[11:59] trustees is the approval authority for
[12:02] the zoning petition PUD concept plan,
[12:04] PUD site plan and PUD subdivision. And
[12:07] whereas the described in the full
[12:08] environmental assessment form along with
[12:10] the petition includes the text
[12:12] amendments to the zoning code and the
[12:14] redevelopment of the property as
[12:16] described therein.

[12:20] action pursuant to seeker
[12:22] and whereas on June 23rd, 2026 the board
[12:25] referred the zoning petition and
[12:26] applications to the planning board the
[12:28] Rye Brook planning board for an advisory

[12:33] June 26, 2026 notice of intent to
[12:36] declare lead agency was also circulated
[12:38] by the board of trustees to all known
[12:40] involved and interested parties and 30
[12:42] days has passed without receiving any
[12:44] objections.

[15:14] draft environmental impact statement.

[15:19] scoping document as a draft, and that's
[15:22] being circulated to all the involved and
[15:23] interested agencies, as well as the
[15:25] village board and the public, to make

[17:34] didn't see a study about that."

[39:49] they're queuing and waiting for the kids
[39:50] to come up and uh but they're queuing
[39:53] onto Ridge Street cuz there's not enough
[39:55] queuing space off on the campus itself
[39:57] at the school.

[40:01] they can. Um they try to work it within
[40:04] the three parking lots that they have.
[40:06] Uh different kind of uh areas for for
[40:08] pick-up and for employee parking. And uh
[40:11] we agreed to wait until after the school
[40:13] year so that any change could be
[40:15] considered by the and the school board
[40:18] uh prior to the start of the September
[40:20] school year. So, this certainly this
[40:23] won't solve the problem, but we hope
[40:25] this will, you know, in general when you
[40:28] talk about traffic issues, you know,
[40:29] left turns are your enemy. So, by trying
[40:32] to keep the traffic flowing in the
[40:34] northbound lane,
[40:36] the that keeps uh so the cars won't
[40:38] continue to pass and create literally
[40:41] uh they come up head-on. Uh not that
[40:43] they're driving at far fast speeds
[40:45] because they're usually going slow
[40:46] through that area
[40:47] during that traffic jam, but you get two
[40:49] cars that are really fronting each other
[40:51] and because they're queued up both north
[40:53] and south, there's nowhere to go. So,
[40:55] they kind of work their way through, but
[40:57] imagine if there was a fire truck trying
[40:58] to get through at the same time. So, um
[41:01] Chief Dengler and I and Greg Rivera, we
[41:04] we met with the superintendent Michael
[41:06] Noack met with the superintendent of
[41:08] schools and uh the principal and their
[41:11] staff and this is something that was
[41:14] proposed to uh consider as a as a step
[41:17] and hopefully this will help alleviate
[41:18] some of the flow issues. If it doesn't,
[41:21] we all said, you know, things can
[41:22] change, you know, and yeah, if this
[41:24] doesn't work, then we'll look to modify
[41:27] further. They may have to do things, for
[41:28] instance, on campus.
[41:30] Um but for now, this is a way that by
[41:33] what we're doing and proposing is that
[41:35] two of the left turns on Ridge Street
[41:38] and two of the turns coming out of the
[41:39] parking lots are restricted. So, in
[41:42] other words, the upper the northernmost
[41:44] parking lot, cars will not be able to
[41:46] make the left into that parking lot. The
[41:48] middle parking lot, which is the main
[41:50] lot that people pick up from, you
[41:52] couldn't make the left. So, what they're
[41:54] going to be forced to do is drive up to
[41:56] one of the other Country Ridge Roads or
[41:59] hopefully follow different patterns down
[42:01] King Street and so this way they don't
[42:03] have to turn around in the Country Ridge
[42:04] area and come down and queue up on the
[42:07] southbound Ridge Street lane. Uh it's a
[42:09] short-term problem, but it during the
[42:12] day and during the school year, but it
[42:13] can be something that um that can really
[42:16] logjam that area. The other two turns
[42:19] that are restricted is coming out of the
[42:21] parking lot. So, we're looking to
[42:23] restrict the left coming out of the
[42:25] northernmost parking lot, and also
[42:27] restrict the left coming out of the
[42:29] middle lot. So, everyone will be forced
[42:31] to make right-hand turns. Again, the
[42:33] idea here is left turns cause traffic
[42:35] problems, left turns can cause
[42:37] accidents, and it restricts flow. So,
[42:40] this is proposed as a as a step to see
[42:42] if this will help the situation during

[49:22] doing is giving this the residents the
[49:23] same look and feel and it allows we
[49:26] they're able to go we brought in the
[49:28] Chamber of Commerce, we brought in the
[49:30] Library. We also showed it to the Town
[49:32] of Rye, who is considering it. We showed
[49:34] it to Port Chester as well, but they're
[49:36] kind of going in another direction with
[49:37] all the development. Town of Rye is
[49:39] looking at this administratively and if
[49:42] they do it, the price would drop to
[49:43] 3,000 and we would get 500 back. But,
[49:46] um,
[49:47] what this would do would give access
[49:49] where
[49:50] say the Chamber or the say the Library
[49:52] has a has a program or another community
[49:54] group has a program, they go through our
[49:57] We provide the link to them. They upload
[49:59] the information. It goes into it in a
[50:02] very standard format and it gets
[50:03] uploaded on our calendar. It would have
[50:06] to be approved by the village. It would
[50:07] be approved by by myself or by Greg. We
[50:10] would approve whatever it is so we know
[50:12] what's going on our website. The other
[50:14] thing and if you go to the links for
[50:16] that calendar, it's all going to have
[50:18] the same look. It's going to be provided
[50:20] It's also going to be able to provide
[50:21] directions to the site if there's a
[50:23] payment required. It'll link to their
[50:25] payment section on the other group's
[50:27] website. So everything gets linked to
[50:30] the group that's actually posting it on.
[50:32] And it really prevents gives two things.
[50:34] The residents one location to go to for
[50:37] community events. Uh it also provides
[50:40] access to the provides the opportunity
[50:43] where we can take the information, we
[50:45] post it in one spot and it'll be pushed
[50:47] not just to that site, but to all their
[50:49] social media as well. So we don't have
[50:52] to do that again as another entry which
[50:54] is what we were required to do. So for
[50:56] the price point and for the value, we
[50:58] think this is worth worth trying.

[51:02] also given free access to the same
[51:04] program for the library and the chamber
[51:07] as part of this.

[1:00:22] uh had asked for EPA to do more testing
[1:00:25] after the 2022
[1:00:27] uh after uh reports and testing that was
[1:00:30] done, but the EPA did not agree to that,
[1:00:32] so they wanted to do they want to do
[1:00:33] some additional testing now. Um the site
[1:00:36] was turned over to the DEC sometime
[1:00:38] after the 2022 report uh and testing
[1:00:42] that was done.
[1:00:43] Uh funding was established by the state,
[1:00:46] and now they're going to be proceeding
[1:00:47] with doing the additional investigation
[1:00:49] uh of the of the sites that they want to
[1:00:51] have tested or retested. Um

[1:00:59] through now. And you know, we encourage
[1:01:01] residents to to look at those access

[1:01:07] that they want to study the investigate
[1:01:09] the area to make sure
[1:01:11] if there's any issues that are still out
[1:01:13] there that they're addressed as as
[1:01:14] completely as possible. So, that's
[1:01:16] something that we we would encourage
[1:01:18] people to do.
[1:01:19] Um they're going to be sending the DEC
[1:01:21] is going to be sending us a full work
[1:01:22] plan. Right now, it's our understanding
[1:01:25] that at a minimum they're going to be
[1:01:26] doing 10 soil samples and four 14
[1:01:28] subsurface water and sediment samples.
[1:01:31] Uh and the the DEC is also going to be
[1:01:34] setting up a project web page. They're
[1:01:36] also be sending out an updated community
[1:01:39] uh notice that will provide more
[1:01:41] information to people.
[1:01:42] And um
[1:01:44] we asked the Department of Health, we
[1:01:45] said, "Is there any immediate danger for
[1:01:48] residents of any potential areas that
[1:01:50] they're concerned about?" And they give
[1:01:52] a kind of a careful answer as you'd
[1:01:53] expect the Department of Health to say,
[1:01:55] but at the same time they said they're
[1:01:56] not aware of anything that's an
[1:01:58] immediate concern or anything on the
[1:02:00] surface that's an immediate health
[1:02:02] concern. Um we said we'd like to see
[1:02:04] that in writing and to put that out to
[1:02:06] the community as well uh to alleviate
[1:02:09] any concerns. So, that's we're just
[1:02:10] sharing what was told to us by the
[1:02:12] Department of Health. And that's
[1:02:13] obviously based on what they know. If
[1:02:15] there other testing comes out and
[1:02:16] there's something that needs to be
[1:02:18] addressed, then it'll be done at that
[1:02:19] time. Um they are looking to come out in
[1:02:23] sometime in August or August September
[1:02:25] time period. I think it's about 45 days
[1:02:27] of collection time frame. Several weeks
[1:02:30] to do the uh the results of the soil of
[1:02:32] the testing. And then they talked about
[1:02:35] a year or two for the final report.
[1:02:36] Obviously, we Once you get to that
[1:02:38] point, we'd like to push that to be
[1:02:40] quicker than what they've said cuz we
[1:02:42] want to at least know the results and
[1:02:44] what the what the report says.
[1:02:46] Uh switching topics. Uh the paving on
[1:02:49] Ridge Street is going pretty smoothly.
[1:02:51] We think that's going well. Um Mr. Nowak
[1:02:54] has been working on that and uh working
[1:02:56] with the contractors and our public
[1:02:59] works department and the police
[1:03:00] department and the roads are about 80%
[1:03:02] milled right now, right, Michael?

[1:03:06] about a third of the streets are paved
[1:03:09] and they'll be doing this work at least
[1:03:11] through
[1:03:12] anticipate through the end of next week.

[1:03:22] project, but also in the same area we
[1:03:25] concurrently have a project going with
[1:03:26] the installation of a new site the new
[1:03:28] sidewalk at the entrance of Crawford
[1:03:30] across to the sidewalks on Ridge Street.
[1:03:33] So that you can expect in the next
[1:03:34] several weeks.

[1:04:10] now.

[1:04:40] several ice cream events have been
[1:04:41] really well attended. The last music in

[1:05:21] currently doing work on the asbestos

[1:05:31] Um they provide the notice to the state
[1:05:32] and any other agencies they had to.

[1:05:39] it. And then once they finish, we also
[1:05:41] have an inspection company on site that
[1:05:43] the board approved to watch over the
[1:05:45] whole all the removal to make sure
[1:05:47] everything's done safely with no impact
[1:05:50] on the neighboring properties. And once
[1:05:52] that's complete, then they can remove
[1:05:54] the homes. What residents should expect
[1:05:56] is they're going to see fencing around
[1:05:57] the exterior of the perimeter of the
[1:05:58] properties. And then the homes will be
[1:06:01] removed, regraded, planted with grass,
[1:06:04] very minimal landscaping, and it'll be
[1:06:06] forever with exist without any
[1:06:08] structures on those properties. So after
[1:06:11] Brook Lane, then they'll be going to
[1:06:13] probably Wyman Wyman and then Rockledge.
