[8:57] proposal that was about a 40% increase
[8:59] if you remember remember uh this year
[9:00] it's looking to be in the 10% range but
[9:02] it's still a sizable increase so again
[9:04] that's March 17th at 6 p.m. uh at the
[9:07] chase Forum kbet County budget uh
[9:09] Committee hearing um web road uh solar

[9:20] by the airport solar project um there is
[9:22] an item uh on our agenda tonight that we
[9:24] will not get to probably at our next
[9:26] meeting um that will be a major asset in
[9:28] getting this project done so we'll talk

[14:00] uh next uh motion to take the second
[14:03] reading of ordinance 52 52
[14:07] 2025 so moved second okay any
[14:15] discussion hearing none um excuse me I
[14:20] believe that councelor Finch may have an
[14:22] amendment I was going to say could could
[14:25] someone please read the text of the
[14:27] amendment that that's on the next one I
[14:29] believe right like uh well we have to
[14:32] move the amendment before we vote on it
[14:33] oh right good point thank you yes
[14:35] Council green I did send it to council
[14:37] so she make that Amendment um here right
[14:42] okay so the amendment um will send this
[14:44] to
[14:46] you um the amendment to the the plan
[14:50] um regards the screening requirement in
[14:53] number five of the amended contract Zone
[14:56] to state that a minimum 6t High vinyl
[15:00] Stockade Fence will be installed and
[15:02] maintained from the southeasterly corner
[15:04] of the 2bay garage on a cesser parcel
[15:08] 48251 Eastward along the Northerly
[15:10] border of parcel
[15:12] 48251 a minimum of 45 ft if the 2bay
[15:16] garage is removed a minimum 6ot High
[15:20] vinyl Stockade Fence shall be installed
[15:22] and maintained around the footprint of
[15:23] the former 2bay
[15:25] garage and um so in some the effect of
[15:29] this amendment will be to eliminate the
[15:31] fence from the sideline of Park Place to
[15:35] the southwesterly corner of Mr dumas's
[15:38] garage he prefers the existing hedge to
[15:41] a fence in this
[15:44] area I'll
[15:47] second okay um Patty can I get a roll
[15:51] call on the
[15:52] amendment so the motion was made by
[15:54] Green correct and seconded by okay uh
[15:59] Council Gilly yes Council dero is absent
[16:02] Council
[16:08] KAC yes thank you Council green yes
[16:13] Council
[16:14] Finch yes Council herard
[16:17] no the vot is four in favor and one
[16:20] opposed so we need to move it as amended
[16:23] now yes so moved second
[16:29] okay roll
[16:31] call oh do we
[16:34] need yeah we good or no do I have to say
[16:37] something else we're going to move the
[16:38] item as amended okay yes Council Gilly
[16:41] yes Council bro is absent Council
[16:45] cack yes Council green yes Council
[16:50] Finch yes Council herard no vot is four
[16:55] in favor and one
[16:57] opposed okay
[17:00] um so now we move
[17:02] to number 11 we need to clean this up
[17:07] um councilor Gilly um this is where you
[17:11] need to make the motion since you were
[17:12] on the prevailing side of this
[17:16] one so yes I I'll motion for
[17:18] reconsideration of the referral of
[17:20] ordinance 522-2253
[17:28] [Music]
[17:29] um I'd actually just like to take a
[17:31] minute to read an email from one of the
[17:34] neighbors Lorie Sheek she gave me
[17:36] permission to read her email um she sent
[17:38] it to all of us actually back in
[17:39] February but I think it's it's important
[17:44] um dear City Council Members while I am
[17:47] grateful for your handling of the
[17:48] situation with first church I am
[17:50] disappointed in the outcome
[17:52] understandably this needed to be
[17:53] resolved however the pastor got away
[17:56] with knowingly ignoring zoning laws and
[17:58] our requests for for not having traffic
[17:59] on our Dead End Street ignored our
[18:01] concern for safety and privacy and did
[18:03] not in any way shape or form reach out
[18:05] to us with an offer of a mutual
[18:07] agreement and acted in an
[18:08] unchristian-like manner I am
[18:10] disappointed that a community entity
[18:12] that is supposed to be Christian has
[18:14] done everything in their power to defy
[18:16] the zoning regulations eliminate good
[18:19] housing for an area in desperate need
[18:21] and gotten away with it for a few extra
[18:23] parking spaces I feel we as the
[18:25] community who live next to this church
[18:27] have been let down by Ed officials and
[18:30] put in a bad position our needs were
[18:32] disregarded and I'm very disappointed
[18:34] this is nothing less than what the
[18:36] federal government is dealing with
[18:37] regarding bullies who pave a path to
[18:39] their desires and on whoever gets
[18:41] in their way this decision has set a
[18:44] terrible precedent I hope the rest of
[18:45] the city doesn't suffer as a result Lori
[18:49] Sheek excellent thank
[18:52] you um okay Patty can I get a roll call
[18:58] for the reconsideration of the referral
[19:02] to the planning board um excuse you're
[19:05] not going to take public comments on
[19:07] what on this this is number 11 number 11
[19:12] yes did you call for them no because the mo the previous motion passed so we
[19:17] this is cleaning up the the referral to
[19:21] the planning board which is no longer
[19:22] needed and then it'll be up to the then
[19:24] the Publican have their so we've never
[19:26] had a chance to discuss it discuss what
[19:29] it just went
[19:31] through what would you like to discuss
[19:34] I'm sorry we would like to discuss how
[19:36] was going back to the plan board okay
[19:38] well please come up then feel feel free
[19:40] well okay we've already I mean we've
[19:43] already passed correct the second
[19:46] reading yeah they have had the
[19:48] opportunity though like
[19:50] before I'm just not sure at this point
[19:53] procedurally what is possible um
[19:58] the matter on the agenda right now is a
[20:01] reconsideration of the referral to the
[20:04] planning board since the council has
[20:06] passed the amendment to the contract
[20:09] Zone there is nothing to refer to the
[20:11] planning board it would be contradictory
[20:14] but you need to clean up the
[20:22] record all
[20:26] right so here we are
[20:34] so at what point in the process I guess
[20:37] then should the public have had a chance
[20:39] to speak like we
[20:40] normally would allow I I Echo that
[20:45] question yeah you got a lot of people
[20:47] here who wish to speak I didn't see any
[20:50] hands wishing to speak but I so I
[20:52] apologize um but I don't listen what
[20:57] would you like to do
[20:59] your the other the council what would
[21:00] you what would you like to
[21:04] do uh bill would you provide some
[21:07] insight in regards to how we should
[21:09] proceed we have a we have many of people
[21:11] here that I believe want to have a their
[21:13] voice heard on this on this subject and
[21:16] uh I don't necessarily think that's a
[21:18] bad thing so if you know it's it's quite
[21:21] a quite a large amount of people that
[21:23] want to be heard so some guidance would
[21:25] be
[21:26] appreciated well the
[21:29] motion before you is a motion for
[21:33] reconsideration of the
[21:35] referral to the planning board I believe
[21:38] that's been seconded and
[21:41] so it's in order to be voted upon if
[21:44] somebody wishes to speak and the council
[21:46] wishes to allow it you can but you are
[21:49] at this
[21:52] point basically cleaning up the record
[21:56] the ordinance has been amended I
[21:59] understand that but prior to the
[21:59] cleaning up of the record um would the
[22:01] public be able to to speak prior before
[22:04] the vote before we voted before the vote
[22:07] on I mean if it's it's discretionary
[22:09] with the council if somebody uh from the
[22:12] audience wishes to address something uh
[22:16] concerning this they are that's it's entirely up to the council okay
[22:32] well these are the people we that voted
[22:34] for us to represent them and I think
[22:36] they deserve to speak okay
[22:40] second Nancy but I think we would want
[22:43] to speak before what what does that mean
[22:46] where are we that's this is some point
[22:49] of order here bill can you can you
[22:50] straighten that out that's not a real
[22:52] motion you oh you not yes you don't make
[22:54] a motion to allow somebody speak you the
[22:56] council has rules that allows people to
[22:59] address a matter before the council the
[23:02] matter before the council at the present
[23:03] moment is a motion to reconsider the
[23:06] referral to the planning
[23:08] board and the since the motion to amend
[23:11] the contract Zone has passed there
[23:14] obviously is no reason to be sending it
[23:15] to the planning board there's nothing
[23:17] for the planning board to report back
[23:20] on you only have the planning board
[23:22] giving a recommendation and if in fact
[23:25] you've got a pending matter
[23:28] uh to be considered and the council has
[23:31] amended the contract Zone at this point
[23:34] but if somebody wish to speak that's uh
[23:38] the presiding officer can call on
[23:41] somebody
[23:42] to somebody has their hand up if they
[23:44] wish to address the matter but the
[23:47] actual matter is the reconsideration of
[23:50] the referral to the planning board so we
[23:54] have voted on we have taken the second
[23:55] reading on 52 2020
[23:59] and we are
[24:02] now considering whether well we're
[24:05] cleaning
[24:06] up the motion for um to send this item
[24:12] to the planning board it's already been
[24:14] approved
[24:17] correct um I just I just want to say
[24:21] that this matter has
[24:24] been
[24:26] already considered by the planning board
[24:28] at least three times the planning board
[24:31] voted unanimously to approve the plan um
[24:36] we've had a further Amendment from the
[24:39] abutter um which we've added at this
[24:43] point
[24:46] um you know this this matter needs to be
[24:49] concluded we cannot
[24:51] continue to go back and
[24:54] forth on on um
[24:58] on a discussion we've we've followed the
[25:01] process it's taken over a year not
[25:05] everyone is happy and that is
[25:09] unfortunate um perhaps you know
[25:12] obviously there's a lot of
[25:14] disappointment about the way this
[25:16] process occurred but it was the process
[25:19] that we
[25:20] have and I we have now voted I think we
[25:25] need to move on
[25:29] we can't I unless someone wants to
[25:31] reconsider taking the second reading but
[25:34] I I think
[25:36] we've um the
[25:40] council members that are here have
[25:45] spoken I think we should reconsider
[25:47] because that step was left out when
[25:49] we we we when the when it was read I I'm
[25:54] confused as to why we would have left
[25:55] that step out especially given how many
[25:58] people are
[26:00] here I mean
[26:02] maybe Mr Mayor just is that a motion
[26:06] but another point of order you can't if
[26:09] we're going to do that you got to clear
[26:11] the motion that's on the table first got
[26:14] to in the motion that's on the
[26:17] table
[26:22] well yeah the matter before the council
[26:25] right now is a motion to reconsider the
[26:28] referral to the planning board has been
[26:32] seconded and I believe it's ready to be
[26:35] voted upon so I will call the question
[26:38] at this
[26:41] point okay okay P I'll second a call
[26:47] yep uh councelor Gilly yes counc ask
[26:52] councel
[26:53] KAC yeah Council green yes Council PCH
[26:59] yes councelor herard no what is four in
[27:03] favor and one
[27:10] opposed and now with the motion for
[27:14] reconsideration of the referral to the
[27:16] planning board having passed you are now
[27:19] back at the point you were before you
[27:21] voted to send it to the planning board
[27:24] and since it is really a moot point as
[27:27] the ordance has been amended what would
[27:30] be appropriate is a motion to postpone
[27:33] the referral indefinitely the passage of
[27:36] such a motion effectively kills the
[27:40] matter can
[27:42] I no because it's already it's already
[27:45] killed so we just need somebody to make
[27:47] a motion
[27:48] I'll I'll make the motion to postpone
[27:52] indefinitely to postpone indefinitely
[27:54] thank
[27:55] you do I have a second thank you Patty can I get a roll
[28:05] call Council
[28:07] Gilly yes councilor Kack
[28:12] yes Council green yes councilor
[28:16] Finch yes Council herard no the vote is
[28:20] for in favor and one opposed okay all
[28:23] right so that effectively closes this
[28:26] matter as of right this second
[28:31] no
[28:33] any we
[28:36] good I think so okay so we're not going
[28:39] to reconsider to allow the public to
[28:42] speak I mean I'm confused is that a
[28:44] motion counselor are you i' like make a
[28:47] motion to reconsider thank you do we
[28:49] have a second you cannot make the motion
[28:52] to reconsider you are not on the
[28:53] prevailing
[28:54] side oh gotcha okay
[28:58] fair enough thank you
[29:00] Bill um
[29:03] okay so anyone on the prevailing side
[29:05] wish to make a
[29:07] motion to
[29:10] reconsider hearing none okay moving on
[29:13] to new business resolution 59
[29:16] 2025 ratify collective bargaining
[29:18] agreement with Waterville professional
[29:20] firefighters iaf local
[29:25] 16008 move to adopt uh
[29:28] ratify a collective bargaining agreement
[29:30] with waterb professional firefighters a
[29:34] local
[29:35] 16008 move to
[29:38] adopt second thank you any discussion
[29:42] with regard to
[29:44] the firefighter
[29:49] contract seeing none can I get a roll
[29:51] call Council Gilly yes Council
[29:55] cack yes Council green yes councelor
[30:01] Finch no councel
[30:04] herard yes the vote is for in favor and
[30:08] one opposed
[30:10] okay okay um I believe at this point we
[30:13] are going to we have two members who are
[30:16] uh extremely ill and they are going to
[30:19] jump off to take uh precautions for
[30:23] themselves so I believe at this point we are done at this point
[30:29] correct yes so the motion is
[30:34] to postpone the rest of the
[30:37] items to adjourn motion to postpone the
[30:40] rest of the items until the next
[30:42] week is can we just get confirmation
[30:47] that our
[30:48] two Valiant ill councelors cannot remain
[30:53] for the rest of the meeting I mean are
[30:56] you um just other moment I I did
[30:59] instruct staff to not be here tonight
[31:01] because we were not taking up the rest
[31:03] of the items per directions earlier
[31:05] today so if we are going to take up the
[31:07] rest of the items there will not be
[31:08] staff expertise and questions available
[31:10] okay well that's good to know thank you
[31:13] okay then I'll make the motion to
[31:14] adjourn so could I back up for a second
[31:17] so the rest of the items on the agenda
[31:19] will be brought to the next meeting
[31:21] correct correct okay so there's a motion
[31:23] to
[31:25] adjourn yes all right
[31:28] I guess we're done okay all in favor
