submission came in at $250,000.
So administration is recommending that

we uh not proceed with that and we're
going to re-evaluate
[8:35]
um
the process through the housing
[8:38]
accelerator initiative with uh CHC to
see what we can change and try to bring
[8:44]
that in in mind. We did have feedback
from uh another uh consulting company
[8:51]
that said that they would have bid if
you bid that if there would have been
[8:55]
some variation in the contract. So we're
going to take a look at it and see if
[8:59]
what we can change to try and re it back
in unless they have some legalities
[9:03]
towards the granting of the money. No,
no, it is it's with regards to that's
[9:10]
the water that's the our manual for
water, sewer, that type of stuff. Uh
[9:17]
street development. Um all the service
standards. So that talks about
[9:21]
compaction, what must be underneath the
water line, how the connections must be
[9:25]
made and all that is our service
standards. That's and so we're going to
[9:30]
go back to the drawing board and make it
our our tender document and see what

could be modified or streamlined that's
causing it to go so high.

there is an amount there that's our

reserve which we won't discuss in public
um but I believe that the full benefit

We'll recoup our money off of what we
what's owed to the municipality. That

plus on our website. Uh we received only

one bid on it and that was by um they
mentioned spec Yukonbased

um company that does provide service to
us and the price was under budget. Um so

our recommendation is to go ahead with
it. Uh this will allow us to actually uh
[14:48]
fully um
put our new SCBAs that we bought into
[14:54]
full service. Um the current compressor
that we are using is beyond its useful
[14:59]
life. that it's not well, we've just had
the title of it transferred to us, but
[15:04]
it will not fill the the air tanks to
full capacity
[15:10]
because it only compresses up to 3,000.
The new tanks, I believe, are 4500. Is
[15:14]
this the air compressor that we got from
uh fire marshall's office? Yeah. That
[15:19]
that came previously through like
Pharaoh or something. It could have
[15:22]
been. It was It was here when I when I
moved it.

breathing air compressor for the SCBA

then we also talked about multiple
business categories operating out of

uh, property um, and what that secondary
[31:20]
licenses would look like. So, no
amendments were made from your guys's
[31:25]
last conversation based on your feedback
um, the last cow. So,

do you have any uh recommendations about
what the what number uh was floating
[31:41]
around the office with regards to
secondary businesses licenses? So, like
[31:46]
you need a license to
we were going to go ahead with that,

weren't we? They're somewhere between$25
to $50. But the so the original

what Shannon had said the original cost
for a for a business is 125.

bylaw is to provide for community
service grants to local nonpr profit,
[41:37]
religious and charitable organizations
such as
[41:42]
uh the outdoor recreation association,
helping oat um seniors, the writing
[41:49]
association, the ski club. Uh those are
the five I believe. So we we vote to
[41:56]
give them a break on their taxes so that
they're
[42:00]
those are nice people.
I only have one question. Um, so
[42:07]
what's the criteria other than being
nonprofit
[42:11]
that we give? That's it. Because they're
nonprofit, we give them a tax. No, they
[42:15]
have they have to supply their financial
statement. They have to be in good
[42:19]
standing with the society's act. I agree
with that. And then the base the base of
[42:24]
the deduction is based off of their
financial documents. So if if if their u
[42:32]
if their income or their funding is a a
certain amount then they get less and if
[42:38]
they have a lower income then they get
more. So is there a threshold where we

say we don't give you a tax break or um
not not in the agreement but it's it's
[42:46]
very lower. Yeah. Um I don't

that morning about broken window at W

the person was uh foolish enough to post
pictures of it on their social media. So

anyways, by the time I had got a hold of
the RCMP, they had already arrested the
[46:21]
individual. So the individuals been has
been through diversion through the
[46:28]
community wellness court system and
they've been directed by the elders in
[46:34]
the in the sentencing circle that they
must do a verbal apology
[46:39]
to win. So, um, we've been asked if, um,
if council is okay with that individual
[46:49]
attending the c the next council meeting
and apologizing to mayor council for the
[46:54]
window. Well, we're still sorting that
part out. Yeah.

Um but anyway, so they wanted the
wellness
[47:04]
um the wellness court wanted to know if
council was in agreement to having that
[47:10]
person actually come and do an apology.
It's part of the I I think it's part of
[47:14]
the reconciliation I guess would agree
to. Yes. Okay. So So we'll set that up
[47:21]
for August for August 19th and if that
doesn't work then we'll have it for the
[47:27]
September meeting. Okay. Okay. And then
the other thing that I have on my list

is that um the health transformation
um to the health authority that

healthcare transformation health
authority uh group wants to come and
[47:42]
meet with mayor and council and they're
looking to book a time in between

between July 2nd July 7th and July 9th

they have openings to meet with council.

management. And as mayor and council,
what should uh you be thinking in your

role related to assets, related to
strategic planning, thinking about

long-term assets and sustainability for
your communities? Um, and then also

pivoting to in the fall time when you
start thinking about your budget cycle,
[51:12]
what are the questions that mayor and
council should be thinking about and
[51:15]
asking of their administration related
to sustainable asset management? Um, so
[51:20]
just keep in mind if you can't make the
lunch and learn tomorrow, there will be
[51:24]
another offering where the um, NAS
Canada will develop a course that's just
[51:29]
for your council. So, it would be up to
you to determine the time over the next
[51:35]
year between now and the end of March.
Um, and that you could have a specific
[51:38]
session just for your council where they
consider where you're at with your asset
[51:42]
management strategies and develop a
session um just for your learning. So, I
[51:46]
just wanted to throw that out there that
that is an option. Um, also, uh, the
[51:51]
minister is, uh, still interested in
available to do some community tours
[51:56]
when he's back at work. So, um, now
because council's taking a break, there
[52:01]
there is an option for something in late
August. Um, so if there's any dates, if
[52:06]
council is still interested in having
the minister come visit for a community
[52:11]
tour, then let me know. Um, and if
there's any specific dates than you have
[52:15]
in mind in late August, it'd be great to
know and and I can pass that along. Um
[52:20]
and finally, in response to the 2023
resolution to initiate a comprehensive
[52:24]
joint review of the municipal act,
community affairs and the association of
[52:29]
Yukon communities are working together
to finalize a terms of reference for a
[52:34]
municipal act review committee. So just
to be clear, at this time we don't have
[52:38]
a mandate to revise the act. Um but this
committee is meant to do some initial
[52:47]
investigation and that will inform and
shape the direction of any future
[52:51]
legislative work. Um it's going to be
focused to facilitate discussion in
[52:56]
stakeholders, identify key issues, uh
explore options, solutions, and document
[53:00]
this work into a report. Um this
opportunity is best due to to staff such
[53:06]
as the uh CEO and somebody who works
closely with the municipal act. Um but
[53:11]
we are looking to municip is looking to
identify folks who might be interested
[53:15]
in joining this committee. So putting
that out there for you
[53:21]

opportunities. There's opportunities all

that looks good find out if there's

money available and when we do see that
opportunity say okay let's let's let's

take this idea we kick it up change and
we try but do we try to sit down every 3

months and have a meeting or like how do
we how do we go from here we we went to

the nugget it went really hard we can't
you know that I felt good in it now

listening to it there today and it
sounds more that they're interested in

having a relationship with the or
something that we've wanted for a long

time. I think we're making steps.
