[0:00]
You've been in
[0:01]
Morgan County, both of you, too.
[0:09]
» Sorry, that was really jumbled. Can you
[0:10]
say that again?
[0:12]
>> Oh, no problem. Is my
[0:14]
audio okay for everybody?
[0:18]
» It's okay for me.
[0:20]
>> Okay. Okay. I know sometimes, cuz I have
[0:22]
to connect my my speakers to my
[0:24]
headphones and microphones, sometimes
[0:26]
they don't play well together, so.
[0:29]
Okay.
[0:31]
Thank you, everyone, for coming.
[0:34]
Um
[0:36]
We um if you know as you may notice on
[0:39]
the agenda, we'll talk about our meeting
[0:40]
schedule a little bit later. We've had
[0:42]
some conversations in the past about
[0:44]
maybe finding a time that works is a
[0:46]
little more convenient for people.
[0:48]
Um
[0:49]
so, we'll talk about that later, but
[0:50]
thank you all for making this time work.
[0:53]
Um
[0:54]
first on our agenda, we have minutes
[0:57]
from May and February.
[0:59]
Um
[1:00]
for our our our C
[1:03]
meetings in those months. Does anyone
[1:05]
have any questions or comments about
[1:07]
those or would like to make a motion?
[1:15]
» Move to approve those meet meeting
[1:16]
minutes.
[1:20]
» Great. For for for both?
[1:22]
>> Yep.
[1:24]
>> Great.
[1:27]
Do I have a second?
[1:33]
» Sorry, I had to find my mute. I'll
[1:35]
second.
[1:37]
>> No worries. Thank you.
[1:42]
Hm.
[1:43]
I'm just going to very quickly make sure
[1:46]
that Mayor Olsen
[1:48]
isn't
[1:49]
in my foyer right now. So, I apologize.
[2:22]
» Apologies. I thought I heard the bell
[2:23]
which means no one's upstairs. So I just
[2:25]
wanted to make sure he's not
[2:27]
um in there. Okay. Thank you very much
[2:29]
for approving those minutes.
[2:31]
Next on our agenda, we have review and
[2:34]
approve updates to the rating and
[2:35]
ranking policies and procedures.
[2:37]
As a reminder, this is the email that I
[2:39]
had sent kind of outlining the changes
[2:42]
that we had discussed um and asking if
[2:44]
anyone had any
[2:46]
comments or additional items they wanted
[2:48]
to discuss.
[2:49]
Um I didn't get any additional comments
[2:51]
and it it sounded like everyone I heard
[2:53]
from was okay with those, but um we need
[2:55]
to take an official action and I just
[2:57]
wanted to make sure
[2:58]
um everyone had a chance to see those
[3:00]
and see if there was any additional
[3:01]
questions.
[3:15]
Not hearing any.
[3:19]
Does anyone want to make a motion?
[3:25]
» I'll make a motion.
[3:25]
>> Quickly before we do that, I'll
[3:27]
Oh, okay, great. All right, never mind
[3:29]
everyone. No, no, no. That's okay. Just
[3:31]
going to remind everyone that the about
[3:33]
the changes that we made just
[3:35]
um because that email was a while ago.
[3:38]
Um the change that we made was that
[3:40]
um if someone applies for a multi-year
[3:42]
grant for example, Fern did this year,
[3:45]
if they are not able to get their full
[3:47]
first year of requested funding in the
[3:50]
second year, we'll make their
[3:51]
application whole. So that was the
[3:53]
change that or it wasn't a change
[3:54]
necessarily, just a clarification that
[3:56]
we made in there. Um
[3:59]
For Stephanie, thank you for
[4:03]
your first. Does anyone want to make a
[4:06]
second?
[4:07]
>> I'll second that.
[4:09]
>> Great. Thank you.
[4:12]
Um all in favor?
[4:13]
>> I.
[4:17]
» Thank you. Thank you.
[4:19]
Um okay. So, each year
[4:23]
the first required steps for people who
[4:25]
would like to apply to CDBG is to attend
[4:28]
the how to apply workshop.
[4:30]
Um and W 43 we typically host that um in
[4:34]
the beginning of October
[4:37]
or beginning in October. I guess I
[4:39]
shouldn't specify beginning. It does
[4:41]
depend on when the state is available to
[4:43]
attend that.
[4:45]
So, this year they have told me
[4:51]
that they can make it work on
[4:55]
October 15th. That is a Thursday at
[4:57]
3:00.
[4:59]
Um I just wanted to you know
[5:03]
let you guys know that's tentative
[5:04]
tentatively the date that we've
[5:07]
scheduled that for. I haven't advertised
[5:10]
it or anything or anything yet. I wanted
[5:11]
to talk to you guys and just
[5:13]
see, you know, are there big things
[5:15]
happening like in your counties that
[5:16]
would prevent people from
[5:20]
attending that date?
[5:22]
Any big conflicts
[5:24]
to be aware of before we go ahead and
[5:26]
advertise that date.
[5:28]
And again, that was 3:00 on October
[5:31]
15th.
[5:39]
» Yeah, I'm fine.
[5:42]
>> Okay.
[5:44]
Great. Well, then I will
[5:48]
um start advertising that. I'll send a
[5:52]
flyer with all the information to this
[5:53]
group as well, so that
[5:55]
you guys are able to to share that um
[5:59]
through your channels to to make sure it
[6:00]
reaches as many people as possible.
[6:05]
Okay.
[6:07]
We are flying through. Last but not
[6:09]
least, our schedule.
[6:12]
Um
[6:13]
Some people had expressed that Thursdays
[6:16]
might be a little bit easier for them to
[6:17]
attend than Tuesdays.
[6:19]
Um
[6:22]
as always, up for discussion is, you
[6:25]
know, if we want to meet somewhere else,
[6:26]
if the hybrid format is working, we want
[6:29]
to explore other options.
[6:32]
Um but but
[6:35]
primarily, you know, I just
[6:37]
want to ensure that we can always at
[6:40]
least get a quorum for our meetings. Um
[6:43]
and so um
[6:45]
if Tuesdays at noon are hard for people,
[6:47]
I'm happy to
[6:50]
look at you know, changing that. And And
[6:52]
we don't necessarily have to
[6:55]
stay So, right now in our bylaws, it
[6:57]
actually says the third Tuesday of, you
[7:01]
know, February, May, August, November.
[7:03]
Um
[7:05]
So, it's very specific. So, if we want
[7:08]
to maybe make it more broad, we can do
[7:10]
that. Um and just, you know, at the end
[7:14]
of each meeting, look for a date or, you
[7:16]
know, like a couple weeks out, I can
[7:18]
send a Doodle or something like that,
[7:20]
but um yeah, what are your thoughts, all
[7:23]
of you, on Tuesday the third Tuesday at
[7:25]
noon?
[7:26]
>> So, Tuesday at 10:00 is our commission
[7:29]
meeting each week.
[7:32]
And I can't be out of the office on
[7:34]
Tuesdays.
[7:36]
So, if I I we can I I can like today
[7:40]
um they're doing their meeting in the
[7:42]
evening, which is really, really rare.
[7:44]
Um, but I mean, I can I can zoom in. I
[7:48]
just wouldn't be able to leave.
[7:55]
And and
[7:55]
>> Okay.
[7:56]
>> If we can keep the
[7:58]
hybrid option, I think that would be
[8:00]
best cuz a lot of us like my day is
[8:03]
back-to-back meetings normally. Like or
[8:06]
I'm at the capital or yeah. So, or I'm
[8:09]
doing
[8:10]
>> Okay. And it is a long drive.
[8:12]
>> I don't
[8:12]
exactly and I don't have a I don't have
[8:15]
a uh
[8:17]
a regular schedule for what I do cuz I'm
[8:20]
I do all the account development and
[8:22]
government relations. So, I can be
[8:23]
anywhere at any given time. So, if I
[8:25]
have a zoom option, that's great.
[8:29]
And I know it's only four times a year,
[8:30]
so you know.
[8:32]
>> [laughter]
[8:33]
>> What What time is your commission
[8:35]
meeting?
[8:37]
>> Um, our commission meeting starts at
[8:38]
10:00, but it it sometimes it's over at
[8:40]
10:15, sometimes it's over at noon. Just
[8:43]
depends on the agenda.
[8:44]
>> Yeah.
[8:48]
Maybe 1:00 would work better than a noon
[8:50]
if we did it on Tuesday.
[8:52]
>> Yeah, absolutely.
[8:54]
>> I like the Tuesday option. That works
[8:55]
best for me.
[8:57]
>> Yeah, I could do 1:00 for sure.
[9:01]
>> Let's do Tuesdays at 1:00.
[9:03]
And let's do the zoom option. I think
[9:06]
the zoom option we're so spread out,
[9:08]
honestly, you know.
[9:10]
Morgan, Weaver, Twilla.
[9:12]
Uh, I think
[9:15]
you know, if if you have a real long
[9:18]
agenda and you have some
[9:20]
a lot of stuff we have to go over,
[9:21]
Christie, that's you know,
[9:24]
really intense, yeah, you know, over and over, maybe we need to get
[9:28]
together in person, but I think
[9:31]
you know,
[9:31]
>> Yeah.
[9:33]
>> As long as we
[9:34]
>> Maybe we It's not It's not worth Yeah,
[9:36]
it's kind of a struggle for me to drive
[9:38]
45 minutes to an hour to Salt Lake there
[9:41]
and back for a 30-minute meeting. That's
[9:45]
for sure.
[9:46]
>> Well, Christy always provides a good
[9:48]
lunch.
[9:50]
>> [laughter]
[9:50]
>> Well, there's that.
[9:51]
>> Not about you guys out there.
[9:54]
>> If Mayor Olsen needs his lunch, he can
[9:57]
come to the county building and watch
[9:59]
the zoom with me and I'll provide him a
[10:00]
sandwich.
[10:01]
>> There you go, Rachel.
[10:02]
>> Hey, wow. [laughter]
[10:04]
>> Very generous
[10:07]
>> I know. What if So, can I drive up to
[10:09]
the Coola Coola County building for
[10:11]
lunch or is that not okay?
[10:14]
Um
[10:15]
if 1:00 sounds
[10:18]
better for people, that works perfectly
[10:20]
fine for me. Hey, is one okay with you?
[10:24]
>> Yeah, it's fine. The hard part is like
[10:27]
I guess the hard positive is Warren
[10:30]
County's too wealthy and we'll never
[10:31]
qualify for CD money.
[10:35]
>> I know. I know. You guys have had some
[10:37]
creative projects that have done well.
[10:40]
>> Warren County representative, the grant
[10:42]
we'll never qualify for. So.
[10:45]
>> Well, we don't
[10:47]
Hey, we don't qualify for rural.
[10:50]
>> Yeah, rural but with like
[10:52]
>> My whole project area is rural
[10:55]
and I can't qualify for anything rural.
[10:58]
>> Well, Morgan was poor until Kate moved
[11:00]
in.
[11:01]
>> No, yeah.
[11:03]
>> Wow.
[11:04]
>> You didn't [laughter] know I live in a
[11:05]
van down by the river, right?
[11:08]
>> No, you just live in that office. That's
[11:10]
[laughter] what you do.
[11:10]
>> That's true.
[11:12]
Uh, I just need a shower and then I
[11:13]
won't even need a van.
[11:15]
>> Oh, shoot.
[11:17]
>> Tom comes in on Thursdays. He works My
[11:19]
assistant to the county manager comes in
[11:21]
on Thursday so he can have air
[11:22]
conditioning.
[11:24]
>> [laughter]
[11:27]
» Aw.
[11:28]
>> Okay.
[11:31]
Great. Well, that
[11:33]
um is helpful. Hopefully we can that's
[11:35]
easier for everyone to attend. Um so you
[11:38]
don't have to reschedule meetings kind
[11:40]
of at the last minute. So that is great.
[11:42]
I will update the bylaws. We'll have to
[11:44]
take action on that
[11:46]
at our next meeting. Um just as a side
[11:49]
note, we typically cancel our November
[11:52]
meeting. There's not a lot to talk
[11:53]
about, you know, it's before the
[11:56]
you know, we have any applications
[11:57]
turned in. It's after we've updated our
[11:59]
policies and procedures. So there's not
[12:01]
a ton discussing November. So um
[12:05]
expect that that will likely be
[12:06]
canceled. Um which means
[12:10]
we won't meet again until February.
[12:12]
Which is crazy, so far from now. Um
[12:15]
>> Are we expecting
[12:16]
>> But if you have anything in the interim,
[12:17]
feel free to reach out. I'm sorry, what
[12:19]
was that?
[12:20]
>> Are we expecting applications for review
[12:22]
in November?
[12:24]
>> So the um how to apply workshop takes
[12:27]
place in October and then the first
[12:31]
like initial application deadline is
[12:34]
January 31st. So we don't
[12:37]
uh look at anything until February.
[12:43]
» So Christie, what were the our meeting
[12:45]
months again? Once again.
[12:48]
>> Yeah, February, May, August, November.
[12:53]
>> Thank you.
[12:54]
>> Mhm.
[12:58]
» Okay, Christie, I want to
[13:00]
clarify or verify how to apply workshop
[13:03]
October 15th,
[13:06]
3:00.
[13:08]
>> Correct.
[13:08]
>> And at your office.
[13:11]
>> Yes, we'll also provide a Zoom link.
[13:14]
>> And you will provide a Zoom link also.
[13:17]
Okay.
[13:17]
>> Mhm. We typically don't put the Zoom
[13:19]
link on the flyer
[13:21]
um
[13:22]
because if they are, you know, going to
[13:23]
be posted up and around one and two, we
[13:26]
strongly encourage people to come in
[13:28]
person.
[13:30]
>> Okay.
[13:30]
>> However, you know, when So, when they
[13:32]
RSVP and they let me know they're going
[13:34]
to attend virtually,
[13:36]
I'll point them in the direction and the
[13:38]
Zoom link will also be posted on the
[13:40]
Easttown Public Library website.
[13:42]
And on our website, but the flyer that
[13:43]
is going to be like hung up on walls, I
[13:46]
typically don't put the Zoom information
[13:47]
on that.
[13:47]
>> Okay. How long does that usually last?
[13:49]
Is that a 1-hour or 2-hour?
[13:52]
>> It's typically an hour.
[13:53]
>> Okay.
[13:55]
All right.
[13:55]
>> Mark, probably want to put that on the
[13:57]
WICOG agenda.
[13:59]
>> Yeah.
[14:00]
that's a good idea.
[14:03]
Okay.
[14:04]
I will
[14:05]
I'll do that.
[14:08]
» Great, and then I'll get that flyer to
[14:10]
you as soon as I can.
[14:11]
>> Okay.
[14:13]
>> Hey, I can never remember, I'm sorry, if
[14:16]
we need a motion to adjourn or not.
[14:18]
>> Probably.
[14:19]
>> Okay, [laughter]
[14:21]
anyone want to do that?
[14:23]
>> Sure.
[14:24]
Stephanie, it's yours.
[14:26]
>> Motion to adjourn.
[14:28]
>> Second.
[14:30]
» Okay, great.
[14:33]
All right.
[14:36]
Thank you all so much, and if you have
[14:38]
any questions or anything, feel free to
[14:40]
reach out. Otherwise, I'll send you some
[14:42]
more information and we will plan to
[14:44]
talk at the beginning of the year.
[14:46]
>> Awesome.
[14:47]
>> Thanks for your help.
[14:48]
>> Cool.
[14:49]
>> Okay. Thank you.
[14:50]
>> Thank you.
[14:51]
>> Have a good one.
[14:53]
>> Bye.
