Should be good.
[0:15]
City of Washington.
[0:19]
I love you all here for what you need and responsibly brief session.
[0:25]
We have full 4.
[0:33]
And it's about to.
[0:38]
Breaking off.
[0:40]
We'll start pledging. Believe this, chief, always.
[0:48]
Of the United States.
[0:51]
And to the Republic for which it stands.
[0:53]
One Nation.
[0:54]
Under God.
[0:55]
Indivisible with liberty and justice for all.
[1:03]
Thank you, Chief.
[1:06]
The city has the.
[1:13]
City also have a limited table for those who feel like a difficult experience.
[1:17]
Anyone have any questions and contact the ADA coordinator that participant?
[1:20]
And she inspired us to accommodation.
[1:23]
Maybe it's also being broadcast?
[1:26]
On sitting council meeting information based on our website.
[1:33]
That also provides closed captioning and he will be reported for positive review.
[1:37]
And that.
[1:38]
Counted twice after the pure heart.
[1:40]
A friendship that would be resolved.
[1:43]
Thanks. Thanks for the help SO.
[1:45]
You're going to say something. Be sure something you want.
[1:47]
On the record.
[1:50]
Forever, the first month's agenda is supposed to be.
[1:53]
Or bidding while time for people to provide.
[1:56]
Writing is horrible.
[1:59]
So everyone has the opposite.
[2:02]
We'll start with the approval of the tenants.
[2:04]
For Council.
[2:07]
Building We did not meet in July so.
[2:10]
The maximum quality is for a little upstairs.
[2:12]
But we'll pick up meeting on.
[2:18]
I have messages, Mr. Black.
[2:20]
They must be a second.
[2:22]
An extension to None. I want to say I.
[2:25]
Unanimously, uh.
[2:27]
You will have the agenda.
[2:31]
Otherwise.
[2:36]
Not only can I relate to this, could be template.
[2:39]
Like the measures will put the agenda.
[2:43]
I will move on to administration. Just a reminder here watching.
[2:50]
At our discretion, we are a little less.
[2:54]
At times, so there will be an opportunity to Republican put.
[2:57]
You need to have it on various items, so.
[3:09]
As it so happens, if you do want to speak, raise your hand to come up to a podium.
[3:13]
If you follow from and, we'll allow you to do that.
[3:15]
And it's roughly required by law. We may decide not to allow commentary.
[3:22]
Give and take and not be too familiar here.
[3:25]
The argument speaking you have 4 minutes. Refrain to debate argument. Personal effects are irrelevant.
[3:32]
That's only the merits.
[3:33]
Any matter address remarkable Director the Council.
[3:36]
At the start, our administration and our financial enforcement.
[3:43]
If you will give me just a second, I need to come up and check something on your.
[3:46]
Like on this.
[3:55]
To make sure everybody can hear.
[3:59]
We could hear you, but it was very light, so let's see.
[4:06]
So it's usually about a 22nd LAX, so just bear with us a second.
[4:10]
She's that they're monitoring it for us.
[4:15]
Want to get up to 100% half hour in the afternoon?
[4:25]
All right, Yeah, all right. You have a report, right?
[4:31]
She says now I can hear you.
[4:32]
OK. Can you go back and just double check?
[4:36]
You can't get too high, you get feedback on it.
[4:39]
And I just pull it down and I make it any better but.
[4:43]
Tell me I'm glad they were in my glasses.
[4:46]
Sure.
[5:01]
Is it better?
[5:03]
Good mic plus.
[5:09]
Double.
[5:10]
Sorry about that, it's a little technical.
[5:18]
Or an end to differences in theory. Why don't you go ahead with the financial reform, OK?
[5:23]
Yeah, we'll check. We have to check your connection on there.
[5:26]
So everyone should have the general fund balance sheet in front of you.
[5:31]
I'll point out a couple things on that. You will see that.
[5:33]
For the FY20 7.
[5:35]
A budget. We now have an.
[5:38]
A fund balance restricted operating.
[5:40]
Of 875,000 that's.
[5:42]
Three months of our regular budget just.
[5:44]
And then we also have a fund balance restricted for capital of 500,000. So you'll see that on your sheet and that's something
[5:47]
y'all approved.
[5:51]
During the budget process.
[5:54]
And we have.
[5:55]
On the revenue side, we should be around 8.3%. It's the first of the month, you know, first of the fiscal year we're at 5%.
[6:02]
Overall, there's some that are higher, lower, that's just how it normally goes.
[6:05]
Same thing on the expense side. We're at 7% again, should be at 8.3%, so nothing to be.
[6:10]
Concerned about?
[6:12]
So we'll make the mayor speak a little bit louder, yes, when he talks later.
[6:16]
My tribe will not try Julie's.
[6:19]
Like when it's time for him to speak and see if that helps so.
[6:22]
We'll talk briefly about Splice 3 and T squash.
[6:25]
These are updates. Some of this we're still working through because.
[6:27]
We had.
[6:29]
Reimbursements from the state for our Simon Bridge Rd. Mulberry connector.
[6:33]
And some of the money in here is supposed to go to T Spa, so we're still working through that with the auditors.
[6:38]
But generally we are averaging about 92,000 a month.
[6:42]
We budgeted at 83% of what we thought was going to come in, which was only 64,000, so we're well over.
[6:48]
The amount we thought we'd be getting on a monthly basis.
[6:51]
SPLOST 3 is.
[6:54]
We're collecting at 8.63%.
[6:58]
Our bank balance is 2.7 million again.
[7:00]
Some of that's going to go to TSLA, so don't get too excited about that.
[7:04]
But it's where it's it is from the.
[7:06]
Reimbursement from the state.
[7:08]
On the T slide and I think I have some. So just a reminder.
[7:11]
SPLOST 3 spots board did pass.
[7:14]
The referendum in May and so we have a SPLOST 4 that will begin in October of next year.
[7:19]
And we'll have similar categories Council will work probably during their retreat to.
[7:23]
Program a lot of those funds.
[7:26]
How those within those.
[7:27]
Categories that we spent, but we have public safety.
[7:30]
Right now we're using money on public safety, rec and parks, roads and streets.
[7:34]
A lot which went towards the Simon Bridge Rd. Mulberry Connector project.
[7:37]
And government facilities, including signage.
[7:41]
Caramelized traditional recommendations.
[7:44]
Yeah.
[7:49]
On the transportation slot, this one, we are averaging about 77,000. We budgeted at 78, but.
[7:56]
We're still very early in the collection and we expect that will go up, but it's already, it's already climbed quite a bit since
[7:59]
we started collecting.
[8:04]
On average.
[8:06]
Sorry.
[8:06]
Our bank balance is 417. Again, that actually is higher because again, we've got to move some money over.
[8:12]
And and these projects again.
[8:14]
Some of this is Simonton Bridge Rd. Connector project.
[8:17]
And then a lot of the resurfacing because a third of our teeth loss funds have to be used for resurfacing.
[8:22]
Roads. Any questions on any of those reports?
[8:27]
OK, seeing none, we'll go to the next economic development.
[8:30]
So we talk about business licensing. So Julie has had a few stragglers.
[8:34]
Come that are getting paid for the last fiscal year and now she's about ready to turn around and start a new fiscal year.
[8:41]
Collection request so.
[8:43]
We had just have four, sorry, three up there.
[8:47]
For that, no alcohol or.
[8:50]
Or insurance payment this month.
[8:52]
Or last month.
[8:53]
And then the the excise tax, you guys we did.
[8:56]
We did provide you the June report the.
[8:58]
Through June 30th of last month.
[9:00]
Sorry of last fiscal year. We gave them to you last month. We didn't reiterate it here since you got them and they're available to
[9:03]
the public online.
[9:07]
So we just collected through July.
[9:08]
31st to present the alcohol and short term vacation rental.
[9:12]
Taxes that have been collected, and again, we're always.
[9:14]
A little bit.
[9:15]
Further behind than a month.
[9:17]
With these because they come in after.
[9:18]
They've been collected so.
[9:21]
And then on building permits, we had 7 permits for seven projects.
[9:25]
Quite a few other electorate at.
[9:27]
Wire Park.
[9:29]
And then some signs. That's about it.
[9:31]
Any questions?
[9:34]
It's important to note if you go back to this that we have 3.
[9:39]
Business, I guess.
[9:42]
A morning with a medical insurance office with your help.
[9:51]
Restaurants.
[9:58]
And now Downtown Development Authority report.
[10:01]
All right, so I am excited to introduce.
[10:06]
Our new DBA director.
[10:08]
Bailey Dickinson.
[10:12]
And he's here tonight with his wife, Courtney.
[10:16]
Umm, so.
[10:17]
Just he has a very impressive Pres.
[10:19]
But I have a summarized version to hit some of the highlights.
[10:25]
So he earned his bachelor's degree and.
[10:28]
Political science and communication studies. The University of Georgia.
[10:32]
He later earned his Master of Public Administration while serving as a graduate.
[10:36]
Assistant with Uga's Carl Vincent Institute of Health.
[10:40]
Bailey brings experience in local government.
[10:42]
Higher education and public sector consulting.
[10:46]
He previously served as assistant to the City Manager and Special Projects Coordinator for the City of Cubby.
[10:53]
Operations coordinator for Uga's associate Dean for extension.
[10:57]
And most recently as a consultant with coordinating strategic planning initiatives for public organizations.
[11:03]
In addition to his public service work, Bailey is a tour guide in Washington, DC.
[11:08]
Despite the unprecedented.
[11:09]
He lives in Athens with his wife Courtney and their 2 cats.
[11:13]
In their free time, Bailey and Kourtney enjoy gardening and dance teaching.
[11:16]
Please join me in welcoming Bailey Dickinson to the City Squad.
[11:25]
And I also wanted to say that.
[11:28]
Resonated.
[11:30]
Impressive his.
[11:32]
Experience I'm very excited to see that the authorities here in the city and.
[11:37]
Or are their hounds?
[11:39]
But one of the things that impressed me mostly is.
[11:42]
Process. It is so clear that they represent people.
[11:46]
And really has.
[11:47]
Seven parts and that.
[11:49]
Is poor values here in the city of Watsonville?
[11:53]
Tell a message to iPhone to give me an incredible asset and just bring it up.
[11:59]
OK, well, that's the most exciting.
[12:04]
But we do have these new businesses.
[12:07]
Right. No, that's totally.
[12:09]
Hi, totally fine. Umm.
[12:11]
Now is Main Street taxi in the same?
[12:14]
I think it and then down there on industrial drivers or within the.
[12:18]
Think it.
[12:21]
School St.
[12:24]
Did they just renew?
[12:25]
I thought you said they were new.
[12:27]
OK, my bad.
[12:28]
I misunderstood very good.
[12:34]
Umm. So we did have umm.
[12:36]
The SDDC dividend AI marketing class.
[12:39]
For us, and we really appreciate the fact that they came to Downtown Walk and so we do that.
[12:45]
Well, attendance.
[12:47]
Where's Wadi?
[12:48]
There are still some of these scattered around and.
[12:52]
The little bingo cards are still available.
[12:55]
Here some of our local businesses Burton Grass have.
[12:59]
Some and if.
[13:02]
For the next.
[13:03]
Well, several downs, but.
[13:04]
The BBQ contest which is happening.
[13:07]
August 29th.
[13:08]
If your child brings one of these bingo cards, they don't have to be all the way filled out.
[13:14]
They just need to have, you know, couple things done.
[13:17]
They will get free.
[13:19]
At that event, and there are a lot of kids activities at this event, more than there have if you come in other years. There's
[13:22]
always a lot of fun.
[13:26]
And great BBQ, great community events.
[13:30]
Feel. But this year there also will be even more positive activities. Bouncy houses.
[13:36]
Climbing walls are.
[13:38]
Business, it's going to have a little cutting green there so.
[13:42]
It will really be a great.
[13:45]
Event um.
[13:47]
And I am.
[13:48]
Apply to this, but it also is going to be benefiting.
[13:52]
Which is one of our incredible.
[13:56]
Nonprofits that we have here in Watkinsville that support.
[14:00]
Young adults that have been in the process.
[14:02]
System as they come out.
[14:04]
Of that in our.
[14:05]
Having to make it on there.
[14:06]
A mom have 3.
[14:10]
Young adults.
[14:11]
I can't imagine what it feels like to launch at 18 and not.
[14:16]
Support so I'm.
[14:18]
All of the proceeds are actually going to.
[14:20]
With them so and you actually even if you can't come, you can buy tickets and it will.
[14:25]
So that should be a lot of fun. Please mark your calendars for Saturday, August 29th.
[14:30]
Bring your kids, bring your friends.
[14:32]
It should be a great night.
[14:33]
OK, now going back. Sorry, skip ahead.
[14:36]
We are having the Waters Walk ribbon cutting on August 27th at 11:30.
[14:45]
That is our newest senior.
[14:47]
Living and then for Waffen so.
[14:50]
And, umm.
[14:51]
I think that's it. Uh, yes, that's it.
[14:54]
So hope to see y'all on the trailer.
[14:58]
Thank you for watching Alphabet.
[15:02]
And Chief will point it over to you.
[15:07]
Watch TV videos.
[15:09]
So for our staff, we'll cover them first in the context of things up a little bit, probably more.
[15:15]
Time but.
[15:16]
Our numbers are really good. I picked up a little bit.
[15:19]
The 25th poll.
[15:22]
Pretext.
[15:24]
Collected Lincoln and we did have 5 arrests during the time period.
[15:27]
What that is our FPO Pringle crew. So we're out looking for things to really get into to try to give them that experience.
[15:36]
Officers make two of those arrests for.
[15:38]
He opened him for the.
[15:41]
Arguably great with the training and I think he's known 13 weeks ago.
[15:45]
What kinds of displays? Now we're excited.
[15:48]
And let me go to fall zone and see how they respond to everything.
[15:52]
Pretty pretty consistent on the arrest, the metric suspicious alarm, fire, no calls.
[15:58]
Open before you're pretty consistent. The rest again.
[16:02]
Warlock this time period. So you know, basically we split the month of July and have a.
[16:13]
Was Neil watching the crowdfunding pretty heavily?
[16:16]
We feel like we have put it down, at least in some over.
[16:20]
Issues in the.
[16:22]
Concerns that we've had.
[16:24]
With citizens so.
[16:26]
But we put out there every month which we can and, and just spot them and.
[16:29]
And I whoever may not like the law, right so.
[16:34]
I will still let the go case with on the team and.
[16:37]
Substitutes to do something too on the camera sound there so.
[16:42]
This is so hard to import.
[16:45]
We want to.
[16:48]
I'm training so.
[16:50]
From half a month of.
[16:51]
June of half the month of July to August we'll have.
[16:56]
A lot of training have made-up.
[16:58]
Since we have a couple things we didn't have to do.
[17:00]
But detective comment actually put on a bill training officer certification.
[17:06]
Which is great, we have.
[17:08]
Some other agencies come in and show up the.
[17:12]
England and also England within that class, you know they can actually train some of these tires.
[17:18]
The third party do that.
[17:19]
But we have held of 152 training hours.
[17:22]
And this, this forward period, which one?
[17:24]
The challenge, but we got it done and.
[17:28]
Who went to 11 days?
[17:30]
Supervision so.
[17:32]
Officer, there was a couple forced into the requirements of things about.
[17:37]
No, I'm done. Feel free.
[17:40]
Is the invisible board.
[17:45]
I got voted in.
[17:47]
Georgia's district.
[17:49]
District Rep I'm proud of that. I'm honored and.
[17:52]
This is part of what I want to do with Georgia.
[17:55]
Four or five years it probably.
[17:58]
The town for me was a good town and something I want to follow to build the streets and represent the city. Washingtonville.
[18:04]
I guess I can so.
[18:06]
My goal is to actually look for the environmental state.
[18:10]
Probably you know.
[18:12]
Your parents.
[18:15]
And so on. Set up just one of the mark.
[18:17]
Bumper mode.
[18:21]
And for you?
[18:23]
We'll be proud of that for you.
[18:27]
Basically represent.
[18:32]
The town, you know, the city I look forward to doing.
[18:38]
And we're getting content. I'm trying to forget about that.
[18:47]
It was really a fun time. We we.
[18:50]
We won round one and lost round two against the Firemen. I don't know who's being 30 ribs, but.
[18:56]
Officer Cruz stepped up round two and back down on the right.
[19:02]
Yeah, firemen definitely have it down on.
[19:07]
So this is going to be an annual thing. I think that the.
[19:10]
Text Roadhouse wants to do and.
[19:12]
But they also got 10% of the kids still too. Maximum governments without the time.
[19:18]
And they also have a program called Fit.
[19:23]
From.
[19:33]
Put on another.
[19:36]
Interforce Public Safety Dinner.
[19:38]
Sam and Joe.
[19:41]
So definitely good camaraderie, great building.
[19:44]
I'd like to build a new.
[19:47]
On time for us all between our clubs. Go for Bill.
[19:50]
I'll see how we can step up with that.
[19:57]
And that, that's what makes it well.
[20:03]
It's pretty good for you that.
[20:05]
Thank you.
[20:11]
Brings off to the Apple Store.
[20:16]
All right, under consent agenda we've got.
[20:18]
Add items I won't apply you want to get for our questions. We are making suggestions for government projects.
[20:23]
Policy not because we have any issues.
[20:26]
Has been pretty significant.
[20:28]
Increase our very sophisticated fraudulent activity and.
[20:33]
And so filled with ended up with something legalized with monetary financial report.
[20:37]
Upgrading that policy in terms of how we're doing it.
[20:40]
Until the first word on everybody's auditorium.
[20:46]
Earlier this month or late last month?
[20:49]
Small city in South Carolina, but.
[20:51]
2005, $500,000.
[20:57]
Some very sophisticated.
[21:00]
Through a very pretty simple invoice.
[21:04]
And project the e-mail.
[21:07]
So.
[21:10]
With that, is there a motion to approach?
[21:14]
I'll make a motion to approve the contract.
[21:19]
Your mum holds down.
[21:22]
I prepared unanimously to go on to public hearing.
[21:27]
Which technical gift that we are required up here and one.
[21:31]
While the earring is easy enough to be around a freshman for the grandmother.
[21:38]
To speak.
[21:42]
Then I was under the podium 4 minutes for first and 10 years of.
[21:45]
Will remind you.
[21:47]
This public hearing is regarding.
[21:49]
The text amendment in the article filed that he lending.
[21:52]
Ordinance will expand and add standards for overflow parking areas.
[21:56]
Absolutely sufficient.
[21:57]
All what men are difficult to.
[21:59]
Presemble office production on his performance.
[22:03]
Thank you, Mayor.
[22:05]
Yeah, we had, we've had some requests from residents about having overflow parking. People were parking on grass and.
[22:12]
Of course that's not allowed and.
[22:15]
So we've dug into our ordinance and realized that basically, you can only have a.
[22:19]
A garage and cover.
[22:20]
Type storage didn't have anything by right?
[22:23]
And so we created some standards.
[22:26]
That hopefully will minimize storm water.
[22:30]
But provide an opportunity for people to have an actual structured space on their property.
[22:35]
For overflow.
[22:36]
Parking is pretty simple I guess in the grand scheme of things I don't know if.
[22:40]
Engineer Campbell has anything to add so.
[22:43]
So the standards are.
[22:44]
Are listed in Friday.
[22:47]
All right. Now before we have a question for councillor rule.
[22:51]
A public hearing on it.
[22:52]
2nd a minute so I will open the public hearing now, if any maliciously.
[22:57]
Regarding the Second Amendment 4010 forward.
[23:03]
Anybody. I'll close the point hearing enough and back behind the rail for a vote.
[23:07]
On the capitol of Article 5.
[23:10]
And the art district.
[23:13]
Council.
[23:18]
Thomas said that's carried on. I'll attend a motion.
[23:26]
Make a motion to approve.
[23:28]
Text.
[23:30]
Article 5 of the Grooming Formula.
[23:37]
Any further discos?
[23:41]
Three Mama on babies they are.
[23:43]
Our security unanimously move on to appearances.
[23:49]
We have some intriguing adherence to.
[23:51]
Tonight the first one up.
[23:54]
173 S St.
[23:57]
Watkinsville, LLC concept plan renderings.
[24:00]
Hey, Cortana.
[24:03]
Represent this group.
[24:08]
Historical property on the southern edge of.
[24:12]
How would you do?
[24:16]
The media in the room is making the most interesting thing.
[24:20]
You know, just wagging it for you.
[24:22]
We will be depressed.
[24:25]
Good evening.
[24:31]
Walking them that the sport was a great way to respond.
[24:37]
Sure, I'm going to keep it.
[24:41]
One just going point.
[24:46]
Wanting to do this property.
[24:47]
Tell you why, I think it's the same for the city wanting.
[25:01]
What we're wanting to do is take the luxury and.
[25:07]
Revive it and open it for all.
[25:11]
So if you haven't stayed.
[25:14]
Hotel or?
[25:16]
I think of it as.
[25:20]
Something between?
[25:22]
Hotel and Main St.
[25:26]
So this is.
[25:27]
Things smaller and.
[25:30]
It's accessible in the hotel.
[25:39]
All.
[25:40]
Some of our student support.
[25:44]
The Knights, the willingness.
[25:47]
Now select. The penalty is.
[25:49]
But layout control.
[25:51]
Is South .4 up here?
[25:54]
So our idea is to.
[25:58]
For the community.
[26:06]
Hey, Cortana.
[26:08]
So these are some things.
[26:12]
What we want to do is provide.
[26:26]
So I think the.
[26:32]
People happy?
[26:44]
Sports Field.
[26:45]
And fall up this one.
[26:53]
Right now.
[27:00]
And.
[27:02]
That brings me to you.
[27:06]
Walks so by.
[27:08]
Wife's grandmother.
[27:10]
Envelopes.
[27:11]
An *******.
[27:16]
She is 86.
[27:19]
But she doesn't have to stay too well anymore.
[27:22]
So exhibits.
[27:24]
We ended up hanging out of our house the other day.
[27:36]
At night.
[27:42]
We do that because.
[27:45]
Looking at the rank out.
[27:50]
So.
[27:51]
One of the reasons that.
[27:58]
Is.
[27:59]
As the community.
[28:01]
So the residents blocking pill.
[28:04]
Internet.
[28:07]
When you have friends and family, we visit.
[28:11]
Yeah.
[28:13]
Who would be uncomfortable?
[28:19]
What was the?
[28:22]
So that's it. That's.
[28:27]
There's any physical habit?
[28:32]
This is we're not living on this tonight.
[28:35]
Planning for approvals, I think it's just for informational purposes that I think it's a great time.
[28:40]
The apologies to answer questions to share those if you want.
[28:48]
I was just going to say I.
[28:51]
Of the day at.
[28:54]
And ask all my questions not there so.
[28:57]
Normally I will be at.
[28:59]
Lots of questions would be very helpful, but.
[29:01]
The two four section.
[29:10]
Yeah, so.
[29:11]
You know.
[29:17]
So.
[29:26]
And then in addition to that.
[29:29]
Section what we want to provide.
[29:36]
For the family.
[29:45]
So that's only.
[29:57]
Thanks. So that's why I mentioned. Well, you all have.
[30:02]
Someone who is on site about.
[30:04]
Only one of the New York concepts for people.
[30:07]
It's quite a little bit.
[30:09]
At all before we want to be available tomorrow night. That is funny possible.
[30:34]
On its estimated time is.
[30:38]
What we would like to do so.
[30:40]
The way that the.
[30:42]
Is there are some learnings that are traditional?
[30:48]
And then there are some.
[30:51]
On the right side of that.
[31:06]
And then we're doing.
[31:07]
The new market research.
[31:14]
At least it's.
[31:32]
Phone box.
[31:36]
And I do a role in talking.
[31:39]
And then I do world I'd love to be.
[31:50]
And in terms of?
[31:54]
The amendments of the course before for us.
[31:57]
That was into her day, so.
[31:59]
You gotta be elevating the landscaping form.
[32:11]
Sound like it Or whatever you want all the control windows.
[32:15]
It's a currently the.
[32:17]
Yeah.
[32:18]
Decide or and that's where you will get the iPhone. You're not Brazilian.
[32:24]
Yeah, yeah.
[32:29]
What you see first picture of what's there.
[32:40]
So everything that.
[32:41]
Bring them in that picture. That's true.
[32:44]
That's tested.
[32:45]
We think that we can feel all of that.
[32:56]
If you get higher fuel, hydro.
[33:10]
While they.
[33:12]
Camera is superior because I think the man that I just found that it was going to be, you know?
[33:17]
What's 150?
[33:20]
Courage, the kind of activities to.
[33:25]
Hotel, right?
[33:30]
We're going to want this to be.
[33:32]
You know our expectations because we don't want to create something that can create.
[33:36]
Full stop.
[33:38]
You remember? Yeah, we are.
[33:41]
There's a alive do I want to be for security families checking software that requires IDs?
[33:50]
As well.
[33:54]
All.
[33:59]
Any other questions for conference?
[34:02]
Thanks, glad to be in here. We hope to see you back in.
[34:10]
And it's called the Butler.
[34:13]
With my life, you know he's got the most into your Butler. There's some old Chuck. Apologize. There's one.
[34:18]
If you go back and read all those, kind of, I think you could get a rib eye steak for $0.99. They're back in the 60s. So here we
[34:21]
go.
[34:29]
Opening night, anyway. I'm gonna.
[34:35]
The next man's heart.
[34:43]
I'm texting, you said it's all.
[34:46]
And signed up in America.
[34:49]
You know Father must have been how long ago?
[34:52]
OK, let's see.
[34:55]
Next up we have.
[34:57]
The wastewater capacity allocation request.
[35:01]
Thank you, Mayor.
[35:03]
Yeah. So we had a request from Elise Lang. She will be moving here from California. She is a retired. I believe she's listening
[35:07]
and she cannot obviously communicate through.
[35:11]
This, but she did provide a statement. Julie will read here in a minute.
[35:15]
But she is moving here to the house.
[35:18]
Behind the White House that sits directly across from Patriots Point or across from Jittery Joes, it's on Elder Lane.
[35:24]
And last month, the council approved allowing Adus in the in the.
[35:29]
South main scenic corridor which?
[35:31]
There already are a lot of them, but she technically wasn't allowed so that changed and so she has a.
[35:37]
A block building behind her house that she would like to.
[35:41]
Make it redevelop.
[35:43]
Into an accessory dwelling unit.
[35:45]
And the existing sewer to the.
[35:48]
The existing house that is there on the same property.
[35:51]
Is failing.
[35:52]
And so she can't connect to it.
[35:54]
And so she is requesting capacity to connect the.
[35:58]
Accessory dwelling unit and I think Julie's got a statement from her that we can read.
[36:05]
This one says this request is for a redevelopment project and Adu conversion of a vulgarized.
[36:11]
Recently allowed by the city on the South Main St. Portland there is limited rainforest.
[36:18]
Of the Adu ran, the old ones have been found repeatedly said to purchase the.
[36:22]
Like 26,001 year.
[36:25]
I'll certainly appreciate the opportunity to commit telephone.
[36:33]
And then?
[36:35]
So this is just an excerpt. You all have the.
[36:41]
Tracking spreadsheet that we have for our waste.
[36:43]
Allocation capacity.
[36:45]
Requests and so we have the request highlighted from Miss Lang. It will be for 260 gallons a day.
[36:53]
You will notice that our balance is already over the 100,000 that was.
[36:57]
Granted by the county, however, I will point out.
[37:00]
That.
[37:02]
Some of the.
[37:03]
Capacity.
[37:04]
And the mayor and I are working this, but some of the capacity is not actually being used. It has been.
[37:08]
Allocated so.
[37:09]
I'm not concerned about 260 gallons a day. We also know.
[37:13]
The county is promising they're they're working on connecting the line from.
[37:18]
The expansion that's happening at at the North Main plant.
[37:22]
They're connecting that once that's done which?
[37:24]
They've indicated will be later this fall.
[37:27]
Hopefully for sure by the end of the year.
[37:29]
We will obtain another 100,000 gallons per our.
[37:34]
Amendment to the agreement the 1991 water sewer agreement with the.
[37:38]
With the county.
[37:39]
So, umm.
[37:40]
I she's not going to need, I don't know that she's going to need it before December.
[37:44]
It's something to think about. Think if you got a large project that might.
[37:47]
Make your head hurt a little bit. But I don't leave 260 gallons we'll.
[37:50]
Be a huge, significant concern.
[37:52]
For you if you approved it tonight.
[37:56]
All accounts were appropriate reports from the.
[38:00]
Any questions for her?
[38:02]
All the time about the capital.
[38:07]
Hey Mum, can I have a motion to approve the quest?
[38:14]
I'll make a motion to leave.
[38:16]
Improvement in lanes and what's working?
[38:22]
I have a motion and a second.
[38:24]
And so the conversations or discussion.
[38:27]
Heard none all in favor say aye.
[38:29]
They opposed that you carried unanimously. Move on to 1260.
[38:34]
Green for a highway. This is phase two of the Bishop's Warehouse District 5 News.
[38:38]
Three month plan we'll hear from.
[38:40]
And you can handle. Then we'll hear from.
[38:43]
Councilman Thomas, who chairs our Urban Forest Board.
[38:47]
An example of the profile.
[38:49]
Thank you man.
[38:51]
All right, so this is phase two of a project you've previously seen before known as the Warehouse District. This is.
[38:58]
Really more?
[39:00]
The area around the existing pond.
[39:03]
It is located between where you would know the Core Blend gym building and.
[39:07]
Classic city eats.
[39:09]
So the the area is approximately 2 acres. It's zoned corridor commercial.
[39:14]
What previously developed in phase one, but this is specifically at that time.
[39:19]
And phase one came through.
[39:21]
The applicant indicated that when they had more details on Phase 2, they would come back in front of council before phase two.
[39:23]
That's now.
[39:27]
But if you'll go to the next slides here again if you can.
[39:30]
Visualize there within the map of where is this?
[39:33]
Particular property is located.
[39:35]
And then some pictures of the property as well.
[39:38]
Right, so this is from Hwy. 15.
[39:40]
Generally looking southeast.
[39:42]
And then the next slide would be.
[39:44]
Kind of towards that.
[39:45]
Southern side facing back towards Hwy. 15 with.
[39:49]
What cork blend is would be to your left in that picture and then that.
[39:53]
Existing pond there to the right.
[39:56]
So this is.
[39:58]
One of the plans I'll say that the applicant put forward just to kind of help everybody understand what was previously done under
[40:01]
phase one.
[40:04]
What's now being done under Phase 2?
[40:07]
Again, what was?
[40:08]
Approved by Council back in December of 2023 generally was the.
[40:14]
New building.
[40:15]
That's that's labeled here with phase one or what I'll call the northern corner of the property.
[40:20]
Uh, associated parking all around there if you go back to some old.
[40:24]
Pictures from three, 3 1/2 years ago and we.
[40:27]
An older busted asphalt drive.
[40:30]
You know, some gravel, that type of thing where there's now asphalt parking spaces.
[40:34]
So this phase two would be utilizing.
[40:37]
That existing access.
[40:39]
There is.
[40:40]
Some parking that was approved during phase one that has not yet been constructed.
[40:45]
So we can go to the next slide and think we'll have to come back here and talk about some as well.
[40:49]
But you know.
[40:52]
There was stuff that was.
[40:53]
Approved in phase one is not yet completed.
[40:55]
The applicant has indicated that they still have a nurse content.
[40:58]
It is open.
[41:00]
That it wouldn't have to. They kind of got everything approved as far as the grading, erosion, stormwater in phase one.
[41:06]
Couches, making sure all of those things are implemented and continued.
[41:10]
If they did.
[41:11]
Happened to follow motion intent. They'd have to re up with the need.
[41:14]
Our notice of termination. They would have to reuplate they notice.
[41:17]
Of intent to go through again.
[41:19]
There's going to be some verifications that need to take place.
[41:23]
The plan?
[41:24]
That you see shows 2 buildings.
[41:26]
Right. There's AL shaped building, I think it's called Building 300 there's.
[41:30]
A differently shaped building that's more along Hwy. 15.
[41:34]
My understanding from the applicant is.
[41:37]
Looking for the.
[41:38]
A tenant for the, you know, construction of that.
[41:40]
L-shaped building now which is on the southern side of the pond, not on the northern side of the pond on Hwy. 15.
[41:45]
But this is all in phase two, right? So.
[41:47]
I want it to be clarified and I want Council to understand.
[41:50]
This next phase, this more.
[41:52]
Quote UN quote around the pond.
[41:54]
That's that's what you're getting into kind of in this next phase, even if the.
[41:58]
Construction is more of a Phase 2.
[42:01]
For to be, it's all phase two, right? That's the totality of what's shown.
[42:05]
On the plans and again the applicants here so.
[42:08]
They can provide a little bit more clarification specifically to that.
[42:11]
That was.
[42:12]
You know, impervious area, those things were previously approved in phase one. Just need to make sure.
[42:17]
The staging, obviously if you build too many buildings, but don't build out the rest of that parking.
[42:22]
That's problematic, right? Or.
[42:24]
If you don't finalize some of the things you're supposed to do.
[42:27]
To upgrade the existing pond.
[42:28]
To meet our stormwater management requirements.
[42:31]
Those are just really the only comments from an engineering standpoint that we have.
[42:34]
The plants look really good. It's just a sequencing standpoint and.
[42:40]
But we don't get to the end and it's not clear on what was to be done when that.
[42:45]
Makes any sense?
[42:47]
So that's part of the questions here too. And also the final note is that the project will require.
[42:52]
Find any new buildings right to have Oconee County Water Resources approval.
[42:56]
For the you know the connection of the water sewer.
[42:59]
For those.
[43:01]
Well, happy to answer any public questions we.
[43:03]
Those who were after the.
[43:05]
Fix it up, Council McDonald's if you want to speak.
[43:10]
To information.
[43:11]
Absolutely. Yeah. So we did meet weeks ago.
[43:15]
I'll discuss with the group team along with clients. You know the.
[43:21]
Just a couple of notes.
[43:23]
We did notice several.
[43:25]
Trees or blankets that were over your whole brain.
[43:27]
Uh, outpatient. Umm, so.
[43:31]
Do you know what I have for eventually Them's great vulgarities?
[43:38]
And then one.
[43:40]
It was a state freeze.
[43:42]
So I guess.
[43:43]
You're gonna be building a dead.
[43:45]
I'd say like Britain is going to be.
[43:48]
Are those 18 for those things that were there?
[43:51]
OK. Thank you.
[43:55]
I'm really clear about.
[43:57]
Totally clear about that with the.
[43:59]
So you're gonna build a nice pretty patio over there?
[44:08]
Everything look good?
[44:12]
Actually, let me point out to what wastewater wasn't included in the report. I just want to make sure.
[44:17]
That y'all may recall that when the phase one came through, the applicant told us that an outstanding agreement with the county.
[44:23]
For 50,000 gallons a day of wastewater. So they're not requesting wastewater for this just.
[44:27]
Reminder ready.
[44:30]
All right, we will.
[44:36]
Share the US for that happened.
[44:41]
Form.
[44:42]
Very little to add.
[44:43]
On the program.
[44:45]
You've answered questions.
[44:47]
Clarify this is.
[44:49]
Is going to be the building.
[44:52]
We are going to be able to park and.
[45:03]
Play sidewalks lined up.
[45:07]
They'll take the children parking lot.
[45:20]
You know, what do we know about the Senate? What kind of sentence is?
[45:24]
So that's.
[45:26]
Yeah, cool.
[45:28]
So it's only a professional office building so I haven't yet.
[45:31]
Don't have the whole Facebook?
[45:36]
Access.
[45:44]
So that's all.
[45:58]
Style building will be consistent for there.
[46:07]
Yeah, so we have.
[46:11]
Yeah.
[46:35]
Fought and will entertain a motion.
[46:40]
The site improvement plan for phase two for help.
[46:46]
Make a motion to approve.
[46:48]
Phase two of the future.
[46:52]
You have a motion to approve a second.
[47:00]
1.
[47:01]
We have any further comments?
[47:06]
The line says a supporter of Julian came back over the past 10 years that we don't have.
[47:11]
I walked into college with the delicacy on Wednesday out.
[47:14]
All right people, all right. So we'll next we're proving site plans for two potential new buildings down there or one that follows
[47:18]
the treatment.
[47:25]
OK. All right.
[47:27]
We want to open and.
[47:31]
What about something to drive?
[47:34]
Unnecessary.
[47:39]
Some of this was clean up housekeeping.
[47:42]
For example, you can.
[47:44]
All plain, little audible.
[47:47]
Father's Day and joy, for one.
[47:48]
The based on the case law as developed over the last.
[47:52]
Probably 152025 years.
[47:56]
Alaska County community.
[48:01]
Cars. They developed this 100.
[48:04]
Until we have clarified throughout that objective.
[48:09]
We do have.
[48:13]
Thanks. I do want to reference sound amplifying devices.
[48:17]
The new language about.
[48:19]
Free speech in traditional public venues. We do not want them framed, obviously.
[48:24]
Any class people like to have added in that or?
[48:28]
Now I'm ready for the next.
[48:32]
$1000 fine.
[48:34]
Starter and.
[48:36]
Section 117 again and again the cleanup regarding clearly.
[48:41]
We're a standard and.
[48:47]
But I have noticed it's been different or additional matter.
[48:51]
Primarily housekeeping cleanup, Please note.
[48:54]
Similarly, you're the bottom.
[48:56]
That this applies not only to.
[48:58]
Previous schools, courts, churches, or.
[49:02]
Restaurants.
[49:05]
All the staff with the intent of the.
[49:06]
Downtown.
[49:08]
Outdoor dining.
[49:09]
People who are still in the shop another.
[49:12]
I think there have been some points of variant people who are putting away from liberal.
[49:16]
Grabbed the engine loud.
[49:18]
So this address is that among other.
[49:26]
Is this is this the fact that you're doing it as well, or is it only for?
[49:33]
That work.
[49:36]
Policy of provision.
[49:39]
Regarding time constraints online.
[49:42]
Well, I believe.
[49:44]
Also include broken in school.
[49:46]
At some point, the doctor will.
[49:48]
Any value like a loving?
[49:50]
7:00 AM.
[49:52]
NPM 6:00 AM or along with the bride.
[49:55]
That may still pre exist in the.
[49:57]
I still existed.
[49:59]
I don't want them to make any changes for that.
[50:02]
I didn't think I was.
[50:04]
Categorize it. You know a lot of the points are coming.
[50:07]
People on Main Street.
[50:08]
S Main St.
[50:10]
The exhaust subscription.
[50:14]
So I would want to be sure they won't be able to.
[50:17]
And there was there may be a challenge to you for you guys to enforce, but.
[50:21]
It is an issue, quality of life issue for people living.
[50:24]
Downtown, you know some of these.
[50:27]
Vehicles where people are.
[50:28]
Don't worry.
[50:30]
I don't know how to think about how the neighbors feel about something and.
[50:34]
Leather engines.
[50:36]
I got the.
[50:38]
But it is.
[50:43]
You know, service people went forward.
[50:46]
An animal drunk, founded.
[50:48]
Put him to bed or somebody comes down Main Street or sits electronically.
[50:54]
This isn't only just for.
[50:56]
Smokey arrival is.
[51:00]
Well we have again pre-existing language that we cannot repeat in here under the noise or around home.
[51:10]
24-148.
[51:12]
Where it says B and you don't see items one through 13.
[51:16]
So that includes the general broad provisions that are.
[51:19]
Already existing.
[51:20]
Regarding now making an ordinance.
[51:23]
Already between hours and.
[51:25]
And.
[51:27]
Thank you for that clarification.
[51:29]
You know, we didn't repeat all that.
[51:32]
That we're focused on the changes.
[51:34]
I think you do have.
[51:35]
Ready. And this one is clarity, particularly wearing downtown.
[51:41]
The reason I'm asking?
[51:42]
So you know used to host like events at the.
[51:47]
He will add.
[51:50]
United would have the fans, amplified bands and.
[51:54]
And would that fall under the?
[51:56]
I usually wear clothes when I'm like.
[51:59]
But you know, or maybe that note models with the device.
[52:05]
Say, say yeah, right and.
[52:10]
Wanted to put a bank in there.
[52:15]
And the reality is that these are complaint based as long as they use Ashley.
[52:22]
Responsibly.
[52:23]
Between hours of 7:00 AM to 10:00 PM.
[52:26]
They have a loud man out there at 11:30, twelve neighbors up.
[52:30]
Claims are probably cheap and as.
[52:33]
Altered will receive the fall.
[52:36]
So I did see through this.
[52:38]
In the packet preparing for the season.
[52:40]
And I guess I'm now a little confused.
[52:44]
If the changes are.
[52:48]
Only applying a note that this.
[52:51]
Ordinance overall have the residential together in that.
[52:55]
But are the changes about?
[52:58]
The the carton in particular.
[53:00]
Is that both made for?
[53:03]
Business in.
[53:05]
If it's during daytime hours, is it for?
[53:08]
Everything. Uh.
[53:11]
With this later, I guess I'm now a little more confused.
[53:14]
Event. How about?
[53:17]
5.
[53:18]
Downtown UH.
[53:19]
Businesses, restaurants, retail during.
[53:22]
Again because of the.
[53:23]
Compliance, that was the focus.
[53:25]
While we're in there, we cleaned up.
[53:28]
And added the audible to personal average hearing ability 100 feet. Language Corral.
[53:33]
Again, the focus was the downtown, the retail or restaurant.
[53:36]
And allowed vehicles all 17.
[53:40]
So, umm.
[53:41]
With this if this.
[53:44]
During the day.
[53:45]
If these things happen in the business corridor.
[53:49]
Someone could call and.
[53:54]
About it, but that.
[53:55]
The anything for residential.
[53:59]
Is still the loud noises.
[54:01]
Far except for the balance. He became the house.
[54:04]
That I.
[54:05]
To a point, however.
[54:07]
Let's say you have a residency here at church.
[54:10]
Nearest, which is.
[54:12]
Already addressed and we've added in the reference.
[54:15]
Retail and restaurant.
[54:17]
Now, if you have a restaurant, do you have a resident that's not near a church?
[54:22]
School and become.
[54:23]
Problematical.
[54:24]
I see us coming back in and doing so.
[54:27]
I'm not aware of complaints.
[54:29]
Plus fall in residential area.
[54:31]
But again, if that.
[54:34]
Including daytime.
[54:38]
What do you do about a Harley?
[54:40]
You know that's I don't.
[54:42]
And they got those big old sneakers on it.
[54:45]
I think.
[54:48]
I mean, I've never seen.
[54:50]
Whether it's not a.
[54:53]
Whatever big motorcycle.
[54:55]
I've never seen one that didn't have the speaker.
[54:57]
Freaking player.
[55:02]
Yeah, hopefully it's it's a tool in the toolkit if there's.
[55:05]
Repeat offenders are problematic situations rather than just people come to be found. You know if it's.
[55:10]
Every day at 4:30, somebody's.
[55:13]
Coming by outdoor dining spot and.
[55:15]
You know, hitting the hitting exhaust and.
[55:18]
What do you call the equipment?
[55:20]
Rolling coal on people and that sort of stuff. You know, that's I was sitting at the house today for lunch.
[55:26]
Yeah.
[55:28]
Right. Yeah. So I think that's.
[55:31]
Yeah, the idea would be if we can.
[55:33]
I think if we can stop that a couple times, we're going to get out pretty close at this moment.
[55:39]
Not that she can't complain about the computer.
[55:43]
All right.
[55:45]
Good discussion.
[55:46]
Any further conversation?
[55:49]
Do you want to move this forward?
[55:53]
Well.
[55:55]
I make a motion to approve the amended capital.
[56:01]
Hey, Cortana.
[56:05]
For the merchant on a second brother conversation.
[56:08]
Don't be loud. Don't be unnecessary.
[56:11]
OK, none all in favor say aye aye.
[56:15]
What she varies? Normal clothes?
[56:17]
As we move on to.
[56:19]
Call My Name and the Dixon. I think you have a break before.
[56:24]
I do and what was included in your packet you need to ignore. I did place in front of you a new report.
[56:31]
This morning we were contacted by the Oconee County Administrator, Justin Kerouac, indicating that the county intends to pave.
[56:38]
Their portion of Williamsburg.
[56:40]
Subdivision We have 7 houses. We.
[56:43]
The city limits rolls into that neighborhood about 7 houses deep.
[56:47]
And they're planning on.
[56:49]
On paving, they got estimates for the city portion.
[56:51]
As well as their portion, they plan to mill it.
[56:54]
Resurface it.
[56:56]
Hot coat it and stripe it and their estimate.
[57:00]
Just going to go through the short version of this, but their estimate was.
[57:03]
Around 55,388 and some change, we have our LMIG funding.
[57:08]
59,000.
[57:10]
Plus, we have to give.
[57:11]
30% match because this is LMIG not LRA. You know we do the local Rd. assistance. They don't require a match but ELMIG does.
[57:18]
And so with that.
[57:19]
With those monies we will cover.
[57:22]
The cost of Williamsburg and any.
[57:24]
Remaining money we can use towards the other project that you all approved in June, which was the industrial Drive project.
[57:31]
Which did require some.
[57:34]
Assistance from tea Splost and we can use that we can we.
[57:37]
The way our application is going and we're asking the remaining money that we don't need for this can be used as a match towards
[57:40]
that project.
[57:44]
Even though we weren't required to have a match so.
[57:46]
That's the long and short of it.
[57:48]
Make a few notes real quick. It's.
[57:51]
We do have a pavement management program. I always like to remind you all of that. That is where we had a company come in.
[57:56]
Probably about time to redo that next year. We may want to redo that and see if the county's doing it. But they come through and
[57:59]
they actually.
[58:02]
Scan all the roads and tell us the condition, the pavement condition index of those roads.
[58:07]
And they put them in order. And so we work off of the spreadsheet. You'll know how much I love spreadsheets.
[58:12]
And we keep track of those roads and we've.
[58:14]
Slowly y'all.
[58:16]
Slowly.
[58:17]
Been trying to attack those from the worst.
[58:20]
Down and umm.
[58:22]
So.
[58:24]
I'm going to pull it up real quick.
[58:26]
The two highest on our list are Durham St. which is still an unpaved Rd.
[58:30]
And Williamsburg Place. So it's a great opportunity since they're doing it. We don't we talk.
[58:34]
In the past that it didn't make sense for us to do ours if the county wasn't doing theirs. Now all of a sudden they're doing
[58:36]
theirs so.
[58:39]
We should probably take the opportunity since they're going to mill it hopefully.
[58:42]
None of us, none of y'all sitting behind the rail or I will have to deal with the next pavement of that road.
[58:47]
Hopefully it'll last.
[58:48]
You know, 1520 years.
[58:50]
So.
[58:51]
So the recommendation is to do that.
[58:54]
Let's see if there's anything else.
[58:57]
I mentioned about sharing the cost.
[58:59]
This is the estimate that the county got.
[59:01]
And we would simply request or.
[59:03]
If you approve this.
[59:04]
And GDOT approves our request, then we would request that we.
[59:08]
Tell the county to move forward and we will reimburse the county for the cost.
[59:12]
Of that.
[59:13]
Point out the.
[59:14]
This spreadsheet has been updated The spreadsheet.
[59:17]
And I, I don't think I did what was in front of me because literally it was.
[59:20]
30 minutes for the meeting but.
[59:22]
There is right now.
[59:24]
As is programmed and the mayor pointed out earlier.
[59:26]
I'm going to coming back, we're going to be working towards.
[59:29]
Reprogramming some funds.
[59:31]
Early on when you got.
[59:33]
2022 Spots 2022.
[59:36]
You assign assign.
[59:37]
Sub projects within that those don't have to stay that way, you're only required.
[59:41]
For the referendum to keep the money, the amount of money in those.
[59:46]
What was approved by the referendum, You don't have to be. You didn't have specific projects like Clark County or some other
[59:50]
communities do where they have a specific project.
[59:53]
So you all determine those. We're going to come back with some.
[59:57]
Massage programs. Different things to use the money for, but right now?
[1:00:01]
As as the programs are lined up, you have about $89,000.
[1:00:05]
If you give.
[1:00:06]
The If you set aside the 18,274 for the for the match, we'll have about 89,000 left in.
[1:00:13]
Resurfacing.
[1:00:14]
And it's because we've done a lot of resurfacing.
[1:00:16]
But again, we'll come back.
[1:00:18]
Still have some money, I believe you know, along with the state money.
[1:00:21]
To continue paving roads until hopefully the next D splost or.
[1:00:25]
Floss, which also has money in it so for roads.
[1:00:31]
It's not on the docket yet, although.
[1:00:32]
We are discussing it. We will come back next month with.
[1:00:35]
Some recommendations and it could include that.
[1:00:38]
How far is it?
[1:00:39]
1:00 is being built and they were going to pay.
[1:00:43]
A portion of that.
[1:00:44]
And that's why we did not.
[1:00:46]
I think there was a Dis. Well they had.
[1:00:48]
They had umm uh.
[1:00:50]
I mean, Durham does come up.
[1:00:52]
That side so they had their section of Durham down to.
[1:00:55]
***** Nancy.
[1:00:57]
Have to think about where.
[1:00:59]
They did have that section and they did improve it, but it wasn't passed.
[1:01:02]
Their land, you know where they're.
[1:01:03]
Property line was, so we've got that section from there down past Vestas.
[1:01:08]
And towards highway.
[1:01:11]
53 and.
[1:01:12]
In the past, we've talked about the fact that eventually, although maybe not now, that they.
[1:01:17]
Eventually, this section of Mars Hill Experiment Station is going to be.
[1:01:21]
Upgraded we.
[1:01:22]
You know, maybe not.
[1:01:24]
Anytime real soon, but when it does, we talked about waiting until then and you do. And I know you probably can't see it because I
[1:01:28]
could barely read it, but the very top line says Hwy. 53 expansion, redesign and other expenses and we have $100,000 set aside for
[1:01:32]
that, so.
[1:01:36]
The mayor and I'll talk about how.
[1:01:38]
It may be that may be an option.
[1:01:39]
To use some of those funds.
[1:01:41]
Reprogram those funds to pave Durham or some other funds that we have available in SPLOST.
[1:01:45]
3 So we'll work through that.
[1:01:48]
I think it's a preview on Durham. You know, for a long time I have.
[1:01:51]
Really have much interest in repainting it, but.
[1:01:54]
This traffic was built on. I think it actually could help relieve some traffic for water blockers for.
[1:02:07]
I think anything we can do to create?
[1:02:10]
The street grid, you know Bible St. grid back there could be a body that.
[1:02:14]
So I think that's that'll be coming after you.
[1:02:20]
We probably are going to want to advance that one in the next.
[1:02:23]
So.
[1:02:27]
But this one is about coming for Williamsburg, which.
[1:02:31]
Two on the list, and.
[1:02:35]
So we'll be able to get discounted.
[1:02:41]
I don't know if he said. I don't remember him saying in the e-mail.
[1:02:46]
I don't think he sent an e-mail.
[1:02:51]
I know sometimes you're using.
[1:02:56]
But alright.
[1:03:00]
Motion to approve the applic.
[1:03:08]
Through the.
[1:03:10]
Just that option wise. Option one.
[1:03:12]
Add second.
[1:03:14]
Our intention is to turn off the one without a second any further discussion.
[1:03:18]
Hearing none all in favor say aye.
[1:03:20]
Any opposed any opportunity.
[1:03:22]
Did he refuse that? Wrong.
[1:03:30]
Increasing trust in government Have a bidding.
[1:03:32]
All right, public comments.
[1:03:36]
You all know the drill. I've 7 coupons already. I'm not going to say it again. About to remind me of getting a wheel. We've got 4
[1:03:39]
minutes to come to the podium or.
[1:03:42]
There was more.
[1:03:45]
All that was definitely going to go.
[1:03:49]
All right, we're going to move on to mayor.
[1:03:51]
Fall, We're going to move through this pretty quick. It's hard to believe, but this did happen after our last council meeting
[1:03:56]
because we have the bridge. It's been a game changer.
[1:04:00]
The website now and Congrats to everybody who helped with that.
[1:04:04]
Frank Session, we ask you for our youngest citizens laid away.
[1:04:08]
Then we began on the left. We made it.
[1:04:13]
This was the scene.
[1:04:15]
With special day in June for children who did that.
[1:04:18]
I almost had a picture.
[1:04:21]
Village of the Ground.
[1:04:22]
Approval for the.
[1:04:26]
One of the things that's been really interesting to focus here and.
[1:04:29]
Without change the use.
[1:04:31]
And our.
[1:04:34]
For our pedestrian environment, so you see there.
[1:04:37]
On the lab, don't have to be twice. After that you can.
[1:04:40]
Already there's a tremendous amount of use to.
[1:04:43]
For that quarter down.
[1:04:44]
And about how?
[1:04:46]
The bread is just traffic in the past week on our full.
[1:04:50]
That we've already got.
[1:04:51]
We already have what's called a heat map, so you can see all that heat on Thomas Farms Reserve and connecting that wire park.
[1:04:57]
And then now there's that same amount of footage going from Health Walk to go to downtown.
[1:05:02]
This is all photographic, where we believe in physical traffic.
[1:05:07]
We're also seeing how much of that's going on for our park, and so I think that's the problem.
[1:05:11]
We're going to be focusing on how we could get the relay from After Dawn. I'll put them in 15.4 miles to create a real.
[1:05:18]
Perform the part there. But was it you couldn't see that now?
[1:05:23]
With the completion of the bridge and.
[1:05:25]
Even in hot weather.
[1:05:28]
These were the folks who did the work.
[1:05:31]
We'll get through this quickly. And these were all some.
[1:05:38]
All right, who serve People complain about the bride shoot like sometimes the bridge they are dimmer now.
[1:05:44]
So I'm still waiting for the first person to contact us to say thank you. We did.
[1:05:50]
And we hear from somebody so.
[1:05:53]
So anyway, the lights are dimmer now.
[1:05:55]
Umm, so I don't know that we'll.
[1:05:57]
What we're hopefully not really level of comments about the require.
[1:06:01]
Anymore, I'm very grateful to Jordan Howard.
[1:06:05]
I bought in the appointment before.
[1:06:08]
Just a quick reminder, we'll have to throw a few pictures up here, but it really was a special day.
[1:06:14]
And I think we have somebody at 25103 thousand people out of Comics Town reserve that.
[1:06:19]
30,000.
[1:06:22]
Based on the chat PPP.
[1:06:25]
Select and also recognized our.
[1:06:27]
Here the 76 winners again which is wonderful.
[1:06:31]
And it was just it was just a super funny thing. I just some of the kids activity got from.
[1:06:35]
Crowd guilt over the evening and.
[1:06:37]
Really wants a guitar because with the same.
[1:06:43]
The journey started again.
[1:06:45]
Flag in the sky.
[1:06:47]
Have a bridge and then.
[1:06:49]
1777.
[1:06:51]
Right on the other staff.
[1:06:53]
It's not too often you get to create a core memory for 3500 people.
[1:06:59]
A walking chair in an evil thing.
[1:07:02]
You know when it works for the county as well, but.
[1:07:06]
So many problems.
[1:07:08]
It's all one point supplement.
[1:07:14]
Will you have to take care of that lovely park? We have a work day on Saturday, 8:00 to 11:00.
[1:07:19]
For the opportunity to sign up still, I think we've got 10 or 12 people signed up.
[1:07:24]
On Saturday out there.
[1:07:26]
Probably do another work day for wedding.
[1:07:31]
You got a birthday?
[1:07:39]
And.
[1:07:41]
Well.
[1:07:44]
One thing Sharon, I forgot to mention that I do want to flag is there is a.
[1:07:49]
A meeting about the truck I passed in one hour at 2:30.
[1:07:53]
Like individuals are participating, the public may listen to that.
[1:07:58]
We have the we will post them. I wasn't sure.
[1:08:02]
Yeah, I wasn't sure if it was.
[1:08:04]
The link I had was the right link. I got a link today from at the DDA meeting.
[1:08:09]
Wasn't sure if that was the link we're supposed to share so I'll double check tomorrow we'll get it posted.
[1:08:15]
Yeah, the one that.
[1:08:18]
You and all the subsequent all of us actually saying this is terrible.
[1:08:23]
Those people will not be able to talk.
[1:08:25]
Or comment at all.
[1:08:27]
They can just listen only to people behind.
[1:08:30]
Yeah. So everybody just we're not coming here.
[1:08:41]
But you said that's not the right name because it is the one you put out for us.
[1:08:46]
What's the time?
[1:08:48]
The right wing for the following for everybody that we're supposed to share out.
[1:08:51]
I think they're going to. I think they'll manage. They'll probably click on who can and.
[1:08:55]
Oh no.
[1:08:57]
There is an e-mail.
[1:08:58]
In the body of the e-mail been sent to us.
[1:09:01]
Said this is your charitable link.
[1:09:03]
And then he sent us an individual link as well.
[1:09:06]
