showings. You can also buy them for a

specific morning for $7 or a specific
evening for $12. And those are paid by
[4:32]
cash or check. Um, and like I said, I'll
be selling them until the day before the
[4:36]
Balloon Fest. Um, actually, yeah, what
is that date? I thought it was the 27th,
[4:40]
but it's the 3rd, till September 3rd.
Um, we'll be selling them. So, we hope
[4:46]
residents take advantage of that. And
that's all I have.

Um, we've been mowing roadsides, fixing

That is complete. We changed out a large

pipe on uh that was failing on North
Parliament. Um

We're prepping trucks for the winter. If

his address in a bag. So the sheriff
went to his house and insisted it was

cleaned up and they did actually clean
the whole mess up by midday on Sunday.

We also had a pile up on Quinland Road.
Uh the sheriff was called for that one.

We have a sheriff report. Our crew
cleaned that mess up. And again, there
[6:33]
was a receipt for a visa bill for actual
visa bill in the bag with an address and
[6:39]
a name. And that trash originated in the
town of Beakman Beacin down by the
[6:45]
river. Uh we had a small pile at the
turnaround on Flint Road Monday morning
[6:51]
that we found and had to deal with that.
So I think a lot of this uh is coming
[6:59]
because of the escalating price and
trash pickup. We could be wrong, but
[7:04]
that's probably not helping the
situation. I really think we ought to
[7:09]
bump the fine up and if it's at all
possible
[7:13]
um bill feel bill for the town highway
going to pick the stuff up and have it
[7:20]
you know rape for that as well.

Union Veil Beakman and multiple other
organizations in the district did apply.

So if everybody does come back and they
do get awarded it'll be a substantial
[9:09]
amount of money that'll come back to the
district for infrastructure work. And if
[9:13]
you guys need any more assistance with
the Bruzgull road issue or anything, me
[9:18]
and Josh spoke about some signage issues
as well that's county related, just
[9:21]

the status of the library, and I asked

our attorney here just to give an update
to the residents on on where we at. Um,

there's not really no new news, but uh,

filed um, seeking court order to turn
over budgeted funds for the year 23, 24,

and 25. Uh, we opposed that. uh article
78 court ruled against us uh on that. We

filed a um notice of appeal off that and
we're in the process now of perfecting
[10:20]
that appeal. We have till
mid December to perfect our appeal and I
[10:27]
suspect that we'll probably have those
papers ready to file um sometime in
[10:33]
November. So that'll be the next kind of
movement on the case as the filing.

complaints are that they don't have the
[10:46]
full access to u the neighboring
libraries
[10:50]
and currently the town board is unable
to negotiate with Mid Hudson Library uh
[10:56]
because the charter the library charter
exists by law. The Mid Hudson Library is
[11:03]
bound to negotiate with library trustees
at this point. Um we, you know, we're
[11:10]
we're trying, but um until that charter
goes away, we can't uh we can't do
[11:16]
anything about the the problem with the
the neighboring libraries.

Councilman McGney asked me to uh add
this intersection of Bruscog Clove
[11:40]
Valley and Wing Dealer, former traffic
circle in North Clove Road uh to the

agenda. Apparently, there's been several
close calls there and we'll let you
[11:50]
start that off.

the intersection of Clove Road, Clove
Valley Road, uh, Windell Mountain, and
[12:00]
Brussell, uh, there was a formal traffic
traffic circle there that was removed.

Um, the traffic circle did slow down
traffic. Um, at least I feel it did. Um,
[12:11]
since that traffic circle has been
removed, there's been several accidents.
[12:14]
Um, the speeds have increased and the,
uh, severity of the accidents uh, has
[12:20]
gotten worse. Um, I think we need to
work with the county, um, you know,
[12:26]
possibly to try to mitigate that that
intersection. I see things like
[12:30]
vegetation control. Um, there's some
areas that vegetation's overgrown could
[12:35]
be cut back. Maybe possibly traffic
control devices like stop signs that
[12:40]
maybe flash would need red lights or
maybe even overhead flashing possibly.
[12:46]
Um, but I think something needs to be uh
done at that intersection. I also I
[12:52]
received um an email from a resident
also voicing his opinion and concern
[12:58]
with the traffic uh circle. I guess he
saw probably the most recent wreck
[13:02]
there. Um and he was very taken back by
it. It uh affected him and he wanted to
[13:07]
speak out about it. So, you know, I
think it's something we should have a
[13:11]
discussion with the county on um to try
to do something with that intersection.

If you're going from down the pool
[13:38]
and you can't be in a big
ordinary person will not see going
[13:51]
I'm going to need you to come up here
and speak. You're gonna have

from here down to for quake, it's not

off on 343, you're traveling for about

10 minutes at 45 to 55 miles an hour.
And if you're not familiar with the

area, you assume it just keeps going and
people have blown through that stop
[15:03]
sign. I I witnessed an accident a couple
years ago there where somebody just
[15:07]
pulled it out in front of a box truck
and got t-boned. Uh, I don't know what
[15:11]
the issue was with that, but you know,
it's it's a dangerous intersection.

I'll uh I'll go out and take a close
look and and I know we had suggested
[15:22]
maybe the LED type stop sign with the
you flashing perimeter on it might help.

It might help to have a flashing stop
ahead sign.

doctor had recommended swimming as
therapy

halfway through the season and asked

do that with the recycle center. Um, I
put the uh I think I put the pool
[18:49]
schedule in here for you
[18:54]
somewhere. But anyways,
what I what I was going to suggest we do
[19:00]
is determine what the halfway point is
between the opening and closing of the
[19:05]
pool and rather than 75 charge 40 bucks
from that point forward. Yeah. Um, no no
[19:13]
discount on the front end. Um, you know,
if they haven't been able to subscribe
[19:19]
until midway through, then we'll we'll
drop the first half from it.

those boards and I think it's something
we need to to look to make an

the RA5 we discussed briefly at a
[24:40]
previous meeting. Um, I went through
and marked all the non compliant lots
[24:51]
in RA5 up on Pleasant Ridge as a result
of this code change. And best I can
[24:56]
tell,
this code change

um took place in the early 90s.
Um, I haven't been able to find any
[25:08]
uh, you know, confirming information on
it, but um, from talking to different
[25:13]
people involved, it it appears that it
took place in the the early 90s. I
[25:18]
haven't been able to talk to anybody who
was directly involved to find out the
[25:22]
reasoning behind it, but the outcome was
um, we have 25 non-conforming lots
[25:30]
in the RA5 now.

the cluster of the smaller lots is right
up against
[25:42]
the um R R1
zone that they would comply with.
[25:48]
And then the um the larger lots
are very close to the RA3 that they were
[25:57]
removed from. That lower right hand
corner.

Brazil Road. Um the county legislature

uh found out for us that we need to
submit a resolution to the county
[33:44]
requesting a study for this. um it may
be underway, but I would like to put in
[33:51]
a formal request
uh to do so. And um the attorney
[33:58]
prepared that for us
last meeting, I think.

um he had called me and I I said I

hadn't had any response from the county
and um they put up the uh mafia blocks

to protect the house that's been hit

County Unionville Town Board Resolution
54 2026 resolution requesting New York

State Department of Transportation to
conduct a traffic study to authorize

speed reduction for Brussell Road.
Whereas a town board of town near
[34:47]
Unionville has received concerns and
requests from residents of townale that
[34:52]
the speed limit on Brussel Road for the
entire length from Route 55 to Clove
[34:56]
Valley/clove Road intersection should be
lowered from 55 miles per hour to 45
[35:02]
miles per hour to the increased number
of accidents resulting in property
[35:05]
damage. And whereas the jurisdiction to
change speed limit vests in the New York
[35:11]
State Department of Transportation and
whereas the town board determines that
[35:16]
is in the best interest of the traveling
public and for the general public
[35:20]
health, safety, and welfare of the
residents of the town of Union Bale to
[35:24]
request that the New York State
Department of Transportation conduct a
[35:28]
traffic study to determine the
feasibility of reducing the speed on
[35:32]
Brill Road for the entire length from
Route 55 to Glow Valley/ /code road
[35:36]
intersection from 55 mph to 45 mph.
Now therefore be it resolved as follows.

one of the U contracts that was quoted
[40:37]
in our parks tractor bid had expired. an
attorney bought that. Uh we're still
[40:44]
waiting to receive we we found
a alternate contract to work from uh

from another and I hadn't had a chance
then it's required by law to get these
[40:56]
um resolutions published a day in
advance. So that information
[41:03]
just had came in late this afternoon and
didn't make it. We'll have to table this
[41:08]

we discussed the Arctic program re uh

previously. Uh Councilman Resinger had
wanted to get some additional

Um I mean generally you know what they
discussed in the the meeting is broadly
[41:44]
accurate. The only thing that I can tell
that people might have issue with is it
[41:48]
does look like that block cameras which
are a hot button issue in the news would
[41:52]
be integrated as part of that. I
actually don't have an issue with that
[41:57]
but I know a lot of people do. Um, but
yeah, but I don't know if anybody else
[42:03]
has opinions on this, but I'm I'm
perfectly fine going forward with
[42:07]
participation.
>> Yeah, I I've also seen a lot of the
[42:10]
controversy with these flock cameras,
and I can agree that they they can be uh
[42:16]
problematic, but I I do have faith in
our sheriff's department and district
[42:21]
attorney not to abuse the system here
locally.

Um, the potential is is definitely
there.
[42:29]
But um they also did state that the
uh flock cameras would be limited to
[42:37]
exterior cameras and not interiors. And
I think in this day and age there can't
[42:42]
really be any expectation of privacy
when you're outdoors. Um unless you're
[42:47]
on your own.
>> Um but once you stray from there Yeah. I

» Yeah. You walk by somebody's house that
has a Ring camera,

» you're being recorded whether you like
it or not. It's there. We It's not going
[43:02]
to stop. I think it would be good for us
to take advantage of it to solve crimes.

» I agree. License readers have been
around for a very long time. I
[43:13]
understand that this is enhanced, but
it's in the news. It's it's a huge issue
[43:18]
and block is well aware. Apparently,
they even started to put more stringent
[43:22]
requirements on on the devices, you
know, in response to public backlash.
[43:28]
So, I think that's even more of a reason
since it's it's well known right now
[43:33]
that people have concerns. It's if
there's abuse of that system, it's it's
[43:37]
going to be known and it's going to be
an issue. And I think now that the issue
[43:40]
has been brought to light, it that
potential that, you know, use technology
[43:45]
that's there to to help the sheriff
department.

» Yeah. I mean I I seen the same thing on
social media. A lot of people were upset
[43:51]
about it. You know, your privacy this
that and the other thing um you know,
[43:56]
but overall I mean you look at the way I
look at is you know it's a greater good.

It's really the greatest number type
situation where it's going to help more
[44:05]
than it's going to hurt. That's what I
feel like.

» Yeah. And they have a database that
allows you to see if your car has
[44:11]
actually been searched as well. So the
field
[44:15]
um and Duchess County Sheriff's
Department has a transparency portal
[44:19]
where you can go and you can review all
of the information on Arctic. So I'd
[44:24]
encourage anybody to look through that
as well. Just it seems quite beneficial
[44:29]
for the for the greater good as Kevin
said.

» Yeah. I think one of the more intriguing
thing is the use of the drones and how
[44:35]
they're going to station those all
around the county. I mean, that if
[44:38]
anything is probably the best use of of
the technology that they're looking to
[44:42]
use. So, I mean, if we could put a
station here, I'd be all for that, you
[44:45]
know.
>> Yeah. And what I'd like to do is is make
[44:48]
that offer to um the Arctic program um
access to our security camera system,
[44:56]
the exterior cameras
um and
[45:01]
you know offer town properties as a
launch point for their drones if it they
[45:06]
find that to be suitable.
>> Yeah, I know they have the infrared
[45:09]
ones.

» they're great for finding lost people
and things of that. Um, and obviously
[45:15]
we're in a rural area, so the quicker
they can get eyes on something out this
[45:20]
way, the better.
>> Well, they it also explained if they get
[45:23]
a call or in a hostile environment, they
can send the drone in ahead of the
[45:29]
deputies to to see what they they're
actually dealing with.

» Yeah.
>> Um, and that that's going to add to the
[45:35]
safety of the deputies immensely.
>> But and the sooner they get that
[45:39]
information, the better they're able to
put a plan together. So, um, you know, I
[45:43]
would like to offer town town properties
for that purpose if they see the need
[45:49]
for it.
>> Um, would bring we need to have a
[45:55]
resolution written for that. I I think I
think the first thing you need to do now
[45:59]
is if the board if there's a consensus
from the board to proceed.

» Um then I think what we would need is
really some sort of detailed
[46:09]
scope of what the plan would be from the
county, right? Lay out where they are,
[46:13]
what they're doing,
>> where they're going to be, how's it
[46:15]
going to integrate with our system, is
it going to be seamless, how what does
[46:18]
that look like? There needs to be uh
there's there's a lot of I think a lot
[46:24]
of details and and questions that need
to be answered and then and whatever
[46:28]
poll is already set up and they should
present that to the board.

know um you know what we thinking of
[46:40]
doing here for them.
>> I think that also with it being such a
[46:44]
hot button thing, maybe we should try to
invite the public out here to maybe
[46:48]
speak you know there's anybody out

any issue one way or the other um to
come out and and revisit this issue with
[46:58]
us. Yeah.
>> Yeah. I mean every meeting we have two
[47:01]
opportunities for residents to speak. So
you're welcome to come and and speak
[47:06]
about this topic if you wish. This is
more just a
[47:09]
» I I think too is once once we have a
proposal there's probably going to be
[47:13]
aspects of that proposal that will be
public and aspects of that that will not
[47:16]
be public. Um but at least if there's
something that can be presented with
[47:20]
more detail then then
[47:24]
questions and and probably more concerns
answered um if we have a better idea
[47:30]
what's what's going to happen. So, I
think that we we approach the county,
[47:34]
let them fill in what they what their
proposal is. At that point, you could
[47:38]
you could even set a public hearing and
and and have people come in and have an
[47:42]
official public hearing um uh to to
comment and concerns and have people
[47:47]
have their questions answered
[47:52]
which would be catered to the specific
program that's going to be installed,
[47:55]
you know, installed here. So, it would
be more educated uh presentation from
[48:01]
the county.
>> So, we'll revisit this. I'll contact the
[48:04]
county, ask them for some specifics.
We'll bring that back to a future
[48:08]
meeting and uh go from there.
>> Can I say one more thing? I mean, I I

know that people do have an opportunity
to see the agenda. Um but I I agree with
[48:19]
uh Kevin Durl in there. We we have a
duty here to make sure that this is
[48:24]
publicly advertised because we know that
it could be an issue. Most people don't

look at the town board meetings, right?
So, just want to get it out there just
[48:32]
for the sake of transparency.
