[3:57] uh other stakeholders as well uh my name is Kelly Fulmer U as many of you all are

[4:05] aware who have been attending the meetings um my re-engagement if you will

[4:12] after many years of uh willfully being absent from attending meetings um

[4:18] stemmed from the for now former mayor and um what I consider to be memb of his

[4:25] administration targeting me as a citizen and the now famous email that I continue

[4:31] to reference was that you know I was told to kick robs and so uh in the

[4:38] spirit of that and as an evangelist for good government and someone as a

[4:43] multi-generational citizen of the city thinking that our citizens deserve

[4:47] better than what we've been getting I would like to First applaud uh you all

[4:52] as council members for doing your due diligence and following through on your

[4:57] commitment to exercise your um oversight responsibility of the

[5:03] executive uh here in the city uh as time has gone on U my theory of this case

[5:11] kind of um and it's infant U state was that you know it's almost unbelievable

[5:21] in this day and age that what had went on and what I experienced would be

[5:25] possible um especially in you know the age of

[5:30] uh the the news media the social media and again just living in a small

[5:34] community where you know everybody seems to be interested in everybody else's

[5:39] business uh perhaps maybe to a greater extent than they are their own and so

[5:45] it's been amazing as I have U gone through this process which uh again I'm

[5:51] glad that we are at least through stage one of that

[5:56] um but I don't think our work is either a community as a council is complete um

[6:03] again my theory of the case has continued to develop over several months

[6:07] and my conclusion is only that those uh things

[6:13] that were done that have been discovered which ultimately I'm sure be uh outlined

[6:19] at least in large measure by special Council rhs's report to the community

[6:23] was only really possible due to what I consider to be a culture of of

[6:30] corruption uh and a conspiratorial almost a

[6:34] conspiratorial uh component on the part of uh the brown former Brown

[6:40] Administration and it's a cancer that we've got to uproot and we've got to

[6:45] pull up by rud Branch I mean we can't just you know boy we've done our job you

[6:51] know Mayor Brown is now out of office we've got to get to the bottom of how

[6:55] this has gone on and it's amazing how certain things just happen to you know

[7:00] wash up on my Shore but uh the fact of the matter is that it has come to my

[7:05] attention just since the last council meeting that we have um here with us

[7:11] this evening uh and and again these these are things that have been alleged

[7:17] uh they certainly need to be looked into and and verified but first and foremost

[7:23] that you know City assets have been passed out the back door Mr Fulmer can I

[7:28] interrupt you real quick quick Mr Duncan I don't know if this is the proper forum

[7:33] for this um I don't know if you had a chance to read them but I don't we're

[7:38] not in the courtroom right now and I I just want to be careful what is said and

[7:44] accused um I I have with no chance to defend themselves well I have provided

[7:49] in written form uh for the council's review and I'll be certainly glad to uh

[7:54] let you all review that information and I'm certainly available as I have made

[7:59] myself s available to each and every one of you all um to just to discuss it at

[8:05] uh at your all's convenience and so with that thank you very much thank you for

[8:38] at the end you were going to hire a consultant but you also said that there

[8:45] would be no further investigation by the council I was confused by that someone

[8:50] explain what the need for the consultant is and what uh I believe the lady was

[8:57] going to be hired for how long she's going to be working mhm what we expect

[9:00] to get from our yeah I can address that if you guys

[9:07] are okay um so we back in the beginning of March or be beginning of April would

[9:14] be uh after former mayor Brown rescinded his resonation uh obviously Council felt

[9:21] it was proper to um pursue an investigation

[9:27] um and you know we realized we could use some outside help on this one um not

[9:34] only Mr rhs uh from the legal side uh but we also needed experience on the

[9:40] city management side um so we hired a outside consultant uh she's under

[9:47] contract until June 30th um now that the preliminary investigation is being for

[9:53] the most part concluded this evening um she has turned her time to

[9:59] focusing on the budget um as most of you guys know they're um involved with City

[10:04] politics or city management the mayor is responsible for proposing the budget

[10:10] obviously it's council's job to uh examine that and and there should be a

[10:15] dialogue and feedback there um and with the mayor's position open for the time

[10:20] being we didn't want to get behind the eightball

[10:23] with um having a budget ready to go and and passed by June 30th so she's turned

[10:30] her attentions um from the investigation kind of over towards that

[10:36] aspects of it um and if her work concludes early uh you know she'll we'll

[10:42] go our separate ways um but it's not expected to be a long-term thing by any

[10:48] means okay that's a good say other question was uh is

[10:54] anyone on the council have you been discussing filling the city

[10:58] administrative position is anyone willing to have Mr D draw an ordinance

[11:02] be voted on so that we can see where you stand as individuals or city moving

[11:07] forward with that or where are we on that issue I I if you don't mind um I

[11:11] that's a great question that has been dialogue but given the fact of what we

[11:16] were currently involved in we really didn't want to give that responsibility

[11:20] potentially to the sitting mayor um with the turmoil and until everything you

[11:25] know pretty much settled so there has been ongoing dial about a city manager

[11:31] um but obviously this is so new we received a resignation last week um and

[11:35] just trying to work through this matter and the potential appointment of the new

[11:39] mayor that's just been on pause for a moment okay I can appreciate that but I

[11:44] also know again the budget talks need to be wrapped up soon and the calendar days

[11:50] clicking by just wondering there's going to be

[11:54] money allotted for a potential city manager or administrator

[11:59] if the ordinance is draw up pass going to be is time to get that kind of money

[12:04] set aside in the budget somewhere so that they can be covered and that

[12:08] position to be filled if the ordinance has pass there's absolutely time yes sir

[12:38] report but for the benefit of the audience there were 947 law enforcement

[12:44] events sheriff's office in the city of Walton in April

[12:48] 2024 uh some of those of note include 6911 hangups deputies responded to 22

[12:57] alarm drops

[13:09] deputies LED 18 business checks they attended to serve 31

[13:14] criminal or

[13:22] civil emotional crisis two juvenile trouble

[13:27] calls they assisted 11 stranded motorists de responded to two overdoses

[13:35] nine requests for information they loged 460 spot checks handled 14 suspicious

[13:42] activity reports deputies investigated two

[13:47] thefts one was from an automobile the other was a theft of an

[13:52] automobile deputies loged 30 traffic complaints deputies conducted for

[13:59] traffic stops they L five vacation checks at residence

[14:05] homes and seven vehicle complaints we unlocked 18 cars and one one person call

[14:14] and all in told they issued 70 citations and made eight

[14:19] arrests any questions I can answer for yall yes thank you so much for

[14:27] coming you know had um our Main Street yeah I was before right um I was

[14:35] wondering if we have

[14:45] there's y yep and and in light of that I I wasn't there for the meeting but I

[14:49] think what the uh the topic of the meeting was and uh I did a little

[14:54] research uh in the last 12 months um we investig the 38 collisions on Main

[15:01] Street in the city L of Walton uh all those were between Chambers Road and the

[15:08] mer runs intersection U seven of those had

[15:11] reported injuries

[15:15] um of those 38 10 were actually at the Mary grow intersection so so over 25% of

[15:22] the of the accidents on Main Street are at

[15:27] marry and uh of of those 38 one involved in commercial

[15:32] vehicle and also on on the enforcement side U over the last 12 months deputies

[15:38] issued 168 citations all main but you be happy to good

[15:48] good anything else Mr sheriff is is the number of

[15:55] citations that you just relay to us is that an increase average or is that

[15:59] below do you have a for that I I really don't sir I I just you had had a few

[16:04] days to to pull together just what information I have okay and after our

[16:09] brief conversation last week you have any more information on possibly uh

[16:15] because the Main Street group was here on possibly an increase in patrols

[16:20] regarding traffic control on Main Street were you able to any information well

[16:24] your your uh question was specifically about the council paying for for

[16:30] additional control for traffic and I I haven't had an opportunity to uh to

[16:36] discuss that topic thank you thank you thank you

[16:56] Chief good evening good evening uh Council has a detailed copy

[17:04] of the fire department's report but just to give a briefing to

[17:08] everyone present January

[17:12] 1st through April 30th of this year fire departments responded to 568 separate

[17:21] incidents 273 of those was within city of limits that is 48% the to

[17:31] call for the month of April uh we responded to 147 Ms incidents 22 of

[17:39] those were motor vehicle accidents and four of those was

[17:45] overdoses additionally during the month of April we responded to 53 fire

[17:53] in other than the report got a few announcements to make

[18:00] um we are taking delivery on a new brush truck that's been on order pick up

[18:07] tomorrow so before the end of May we should have that in service what's a

[18:12] brush truck it is a CO drive vehicle and we got a skip unit goes in the back and

[18:19] it's got pumping capabilities carries uh 300 gallons of water in it so

[18:26] we field fires Crush fires like that road we can't take the fire engines

[18:33] there to of them same so additionally on the trailer we have a

[18:41] coda it's got the same pumping capabilities it carries 100 gallons of

[18:47] water on it so places The Rush Truck can't get to you can take Caboda and get

[18:53] those fires as well the two new fire engines we got on

[18:59] order uh they was supposed to be delivered the end of June I got

[19:04] notification that they're pushing the date back to August and the date May

[19:08] change again so depending on who those are delivered and they go in service we

[19:15] are planning to have an open house at the firehouse here in

[19:19] Walton so we would welcome any citizens members of the public to come

[19:26] and attend that St that is likely at this time going to be late September

[19:32] maybe early October again it's all based on the

[19:37] delivery of these two new engines that we're getting so uh you know I don't

[19:43] have a definite date this time

[19:49] know uh the fire departments our board has passed the new budget that are

[19:55] presented for the next fiscal year that being said the real property taxes

[20:01] the tax rate we are decreasing the tax rate again 2 cents per th000 of value on

[20:09] residences and businesses as far as the priate TA goes

[20:14] and something that I wanted to relay that a lot of people probably

[20:20] aren't aware of at this time but I have been involved as the fire chief and

[20:27] setting the tax rate the board for 4 years it's been through Co and

[20:34] inflationary cost and everything on the rise and out of four years three of

[20:39] those years the tax rate has been lowered it's not a light changing amount

[20:44] but we keep shipping at a little bit each year as we can the one year we

[20:49] didn't lower the tax rates we just left so we are working to try to keep your

[20:55] money in your pocket as much as we can but again our operating costs and

[21:02] continue to go up of inflationary

[21:07] cost thank any have any questions just thank thank you for your mindfulness and

[21:13] I know that our citizens feel over tax and we know that the lines share pretty

[21:16] much as the school but again just thank you for your minding us and making that

[21:20] possible sure and we realize you know everybody's hurting financially

[21:25] and I do realize it's not my money it's EUR old's money and you don't want to

[21:32] keep as much of that in your pocket as you can as you should

[21:36] so doing pretty good at managing the finances

[21:41] and make the dollar go as far as we can still need the operational needs and

[21:46] start contining to grow internally and maintain

[21:51] that uh additionally I got two ambulances on

[21:57] order one and it was expect out to meet our

[22:03] needs and it was a total cost of $35,000 that does not even include the

[22:10] cop that goes in it uh Ford or not for I'm sorry uh Chev

[22:16] and Dodge made an announcement they was going to decrease the production numbers

[22:22] of ambulance chassis specifically so after ordering that

[22:26] ambulance I went to my board and told to lead times are going to get to be 3 four

[22:32] 5 years out so we need to go and order another ambulance now can't wait until

[22:37] we actually need it to order it and they understood and agreed in 3 months time

[22:42] the same exact ambulance went up from 315,000

[22:48] $445,000 so yeah cost of this stuff is continuing to

[22:54] grow us we can keep it as much money as yourp

[23:11] department budget or you getting assistance from the state no sir that

[23:16] fire department's budget um there is no funding from the state or federal

[23:34] them is called the safer Grant and that is to help the first few

[23:40] years with the cost of adding three additional

[23:43] firefighters uh the federal government and

[23:48] legislation is uh looking into at this time to determine if they're even going

[23:54] to continue to fund that Grant so even though we got the application in if

[23:59] government decides not the fundage then there's no money there to assist us in

[24:04] that way uh we have another Grant in through

[24:08] the state Forestry Department the new Rush truck I talked about with the skid

[24:13] unit well SK unit getting pretty dated it's still in good shape but uh we

[24:20] applied for a grant to replace the hose on it get put on the unit that type of

[24:25] thing so you get some fing with that we'll be able

[24:30] to you know fix a lot of things update things onute get it back to where it's

[24:37] like a brand new unit but still cost quite a bit less new be

[24:46] purchase thank you sir thank you

[25:14] Project uh talk to the Duke weeks ago he said the railro reped

[25:22] them 6 to8 months for review um so hav even got any back but I've asked him to

[25:29] keep as soon as

[25:34] he negative side we kind an imp with the state on getting

[25:40] not to bid until we get that location uh on our roads uh our road

[25:47] projects uh we had the bid opening last week for the 2024 resurfacing we got two

[25:53] bids back from regular blacktop uh they were low bidder at sh

[25:59] 74,000 and Nal had the other bid 18,000 change um reg's B was about

[26:07] 10,000 under the under estimate so we good there um so council's authorization

[26:15] um you know based on the work theyve done for us in the past I don't see

[26:19] issue withing that contract directly um also uh Jerry and I have

[26:24] been in touch with Humphrey concrete to do some side around the city uh a couple

[26:30] locations on pine pine top old Stevenson Mill where they did the waterm patching

[26:36] and School Road um the total of those was

[26:41] $1,132 uh thanks you guys for approving those with the uh theal government right

[26:48] now we can go ahead and get that moving um they expect they should be able to

[26:52] get started that that within the next couple

[26:54] weeks um I typed up set of minutes from the the traffic safety meeting last week

[27:01] in caucus and provided that to council um there do you have any questions about

[27:07] any of that before I kind of get into a okay um so basically you know most of

[27:16] you were in attendance last week um you know

[27:19] comments pretty much spam the entire Corridor through wall um but seemed like

[27:25] it was mostly concerned around the area by post office and then the the

[27:30] transition on the north side of town from the 55 M into the

[27:34] reduction um kind of you know wanting to see what we can do to extend that you

[27:40] lower it even further um so really you know the next

[27:46] step now is for Council to you know go through those results and you know

[27:52] improvements that were requested by the public and see which ones we think make

[27:56] the most sense and then um put together a formal request to send

[28:01] the state to ask them to you know value for those are feasible on their side of

[28:07] things um I know uh speed bumps were were

[28:12] brought up um unfortunately those the state doesn't

[28:17] allow those in their policy on the state rout so most luck um proceeding of those

[28:26] uh you know speed limit adjust that's definitely possible you know new signs

[28:31] um I did notice that the the crosswalks through Main Street are uh a little bit

[28:37] inconsistent some just have the two parallel lines other ones have the

[28:40] crossbars you know just making sure those are consistent and uh you know

[28:45] fresh striking that would definitely help uh

[28:48] and some residents had asked about a a bypass just to take some of the traffic

[28:54] burden off of Main Street uh I know they are doing preliminary design on on such

[29:00] a project but uh you know it's it's would be several years out before

[29:06] anything like that

[29:10] came hopefully have a public hearing with the city just to present what they

[29:13] have so far and get comments on what we think works and doesn't work but then

[29:18] utility relocation RightWay acquisition all that

[29:23] and then construction has Bud as well so

[29:28] anytime soon so there's definitely you know shorter term improvements that we

[29:32] can look at um and then oh um there was also a

[29:37] question brought up about uh on street parking um the business is feeling like

[29:42] they're competing with residents and and customers for

[29:47] Ed spaces that we have available so res ask for anything the city to look

[29:54] at to help with that uh and then uh just a

[29:59] quick note on our ms4 projects um we've had

[30:04] the low area between Oro extension trying to to clean that up

[30:10] and uh keep the water kind of channelized into more defined area where

[30:16] it spreads out in that that little area uh aware it's been very wet uh and that

[30:24] that area will stay wet for a long time after every time it rains cont has been

[30:28] struggling to find a good time to get in there and wrap that up first day I think

[30:34] his excavator saying several feet in all the mon just trying to get in there

[30:39] scoop it out so um I talked to him earlier he's going to try to get out

[30:43] next week but I checked the forecast earlier and it's not looking favorable

[30:47] through the weekend so keep their fingers crossed and get

[30:51] several dry days a road any other questions I have a

[30:55] question about when you mentioned Pine tops sir is this um does have anything

[31:00] to do with the drainage on the sidewalk where citizens have fallen that's right

[31:03] yeah uh yeah the location at Pine Top of the benger on the corner is the one

[31:07] location and there's another and U similar problem it just it was a low

[31:12] point that just stays wet all the time so um both of those spots the the

[31:17] contractor is going to uh trench a little bit of drain pipe uh in between

[31:22] there to capture some of that water and tie it into the nearest uh C

[31:28] sidewalk better hope doesn't make it in the pipe

[31:33] will be able little off thank you so much

[31:50] app as far as parking restri that way there would be no Main Street the even

[31:56] though Main Street is a state they defer to the city to control where any new

[32:01] parking areas are so yeah that's something that we did well I was told

[32:36] all you're not the only one that has that that concern

[33:57] city Council shall have the right to investigate all activities of city

[34:00] government and whereas on May the 7th 2024 the city council through resolution

[34:06] 20245 directed its special Council to prepare a report of the findings of the

[34:12] city council's investigation regarding former mayor Gabriel D Brown now

[34:16] therefore in consideration of the forgoing premises be it resolved by the

[34:21] city council of the city of Walton Kentucky section one at the city council

[34:25] of the city of Walton Kentucky hereby approve approves its report regarding

[34:29] its investigation of former mayor Gabel Gabriel D Brown section two that said

[34:34] report is attached here to and Incorporated here in by

[34:38] reference so um it would be appropriate to discuss and uh and vote on that and

[34:44] you can do that by motion and I would note that Bryce rhs is or was here he he

[34:50] right there oh there he is waiting for you yeah so I would defer to him on the

[36:10] summary of what those charges would have been and I I'm happy to kind of quickly

[36:19] appr but the uh the summary is that um former May Brown appears to have used a

[36:25] c issued gas card for person use or otherwise allow it to be used that way

[36:31] um former May Brown kept a CED vehicle in his possession initial week after

[36:37] returning from City business and abandoned the vehicle outside of a city

[36:40] council member's residence former mayor Brown used a City

[36:43] ploud truck to clear the parking lot of a private business outside of the

[36:47] corporate limits of the city for which he received payment in cash and goods uh

[36:53] former mayor Brown authorized payments and excess of the agreed contract price

[36:57] with the cont contractor and fail toit to submit two Char orders to city

[37:02] council for approval as was required by that contract by the particular

[37:06] contract uh former mayor Brown authorized payment to that same contract

[37:11] on another occasion prior to the city receiving an invoice for the work

[37:16] perform and former mayor Brown authorized payments to that contractor

[37:21] on a different occasion personally by means of a cashier check payable from

[37:25] the general fund as opposed to the park fund

[37:28] and for May Brown authorized a total not all at once but a total payment of

[37:36] 2,690 to a different contractor for work performed at the Owens Park Lake Project

[37:42] without properly making the newspaper advertisements for

[37:45] bids uh that's the high level summary the report includes an appendix that has

[37:52] documents that support all of those the appendix also includes a report from the

[37:58] city's consultant the results of her forensic audit and some recommendations

[38:02] moving forward to keep something like this from happening again I know city

[38:06] has already moved to implement some of those recommendations thank

[39:45] know we talked about it at our special meeting that maybe Monday would work

[42:03] question um a citizen had asked me previously will there be an opportunity

[42:08] for citizen comments I understand that the discussion would be in closed

[42:12] session correct the discussion would be in close

[42:16] session the way it normally happens is you would give the opportunity to each

[42:21] candidate in public in the public part of the meeting to speak and then you

[42:25] would uh go into session to discuss the pluses and minuses of the of the

[42:32] individuals and then you would come back out and vote thank you and so with that

[42:36] if there are citizens who um are present and they want to weigh in or they have

[42:41] an opinion are they allowed to do that as long as it's not a dirty laundry

[42:45] airing understood that's that's why you go into Clos session so you keep that

[42:50] stuff in Clos session so if anybody wants to put forth the candidacy and

[42:55] speak on behalf of a candidate that would be fine to do in public if you

[42:59] have something negative just hold it thank you so we need to wait till next

[43:03] week before sen CI comment

[43:10] about well I I believe if you fill a certain way this evening and you want to

[43:14] say something I don't believe any of us would stifle you in your opinion if

[43:17] you're not able to make it Monday then you know yeah I be like M I

[43:30] also served from there for a few years he's retired now I think he's

[43:35] retired I you know I would I would suggest Council look at

[43:41] him vote full time maybe in if you want to run for the mayor J

[43:49] after them Council I would suggest that you look at more somebody that's retired

[43:57] he knows about budgets he's done a budget before try to move the city

[44:04] forward appreciate your input and that reminds me too if um there's a deadline

[44:09] in June for anyone who is interested in putting their name on the ballot for the

[44:13] mayor position as well as Council all Council positions will be open and

[44:17] available um so please get involved the more people on the ballot um the better

[44:23] that's how how I feel absolutely Mr mentioned last week about reing

[44:29] traffic through away from Main Street we have driving businesses on

[44:35] Main Street what that would highly impact

[44:38] us if you rout traffic you asking me a question yeah

[44:45] I'm asking city council too yeah I uh put that forward because a lot of the

[44:49] traffic that comes through town

[44:57] my guess would be most of the tra doesn't stop

[45:02] anywhere that's

[45:11] notal believe

[45:19] irrespec because a lot of people drive through and say oh there's a forest or

[45:24] there's a bakery orir a dog River you people see that and BR

[45:30] in business could

[45:34] beud yeah just one suggestion for our

[45:40] neighbors who live on Main Street who are but I think you put police

[45:50] there they do believe me I know um you slow some of that down giveing people

[45:55] tickets it's you know you're going to get a ticket you fly through here yeah

[46:01] why I Sher last we about City pay for overtime if that's necessary to have an

[46:07] officer out here but in my other discussions with other officers they

[46:11] said you can sit here all you want matter not that that shouldn't be done

[46:16] but that's what I've been told sh I think if a sheriff is sitting out

[46:22] there and see somebody going 55 down highway they're they're going to pull

[46:27] right well the idea is they're not

[46:32] right Barb you have a question um I think I recollect I was at the meeting

[46:38] last week and I think you were talking about the traffic flow and what have you

[46:43] and you had to table some people's comments because you ran out of time and

[46:46] you told them that they'd be able to speak tonight am I correcting that I

[46:51] think we completed the road aspect I had to cut Jane off um because

[46:58] uh her comment wasn't pertaining to the road and we didn't allow that in the

[47:02] agenda so that's why I asked Jane to come back to see

[47:08] then I might have miss something but anything
