[3:52] aimed at our living veterans and first

[3:55] responders along with their family

[3:57] members um who may be going through um

[4:02] some suffering or or having long-lasting

[4:04] scars from calls or or things that

[4:08] happened to them in war. So, we were

[4:10] able to uh acknowledge and honor them.

[4:13] Uh it was a a really good good ceremony.

[4:16] I was very honored to be asked to give

[4:20] Welcoming remarks.

[4:22] Item four, matters from council.

[4:26] Um, I did have the, uh, pleasure of

[4:29] going out to the VOTE open house the

[4:31] other night. Um, as usual, it was very

[4:33] impressive. They have a lot of very good

[4:35] adult learning programs as well as

[4:37] programs for the youth at the high

[4:39] school. Um, definitely want to continue

[4:41] to u make our students and our community

[4:44] aware of the opportunities that that

[4:46] affords. um and look forward to future

[4:48] partnership with Votech and carrying on.

[4:54] Valley Votech uh tour uh where I had the

[4:57] opportunity to work with a a local firm

[5:00] as well as the uh teacher there that

[5:03] teaches uh masonry uh and has so has

[5:07] done so in excess of it seems like 40

[5:09] years or so. So went went to that and

[5:12] then also had the uh opportunity to do a

[5:15] grand reopening uh of the uh big lots uh

[5:19] here uh in Wesboro as well.

[5:24] » I just want to say uh congratulations to

[5:27] the Wsboro varsity football team. Um,

[5:31] you know, they've had a rough couple of

[5:32] years and they didn't have a come out of

[5:34] the season with a winning record, but

[5:35] they win more this year than they've

[5:37] done in the past and coach Bane up there

[5:39] has really done a lot of work with those

[5:41] kids and uh I know a three- win season

[5:44] ain't a lot for a lot of people, but is

[5:45] a big success for Wesboro and it's just

[5:47] a move forward ahead. So, big

[5:49] congratulations to Coach Bane and and

[5:51] those especially those seniors who put

[5:53] so much effort in the last few years um

[5:56] into something they love so much. So, I

[5:58] just want to for the record say

[5:59] congratulations to Wayneboro varsity

[6:56] Lane and um no public hearing is

[7:00] required and if you need for me to

[7:02] elaborate on that further um I can do

[8:02] Uh my name is Darien Carrington and I

[8:04] live at uh 304 Evershshire uh Street.

[8:08] I'm here tonight because I believe every

[8:10] resident should have the basic right to

[8:11] access their own property safely. And

[8:13] right now, that's something I'm

[8:14] struggling to do. Every day, I have to

[8:16] navigate speeding traffic, lack of

[8:18] visibility, and poor street design. It's

[8:20] not just inconvenient, it's unsafe. I've

[8:22] had moments where I couldn't pull out

[8:23] without risking an accident. And there

[8:25] have been times where emergency vehicles

[8:27] and deliveries couldn't reach my home

[8:28] easily.

[8:30] I'm asking for a practical solution, one

[8:32] that protects both residents and

[8:33] drivers. Whether that means clear

[8:35] signage, waiting to take full control of

[8:37] the streets, stricter parking

[8:38] enforcement, or adjustments to traffic

[8:40] flow, there are reasonable steps the

[8:42] city can take to ensure residents like

[8:43] myself can enter and exit our driveways

[8:46] safely. I'm not here to complain. I'm

[8:48] here to work with you. This is about

[8:50] safety, fairness, and maintaining the

[8:52] quality of life that our neighborhoods

[8:53] [snorts] deserve. I love this community,

[8:55] and I simply want to be able to leave my

[8:57] home without access issues. Thank you

[9:14] you for the opportunity to speak again.

[9:16] My name is Carmen Cullen, and I live in

[9:17] the new uh town home Evershshire

[9:19] development. I'm here once again because

[9:22] the unsafe design of my driveway

[9:24] continues to prevent safe ingress and

[9:26] egress from my property. Members of the

[9:28] planning commission and at least one of

[9:30] you have been to my home and have

[9:31] acknowledged that this is a legitimate

[9:32] safety issue. The street in front of my

[9:35] home measures 29 ft curb to curb and my

[9:38] driveway is 9 ft wide. Not counting the

[9:40] small apron that connects to the road.

[9:43] When one car is parked across from my

[9:45] driveway and the other beside it, both

[9:47] legally, that takes up roughly 14 ft of

[9:49] roadway, leaving only about 15 ft to

[9:52] maneuver. In reality, it's less when you

[9:54] factor in mirrors or cars that don't hug

[9:56] the curb. A midsize sedan sedan like

[10:00] mine needs more than 20 feet for a safe

[10:02] turn. I'm short about 9 ft, making it

[10:05] physically impossible to enter or exit

[10:07] without multiple reversals or not being

[10:10] able to move at all. I've even been

[10:12] trapped for hours, including once when I

[10:14] needed re to reach urgent care. My home

[10:16] is the only one in the subdivision where

[10:18] the driveway directly aligns with

[10:20] another across the street, creating a

[10:22] choke point that makes this worse. The

[10:25] house across wasn't built when I

[10:26] purchased mine. So, there was no way to

[10:28] know that this would happen. This isn't

[10:30] buyer's remorse. It's a design oversight

[10:32] that no homeowner should have or could

[10:35] have anticipated.

[10:36] When I raised this issue, I had a city

[10:39] employee, Mr. Todd Wood, suggest I sell

[10:42] my home to a 55-year-old couple with a

[10:44] smaller car.

[10:46] To me, that's unacceptable.

[10:48] That conversation was unintentionally

[10:50] recorded by my home security system. The

[10:52] first time I heard it, it was

[10:54] unbelievable. The second time, even more

[10:57] so. This showed me that instead of

[11:00] holding the developer accountable, the

[11:01] responsibility was being placed on me,

[11:03] the homeowner. I've tried for months to

[11:05] work with the city and through the

[11:08] person that I purchased my home from and

[11:10] the developer. But instead of solutions,

[11:12] I've not been met. I've not been

[11:14] responded to and faced with what feels

[11:16] like retaliation.

[11:18] Recently, the developer contacted the

[11:21] CEO of my finan fiance's employer 5

[11:24] hours after I filed a BBB complaint.

[11:27] That's why I need the city to step in.

[11:29] This isn't what homeowners should have

[11:31] to go through. And this is what happens

[11:32] when homeowners try to hold a developer

[11:34] accountable.

[11:36] The city's only fix would cost me

[11:38] thousands of dollars to alter curbing

[11:39] and pour new concrete for a problem I

[11:41] didn't create. and that was only

[11:44] approved during the development review

[11:46] of by the planning commission. My only

[11:48] mistake through this process was

[11:50] trusting that the planning commission

[11:52] and the developer would ensure that all

[11:53] driveways were safe, not just some. I've

[11:57] asked the city to hold off on accepting

[11:58] the road until the developer corrects

[12:00] this issue. Once the road is accepted,

[12:02] the city's and my leverage is completely

[12:04] gone. The developer will have no reason

[12:06] to make it right. This isn't about me.

[12:09] It's about safety, fairness, and

[12:11] accountability in how homes are built in

[12:12] Williamsboro.

[12:18] we can reach a resolution that protects

[12:20] residents, hold developers accountable,

[12:22] and ensures that no one else ends up

[12:24] feeling trapped in their own driveway.

[12:43] a resident of Wesboro. I've been here

[12:46] uh [sighs and gasps]

[12:48] about 11 years now. And um I've recently

[12:52] had the opportunity to ride the bus

[12:54] system in Waysboro. And I noticed a

[12:57] great increase in the bus, the number of

[13:00] passengers on the bus, which was a lot

[13:03] greatly improved from when I rode it

[13:05] three years ago. But I had some just

[13:07] suggestions in regards to the bus system

[13:10] as in um more um benches also too. Um

[13:18] I I'd like to see um more um

[13:23] like a light system where the bus when

[13:26] it comes around it doesn't have to try

[13:28] to look everywhere to find if there's a

[13:30] passenger where that light would you

[13:32] just click it on they know to stop

[13:34] because a lot of times these passengers

[13:36] are trying to get out of the weather

[13:38] like example would be um sitting on the

[13:41] bench over there by um social services

[13:45] and they're kind of out of sight when

[13:47] they come around that curb. So, if some

[13:50] of the um bus stops would have like a

[13:53] light to where they're not trying the

[13:56] bus drivers are not trying to search

[13:59] everywhere and also trying to see the

[14:01] the passengers,

[14:04] excuse me, the the road ahead of them

[14:06] and trying to see make sure the

[14:08] passengers get on to where they don't

[14:10] miss anybody. Thank you. Thank you.

[14:35] young man that was concerned about the

[14:37] youth in his community.

[14:51] A week and a half after I brought your

[14:53] proposal, Terry Short introduced One

[14:56] Waysboro to the public using the exact

[14:59] same language of my proposal and using

[15:02] finances directed to the exact same

[15:04] things that I said in my proposal. Like

[15:06] I said, I do not believe in

[15:08] coincidences.

[15:09] This is disgusting behavior and

[15:11] deplorable. Now, I come to you as a

[15:14] powerful black man that will not stand

[15:16] for wickedness. I emailed each one of

[15:19] the each one of you council members

[15:21] twice with no response. I filed a FOIA

[15:26] where price gouging was absolutely

[15:28] applied. $317

[15:31] for some paperwork is absolutely

[15:33] ridiculous. Also, with that being said,

[15:37] I reached out to all the organizations

[15:39] that you decided to give a $100,000 to

[15:42] after telling RISE 5 years ago that you

[15:45] could not use taxpayer dollars to

[15:47] support private and nonprofit

[15:50] organizations agendas. But then you turn

[15:52] around 5 years later and do the same

[15:54] thing for non-black organizations. So

[15:57] since you wanted to leave black

[15:59] representation out of that program

[16:01] called one waysboro, that shows me that

[16:04] you will leave black people out of the

[16:06] benefits of that program as well. So

[16:09] with that being said, I will not stand
