[1:20] elected in 2018 by Dallas County

[1:24] residents to be our so one of the soil

[1:27] and water conservation commissioners. My

[1:31] uh agenda was to get access to the

[1:34] equipment necessary for the De Moines

[1:36] Waterworks to be able to test for the

[1:39] PAS and people's chemicals that are

[1:42] contaminating our water. Unfortunately,

[1:45] even though Biden's infrastructure bill

[1:48] had 10 billion set aside for this, our

[1:52] governor uh at the time uh uh was of the

[1:58] opinion that we didn't need to know what

[2:00] was in our water and she refused the

[2:03] option of getting the funds to be able

[2:06] to test for the levels of PAS and POS

[2:10] chemicals.

[2:11] But then I I ran my suction second

[2:15] election to try again to get these since

[2:20] I had won the suit against the USDA NRCS

[2:26] for uh the PAS and POS chemicals in a

[2:30] different watershed in Iowa, the Cedar

[2:33] Valley Group aquifers. I had one results

[2:38] and the state of Iowa had agreed they

[2:41] were going to put up a 3D GIS web

[2:43] mapping system for the whole state so we

[2:46] could know what had already tested

[2:48] positive in our tap water. And so this

[2:53] last uh uh April, I paid for the P tests

[2:58] and other chemicals tests to be done.

[3:01] And you have to send yet today out of

[3:05] state to do these tests. I sent them to

[3:09] Southbend, Indiana, and they came back

[3:13] 22

[3:15] uh uh herbicide and pesticide

[3:18] ingredients. The worst one for me is our

[3:22] President Trump's family profits from

[3:24] Trump card, which is a herbicide in the

[3:27] middle of Iowa State University's chart.

[3:30] And that herbicides ingredients are 24D

[3:34] choline and glyophate. And this test

[3:39] result shows 24D choline at the top, way

[3:44] over the maximum containment level set

[3:46] by the EPA. Veronica down at the bottom

[3:49] the glyophate.

[4:33] honest filter that did not remove the

[4:36] PAS uh that I installed in uh September of 2025.

[4:44] But that new filter removed the E.coli

[4:47] and cififor bacterias that were causing

[4:51] so many of our kids to end up with uh

[4:54] bacterial lung infections and even

[4:58] bacterial bone. And

[7:41] None of them have ever been asked to see

[7:43] my uh the evidence I received from the

[7:46] government. Um which I thought was kind

[7:49] of dubious. And so I think more people

[7:53] need to hear about it. I started a

[7:54] website to try and get my findings out

[7:56] there, dsminel.org.

[8:00] And so I actually filed a complaint with

[8:02] the attorney general uh last week about

[8:06] uh that company Flock Group doing

[8:08] business as Flock Safety.

[8:11] And also there are other parties

[8:13] involved. It's really not just about

[8:14] them. And I'm not an attorney. I can't

[8:16] say if anything was lawful or unlawful.

[8:18] It's not my place.

[8:20] Uh, but a lot of civil liberties groups

[8:23] who thank me. The American Civil

[8:25] Liberties Union of Iowa thanks me for my

[8:28] investigations I do into these kinds of

[8:31] 8 billion dollar surveillance

[8:33] corporations.

[8:37] you know, this is something that really

[8:38] concerns me. This level of surveillance,

[8:41] all these automated license plate

[8:43] readers that use artificial intelligence

[8:45] to catalog our vehicles. To me, this

[8:48] just doesn't really feel like something

[8:50] that's congruent with the Constitution,

[8:53] with our Fourth Amendment, with our

[8:55] rights, with our civil liberties. And

[8:57] that's why I'm here to talk about this.

[9:04] think our rights and our civil liberties

[9:30] I feel like they rolled my two

[9:31] complaints into one complaint instead of

[9:33] addressing both of them but I'm not an

[9:36] attorney. Maybe that's the SOP over

[9:38] there. I'm not sure. So, um, trying to

[9:41] find electrical permits and licenses for

[9:43] this company. Yeah, I might not be going

[9:45] the right place. Sometimes you go in one

[9:47] database online. Sometimes there's

[9:50] probably a different procedure there.

[9:51] But, I'm really kind of struggling and

[9:53] I'm curious, is the city, are you

[9:55] checking the lensure of the vendors that

[9:58] you're placing inside of consent

[9:59] agendas, which are usually for mundane

[17:41] education component. Once this passes,

[17:48] planning is is standing up a couple of

[17:50] officers along the trail in different

[17:51] places on a couple different maybe a

[17:53] Friday night, Saturday midday, Sunday

[17:56] um at different times um to help with

[17:58] that education component and then uh

[18:01] looking at what else we can do to get

[18:03] the word out. But um it is complex. It's

[18:07] not easy,

[22:02] multitude of factors, but you know, if the juveniles receptive and they're

[22:11] if it's a continuous thing with the same

[22:13] kid over and over, then we'll

[22:17] the juvenile is not receptive, we'll

[22:24] the officer's discretion at the time

[22:27] appropriate. And um we you all heard me

[22:31] say it before, but we have an amazing

[22:33] team. Um they use common sense and

[22:36] discretion every single day in

[22:37] everything they do. And um rarely are

[22:40] they out of line or out of step with

[22:42] what what I expect of them. And so I'm

[22:45] sure that they'll handle it uh

[22:46] appropriately. But it it is up to the

[22:48] officer's discretion based on the facts

[22:50] at the time.

[23:49] part of our focus on our the educational

[23:51] piece where we put people out along the

[23:52] trails. Maybe we put them out in an area

[23:54] where there's a lot of activity and

[23:56] explain to the children why this

[23:59] decision was made and and what needs to

[24:01] happen next. Um, you know, our team's

[24:03] pretty good about explaining the why

[24:04] behind what we're doing rather than just

[24:06] saying you can't be here. Um, and I I

[24:09] fully expect that to be part of that

[24:10] education campaign. And then of course

[24:13] as we go back to school, um we worked

[24:15] with the school district last last year

[24:17] on this this uh topic. We made a video

[24:19] with the school district on this topic.

[24:21] uh they're willing to send out

[24:22] information um for us and I have no

[24:25] doubt that relationship will continue

[24:26] and we'll continue to work with them on

[24:28] um on making everybody safe and

[24:31] ultimately to to uh counselor Pierce's

[24:35] point, you know, we don't want to see

[24:37] somebody seriously injured or killed on

[24:38] one of these and we want to get some

[24:40] guard rails in place before that happens

[24:43] and we need parents to help us do that.

[26:24] the final plat and site plan at the same

[26:26] time. Um, the owner and applicant is Hi,

[26:29] Inc. Uh, the property is located west of

[26:31] Northeast Alysses Road and north of

[26:32] Hickman Road. It contains 12.84 84 acres

[26:35] in area. It is zoned C-1B, large scale

[26:39] commercial district. The existing

[26:41] grocery store building was constructed

[26:42] in 2013 and then in 2019 they added the

[26:46] Isisles online structure um within that

[26:48] parking lot just north of uh northeast

[26:51] uh Venture Drive, the private street. Um

[26:55] a previous site plan was approved for

[26:57] the expansion of HY, but nothing has

[26:59] been built since that was approved. The

[27:01] current project includes an addition to

[27:03] the existing grocery store building to

[27:05] the next

[27:07] um

[27:08] slide there so you can kind of see what

[27:10] they're doing on there. Uh so the

[27:12] addition um will include an aisles

[27:15] online and pharmacy pickup uh just to

[27:18] the west of the building and then also

[27:20] additional loading docks at the

[27:21] northwest corner of the building. The

[27:24] proposed addition is just under 5,000

[27:25] square feet in area and then the

[27:28] existing aisles online structure will be

[27:30] removed from the site and that area will

[27:33] be returned to standard parking stalls.

[27:35] The new loading dock area will include

[27:37] separate driveway access for trucks

[27:39] along the west side of the site. Um they

[27:41] will also add landscaping um just to

[27:44] provide screening along both the west

[27:46] and the north sides of the site there.

[27:50] Um the final plat includes combining

[27:52] there's an unplatted parcel that part of

[27:55] that parking lot exists on right now. Uh

[27:58] you kind of see the line on there. So

[27:59] it'll just um plat that whole um lot

[28:03] that exists where the H high store is on

[28:05] today and then the unplatted parcel into

[28:07] one large lot and that again that's

[28:09] 12.84 acres. Uh no changes are proposed

[28:13] to the exist existing access points into

[28:15] the site. Those will all remain. Uh the

[28:18] proposed site plan will add a total of

[28:19] 24 parking spaces.

[28:22] Parking requirements are being met.

[28:24] Landscaping requirements are also being

[28:25] met, including those landscape buffers

[28:27] that I talked about. Um the building

[28:30] elevations,

[28:32] um they're proposed to match what is

[28:33] existing. Uh they're to be constructed

[28:36] mostly of brick, pre-cast concrete

[28:39] panels, ephus, and glazing. Uh staff

[28:42] recommends approval of both the final

[28:43] plat and site plan, and I'd be happy to

[28:45] answer any questions.

[28:59] vetting of that process given that there

[29:09] general?

[29:10] >> Um both.

[29:11] >> Okay. So the trucks um will access the

[29:16] so let me go here. So this this area at

[29:19] the northeast corner or sorry the

[29:20] northwest corner that's the additional

[29:22] loading docks. They have some existing

[29:24] ones right here. Um so that'll still

[29:28] remain over there on the northeast

[29:29] corner. This will be only for truck

[29:32] traffic right here. And of course

[29:34] emergency vehicles if they need to

[29:36] access it are able to access it as well.

[29:38] Um they can go in off of the access off

[29:42] of Alice's Road through here or I

[29:45] believe um potentially off of this um

[29:49] >> drive there's aisles that there

[29:56] » and then the parking lot that is um so
