[0:01]
All right. We will call this meeting of
the election board
[0:06]
to do several things including but not
limited to the certification of the
[0:11]
recent election.
[0:14]
We have some old business to start with.
Approval of minutes.
[0:21]
And
[0:26]
I found one error
on the
[0:33]
February 24th meeting one
on the third page
[0:37]
and Jack confirmed that
that
[0:42]
I did make a motion to accept but there
was no indication after that was there a
[0:46]
second? Was it passed? Was it died?
Jack, you you just looked that up and
[0:51]
what did you find out?
>> Um
[0:53]
So the second to that motion was made by
Gretchen and Atling and then that motion
[0:58]
passed unanimously.
>> Okay.
[1:00]
» Um
So the two of us were having a
[1:02]
discussion. I wrote that in on the one
that you're going to sign. So
[1:07]
he just advised that you read that just
into the record
[1:11]
and then when you approve those, you
make your motion to approve them with
[1:14]
that amendment.
>> Okay.
[1:17]
What should we add in this?
[1:23]
Just from the I imagine just from
here
[1:26]
» Mhm.
>> to there.
[1:28]
» Okay.
[1:31]
I will make a motion that we approve
[1:36]
I will make a motion that we approve the
amendment
[1:40]
on the February 24th
[1:46]
minutes.
>> Okay. It's been moved. Do we have a
[1:49]
second?
>> Second.
[1:50]
» Moved and seconded. All in favor?
>> I.
[1:52]
» I.
>> Okay. Passed unanimously.
[1:56]
Otherwise, I think that one is okay.
[2:04]
Okay.
[2:06]
What you tell people about the second
[2:11]
It's the January 30th
meeting.
[2:15]
» Those minutes just went along with
um since they were included in your
[2:20]
packet from February.
>> Mhm.
[2:22]
» And then you have the order and then
your next minutes are approved or behind
[2:26]
that order from March 20th.
>> Okay.
[2:34]
» So, what is the one for January 30th
that says
[2:37]
» They were included in your packet, so I
just put them in.
[2:40]
» Okay.
>> from February 24th.
[2:42]
» Okay.
But hadn't that been approved yet?
[2:44]
» They have already been approved.
>> Oh, they have. Okay.
[2:46]
» They were approved at the previous
meeting.
[2:47]
» Got you. Okay.
>> Yeah.
[2:49]
» Okay.
And
[2:51]
All right.
>> And then your order from February uh
[2:55]
24th
and then behind that is your minutes
[2:58]
from March
that need to be approved.
[3:01]
» Okay.
[3:04]
That'll work.
All right.
[3:17]
» This says
[3:20]
January 30th.
[3:25]
I don't see one
>> Behind that.
[3:28]
» The March 20th one?
>> Yeah.
[3:33]
» Keep going. That's the one.
>> Oh, I see.
[3:40]
» Okay.
[4:02]
» I believe it was the March 20th. Main
thing was to uh
[4:05]
» Yes.
>> deal with the court order planning.
[4:09]
» Yes.
[4:12]
It looks like it's good.
>> Okay.
[4:17]
I'm going to see a motion to accept the
written
[4:20]
» I will
enter a motion to accept the
[4:25]
minutes for the meeting on March 20th,
2026.
[4:30]
» Second. It's moved and seconded. All in
favor?
[4:32]
» Aye.
>> Aye.
[4:37]
» And that's all for the minutes, isn't
it, Jack?
[4:39]
» Yes.
>> Okay.
[4:41]
All right.
Now,
[4:46]
of course, we are here to do the
certification on
[4:51]
the election of 10 days ago.
It is now 12:06 p.m. We have waited the
[4:57]
statutory time till noon and a few
minutes after.
[5:01]
And I understand we did receive one
ballot.
[5:05]
Has it been checked for legality?
And it is
[5:08]
Okay. Okay.
[5:14]
I would entertain a motion to accept the
ballot and enter with the count.
[5:19]
» Um I will uh I will enter a motion to
accept the ballot.
[5:24]
» Okay.
>> Second.
[5:25]
» Second. Moved and seconded. All in
favor?
[5:26]
» Aye.
>> Okay.
[5:28]
Take that. All right.
Now, for the main work of the day.
[5:34]
Gear up.
>> Um this is for certification of the 2026
[5:41]
primary election.
[5:48]
The Vigo County Election Board having
met on Do I need to read this on May
[5:52]
15th
to determine eligibility
[6:00]
Is this all I need?
>> Yeah.
[6:03]
» Okay.
Okay. So, I don't need to read all this
[6:07]
stuff.
>> No, ma'am.
[6:07]
» Okay.
That's for after.
[6:10]
» Okay.
>> Okay, I got it.
[6:12]
All right. Um we are going to We have
Um let's see.
[6:20]
five, six
[6:24]
Um
>> We have five minutes.
[6:30]
provisional
>> yeah, that we are going to address.
[6:32]
» Right.
>> Do we have those?
[6:35]
This is
>> No.
[6:38]
» Okay.
[6:46]
» Okay.
[6:59]
» Okay.
[7:13]
» Um both of those were
If you have
[7:17]
mailing ballots that did not have
signatures on them and they came back.
[7:21]
» Mhm.
>> And so, we had to send an affidavit to
[7:23]
those voters to sign
and we just turned had one to put it
[7:27]
back.
[7:31]
» But the other one did not?
>> The other one did
[7:34]
Okay.
[7:43]
It's the second
um
[7:45]
voter
voter
[7:47]
um did not come to the second voter.
[7:52]
» Voters number one and two on the list
here?
[7:55]
» I'm actually I'm sorry, on the list in
front of you guys
[7:58]
» Yeah.
>> they are voters number four and five.
[8:01]
» Okay.
>> So, number four
[8:02]
» Number four is
number four is Brenda and they are good
[8:06]
to go. Number five is
>> Okay.
[8:12]
» And then I apologize we didn't know what
orders they were going in.
[8:14]
» Yeah.
>> That's under control. As long as we can
[8:16]
identify them.
>> Yep.
[8:21]
That's fine.
[8:25]
» All right, so that leaves voters
one, two, and three.
[8:29]
» and three.
>> Okay.
[8:30]
» And are they in the other black folder?
[8:42]
» So, the first one in the black folder is
our voter number three.
[8:46]
» Yeah.
>> Okay.
[8:50]
» Voter did
fill out his petition at the only state
[8:54]
of this
What is the address and the
[8:58]
2024.
However, he's rejected by address
[9:03]
not in the register.
Checked by name
[9:06]
and the name that comes up um
for this
[9:10]
the closest in the county in another
county in the area.
[9:14]
And um
Here is the
[9:17]
cancel of that county but it's never a
registered voter here.
[9:25]
» Any discussion on this one?
>> No.
[9:28]
» Okay. Okay.
[9:31]
So, I'll make a motion on this.
[9:39]
» Okay.
[9:44]
» Well, at this point they're not
registered anymore.
[9:47]
They didn't even get the notice.
>> Okay.
[9:50]
I'll make a motion to deny.
>> Second.
[9:56]
Moving second to deny voter
number one.
[10:00]
» Number three.
>> me. Excuse me. Number three. I got it
[10:03]
backwards.
Yes.
[10:04]
Uh all in favor? I I.
Opposed?
[10:08]
Unanimous on that. Okay.
[10:19]
» And that is number one.
>> Okay.
[10:23]
Okay.
[10:29]
» On the fourth page of the list, it would
be the ones right after the affidavit.
[10:34]
Mhm.
And the fourth chapter prior to that
[10:37]
address
and this is supposed to be in here, but
[10:41]
also the status is showing on
which could be rejected.
[10:46]
» Mhm.
>> On the next page you can see
[10:49]
where they come into it.
They get registered to vote prior to the
[10:54]
2004 election. How do we handle
the age
[10:58]
limit at that time?
Uh you would have been born before 2006
[11:04]
back in 2004. Okay, and then they
registered
[11:07]
and they were born before 2007.
Same person later.
[11:12]
Same one that was rejected for ballot
and was re-registered.
[11:16]
Which is the first
See the rejected letter
[11:21]
located in there
with the notice of disqualification file
[11:25]
on page number four.
And they never
[11:28]
registered again.
At this point the filing is still
[11:33]
rejected and not registered to vote.
[11:39]
» Break that and dry as far as I want to
concern.
[11:41]
» Yep.
[11:45]
I will motion that we deny
this ballot.
[11:49]
» Second.
>> Moved and seconded. All in favor? Aye.
[11:54]
Can you hear that one?
>> I will follow up with that voter then to
[11:59]
tell them
that they can vote twice.
[12:03]
» If they feel like going out and
explaining again, explaining to get the
[12:06]
next registration.
>> Okay.
[12:07]
» Same same thing as the other ones that
we got back from the polls that came in.
[12:12]
Where they could
do their updates to their name or their
[12:15]
address. And that's the only place that
that comes back to us.
[12:19]
We also received probably
similar to the other ones. And there's
[12:23]
12 of those
that we could not
[12:27]
do anything with.
[12:30]
The signing
or
[12:32]
the people in that address, and we tried
to send something to all those folks
[12:37]
and let them know
what they did to help.
[12:41]
And then
we do with that particular most of the
[12:44]
letters were wrong.
>> Very good.
[12:47]
Okay.
>> The last one on there
[12:50]
is
you turn to
[12:52]
page
three.
[12:56]
Which they did.
Two push two pages to be
[12:59]
to the day.
>> What about
[13:01]
» Even though this building is showing
that it's canceled here, we still keep
[13:06]
all the canceled
registrations, the hard copies of them.
[13:11]
» The hard copies of them.
>> Uh we keep those for five years just in
[13:15]
the case of this instance.
Uh
[13:18]
turn to the next page and you can see
the form. These counties
[13:22]
online filed today. This particular one
came
[13:25]
from
Bay Allen.
[13:28]
Bay Allen.
They never had this people voting
[13:33]
the same name,
same social security number, same date
[13:37]
of birth.
And the state requested us to
[13:40]
make sure that we can't put both of them
in because they had changed.
[13:45]
You know, the outcome.
As it turns out,
[13:49]
he had to vote.
So, he could vote for
[13:53]
the same last name, the same address.
address.
[13:57]
We explained to him
we would check into it.
[14:00]
And when we checked into it the
following day, they were
[14:03]
They didn't need the office, driver's
license, or date of birth, which is
[14:06]
unfortunate.
From the branch perspective, they never
[14:09]
used the driver's license. They just
used the social security number.
[14:13]
And I was able to look online at this
one that is in
[14:18]
Fayette County.
But they didn't check the driver's
[14:20]
license number on there. That's the
issue.
[14:23]
And
both of these voters are
[14:27]
and
[14:29]
gentleman that I met in Fayette County.
Uh
[14:32]
unfortunately, they did have the same
date of birth and they had the last four
[14:36]
numbers of the social security number.
And the exact same name.
[14:40]
So, um
in our opinion, this is two people.
[14:44]
He still lives here. He knows he lives
here. He knows it.
[14:47]
Um
[14:49]
Unfortunately, we couldn't do anything
but on election day to change anything.
[14:55]
We couldn't change anything.
The system's locked down, obviously, for
[14:58]
the next 50 minutes.
It couldn't change it anyway.
[15:02]
And if we were to change it, then we
would have also messed up that voter in
[15:05]
Fayette County. So,
it will all be taken care of.
[15:10]
We won't be able to register him again.
He'll be on the registered voters
[15:14]
list.
>> So, he'll be okay for the general
[15:17]
election in the west.
>> all of that will be fine.
[15:21]
We had another situation where
we had actually
[15:53]
Right.
>> Right.
[16:08]
» And he was okay with that?
>> Well, he didn't
[16:11]
» Had he responded? Okay.
[16:15]
I will motion that we accept this ballot
as given to us, the explanation by voter
[16:23]
registration.
>> Second.
[16:25]
» Moved and seconded. All in favor?
>> I.
[16:28]
» And that one is accepted.
>> And that's all we have.
[16:32]
» That's it.
>> That's great.
[16:34]
» And then
>> Weren't they pretty?
[16:35]
» We did get one
[16:39]
one military.
And you said that the
[16:43]
the postmark was okay on the military?
>> So, for clarification on voters numbered
[16:49]
four and five on our list,
did we need to approve or deny either
[16:55]
one of those because we did not take any
action?
[16:58]
» We did.
We did approve it. And we have we denied
[17:04]
the number five.
>> Okay. I'm sorry, I didn't hear the
[17:06]
motion made.
[17:12]
» All righty. So, now
>> Do we need to pause? Okay. We just need
[17:17]
to pause while we
uh do the military.
[17:23]
» Yeah, that one ballot asked.
>> Okay.
[17:26]
» And two provisionals and one
>> Okay.
[17:29]
» All right.
All right, we are in recess until
[17:34]
Jen does that long job.
>> Okay.
[17:41]
» Okay, we are reconvened after the brief
but necessary delay.
[17:47]
And the delay added three more
ballots to the count. Is that correct?
[17:54]
And this is the official
results of the election.
[17:58]
And I will entertain a motion to accept
them as published.
[18:02]
» I make the motion to accept the results
as we received those today.
[18:07]
» I second.
>> Okay.
[18:10]
Moved and seconded. All in favor?
>> Aye.
[18:13]
» And so moved. Is there any other new
business we need to take care of?
[18:18]
We We will find out, of course.
>> Okay, the Vigo County Election Board
[18:23]
having met on May 15th, 2026 to
determine eligibility of any provisional
[18:29]
votes and to review a final canvas of
election results hereby certifies the
[18:34]
2026 primary election results. The board
hereby instructs the Vigo County Clerk's
[18:40]
office to transmit any necessary reports
to the Indiana Election Division.
[18:45]
So ordered this
the 15th day of May,
[18:49]
2026.
>> Okay.
[19:00]
I'd like to add personal note on this. I
want to thank all the people of the
[19:04]
courthouse and at the
various voting centers for the hard work
[19:07]
they put in to make this election come
off as smoothly as it did.
[19:12]
Uh we didn't have to chase anybody out
due to the 50-ft rule or anything like
[19:16]
that. It It
was a good election with a fairly good
[19:20]
turnout.
[19:25]
I need a motion to adjourn.
>> I motion that we adjourn.
[19:29]
» Second.
>> Who will second? All in favor?
[19:31]
» I.
>> I. We stand adjourned at 1:07.
