[4:02] it takes a lot, and it's just unseen things that none of us will know,
[4:08] but you guys as a committee are the ones that take care of it and it shows when the festival is really coming about. Thank you guys.
[4:17] >> what an amazing job you guys did this year. My dad came into town for the rose festival this year and I'm 47,
[4:26] so he hasn't been a rose festival since 1978 when he went to go get mill.
[4:34] [laughter] but he was just he was amazed. He could not believe how many people were out there,
[4:40] how big the parade was, the car show the dinner out at the lodge,
[4:46] just the whole weekend of events. He was amazed that our little town could do that.
[4:51] you guys are every year, it's just getting better and better,
[4:55] and I look forward to what next year brings, so thank you guys.
[5:00] >> definitely, you guys have brought back the wasco rose parade back.
[5:04] better for our community. At one point, I remember it was changed to
[5:10] october and they said for better weather and for better attendance,
[5:15] but you guys brought it back to its old traditional date one weekend before labor day,
[5:22] and you guys did a tremendous job and you guys just show what a community,
[5:28] a group of people that is willing to work hard and organize it.
[5:32] for the benefit of our community I think it brought a community together.
[5:36] not only that, but it showcases or history or tradition and our values, so great job,
[5:42] ladies. Thank

[6:21] for covid that we did it in three weeks that first year.
[6:28] if it wasn't for those three weeks, then what all of this is now wouldn't have happened.
[6:35] we started somewhere and a co-worker said to me today,
[6:41] it reminded us of how rose festivals were years decades ago.
[6:49] I realized like, we don't get to see all that because some of us are at the parade,
[6:56] some of us are organizing at the park. None of us get to see everything,
[7:01] and so hearing from the community your perspective
[7:06] and from our community leaders is very appreciative because we don't get to see all those things.
[7:13] but nothing happens without volunteers and sponsors and vendors and the community,
[7:22] without everybody coming out and supporting and saying yes when we
[7:27] reach out and all the things and big cities have advantages.
[7:33] but there's nothing like a small town coming together to make something like this happen.
[7:37] we're just grateful to be a part of it, and every one of us does it because we love wasco.
[7:43] >> I just want to say that it's my first year on the committee,
[7:49] but this year with the help of the orange chart foundation, which is a local nonprofit,
[7:55] we actually are our own 5013c now as well.
[8:05] shout out to these ladies. Come on.
[8:11] they went out for sponsorships around the community, talked to wasco business owners,
[8:17] and the amount of guesses that they
[8:21] got this year was because of their face to face contact. I just want to give a shout out to them
[8:27] because without the funding from the local businesses, we couldn't have done what we did this year.
[8:33] we look forward to continuing the tradition and maybe bringing some more and making worser taste,
[8:41] but I know wasco is thriving and it's time to award those initiatives and those successes.

[15:38] I'll be presenting the public safety report for september. Just please keep in mind.
[15:43] these numbers only cover about half the month. The totals may look a little lower, so far,
[15:51] our department has handled 476 call for service and
[15:55] 312 officer initiative incidents for a total of 788 incidents.
[16:02] based on that, we expect to finish the month with around 1,600 incidents,
[16:08] which is consistent with our usual monthly average. We have had 44 arrests so far.
[16:15] in terms of stolen vehicles, we have taken three reports and recovered one vehicle.
[16:22] for traffic enforcement, our officers have been very proactive so far this month,
[16:27] completing 202 traffic stops, issuing 51 citations, and making seven dui arrests.
[16:37] this has been a big step forward in keeping our roads safer with these oirss.
[16:44] on the community out each side, we have locked nine positive citizen contacts this month,
[16:50] and we also participate in the wasco rose festival parade where
[16:55] our pw kids probably took third place with their float.
[17:00] in addition, we're currently planning our national night out for october 10th,
[17:07] and we're looking forward to another successful turnout. That concludes my report.

[20:10] tonight's agenda for new business is all about finance department business.

[20:23] has been well established with a few changes over the years,
[20:27] but has stood the test of time and has served us well. Tonight, we are adding one paragraph in light of
[20:35] the extraordinary circumstances we have with the absence or vacancy of our finance director position.
[20:42] the policy was very specific in only naming two individuals or by
[20:47] title who could execute the investment policy.
[20:54] until we have a new director in place, staff is proposing the following paragraph, which I'll read,
[21:02] but you have on your screen in front of you, which will get us through this period of time where we don't have
[21:09] a specific finance department director.
[21:13] the proposed language is in the event of a vacancy or
[21:18] prolonged absence in any of the designated positions referenced above,
[21:22] the city council may by resolution, authorize additional or alternate staff
[21:27] to assume the responsibilities outlined in this policy. Such delegation shall remain in effect until the vacancy is filled,
[21:35] the absence is resolved or the council takes further action.
[21:39] all other aspects of the investment policy remain unchanged.
[21:45] let me put this into a real world example we have,
[21:50] as you know, operating account, a checking account, essentially, at wells fargo,
[21:56] but we also maintain three separate investment accounts for our reserves.
[22:01] the investment policy dictates how that money can be moved to and
[22:05] from those investment accounts.
[22:10] the resolution that this council passed last month following the departure of our finance director,
[22:18] authorizing me as city manager to perform some of those financial transactions and what not.
[22:25] I believe probably gave me the authority and do believe it gave me the authority to execute these functions.
[22:34] but just out of an abundance of caution, I'd like to do two things tonight.
[22:38] one is to approve this additional wording to our policy and also to specifically acknowledge and
[22:46] retroactively my authority to do the one transfer that I did
[22:51] in order to keep our operating accounts at a proper level last week.
[22:56] so there was a transfer that was executed from one of our investment accounts.
[23:02] if there are questions on this, happy to answer those and otherwise,
[23:08] we'll be asking for a motion that also retroactively that adds this authority
[23:19] for the transaction that already took place last week.

[26:09] the authority of individuals that had previously been approved,
[26:13] and this goes back a ways, as you can see, and those names will be removed,
[26:20] and the list below adds myself, our assistant city manager, lamar, rodriguez,
[26:28] as treasurer is still in office and adding the deputy treasurer rocio mosca.

[32:15] the lieutenant stole my thunder about the pal accomplishments recently,
[32:20] so I'm glad to let you do that. Community breakfast happened at the state prison,
[32:29] and there was the attendance was categorized as good.
[32:34] there were a few that showed up, to our knowledge, no one actually took the inside tour,
[32:40] but it was a good meeting. The rose festival, understand that was well attended.
[32:48] I was out of town, but that run wine rose's dinner was a success.
[32:54] the rose festival, which we talked about about 50 entries in the parade,
[33:01] the pal float did, in fact, win third place, which is awesome.
[33:06] there were city vehicles on display, city booths representing the police department,
[33:11] animal control, and just the city in general. We're manned there,
[33:17] and the rose tour, which was brought back this year,
[33:22] using one of our ylide vans, was also well attended and very good reviews from those that took part in that.
[33:30] something we plan to continue next year.
[33:35] some items coming up. Ribbon-cutting linda or this one has occurred,
[33:42] linda pena was last week on 912. Very good turnout.
[33:47] the owner was touched by the event from what I understand, very appreciative of the ribbon cutting.
[33:55] the kdc annual dinner also was very well attended.
[33:59] very few empty seats in good speakers this year.

[34:44] the fiber optic project, next gen, will be holding their groundbreaking ceremony on 925 at 9:00

[35:02] getting out into october. There's a snip event scheduled for october 1 at 8:00 a.m. At the usual place.
[35:10] national night out, as was mentioned, will occur friday, october 10,
[35:15] from 4:00 to 9:00 p.m. The community cleanup that was also mentioned,

[37:57] I was like in third, fourth grade. I used to go with my mom with my parents to to the parade,
[38:02] and my mom always popped plants, some green plants from this man, and I seen them and I was like wow still here and I was a kid.
[38:09] I thought he was old already [laughter]. I was like, sir, I remember he been coming here to this parade since the 80s, right.
[38:16] he's like, yes, I go. I'm going to ask, how old are you? He says 90. Like 90-years-old.
[38:23] >> ninety oh, my god. And he was still here. Now he had his grandchildren helping on selling plants,
[38:28] and it goes very well for him. He was selling quite a few plants. >> that's great. >> he's been here since the 80s with.
