]
catch the person that's been trying to
[13:53]
do this uh this individual. We're
[13:55]
working the case pretty hard uh to try
[13:57]
to identify the individual. We had about
[14:00]
eight cars rumaged through over the
[14:01]
weekend. So
[14:04]
overall, I hope all the uh children in
[14:06]
the village enjoy the rest of their
[14:08]
summer. school will be starting soon in
[14:09]
September. So, we'll be out uh we have
[14:11]
some AAA traffic safety um paraphernalia
[14:14]
to hand out and distribute. We'll put
[14:16]
that online as well um for school bus
[14:18]
safety and the buses that are in the
[14:20]
south end of the village. We do have the
[14:22]
uh school bus safety technology with
[14:25]
traffic uh enforcing cameras if vehicles
[14:28]
do pass the school bus. So, we'll have
[14:29]
that in when the buses are in the south
[14:31]
end of the village. But overall, we're
[14:33]
going to be out and about in the north
[14:34]
end. Uh really really enforcing traffic
[14:37]
on Lincoln Avenue, all the corridor
[14:39]
where students from that are going to
[14:41]
Eastchester School District will be
[14:43]
walking. Um pedestrian safety will be a
[14:45]
top priority for this department.
[14:48]
>> Any questions?
[14:51]
>> Okay.
[14:52]
>> All right. Thank you.
[14:53]
>> Actually, I do have one. Uh, did they
[14:56]
make it down to the seniors on Thursday
[14:59]
to get to speak to them about the
[15:01]
>> Yes, they did. At 11:30, we had both
[15:03]
detectives and two police officers and
[15:04]
myself took Eddie down as well. So, it
[15:06]
was uh wellreceived. It was really nice
[15:08]
to see that size crowd um in the
[15:11]
community center um and climate
[15:14]
controlled. So, it was a nice event.
[15:16]
>> They seem to be enjoying themselves down
[15:18]
there.
[15:18]
>> Yes. Yes, sir. Thank you.
[15:20]
>> All right. Thanks.
[15:22]
Um, library director Giovanai.
[15:27]
Welcome.
[15:29]
>> Thank you. Good evening, everyone. I'll
[15:31]
make this brief. Our summer reading
[15:34]
programs are in full swing. And last
[15:37]
Monday, July 13th, the bubble bus made
[15:40]
its annual appearance and filled the
[15:42]
library parking lot in a haze of fun
[15:45]
bubbles. Antonyina can
[15:48]
speak to that. The event was sponsored
[15:51]
by the friends of the library and it's
[15:53]
not too late to sign up for our summer
[15:55]
reading program. There are incentives
[15:57]
for all ages. It's not just about
[16:00]
reading. It's about attending programs
[16:02]
using our online services whether it's
[16:04]
Libby or Canopy or Medici, checking out
[16:09]
items from our library of things, and
[16:11]
borrowing museum passes. So, thanks to
[16:14]
the friends of the library, we have a
[16:16]
dozen museum passes available for Taco
[16:19]
card holders and members of the friends
[16:21]
group to borrow. New passes include the
[16:24]
911 memorial and museum, the Frick
[16:27]
Museum, the Empire Pass, which provides
[16:31]
access to all New York State parks, and
[16:34]
the Stepping Stones Museum in for
[16:36]
children in Norwalk, Connecticut.
[16:39]
Highlights of the upcoming programs for
[16:42]
children and teens includes a novice
[16:44]
gardener workshop with Lucia Maestro,
[16:47]
the director of horiculture and garden
[16:49]
education at the J Heritage Center in
[16:52]
Ry. Anyone thinking of starting their
[16:55]
own garden in their yard is welcome to
[16:57]
join us. We have yarn flowers with
[17:00]
Elizabeth Bardwell for ages 8 to 13 on
[17:03]
Saturday, July 25th at noon. Legos at
[17:07]
the library, which is a big
[17:09]
crowd-pleaser for ages 4 to 10, is next
[17:12]
Thursday, July 31st at 3:30. Everyone's
[17:15]
creation is placed on display in the
[17:18]
library for 1 month with their name. On
[17:21]
August 1st, we have a theater and art
[17:24]
workshop at noon. That's a Saturday for
[17:26]
ages 7 to 13. For adults, the library is
[17:30]
offering the country line dancing on
[17:32]
Thursdays. That's coming up this
[17:34]
Thursday, the 23rd at 1:30 p.m. in the
[17:36]
community center. We also have Zumba
[17:39]
Gold, which is a full hour. They're both
[17:41]
full hour programs on Monday, July 27th
[17:44]
at 10:30. Also in the community center,
[17:48]
we have Tower Table, a community salad
[17:51]
experience, which is happening on
[17:54]
Monday, July 27th at 6 p.m. We will be
[17:57]
harvesting lettuce and greens from the
[18:00]
library's Tower Garden. If you haven't
[18:02]
stopped by to see yet, you should. It's pretty amazing and people have been
[18:07]
harvesting and taking home fresh produce
[18:09]
from it. And that'll be with wellness
[18:12]
coach Danielle Kolivita. And she'll
[18:14]
create a delicious salad for everyone to
[18:17]
enjoy together. The next bibliootherapy
[18:20]
book discussion is coming up on Monday,
[18:22]
August 3rd at 6:15. and the topic is
[18:25]
healthy relationships and we will be
[18:28]
discussing two short readings both of
[18:30]
which are available for pickup at the
[18:32]
library. We have books and pizza which
[18:35]
is scheduled on Wednesday August 5th at
[18:37]
6:30 and we'll be discussing recommended
[18:40]
reads and new book releases for August
[18:42]
and September. So there's plenty more
[18:44]
happening in August. We have several end
[18:47]
of summer reading events the second week
[18:49]
in August. So, please do check our
[18:51]
online calendar. While we're still in
[18:54]
the midst of summer reading, we're
[18:56]
planning ahead to the fall and ask you
[18:58]
to save the date for the library's first
[19:02]
fall author fest on Saturday, September
[19:05]
26. It's from 1 to 5:00 p.m. We're
[19:08]
partnering with our new local bookstore,
[19:10]
Gather Paper and Clay, and they're
[19:13]
scheduled to open next month. and we'll
[19:16]
they'll be selling copies of each
[19:18]
author's latest book during the event.
[19:21]
Speakers include John Kenny, Jim and
[19:23]
Han, Rob Hart, Mariah Frederick's,
[19:26]
Elizabeth Wellington Rollins, Vince Yu,
[19:29]
and more. The full roster of authors is
[19:31]
posted on our events calendar. If you
[19:34]
have any ideas for a program, I know a
[19:36]
lot of times people say, "Why don't you
[19:37]
have this or you should have this
[19:39]
program, let us know. And if you know
[19:41]
someone who could actually facilitate
[19:43]
the program, that's even better. So, any
[19:46]
questions about anything, please feel
[19:48]
free to reach out. We're always there or
[19:50]
it feels like we're always there. So,
[19:53]
any questions from anyone?
[19:56]
>> Okay. Thank you.
[19:57]
>> Thank you,
[20:00]
>> Camille,
[20:01]
David,
[20:03]
Gary, Andrew.
[20:07]
>> Okay, World Cup is over, so we don't
[20:11]
have to run home to watch any games. All
[20:13]
right. So, miscellaneous business. The
[20:16]
um the Tuahoo Farm and Maker Market,
[20:18]
just remember, is ongoing. The new hours
[20:21]
are 9:00 a.m. to 2:00 p.m. I want to
[20:23]
just take a moment to thank the people
[20:25]
who really make this market happen every
[20:28]
week. Um Andrew Coleman does a lot of
[20:32]
work behind the scenes along with Sarah
[20:33]
Darice, Trusty Darice, and I just want
[20:35]
to say a big thank you. And then every
[20:37]
Sunday morning we have a little cadra of
[20:39]
volunteers that show up including Justin
[20:42]
Smith, Alvin Scholes, um Sum and Sanvi
[20:46]
Gowendi. I could not we could not get
[20:49]
this done without them. So thank you and
[20:51]
to thank you to uh Trusty Goindi who has
[20:53]
gotten us some really wonderful musical
[20:56]
acts and to the rest of this board who
[20:59]
shows up and anything we ask they just
[21:01]
do it. So
[21:03]
>> and spend all of our money. Yes, I know.
[21:05]
I've already gotten complaints about all the money that's getting spent. Um,
[21:10]
the police national night out is on Main
[21:12]
Street Park is at Main Street Park on
[21:15]
August 4th, 5:30 to 8:30 p.m. The police
[21:17]
really do such a great job with this.
[21:19]
It's a really fun event. There's some
[21:20]
extra special activities this year. Um,
[21:24]
so you'll have to come and check those
[21:25]
out. Our last movie night of the summer,
[21:29]
it will be on August 7th. It's Karate
[21:31]
Kid Legends. I want to take a moment to
[21:34]
say thank you to Elcan Industries who
[21:37]
sponsored this past Friday's movie night
[21:39]
with an ice cream truck. It's always a
[21:41]
really good time. Um, I want to take a
[21:44]
moment also to thank all the volunteers
[21:46]
that I have on movie nights. So, I'll
[21:48]
just shout them out. Carter Perryman,
[21:51]
Johnny Gunther, Ayana and Tanya Charity,
[21:54]
Justin Smith, Quinn Cronin, Alicia and
[21:56]
Aisha um Alvin and Aisha Skoles, and of
[22:01]
course the deputy mayor and trustee uh
[22:04]
Josh Gachion who show up and run around
[22:07]
like maniacs with me. So, and plus all
[22:09]
the help from the DPW and the police
[22:11]
department that this is really a group
[22:13]
effort to get those movies running. So,
[22:15]
um, please do come up out for our last
[22:17]
movie night on August 7th and we'll move
[22:20]
on to Trusty Reports. Trusty Darice,
[22:23]
>> not here.
[22:24]
>> Good evening. Um, I am here. Sorry. I
[22:27]
was
[22:28]
>> Oh, she is. She made it.
[22:29]
>> Yeah,
[22:29]
>> I made it.
[22:30]
>> I couldn't find my phone. I still can't
[22:32]
find my phone, but here I am. Put that
[22:34]
in the record in the minutes. No phone.
[22:37]
>> Um,
[22:38]
>> for the Chamber of Commerce, we'd like
[22:40]
to welcome um Valon I don't
[22:43]
>> Nixie. Mixie uh as the new president, we
[22:46]
are really looking forward to um what
[22:48]
he's going to do to help promote the
[22:51]
businesses here in Tuo and in
[22:52]
Eastchester. He has a lot of great
[22:54]
ideas. Um and this past week, we
[22:57]
welcomed a new business to Tahoe, Yoga
[22:59]
Spark, which is a hot yoga studio on
[23:01]
Marbledale Road, right across from
[23:02]
Broken Bow. Um they first two weeks,
[23:05]
they're going to be offering free
[23:06]
classes, so if anybody's interested in
[23:08]
some hot yoga, head over on there and
[23:11]
check them out. Um, and I believe we can
[23:14]
also be all very excited that the bow is
[23:17]
coming back to life, which we are all
[23:19]
really looking forward to. I believe
[23:21]
their target was July 29th that they're
[23:24]
going to be reopening. So, most um,
[23:26]
everyone will be excited to get back out
[23:29]
at Broken Bow as well.
[23:32]
For the seniors, they are hosting a
[23:34]
lunch this week at the 1876 house in
[23:37]
Tapan as an outing for to celebrate the
[23:40]
250th um of this country.
[23:45]
It is the oldest tap house, I believe,
[23:48]
in the country. So, they're very excited
[23:49]
to celebrate that a little bit. And
[23:51]
Trusty Gion says it's also haunted. So,
[23:53]
maybe we'll learn a little bit on
[23:54]
Thursday about that.
[23:56]
Um, and then next week is their last
[23:58]
session for the summer where they'll be
[23:59]
hosting an ice cream party on Thursday.
[24:02]
Um, and taking a break for the month of
[24:04]
August. Um, also a quick shout out to
[24:06]
Mayor Cronin and John Galuzzi over at
[24:09]
the community center for making sure the
[24:12]
seniors had somewhere to go the last
[24:14]
couple of weeks while Father Faul um the
[24:16]
air conditioning was being repaired
[24:18]
there. So, they were able to host them
[24:19]
at the community center and they were
[24:21]
all very happy and very excited to not
[24:23]
have to miss their um bi-weekly
[24:25]
sessions. So, thank you for making that
[24:27]
happen. Um no update for
[24:29]
beautifification. So, that's it for me.
[24:35]
» Okay, Trusty Gundy,
[24:38]
>> uh only have uh the schools are closed.
[24:40]
So, uh kids uh please uh make sure that
[24:43]
you read your summer reading list. It's
[24:46]
important. don't leave it for the last
[24:47]
minute which is what they all do. Uh
[24:49]
that's the only thing I have for for the
[24:51]
kids. Uh and again I would like to
[24:55]
reiterate that August 15th in the main
[24:58]
street park is the music festival. So
[25:00]
please make sure that we are all there
[25:02]
and enjoy the music. That's it for me.
[25:08]
» Trustee Gachion.
[25:10]
>> Thank you Madam Mayor. Uh, first I want
[25:12]
to say before I forget, I want to wish a
[25:15]
happy early birthday to our village
[25:17]
administrator, David Burke. Happy early
[25:20]
birthday.
[25:22]
>> Uh, I also want to pick up where the
[25:24]
chief left off in regarding scams. This
[25:26]
was going to be part of my veterans
[25:27]
report, but we're seeing this not only
[25:29]
for veterans, but for seniors and others
[25:31]
as well. Some of these scams are include
[25:34]
are targeting veterans include postcard
[25:37]
scams, uh survivor benefit scams,
[25:40]
overpayment scams, anything like this.
[25:42]
If you have any questions, if you
[25:44]
learned any information from the chief,
[25:45]
follow that. Um in addition to that, you
[25:48]
can always call the county department of
[25:49]
consumer protection at 9149952155.
[25:55]
And the commissioner's name is Jim
[25:56]
Misano. Really good guy, and he'll uh
[25:58]
he'll set you straight with anything you
[26:00]
need assistance with.
[26:02]
Keeping up with veterans, August 9th is
[26:04]
Veterans Appreciation Day at Playland
[26:06]
Park. Any veteran in Westchester County
[26:08]
can register and receive up to six
[26:10]
bracelets, ride bracelets, and parking
[26:12]
passes. There'll be a resource fair from
[26:15]
10 to 1 along with some other freebies
[26:18]
there that day. Um, there'll be an ice
[26:20]
coffee truck, too. So, going to come for
[26:22]
that if nothing else. Um, I want to
[26:25]
thank uh Trusty Gindi. The two goats
[26:28]
band will be playing there. They picked
[26:29]
up the slack when our our other band
[26:31]
cancelled. So, we'll be happy to have
[26:33]
them there. And you can register for
[26:35]
tickets by going to westchester
[26:37]
countyny.gov
[26:39]
or calling 9148135145.
[26:45]
Lastly, zoning board of appeals met on
[26:47]
July 8th. They had two items on their
[26:50]
agenda. 210 Marble Dell requested an
[26:53]
area variance for a lot line adjustment
[26:55]
to accommodate parking and 31 Pleasant
[26:58]
Place requested um an area variance for
[27:01]
expanding a driveway. And that is all I
[27:04]
have. Madame Mayor, thank you.
[27:05]
>> Thank you, Deputy Mayor.
[27:07]
>> Thank you, Madame Mayor. The Tuckle
[27:09]
Housing Authority, the housing authority
[27:11]
has hired new staff,
[27:14]
um two people. The first one is a IT
[27:16]
person dedicated to modernizing
[27:19]
THA's technology to improve efficiency
[27:22]
and strengthen cyber security. And the
[27:25]
second one is a part-time administrative
[27:28]
assistant that has 10 years of public
[27:30]
housing and housing choice voucher
[27:32]
section 8 experience.
[27:35]
Uh they have executed new maintenance
[27:38]
protocols and new rental policies for
[27:40]
THA property.
[27:43]
um developed residency and also
[27:45]
developed the residency complaint form.
[27:48]
They have centralized their email and
[27:52]
revised the spark parking
[27:55]
rental space agreement.
[27:57]
Um
[27:59]
they had recently hired a new area
[28:01]
director. Her name is Angela Hemmings
[28:04]
and we are already working with her uh
[28:08]
to
[28:10]
basically fix some of the issues that
[28:14]
clearly was there upon her arrival and
[28:17]
just looking forward to working with her
[28:20]
um and making the necessary changes we
[28:23]
need to make things successful. the
[28:26]
Eastchester Community Action
[28:27]
Partnership. Um their camp, they have a
[28:31]
summer camp for the kids in after school
[28:32]
program. Um it started on July 6th and
[28:36]
it goes to August 14th. It's from 9 9:00
[28:39]
a.m. to 3:00 p.m. And then every year
[28:42]
they have a summer youth employment uh
[28:45]
for kids, I believe age 14 to 21.
[28:51]
uh that started on July 6th and that's
[28:53]
also ends on the 14th. And lastly, they
[28:57]
have their monthly food pantry is
[29:01]
scheduled for August 5th. Um but that
[29:04]
date might change. So they're suggesting
[29:06]
you call before you come to make sure
[29:09]
that they're going to have it on that
[29:11]
day. Uh I just want to say one thing
[29:14]
about the fireworks um that evening. I
[29:18]
think everything
[29:20]
went great that evening. I don't I'm not
[29:22]
sure the chief might know if there was
[29:25]
any issues, but I did get to see um them
[29:29]
monitoring the drones.
[29:32]
Um and I saw the screens and I've seen
[29:35]
them flying overhead, but I got to
[29:37]
actually see them how they monitor them.
[29:39]
And I think that that is a awesome thing
[29:42]
for the village when it comes to
[29:43]
security.
[29:45]
um very impressed by how fast they move,
[29:49]
but I think the program is really
[29:51]
helping the police, you know, um because
[29:57]
they also I think the chief also
[29:59]
mentioned they can go to Bronxville,
[30:01]
they can go to other municipalities. Um
[30:03]
so it's not just for Tuck. So I think
[30:05]
that is a great program that we have
[30:08]
now. That's it.
[30:10]
>> All right. Thank you, Deputy Mayor. Um,
[30:13]
I want to take a moment to thank the
[30:15]
community fund. Uh, we have some young
[30:18]
people as part of the main street park
[30:19]
program who go to Lake Isle every year
[30:24]
um as part of this program and they when
[30:26]
we um when we lost the trolley we they
[30:31]
did no longer had access to
[30:33]
transportation. So, I want to thank the
[30:35]
community fund who stepped up with the
[30:36]
help of some discretionary funds and
[30:38]
trustee darice uh to help make
[30:40]
transportation happen for these kids so
[30:42]
that they can take four trips to Lake
[30:43]
Isle this summer. So, a big thank you to
[30:46]
everybody who got that done for them.
[30:48]
Um, and again, I want to reiterate what
[30:50]
an incredible event the July 11th
[30:53]
fireworks and the America 250 day of
[30:56]
happenings was. It was really incredible
[30:59]
to see everybody come together, but the fireworks display and the
[31:04]
operationalized event were flawless. I
[31:07]
will say it, they were flawless. Really
[31:09]
well done. Thank you to the police
[31:10]
department. Thank you to DPW. Thank you
[31:13]
to everybody involved, but a huge thank
[31:14]
you to John Guzi who organizes that. And
[31:16]
we had some really outstanding fireworks
[31:18]
this year and really outstanding act
[31:20]
singers. So, um, that was it was great
[31:23]
to sit with people and have them tell us
[31:25]
I I just wish like we could move here.
[31:27]
It's such a great community and and it
[31:29]
is. I agree. I'll allow it. Um
[31:34]
on June 30th, one more business is
[31:36]
opening. On June 30th, Weezy D is having
[31:38]
their ribbon cutting ceremony. So, you
[31:40]
may remember Weezy D was once in
[31:42]
Bronxville and then moved here above the
[31:44]
Carell, but they now have a street level
[31:47]
storefront property. Um that and uh Miss
[31:50]
Wheezy is opening June 30th at at 6 p.m.
[31:55]
Sorry, July 30th. I've been doing that
[31:57]
all summer. I'm trying to go backwards,
[31:59]
folks. Um, July 30th at 6 PM, please
[32:02]
come out and support this new local
[32:04]
business. Um, it'll be a lot of fun and
[32:06]
you can some great clothes. And I'll end
[32:10]
with the
[32:12]
next board meeting is September, sorry,
[32:15]
the next work work session will be
[32:16]
September 10th at 7 p.m. and the board
[32:18]
meeting September 14th at 7 p.m. Um,
[32:22]
that is all I have for you today. This
[32:24]
is our second opportunity to address the
[32:26]
board and I believe Mr. Longhan you're
[32:28]
here.
[32:29]
>> Thank you.
[32:30]
>> Yes.
[32:34]
» Good evening everybody.
[32:35]
>> Good evening
[32:35]
>> and uh thank you for everything you do.
[32:37]
It is truly a great community. I live at
[32:41]
120 Main Street. I see all the work that
[32:44]
the board does and does behind the
[32:47]
scenes that we were not aware of and the
[32:49]
many hours you guys put in. the chief
[32:52]
sanitation DPW. It's amazing. We love
[32:56]
this community and uh living at 120 Main
[32:59]
Street, apartment B. Uh I urge the
[33:02]
village of Tuco to opt into Senate Bill
[33:05]
1183,
[33:07]
which would establish a real property
[33:09]
tax exemption for veterans with 100%
[33:12]
service connected disabilities.
[33:16]
Excuse me. Yeah, the bill represents a
[33:18]
meaningful step towards recognizing the
[33:20]
profound sacrifices made by our most
[33:23]
severely injured veterans.
[33:26]
who live total service
[33:28]
connected disabilities often face
[33:29]
significant challenges in their daily
[33:32]
lives.
[33:34]
Providing them with this property tax
[33:36]
exemption is an impactful way to ease
[33:38]
that burden and honor their service and
[33:41]
allow them to stay in their communities.
[33:44]
This exemption would provide a critical
[33:47]
relief.
[33:48]
Passing the optin legislation would show
[33:51]
Tuo support for our most vulnerable.
[33:54]
Thank you for your time.
[33:56]
>> Thank you, Mr. Lan. And we will
[33:59]
definitely put that in as a discussion
[34:00]
item on the next work session agenda.
[34:03]
Thank you. This is something that we
[34:05]
have discussed previously and we put on
[34:08]
hold pending any changes. I think those
[34:10]
changes have been made. Is that correct?
[34:12]
Yep. Okay. So, thank you for your
[34:15]
service and for coming to talk about
[34:18]
that. If there is nothing else, this is
[34:20]
the second opportunity still to address
[34:22]
the board. Young lady, do you want to
[34:24]
tell us anything?
[34:28]
It's okay. No pressure. No pressure. No
[34:30]
pressure. All right. With that, I'll ask
[34:31]
for a motion to adjurnn.
[34:34]
>> Second.
[34:34]
>> All in favor?
[34:36]
>> I.
[34:36]
>> All right, folks. Uh, we do not meet in
[34:38]
August, so we will see everybody in
[34:40]
September. I hope you enjoy the rest of
[34:41]
your summer and stay cool. Thank you
[34:43]
very much. Good night, Tuo.
[35:18]
