I'm Gary Durk, I'm the chair of the WPR Road and Fire District Board.

who's our district council and Kelly Reed who basically runs the show.

So, this is the road and fire district.

Road and fire district is formed under Utah law,

provides essential road-related infrastructure

and fire protection to the Wasatch Peak Branch community.

We operate as a nonprofit government entity

or prohibited from generating profit.

We're subject to all the, you know,

district to state district financial rules.

so annual audits, open financial reporting, holding public hearings, our trustees are volunteers,

and we follow all state procurement and compliance regulations.

We basically provide road maintenance, snow removal, and when we say roads, it really also
[2:37]
involves the drainage, signage, lighting, everything that's related to the road corridor.

We also provide fire protection. We have a cooperative agreement with Morgan County Fire Department
[2:51]
and so we have our own fire station. Morgan County Station 141 right at the entrance to the community
[2:59]
and so the road and fire district is the owner of that facility and AC leases it to the fire district
[3:07]
and then has a subsidy agreement to help the fire district with their costs and then we you know for
[3:15]
For the roads, we inspect the roads, the bridges, the drainage channels, we inspect and maintain
[3:21]
the fire facilities and maintain reserves for all of that.

And then we're also, we do the compliance administration.

So contracts, legal insurance, meeting all state, federal, and local regulations.

So our tax rate has been stable, historically fixed at 0.8
[3:44]
mills.

It cannot exceed 0.8 mills under Utah law.

The the way this works is there's a kind of a certified rate that comes out on the tax notices.

And then that's recalculated annually by the state based on the prior budget and current assessed property values.

and our actual mill levy is remaining unchanged at 0.8, which is what it's been over the last five years, except for last year there was a notification anomaly where the rate was slightly lower until we were able to kind of correct that process.

So, the developer, we have an agreement with the master developer of Wasatch Peaks branch

the property assessed valuation was about 31.5 million.

It's now all the way up to 868 million

as houses have been built and the amenities have been created

and the community has grown, and you can see the net operating loss each year, as well as the cumulative loss at the bottom of the table.
