and I apologize in advance it will be a little long-winded tonight so I'm not trying

to get through this as soon as possible but a bunch of things going down that I think
[29:58]
you should know about.

One little bit is some good news and that is we received the $250,000 ADA grant for the onset ban shell.
[30:09]
I don't know if you remember, we internally with Mr. Minard and the municipal maintenance crew,
[30:16]
we would actually rehab the ban shell building itself to the fantastic job with it.
[30:21]
However, we needed to redo the rest of it, including the seeding, the walkways,
[31:00]
and this
[31:01]
is part of, if you will, a supplement to the Bay View Park project, and something we had
[31:06]
going on.
[31:08]
So I'm really excited for it, just to give you an idea of the timeframe, the bid documents
[31:14]
are being completed, and we anticipate bid awards in March with the time starting in April.
[31:21]
The goal is to have that completed by June 30th, and we have spoken to Kat Jones on it.
[31:30]
Her concerts don't usually start till after that time in July, and she asked if there was any overrun
[31:37]
whether she could use Bayview Park, and we think that's an excellent suggestion.
[31:43]
So, we're also combining this with redoing the entry to the onset peer.
[31:48]
If you remember, we brought that forward to town meeting, and we're going to do this with the
[31:54]
sidewalk work on West Boulevard. So our goals to put these three together. So we have one
[32:01]
one staging with one company, which we believe will save money overall and get these projects done.
[32:08]
So very excited to get these going.

The next item is one that's been outstanding and that's the
[32:18]
library, HVAC system, and we've also gone over a few, there was partial replacements of just
[32:27]
doing sort of the AC and not the heating sections, the heating sections in decent shape,
[32:34]
but can be passed its useful life. There was band-aid repairs, and then there was also the full
[32:41]
replacement. We initially had wanted to go with just the simple one part of the HVAC, but
[32:49]
after Spectre having a multiple parties brought through, it really looks like the folder placement
[32:54]
is the best option. Doing that we have to go through certain procurement laws. So the first step is
[33:02]
the designer selection because it is a public project on a public building in excess of $300,000.
[33:11]
So we're working on that and expect to have that out within the next month.
[33:17]
Once we have the designer selected, they will create the whole system.
[33:23]
It's not an easy replacement for this due to the design of the building.
[33:28]
And we're all the mechanicals are.
[33:31]
We've looked at, we're trying to figure out all the alternatives too.
[33:36]
I don't think we can just put some ductless systems in there and move on.
[33:43]
So, fairly substantial, once we have all that done, we'll put that out for bid.

And we know already that it's at least a two and a half million dollar project,
[33:54]
but could be an excess of it all together.
[33:58]
The goal is, when we do this work, we're shutting down the library.
[34:03]
the library is going to be completely shut down. So we have some exterior work we need to do as well,
[34:10]
and honestly I think the exterior work should be done at the same time as as our work
[34:14]
being done on the interior so that we're only shutting down the library for a certain period of time once
[34:20]
and not having a series of sets and starts. And I will say that select board member Corbett has been
[34:33]

About the grant that we just received over at the Parkingville Dam over at Tremont
[35:03]
So I'll go over a little bit this information and hopefully you don't not off during it.

So I'll give you a little bit of background.
[35:15]
When the first part that's shut down that road was mass dotted, notice that the bridges
[35:21]
and I say bridges, because blue did not, there's two.
[35:24]
There's one from the water, the water runs down or the fish ladder is,
[35:29]
And also kind of the loose way is the second one that's probably about 30 feet further on.
[35:36]
We worked with Representative Gifford to get those, and at the same time, those would
[35:44]
repair the bridges, but didn't nothing to fix the dam itself.
[35:49]
As we started working on the dam project, it became apparent that those sorts of bridge designs
[35:55]
would not work.
[35:56]
So, in the option, we could, this would actually be worse than just burning the roughly
[36:04]
$1 million in bridge grants, because we could have built the bridges and then had to
[36:09]
tear them down this new stuff to do the day-on-work.
[36:13]
I think that would be completely irresponsible to waste $1 million of funds like that, whether
[36:20]
it's a commonwealth or the town, so that would have been really an awful use.
[36:25]
So, we did not go forward with the bridge ones or going forward with the dam project with the removal.
[36:34]
So, you know that we just received a $642,200 grant.
[36:41]
And the purpose behind this information is just to give you an overview of how the previous awarded grants were expanded,
[36:49]
and how the new funds will be allocated.
[36:52]
So, this is a high hazard dam, and it's classified by that, and with state and federal regulation,
[37:05]
which requires extensive engineering or removed.
[37:08]
As a result, a dam removal project, or implemented in phases, beginning with the investigation and design,
[37:16]
and only later, proceeding to construction.
[37:19]
Well, if you may, we would all love to not have to do this work and just move forward to rebuilding the darn thing.
[37:27]
But I'll say didn't say damn thing.
[37:30]
On this, but these are what is required. So what have we received before? $187,000. That was spent, and that was funded for the assessment, investigation, and conceptual design only.
[37:47]
So key funded activities included the professional engineering services from Fresno Niel, including
[37:54]
project management, coordination, sediment sampling, and laboratory analysis completed under
[38:00]
Master E.P. approved sampling plans, and oh my god Bethametric, and I've put you that survey
[38:07]
of Parker Mill, pond to determine depths and sediment volumes. And then, because this could
[38:13]
impact other dams and bridges, we had to do hydrologic and hydraulic modeling to evaluate
[38:19]
upstream and downstream impacts, including root 25-scour risk.
[38:26]
So if then the conceptual dam removal turn it is and preliminary, a proxon, which would
[38:32]
be about a 30% design.
[38:34]
After that, it's regulatory coordination with mass DEP, mass dot, and other commonwealth agencies.
[38:41]
And then we also included public meetings and outreach and
[38:44]
including presentations and community information materials.
[38:49]
So I just want to clarify, no prior grant funds are used for
[38:53]
damn construction and no the idea of that funds were
[38:59]
diverted that absolutely is inaccurate.
[39:04]
So these expenditures were required to determine whether
[39:07]
dam removal is safe, feasible, and permittable, just because we want to do it doesn't mean
[39:13]
that the Commonwealth will let us. So, we have to prove it.
[39:18]
Now, what is this new grant to work do? The town has been awarded $640,000, $2,200 through
[39:24]
the high hazard potential dam program. It will advance engineering investigations, progression
[39:31]
from conceptual design to final design, detailed permitting documentation,
[39:42]
continued agency
[39:43]
court, you know, here's what it doesn't find. That's not going to fund the removal,
[39:47]
the dam removal construction does not authorize physical removal of the dam,
[39:52]
does not commit the town to construction. Instead it prepares the project to be construction
[39:56]
ready, positioning the town onto pursue future removal funding and avoid emergency repair scenarios.
[40:03]
Why is this necessary with this approach, or the phased in approach, it reduces liability, prevents
[40:10]
unforeseen environmental infrastructure impacts, strengthens the town's eligibility for future
[40:15]
construction funding, so we're not putting on the town's back, we're trying to get other
[40:19]
grants and get funds from other sources, and it avoids emergency failures that would be
[40:24]
significantly more costly.
[40:28]
So summary, the prior grants were used appropriately for required engineering and assessment
[40:32]
work. We're now advancing into final design in permitting and the future dam removal requires
[40:39]
separate approval and separate funding. So I know there was a lot of a lot of confusion and I hope
[40:48]
that's helped clarify

board and others that our municipal maintenance department, we used to have 80 plus private

plows and we're down into the 30s now and that's not abnormal that we see it all
[41:57]
a lot of people don't want to do it. I don't want to start sounding boomerask or anything, but there's a new generation that doesn't quite want to
[42:08]
that doesn't seem to like this plowing as much, and you have to know what you're doing. So, and many of our folks are getting a little bit
[42:18]
along the tooth and the costs have become astronomical,
[42:22]
the costs have pickups, the costs have insurance.
[42:25]
So even though we've raised the rates,
[42:27]
we've given sign-on bonuses, we match what the Commonwealth pays.
[42:32]
It's still not as attractive.
[42:34]
So it's tough work being out there for a
[42:42]
long clip set of time.
[42:44]
And yeah, they do after rest.
[42:46]
So it's unsafe for them and anyone else in the area.
[42:50]
Just to remind people what we are faced with, the town for our winter maintenance operation, we have approximately
[42:57]
193.7 miles of road of which 133, the little over 133 are town accepted and almost 61 are unaccepted roads.
[43:11]
So, our municipal maintenance department also serves as the town facilities, including
[43:18]
but non-link to Cemetery's police stations.
[43:20]
We help with the fire stations, EMS, does winter maintenance at the old town hall, the
[43:25]
library, and sidewalks as well.
[43:29]
So, it's not an substantial amount of work that they have to do.
[43:33]
And just reminding folks that per the policy, you know, we try and get primary streets done
[43:40]
within 12 hours. I know that's really, when you see them out, they will be on those primary
[43:46]
streets, especially at the big trucks. That is the goal. That's the major public safety aspect.
[43:52]
So, roots, you can get to hospitals, things such as that. Secondary streets are within 24 hours,
[43:58]
and then sidewalks, and some of the privates of you will are within 48, but usually privates are
[44:05]
under the secondary streets. So I'm just giving you an idea because it feels like we have not
[44:13]
seen snow and this seems to be a winter that could change that path. Thank you.

That is our first real look of what we will be getting for state aid in assessments.

State aid makes up approximately 25% of all are revenue.

So you can imagine that we are a little bit hamstrung to see this number.

And all things are pointing to, we're not so good outlook. It also the expenses when we have from assessments, including school choice and charter school, can be as is, you know, we spend about $7 million in assessments, not just for those, but also retired teacher health insurance and such.

So I'm just going to give you a heads up that once we get that number, it can really give
[45:33]
us an idea of where we stand.

I do not feel positive on us getting much additional aid from everything that's coming
[45:42]
out and I will say that there is no way without a substantial influx of state aid that
[45:51]
will be able to fund what the requires we've seen from the schools and the town departments.

I know I've gone over this before and let you know that's going to be a lean one. So

we will present the budgets as requested by the towns to the finance committee, but I don't believe
[46:12]
any way we will get to where we need to be to stay status quo. So we will do everything possible
[46:21]
to make sure we continue to give the best services to the community.
