[5:23] I appreciate that, Mr. Mayor, I'd like to just give kind of an overview of some of the activities of the bid as well as kind of a summary of what I see as the current status.
[5:36] Since moving back to the chair of President of the bid as of October 1st, I can report that the mission of the bid board is to re-engage our bid membership in a productive transparent and goal oriented manner.

[5:57] criticism of what the bid is and what the bid does.
[6:02] I believe it's important to try and make that record clear and want to provide this overview
[6:06] for those that remain uncertain.
[6:10] The bid is an acronym for Business Improvement District.
[6:15] A more tangible explanation is that the bid is a geographic designation of properties and businesses within the Village Green Board.

[6:32] or district management association, DNA, who worked to administer the affairs of the bid.

[7:23] to administer the resources and affairs of the bid based upon the bid's membership's engagement
[7:28] and direction. As stated, it's a volunteer board that dedicates many hours of time working
[7:35] to navigate a landscape of different opinions, views, and sometimes acrimonious feedback
[7:41] in pursuit of the machine. So, when to one authority does the bid offering, the bid is a physical
[7:50] geographic area encompassed within the village limits and connected to the district management
[7:57] association. That DMA is a duly incorporated 503 C6, not for profit ending, that was formed
[8:07] under the provisions of New York State General Municipal Law, Article 19-A. That article
[8:13] governs the formation and operations of business improvement districts. That article is comprised
[8:20] of 18 sections of which only eight are arguably relevant to ongoing district management association
[8:29] operations of a billion.
[8:31] More specifically, the objectives cited under that article include, but are not limited
[8:37] to, promoting our village business district, animating our downtown village streets, supporting
[8:43] needed improvements, cleanliness, security, identity, and vitality of our district.

[8:59] Our current big plan is in keeping with the broad objectives that are detailed under Article

[9:13] The bid's funded via small additional tax of 4.58% of the total assessed value of the properties
[9:19] within the designated district.

[10:47] as the unsung heroes who keep our village working.
[10:51] The bid also launched an initiative to assist the village in locating a holiday tree for
[10:56] Mitchell Park and received generous offers of support.
[11:00] Special recognition is due to Sunita Nama and Tracy Kessler of No.5 live and the
[11:05] Lewin family tree farm who are ready to donate a tree.
[11:09] While I understand the village has recently found a local greenport tree, we and I am deeply
[11:15] grateful for all those who have responded to our initiative.
[11:18] The bid has also supported and co-funded important steps of the Historic Reservation Committees initiative to obtain further state and federal historic district recognition.
[11:29] That recognition will offer incredible tax breaks and renovation opportunities for our members.
[11:35] The bid has also once again led the annual installation of the street holiday lights along front main streets with gratitude for the support of the village and utilities department, the holiday spirit is still alive.
[11:47] The bid has also begun to solicit proposals for professional commercial real estate brokers on how to stem the departure of important local businesses and attract new ones.
[11:58] We hope to work with the village to collaborate on private and public partnerships where possible to improve the current state of vacancies.
[12:07] The bid has brought meeting focus on the safety and improvement and the safety and importance
[12:12] of making our sidewalks and walkways safe and will continue to work with the village and
[12:16] seeking remediation of those hazards.
[12:19] And most recently, the bid has created an important strategic survey for our membership to
[12:24] engage and provide feedback and independence on what additional operating capital initiatives
[12:30] in roles we as a bid should pursue an allocating available funding
[12:35] toward. And the bid has formed a grant writing committee with skilled
[12:39] professionals who will help fund fine funding to move those member driven
[12:45] initiatives forward. I'd also like to point out that the bid would like to
[12:51] commend and applaud the efforts of others in our membership who have stepped forward
[12:56] to help advance our bid mission. Specifically, Ian and Rosalie Wilde, who have taken Malene
[13:03] on helping fill the gap with the shell abrasion event with Ray Shell, this December 6th
[13:07] and 7th, the bid continues to pledge its support of those efforts and that engagement, promoting
[13:13] the important connections of our aquaculture and district businesses. The bid will also
[13:18] like to recognize Carol Hoblin for her pursuit of another successful and growing holiday
[13:22] control into summer 19th that will animate our district, focus on our membership businesses,
[13:28] and continue to foster the holiday spirit.
[13:32] And finally, recognizing those who are working hard to facilitate the success of Maritime
[13:36] 2026, with special thanks to Sarah Phillips, Rina Wilhelm, Kim Loper, and Carol Hoppin,
[13:43] and the village on their efforts to preserve that important festival weekend in our district.

[17:51] voted Ryan Farrell as vice president of the bid. So and Ryan is an incredible young man who's
[17:58] got a lot of great vision, a lot of great thoughts and so he's leaning some of the initiative in
[18:06] terms of that particular project to provide even greater transparency and clarity on our website
[18:12] So that membership and anybody who goes there will see exactly where we stand.

[35:49] And I think you can charge an assessment type of charge on top of the slip piece that goes specifically towards that dock restoration.

[36:06] but we have lots of people coming to visit and willing to pay almost any price to do so.
[36:11] So they could be the vehicle by which we raised those funds to actually make those improvements and maintain that.

[46:37] There's current litigation going on with this matter.
