right, thank you guys.
[1:02]
>> Good job.
[1:05]
>> Okay.
[1:12]
So, we have a proclamation
[1:14]
tonight. Um,
[1:17]
Milan Syndrome Awareness Day is August
[1:19]
19th, 2026.
[1:22]
I'm going to read that. Whereas Milan
[1:25]
syndrome is a rare genetic condition
[1:26]
caused by changes in the NFIX gene often
[1:31]
leading to development delays,
[1:32]
distinctive physical features and
[1:34]
potential medical complications.
[1:37]
And whereas individuals living with
[1:40]
syndrome along with their families
[1:42]
demonstrate remarkable strength,
[1:43]
resiliency and courage in the face of
[1:47]
the daily challenges. And whereas
[1:49]
raising public awareness of Milan's
[1:52]
syndrome is essential to improving early
[1:55]
diagnosis, advancing research, and
[1:57]
ensuring access to appropriate medical
[1:58]
care and support services.
[2:01]
And whereas advocacy organizations,
[2:04]
medical professionals, and community
[2:05]
members are working together to promote
[2:08]
understanding, compassion, and inclusion
[2:11]
for those affected by the Milan
[2:12]
syndrome.
[2:15]
And whereas August 19, 2026
[2:18]
provides an opportunity for citizens to
[2:20]
learn more about the Milan syndrome,
[2:22]
honor those living with the condition,
[2:24]
and support efforts toward better
[2:26]
treatments and quality of life.
[2:29]
Now therefore, I, John Skilman,
[2:31]
president of the village of
[2:32]
Carpersville, on behalf of the Village
[2:34]
of Carpentersville Board of Trustees, do
[2:36]
hereby proclaim August 19th, 2026 as
[2:38]
Milan Syndrome Awareness Day in the
[2:41]
Village of Carpentersville, and
[2:43]
encourage residents to join in
[2:44]
activities, initiatives that foster
[2:47]
awareness, education, and hope for a
[2:49]
brighter future. Thank you.
[3:03]
Good evening everyone. My name is Nikki
[3:05]
Ivalik and I'm a resident of
[3:07]
Carpentersville for the last nine years.
[3:09]
But I'm also a wife, mom, caregiver, and
[3:12]
a fierce advocate. I want to sincerely
[3:15]
thank President Skilman, the village
[3:17]
board, and the entire village of
[3:18]
Carbonisville for recognizing August
[3:20]
19th, 2026 as Milan Syndrome Awareness
[3:23]
Day. The proclamation means so much to
[3:25]
our family and to the many families
[3:27]
living with Milan syndrome that begins
[3:30]
simply knowing that this condition
[3:31]
exists and understanding the children
[3:34]
and families behind the diagnosis.
[3:37]
My son Noah who just turned seven and
[3:39]
was diagnosed in November of 2021.
[3:43]
He is currently only one of 400 globally
[3:46]
that is clinically diagnosed living with
[3:48]
Milan syndrome and we are only one of
[3:50]
eight families in the state of Illinois.
[3:53]
Milan syndrome as President Skilman
[3:56]
mentioned is an ultra rare genetic
[3:57]
disorder caused by change in the NF1X
[4:00]
gene. It can affect growth, development,
[4:03]
learning, speech, vision, and other
[4:06]
areas of health. We just returned from
[4:08]
our conference in Philadelphia and Noah
[4:10]
was seen by the Children's Hospital of
[4:12]
Philadelphia where we have started our
[4:14]
own initiative through the Milan
[4:16]
Syndrome Foundation. We've added on
[4:19]
another specialist as Noah just recently
[4:21]
was diagnosed with scoliosis.
[4:23]
Because it is so rare, many families
[4:25]
spend years searching for answers and
[4:27]
resources. There is currently no cure,
[4:30]
and every person with me syndrome can be
[4:32]
affected differently. For families like
[4:34]
ours, awareness brings something
[4:36]
incredibly important, hope,
[4:37]
understanding, and community.
[4:40]
Today, we are not only recognizing a
[4:42]
rare diagnosis, but we are recognizing
[4:43]
the incredible individuals who live with
[4:45]
Milan syndrome. their families,
[4:48]
caregivers,
[4:49]
educators, therapists, doctors, and
[4:52]
everyone who works to give them the
[4:54]
opportunity to thrive. So, thank you to
[4:57]
the village of Carpentersville for
[4:59]
standing with us and helping shine a
[5:00]
light on Milan Syndrome. Your
[5:02]
proclamation and turning the lights
[5:04]
outside yellow may seem like a simple
[5:07]
gesture, but to our community, it means
[5:09]
that we are seen, we are heard, and we
[5:12]
are not alone. So, thank you for helping
[5:14]
us spread awareness and most importantly
[5:16]
hope for our families.
[5:17]
>> Thank you.
[5:27]
Hey, Noah, did you want to
[5:30]
say anything or
[5:32]
say hi?
[5:37]
You're welcome, buddy.
[5:39]
Only 400 in the world. Wow, that's
[5:43]
amazing. That's like
[5:46]
>> percentage is that small
[5:48]
>> small very very very So but okay well
[5:52]
thank you guys again. So we're here if
[5:54]
you guys you know for support of course
[5:56]
anytime any day 24 hours a day we're
[5:59]
here. So all of us here and all of our
[6:02]
staff of course. Well, okay. Um, all
[6:05]
right. Next proclamation in National
[6:07]
Payroll Week will be September 11th,
[6:10]
September 7th through the 11th, 2026.
[6:14]
[snorts]
[6:15]
Whereas payroll organiza or pay payroll
[6:18]
organization and its more than 20,000
[6:20]
members have launched a nationwide
[6:22]
public awareness campaign that pays
[6:25]
tribute to nearly 150 million people who
[6:27]
work in the United States and payroll
[6:30]
that are payroll professionals who
[6:32]
support the American system of paying
[6:33]
wages, reporting work earnings and
[6:36]
withholding federal employment and
[6:38]
taxes.
[6:39]
Um so I just wanted to mention a little
[6:41]
about that. Our payroll department here
[6:43]
does a great job. Takes care of
[6:45]
everybody every every day. Um and uh
[6:49]
takes care of our benefits, too. So, we
[6:51]
appreciate all that work. Um now,
[6:54]
therefore, the week of
[6:57]
in in which Labor Day falls, September
[7:00]
7th through 11, 2026 has been proclaimed
[7:03]
National Payroll Week. I hereby give
[7:05]
additional support to the efforts of the
[7:07]
people who work in Illinois
[7:09]
and on the payroll profession by
[7:11]
proclaiming the first full week of
[7:12]
September 2026 payroll week for the
[7:16]
village of Carpentersville. Thank you.
[7:20]
Okay,
[7:24]
you guys mind if we do a quick picture?
[7:27]
Okay, [clears throat]
[7:29]
you guys want to come up? Especially you
[7:32]
guys wearing yellow. would be nice,
[7:34]
right? I got to get something yellow. I
[7:36]
have green like that. I should
[7:38]
>> I should wear that.
[7:41]
>> They couldn't miss our group of
[7:43]
>> Oh, they were doing construction at the
[7:46]
hospital and so we matched a lot of the
[7:47]
construction.
[7:50]
>> You're
[7:55]
just
[7:58]
» You guys should come up too.
[8:00]
>> Yeah.
[8:01]
Come on up.
[8:03]
Godfather, president,
[8:06]
>> grandmother,
[8:06]
>> you stay here. Do you want to go?
[8:17]
» Look, look, look.
[8:22]
» Okay, we do it one more time for this
[8:24]
one, too. Yeah. Okay.
[8:26]
>> Ready?
[8:30]
» All right.
[8:32]
Thank you guys.
[8:33]
>> Thank you. Appreciate it.
[8:34]
>> Thank you, President. No problem.
[8:50]
» Down. What's your name?
[8:52]
>> I tore my meniscus.
[8:54]
>> What?
[8:56]
>> Slightly.
[8:57]
>> Yeah. For knee replacement. Like
[8:59]
>> I'm going to need a knee replacement
[9:01]
>> eventually.
[9:03]
>> I'm hoping it's going to heal.
[9:06]
>> Yeah,
[9:07]
>> I'm still playing.
[9:11]
» What a cute little kid.
[9:13]
>> Okay, next item will be public comment.
[9:17]
>> Mr. Wright.
[9:21]
» Public comment.
[9:28]
Uh, thank you for letting me speak. Um,
[9:31]
I know that it's kind of a soul sucking
[9:33]
thing to hear neighbors um, get up here
[9:36]
and talk and maybe have a complaint or
[9:39]
two. Uh so I really want to start by
[9:41]
saying that we have been you know happy
[9:44]
residents in Seville for since uh Glenn
[9:48]
Eagle Farm was built
[9:50]
>> and I live over on 2913 Deer Path and
[9:53]
the eyebrow
[9:55]
um and um it's an awesome place to live
[9:58]
and um you know we really appreciate
[10:01]
everything that everyone has done. Uh,
[10:04]
also I want to let you folks know that
[10:08]
the Seville PD has been phenomenal. I've
[10:12]
been in here three times. Uh, we've
[10:14]
gotten uh, two tickets in the past
[10:17]
month. First time in 30 years, so it's
[10:20]
been kind of shocking system. Okay. And
[10:25]
uh, but anyway, your staff has been
[10:27]
great. I didn't hear parking
[10:29]
>> super helpful and has allowed us to talk
[10:32]
and ask questions. So the handout that I
[10:35]
provided you uh shows the layout of our,
[10:41]
you know, our culde-sac, our eyebrow is
[10:44]
what we call it on Deer Path Lane. Um
[10:47]
this isn't something to be resolved
[10:49]
today. I just wanted to kind of bring it
[10:52]
up to you to let you know that uh we've
[10:54]
had three tickets, one for uh another
[10:58]
neighbor and then two for us. So, it was
[11:01]
pretty shocking. We feel a little under
[11:05]
pressure and under attack right now.
[11:07]
I've talked to the police department
[11:09]
about the cso. I've gotten answers, but
[11:12]
every time that I have come in to get
[11:15]
clarification of what the tickets were
[11:18]
for and why, what new laws, new laws
[11:22]
have come to light. So, um, we basically
[11:27]
in my in inquiry have found out that we
[11:30]
have zero parking except for maybe two
[11:34]
and a half parking spots around that
[11:37]
eyebrow island. So, it has truly
[11:42]
affected 10 families. Some of them are
[11:44]
here supporting us. Others had to work
[11:46]
late and couldn't be here. Um, but now
[11:50]
all of a sudden, if we follow every rule
[11:53]
and law and everything that's new or
[11:55]
that we didn't know of, we literally
[11:58]
have to park outside of that these red
[12:01]
lines on that photo down the street
[12:04]
vehicles out of view of us. Uh, being a
[12:08]
nuisance to other folks that, you know,
[12:11]
we care about. All our neighbors in that
[12:13]
area are all really friendly. We're all
[12:15]
really tight. So, um, you know, we've
[12:19]
usually I'm only down here for the
[12:21]
Christmas light show awards for my son.
[12:24]
So, you folks know us from that. We try
[12:26]
to be really involved. Um, but we are
[12:30]
looking for clarification.
[12:32]
We're looking for some relief and we're
[12:36]
looking to see if that area is truly a
[12:40]
culde-sac. Technically, in every
[12:42]
dictionary we looked up, it's not a
[12:45]
culde-sac. We have one way in, we have a way out. It's never
[12:50]
been deemed anything. We are just Deer
[12:53]
Path Lane. Uh we're not a court, we're
[12:55]
not a circle. It's never been deemed one
[12:58]
way or the other. And um right now truly
[13:03]
we only have like two parking spots,
[13:06]
maybe three if you have a a car uh two
[13:09]
small cars and that's the other side. Um
[13:13]
and a lot of us just aren't aware. Okay.
[13:16]
So there are some pictures showing some
[13:19]
of the uh leg, you know, the just the
[13:22]
layout. Okay. And I won't go into all of
[13:24]
it. You folks are familiar with the
[13:26]
area. Um and then uh on the last page
[13:30]
something to consider which are our
[13:31]
concerns is one [clears throat]
[13:35]
is it truly deemed a culde-sac because
[13:38]
if it is we can't park around the inner
[13:40]
circle at all. We that I just found out
[13:43]
last week
[13:44]
>> from who?
[13:45]
>> Uh police department. Okay. So not you.
[13:48]
Uh
[13:50]
that was um Jack and Deissi uh that
[13:54]
officer. I've also spoken with uh the
[13:57]
night supervisor uh officer Elliott. Um
[14:01]
I mean everyone's been great and the
[14:03]
folks that take the payment for tickets,
[14:05]
they've been super helpful with the
[14:07]
adjudication dates because I have to be
[14:09]
out of town. It's been a hobby. So I'm
[14:12]
hoping it isn't a hobby in the future.
[14:15]
>> Um but anyway, we're trying to get a
[14:19]
ruling on that. And then some of the
[14:21]
other things in the back, we have an
[14:23]
active family. We have five vehicles in
[14:26]
the driveway. Um, I have a new
[14:28]
daughter-in-law who's pregnant. If she's
[14:30]
got to park down the street and walk
[14:32]
down the street in the winter, I mean,
[14:34]
it's like we're living in the city now
[14:36]
if all of this stuff gets enforced.
[14:38]
>> Okay.
[14:39]
>> Um, so anyway, if you could just
[14:41]
possibly, you know, review these and
[14:45]
consider them, we greatly appreciate it.
[14:48]
And we're just looking for some relief.
[14:50]
And yeah, like right now I have a
[14:52]
vehicle that is parked on the culde-sac
[14:54]
island and I truly fear like there's
[14:58]
going to be a ticket on it because it
[14:59]
comes at different hours of the day,
[15:01]
night and we just don't really know
[15:03]
what's happening. So it's been
[15:05]
unsettling.
[15:06]
>> Okay. The village manager will address
[15:07]
it with you.
[15:08]
>> Thank you. I appreciate that. And at
[15:10]
least chief they'll work it out.
[15:12]
>> Yeah. Yeah. Mr. Right. If if you could just uh make sure if you
[15:16]
could just write down for Chief Stanka
[15:18]
what's your email address. Uh Chief and
[15:21]
I will will review this. Uh not to make
[15:25]
a pun, but you've certainly raised an
[15:26]
eyebrow about an issue here.
[15:29]
>> Uh so I hope works.
[15:31]
>> So um we'll u we'll take a look at this
[15:34]
and and follow up with you. Okay.
[15:36]
>> Yeah. And I'm more than willing to come
[15:38]
down if we need more photos or if you
[15:41]
need me just to meet face to face. I
[15:43]
mean, I'm available whenever you folks
[15:45]
need me. Okay,
[15:46]
>> sounds good. Greatly appreciate it.
[15:49]
>> Thank you.
[15:54]
» Okay.
[15:56]
>> Next on the agenda is consent agenda.
[15:58]
All items listed on the consent agenda
[16:00]
will be enacted by one motion. There'll
[16:01]
be no separate discussion on those items
[16:03]
unless the trustees so request. In that
[16:05]
event, the item will be removed from the
[16:07]
general order of business and
[16:08]
considering it normal sequence on the
[16:10]
agenda. Looking for a motion. A motion
[16:13]
to approve the consent agendas presented
[16:16]
item A through D.
[16:18]
>> I'll second.
[16:20]
>> Sorry.
[16:22]
>> Okay, we have a motion from uh Trusty
[16:25]
Garcia, second from Trusty Abbott. Roll
[16:27]
call, please.
[16:29]
>> Trusty Garcia,
[16:30]
>> yes.
[16:31]
>> Trusty Malone,
[16:32]
>> yes.
[16:32]
>> Trusty Manco,
[16:33]
>> yes. Trusty Abbott.
[16:35]
>> Yes.
[16:35]
>> Trusty Frost.
[16:36]
>> Yes.
[16:37]
>> President Skilman.
[16:38]
>> Yes. Motion carries. Okay. Next item,
[16:41]
old business. We have no old business
[16:43]
tonight.
[16:45]
Manager Stewart, new business.
[16:46]
>> Yeah. Thank you, President Skelman.
[16:48]
Board of Trustees. Uh, Director Gray
[16:50]
will be presenting both items A and C as
[16:53]
they both relate to the River's End lift
[16:56]
station project. Uh, I've asked him to
[16:59]
just uh detail both or summarize both.
[17:03]
uh to you if the board is so inclined to
[17:05]
make a combined motion under new
[17:07]
business for both items following his
[17:09]
presentation. Uh we could proceed that
[17:12]
way for efficiency.
[17:13]
>> Okay.
[17:14]
>> Yeah. So I'll start with uh item C.
[17:16]
That's approval of a resolution to award
[17:18]
a contract for improvements to the
[17:19]
rivers and lift station to Performance
[17:21]
Construction and Engineering LLC of
[17:24]
Plano, Illinois in the amount of
[17:26]
$3,315,000820.
[17:30]
Um so the village is uh moving forward
[17:32]
with uh major improvements to a river's
[17:34]
end lift station which is located near
[17:36]
the uh River's End subdivision along the
[17:38]
Fox River. Um the work includes removal
[17:41]
and replacement of three submersible
[17:43]
pumps, uh guide rails, access hatches,
[17:47]
exterior piping and valves, and
[17:49]
rehabilitation of the existing wet well.
[17:52]
It also includes control building
[17:54]
renovations which includes new variable
[17:57]
frequency drives and skate system
[17:59]
improvements. It also includes new
[18:02]
fencing and a new driveway. Um we
[18:05]
advertised on July 3rd, three
[18:07]
contractors submitted bids to the
[18:08]
village out of six plan holders and uh
[18:11]
performance construction and engineering
[18:13]
was the parent low bidder at the $3.3
[18:16]
million which is about 19% over our uh
[18:20]
engineers estimate of uh 2.79 million.
[18:24]
We currently have budgeted 2.82 million
[18:26]
in uh fiscal year 26 and that is an
[18:30]
approximate shortfall of about 495,000.
[18:33]
Um the good news is that uh this project
[18:36]
will span two fiscal years. So will
[18:39]
hopefully be completed by the end of uh
[18:41]
fiscal year 27. So we we'll reallocate
[18:44]
uh that additional uh $495,000
[18:47]
in next year's budget.
[18:52]
And then uh item A is actually uh um
[18:56]
approval of a resolution accepting a a
[18:58]
professional service agreement with
[18:59]
Engineering Enterprises, Inc. of Sugar
[19:01]
Grove for phase 3 construction
[19:03]
engineering services um for that the
[19:07]
project basically in the amount of
[19:09]
149,922.
[19:12]
» Okay, any questions?
[19:14]
>> Yes.
[19:14]
>> Uh Kevin, was there any change uh on
[19:17]
item C? You said that there was a short
[19:19]
of $400,000 and some dollars. Was there
[19:22]
any change or why we didn't know there
[19:23]
was going to be a different pricing? I
[19:26]
think it's just what the prices are
[19:27]
coming in at nowadays for all these
[19:30]
electrical components and prices are
[19:31]
going up. So like VFDs, pumps, all that
[19:34]
stuff is kind of getting elevated.
[19:37]
>> And to follow that point, Director Gray,
[19:39]
can you confirm when we got the original
[19:41]
engineers estimate that would have been
[19:43]
[19:44]
>> That was about a year prior to get to
[19:46]
actually getting it out to bid. Correct.
[19:49]
>> Okay. Thank you.
[19:52]
>> Anybody else?
[19:55]
Okay, I'm looking for a motion on A and
[19:57]
C.
[19:59]
>> A motion to approve items A and C as
[20:01]
presented.
[20:04]
» I'll second.
[20:06]
>> Your motion on A and C under new
[20:09]
business and seconded by Trusty Abbott.
[20:12]
Roll call, please.
[20:13]
>> Trusty Garcia,
[20:14]
>> yes.
[20:15]
>> Trusty Malone,
[20:16]
>> yes.
[20:16]
>> Trusty Mascalo,
[20:17]
>> yes.
[20:18]
>> Trusty Abbott,
[20:19]
>> yes.
[20:20]
>> Trusty Frost,
[20:22]
>> yes. President Gilman.
[20:24]
>> Yes. Motion carries. Thank you. Item B,
[20:28]
approve a resolution to award the
[20:30]
contract for the 2026 Fire Department
[20:32]
training facility to Hot Canyon LLC,
[20:36]
DBA, Iowa, America, American Rescue of
[20:40]
Gilbert, Iowa in the amount of 38
[20:44]
338,000. Right. Okay.
[20:47]
Chief,
[20:49]
>> good evening, President Skilman, Madag
[20:50]
Stewart, and trustees. I appreciate this
[20:52]
opportunity to present this information
[20:54]
to you this evening. The resolution, as
[20:57]
President Skilman says, recommends
[20:58]
awarding the contract to the village's
[21:00]
new fire department training facility,
[21:01]
the Hot Canyon and Iowa American Rescue
[21:04]
in the amount of $338,000.
[21:06]
Just for a short background, our members
[21:08]
are required to complete a specific
[21:11]
amount of training each and every year,
[21:13]
and a portion of this training has to be
[21:14]
done at a certified training facility
[21:17]
that's at least three stories tall on 2
[21:19]
and a half acres. Our department
[21:21]
currently uses the Elgen Community
[21:22]
Training Center in Burlington for much
[21:25]
of their specialized training. It's an
[21:27]
excellent facility and provides us with
[21:29]
a lot of great opportunities, but there
[21:30]
are also limitations. We have over 50
[21:33]
firefighters between full-time and
[21:35]
part-time combined, and we have to
[21:37]
schedule that facility and work around
[21:39]
other communities and also the ECC
[21:42]
public safety curriculum program. We
[21:45]
currently reserve their facility for
[21:46]
approximately four hours each quarter
[21:49]
and and uh conduct that training over
[21:51]
three shifts. We must ensure that we
[21:53]
have adequate staffing in place so that
[21:55]
we can send vehicles from
[21:56]
Carpentersville to Burlington each of
[21:58]
those um mornings to train and traveling
[22:01]
alone back and forth is over an hour.
[22:05]
[clears throat] It's not as conducive to
[22:06]
having our own facility right in our
[22:08]
town to do the training that is
[22:09]
required. The village already owns six
[22:12]
steel shipping containers which are
[22:13]
currently located at the public works
[22:15]
storage facility and staff has worked
[22:17]
with HR Green to incorporate the area
[22:19]
for this dedicated fire training
[22:20]
facility as part of the storage yard
[22:22]
improvement project which was already
[22:24]
budgeted for completion this year.
[22:27]
Rather than constructing a traditional
[22:29]
training tower at a substantially higher
[22:31]
cost, this proposal utilizes existing
[22:34]
shipping containers to create a
[22:35]
three-story modular training facility.
[22:38]
The proposed facility will provide our
[22:40]
firefighters with the ability to train
[22:41]
in realistic residential and commercial
[22:44]
environments. As you can see in the
[22:46]
board report, the facility will include
[22:48]
interior rooms based on a real life
[22:50]
residential setting. It will have
[22:52]
hallways, multiple stair systems,
[22:54]
forcible entry doors, garage door prop,
[22:57]
window prop, ventilation props, attic
[23:00]
space, um technical rescue anchor
[23:03]
points, and a training stand pipe
[23:05]
system. And we will also have the
[23:07]
ability to create flashover simulations.
[23:09]
It will also incorporate exterior stair
[23:12]
systems providing access from thirdf
[23:14]
flooror areas into the roof. One of the
[23:16]
most important aspects of this project
[23:18]
is the overall safety. The proposal
[23:21]
includes Illinois stamped in engineering
[23:24]
structural calculations, foundation and
[23:27]
grading information and certification of
[23:29]
conformance with the NFPA402
[23:32]
safety requirements for non- gas fueled
[23:34]
live fire training structures. The
[23:37]
proposal also provides a two-day train
[23:39]
the trainer program which all of our
[23:41]
personnel will receive instruction on
[23:43]
how to use the facility and safe
[23:44]
operation within the training grounds.
[23:47]
There are only a finite number of
[23:49]
contractors who can perform this type of
[23:51]
work which is highly spec specified as a
[23:54]
state and as stated must meet all of the
[23:56]
national fire protection association
[23:58]
safety standards. The village
[24:01]
[clears throat]
[24:02]
honored the competitive bid process and
[24:03]
we did receive four proposals. Fire
[24:06]
department and public works staff
[24:07]
reviewed and ranked the proposals based
[24:09]
on an established criteria. Iowa
[24:12]
American Rescue not only submitted the
[24:14]
lowest bid, but also scored the highest
[24:16]
in regards to the project requirements
[24:18]
and was able to incorporate the village
[24:20]
village's sixth existing containers.
[24:24]
Staff also received positive reference
[24:26]
for the company from other departments
[24:28]
who they have built training facilities
[24:29]
for. This facility is also designed with
[24:33]
the future in mind. Because it's modular
[24:36]
construction, it will allow for
[24:37]
components to be repaired and replaced,
[24:39]
relocated, or expanded on without having
[24:42]
to reconstruct the entire facility. The
[24:44]
facility will allow us to train our
[24:46]
firefighters in our own community on our
[24:48]
own schedule with a structure that is
[24:49]
designed around actual skills they need
[24:51]
to perform. It'll reduce the dependence
[24:53]
on outside scheduling, reduce travel
[24:56]
time and wear and tear in our vehicles,
[24:58]
and it provides more frequent
[24:59]
opportunities for hands-on evolutions,
[25:01]
and most importantly, gives our
[25:02]
firefighters the opportunity to
[25:04]
repeatedly practice high-risk and
[25:06]
controlled uh training in a safe
[25:08]
environment. The facility can also be
[25:10]
shared for training with the police and
[25:12]
public works departments if so needed,
[25:14]
and we look forward to hosting classes
[25:16]
at the facility in the near future. This
[25:18]
is a very exciting project for the fire
[25:20]
department and we sincerely appreciate
[25:21]
the support from the village board and
[25:23]
the administrative staff. Thank you and
[25:25]
I'll be happy to answer any questions.
[25:26]
>> President Skilman.
[25:27]
>> Yes.
[25:28]
>> Um you've mentioned that uh we already
[25:32]
own the the storage bins or the bins.
[25:35]
>> Yes.
[25:36]
>> And it's still $338,000.
[25:38]
>> Mhm.
[25:39]
>> Okay. How much does it cost us to go out
[25:41]
to um the training center out west?
[25:45]
>> Um well, it depends. Uh, I'd have to get
[25:48]
that all the numbers for you, but we
[25:50]
provide instructors. Um, the travel
[25:52]
time. Uh,
[25:53]
>> do we pay rent to go out there?
[25:55]
>> We do pay a fee. Uh, it's it's I don't
[25:58]
know if it's rent, but it's a fee for
[25:59]
training.
[25:59]
>> Okay. There is a fee. Do you know what
[26:00]
that is off hand?
[26:01]
>> I do not.
[26:02]
>> Okay. Are we going to charge a fee for
[26:04]
every other town in Carpentersville to
[26:07]
come to this facility in our town?
[26:10]
[clears throat]
[26:10]
>> I have to talk to the manager about
[26:12]
that.
[26:12]
>> Say yes.
[26:13]
>> Yes.
[26:13]
correct answer for that. Okay. And I
[26:16]
want to make sure that that yes goes in
[26:19]
the minutes, please. Okay. Um,
[26:24]
Iowa company, that's the only one we
[26:26]
could come up with. Are the other ones
[26:29]
from Illinois? Do you know off hand?
[26:31]
>> Uh, no, they're not. They're from all
[26:32]
over. Like I said, there's not many
[26:34]
companies that do this type of work um
[26:37]
that put these containers. And then
[26:38]
there's not a lot of companies that
[26:40]
would actually utilize our existing
[26:42]
containers. they wanted to fabricate
[26:43]
their own offsite and then trailer them
[26:46]
into town. Um the highest bid was just
[26:48]
under a million dollar. Um and then the
[26:51]
lowest bid obviously is the $338,000. So
[26:53]
>> it just seems pretty high to me when we
[26:55]
already own the the storage bins. Uh I
[26:58]
mean bring in a crane and set the set
[27:01]
the bins.
[27:03]
Um,
[27:04]
>> if uh
[27:08]
I mean I looked at I looked at their or their website and they seem
[27:14]
like they're qualified to do it. I saw
[27:15]
an interview with a firefighter from
[27:19]
what is it? Hot Canyon or Iowa Iowa
[27:23]
American Rescue.
[27:25]
Um, I'd be willing to uh to say yes to
[27:29]
this uh if I can get a verification that
[27:33]
we will charge every town that comes
[27:36]
into our facility
[27:39]
on a separate pi payline
[27:41]
in our bookwork. I want to see that
[27:44]
number after this is built because if
[27:47]
it's if it's cost us, which I'd like to
[27:50]
know how much it's going to cost us it
[27:51]
costs us to go out to Hampshire or
[27:53]
Huntley or wherever that's at.
[27:55]
>> Burlington.
[27:56]
One of the two.
[27:58]
>> Yeah. Um, I would like to know that um
[28:02]
[clears throat] tomorrow.
[28:05]
I'd also like to know um
[28:09]
if we can pick and choose who uses this
[28:13]
uh facility at our at the
[28:15]
Carpentersville location.
[28:17]
Um how that works.
[28:20]
um
[28:22]
just so that we're using
[28:25]
uh firefighter friendly departments
[28:30]
uh using our facility that we're that
[28:32]
our residents are paying for. I just
[28:35]
want to make sure that we uh we have a
[28:37]
good relationship with the fire
[28:39]
departments that are will be uh
[28:41]
utilizing this this and if we don't have
[28:44]
a good relationship with them that they
[28:46]
will have to go out to Berling. Bless
[28:49]
you. Thank you.
[28:50]
>> Um, so I'd like to I'd like to make sure
[28:52]
that we have uh some more answers on
[28:54]
this
[28:56]
um and how much we're going to charge
[28:59]
per visit because I see I mean there's
[29:03]
different shifts. So I imagine one shift
[29:07]
goes the other shift covers or
[29:09]
something. I I'm not sure how that
[29:11]
works.
[29:11]
>> A lot of them uh Trusty Fro, sorry. Um,
[29:13]
a lot of them back in my days, we had to
[29:16]
like a subscription basically. We pay
[29:18]
like a yearly fee and then we can visit
[29:21]
it, you know, on it's three different
[29:22]
shifts. So, three, you know, and rotate
[29:24]
through. So, we're not paying all these
[29:25]
people overtime to go out, which the
[29:27]
chief's talking about. We pay people to
[29:29]
go back and teach and lots of overtime
[29:32]
involved, which we could get those
[29:33]
numbers for sure. No big deal. No
[29:35]
problem. But, um, yeah, I mean, Huntley,
[29:38]
we had to pay them to go out there when
[29:40]
we when Huntley was in service. Uh, and
[29:42]
now this newer facility out in
[29:44]
Burlington, it's so far away. Huntley
[29:46]
was actually closer,
[29:48]
>> but um, but you know, they, you know,
[29:51]
they have to keep it for their own
[29:52]
firefighters now, mainly. You know what
[29:54]
I mean? And and they deal with Mckenry
[29:55]
County College out in Huntley, too. So,
[29:58]
yeah, there's a lot to it. But this is a
[30:00]
great for us to have our own academy.
[30:02]
>> We could have kids, I mean, you know,
[30:04]
students coming here and paying to be
[30:06]
part of the, you know, the academy
[30:09]
someday. So, I think it's a it's it's a
[30:12]
win-win for the village and for for all
[30:14]
of us, you know,
[30:15]
>> prevailing wage language covered under this.
[30:18]
>> Yes, sir.
[30:19]
>> Proposal. Yes.
[30:20]
>> Yeah.
[30:22]
>> Okay.
[30:23]
U may I just address uh I think some of
[30:26]
Trusty Frost's specific concern. So, uh,
[30:30]
what we would certainly do, any other
[30:32]
agency that was going to be making use
[30:34]
of our facility, we would, uh, we would
[30:38]
have that formalized through an
[30:40]
intergovernmental agreement. Uh, that
[30:42]
intergovernmental agreement will be
[30:44]
presented to the village board for each
[30:46]
and every one of those entities. Uh,
[30:49]
just so uh, you would have eyes on
[30:52]
anyone who is authorized to be there.
[30:54]
What's that?
[30:55]
>> Liability.
[30:56]
>> Oh, yes. And it would address liability
[30:58]
and you know workers comp the fact that
[31:00]
you know their their employees here are
[31:04]
responsible uh on their on their dime
[31:06]
for any injuries that sort of thing. I
[31:08]
mean unfortunately training exercises in
[31:10]
the and you know uh the fire industry
[31:13]
are
[31:15]
possible. So we we certainly will do
[31:17]
everything to to ensure that we have
[31:19]
protections for the village and that
[31:21]
those would be presented to the village
[31:23]
board. Uh in terms of the actual
[31:26]
numbers,
[31:28]
uh this facility isn't scheduled to be
[31:30]
completed pending board approval tonight
[31:32]
until early November. Uh if it would be
[31:35]
acceptable, I think we just need a
[31:37]
little bit of time to put together the
[31:39]
framework of what uh that subscription
[31:42]
or similar type fee would be if if that
[31:45]
would be all right for us to follow up
[31:46]
with with you and the rest of the board.
[31:49]
>> Um it's fine with me. Um, I have another
[31:53]
question. This gets set into concrete on
[31:56]
the concrete uh parking lot out there.
[31:58]
Is that what we're going or is it going
[31:59]
to go on grass?
[32:00]
>> Not on grass. No, it'll be on a
[32:02]
foundation.
[32:02]
>> Okay. At the $338,000,
[32:05]
if it's going to go on concrete slab, no
[32:08]
extras. No extras at all. Not we forgot
[32:12]
this. We need to add this. None of it.
[32:16]
$338,000
[32:17]
is enough for this project. No extras,
[32:21]
no coming in. We're the lowest bidder.
[32:24]
Oh, we forgot something. I don't want to
[32:26]
see that. I will vote no for that when
[32:28]
it comes up in our in our uh agenda down
[32:31]
the [clears throat] road. But as of
[32:33]
right now, I'm on board with this if it
[32:36]
stays at 338 or goes down.
[32:40]
>> Yeah, sounds good. Trusty Mullen, do you
[32:42]
have a comment or
[32:43]
>> I believe Trusty Frost covered it. I was
[32:45]
just going to ask about renting it to
[32:48]
other communities and that seems to be
[32:50]
covered. So, that's good.
[32:51]
>> Yeah.
[32:52]
>> Oh, that's good. Thank you guys. Good
[32:53]
questions. Okay, that being said, I'm
[32:57]
looking for a motion.
[32:59]
>> Motion to approve item B under new
[33:01]
businesses.
[33:03]
>> I'll second motion by Trusty Garcia,
[33:05]
second by Trusty Malone. Roll call,
[33:07]
please.
[33:08]
>> Trusty Malone?
[33:10]
>> Yes.
[33:10]
>> Trusty Muscalco?
[33:11]
>> Yes.
[33:12]
>> Trusty Abbott?
[33:13]
>> Yes.
[33:13]
>> Trusty Frost?
[33:14]
>> Yes. Trusty Garcia.
[33:15]
>> Yes.
[33:16]
>> President Skilman.
[33:17]
>> Yes. Thank you. Motion carries. Thank
[33:19]
you, Chief, for explanation. And um next
[33:23]
item will be Manager Stewart.
[33:25]
>> All right. Thank you again, President
[33:26]
Skilman, board of trustees. Uh upcoming
[33:29]
events. Uh, Saturday, August 29th is the
[33:32]
community getdown event uh at Carpenter
[33:35]
Park from noon until 1000 p.m. Uh,
[33:37]
please note this is not a village uh
[33:40]
sponsored event, but it will feature
[33:42]
live music and food vendors uh but no
[33:45]
alcohol as the theme is familyfriendly.
[33:48]
Uh Thursday, September 10th at 4:30 is
[33:51]
the ribbon cutting for the uh Woodland
[33:54]
School Teen Impact Center uh that the
[33:57]
Boys and Girls Club has uh been working
[34:00]
on all this time. Uh village board
[34:02]
members are invited, uh if anybody is
[34:05]
interested in attending and has not
[34:07]
RSVPd, please let us know. We can RSVP
[34:10]
you for the event. Uh then the next day,
[34:13]
Friday, September 11th at sunset at the
[34:16]
new Riverfront Park, uh is the 25th
[34:19]
anniversary commemoration of
[34:20]
9/11/Patriots
[34:22]
Day. Uh we are excited to hold the event
[34:25]
in the evening and feature two
[34:27]
spotlights simulating the Twin Towers, a
[34:30]
well decorated and
[34:33]
hopefully well manicured lawn at the new
[34:36]
park, uh and some impactful speakers
[34:39]
lined up as well. uh Chief Anes Chevitz
[34:41]
I know and uh Jen Hyde and our team have
[34:44]
been working very hard on putting
[34:46]
together I I think what's going to be an
[34:47]
impactful event. So uh looking forward
[34:50]
to that. September 12th uh so this is
[34:53]
three days in a row. Uh the Saturday is
[34:55]
Elg uh both the parade component and the
[34:58]
festival. The parade's going to be the
[35:00]
same route as last year going from uh
[35:03]
Meadowdale uh shopping center down to
[35:05]
Carpenter Park. Uh there will be a
[35:07]
cavalcade, so uh some horses there um as
[35:12]
well as other vehicles. And then the
[35:14]
main festival will be from 1:00 until
[35:17]
10:00 that evening, uh featuring food
[35:20]
from five of our local Carpentersville
[35:22]
restaurants, uh and some other
[35:24]
activities. Um,
[35:27]
other note on meetings, I'll just
[35:29]
mention that uh we're reviewing if the
[35:32]
September 1st board meeting, which would
[35:34]
be two weeks from tonight, uh, might be
[35:37]
effectively combined with the September
[35:39]
15th board meeting, uh, which just
[35:42]
happens to fall right in the middle of
[35:43]
the month. Uh, if anybody has any strong
[35:46]
feelings on that, please reach out to me
[35:48]
online at the staff level. We're
[35:50]
otherwise going to just see if if we can
[35:52]
effectively combine those without
[35:54]
causing any uh disruptions with other
[35:57]
approvals and such. Uh everyone's uh
[36:01]
aware of the building uh relocation and
[36:04]
renovation project continues to
[36:06]
progress. Uh the police station remains
[36:09]
on target to be in the temporary space
[36:12]
on Carpenter Boulevard by September
[36:14]
14th. Um and the village hall side uh
[36:19]
will be in the temporary space uh a week
[36:22]
earlier than we had previously targeted
[36:25]
uh by October 19th. Uh so just a
[36:29]
reminder that board meetings beginning
[36:30]
in November will be at station 93 until
[36:34]
we're back in the newly renovated and
[36:37]
expanded building here uh which is
[36:40]
January 2nd 2028
[36:42]
52 days uh from today. uh on the dis uh
[36:49]
director Mason has uh just circulated
[36:53]
the through July financial numbers. Just
[36:56]
a couple highlights. Um revenues
[36:59]
year-to- date uh are trending about uh 4
[37:03]
and a.5% above where they would be
[37:06]
expected to be. Um
[37:08]
just where we are through seven months.
[37:11]
uh mentioned that our police and fire
[37:14]
pension funds have both actually been
[37:17]
highly outperforming their budgeted
[37:19]
projections due to significant uh
[37:21]
investment income realized this year. Um
[37:25]
villagewide expenditures are well under
[37:28]
budget uh at a little less than 37% of
[37:32]
what was budgeted for the year to date.
[37:34]
Uh so revenues are trending better than
[37:38]
budget. expenses are trending actually
[37:40]
significantly below what was budgeted.
[37:43]
Uh and mentioned that um capital
[37:47]
projects which is the final page of it's
[37:50]
a kind of insert there at the the back
[37:52]
of the the packet there. Uh we have uh
[37:57]
advanced all 38 of the projects that we
[38:01]
budgeted for advancement uh this year um
[38:04]
with the River's End uh project approval
[38:08]
and the fire training uh station uh uh
[38:13]
approval this this evening. uh mentioned
[38:15]
that we've completed 15 projects this
[38:18]
year or are otherwise fully expecting
[38:21]
for 15 of those projects to be completed
[38:24]
before year end. Uh and we've also done
[38:27]
a small number of the contingency
[38:28]
projects too. Uh online water billing is
[38:32]
fully operational. Uh if you yourselves
[38:36]
or people you know, please spread the
[38:38]
word. uh the our website's finance tab.
[38:41]
If you go under water bills and payment,
[38:44]
uh that's where people can register uh
[38:47]
for the a bill pay options. Uh it's laid
[38:51]
out very nicely there. So again, credit
[38:53]
to the the finance team for for doing a
[38:55]
great job there. Um, also just so the
[38:59]
board's aware, we are uh reviewing a
[39:02]
special use permit application for a car
[39:05]
wash uh which would be looking at the
[39:08]
vacant land immediately west of the
[39:10]
village fresh market. Uh this will be
[39:13]
proceeding to planning and zoning uh
[39:16]
before advancing to the village board.
[39:18]
Uh more information to follow. Uh last
[39:21]
and not least by any means uh really
[39:24]
thanks to so many people for Jamberee
[39:26]
days and uh giving us a successful
[39:29]
launching point uh to hopefully continue
[39:33]
um [clears throat]
[39:34]
not only the success we had but
[39:36]
hopefully building on that to even
[39:37]
bigger and better things. uh Jen and
[39:40]
Greta, I can't even tell you how much
[39:43]
they contributed to so many aspects of
[39:46]
that event and u not only coordination
[39:49]
on the front end but during the event as
[39:51]
well. Uh special thanks to the public
[39:53]
works team. Uh those guys were just
[39:57]
fantastic uh over the two days and even
[40:00]
leading up to it. There was a lot of
[40:01]
setup to do. Uh I mean they set up our
[40:04]
park for two major events in the course
[40:07]
of 72 hours. Uh that was remarkable. Uh
[40:11]
the PD staff as well uh police officers
[40:14]
who were there did a fantastic job. Uh
[40:17]
thanks to the village board for your
[40:19]
support and participation at the event
[40:22]
and uh some of our other volunteers as
[40:25]
well. So thank you. That is my report.
[40:28]
>> Thank you.
[40:29]
All right. Trustee committee reports.
[40:32]
Trusty Mancalco.
[40:34]
Well, Brad did cover most
[40:35]
[clears throat] of what I was going to
[40:37]
discuss, but um one of the things he did
[40:40]
not cover was Fall Fest is coming up
[40:42]
September 19th. It'll be from 11 to 3 in
[40:45]
Carpenter Park. We'll have a DJ, food
[40:47]
trucks, and lots of free kid activities.
[40:51]
Think we want to highlight the free. Um,
[40:54]
we also have Katrina's Carnival on
[40:57]
October 4th that it's not a village
[40:59]
sponsored event, but it is an event that
[41:01]
will be going on in Carpenter Park. Um,
[41:04]
there'll be music and food. We recommend
[41:07]
you check Facebook for where to purchase
[41:09]
tickets for that event. That's all I
[41:12]
have.
[41:14]
>> Thank you, Trusty Frost.
[41:17]
>> Oh, Jamry Days was a lot of fun. Uh,
[41:22]
everybody I talked to that that went
[41:25]
can't wait till next year already. I
[41:28]
have a couple of bands, so I would like
[41:30]
to have a little input on next time's uh
[41:33]
next uh Jamberee Day's uh
[41:37]
selections, we'll say.
[41:39]
>> Mhm.
[41:40]
>> Um, Buck Cherry was
[41:44]
interesting.
[41:47]
Um,
[41:47]
>> rock and roll.
[41:49]
>> I'm maybe a fan now. I don't I I didn't
[41:52]
know him before. I maybe have I'm a fan
[41:54]
now.
[41:56]
Um good job. Great job, Jen and
[41:58]
everybody that was involved. Um I just
[42:01]
want to emphasize a little bit on this
[42:04]
article. Kane County Board okays nearly
[42:07]
2.3 million property tax levy hike.
[42:12]
This administration when it came in
[42:14]
office
[42:17]
ran with no property tax increase.
[42:21]
[clears throat] I get calls every year
[42:23]
this time of year taxes are due. My
[42:25]
taxes went up. I have to explain to them
[42:28]
that it's not the village of
[42:30]
Carpentersville that's raising their
[42:31]
taxes.
[42:34]
We've stayed with a a flat tax
[42:37]
all through uh President Skilman's
[42:40]
administration as long as I've been
[42:42]
involved with it. Not that I'm the
[42:43]
person to be get the pat on the back,
[42:47]
but since I've been here, it still
[42:49]
hasn't gone up. Um, the board approved
[42:56]
402.9
[42:59]
million budget for the fiscal year
[43:01]
starting December 1st
[43:05]
and
[43:08]
two weeks later
[43:11]
they're looking for another 2.3 million.
[43:15]
Just so our residents know, and I want
[43:17]
this in the minutes also, that
[43:20]
[clears throat] this is not the Village
[43:22]
of Carpenters, though raising your
[43:23]
taxes. Okay, this is the King County
[43:25]
Board. It's uh kind of ironic there's
[43:28]
not a King County board member in our
[43:31]
attendance tonight after this
[43:34]
pleasant article. I believe there's
[43:37]
three King County board members that
[43:39]
cover the village of Carpentersville.
[43:42]
um one comes to the meeting, gives us a
[43:45]
good report,
[43:48]
not talk to the other two in
[43:51]
I don't know when's the next election,
[43:54]
when was the last election. Okay. It'd
[43:57]
be nice if we could have those folks
[43:59]
come to our meetings, maybe give our
[44:01]
village residents a little insight of
[44:04]
what's going on. Thanks. I mean, Chris does a great job. gives us a
[44:09]
little insight of what's going on. But
[44:12]
this is stuff that we'd like to hear
[44:14]
about right here. This is in the Beacon
[44:17]
News, the Aurora Beacon News.
[44:21]
Um, it's a lot of money. Our taxes are going
[44:26]
up. I'm paying $8,000 for a city lot in
[44:28]
Carpentersville.
[44:30]
It seems
[44:33]
it's disturbing to me. I mean, I I mean,
[44:36]
knock on wood, I can afford it. Thank
[44:38]
God some folks can't. It's going to go
[44:40]
up more. So,
[44:43]
um I'm not looking for anybody to jump
[44:45]
on board with me. I'm just saying this
[44:48]
because
[44:49]
it's it's disturbing to me that that
[44:53]
after passing a budget of 442
[44:57]
million, two weeks later they're asking
[44:59]
for another $2.3 million to go into the
[45:02]
general general fund. So, take that for
[45:06]
what it's worth. coming from a resident
[45:09]
of the village of Carpentersville that
[45:11]
happens to sit in his seat. Thank you.
[45:14]
>> Thank you, Trusty Evb.
[45:17]
>> Yeah, sure. I just want to thank
[45:18]
everybody for Jamberee Days. I got a lot
[45:20]
of feedback, positive feedback, and like
[45:22]
Trusty Frost said, everyone's excited
[45:24]
for next year. Jen
[45:27]
and all the public works, police
[45:29]
department, and fire department, and
[45:31]
everybody that volunteers just it was
[45:33]
amazing. It was a lot of fun, and I want
[45:35]
to thank everybody for that.
[45:38]
Thank you, Trusty Abbott. Trusty Malone.
[45:41]
>> As everyone said, I'd just like to
[45:42]
personally thank everyone for Jamberee
[45:44]
Days. You guys worked really, really
[45:45]
hard and it turned out great. I didn't
[45:48]
get any complaints, just positive
[45:50]
feedback. Everybody's looking for next
[45:52]
year. I'm working on it.
[45:56]
>> Thank you, Rusty Garcia.
[45:59]
>> Well, everybody said it already. Thank
[46:01]
you, Jen. Thank you, Greta. But we're
[46:03]
forgetting Brad. If anybody was running
[46:06]
around like a chicken with no head was
[46:08]
spread picking up garbage, moving
[46:09]
chairs, doing this, doing that. Thank
[46:11]
you guys. Public works, you guys rock.
[46:14]
That's it. That's all what I have to
[46:15]
say. Thank you guys. I'm looking forward
[46:17]
for the next 10 years.
[46:20]
>> Thank you. Thank you. Yeah. No, I'll
[46:21]
echo the same. Um, and first of all, I
[46:25]
want to say happy anniversary to
[46:26]
Bradford Stewart today. 20 years
[46:30]
marriage anniversary. Yeah.
[46:32]
>> Yes. To be clear, [laughter]
[46:35]
So, um,
[46:36]
>> and Emily.
[46:36]
>> Anyways, yeah, no, thank you guys for
[46:38]
everything and yeah, let's just keep
[46:40]
moving forward like we have been doing
[46:42]
and yeah, um, thank you. Anything else?
[46:46]
Anybody?
[46:47]
>> Nope.
[46:48]
>> Motion to adjurnn. Anybody? I'll
[46:51]
>> motion to adjurnn.
[46:53]
I'll second. All
[46:55]
>> in favor? I I
[46:58]
mean adjourn. Thank you.
