[10:55] planner at the northwest New Mexico Council of governments here to present

[10:58] to you guys a report on our work program with the village of Milan uh we were

[11:04] intending to present this uh as a six-month report

[11:10] um we're a little late so uh it's now an eight-month report but it really is kind

[11:15] of just recapping what we've done uh to date for the fiscal year so since July

[11:20] 1st this is kind of a recap of the work that we've done uh we've broken it out

[11:24] into uh kind of a direct services for the village Milan and then also Regional

[11:30] initiatives as we are a regional planning organization and so

[11:34] just kind of working my way through the document I wanted to to again just kind

[11:38] of remind you guys this is all tied to the annual membership that the village

[11:42] of Milan pays into the Council of governments and in return we provide

[11:46] Technical and planning services for the village

[11:50] um that uh that annual membership is kind of broken out over a

[11:55] and hours uh time period and so we budgeted 154 hours based on the amount

[12:02] of funding that was provided to the Council of governments

[12:06] um to date we have used 161 so we're over

[12:10] um that doesn't mean we're going to stop uh assisting the village of Milan this

[12:14] is kind of just an internal Benchmark that we like to keep for ourselves to

[12:18] ensure that we are um elect spending time for members uh in

[12:23] our region and so um we'll continue to continue to assist

[12:27] the village of Milan we'll probably far exceed the the 154 but that's okay we've

[12:33] got a lot of work to do for the village of Milan and we're going to continue to

[12:36] do so uh until the the next year um so our report that we provided

[12:43] um has really uh planning highlights and project highlights and then of course

[12:48] the regional initiatives but the planning highlights one of the things

[12:51] that we've done to date was uh we're we're thinking about prepping a

[12:56] affordable housing plan at the county level which will Encompass the village

[13:01] of Milan and so what we've done today was we've talked to mortgage Finance

[13:07] Authority at the state we brought them in for a presentation to the commission

[13:11] and then we sat down with them to kind of go over what the contents of that

[13:16] plan needs to be how hard it would be for us to prep it ourselves and so siboa

[13:21] County along with the Council of governments is going to kind of lead

[13:24] that the nice thing for the village is it it will allow the village to utilize

[13:31] that plan to adopt and enact and establish its own affordable housing

[13:35] program if it wanted to um it eliminates the needs for

[13:40] developing a plan for yourselves and so we're going to wrap the village Milan

[13:44] into that as well the affordable housing program if it if if the village does uh

[13:50] establish that program basically what it does is it allows the village of Luan to

[13:55] assist developers and developments who want to bring housing into the community

[14:00] with infrastructure donation of land those type of activities so it's a way

[14:06] to get around the anti-donation clause for housing purposes

[14:11] the next is the gransom along comprehensive Transportation safety

[14:16] action plan I think in the fall

[14:21] um the the Cog was notified by New Mexico

[14:24] Department of Transportation that there were some research and planning funds

[14:28] available and we decided that you know we we asked

[14:33] Village Milan in the city of Grants if you guys would like to conduct the

[14:38] comprehensive Safety Action Plan for transportation purposes the reason we we

[14:42] asked that was we anticipated um

[14:46] we reviewed a lot of the bipartisan infrastructure law Transportation

[14:50] programs and having a comprehensive Transportation safety action plan was

[14:55] one of the uh criteria it also is a just a general generally a good plan to have

[15:01] for transportation purposes um as we move forward and do a lot of

[15:05] Transportation projects in the village of Milan so the village of Milan

[15:08] contributed fifteen thousand dollars the city of Grants contributed fifteen

[15:12] thousand dollars and then we were able to secure 120 000 and so we're going to

[15:17] hire Consultants to do some data analysis write a plan get us prepped and

[15:21] get us ready and eligible for big large pots of federal funding uh through the

[15:27] bipartisan infrastructure law one of the projects that we're targeting now and

[15:31] that will probably be highlighted in this plan is Elkins Road from end to end

[15:36] and so we anticipate that being you know uh many millions of dollars and so the

[15:43] bipartisan infrastructure law program has that capacity to fund those types of

[15:48] projects or that without chargeable now and so uh we went out to RFP a month ago

[15:56] we didn't get any uh proposals in so we reposted

[16:01] um we are getting interest um now because we're reminding uh firms

[16:06] to to to send us proposals and so we're hoping to select a firm

[16:12] um or firms multiple um in April and so essentially we're

[16:17] looking at getting this started maybe uh June or July getting that planning

[16:23] process going foreign

[16:27] the next is the drainage master plan this has been a long-standing item for

[16:32] all three entities in Cibola County the plan is about 10 or so years old it's

[16:38] been heavily utilized and it's it's it's uh kind of resulted in millions of

[16:43] dollars of drainage infrastructure projects such as the airport road

[16:48] drainage the San Jose Channel improvements some of those items in the

[16:54] village move on a lot of items in city of Grants kind of resulted as uh as a

[17:01] pro as a part of this planning process again that's 10 years old uh this the

[17:06] county is taking the lead to update this plan what we've done with the Council of

[17:12] governments is we secured services from the Army Corps of Engineers to conduct

[17:17] surveying so basically redo the mapping uh of of the for the plan and so we're

[17:24] hoping to get that started as soon as possible

[17:28] as for project highlights we once again assisted the village of Milan with the

[17:34] annual icip update we kind of meet an individual we we meet with the manager

[17:40] um and and projects coordinator and we discuss all the projects present a

[17:45] preliminary order add new projects and take new projects or take projects off

[17:50] and so we once again assisted the village with that process there

[17:55] we also again provided a legislative technical assistance as you guys are

[18:00] aware we do kind of coordinate the annual Cibola area legislative forum

[18:07] it looks like we're going to be hosting that Forum in Milan hopefully next year

[18:11] so that's something to look forward to there a quick highlight from the

[18:16] legislature I sent Linda and Denise this information this morning but uh we have

[18:22] tentatively uh 2.5 million dollars in capital alley for the swimming pool

[18:27] and then we also have 200 000 for Public Works vehicles and that's in the

[18:32] legislature right now there's a whole a handful of other state programs that

[18:37] we've anticipated looking into um again we have a capacity building

[18:43] options that you guys have secured fifty thousand dollars for this past year

[18:48] they're putting more money in that program there so we might be able to

[18:52] continue to bring in uh Consultants into the village of Milan and have that

[18:57] capacity building Grant pay for the services there as opposed to having them

[19:02] come directly from the village of Milan um we we also noticed that the regional

[19:08] Recreation grant program is getting funded again

[19:13] the nice thing is if this 2.5 million for the swimming pool stays and gets

[19:20] approved by the governor we can possibly apply for that Regional Recreation

[19:24] program for the gap for the remaining and get the project done completely and

[19:30] so this is a good year for the village of Milan to get all the money that it

[19:34] needs to the swimming pool

[19:37] um so we also uh last year kind of worked

[19:42] on a transportation project fund application with the village of Milan

[19:45] and Wilson and Company for Airport Road phase three obviously we did get awarded

[19:51] that in August and September uh 1.195 million

[19:58] and so we're looking at um as part of our regional

[20:03] transportation plan and organization process we're looking at basically

[20:07] identifying the next project for the next year's cycle and so we've been

[20:11] working closely with Denise and Linda to identify the projects

[20:15] um and so we're going to engage in another application cycle for

[20:19] transportation project fund there just recently within the last week

[20:24] weekend week and a half I've been working on submitting requests to the

[20:30] Congressional Delegation for uh appropriation funding and so we're

[20:36] putting in for Wastewater system improvements and again swimming pool

[20:41] improvements as well and so uh we're crossing our fingers my submitted forms

[20:47] to Senator Lujan Senator Heinrich and representative Ledger Fernandez and so

[20:55] um it's kind of a process that has reestablished itself in the last couple

[20:59] of years and so we're working with the village of Milan to apply for those

[21:03] funds there

[21:05] um the capacity building Grant again the village was awarded fifty thousand

[21:09] dollars um The Village uh entered into an

[21:13] intercompartmental Services agreement with the Council of governments we

[21:17] intend we then took that fifty thousand dollars

[21:21] um issued an RFP uh we selected consult a group of consultants and then we have

[21:27] issued a task order um for the village of Milan for those

[21:32] Consultants to start prepping applications for water and wastewater

[21:37] through the clean water for Stanley Road and Bridge for the

[21:42] transportation project fund for Elkins Road through the bipartisan

[21:46] infrastructure law and then for the Milan industrial park for Lita and Eda

[21:51] and so we're not going to submit those applications obviously without Village

[21:55] concurrence but we're prepping those applications and getting them ready and

[21:59] so this is again that fifty thousand dollars that was uh awarded to the

[22:03] Village of Milan through the capacity building Grant at the state

[22:10] um next is I-40 planning grants um this was appropriation through the

[22:15] legislature to New Mexico DOT um we worked the village of Milan to put

[22:20] in four Horizon Boulevard interchange planning

[22:24] um and also uh a possible um looking at preliminary engineering

[22:31] and feasibility of an additional interchange at the pole Canyon Sawmill

[22:36] Road area specifically looking at tying into the Milan Industrial Park obviously

[22:43] both are tied into economic Economic Development initiatives both are tied

[22:49] into the Milan industrial park but you know Horizon specifically is also tied

[22:53] into the village of Milan and just the uh the the large amounts of freight

[22:58] traffic that comes through that area there

[23:00] so we're going to conduct some planning for those two interchanges and then

[23:06] subsequently just figure out optimal design Solutions and improvements for

[23:11] those corridors uh in the future the last lead for the village of Milan

[23:16] we uh we conducted a public participation process for the cdbg grant

[23:22] program uh we conducted two public hearings we gathered projects we uh kind

[23:29] of conducted a preliminary uh vetting process

[23:33] but ultimately we decided and the villagers decided that we'll hold off on

[23:38] an application this this year for cdbg but the work that we've done to date is

[23:43] is going to uh it'll still be relevant for next year's

[23:49] cycle so it's not lost on the work that we've done to date for that process and

[23:53] so um we'll re-engage that process next

[23:57] year and again if we decide to apply we'll go ahead and use utilize that

[24:02] information and work that we did this year

[24:07] so the next section is regional initiatives I won't go over go over this

[24:11] too much because this is kind of a large encompassing uh multi-jurisdictional

[24:15] work that we've done obviously we are a Economic Development

[24:19] District so we do a lot of Economic Development work we assisted numerous

[24:25] entities with economic development Administration grants and War and were

[24:31] awarded numerous grants um we also utilize a lot of the Eda

[24:36] funds Economic Development Administration funds

[24:40] um for the Milan industrial park so taking uh the master plan and getting it

[24:46] to 100 design um we use we utilize a lot of that

[24:50] funding in Milan we set up our revolving Loan Fund for

[24:55] small business support from our office is

[25:01] um going to each County visiting the the municipalities and the communities and

[25:06] talking to businesses and seeing if they need uh small loans for business support

[25:14] and so he's been out to grandson Milan visited with a few so we'll continue to

[25:20] promote that program as well

[25:24] um I'm going to skip a few uh I think one of the bigger things is we're trying

[25:29] to set up a regional dashboard on our website that'll uh it'll come Encompass

[25:35] uh various forms of data um economic data social data demographic

[25:41] data what we're trying to do is set up a platform for our members to utilize

[25:48] um if they are writing their own grants or if they're needing quick quick

[25:52] information for whatever purposes it may be we're trying to set that up so that

[25:57] our members can access that pretty quick because there's so much data out there

[26:01] it's kind of it kind of gets daunting when you go to look for something we

[26:05] just want to make it a One-Stop shop for for our members so that they can be so

[26:11] confident in the data that they're obtaining and using

[26:15] um lastly I just want to say you know again we are a member-based uh

[26:20] organization we do collect membership membership funds from Member governments

[26:26] um what what you have in your report says 29 to 1 but I recalculated based on

[26:32] our I-40 planning ground Awards and we're we're at 35 to 1 and that's in a

[26:37] regional context um so essentially what we've done is

[26:41] we've taken uh the membership dues that are paid to the Council of governments

[26:46] leverage that with annual federal and state contracts to that allows us to

[26:51] establish our base for our salaries and our employees and we in turn kind of

[26:57] utilize that framework to bring in roughly 48 million dollars into the

[27:03] region as a whole and so uh with that I can stand for any

[27:07] questions

[28:55] was on page 19 of 29th on fireworks restrictions

[29:00] um yeah it outlined what fireworks were a

[29:06] lot here in the village who will enforce or inspect the fireworks here at the

[29:12] Village of Milan or is it going to be inspected at the stands or if they see

[29:18] somebody shooting fireworks update how is that gonna oh oh are they going to

[29:23] enforce that in the past has been enforced by the fire department they

[29:28] have the inspection they actually issued the

[29:33] uh the permit and we will have a next month I believe the fireworks

[29:39] uh ordinance which which is updated and instead of like last year it was only a

[29:46] good for a certain period of time and then one that we will be presenting to

[29:52] you for your consideration will be for year round and I believe some of that is

[29:59] uh Denise it gives you permission to do some of that

[30:05] permitting

[38:54] and a half weeks ago so I was already behind with the deadlines approaching

[38:59] um so to keep it short as possible

[39:03] um the body camera Grant we need to update our body cameras

[39:08] when we're going to this new Tyler system we've gotten by the past year

[39:11] with the twos because we don't we we don't have to pay for them so I didn't

[39:14] want to add take on another charge but we got to shift to body cameras three uh

[39:19] axon threes to download are to be compliant with our Tyler plan for all

[39:25] three of our agencies so the quote we got was 50 000 I think was over 74

[39:30] months um the grants that I was applying for

[39:33] their Awards I think the smallest award was 500 000 so it would have been a

[39:38] stretch to get it anyway so I started looking in other areas

[39:41] um through the municipal League I was able to find a way to get assistance and

[39:46] I'm working with candy on the details we have it set up a meeting next week

[39:51] but short version we were going to be paying 9 300 a month for our body camera

[39:57] with the money I was able to find through the municipal League we're only

[40:00] paying 4 200. so it knocked off 50 math it wasn't my best subject 5100 a

[40:06] year so I think um that's going to help and with the increase in lepf

[40:11] um that saves us about 24 000 over five years so

[40:16] um so that one I know it's on here for approval but I don't think I would meet

[40:20] the deadline but we already have something in place the other one

[40:25] um again I missed because I just found out

[40:29] about them and our deadline here was approaching on March 21st

[40:33] uh we've been having all these meetings um with different entities on mental

[40:37] health and uh officer response crisis team response so I've been looking for

[40:42] Grants to pay for that I think at this time

[40:46] um the clinic on Roosevelt in Grants did receive some grant funding that could

[40:50] assist us with this um it would have been it would have been

[40:55] difficult to maintain with our staffing our current

[41:01] um experience we have in our department and all the projects that I have going

[41:06] on and that I want to get to it would have been very difficult to take this on

[41:10] right now so I'm hoping to work with them with with the grand funding they

[41:14] got because that's uh gonna spread be spread out through the county and now to

[41:19] assist us with my concerns on certain individuals we have in our community

[41:22] which we've already begun um taking care of one that we've dealt

[41:28] with uh 35 times since January so that's the need I'm talking about that we need

[41:33] in our community but we got things in place that I'm finding out there are

[41:37] plenty of Grants out there that I'm starting to look for there's money

[41:40] available but this one's going to be a little bit rushed and I don't want to

[41:44] rush things because I want to um put the numbers in place so I do

[43:40] above um with these two sections and what this

[43:43] tax border does it allows the engineer to help us with the bidding phase as

[45:21] for the month of February we had 76 calls for being such a short month

[45:28] and the prior month of January the calls went up about one percent

[45:33] um fire calls went up a little bit too

[45:37] um attached to my report I did lately the

[45:43] last few months if you guys didn't notice have been putting a

[45:48] an incident type per Zone so

[45:53] I just wanted to go over that real quick the zones are broke out with between

[45:57] grants Milan and we call it Northern Zone

[46:02] anything north of Milan or engrands and South Zone also south of

[46:08] Milan and grants in the West and East zones

[46:12] um in February we only had one fire in

[46:16] Milan I think it was just a really small brush fire or something

[46:22] we had seven fires total in Grants one fire up at Lobo Canyon Fire

[46:27] Department two fires in San Rafael I think those

[46:31] were both brush fires and Three Fires in Blue Water

[46:34] so most of our fires are happening outside of Milan

[46:39] um which is great I like that makes us look

[46:44] safer and our I think our Community

[46:49] Education and risk reduction is program has been working out

[46:57] um with that March 25th we're doing a sound

[47:02] the alarm event with the partnership with the Red Cross and the State Fire

[47:07] Marshal's Office this is also the main event that we do for a risk reduction

[47:12] Community risk reduction um and it also gives us ISO points so

[47:19] our insurances go down that event's March 25th it's Saturday

[47:24] from 10 to 2 and that event is we're gonna go around the we picked up part of

[47:29] the community in the village specifically

[47:33] to go install smoke alarms and for free the smoke alarms are

[47:40] given by the Red Cross and right now in my office I got like a hundred and

[47:45] something smoke alarms

[47:51] I went to Farmington to their event a couple weekends ago

[47:55] and having the fire department present these people were more susceptible to us

[48:01] to these people going in and installing smoke alarms and then with partnership

[48:06] with us they felt more comfortable so they

[48:09] didn't see strangers just coming into their house and stuff and and also

[48:13] statistically Like Chief likes Statistics over there

[48:19] more lives are saved even by a smoke alarm and then also for

[48:25] the hearing impaired people they do install those bread bed shakers so if

[48:30] they can't hear the smoke alarm their bed will shake if it's a if it's at

[48:33] night if they're laying in their bed so I think it's a great great start on

[48:40] part of our risk reduction in the community

[48:43] specifically in Milan and we hope that this first event is

[48:48] going to be a good kicker the State Fire Marshal's office will be

[48:54] there as well and he's already talked to the ISO

[48:58] inspectors and everything and they've already given us big credit for doing

[49:04] this type of stuff

[49:10] all the houses you guys are going to already or how does that work yeah right

[49:14] now we picked from I think it's Archer Archer Yocum down on that end Carver oil

[49:20] and we're going to come all the way to Airport Road

[49:24] that's over 150 vacant or not vacant but houses that are being lived in right now

[49:31] we don't do churches and businesses and

[49:37] what we're going to do starting tomorrow in fact we're going to go start hanging

[49:41] door hangers on on their doors so they they know that we're going to be

[49:47] coming around in on that day and then also uh

[49:51] I got in agreement with the Red Cross as well

[50:03] boss here already asked if we can go out to her house and install some I'll be

[50:08] able to do that with that agreement and then all I got to do is fill out the

[50:19] and then next year we'll do a pick a different area of the village and have

[50:24] one a big one day event as well we're just going to keep it going

[50:28] we've gotten a lot of positive feedback where the Red Cross has and the State

[50:32] Fire Marshals have and they really like this

[50:36] this event that we're doing a little bit more on facility build on

[50:42] the phase two of our fire station remodel which you guys approved here not

[50:47] too long ago for the upstairs we're still in the process of cids

[50:53] we're waiting for the finalization on the design the drawings and everything

[50:59] so those should be coming here and I'm hoping in the next month and a half or

[51:04] two and then they'll start uh

[52:18] month um which is great

[52:21] um you know it occupies our time but it also means we have a

[52:27] some issues going on with her community made with with health or something but

[52:31] it's it's always a positive to see that uh that number a lot lower from the

[52:35] month previous and the auto accidents are right right around the same so again

[52:40] most of those have been our truck stop so

[52:43] um we're still working on um plans to uh to tackle that issue

[52:49] um we had our

[52:53] um monthly coffee with a cop again uh trustee Lopez thank you for showing up

[52:57] it's it's always a pleasure when you're there and myself and the other officers

[53:01] appreciate it we had a decent turnout this time so it was it was it was very

[53:13] he's uh he's progressing well in Phil training um he's moving to night shift

[53:18] on Monday for a different training officer and

[53:22] um he's progressing quickly he's got almost four years of experience so

[53:26] we didn't anticipate um too long I feel training just getting

[53:30] to know the area and how we do things with the Milan police department the

[53:34] village of Milan so he's doing well um stick with the theme about trying to

[53:40] find money so it doesn't come out of the village budget

[53:43] um I already discussed the body cameras how we were able to save some money and

[53:47] um another thing is our docks our charging docks for our laptops that we

[53:51] need in our squads uh it was the quote we got was for 21 000.

[53:57] um DWI compliance has uh hooked us up again

[54:01] and are taking care of that whole entire cost so that's 21 000. we're going to

[54:05] save on our law enforcement protection fund

[54:08] um this next go around in July that we could use for other equipment and

[54:11] training so um

[54:14] appliances been good to us um and the president over there as well

[54:21] um that's me so yeah

[54:27] no but the money was there um their current compliance

[54:33] um officer in charge she said there was about 40 000 that they had to get rid of

[54:37] before June and she asked us what we need it and this is something we badly

[54:41] needed so um thank you DWI compliance flower

[54:45] safety cameras that's I bring up every um month because they're I think they're

[54:52] wonderful uh I mentioned before we haven't paid on them since 20

[54:57] 20. so talking to the rep they took responsibility for that and they're only

[55:02] going to charge us for the current year so we saved two years of

[55:06] uh funding right there so that was great um

[55:11] the last thing I have is we have a violent or we had a violent offender in

[55:18] our community that caused problems for us for years and we just completed a

[55:22] jury trial and he was found guilty so a great job by the officers that

[55:28] participated in that um any questions

[55:51] with the project substantial completion is

[55:54] pretty much done real waiting for final inspections to pass which I believe have

[55:59] passed according to Jack today we need to set up a ribbon cutting

[56:08] can invite the state reps in and do a maybe a something with the newspaper and

[56:12] for the website um Airport Road phase one is moving

[56:17] quickly the weather is finally allowing them to do concrete

[56:22] um the project is on schedule the approximate completion date is April

[56:26] 28th um it was originally 150 days we added

[56:29] an additional [Music]

[56:32] um we added up to 180 days for the water

[56:36] lines and right now the water lines and service lines are all active throughout

[56:40] that project so those are in and they are on the end

[56:44] Airport Road phase two and three you approve the task order today so

[56:48] hopefully we can get that project going get it out to bid by maybe next month

[56:54] um The Source system design we had some issues with the RFP that we have for

[56:58] on-fall services so we have to go out to RFP for uh

[57:02] Engineering Services on that project the RFP published last Sunday and published

[57:08] again this Sunday that is funded by Clean Water revolving

[57:13] clean water State revolving room Cottonwood design we should be having a

[57:19] 60 design here in the next week or so we did get some news that there is a

[57:25] Maverick gas station interested in coming into that corner lot there so

[57:29] we're taking that into consideration for the Farms as well

[57:34] um swimming pool the contractor started found a gas line sticking out on the

[57:38] roof that was kind of In conflict with the project so they're getting that

[57:41] fixed they should be starting demolition on Monday

[57:44] uh the school will remain open throughout the project duration another

[57:50] fire department lays two um Daniel gave that update so you can see what the

[57:55] problem is Uh current park now that you guys have

[57:58] approved the purchase of the red plate on the fencing and dugouts we'll get

[58:03] that project going hopefully in the next week or so

[58:06] Public Works equipment we ordered that dump truck we are still waiting on a bin

[58:12] um the people we ordered are from are doing

[58:15] their best to get it rushed but it's it's been a situation

[58:21] all the vehicles are like that anything special order or customize is taking

[58:26] time um Stanley lip station is out for bid

[58:30] bid documents are due back April 12th hopefully the April meeting will have a

[58:35] presentation on that to get it out for construction

[58:39] water system improvements we have an update meeting today we are looking for

[58:44] a there'll be rehabilitating all three of

[58:49] the welds that we use every day and two of them will be replacements

[58:54] the tank improvements will also be included scada system will also be

[58:58] included along with many other things [Music]

[59:01] um Motel drive as you heard we've had a bunch of issues with that road

[59:06] um we will be we're trying to get that painted so we found the original

[59:12] I guess the subcontractor that came in when they did the construction on that

[59:15] project and they're getting us a bit together to get those lines painted on

[1:00:40] roadway Leanne and her team have done a great

[1:00:44] job preparing for the Easter Carnival they have almost everything in place and

[1:00:49] ready to go homestake rocking 66 and Blakes are also

[1:00:56] supporting the Easter Carnival and we wish to thank them for their service to

[1:01:01] the community

[1:01:04] we are working with the county on our County risk assessment plan this is

[1:01:11] required for any kind of FEMA funding especially for disasters

[1:01:17] so we will also be included in that and and if we have to apply for feeding for

[1:01:23] funding we'll be able to use theirs the pool

[1:01:27] um is going to be offering swimming lessons in this uh during spring break

[1:01:32] this is a trial time and uh they are now open for six days a

[1:01:38] week and as Daniel and Denise uh mentioned we

[1:01:43] had to walk through at the fire station for the second phase which is the top

[1:01:48] story of that building

[1:01:51] contractors they should also mentioned the contractors started on the roof work

[1:01:56] at the swimming pool

[1:02:00] we we have an opening that you all

[1:02:05] uh allowed us to make and we've hired Victoria who is

[1:02:11] presently our janitor to fill in as CA in the cashier position

[1:02:17] and she will start Monday she'll be trained by Gabby and Eileen

[1:02:26] uh the county will be requesting for funding support

[1:02:32] in at an April meeting they've asked that if we are interested if we would

[1:02:37] provide them this month with a letter of interest

[1:02:43] and we'll be working on that next week and for the water the the utility

[1:02:50] team has worked on several sewers and water issues this month uh no large

[1:02:57] hiccups there they are definitely part of our unsung

[1:03:02] heroes they are called out in the at all hours

[1:03:07] of the day and night including weekends and many times get blamed for issues

[1:03:12] they have no control over or that are on customers property

[1:03:19] and yes we have some that don't even want to go on vacation because of their

[1:03:23] dope devotion and to not only their job but to the Village so we thank them for

[1:03:31] that the streets today are continuing to

[1:03:36] clean up the streets around

[1:03:40] okay uh they are continuing to um clean up

[1:03:47] the streets around the truck stops they've replaced missing signs and posts

[1:03:54] they have been burning and cutting weeds and repairing fence and at this time I'd

[1:04:19] this is Officer Nick Candelaria like I said he brings um about four years

[1:04:24] experience with us uh very um proactive when it comes to uh narcotics

[1:04:30] and enforcement in that area and uh he's very excited to be here and um we've

[1:04:36] already heard some good things about him and um

[1:04:39] I've seen good things myself and uh Officers Training him the field training

[1:04:43] officers are saying he's doing a wonderful job so

[1:04:46] um he's very polite he is he is and if you

[1:04:50] look at his boots he uh we can learn a lot about his uh he eats here so this is

[1:05:04] so and as I continue the building maintenance has been our overhead lights

[1:05:10] uh emergency lights at the pool uh they repaired the the ceiling at the pool

[1:05:16] there was a hole in the ceiling and uh it was repaired

[1:05:21] uh he's replaced damaged tiles in the police department

[1:05:26] installed grab bars and painted the new Village Hall

[1:05:31] patched patched the HR the new HR office it had some places that required being

[1:05:39] patched after we removed the walls or the little little Cubbies that they had

[1:05:46] for uh people

[1:05:49] um he's painted the interior of Victor Street Building

[1:05:54] he has been keeping the parking lot and the area around the Village Hall clean

[1:06:00] he's even swept and shoveled snow some snow and leaves off of the roofs to help

[1:06:08] reduce some of the leakage that we have in one of the one of the rooms

[1:06:13] he's repaired and replaced lights and emergency lighting in the gym

[1:06:21] and the mechanic have installed uh plow connections and adjusted mounts

[1:06:28] for the plow it's now ready to use repaired the bobcat and the sweeper

[1:06:35] it's changed all the oil in the PD units and replaced a cracked window

[1:06:40] repaired a uh the truck that Joe Ray drives

[1:06:46] she's also replaced the battery in the manager's car and the windshield on

[1:06:51] on one of the water departments and with that I stand for questions

[1:13:51] he was very highly decorated he was he was an Army veteran very

[1:13:56] highly decorated he never bragged about it he never he got um the top three but

[1:14:02] he he had the Purple Heart the bronze star and the Silver Star

[1:14:07] that is amazing and but you never you know he never flaunted his plus all the

[1:14:14] other decorations that that he probably got from from for for that I I just

[1:14:20] wanted to to to pay tribute to this man and um

[1:14:24] that that just tells me that here he did he did more than his share when

[1:14:29] he was in service oh now um

[1:14:33] all her employees I

[1:14:36] I think our employees would do such a tremendous job that it is

[1:14:44] easy for myself and I'm sure for the trustees to walk around the village to

[1:14:48] drive around the village or go to storage and

[1:14:55] compliment our employees without having to with a straight face you know what

[1:14:59] I'm saying uh instead of trying to brag too much about it it's

[1:15:05] because everything is because of our employees and you know without without

[1:15:09] without them we know in the past with our good

[1:15:12] employees we say you know our abilities doesn't function very well

[1:15:20] school sports but today I want to talk about the academics

[1:15:25] of the high school I went to the uh to the awards presentation last night at

[1:15:30] the at the school and you would be amazed as to how many

[1:15:36] how many students actually maintain a 4.0 or better at the high school it it

[1:15:48] there was that many Geniuses here in Grants him in line but there's there's a

[1:15:53] lot of really smart people here students here in in the village of Milam and

[1:15:58] that's not counting um

[1:16:00] they had to for for all of them they had to to get a certificate or letter

[1:16:05] um maintain a 3.0 for two consecutive semesters uh and uh I don't know I don't

[1:16:13] know how many but there was a a lot a lot of them and it it's uh I'd like to

[1:16:18] like to bring that up instead of It's usually the sports for me but I like to

[1:16:22] bring that up too and um tomorrow uh we need well I don't I shouldn't say we

[1:16:28] need to but um

[1:16:30] it's St Patrick's Day in a green or pinch whatever the case may be

[1:16:38] and also enjoy your Easter with uh with the families you know

[1:16:42] um I have a tradition at my house the

[1:16:46] golden egg has a 20 bill I have one dollar bills and a ton of other eggs so

[1:16:51] everybody will be happy except especially the one that gets the twenty

[1:16:54] dollar bill the golden egg and and it's a lot of fun for the kids it it's a

[1:16:58] blast because and that that's what it's all about

[1:17:03] um like always if you can donate to St Jude's Children's Hospital please do so
