[0:13] Okay. I would uh like to add one topic to the agenda, please, and that is uh
[0:20] illegal dumping on town roads uh under new business. We'll make it the
[0:26] fourth item there. Motion to that click.
[0:30] » Make the motion. >> Second on that, please.
[0:32] » Second. >> All in favor?
[0:35] [clears throat] >> Opposed. Okay. Thank you. Uh
[0:43] Okay. Um, as of the end of July, uh, we have
[0:50] 844,291 in general checking,
[0:55] 137,785 in miscellaneous receipts, uh, 127831
[1:02] in our general money market, and general uh, New York class has 2,817,657.
[1:12] Uh the New York class reserve account is 10,394.
[1:16] The subtotal there is 3,937,960.
[1:22] Highway checking is 512,794.
[1:27] Highway money market is 50,539. Highway New York class is 32,749.
[1:35] Uh highway New York class west Clove Bridge project is 626,56.
[1:42] uh New York class equipment reserve is 242,441
[1:47] for a subtotal of 1,464 580 and the total of all assets is
[1:54] 5,42,540.
[1:58] Um
[2:02] overall the July net income is favorable by several 77,000 versus the budget due
[2:09] to the timing of our expenses. Uh July revenue is up 75,000
[2:16] due to the sale of highway surplus highway vehicles and equipment. uh the
[2:21] franchise revenue from cable vision and uh higher pool and facility rentals.
[2:28] Uh overall July year-to- date expenses are favorable to the budget by 632,000
[2:35] mainly due to the timing of chips expenses and machinery expenses.
[2:39] I think we'll see that change next month after the pay bills.
[2:46] Um, see
[2:53] I just wanted to note the uh balloon festival will be held July uh September
[2:57] 4th and 6 through 6. The town clerk will have more in-depth information on that.
[3:03] Uh, also upcoming is our October annual October Fest which is always fun. German
[3:09] music, beer, dancing, uh, and fellowship. It's a great time. Uh,
[3:14] Sunday, September 20th from 12 to 7. Uh, Councilman Reader, anything?
[3:22] » I've just been speaking with uh multiple town residents about some general issues
[3:26] uh mostly pertaining to the uh the intersection there at uh Rose Bowl and
[3:31] um Clo, but we'll be talking about that later, but that's it.
[3:34] » Very good. Thank you. Uh Councilman Darlin,
[3:37] » about the same thing as Josh. Just getting ready for the meeting and uh
[3:40] talking to residents. >> Okay. Uh, Councilman McKibby,
[3:44] » uh, I've been working on, uh, researching, gathering information for
[3:48] the, uh, surge suppression system for town hall. We can get ready. That's all
[3:53] I have. >> Okay. Thank you.
[3:56] » Uh, town clerk,
[4:00] » as Supervisor Frasier mentioned, we are gearing up for October Fest. Um, it is
[4:04] still the same $5 admittance fee and um, all the same fun events and games that
[4:09] we had last year, we uh, plan to redo them. As he mentioned, the balloonfest
[4:13] tickets are on sale through my office at a discounted rate uh, thanks to the
[4:17] chamber. So, the price scale is about half off, $20 for weekend access, which
[4:23] means you can go to five of the showings. You can also buy them for a
[4:27] specific morning for $7 or a specific evening for $12. And those are paid by
[4:32] cash or check. Um, and like I said, I'll be selling them until the day before the
[4:36] Balloon Fest. Um, actually, yeah, what is that date? I thought it was the 27th,
[4:40] but it's the 3rd, till September 3rd. Um, we'll be selling them. So, we hope
[4:46] residents take advantage of that. And that's all I have.
[4:49] » Okay. Thank you. And those purchases are inperson purchases at the town clerk
[4:53] window for discounted tickets. Uh, Highway Superintendent
[5:01] Um, we've been mowing roadsides, fixing some potholes. The big uh projects that
[5:07] were scheduled for this year were the paving of u North Parliament Road, the
[5:12] balance of North Parliament to uh Walsh. That is complete. We changed out a large
[5:18] pipe on uh that was failing on North Parliament. Um
[5:24] see what else? We're prepping trucks for the winter. If
[5:30] you believe in your farmers Alban act, we're going to get a big winter this
[5:33] year. It's not going to be any fun. No snow. Lot of snow.
[5:40] » Supposedly a lot of snow. >> What do you mean by good?
[5:43] » Um, >> nobody
[5:47] um touched on earlier about the trash. Um, I really think we should, the board
[5:54] should be talking about bumping up the uh the penalty for dumpers. Uh, we had
[6:00] three over the weekend. Uh, there was a good pile on West Clo Mountain Road. The
[6:06] sheriff's came out, documented it. Actually, uh, whoever dumped it uh, left
[6:12] his address in a bag. So the sheriff went to his house and insisted it was
[6:18] cleaned up and they did actually clean the whole mess up by midday on Sunday.
[6:24] We also had a pile up on Quinland Road. Uh the sheriff was called for that one.
[6:29] We have a sheriff report. Our crew cleaned that mess up. And again, there
[6:33] was a receipt for a visa bill for actual visa bill in the bag with an address and
[6:39] a name. And that trash originated in the town of Beakman Beacin down by the
[6:45] river. Uh we had a small pile at the turnaround on Flint Road Monday morning
[6:51] that we found and had to deal with that. So I think a lot of this uh is coming
[6:59] because of the escalating price and trash pickup. We could be wrong, but
[7:04] that's probably not helping the situation. I really think we ought to
[7:09] bump the fine up and if it's at all possible
[7:13] um bill feel bill for the town highway going to pick the stuff up and have it
[7:20] you know rape for that as well. >> This is ridiculous that
[7:24] » we're having to pick on Sundays. >> It's it's unfortunate but we'll get into
[7:30] a discussion about that later. You're welcome to to participate in that if you
[7:34] like. >> That's that's all my report.
[7:36] » Okay. Thank you. Um, animal control. Uh, Councilman Reinger,
[7:42] would you read the first? Um, I think it's May is the Yeah, just I put it in.
[7:47] Uh, actually
[7:50] brought it in late. I can give you my contact.
[8:03] » Um, submitted from Mary Jean Calvie, animal control report, May 2026. During
[8:09] the month of May, there were no lost or found dogs. Respectfully submitted, Mary
[8:13] Jeene Calvie, animal control officer. >> All righty. Uh, Councilman Derlin, would
[8:18] you like to do the June report, please? Uh, July.
[8:22] » Uh, well, it's for June. Okay. Well, just says during July.
[8:27] » Okay. Go ahead then. Yep. I guess we're >> I assumed it was June.
[8:31] » Animal control report for July 2026. During the month of July, there were no
[8:35] lost or found dogs. Everyone decided it was too hot to do anything this month.
[8:42] » Very good. Thank you. Um, our county legislature
[8:50] Good evening everyone. The MIG grant which is the municipal investment grant
[8:54] went out earlier this year. Um it has since closed and they said hopefully
[8:59] within the next week or two they should be putting out their decisions. I know
[9:02] Union Veil Beakman and multiple other organizations in the district did apply.
[9:06] So if everybody does come back and they do get awarded it'll be a substantial
[9:09] amount of money that'll come back to the district for infrastructure work. And if
[9:13] you guys need any more assistance with the Bruzgull road issue or anything, me
[9:18] and Josh spoke about some signage issues as well that's county related, just
[9:21] please feel free to reach out and I'll do what I can to help you guys out.
[9:24] » Very good. Thank you. >> Um, since the last meeting, I've gotten
[9:29] several inquiries from residents about the status of the library, and I asked
[9:35] our attorney here just to give an update to the residents on on where we at. Um,
[9:40] there's not really no new news, but uh, >> uh, no, we just an overall recap.
[9:48] A little closer. >> Oh, I'm sorry. There was an article 78
[9:52] filed um, seeking court order to turn over budgeted funds for the year 23, 24,
[10:00] and 25. Uh, we opposed that. uh article 78 court ruled against us uh on that. We
[10:10] filed a um notice of appeal off that and we're in the process now of perfecting
[10:20] that appeal. We have till mid December to perfect our appeal and I
[10:27] suspect that we'll probably have those papers ready to file um sometime in
[10:33] November. So that'll be the next kind of movement on the case as the filing.
[10:39] » Okay. Um, a lot of the s common complaints are that they don't have the
[10:46] full access to u the neighboring libraries
[10:50] and currently the town board is unable to negotiate with Mid Hudson Library uh
[10:56] because the charter the library charter exists by law. The Mid Hudson Library is
[11:03] bound to negotiate with library trustees at this point. Um we, you know, we're
[11:10] we're trying, but um until that charter goes away, we can't uh we can't do
[11:16] anything about the the problem with the the neighboring libraries.
[11:22] Okay.
[11:26] Any public comment on uh agenda items? No. Okay. Um,
[11:35] Councilman McGney asked me to uh add this intersection of Bruscog Clove
[11:40] Valley and Wing Dealer, former traffic circle in North Clove Road uh to the
[11:45] agenda. Apparently, there's been several close calls there and we'll let you
[11:50] start that off. >> Yeah. Um, as many of you are aware, uh,
[11:56] the intersection of Clove Road, Clove Valley Road, uh, Windell Mountain, and
[12:00] Brussell, uh, there was a formal traffic traffic circle there that was removed.
[12:05] Um, the traffic circle did slow down traffic. Um, at least I feel it did. Um,
[12:11] since that traffic circle has been removed, there's been several accidents.
[12:14] Um, the speeds have increased and the, uh, severity of the accidents uh, has
[12:20] gotten worse. Um, I think we need to work with the county, um, you know,
[12:26] possibly to try to mitigate that that intersection. I see things like
[12:30] vegetation control. Um, there's some areas that vegetation's overgrown could
[12:35] be cut back. Maybe possibly traffic control devices like stop signs that
[12:40] maybe flash would need red lights or maybe even overhead flashing possibly.
[12:46] Um, but I think something needs to be uh done at that intersection. I also I
[12:52] received um an email from a resident also voicing his opinion and concern
[12:58] with the traffic uh circle. I guess he saw probably the most recent wreck
[13:02] there. Um and he was very taken back by it. It uh affected him and he wanted to
[13:07] speak out about it. So, you know, I think it's something we should have a
[13:11] discussion with the county on um to try to do something with that intersection.
[13:25] If you're going from down the pool
[13:38] and you can't be in a big ordinary person will not see going
[13:51] I'm going to need you to come up here and speak. You're gonna have
[14:07] » it seems to me like when you're coming from here down to for quake, it's not
[14:14] worded the right way. Unless I'm looking at it a different way. It's worded
[14:18] differently. Like we have to stop. We know we have
[14:23] because the other ones go. But I think because it didn't used to be that way,
[14:28] people that are going down the road are just going to go right across regardless
[14:32] of what's coming down that hill. >> Yeah. I mean, I I know there's a
[14:36] vegetation issue, too, where if you're coming south over
[14:42] » when you're looking to the left, there's heavy vegetation hanging out, it's very
[14:45] hard to see up the hill. Um, and then also coming south for people that are
[14:50] unfamiliar with the area, if you start off on 343, you're traveling for about
[14:54] 10 minutes at 45 to 55 miles an hour. And if you're not familiar with the
[14:59] area, you assume it just keeps going and people have blown through that stop
[15:03] sign. I I witnessed an accident a couple years ago there where somebody just
[15:07] pulled it out in front of a box truck and got t-boned. Uh, I don't know what
[15:11] the issue was with that, but you know, it's it's a dangerous intersection.
[15:17] I'll uh I'll go out and take a close look and and I know we had suggested
[15:22] maybe the LED type stop sign with the you flashing perimeter on it might help.
[15:30] It might help to have a flashing stop ahead sign.
[15:34] » Have a an LED solar >> right
[15:38] » sign that's mostly not function most of the time.
[15:43] » Yeah. >> So they're not maintaining.
[15:44] » Yeah. That that might be good to have.
[16:06] reliability. >> Yeah. I I I think the first thing you
[16:10] guys are going to have to do in this entire situation is is you're going to
[16:14] have to get some level of traffic study, get some level of interaction with the
[16:19] county. I think it's it's got to be a collaborative effort
[16:23] there because you have a county road, right? So,
[16:27] I I know the county's county is short-handed as are we
[16:31] » and the equipment they have in this particular area that are mowing with
[16:36] can't reach that higher brush where our equipment can
[16:40] » when you're looking east and going south in making that left turn. So we could do
[16:47] that. I just don't know logistically if we can
[16:50] » I think we should talk to >> Okay, make that call tomorrow.
[16:55] » On that exact spot there is I tested it tonight on the way here. The actual
[17:00] white stop line is well behind. So I stopped there and I couldn't see
[17:04] anything because of high hanging brush, right?
[17:07] » So except sticking way out there. There is a car coming that could cause car to
[17:12] sw.
[17:16] I did get an email from county transportation this morning stating that
[17:21] they have put several um traffic study cameras here in our area and uh Brillow
[17:29] Road was one valley road was one >> I just noticed.
[17:32] » Yeah. So perhaps you know they'll get data from these that'll show that that
[17:37] we needs to be something done at that intersection.
[17:40] » They could be already on top of it. That's why I think if there's any
[17:43] addition to that, I think we should be reaching out to the county just
[17:58] you're not affecting another measures which may or may not be
[18:04] appropriate.
[18:09] » Okay. Um, I will put something together and uh start a conversation with the
[18:16] county on that. Um,
[18:21] we had a resident stop in since last meeting who has an injury and um, their
[18:28] doctor had recommended swimming as therapy
[18:32] and they are interested in in getting a pool pass, but they said that we're
[18:37] halfway through the season and asked about it a discounted pool pass. Um, we
[18:43] do that with the recycle center. Um, I put the uh I think I put the pool
[18:49] schedule in here for you
[18:54] somewhere. But anyways, what I what I was going to suggest we do
[19:00] is determine what the halfway point is between the opening and closing of the
[19:05] pool and rather than 75 charge 40 bucks from that point forward. Yeah. Um, no no
[19:13] discount on the front end. Um, you know, if they haven't been able to subscribe
[19:19] until midway through, then we'll we'll drop the first half from it.
[19:25] » Um, sense. >> Anybody have any opposite?
[19:30] » Do we need a resolution for that for next meeting or Well, it's probably too
[19:34] late for this season, but we can get it put in place for next season. Um
[19:40] my guess is during your reord so this would be something that would
[19:46] added be added into the feed schedules. >> Yeah.
[19:49] » And we can look into >> what that looks like. Um
[19:54] but it is something that would be probably likely part of the review.
[19:57] » Okay. Would there be any issue with granting
[20:01] this one resident this in the meantime or
[20:09] um
[20:12] pass for one now. You'll have to pass. >> Yeah.
[20:18] » Okay. But that's a court decision. >> Um
[20:23] » I don't anticipate. >> It probably would not be, but it is what
[20:28] it is. >> Yeah, I get it. I get it. Uh that's
[20:34] » Can we just say that we going forward for the rest of the season passes 40
[20:39] bucks for everybody if we want to go? I mean I don't anticipate there being a
[20:43] » I don't I don't have an issue with that. And then we'll we'll we can
[20:47] » Are all these fees set by
[20:52] by a fee schedule that's amended by resolution or entities set by a code? I
[20:56] don't know. We moved it out of code and moved it into resolution everywhere.
[21:00] » I I remember it was something to that effect, but I don't know if it included
[21:05] all bees and certain pieces
[21:12] schedule that we re revisit every year. I think the pool was part of it.
[21:17] That would be the only hesitation I have not knowing.
[21:24] Then if we we all [clears throat] agree to it tonight, we'll just say, you know,
[21:28] as long as it is not in code and it's just
[21:33] » during reorg, >> yeah,
[21:36] » three of them. >> Um,
[21:42] » so essentially looking for a motion to to reduce the pool pass fee as of what
[21:48] date? >> Well, say today.
[21:55] They apply for a new >> I think there's only about three weeks
[21:59] left. >> Yeah.
[22:01] » Or maybe two weeks. Yeah. Yeah. >> All right. So, I'll make I'll make the
[22:06] motion to uh reduce the rate to $40 for the remainder of the season starting
[22:12] today. I'll second that. >> In favor?
[22:16] No, it's just I I opposed.
[22:22] » Okay. Thank you.
[22:30] » Very good. >> That is just a one time to be clear for
[22:32] the record. It's a one time reduction. It'll be revisited again after I I made
[22:36] myself a note to to include it in the reorder.
[22:40] » Okay. Um, I've been working with the uh uh building or code enforcement officer
[22:49] and we've come up with a bunch of uh problems in the code book.
[22:56] I know there had been a a pretty lengthy discussion on Airbnbs in the town, but
[23:03] it didn't get into the code book. Um
[23:08] we also discussed digital signs at length when I remember you know that was
[23:13] about a nine months discussion and you know thought that we had put it into the
[23:18] code book but it's not there >> and the air I'm actually shocked the
[23:22] Airbnb one is not in there also we came up with the
[23:27] » yeah we the whole form of that >> right
[23:31] » we never made it in okay >> no so uh you know we're going to need to
[23:35] revisit this stuff. I um I spoke with our planner yesterday. Um they're very
[23:41] willing to work with us on updating our codes and and things. Um they also and
[23:48] I'll forward that proposal to you. They had sent a proposal earlier in the year
[23:53] and I missed it somehow. Um but they uh have had offered to council most of
[24:13] it before, you know, see what they're suggesting and such. And they they
[24:17] showed several examples of where they've done it in other towns. But um you know
[24:22] we've gotten a number of complaints from applicants about how things work in in
[24:28] those boards and I think it's something we need to to look to make an
[24:32] improvement.
[24:35] Um the RA5 we discussed briefly at a
[24:40] previous meeting. Um, I went through and marked all the non compliant lots
[24:51] in RA5 up on Pleasant Ridge as a result of this code change. And best I can
[24:56] tell, this code change
[25:00] um took place in the early 90s. Um, I haven't been able to find any
[25:08] uh, you know, confirming information on it, but um, from talking to different
[25:13] people involved, it it appears that it took place in the the early 90s. I
[25:18] haven't been able to talk to anybody who was directly involved to find out the
[25:22] reasoning behind it, but the outcome was um, we have 25 non-conforming lots
[25:30] in the RA5 now. Um
[25:36] the cluster of the smaller lots is right up against
[25:42] the um R R1 zone that they would comply with.
[25:48] And then the um the larger lots are very close to the RA3 that they were
[25:57] removed from. That lower right hand corner.
[26:00] » Yep. >> That's RA3.
[26:02] » They're shaded. Yep. Yep. So, um I don't think it would be too
[26:08] problematic to uh put them back in there. The um the
[26:15] the upper piece is R10. >> The upper shaded.
[26:20] » Yeah. >> Okay.
[26:26] » So, I I don't know if if you want me to start looking at
[26:34] I mentioned we've got a a resident or not a resident but a property owner.
[26:40] Um he has that 3.23 lot.
[26:44] » Yep. Um and currently he's unable to do anything
[26:48] with it because it it there's no way that it can meet the um RA5 code
[26:56] restrictions.
[27:00] Wonder if they they ran through that continuous, you know, where
[27:14] » except for one, right? >> Right. Yeah.
[27:18] » Right. In theory, we're only talking about affecting one lot,
[27:21] » but any of these
[27:28] » Yeah. >> Yeah.
[27:29] » Be pre-existing not they can still do things. They just build a new house if
[27:33] they pull it down and then try to, >> you know, but addition
[27:39] I don't know accessory.
[27:43] » Yeah. because
[27:47] » I'm not going to talk now.
[27:50] » Yeah, that's fine. That's why we're here.
[27:53] » Excuse me. >> Yeah, in in the way it is written now.
[27:59] Yeah. >> Yeah. I think it needs to be looked
[28:02] into. >> Yeah. I don't know that it's a good idea
[28:05] to leave it the way it is. >> No, just doesn't make sense.
[28:08] » Um it's going to cause future problems for all those property owners. Yeah. one
[28:14] cluster. >> Yeah.
[28:16] » Is there going to be an issue making it non-ontiguous
[28:20] existing R3 because there's a large lot. >> Yeah, that's something we're going to
[28:26] need to discuss with both the planner and the attorney um and and figure that
[28:32] out. That one large lot there does kind of throw a wrench in into it, but um
[28:38] these couple here
[28:46] This is already five up here, right? And this is five down here. Five, five,
[28:50] five. Right. >> Right.
[28:52] » I mean, these would still be connected, split by the road, but still connected.
[28:57] » We could possibly turn these into five or you know where this will cut across.
[29:05] » Yeah, I think we just got to look into planner which I'm trying to understand.
[29:12] So, no, I got that. This is This is one. What's up here? This is 10.
[29:16] » Yeah. >> This is three.
[29:19] » All right. Thank you. >> Yeah, they were different shades of
[29:25] color. >> I probably should have copied this
[29:29] color. >> Was black and white.
[29:34] » Okay. So, I will um I'll get in touch with the planner. Yeah, I think that's
[29:40] start that conversation.
[29:59] » Yeah, they could be in there inserted easily.
[30:03] Um, the one is even for less than the one acre.
[30:13] No, that the two acre would fit in >> in.
[30:17] Yes. >> Yep.
[30:19] » Where is now? >> Right. Right.
[30:23] Um, we spoke a little bit earlier about the littering
[30:27] in addition to the three that Ed mentioned. A couple weeks ago, we had a
[30:32] incident on Clapville Road on our end of it.
[30:37] Yeah. And you know, a lot of it's furniture that's getting
[30:41] » two couches. >> Actually,
[30:46] » yeah, that little pad is Yeah, >> those pads
[30:50] clap. There was two. It was two spots. >> Okay. I wasn't aware of that.
[31:00] They were cellular setups that we [clears throat]
[31:05] don't have. We can certainly get them and um
[31:10] excuse me. >> Yeah. I don't know what happens with you
[31:15] know we have cellular package too where we'll see a lot.
[31:20] Yeah. >> Trouble is we gota I mean if if we've
[31:22] got a spot that is a regular problem we could set up a camera out but knowing
[31:28] where they're going to go. >> Yeah that's
[31:31] » yeah. Um fortunately some of them aren't too smart.
[31:36] » You leave their mail.
[31:41] » And I do want to thank Ed for coming out on Sunday and taking a look at it.
[31:44] Apparently, I got a text message and simultaneously Ed got a phone call about
[31:51] it and um >> Oh, yeah.
[31:54] » I was checking the web. >> Oh, okay. All right.
[31:58] Someone was in today and said they called
[32:01] that's what had happened. But anyways, I do appreciate you
[32:05] looking at that on Sunday. Um I think um
[32:12] currently our fine is 500 for the first offense, 750 for the second. I spoke
[32:19] with the constable. Constables are the ones that write citations.
[32:24] Um we would need to have hard evidence in order to to write a ticket, but I
[32:29] think we need to get aggressive on this and let people know it's not going to be
[32:33] tolerated here. Um, and I wouldn't be opposed to raising the fine to $1,000.
[32:40] » Town of Washington's $1,000. >> Yeah.
[32:47] » Bigman, thousand. >> Yeah. So, that's why they're coming
[32:51] here. [laughter] >> Maybe we should make ours 15. I like
[32:56] that. >> Um,
[33:02] need to work with the attorney on that.
[33:15] Okay. Um, thanks Ed. Thank you.
[33:21] We spoke um last month about
[33:32] we spoke last month about speed on Brazil Road. Um the county legislature
[33:38] uh found out for us that we need to submit a resolution to the county
[33:44] requesting a study for this. um it may be underway, but I would like to put in
[33:51] a formal request uh to do so. And um the attorney
[33:58] prepared that for us last meeting, I think.
[34:04] » I see the resident already did something about it.
[34:09] » Yeah. um he had called me and I I said I
[34:13] hadn't had any response from the county and um they put up the uh mafia blocks
[34:22] to protect the house that's been hit several times. Um so we have a
[34:27] resolution here uh Councilman McGibney, would you like to read that please?
[34:32] » Sure.

[37:03] Rener. >> Hi.
[37:04] » Supervisor Frasier. >> Hi.
[37:06] » Councilman McGibney. >> Hi.
[37:07] » Councilman Derland. >> Hi.
[37:09] » One second.
[37:19] » Okay. Thank you. Um
[37:26] so we also discussed um hiring an engineer to look at the HVAC system and
[37:33] and design a replacement system. Um we have a res resolution here to that
[37:40] effect. Anybody have any questions before we go
[37:43] forward with that? Okay, I'll read that one.

[40:12] A second on that. >> Second that.
[40:15] » Any further discussion? Uh, roll call vote, please.
[40:19] » Council Harrington is absent. Councilman Ringer.
[40:22] » I. >> Supervisor Frasier.
[40:23] » I. >> Councilman McGibney.
[40:25] » Hi. >> Councilman Derland.
[40:26] » Hi. >> Thank you.
[40:30] Um, one of the U contracts that was quoted
[40:37] in our parks tractor bid had expired. an attorney bought that. Uh we're still
[40:44] waiting to receive we we found a alternate contract to work from uh
[40:51] from another and I hadn't had a chance then it's required by law to get these
[40:56] um resolutions published a day in advance. So that information
[41:03] just had came in late this afternoon and didn't make it. We'll have to table this
[41:08] uh for the next meeting. Uh motion to do so.
[41:11] » Make a motion. A second. >> All in favor?
[41:14] » I opposed. Okay. Thank you. Um we discussed the Arctic program re uh
[41:23] previously. Uh Councilman Resinger had wanted to get some additional
[41:29] information. Um I will let you discuss here with anything that you came up
[41:35] with. >> I I can't remember all the information.
[41:38] Um I mean generally you know what they discussed in the the meeting is broadly
[41:44] accurate. The only thing that I can tell that people might have issue with is it
[41:48] does look like that block cameras which are a hot button issue in the news would
[41:52] be integrated as part of that. I actually don't have an issue with that
[41:57] but I know a lot of people do. Um, but yeah, but I don't know if anybody else
[42:03] has opinions on this, but I'm I'm perfectly fine going forward with
[42:07] participation. >> Yeah, I I've also seen a lot of the
[42:10] controversy with these flock cameras, and I can agree that they they can be uh
[42:16] problematic, but I I do have faith in our sheriff's department and district
[42:21] attorney not to abuse the system here locally.
[42:26] Um, the potential is is definitely there.
[42:29] But um they also did state that the uh flock cameras would be limited to
[42:37] exterior cameras and not interiors. And I think in this day and age there can't
[42:42] really be any expectation of privacy when you're outdoors. Um unless you're
[42:47] on your own. >> Um but once you stray from there Yeah. I
[42:52] mean >> camera ring camera.
[42:54] » Yeah. You walk by somebody's house that has a Ring camera,
[42:57] » you're being recorded whether you like it or not. It's there. We It's not going
[43:02] to stop. I think it would be good for us to take advantage of it to solve crimes.
[43:08] » I agree. License readers have been around for a very long time. I
[43:13] understand that this is enhanced, but it's in the news. It's it's a huge issue
[43:18] and block is well aware. Apparently, they even started to put more stringent
[43:22] requirements on on the devices, you know, in response to public backlash.
[43:28] So, I think that's even more of a reason since it's it's well known right now
[43:33] that people have concerns. It's if there's abuse of that system, it's it's
[43:37] going to be known and it's going to be an issue. And I think now that the issue
[43:40] has been brought to light, it that potential that, you know, use technology
[43:45] that's there to to help the sheriff department.
[43:48] » Yeah. I mean I I seen the same thing on social media. A lot of people were upset
[43:51] about it. You know, your privacy this that and the other thing um you know,
[43:56] but overall I mean you look at the way I look at is you know it's a greater good.
[44:01] It's really the greatest number type situation where it's going to help more
[44:05] than it's going to hurt. That's what I feel like.
[44:08] » Yeah. And they have a database that allows you to see if your car has
[44:11] actually been searched as well. So the field
[44:15] um and Duchess County Sheriff's Department has a transparency portal
[44:19] where you can go and you can review all of the information on Arctic. So I'd
[44:24] encourage anybody to look through that as well. Just it seems quite beneficial
[44:29] for the for the greater good as Kevin said.
[44:31] » Yeah. I think one of the more intriguing thing is the use of the drones and how
[44:35] they're going to station those all around the county. I mean, that if
[44:38] anything is probably the best use of of the technology that they're looking to
[44:42] use. So, I mean, if we could put a station here, I'd be all for that, you
[44:45] know. >> Yeah. And what I'd like to do is is make
[44:48] that offer to um the Arctic program um access to our security camera system,
[44:56] the exterior cameras um and
[45:01] you know offer town properties as a launch point for their drones if it they
[45:06] find that to be suitable. >> Yeah, I know they have the infrared
[45:09] ones. >> Yeah,
[45:11] » they're great for finding lost people and things of that. Um, and obviously
[45:15] we're in a rural area, so the quicker they can get eyes on something out this
[45:20] way, the better. >> Well, they it also explained if they get
[45:23] a call or in a hostile environment, they can send the drone in ahead of the
[45:29] deputies to to see what they they're actually dealing with.
[45:33] » Yeah. >> Um, and that that's going to add to the
[45:35] safety of the deputies immensely. >> But and the sooner they get that
[45:39] information, the better they're able to put a plan together. So, um, you know, I
[45:43] would like to offer town town properties for that purpose if they see the need
[45:49] for it. >> Um, would bring we need to have a
[45:55] resolution written for that. I I think I think the first thing you need to do now
[45:59] is if the board if there's a consensus from the board to proceed.
[46:02] » Um then I think what we would need is really some sort of detailed
[46:09] scope of what the plan would be from the county, right? Lay out where they are,
[46:13] what they're doing, >> where they're going to be, how's it
[46:15] going to integrate with our system, is it going to be seamless, how what does
[46:18] that look like? There needs to be uh there's there's a lot of I think a lot
[46:24] of details and and questions that need to be answered and then and whatever
[46:28] poll is already set up and they should present that to the board.
[46:33] » Okay. I will contact them and let them know um you know what we thinking of
[46:40] doing here for them. >> I think that also with it being such a
[46:44] hot button thing, maybe we should try to invite the public out here to maybe
[46:48] speak you know there's anybody out >> a resident of the town that has any um
[46:52] any issue one way or the other um to come out and and revisit this issue with
[46:58] us. Yeah. >> Yeah. I mean every meeting we have two
[47:01] opportunities for residents to speak. So you're welcome to come and and speak
[47:06] about this topic if you wish. This is more just a
[47:09] » I I think too is once once we have a proposal there's probably going to be
[47:13] aspects of that proposal that will be public and aspects of that that will not
[47:16] be public. Um but at least if there's something that can be presented with
[47:20] more detail then then
[47:24] questions and and probably more concerns answered um if we have a better idea
[47:30] what's what's going to happen. So, I think that we we approach the county,
[47:34] let them fill in what they what their proposal is. At that point, you could
[47:38] you could even set a public hearing and and and have people come in and have an
[47:42] official public hearing um uh to to comment and concerns and have people
[47:47] have their questions answered
[47:52] which would be catered to the specific program that's going to be installed,
[47:55] you know, installed here. So, it would be more educated uh presentation from
[48:01] the county. >> So, we'll revisit this. I'll contact the
[48:04] county, ask them for some specifics. We'll bring that back to a future
[48:08] meeting and uh go from there. >> Can I say one more thing? I mean, I I
[48:14] know that people do have an opportunity to see the agenda. Um but I I agree with
[48:19] uh Kevin Durl in there. We we have a duty here to make sure that this is
[48:24] publicly advertised because we know that it could be an issue. Most people don't
[48:28] look at the town board meetings, right? So, just want to get it out there just
[48:32] for the sake of transparency. >> Oh, every we have a email subscription
[48:38] list for the town for the agenda. We're here talking about it and inviting
[48:44] people in. um you know every the the uh residents have
[48:52] every opportunity to come here and speak and I'm not you know I'm not saying we
[48:55] shouldn't offer it to them but we can't go out and drag them out of their house
[48:59] to come to the meetings either. >> No, just make them more aware once we
[49:03] have more information we can present >> you know and that's what we'll do. We'll
[49:06] revisit put it out there. That's the best we can do. Yeah.
[49:12] Um, any public comment on town issues?
[49:17] Okay. Um, motion to pay the bills. >> Make the motion.
[49:23] » Second. Second. All >> in favor?
[49:25] » Opposed? Okay. Um, we don't have anything for executive session. We had
[49:31] something that might >> uh we might have discussed, but it
[49:35] didn't materialize. Um based on approval of the contract uh
[49:41] with Cine Mail, I I have reviewed that contract to kind of expedite this. Um I
[49:47] do have a couple uh legal issues. I wouldn't to get ahead
[49:52] of it and move it along. I could have a short executive session.
[49:56] » There's one one uh one clause in that contract that we need to discuss.
[50:00] » Okay. Um, our next meeting will be here September 7 or se 2nd rather, I'm sorry,
[50:06] at 7:30. Um, we will return brief uh after a
[50:12] short uh executive session. There won't be any further business, but you're all
[50:16] welcome to stay. Uh, motion to move into executive session.
[50:20] » Make a motion and second. All >> in favor? I opposed. Okay. Thank you.
[50:40] Yes. Okay. Um motion to return from executive session. Please
[50:45] » make the motion. >> Second.
[50:47] » All in favor? >> Opposed? Okay. Thank you. Um, no
[50:51] decisions were made and no funds were allocated in executive session. As I
[50:56] mentioned, our next meeting will be September 2nd here at 7:30.
[51:02] Uh, motion to adjourn. >> Make second.
[51:07] » Second. All >> in favor?
[51:09] I follow. Okay. Thank you guys. We'll see you next
