[0:00] Okay, welcome to our regular council meeting of June 17, 20.5.
[0:07] Um, we have one addition to the agenda before we can attempt to adopt it. And
[0:12] we have a correspondence letter which I'd like to add as number 12 on our
[0:17] [Music] on our agenda. It's just a
[0:21] correspondence letter for summit. Yeah. So your worship also
[0:26] um number five on the previous published agenda was the housing accelerator fund
[0:33] which has been removed for tonight and number five has been changed to a
[0:37] property tax lean seizure. Yes. Okay. Thank you. So with that um do you have a
[0:44] motion to adopt the agenda? I'll make a motion to adopt the agenda as amended.
[0:48] I'll second the motion. Thank you. Um, yes, we have a minute from the committee
[0:54] of the whole meeting on June 3rd, 2025. Any questions or concerns?
[1:02] We do have a motion on the floor. Sorry. Sorry, chair. We need to vote on the
[1:07] motion.
[1:10] You didn't ask all in favor. That's all. Oh, for the for the agenda. Oh,
[1:16] so all in for the agenda. Sorry. Thank you.
[1:21] So next we have a motion for the committee to hold minutes from June 3rd
[1:24] 2012.
[1:28] I'll move. Thank you. Mayor Her
[1:34] second. Thank you.
[1:38] Second. All in favor questions motion sir.
[1:45] None for me. Thank you, Counc.
[1:51] So, no questions. All in favor? Adopting the minutes?
[1:58] One. No. Okay. You're not voting in favor of it. I'm in favor. Yeah.
[2:05] So, I'll call the question once again. All in favor of adopting the minutes.
[2:10] Need to see some hands on the whole minutes.
[2:14] Sorry. I apologize. All right, which brings us to the motion
[2:19] of tables in the amount of 355,4 $145.
[2:28] Have a motion to discuss the open payables.
[2:32] Um your motion to adopt the open payables as posted.
[2:39] Um, dear worship, I've just noticed that there's an entry on there for the
[2:43] Aboriginal Women's Society for the amount of um $4,22857.
[2:50] That should be on there because it is that is a a bookkeeping reconciliation.
[2:58] So, it was moving money from AR to um another account. So that should be keep
[3:05] up the amount of payables because that money is not coming out if it's money
[3:10] from internal bookkeeping jail um line uh uh accounts receivable. Okay. So that
[3:19] that 42 4228 57 needs be deducted from the 355,000
[3:28] 6315. So the amount is 42 28 and 57.
[3:39] So our new total would be my apologies for that.
[3:56] Okay. So the new amount be $351,216.96
[4:06] with that amendment. I have a motion to adopt the tables with
[4:12] the amendment 63315.
[4:18] I will second the motion. Any question?
[4:23] Yeah. What's What's this one? First due. First due. So it Yeah, it's got all
[4:30] these zeros and then it's like one. So that's electronic payment. Oh. So first
[4:35] due is the new um dispatch uh system for the fire department. That's our records
[4:42] data that was approved in the capital budget. So that's the new computer
[4:47] program for fire department. And then 63312
[4:51] Peter I'm assuming closing the accelerator fund that is correct
[4:59] job. I like that. Anyways too Billy
[5:06] just um which 633
[5:13] the first nation. So that's um that's water bill water delivery drilling.
[5:18] Okay.
[5:21] I'm just curious about all the Northwest Fellow payments. Do Do we not just have
[5:26] one account for I wish we did, but we have five
[5:31] different Northwest P accounts and they will not amalgamate. We've amalgamated
[5:36] down to that. And it's like it's the same thing with
[5:41] um we have about four actual accounts as well. And all of them they're involved.
[5:48] Yeah. I've tried to get it and it just it's beyond frustrating. They can't
[5:54] understand how to Yeah. Where are they hauling water to? Uh so they're hauling
[6:00] water to the landfill. They haul water to the ski hill. They haul water to the
[6:07] wide cabin and also to not to the sandy sandy down.
[6:14] And that's months of water bills. They're they're really sporadic on when
[6:18] they submit them to us. Okay. Water calling now. No, because it's
[6:25] portable water. Oh, yes. Thank you. Can I please ask about that one?
[6:33] Um 63326 3326
[6:38] um 565375 Yukon
[6:43] 126,000. Uh yes, that
[6:47] um that is a payment for the first progress payment for the new boilers at
[6:54] the water treatment plant. Thank you.
[7:00] Nor have any questions? No one I was just curious about the uh no actually
[7:06] you guys asked questions so um I'll ask all in favor of uh passing the open
[7:14] tables motion pass
[7:20] a quick question here often do they have to change our boilers and water water
[7:24] treatment that was on the capital that's the first time they've been changed
[7:27] since the building and we've had issues with the original boilers since They
[7:31] were sold to 9 years.
[7:41] Next we have the RFP. Yes. Community services standards
[7:47] meeting. Yes. So worship um as part of the housing accelerator
[7:53] um plan it was um we put out a request for
[8:00] tender to review the or update the the community service standards. Uh
[8:07] unfortunately we've only received one submission. Our budget for that
[8:12] manageable upgrades and all the parts of that housing accelerator. our budget was
[8:18] $100,000 and unfortunately the one bill uh one
[8:22] submission came in at $250,000. So administration is recommending that
[8:30] we uh not proceed with that and we're going to re-evaluate
[8:35] um the process through the housing
[8:38] accelerator initiative with uh CHC to see what we can change and try to bring
[8:44] that in in mind. We did have feedback from uh another uh consulting company
[8:51] that said that they would have bid if you bid that if there would have been
[8:55] some variation in the contract. So we're going to take a look at it and see if
[8:59] what we can change to try and re it back in unless they have some legalities
[9:03] towards the granting of the money. No, no, it is it's with regards to that's
[9:10] the water that's the our manual for water, sewer, that type of stuff. Uh
[9:17] street development. Um all the service standards. So that talks about
[9:21] compaction, what must be underneath the water line, how the connections must be
[9:25] made and all that is our service standards. That's and so we're going to
[9:30] go back to the drawing board and make it our our tender document and see what
[9:35] could be modified or streamlined that's causing it to go so high.
[9:42] Um so um it there's no motion uh I guess there I would need a motion from council
[9:48] tonight um um my words are not working. Um u that
[9:56] proceed not proceed with the RFP as tender.
[10:02] Motion from the floor in that regard. RFP community service standard
[10:07] standards. What something akin to uh new um makes a motion not to recommend the
[10:13] RFP to proceed and pursue alternative cheaper uh avenues to pursue. Oh, okay.
[10:20] Was that in the council package? Sorry, I just put anything in there. That's
[10:24] correct. Because we didn't put it in because of the fact that we don't want
[10:28] we weren't recommending going ahead with it. We were still working on this today
[10:32] to try and sort it out, but because in the tender document it had give a
[10:37] deadline for today um for a decision. So, hence the reason that alls I'm
[10:43] asking is a motion to not proceed with the tender. Okay. Okay. I'll move that.
[10:52] All in favor?
[10:58] Yes. Motion pass council. It was one of those last minute
[11:03] things.
[11:07] Next we have the uh admin report the property tax seizure. The property in
[11:11] question is 805 Avenue. Fison Avenue which we've been
[11:19] come into recent ownership and we need direction as to how to proceed
[11:26] with um how do we recover our money? Yes. So
[11:30] your worship I can speak to that. Um we proceeded to take this property under
[11:37] the taxing um taxing act and it's been a long drawn
[11:42] out process. Um so under the town's policy
[11:48] um it this has to go with council for decision if council wants to a keep the
[11:55] property b sell the property or the third
[12:01] use it for town purposes. Town purposes. That's correct. So, um, this property is
[12:09] on the corner of, uh, not Lake View, the next one,
[12:12] Finison, and that's where there's the three there's the three units on the
[12:18] corner and there's a fourth property in the back corner across from the for the
[12:23] old forplex. Correct. Yes. Where the new the nurse's residence or whatever is.
[12:28] Yeah. So, there's another lot in the back there. Um it's shaped it's a goofy
[12:34] shaped lot but it is there. Um there's no benefit to the municipality to keep
[12:39] it for our own use and the administration's recommendation is that
[12:45] um council give us approval that we put it up for sale on the taxing process.
[12:50] Is it a swamp? Uh no it's actually higher ground. people have actually uh
[12:55] there's been some interest uh Yukon um housing corp has expressed interest
[13:00] because it is there they have the other three lots there and then there's been a
[13:05] private uh individual that's have also expressed interest so um I believe we'll
[13:11] recover money and in your admin report there is an amount there that's our
[13:16] reserve which we won't discuss in public um but I believe that the full benefit
[13:23] We'll recoup our money off of what we what's owed to the municipality. That
[13:28] sliver on the map that goes up the side. That's part of it. Yeah, that's like
[13:34] right now. That's the access. That's the access and it's it's a legal access to
[13:39] get in there. We'll make a motion to place the property up for sale through
[13:43] public auction with the reserve bid. Second motion. All in favor?
[13:51] Thank you. Okay. Um,
[13:57] next we have the Jord contract award recommendation as per the
[14:03] fire department and our capital budget approvals. So, we're just kind of
[14:09] giving them the final green light on on buying new air site.
[14:18] um your worship. I can give you a little more background. That tender was uh
[14:24] published uh nationally under Merks and plus on our website. Uh we received only
[14:29] one bid on it and that was by um they mentioned spec Yukonbased
[14:36] um company that does provide service to us and the price was under budget. Um so
[14:43] our recommendation is to go ahead with it. Uh this will allow us to actually uh
[14:48] fully um put our new SCBAs that we bought into
[14:54] full service. Um the current compressor that we are using is beyond its useful
[14:59] life. that it's not well, we've just had the title of it transferred to us, but
[15:04] it will not fill the the air tanks to full capacity
[15:10] because it only compresses up to 3,000. The new tanks, I believe, are 4500. Is
[15:14] this the air compressor that we got from uh fire marshall's office? Yeah. That
[15:19] that came previously through like Pharaoh or something. It could have
[15:22] been. It was It was here when I when I moved it.
[15:26] So, same thing on but it's it's the breathing air compressor for the SCBA
[15:31] tapes. It's a requirement under health. Gotcha.
[15:37] So, uh a new compressor to fill our the SCBA for those of you wondering whether
[15:41] that's the self self-contained breathing apparatus of the firefighter that's the
[15:45] tanks that they have on their back. You said the funding was coming through
[15:49] capital. Capital. Okay. And if you like the sour uh our own funds, I believe.
[15:54] Yes, that is correct. Operation. So on that note, um do I have a motion?
[16:02] I'm sorry. Um there is no signature written on this
[16:08] change. So is this the
[16:14] um the bit the completed
[16:19] table final document, right? We have we have the printed name of the witness,
[16:25] but we're doing the signature for this.
[16:31] Um, we can that's a clarify that we can Yeah, I I just didn't know. I I thought
[16:36] I should point that out. Yeah. No, she's printed her name, but there is no
[16:42] signature. Yeah, we can follow up on that before we finally
[16:48] Sorry. Um so on that note um do we have
[16:55] to vote I guess um for the approval of
[17:01] the recommendation to go their only bid which is slightly under budget the new
[17:07] SCPA [Music]
[17:11] that was the contract award for approval. All in favor
[17:19] to the motion.
[17:24] I'll move. Thank you, Lauren. I'll move that we approve the bid. I'll second.
[17:31] Thank you.
[17:36] Okay. Okay. Um, next. All in favor. All in
[17:40] favor. Thank you. All in favor. I was getting ahead of myself as I get
[17:45] the next thing on the agenda. So, you have a new appreciation for the mayor's
[17:50] role in a state. Don't say that. You don't have a hockey game on on the
[17:55] mind on your mind, do you? Absolutely not. But, uh um is it still one other
[18:01] thing? Um
[18:06] where we going? Oh, yeah. Animal control or animal control draft animal control
[18:11] bylaw bylaw. Thank you. Get a motion on to open up.
[18:23] This one's actually not for motion. Would you guys wanted some amendments
[18:27] made around cats? Yes. Uh so there's if you look at the or writing on the side,
[18:32] you'll see there's some recommendations um with regards to cats, whether it just
[18:38] applies to house cats, outside cats, or all cats.
[18:42] um your thoughts. I think that all cats need to be
[18:46] licensed. Sorry if I just cut someone off. I think that all cats need to be
[18:50] licensed. Um but as far as them being
[18:57] fined or put in the pound for running around, I think the thought was that um
[19:03] as long as they were spayed or neutered, spayed and neutered or whatever it is,
[19:07] um that they would be kind of exempt from
[19:11] that part of the bylaw as long as they weren't being a nuisance
[19:15] was kind of what I thought it was going to be. Yeah, that would be my only issue
[19:20] as well. Um if they were to say go to somebody's yard and kill them chickens
[19:25] or you know I mean then what what's the
[19:32] then they would be considered nuisance would they not?
[19:36] I did add a definition for nuisance and tried to make it pretty extensive. Yeah.
[19:41] I don't know how you guys feel about the definition.
[19:46] [Music] And I guess from administration's point
[19:50] too, the other question
[19:54] is spayed or neutered. I'm sorry. Can you repeat that again?
[19:58] Well, it talks about if they're licensed, spayed and neutered and
[20:03] identifiable. Well, what if somebody license licensed an unspayed or neutered
[20:09] cat? I don't think they were. And let's like
[20:13] with the dogs, we have different categories, right? Then if that then if
[20:17] then if they get picked up,
[20:23] we just make the cats the same as the dogs. Cuz because with because with cat
[20:28] female cats, if they're if they're spade, you're not gonna when we pick
[20:33] them up, we're not going to be able to know if it's not spade or spade.
[20:40] But I think in your
[20:44] I think that you would ask them that when they license it, would you not?
[20:48] Yes. Then you would know. There was something
[20:52] here that said you had to give the best proof. I have to give proof, right?
[20:56] Yeah. Yeah. But I see where I'm going though because it says that it's not an
[21:00] offense for a spayed or neutered identifiable or licensed cat be roaming.
[21:07] But yet, so then if we're pick one out that isn't
[21:12] spayed or neutered, then then it is an offense. Okay. I just
[21:17] wanted clarity from administration point. Yeah. I think yeah I
[21:23] I think it's not an offense if they're skater neutered and it is if they're
[21:28] not.
[21:32] Sorry, can you say that one more time? You kind of cut up there a little bit.
[21:36] It would be it would be an offense if they are running around not spayed or
[21:41] neutered and it's not an offense if they are fixed.
[21:47] I like that.
[21:51] It's It says here every owner of an outdoor cat must be spayed or neutered.
[21:56] It must be licensed. So for sleep on the outdoor cats, we
[22:01] don't license indoor cats. Is that what do you do? Ask them
[22:08] if cat does get out not licensed gun.
[22:15] Uh, that's what it says. The cat run at large for being found on public property
[22:19] unless the cat is speed or dooded and has sufficient identification pursuit to
[22:24] the provision of the bylaw. And here's the thing. If you have a spade pet
[22:28] that's causing a disturbance or like it's covered under the nuisance part. So
[22:32] you you have it there. So I think the way Mayor Her had it worded there um
[22:39] would fit having you know if they're if they're sper what what harm are they
[22:42] going to do, right? unless they're unless they're a nuisance
[22:47] and they're like going in someone's house or like uh councelor Pocket said
[22:50] they're you know so you got them that way. So
[22:56] for the intent of the bylaw and so that it's not um you know what I mean overly
[23:03] problematic which it kind of is but I think I think that you should change
[23:07] that so that all cats are licensed regardless of the house cat or their
[23:13] cat. I like that because I agree with that as well. All the beic.
[23:27] Yeah, I was just thinking that
[23:33] I agree with that. Uh, was there anything else that need to
[23:37] be looked at for as far as clarification? to the append. the
[23:41] schedule a schedule that you refuse
[23:52] and it's just talking about remember we said um
[23:58] identifying what zones allow for cattle allow for right coups without a permit
[24:04] that sort of thing
[24:17] grow residential only is what you have c that's the agricultural don't you I'm
[24:23] not much of a farmer I thought you needed a rooster for your hens to lay
[24:26] eggs you do not that's a myth okay that's why I say I'm not a farmer and I
[24:32] was asking somebody who might be
[24:36] I think you need a rooster patch is for fertiliz
[25:01] what's the major difference here that we're looking for the difference between
[25:04] Lake and Nor. So mobile home, multi-residential
[25:10] and residential are pretty much the same across the board.
[25:16] Country residential is a little bit different. And then rural residential
[25:20] and green is permitted and that's based on allowable uses under
[25:26] the zoning bylaw. Country residential hands in hoops are permitted and
[25:30] livestock is permitted. What what would be involved in the special permit
[25:35] process? I just wonder about the multi-residential one just because
[25:41] I mean you think that maybe the neighbors would need to be
[25:45] consulted or I'm just curious about that one. Not
[25:51] that I'm crazy about roosters in particular. I know this
[25:55] could probably make a lot of people unhappy or not. Maybe build it up for
[26:00] country residential because the lots are generally have a significant size. Could
[26:05] we go permitted by special permit or do we
[26:10] want to do that? No. Or just rural.
[26:17] I think you really need eraser. They're really annoying. Not permanent
[26:22] anywhere. Other than if you were to get a special
[26:25] permit, do we want to have a permit with a
[26:29] special permit at all or just leave it as is? I I think I like rural
[26:33] residential only.
[26:47] What are your thoughts? counc.
[26:55] Um, okay. So, and just to answer your question, Mayor Hawar, right now the
[27:01] permitting process, you do have to get neighbors permission.
[27:06] Um, okay. I think it's within 100 meters. You have to get them to sign off
[27:10] that they're fine with it under the permit application process. Okay.
[27:15] Awesome. Thank you for clarifying that.
[27:26] And your worship um the territorial vet vet and that department has offered to
[27:34] actually have a review of the proposed bylaw before it comes back for another
[27:40] meeting. Okay. So make sure there's no contradictions. So they have a little
[27:44] bit of bonus is what we're saying. Yeah. Well, because um this will go over till
[27:50] September 2nd. Currently the only rural residential is like Wilkinson's place to
[27:57] register and so country residential would be like Belle for you.
[28:06] Okay. So smaller. Yes.
[28:12] So rather than not permitted it, I would actually like to see permitted by
[28:17] special permit on the country residential with progressive roosters.
[28:22] Do we have any neighbors okay with it?
[28:27] But like your residential you say or which for country residential tab
[28:32] roosters uh permit by special permit only.
[28:41] So rural residential instead of having being permitted. No, no, French
[28:45] residential that stays the same. It's country residential because those lots
[28:49] are typically large enough that it says right now rooster's not permitted. Yes.
[28:52] So I'd like to change that to permitted by special perm.
[28:58] So if your neighbors are on board with it, like you might have to get four
[29:02] people to sign, but then it's probably like 100 meters,
[29:06] I think. And it at least gives you the option to pursue that versus just
[29:12] absolutely no
[29:17] problem with that. Yeah. Okay. So
[29:26] no, this will be table to like I said the
[29:31] September 2nd. Do you need a motion to table? Uh yes, please. I'll I'll move to
[29:37] table this to September 2nd. Did you say uh committee of the whole meeting? I can
[29:43] second that. All in favor of tableing this until the September meeting. Thank
[29:47] you. Uh it's passed.
[29:51] Uh next we have the second and third and final reading of the building
[29:55] restrictions bylaw 25 2025-05.
[30:01] I'll move. Thank you. Third reading. Third and final.
[30:08] questions, concerns.
[30:16] None. No. Okay. Question. All in favor of passing a second and third final
[30:21] reading of the building a commitment restriction bylaw 2025-05.
[30:26] All in favor? Say yes. Thank you. Pass.
[30:32] All right. Next on our agenda, we have the second reading of the business
[30:35] license by 2025-06.
[30:49] Can I ask administration what were the major different there was quite a few
[30:53] changes from the old one. What were the glaring
[30:57] omissions? So at the last council meeting you guys talked about minor
[31:00] business activities. you talked about hawkers markets. Um,
[31:06] uh, I think those were the main ones. And
[31:10] then we also talked about multiple business categories operating out of
[31:15] one, uh, property um, and what that secondary
[31:20] licenses would look like. So, no amendments were made from your guys's
[31:25] last conversation based on your feedback um, the last cow. So,
[31:36] do you have any uh recommendations about what the what number uh was floating
[31:41] around the office with regards to secondary businesses licenses? So, like
[31:46] you need a license to we were going to go ahead with that,
[31:52] weren't we? They're somewhere between$25 to $50. But the so the original
[31:57] what Shannon had said the original cost for a for a business is 125.
[32:04] So then if they have subsequent businesses within that that's what we
[32:08] need to decide on that amount there. So let's take
[32:13] uh tags as an example. So would they how many businesses how many business
[32:17] licenses would they need the RV park gas station restaurant
[32:23] liquor sale retail liquor sale retail yeah co just keeps Yeah yeah yeah yeah
[32:30] so like coin key because your previous business license was 125 bucks that
[32:35] covered everything and now we're going to pass something that jumps up to like
[32:37] four or 500 bucks that seems I don't think that's intention um the intention
[32:43] based on bylaws recommendation is like to say it's like 25 $30 for additional
[32:49] licenses.
[32:52] 25 bucks wouldn't be as bad.
[33:01] What business is business license? Well, no, because I mean you got
[33:08] somebody like Enos, say $125 for a small little space. Yeah. Where
[33:16] she can get one person in there at a time. No, I'm You got something like
[33:21] tags restaurant gas. Uh 25 bucks per section
[33:27] is going to kill them. Is what you're saying? I think a lot more business than
[33:31] she does. I don't think it's fair that they all pay the same amount
[33:38] 25 reason
[33:44] not just it's not just up to me to create
[33:48] but I no it's okay but I do I don't want to talk about an amount but I do agree
[33:54] that I think you know they are making revenue off of multiple different
[33:57] sources and so there you know there is the capacity to so I think that we
[34:04] should look at that. I mean I don't know about a dollar amount either but I think
[34:07] that it's not fair that you know one business
[34:13] making all the revenue but they're 199 and another business making a lot less
[34:17] of revenue the same purpose. Okay. And under the appendix B you can see which
[34:23] are the categories. So it' be like accommodations automobile cannabis
[34:28] childcare. There's tags is probably a bad example because it has the as many
[34:34] probably the most of these that you could possibly imagine. But like
[34:39] if it was say the hotel, you have hotel restaurant and
[34:44] but like technically the RV park and the building are separate. Yeah. Arabics. So
[34:52] that's almost a separate business list technically.
[34:56] So $25 I think. But you register your you register through tags for your lot.
[35:06] I wouldn't say that it's two businesses that capacity, but you know, like Yeah.
[35:10] No, it's just looking at But yeah, I mean, Thomas, when you start looking at
[35:15] that and you go, they have this many and then you start adding on your $25 for
[35:20] all these different things, it you're right, it does.
[35:25] But I understand the need for like having um some sort of log of all the
[35:30] different activities that are going on. But I also think that we need to be
[35:33] really careful about discouraging business.
[35:37] Do you know what I mean? Like I think I think if I just think it should be low
[35:42] like the add-ons, I'm not against having the add-ons, but I think that they
[35:45] should be fairly low. Like as low as possible. That's what I mean Lauren
[35:49] because once you start adding them up it gets quite substantial you know when you
[35:53] think of you know all the I think we should be
[35:59] at this point we just have to decide on a dollar amount
[36:04] well like look at Andrews you got the hotel the restaurant and a convenience
[36:08] store but a hotel you got rooms and you got a restaurant
[36:12] that's a hotel and I could see the convenience store being an add-on
[36:17] but the hotel room. I mean, do you want to have a restaurant and a hotel
[36:23] room or like what I'm saying? They are different
[36:28] businesses though. I mean, you know, I'm not necessarily going to go there and
[36:32] rent a hotel room, but I might want to go there. So, they would
[36:39] go solo, but it's not even worth your time to police it. You know what I mean?
[36:43] Like, if you go five bucks, well, then it's not worth your time. Like 25 seems
[36:47] a little high. 20
[36:52] high. I mean, look at everything that's coming up. So So 20. So where you at
[36:57] with the dollar figure? I'd say around 25 bucks. I got a little problem with
[37:01] that. I'm just How do you How do you place that? Like how do you you can't
[37:08] different example is cakes in a hotel. You got the liquor, you got the laundry
[37:14] mat, you got the restaurant, you got the gas bar, you got the RV park, and then
[37:18] you go to Andrews, you got the hotel rooms and restaurant and they have a
[37:23] laundry mat and and store, but how do you
[37:29] category the first part of it? Like, does a hotel count as one or does a
[37:33] hotel count as just rooms or does it count as rooms in the restaurant? But
[37:38] different, right? have to look at their business license and what did their what
[37:42] did they actually apply for their business license? Was it circulated? How
[37:46] about
[37:50] gain? Is there any benefit to like do we do we adver do we have any kind of like
[37:57] do they get advertised on our town? No, but I'm just saying do we advertise
[38:05] knowing what they have? There is there is a business directory
[38:09] on the website but it needs to be updated. Yeah. Yeah. But we do add them
[38:13] to the business directory, right? That's correct. So that's the joy then them
[38:17] telling us too what they have. So we can advertise. That's just I just thought
[38:21] I'd put that out there. I thought that's what happened. So thank you. I mean I
[38:26] understand what you're saying
[38:32] a bunch of paperwork. Is it worth the paperwork? It's up to
[38:37] you. I think you could pack on $5 to bring their business license and
[38:41] discover the that would discover completely and not have to split airs
[38:47] amount of money if revenue is what you're looking for. Yeah. So basically
[38:51] what we're saying then is like a multifunctional business would pay this
[38:56] amount whereas a one-dimensional business would pay. Yeah. Well, you
[39:00] could you could you could put it in the staged effect. So 125 is for one
[39:05] business, 150 is for like multiple business off a
[39:10] certain amount and then above is 200, you know. Do you admin know of any other
[39:18] municipality that um I guess charges for business licenses
[39:23] like that? Um they well they all have by different categories and it's all
[39:29] different amounts and every municipality is different. That's the unfortunate
[39:32] part. But we can if you get this through
[39:36] second reading tonight, then it comes back on uh September 2nd, we can have
[39:42] more research done on how those feed tables work in other communities before
[39:47] you go in for final reading. And we don't need to really have the number uh
[39:52] final number because it's part of the fees and charges bylaw.
[39:57] Yes, that's correct. Right. Yeah. Okay.
[40:06] So I guess we could do second reading to approve second reading.
[40:13] Thank you. Have a second license by law. I'll second. I have a second. And uh so
[40:18] all in favor of passing the second reading.
[40:23] Okay. Pass. And um so we're gonna come we're gonna revisit that final at like
[40:27] the final part of that in September just so everyone knows and we're going to do
[40:32] some research on looking to other uh communities how they
[40:37] go about theirs and figure out a scale that works for us and our community.
[40:43] Okay. Um number 10, third and final reading of the community services grant
[40:48] bylaw 2025-07.
[40:52] and your worship. Just for the record, Mary,
[40:57] she's another beautiful thank you for attending. Hey Lauren,
[41:02] your input. Thanks for chairing Thomas and thanks everybody. I'll talk to you
[41:06] later. or so uh third and final reading of the
[41:12] this is this is how we can provide grants and um so things like the seniors
[41:18] the churches helping get uh tax break nonprofits and nonprofits so that's what
[41:24] we're uh voting on what what is the new I missed that so what this
[41:33] bylaw is to provide for community service grants to local nonpr profit,
[41:37] religious and charitable organizations such as
[41:42] uh the outdoor recreation association, helping oat um seniors, the writing
[41:49] association, the ski club. Uh those are the five I believe. So we we vote to
[41:56] give them a break on their taxes so that they're
[42:00] those are nice people. I only have one question. Um, so
[42:07] what's the criteria other than being nonprofit
[42:11] that we give? That's it. Because they're nonprofit, we give them a tax. No, they
[42:15] have they have to supply their financial statement. They have to be in good
[42:19] standing with the society's act. I agree with that. And then the base the base of
[42:24] the deduction is based off of their financial documents. So if if if their u
[42:32] if their income or their funding is a a certain amount then they get less and if
[42:38] they have a lower income then they get more. So is there a threshold where we
[42:41] say we don't give you a tax break or um not not in the agreement but it's it's
[42:46] very lower. Yeah. Um I don't need the in there is it
[42:55] tiered based on income and assets. Yeah. Um there's three three classes or three
[43:02] tiers total. Yeah.
[43:07] Question. All in favor of passing the third and final meeting community
[43:12] services band bylaw. First the first and second.
[43:19] This is third and final. Oh third. Yes. I'll make a motion to approve the third
[43:25] and final reading of the community services grant bylaw 200507
[43:33] that you can I'm sorry it's actually not in there but
[43:36] it was in the last previous meeting.
[43:41] Yeah. All right. So all in favor thank you.
[43:47] Uh almost gone. We have the flag protocol policy 2025-01.
[43:54] We have a do I have a member to open discussion on this? Um I move to special
[44:01] policy one.
[44:06] So um I like this policy actually. I like the
[44:09] way out. I like that it's got some specific um specifics to it which I
[44:16] like. Whoever made this up, good job. Thank
[44:20] you. I think it's far more concise than some
[44:25] of the other ones I saw that had an absolute
[44:29] plethora of a list of the days. You know, we'll we'll figure out which days
[44:32] we're going to have special stuff going on as well. But like it it allows us to
[44:37] be in driver's seat, I think. And I like that the highway we we highway in there,
[44:42] which which I like because we have special flights. So we don't need to
[44:45] have any other flight along the highway other than okay.
[44:51] So um I guess comments normal. Yeah. No, I'm I'm happy with this.
[44:59] No. Well, the question will favor the protocol policy. So since our how many
[45:05] readings we need for this policy, you don't need Okay. All in favor? Yep. Me
[45:12] carry. Okay. All right. Lastly, that's the
[45:15] correspondence. Yes. And um and something else too
[45:21] on here to as well got some updates from YG before you go
[45:27] on summer break. Um so, so we have received I don't know
[45:34] if you remember, but uh we had a window smash at White Cabin.
[45:40] Um and that was the night That would have been the night of the craft fair at
[45:48] the park center or the garage community garage. Remember they had the tables for
[45:52] the garage sale. Um so anyways, we had a window smash. I got called that early
[45:57] that morning about broken window at W cabin
[46:04] and we and and and maybe I'm not sure if it's fortunate or unfortunate enough but
[46:10] the person was uh foolish enough to post pictures of it on their social media. So
[46:16] anyways, by the time I had got a hold of the RCMP, they had already arrested the
[46:21] individual. So the individuals been has been through diversion through the
[46:28] community wellness court system and they've been directed by the elders in
[46:34] the in the sentencing circle that they must do a verbal apology
[46:39] to win. So, um, we've been asked if, um, if council is okay with that individual
[46:49] attending the c the next council meeting and apologizing to mayor council for the
[46:54] window. Well, we're still sorting that part out. Yeah.
[47:00] Um but anyway, so they wanted the wellness
[47:04] um the wellness court wanted to know if council was in agreement to having that
[47:10] person actually come and do an apology. It's part of the I I think it's part of
[47:14] the reconciliation I guess would agree to. Yes. Okay. So So we'll set that up
[47:21] for August for August 19th and if that doesn't work then we'll have it for the
[47:27] September meeting. Okay. Okay. And then the other thing that I have on my list
[47:31] is that um the health transformation um to the health authority that
[47:38] healthcare transformation health authority uh group wants to come and
[47:42] meet with mayor and council and they're looking to book a time in between
[47:49] unfortunately you're on break it's in between July 2nd July 7th and July 9th
[47:56] they have openings to meet with council. I'm going to have family.
[48:02] Okay. Yeah. But if anybody else is available then they're willing to talk
[48:06] about the transition from uh the hospital court to a health authority.
[48:14] I know normally you probably had some of the presentations hospital court. Um I
[48:19] have as well. Um but if anybody else is interested, same with the mini pro
[48:24] student stuff. But if you guys are interested, they're more than willing to
[48:27] come and um meet with council. Is there an update over there? I'm
[48:34] probably [Music]
[48:37] I know that my family has till the 10th or the 11th. Those days what was the
[48:43] date of it or between the 7th and the 9th? So July, which is um Monday to
[48:49] Wednesday. Monday to Wednesday about I mean I could try
[48:56] if I'm here. Yeah. And the big will shoot out a text
[49:01] and find out where everyone is. Yeah. Oh yeah. Okay. And to go along with that um
[49:08] next week on Wednesday the 25th is the hospital corpse community barbecue from
[49:15] 12 to 1. Uh so if anybody's available please attend all family be in
[49:21] attendance open every other groups and tomorrow is the
[49:27] um one that the government puts on yeah the public service
[49:37] um 11:30 to um I think 1
[49:44] park yeah I'm doing that probably viewers out there tomorrow.
[49:50] All right. Um, so those are the two things I have on my list and your
[49:54] worship.
[49:58] So the floor
[50:05] um, can you guys hear me? Okay,
[50:11] great. I'll keep this quick and it's two four minutes left in a second
[50:17] right now.
[50:20] Two for the Panthers.
[50:34] Um,
[50:37] okay. Elected officials training. So we have set up some training for uh mayors
[50:42] and councils. Um there's a lunch and learn happening tomorrow that the mayor
[50:46] has registered for which is great. If there's any other interest, I can send
[50:50] you the link to register for the session. This is all about asset
[50:54] management. And as mayor and council, what should uh you be thinking in your
[51:00] role related to assets, related to strategic planning, thinking about
[51:03] long-term assets and sustainability for your communities? Um, and then also
[51:08] pivoting to in the fall time when you start thinking about your budget cycle,
[51:12] what are the questions that mayor and council should be thinking about and
[51:15] asking of their administration related to sustainable asset management? Um, so
[51:20] just keep in mind if you can't make the lunch and learn tomorrow, there will be
[51:24] another offering where the um, NAS Canada will develop a course that's just
[51:29] for your council. So, it would be up to you to determine the time over the next
[51:35] year between now and the end of March. Um, and that you could have a specific
[51:38] session just for your council where they consider where you're at with your asset
[51:42] management strategies and develop a session um just for your learning. So, I
[51:46] just wanted to throw that out there that that is an option. Um, also, uh, the
[51:51] minister is, uh, still interested in available to do some community tours
[51:56] when he's back at work. So, um, now because council's taking a break, there
[52:01] there is an option for something in late August. Um, so if there's any dates, if
[52:06] council is still interested in having the minister come visit for a community
[52:11] tour, then let me know. Um, and if there's any specific dates than you have
[52:15] in mind in late August, it'd be great to know and and I can pass that along. Um
[52:20] and finally, in response to the 2023 resolution to initiate a comprehensive
[52:24] joint review of the municipal act, community affairs and the association of
[52:29] Yukon communities are working together to finalize a terms of reference for a
[52:34] municipal act review committee. So just to be clear, at this time we don't have
[52:38] a mandate to revise the act. Um but this committee is meant to do some initial
[52:47] investigation and that will inform and shape the direction of any future
[52:51] legislative work. Um it's going to be focused to facilitate discussion in
[52:56] stakeholders, identify key issues, uh explore options, solutions, and document
[53:00] this work into a report. Um this opportunity is best due to to staff such
[53:06] as the uh CEO and somebody who works closely with the municipal act. Um but
[53:11] we are looking to municip is looking to identify folks who might be interested
[53:15] in joining this committee. So putting that out there for you
[53:21] that's it. Why
[53:29] was that? Oh, we should get them to come down and
[53:34] talk to us at some point before November. Um, councelor Slers or I mean
[53:38] councelor Pockets also registered tomorrow.
[53:44] Um, so maybe tomorrow
[53:49] we can look at we can look at leads working with Courtney further down in
[53:55] New York. Okay. Um, and then at least we have one
[54:00] personally well versed Lawrence doing. Oh, she
[54:06] um I know a little bit about probably for sure. Um,
[54:12] yeah. Any other appetite for another? You're
[54:18] busy tomorrow or what? Are you busy tomorrow working? You want to be on a
[54:24] webinar with to learn about team asset management?
[54:30] computer. Understood. Well, thank you. Um,
[54:34] what else do we need? Um, no. Yeah, we'll get back to further. Yeah, we'll
[54:39] get back to you with the list of available people. Um, what time is it?
[54:46] What time? Tomorrow, right?
[54:57] Well, there's a link up there in the email that was sent. Um, okay. So,
[55:02] council forum. Do we have any questions or concerns
[55:06] before we go on our break? Mhm.
[55:13] But like today with that grand
[55:21] listening to the chief and other ones recognizing the town and the family
[55:30] working together is really good to hear. Um maybe there's an opportunity that we
[55:36] should try and set up another meeting to see how we can the whole working
[55:42] together.
[55:45] I know the community council there's many opportunities in stack like we have
[55:50] the uh if we had on board with us or on various proposals there's money out
[55:56] there that we could pursue to make our town a splendid place. It's just a
[56:00] matter of getting people to sit down and agree on not just their priorities, but
[56:05] like who's going to put together the the package and like what are you what are
[56:10] you going to go after, right? There's a bunch of money available to do wonderful
[56:15] things. We just have to find it and keep your ears open for because there is
[56:19] opportunities. There's opportunities all the time for sure. But how do we just
[56:23] it's how do we go about see something that looks good find out if there's
[56:27] money available and when we do see that opportunity say okay let's let's let's
[56:32] take this idea we kick it up change and we try but do we try to sit down every 3
[56:37] months and have a meeting or like how do we how do we go from here we we went to
[56:42] the nugget it went really hard we can't you know that I felt good in it now
[56:46] listening to it there today and it sounds more that they're interested in
[56:50] having a relationship with the or something that we've wanted for a long
[56:53] time. I think we're making steps. You want to look like you like I don't
[57:00] know. Yeah, we're just throwing it out there for all of us. Oh, yeah.
[57:06] Worship. I think I I made notes that um Chief Charlie had committed to quarterly
[57:12] meetings too. Yeah. Yeah. M so we're going on a break here but um and I think
[57:18] obvious season maybe but I think also looking at common means that we both
[57:24] want to re recognize that you know that we both have together that we could work
[57:30] together and then that sort of you know for funding however that looks like
[57:35] right but that was that was the that's the point of us being able to meet right
[57:40] yeah we did discuss the bylaw and working by and the rec director and I
[57:46] think that's a big step of working together that would be huge especially
[57:50] with direct director you know and then the bylaw it would
[57:54] look good would we make up like a meeting agenda then as well topics that
[58:00] we want to discuss I think more than three hours
[58:08] well yeah because I mean the first meeting was pretty informal
[58:13] having a bit an agenda and they have a bit of an agenda, then at least we can,
[58:17] you know, have something that a little bit more formal, right? As opposed to
[58:21] the first one was pretty even if we we come in with two topics
[58:26] each last off at the minute there. Was there
[58:30] any like future topics to pursue? Was there
[58:35] any the director too?
[58:42] I thought it was a great idea. I think we all just paid zero. It's a great idea
[58:48] and that's a good step in the right direction. Yeah. Before we get into
[58:53] trying to look for funding and all kinds of stuff like that, let's just start a
[58:56] relationship of working together and then go from there. I was thinking that
[59:02] because sometimes there's a really good opportunity that comes out and said if
[59:05] you do this, why not, you know, this helps out
[59:10] everybody. Um, yeah, it's just it's a topic. It's a
[59:15] it's a touchy subject. So, let's just go into it slowly. We don't have to dive
[59:20] into it, but at least every 3 months or four months, sit down and see where they
[59:25] want to go and see where we want to go. And like you said, just a few small
[59:28] little topics. We don't have to think we're going to change the world or
[59:33] something, but I mean, we'd all like to go, but we can't. Yeah. you worship
[59:40] that. Yeah. The topics that were discussed that were brought forward by
[59:44] both sides were the joint bond catching position community safety program
[59:51] which one which we discussed last night. Um and then the housing development was
[59:56] brought forward by Chief Charlie. Um and biomass is another thing you talked
[1:00:02] about but those are those are mass projects like for sure I mean and then w
[1:00:07] programmer and then e emergency preparedness
[1:00:11] those are the three bylaw wreck and justice
[1:00:17] and so what that would be a good start um I'm willing to start working with
[1:00:22] them I just need I we need direction from ele
[1:00:28] director to work with me because so far that message hasn't got down to that
[1:00:34] stage or it has but they haven't it really hasn't went anywhere
[1:00:42] but I guess well I'm waiting on eight week
[1:00:51] um so yeah I'll send them an email to see if we can get a date or something
[1:00:57] and then Where do we go? Would we meet here? Do we meet in there? Oh, yeah. I
[1:01:02] mean, that's why it's probably better if they reach out with Cam. They can
[1:01:08] finesse the details and then let us know. And what other communities have
[1:01:12] been doing counselor is that they've been alternating in between venues. So,
[1:01:16] one of the meetings held in our ones in theirs. So, yeah. And but if we can get
[1:01:22] or if you can get Chief Charlie to have his ED reach out to me, then we can work
[1:01:27] through what you guys discussed. Yeah. And then bring it back to you guys and
[1:01:32] say, "Here's here's what we're working on." And then you guys then we can work
[1:01:36] on scheduling the next meeting and then give you guys an update. Is it up to me
[1:01:39] quite often? I mean, I don't even bring it up and he's bringing it up more than
[1:01:43] that. Yeah. That's that's awesome. We want what's best for the community.
[1:01:49] Working together is probably the best deal that we can get.
[1:01:56] My my staff has wanted to start working the minute that they reach out.
[1:02:04] We see next
[1:02:17] Um, so on that note, uh, yeah, does anyone else have any I just
[1:02:22] want to know about being in before September and whether or not
[1:02:28] Mr. I'd like to put on minutes and I would
[1:02:33] like to see the CEO's contract. Great. I would like to see the CEO's
[1:02:40] contract. I do believe that it is. If we got five people sitting here, we got two
[1:02:45] people that are sitting in the dark and I can't speak for Norman, but I can
[1:02:49] speak for myself and I would like to see it. Anything to do with employees has to
[1:02:54] be spoken in in Yeah, because it's under legal liability and labor.
[1:03:01] Um, I don't know how to speak to that.
[1:03:07] Council, you feel great up in camera, which means that it would strict his
[1:03:13] confidence. That's fine. I don't want to. I'm not
[1:03:16] saying that, but I feel like I'm being left out. When I got when we came in, we
[1:03:20] went and sat down. We said it was in our last year. But how can you how can you
[1:03:27] be somebody's oversight something when you don't know what to over
[1:03:32] That's it. Don't get me wrong. I'm not I just feel like I should know if I if I'm
[1:03:38] in here and everybody else knows why but we don't know. I feel we should know and
[1:03:42] that doesn't mean we want to cause trouble that doesn't
[1:03:47] need to be discussed in camera does it not
[1:03:50] so so yeah most [Music]
[1:03:54] but I've kind of understand so now I'm trying a different angle but like I'm
[1:03:59] saying I don't want to be raising voices I want to be mature and we should
[1:04:05] discuss it in half so I yeah I don't have
[1:04:11] be on different team on the agenda. So on take that forward. Um
[1:04:20] do you have any other counselors she was hoping for? I don't have anything. I
[1:04:26] don't have anything in town. Um
[1:04:31] yeah. So on that note, um I think we're pretty much finished here and we don't
[1:04:37] because it's right here the council meeting. We don't have uh community
[1:04:42] hold. We don't have questions from the gallery. Um that's at the first meeting
[1:04:46] of the month. And thank you for watching. And I need a
[1:04:51] motion to adjurnn. I'll make a motion to adjurnn. I'll
[1:04:55] second. There we go. Passed.
[1:05:02] [Music]
