[1:34] potential medical complications.

[1:40] syndrome along with their families

[1:42] demonstrate remarkable strength,

[1:43] resiliency and courage in the face of

[1:47] the daily challenges. And whereas

[1:49] raising public awareness of Milan's

[1:52] syndrome is essential to improving early

[1:55] diagnosis, advancing research, and

[1:57] ensuring access to appropriate medical

[1:58] care and support services.

[2:01] And whereas advocacy organizations,

[2:04] medical professionals, and community

[2:05] members are working together to promote

[2:08] understanding, compassion, and inclusion

[2:11] for those affected by the Milan

[2:12] syndrome.

[3:03] Good evening everyone. My name is Nikki

[3:05] Ivalik and I'm a resident of

[3:07] Carpentersville for the last nine years.

[3:09] But I'm also a wife, mom, caregiver, and

[3:12] a fierce advocate. I want to sincerely

[3:15] thank President Skilman, the village

[3:17] board, and the entire village of

[3:18] Carbonisville for recognizing August

[3:20] 19th, 2026 as Milan Syndrome Awareness

[3:23] Day. The proclamation means so much to

[3:25] our family and to the many families

[3:27] living with Milan syndrome that begins

[3:30] simply knowing that this condition

[3:31] exists and understanding the children

[3:34] and families behind the diagnosis.

[3:37] My son Noah who just turned seven and

[3:39] was diagnosed in November of 2021.

[3:43] He is currently only one of 400 globally

[3:46] that is clinically diagnosed living with

[3:48] Milan syndrome and we are only one of

[3:50] eight families in the state of Illinois.

[3:53] Milan syndrome as President Skilman

[3:56] mentioned is an ultra rare genetic

[3:57] disorder caused by change in the NF1X

[4:00] gene. It can affect growth, development,

[4:03] learning, speech, vision, and other

[4:06] areas of health. We just returned from

[4:08] our conference in Philadelphia and Noah

[4:10] was seen by the Children's Hospital of

[4:12] Philadelphia where we have started our

[4:14] own initiative through the Milan

[4:16] Syndrome Foundation. We've added on

[4:19] another specialist as Noah just recently

[4:21] was diagnosed with scoliosis.

[4:23] Because it is so rare, many families

[4:25] spend years searching for answers and

[4:27] resources. There is currently no cure,

[4:30] and every person with me syndrome can be

[4:32] affected differently. For families like

[4:34] ours, awareness brings something

[4:36] incredibly important, hope,

[4:37] understanding, and community.

[4:40] Today, we are not only recognizing a

[4:42] rare diagnosis, but we are recognizing

[4:43] the incredible individuals who live with

[4:45] Milan syndrome. their families,

[4:48] caregivers,

[4:49] educators, therapists, doctors, and

[4:52] everyone who works to give them the

[4:54] opportunity to thrive. So, thank you to

[4:57] the village of Carpentersville for

[4:59] standing with us and helping shine a

[5:00] light on Milan Syndrome. Your

[5:02] proclamation and turning the lights

[5:04] outside yellow may seem like a simple

[5:07] gesture, but to our community, it means

[5:09] that we are seen, we are heard, and we

[5:12] are not alone. So, thank you for helping

[5:14] us spread awareness and most importantly

[11:27] in my in inquiry have found out that we

[11:30] have zero parking except for maybe two

[11:34] and a half parking spots around that

[11:37] eyebrow island. So, it has truly

[11:42] affected 10 families. Some of them are

[11:44] here supporting us. Others had to work

[11:46] late and couldn't be here. Um, but now

[11:50] all of a sudden, if we follow every rule

[11:53] and law and everything that's new or

[11:55] that we didn't know of, we literally

[11:58] have to park outside of that these red

[12:01] lines on that photo down the street

[12:04] vehicles out of view of us. Uh, being a

[12:08] nuisance to other folks that, you know,

[12:11] we care about. All our neighbors in that

[12:13] area are all really friendly. We're all

[12:15] really tight. So, um, you know, we've

[12:19] usually I'm only down here for the

[12:21] Christmas light show awards for my son.

[12:24] So, you folks know us from that. We try

[12:26] to be really involved. Um, but we are

[12:30] looking for clarification.

[12:32] We're looking for some relief and we're

[12:36] looking to see if that area is truly a

[12:40] culde-sac. Technically, in every

[12:42] dictionary we looked up, it's not a

[12:45] culde-sac. We have one way in, we have a way out. It's never

[12:50] been deemed anything. We are just Deer

[12:53] Path Lane. Uh we're not a court, we're

[12:55] not a circle. It's never been deemed one

[17:30] Um so the village is uh moving forward

[17:32] with uh major improvements to a river's

[17:34] end lift station which is located near

[17:36] the uh River's End subdivision along the

[17:38] Fox River. Um the work includes removal

[17:41] and replacement of three submersible

[17:43] pumps, uh guide rails, access hatches,

[17:47] exterior piping and valves, and

[17:49] rehabilitation of the existing wet well.

[17:52] It also includes control building

[17:54] renovations which includes new variable

[17:57] frequency drives and skate system

[17:59] improvements. It also includes new

[18:02] fencing and a new driveway. Um we

[18:05] advertised on July 3rd, three

[18:07] contractors submitted bids to the

[18:08] village out of six plan holders and uh

[18:11] performance construction and engineering

[18:13] was the parent low bidder at the $3.3

[18:16] million which is about 19% over our uh

[18:20] engineers estimate of uh 2.79 million.

[18:24] We currently have budgeted 2.82 million

[18:26] in uh fiscal year 26 and that is an

[18:30] approximate shortfall of about 495,000.

[18:33] Um the good news is that uh this project

[18:36] will span two fiscal years. So will

[18:39] hopefully be completed by the end of uh

[18:41] fiscal year 27. So we we'll reallocate

[18:44] uh that additional uh $495,000

[18:47] in next year's budget.

[18:52] And then uh item A is actually uh um

[18:56] approval of a resolution accepting a a

[18:58] professional service agreement with

[18:59] Engineering Enterprises, Inc. of Sugar

[19:01] Grove for phase 3 construction

[19:03] engineering services um for that the

[19:07] project basically in the amount of

[19:09] 149,922.

[20:52] opportunity to present this information

[20:54] to you this evening. The resolution, as

[20:57] President Skilman says, recommends

[20:58] awarding the contract to the village's

[21:00] new fire department training facility,

[21:01] the Hot Canyon and Iowa American Rescue

[21:04] in the amount of $338,000.

[21:06] Just for a short background, our members

[21:08] are required to complete a specific

[21:11] amount of training each and every year,

[21:13] and a portion of this training has to be

[21:14] done at a certified training facility

[21:17] that's at least three stories tall on 2

[21:19] and a half acres. Our department

[21:21] currently uses the Elgen Community

[21:22] Training Center in Burlington for much

[21:25] of their specialized training. It's an

[21:27] excellent facility and provides us with

[21:29] a lot of great opportunities, but there

[21:30] are also limitations. We have over 50

[21:33] firefighters between full-time and

[21:35] part-time combined, and we have to

[21:37] schedule that facility and work around

[21:39] other communities and also the ECC

[21:42] public safety curriculum program. We

[21:45] currently reserve their facility for

[21:46] approximately four hours each quarter

[21:49] and and uh conduct that training over

[21:51] three shifts. We must ensure that we

[21:53] have adequate staffing in place so that

[21:55] we can send vehicles from

[21:56] Carpentersville to Burlington each of

[21:58] those um mornings to train and traveling

[22:01] alone back and forth is over an hour.

[22:05] [clears throat] It's not as conducive to

[22:06] having our own facility right in our

[22:08] town to do the training that is

[22:09] required. The village already owns six

[22:12] steel shipping containers which are

[22:13] currently located at the public works

[22:15] storage facility and staff has worked

[22:17] with HR Green to incorporate the area

[22:19] for this dedicated fire training

[22:20] facility as part of the storage yard

[22:22] improvement project which was already

[22:24] budgeted for completion this year.

[22:27] Rather than constructing a traditional

[22:29] training tower at a substantially higher

[22:31] cost, this proposal utilizes existing

[22:34] shipping containers to create a

[22:35] three-story modular training facility.

[22:38] The proposed facility will provide our

[22:40] firefighters with the ability to train

[22:41] in realistic residential and commercial

[22:44] environments. As you can see in the

[22:46] board report, the facility will include

[22:48] interior rooms based on a real life

[22:50] residential setting. It will have

[22:52] hallways, multiple stair systems,

[22:54] forcible entry doors, garage door prop,

[22:57] window prop, ventilation props, attic

[23:00] space, um technical rescue anchor

[23:03] points, and a training stand pipe

[23:05] system. And we will also have the

[23:07] ability to create flashover simulations.

[23:09] It will also incorporate exterior stair

[23:12] systems providing access from thirdf

[23:14] flooror areas into the roof. One of the

[23:16] most important aspects of this project

[23:18] is the overall safety. The proposal

[23:21] includes Illinois stamped in engineering

[23:24] structural calculations, foundation and

[23:27] grading information and certification of

[23:29] conformance with the NFPA402

[23:32] safety requirements for non- gas fueled

[23:34] live fire training structures. The

[23:37] proposal also provides a two-day train

[23:39] the trainer program which all of our

[23:41] personnel will receive instruction on

[23:43] how to use the facility and safe

[23:44] operation within the training grounds.

[23:47] There are only a finite number of

[23:49] contractors who can perform this type of

[23:51] work which is highly spec specified as a

[23:54] state and as stated must meet all of the

[23:56] national fire protection association

[23:58] safety standards. The village

[24:01] [clears throat]

[24:02] honored the competitive bid process and

[24:03] we did receive four proposals. Fire

[24:06] department and public works staff

[24:07] reviewed and ranked the proposals based

[24:09] on an established criteria. Iowa

[24:12] American Rescue not only submitted the

[24:14] lowest bid, but also scored the highest

[24:16] in regards to the project requirements

[24:18] and was able to incorporate the village

[24:20] village's sixth existing containers.

[24:24] Staff also received positive reference

[24:26] for the company from other departments

[24:28] who they have built training facilities

[24:29] for. This facility is also designed with

[24:33] the future in mind. Because it's modular

[24:36] construction, it will allow for

[24:37] components to be repaired and replaced,

[24:39] relocated, or expanded on without having

[24:42] to reconstruct the entire facility. The

[24:44] facility will allow us to train our

[24:46] firefighters in our own community on our

[24:48] own schedule with a structure that is

[24:49] designed around actual skills they need

[24:51] to perform. It'll reduce the dependence

[24:53] on outside scheduling, reduce travel

[24:59] opportunities for hands-on evolutions,

[25:02] firefighters the opportunity to

[25:04] repeatedly practice high-risk and

[25:08] environment. The facility can also be

[25:10] shared for training with the police and

[25:12] public works departments if so needed,

[25:14] and we look forward to hosting classes

[25:16] at the facility in the near future. This

[25:18] is a very exciting project for the fire

[25:20] department and we sincerely appreciate

[31:28] uh this facility isn't scheduled to be

[31:30] completed pending board approval tonight

[31:32] until early November. Uh if it would be

[31:35] acceptable, I think we just need a

[31:37] little bit of time to put together the

[31:39] framework of what uh that subscription

[31:42] or similar type fee would be if if that

[31:45] would be all right for us to follow up

[31:46] with with you and the rest of the board.

[34:44] been working very hard on putting

[34:46] together I I think what's going to be an

[34:47] impactful event. So uh looking forward

[34:53] three days in a row. Uh the Saturday is

[34:55] Elg uh both the parade component and the

[34:58] festival. The parade's going to be the

[35:00] same route as last year going from uh

[35:03] Meadowdale uh shopping center down to

[35:05] Carpenter Park. Uh there will be a

[35:07] cavalcade, so uh some horses there um as

[35:12] well as other vehicles. And then the

[35:14] main festival will be from 1:00 until

[35:17] 10:00 that evening, uh featuring food

[35:20] from five of our local Carpentersville

[35:22] restaurants, uh and some other

[35:24] activities. Um,

[35:27] other note on meetings, I'll just

[35:29] mention that uh we're reviewing if the

[35:32] September 1st board meeting, which would

[35:34] be two weeks from tonight, uh, might be

[35:37] effectively combined with the September

[35:39] 15th board meeting, uh, which just

[35:42] happens to fall right in the middle of

[35:43] the month. Uh, if anybody has any strong

[35:46] feelings on that, please reach out to me

[35:50] otherwise going to just see if if we can

[36:29] reminder that board meetings beginning

[36:34] we're back in the newly renovated and

[36:37] expanded building here uh which is

[36:40] January 2nd 2028

[36:42] 52 days uh from today. uh on the dis uh

[36:49] director Mason has uh just circulated

[36:53] the through July financial numbers. Just

[36:56] a couple highlights. Um revenues

[36:59] year-to- date uh are trending about uh 4

[37:03] and a.5% above where they would be

[37:06] expected to be. Um

[37:08] just where we are through seven months.

[37:11] uh mentioned that our police and fire

[37:14] pension funds have both actually been

[37:17] highly outperforming their budgeted

[37:19] projections due to significant uh

[37:21] investment income realized this year. Um

[37:25] villagewide expenditures are well under

[37:28] budget uh at a little less than 37% of

[37:32] what was budgeted for the year to date.

[37:34] Uh so revenues are trending better than

[37:38] budget. expenses are trending actually

[37:40] significantly below what was budgeted.

[37:43] Uh and mentioned that um capital

[37:47] projects which is the final page of it's

[37:50] a kind of insert there at the the back

[37:52] of the the packet there. Uh we have uh

[37:57] advanced all 38 of the projects that we

[38:01] budgeted for advancement uh this year um

[38:04] with the River's End uh project approval

[38:08] and the fire training uh station uh uh

[38:13] approval this this evening. uh mentioned

[38:15] that we've completed 15 projects this

[38:18] year or are otherwise fully expecting

[38:21] for 15 of those projects to be completed

[38:24] before year end. Uh and we've also done

[38:27] a small number of the contingency

[38:28] projects too. Uh online water billing is

[38:32] fully operational. Uh if you yourselves

[38:36] or people you know, please spread the

[38:38] word. uh the our website's finance tab.

[38:41] If you go under water bills and payment,

[38:44] uh that's where people can register uh

[38:47] for the a bill pay options. Uh it's laid

[38:51] out very nicely there. So again, credit

[38:53] to the the finance team for for doing a

[38:55] great job there. Um, also just so the

[38:59] board's aware, we are uh reviewing a

[39:02] special use permit application for a car

[39:05] wash uh which would be looking at the

[39:08] vacant land immediately west of the

[39:10] village fresh market. Uh this will be

[39:13] proceeding to planning and zoning uh

[39:16] before advancing to the village board.

[39:21] and not least by any means uh really

[39:24] thanks to so many people for Jamberee

[39:26] days and uh giving us a successful

[39:29] launching point uh to hopefully continue
