[0:00] 30, let's get our governing board meeting going. Can we pass around charter school pens first? Yes, let's do that. Let's do that.
[0:30] Where's the QR code on this?
[0:32] Oh, dang it.
[0:33] That would have been a great idea.
[0:36] Did we think about that?
[0:37] How can I get in touch with the charter account?
[0:39] How did I not think of it?
[0:42] A lot of it on everything else.
[0:44] Oh, good.
[0:45] Well, welcome, everybody, to our Weaver State University
[0:49] charter academy governing board meeting.
[0:51] And I'd like to welcome you all here.
[0:54] And we will like to introduce some new people,
[0:59] and we faces it here.
[1:01] Wow.
[1:02] Look, the table is heavy on the outside.
[1:05] Balance is quite there.
[1:07] But maybe if we could take just a moment
[1:09] and have Angela introduce herself to us,
[1:12] she's our newest gold tender.
[1:13] And then if we can just quickly go around the table
[1:16] and us introduce ourselves to you.
[1:19] OK, so go ahead.
[1:20] Well, I'm Angela Edo.
[1:23] I'm currently a social worker at New Ames,
[1:27] with Kelly, or with Kelly.
[1:28] So mostly work in social work, mental health with youth and a lot of background and a lot of
[1:35] boards and things that I work for the State Health Department, a lot of prevention for substance use
[1:39] and behavior prevention. So kind of prevention and intervention route. I'm an undergrad,
[1:47] I'm a wildcat and I love winter state. I live right on the mountain going to watch this.
[1:58] I love the
[1:58] And I really clicked off at 10 o'clock. I think I've got to go to bed now and then my son's been downstairs my son and I've been at the preschools.
[2:08] Thank you, Angela.
[2:11] I'm Alex Johnson. I'm also, I'm the parent representative for the board, so I think we're the only ones with parents with kids downstairs.
[2:19] And we were state alumni.
[2:22] That's me.
[2:23] Fantastic, and then we'll come on around.
[2:24] I know you know me, but I'm Jay and Chimiel.
[2:28] I'm not technically a voting member on the board,
[2:30] but since we share a lot, space and time with each other
[2:33] can come and coordinate and connect this need be.
[2:35] So that's why I'm here.
[2:37] Marcus.
[2:38] And I'm Paul Black and with school psychologists.
[2:40] I actually work for Lindsay.
[2:43] Or she cracked the whip.
[2:45] And she's a fortune.
[2:46] With.
[2:47] More.
[2:49] Lindsay, yeah.
[2:50] So I'm delighted to be here, I specialize in literacy and literacy development.
[2:59] Fantastic.
[3:01] Sherry Walker.
[3:02] I'm a community member, a retired school teacher.
[3:07] I'm excited to be here, just a brand new member with myself, so.
[3:11] She's also our treasure.
[3:13] Okay.
[3:14] And boy will put that to the table.
[3:19] Lindsay Baird, I'm the director of the charter school.
[3:21] Okay, Melanie Feezer, I am the administrative assistant of the charter school and we'll go to Kelly and then Lara on Zublan in Zublan.
[3:32] Kelly Booty, thank you, the director of new aims and welcome. I'm excited. I'm excited to have you guys.
[3:38] Thanks Kelly.
[3:40] Thank you, Amanda and I'm insulted to the board and to the charter of Kelly.
[3:46] Thanks for being here Lara.
[3:47] And then our two gentlemen that came late, I'm calling you out.
[3:55] We are thrilled you're here.
[3:57] So Roy, maybe you can introduce yourself and Tan.
[4:00] Sure, Roy.
[4:00] Tan, this is Angela Edo.
[4:03] Roy Kwan, Vice Provost here at Weber State
[4:05] and also the Vice Chair of this committee.
[4:09] Tan, I'm going to associate general counsel.
[4:12] And Tan, I would like these meetings twice a month.
[4:15] He's told me.
[4:18] Okay,
[4:22] let's get rolling because we like to be very efficient with our meetings.
[4:28] Okay, let's review the minutes.
[4:30] Have you had a chance to overlook our Tuesday, February 17th minutes?
[4:35] And if so, did anyone find any corrections that needed to be made?
[4:40] I
[4:53] just had one quick question on page one where you reviewed the school
[5:02] budget for the action. I think we needed to have yes in the action box that we
[5:09] took a vote. I don't know if we can add that in. Action. I think it's off to the side.
[5:18] We need to right there. Yeah, that was just something minor. How am I going to PDF?
[5:32] And then I think in the future if we could just put our adjournment time on that. So
[5:38] that was what I wanted to just make a comment on. Anyone else?
[5:47] Do we have a motion to approve the minutes from Tuesday?
[5:55] 17th and this is kind of quite weird. I'm trying to warm them up.
[6:00] I have no motion to approve the minutes by Sherry Walker. Do we have a second?
[6:11] I second. Thank you Paul. I appreciate that. Paul Black, second on the approve of the minutes.
[6:17] and we have no public comment at this time so let's go to reviewing the school
[6:25] budget and I believe that Sherry you've had a meeting with Lindsay this is your
[6:31] first time debut this is your debut and so I have been just anticipating this
[6:39] all day.
[6:46] This is really good. A little nerve wracking for me. I have to admit that because
[6:53] I served on other boards and I was always so glad some messages of financials. So I'm
[6:59] very grateful to Lindsay to some time with me yesterday, even with her injury, and said,
[7:05] And just, this is pretty simple.
[7:07] Just go through it with what they can see up there
[7:09] and we'll just review this together, okay?
[7:11] So let's take a look at our first revenue sources
[7:16] and just go down through those headlines
[7:19] and for those line items and take a look at them.
[7:24] Our state resources, our regular basic school,
[7:28] we have the 506,102 special aid is 18,200.
[7:33] and 200 other state programs, 107,000 and miscellaneous state revenues are 218,300, supplemental,
[7:42] the other bill, 61,000, the federal resource is 7,000, which brings our total revenues
[7:48] to 513, 820, and our current month, those revenues were 12,194, so our year-to-day actual
[7:59] has been 278, 314.
[8:02] You both look right to you, as you've...
[8:06] Lindsay? Thank you. I'm sorry to meet you.
[8:08] I didn't think to put this together.
[8:09] It looks so wonderful.
[8:11] So Lindsay's helping you out here.
[8:13] Thank you. It's really great.
[8:15] I'm happy.
[8:15] Sam, if you go to the next sheet,
[8:17] where it talks about our expenditures.
[8:21] And as Lindsay explained, don't be shocked.
[8:23] The salaries is the majority of your money.
[8:25] We have to do the surprise.
[8:28] 233,000 per salaries. Employee benefits which are all sold very valuable, 9 to 2,400, are
[8:37] professional and technical services or 60,000. Purchase property services, 5,600. Other
[8:44] purchase services are 18,200. Supplies and materials which is so necessary with these
[8:51] little 46,250 and our property is 10,000. So those total expenses are 465, 650, and the current
[9:02] month was 43,000 and 89, which brings our year-to-day actual is 246. So that was 53.0%,
[9:13] Oh one percent, excuse me.
[9:16] And then I didn't know if you wanted to say anything about this.
[9:20] You sent this to me.
[9:22] This might be, I don't know.
[9:24] No one here has history.
[9:25] So I'm not so sure.
[9:27] Jay, we'll write about the same one.
[9:28] Okay.
[9:29] I'm going to be straight, appreciate it.
[9:32] All the numbers were the same.
[9:34] I did the whole stuff.
[9:36] Are there any questions?
[9:37] Because if you have any, I'm sitting by the person
[9:42] Any questions on the budget that are treasure so eloquently shared with us?
[9:50] Great job.
[9:53] Okay.
[9:54] There's no...
[9:55] Oh wait, I forgot.
[9:56] I have something.
[9:57] Yes.
[9:58] So, as I...
[10:00] Well, Allison, the teacher had emailed me and asked, she had never received her legislative supply
[10:07] money, which is about $2.50 to $500, and she'd never received the funds for TSSA, the TSSA
[10:19] plan, which I think if off the top of my head was $3,700. So I put in an ePAR for the supply
[10:25] money, but I need to figure out how to pay that TSSA money, how the best way to go about that is,
[10:32] but I wanted to bring that up for everybody to know so that when there's a big chunk
[10:36] of change it's like oh okay well that's where that went. There's been a couple of things
[10:42] as I've gone through the budget that I have found to be not missing but making sure
[10:49] that that legislative law those funds are being put into the right account and being used
[10:57] for the right things. One thing that I just noticed, I think it was today, was the safety,
[11:01] was yesterday. The safety specialist, that's a $3,000 amount of money and typically that goes to
[11:10] typically there's a amount that goes to materials and amount to a teacher as a stipend to be the
[11:16] school specialist. And we were they did that a lot so that teachers were getting additional stipends
[11:22] so that they weren't having to go get second jobs. So that's something that I need to be
[11:30] looking at Alisa, it is Clements, is our new accountor, accountor, accountor.
[11:38] It was like that didn't sound right.
[11:41] And I met her this morning and she has a fantastic charter school background.
[11:47] So I was like, oh, good, we're gonna be friends.
[11:50] So just as I've been kind of looking through some of these things,
[11:54] I think her and I are just gonna get along very well.
[11:58] And I think we're able to probably pick up on some things that hadn't been done, okay, good
[12:04] So we'll maybe report out on what you've discovered in our next report. Yeah, I think it'd be great. I am
[12:13] Julie, good question. Yes, so when every say like it's not coming to us is that I'm from USBE or is it okay?
[12:20] It's yeah, I don't know who's coming to me. We were stayed and they're not getting to the charter academy directly or if it's
[12:25] It's purely just like not coming to use the EE as far as-
[12:29] So the safety one specifically, you have to ask for a reimbursement, and that hasn't been done yet.
[12:36] And so we need to figure out what do we need safety-wise in terms of safety material.
[12:41] We need to look at the newest law that was done six days ago and see what that requires.
[12:49] And then whatever is left, one of the things we did, Sherry was like, I was telling her about
[12:55] our one little guy put his front teeth through his lip and then I was like we need
[13:00] a we need an ice machine so we got rugs for the front foyer so they're not
[13:06] tripping and falling and then ice because ice is magical if you didn't know and so
[13:13] those were some safety things just right there but as I was thinking about the law
[13:17] I'm thinking do we need any like gloss on the windows I'm not for sure what
[13:21] that looks like where our school is within the building so that's something so
[13:27] that money has not come to us yet. And so you're going to sleuth it down. I'm
[13:33] going to with Alicia, probably Alicia, Alisa, Alisa and see if we can make sure
[13:40] we're getting the funding that we need to make sure that it's all going in the
[13:44] right buckets and that the teachers are getting what's because the other one
[13:49] was the educator or salary adjustment but that one was paid out okay so but I
[13:56] just had to let go and then double check because some of those things hadn't
[13:58] been okay good I'm glad you've got your eyes on that with with Sherry so that's
[14:03] great anything else regarding the budget yes for right the chair recognizes
[14:14] So budgeted expenditures of $4.65 and current expenditures of $246K. How close do you think we're going to be by the end of the year to that $4.65?
[14:25] When you're looking at that to that $4.65.
[14:31] to me, I feel like I, yeah, we'll be way under that. What you're really looking at at
[14:40] this point of the year is salaries. And like, if you look up here, salaries were 57% and
[14:46] the benefits were 64, which is I was looking at that. I was like, oh, I know I'm hiring
[14:50] a second teacher. That might be a little thing of like, look at the benefits. But so what,
[14:58] 233 of that.
[15:00] So we saw 115,000 there, and have on that one. So I think we'll definitely come under budget.
[15:13] Which would be kind of, I mean, I know I came in mid-year, but that would be my hope, too, is that. I mean, I know that I came in with a massive carryover. And so let's carry that over as long as humanly possible. Yeah. Any other comments on?
[15:31] the budget okay
[15:36] we would like I'd like a motion for someone to approve the
[15:43] budget. I motion to approve the budget Paul twice in one minute I know it's made
[15:50] a motion to approve the budget. Do we have a second Roy Kwan is second on approval of
[15:57] the budget. Thank you, gentlemen. Appreciate that. Next is Honour Agenda is the
[16:04] School Executive Director update. So I'll turn the time over to you. I'll just
[16:08] keep on going. Just keep on going and I'll try to make this quick. Okay. So first
[16:15] thing celebrations, we had our parent teacher conferences, a hundred percent of
[16:20] with parents attended was really, really, I know.
[16:26] Can we stay 100%?
[16:29] Yeah, well that's a great school, but it was, it was pretty fun because we've also been
[16:35] doing parent tours and, no, that was a different day, sorry, but so we had parent-teacher conferences
[16:42] those were great, have lots of conversations that, you know, we needed to be held or have
[16:49] already been referred back to in terms of if there's a concern about a kid or not.
[16:54] We also had a professional development day, which was the very first one ever, which
[16:58] was great.
[16:59] I'm sure the teachers were like, oh, yeah, this is wonderful.
[17:03] But it really was, it really was really good.
[17:05] We have a great OT and while she was providing a training on occupational therapy and kind
[17:15] of just different positions on how to help kids learn how to sit, how to hold their pencil,
[17:21] letter formation, all those things a parent came in and I think you were doing.
[17:25] You wanted to tell her? Yeah, I was doing the tour and the parent was so thrilled that they were
[17:33] doing trainings on that on the correct pencil holding and just for like the teacher, you know, like the
[17:38] most classrooms that they've been in and their other kids in the classrooms, you know, the teachers
[17:43] don't have time to really worry about individual children with the teacher placements but like she
[17:49] was so happy that she was a kindergarten teacher and so she knew how hard it was to do that so she
[17:56] was thrilled to see that we were like getting the training on that and just you know that those
[18:01] opportunities are available for our kindergarten students and just it was I don't know kind of a big
[18:07] selling point for her to see that we were actually training on something at that level even so.
[18:11] Well, it's probably said I'm just a mess fun when it comes to variables.
[18:18] But really, I only help kids with proficiency.
[18:21] Me too.
[18:22] But really, our OT and our SLP, they have been very, very, very good.
[18:25] And the OT is, she's amazing.
[18:28] So, I threw in some calendar events.
[18:31] Some of those have already been done, but I wanted you guys to see what we've been up to.
[18:38] There's a meeting with the I have with the OT department to collaborate with them for next semester.
[18:45] We have our
[18:46] Education 31-20 students coming back in or now coming in to do their assessment. They just can't, right?
[18:53] That was the same class. That was a different class. Oh, I'm sorry. And the 31-20 students, what
[18:58] What class is that? I think that Cheryl's class. Is it Cheryl's? Is it Cheryl's?
[19:02] I just came in, I think it's Jenna's.
[19:04] So the literacy class, the literacy,
[19:06] sort of the world.
[19:07] Cheryl and Jenna both do the same type of model
[19:10] and come in for three times, two times.
[19:16] Portidage or culture and climate.
[19:18] Just he's still trying to collaborate with professors
[19:21] and I can't even remember what happened
[19:24] but I had contacted Natalie and I was like,
[19:27] can I come up and just observe your class?
[19:28] And she's like, absolutely.
[19:30] And guess what?
[19:30] we're talking about social skill curriculum. Can you teach about it? It was like
[19:35] absolutely. So that was really cool because it was a lot of the curriculums that
[19:40] I've seen as a teacher and that have been around forever but I could also
[19:45] speak to ones that are that are well-used and known school-wide versus also
[19:51] special-led social skill wise. So that was fun. So far I just wanted to give an
[19:57] update. We've had 131 Wever State students come in. I counted that from January, and I'm
[20:06] pretty sure that was right. And then 241 Wever State hours. So, damn pretty cool.
[20:15] I'm just
[20:16] going to keep going. Feel free to interrupt me. And these students are they doing assessments,
[20:23] observations, what's the interactions taking place with it?
[20:26] The two like Cheryl and Jenna's class, they're coming in and doing an assessment, then they
[20:31] go back to their university class and they have to write a lesson plan either for intervention
[20:36] or enrichment, and then they come back in and teach it, and then they're supposed to be
[20:40] in an assessment at the end.
[20:42] And then they're supposed to be getting, I haven't checked with Allison to see, but I talked
[20:46] with the professors about making sure that our teacher is getting the results from the
[20:51] assessment back. Because that was one thing that hasn't been happening. And Allison was like,
[20:56] I want that data. Yeah, that's good that we're meeting that data. Thank you for doing that. Yeah.
[21:03] Finance, I kind of went on over that already.
[21:07] A marketing, still working on enrollment. We have 11 kindergartners, 11 first graders.
[21:14] We're a pump first grade. I think we're up to 13. 13? I mean, I mean, kindergarten.
[21:18] and yeah um
[21:22] whoops I'm gonna touch that um but we've done parent tours which has been really
[21:30] really that was thanks to Melanie she had that idea and it's been really um helpful just to let
[21:37] parents come in and to see the space and some of them are coming in um with their birth certificate
[21:43] certificate in hand going okay here you go like okay thanks for not even having to consider but we
[21:49] have a family I think that had this in the children's house or children's
[21:54] school I'm from Montessori they called it a house but from the children's
[21:58] school that their kids go to the same daycare and so the parents are
[22:05] talking and so we got another kid from that same daycare and so I asked
[22:11] Melanie if she'd go and take some flyers around to the one's closest to us and see
[22:15] if we can get some more.
[22:16] Yeah, how are you promoting that was my question.
[22:19] Where how do we market?
[22:21] So how do we know that this is an available spot in?
[22:25] Yeah, so the marketing department
[22:27] makes some beautiful flyers that we gave out
[22:31] at the children's school.
[22:33] We also gave out the basic needs.
[22:36] So we have your sign in our yard?
[22:38] Yeah, oh yes, in the yard sign.
[22:39] So I had them make yard signs
[22:41] that say I'm a proud parent of a junior wildcat.
[22:45] Okay, but the parents were specifically on our website or if people call and ask are interested
[22:53] and in the link and in the like welcome email or the work segment email we can send them a link
[23:00] where they can schedule a tour.
[23:06] I sat at the Storytelling Festival for most of the week.
[23:11] I didn't really talk to a whole lot of people, but my whole point was just to get us out
[23:17] there.
[23:18] And so, I had a great banner that was made, and I went and took that to the Eccles Center
[23:23] too.
[23:24] So, and then, oh, this one isn't mine.
[23:28] I've got Facebook and Instagram.
[23:31] I got an Instagram account, which there wasn't one before.
[23:35] But the Facebook page is like doing really, really, really well.
[23:40] it's like if I look at the data it's gone up a ton and there's been a lot of
[23:44] people that have started to follow. So I'm trying to post a picture sometimes
[23:48] daily. I haven't been too great about it lately but just to increase the
[23:52] algorithms so that people are seeing it and clicking on it. Yeah.
[23:57] Just look at the on the enrollment. What's our goal again?
[24:02] 22. 22 total in each.
[24:08] Yeah, and I thought if I you know it seems to be that we're getting kindergartners, but if we continue to get kindergartners we could do a kindergarten for split and then have two classes.
[24:23] What quantity would you split that up?
[24:27] Our 11 are pretty much, I would love to get more than 11, but I feel like it might be
[24:34] kind of hard because if a kid has already started their, their schooling in kindergarten,
[24:40] now you'll see their parents pulling them out unless there's like a problem or something,
[24:45] my hope would be that we could retain kids year to year, and just kind of keep that, that
[24:50] cycle.
[24:51] So, how can the board help with the marketing?
[24:54] If I could put it out anywhere, if I could send you the digital flyer, just put it on your own Facebook pages, follow our Facebook page, just get it out there as much as you can.
[25:09] I mean, that's been the best way. I mean, I don't think that...
[25:14] What was the other thing that we did that I was like oh that didn't really oh we put it
[25:19] around campus.
[25:22] I don't know if we got a whole lot of parents from campus like it was a lot of it's really
[25:30] been the word of now.
[25:31] I think I think getting it out to kind of this word of mouth.
[25:36] So maybe send us the digital flyer to the board members and we can post it on our social
[25:42] media that can help at all. Absolutely. Or if you know of any place, the children's
[25:47] church house museum, post one up there, I can get you a physical copy. Right. Anybody
[25:54] know any other areas? Let me know. Do we have an open house? I was thinking about that of
[26:00] like of maybe doing an open house. I wish I kind of would have thought of it earlier
[26:06] before all of the charter school enrollments, but I was kind of thinking maybe
[26:10] end of April first part in May because there's still those parents you know
[26:15] that are like either undecided or aren't thinking about school yet or you know
[26:21] I just put the new one on the list just the whole spot yeah I told Julie I'm
[26:26] like I'd never panic because in August it seems like there's that little
[26:29] parents oh I forgot to register my child so we still have time are you taking
[26:38] kindergarten half day. Yeah. You have to offer it. Okay. And a lot of them have shows to do the
[26:46] full day. Half day. Half day. Yeah. But it seems like maybe you can hear what you're in Salt Lake.
[26:53] They're probably all full day. But it seems like you get kids in half day and they don't do as well.
[27:01] And then the teachers are saying, well, your kiddos a little bit behind. And then they start full day
[27:07] and you just see this burst of growth.
[27:10] So I've been told, or the child themselves asked.
[27:13] Yes, yes.
[27:13] I'd say two, and I'm like three as a kid,
[27:15] so I don't want to go home with my friends.
[27:17] I still hear.
[27:18] Our kids that started half day at first
[27:20] in the year have all been in a full day, so yeah.
[27:24] My own child did that.
[27:25] Yeah, it's pretty common, so.
[27:28] What does that mean?
[27:29] How much was it for your home?
[27:31] It's the current percentage of our current kid
[27:32] in our class.
[27:33] That's half-take-old there.
[27:35] It's all 100% full day now.
[27:37] We had two students that started at half-day and they have both moved on to the full day. Yeah
[27:46] Hey human resources looking for a second-grade teacher
[27:50] Um, that job
[27:51] And did I say second grade?
[27:56] I saw second good
[28:03] So when I looked yesterday, I think that there was nine applicants
[28:08] I know I was a little nervous because we don't pay necessarily as much as the districts around here, but from everything that I, everyone I talked to was like you're not up here for the money.
[28:23] It's the benefit, like it's just a great place to be.
[28:26] So, but I talked with another teacher in a neighboring district and she said that there
[28:34] was 29 displaced teachers and nine open positions.
[28:41] So I was like, okay, well maybe that won't be so hard to fill, but so I'll start looking
[28:48] at applications tomorrow and then we'll have our hiring committee.
[28:52] another big piece of mind this month was trust lands. Just going to do kind of a
[28:59] quick rundown on what trust lands are. We have our our elected council which is
[29:06] made up of parents and a teacher. I think well kind of too because Alicia sits
[29:13] on in there too but and they're kind of more of the decision making body but you
[29:19] you guys are the approving body.
[29:21] So when we write the trust land plan in a school district,
[29:27] the schools would all write their own individual plan
[29:29] and they submitted to the district for approval.
[29:32] So our school would submit it to you for approval.
[29:38] And I ran across this today
[29:41] and I thought I needed to throw it in there.
[29:43] A school's trust land program expenditures
[29:46] shall have a direct impact on the instruction of students
[29:49] in the particular school areas of most critical academic need and consistent with academic priorities
[29:54] of the LEA's governing board. So, there was some things like last year that I was like, oh!
[30:00] That probably shouldn't fall under trust lens. So I don't know if I wanted to just be careful of that. Part of what trust lens is, is there's a timeline and the state has a broken down by like charter school governing board, elected board, schools, districts, principals, directors. So there's all, you know, a pretty sequential timeline for everybody. But right beginning of the year, we're going to, you know, start off. Let me back up at this point.
[30:29] at the year we're going to be writing our plan for next year. Right now all the schools are
[30:34] submitting their final reports. We don't have a final report because we didn't have a plan
[30:40] last year and we would also be looking at carryover. Did we spend everything that we said we were
[30:46] going to spend if we have carryover more than 10% or $5,000 whichever is greater. We need to be
[30:55] looking at that amend our plan, but we were at $73 in the 80s. So, 18 before us.
[31:04] And then so between now and then I'll work with the elected council to write the next year's plan.
[31:10] So I just want to do, I just wanted to bring attention to due dates because it's kind of a
[31:14] tight window between when that the community council will meet and when the governing board will meet.
[31:21] So I just wanted to make sure everybody was aware that I think it was originally planned
[31:28] for April 10th, which gives a little bit more of a window, but I can't remember why
[31:32] it had to change for some reason.
[31:36] And then by May 1st, that plan is due to UBSBD.
[31:40] And if you're interested, here's a whole bunch of training resources, yeah, any questions
[31:46] on that?
[31:49] We, as a governing board, we won't need to do any of the trainings if we're not required.
[31:55] You don't need to do it. No, you don't need to do those. I feel like this is probably
[31:58] sufficient. All right. But there's always, there is a training video for charter schools from
[32:06] USBE. That is pretty good. It's like 53 minutes long, I think, but it was pretty good. So, Laura,
[32:13] do you want to add to anything? Sure. We did link that in the required
[32:17] your trainings that overview of the school lunches that it does, like Lindsay mentioned,
[32:22] give a bit overview of the school lunches program in its history.
[32:27] Yeah, history is kind of interesting.
[32:29] Yeah, it is.
[32:31] So what's the interval of phase three?
[32:34] The main resource?
[32:35] The video?
[32:36] Is that number three?
[32:37] Okay.
[32:38] That's probably your best go here.
[32:40] Okay.
[32:41] The other things are, like, if you wanted to look at that governing board or what that timeline looks
[32:45] like, if that's in there.
[32:47] They just had a lot of good training resources, which, if you're interested in it, I think I find it fascinating, but I'm kind of a weirdo.
[33:01] I sent my mom a picture of me watching the USB-E board meeting. I was like, this is what I do for fun. It's like you're crazy. I know.
[33:11] I've got an extra puppy in my hand.
[33:14] I don't need it.
[33:16] I can feel it. I watched a weekly commission and a lever kind of commission.
[33:21] Oh, I would like one of the easy panels.
[33:23] I would have that as an interest.
[33:25] I just wanted to do something.
[33:27] There are things that I need.
[33:28] I didn't make that see at my other job.
[33:32] We were doing all that stuff all the time.
[33:34] And I was like, oh, I found my spirit personally.
[33:39] Okay, next part is our second reading of the school fee and spending plan.
[33:46] This one, if you remember, we're required to inform parents of whatever school fees
[33:53] that we ask them in elementary school.
[34:00] Again, we don't typically ask for fees.
[34:02] If we have in the like I did at one school and it was more for it was for girls on the
[34:09] run more of an after school thing but the other part of this policy is that we have
[34:17] of some type of a system that we have a fee waiver so it's equitable for all kids and the
[34:22] other pieces parent transparency so that they can see like what we're asking where that
[34:27] money is going and that we have a plan of how we're going to spend that. So, look, they
[34:33] will be able to read through that. Do you have any questions? Laura, do you have anything
[34:38] to add?
[34:41] I have a question. You have one section highlighted in red. Oh, yes. I love that.
[34:47] Was there a reason? Yeah, I love that section. Actually, Laura had that in red and I was like,
[34:53] oh, I'm so glad she did that because that's one of my favorite sections. I always, whenever
[34:57] I had a school supply donation list that's always on it so that it's just a
[35:04] notice to parents that whatever they're giving is being used throughout the
[35:08] day and that they don't have to bring something but donations are welcome.
[35:14] I was curious if that directly applied to the school uniforms directly underneath it
[35:18] or if it was just a general heading for this is just kind of general wording that
[35:26] I don't, again, I put it on all of my donation list just because I don't know if it's even
[35:32] required, but it's just good practice to do.
[35:37] It's required by USB for all requests that go out for donations so that parents may
[35:43] know that whether they donate or not the supplies or the donation is requested, their student
[35:48] would be covered.
[35:52] I don't, Laura do you want to talk about the school uniform policy?
[35:57] I think it's more of a Utah code.
[36:00] Yeah, the template of this school fee policy itself is a template from USB that were required
[36:05] to utilize.
[36:07] So we don't have, right now, the church have these not required to do this school uniform.
[36:14] We're just addressing it because it's in the Utah code right there.
[36:24] lot of this came from public voices, over-secondary fees.
[36:35] Okay.
[36:37] All right, we need to take a vote on that, correct Laura?
[36:41] Yes.
[36:42] So that means I ask for a motion, and that's when you perk up.
[36:46] You sit up in your seat and you decide if you're going to jump in and make that motion to approve the...
[36:52] We were state university charter academy school year 27 school fee and spend plan. Do we have a
[36:59] motion to approve? I like the motion just to be I'm not sure which I'm sitting with my back
[37:08] straight up. Kelly Boos.
[37:15] Kelly Boos made a motion to approve the school fee and spend plan. Do we have a
[37:19] second second and motion passed motion passed but we've got to take a vote all in
[37:29] favor say aye aye any nays okay just gonna say don't look at me next time I'm not
[37:38] the chair no I'm just thinking but unfortunately I fixated on you okay so next
[37:47] the reporting violations of rule of law.
[37:50] Yeah, so this is that policy that states that we need to put something on our website that
[37:56] tells parents how they can file a complaint if it was against one of us as board members,
[38:04] or probably even out of the school too. And it just talks about the different procedures that go
[38:13] into that and the the steps that as a school we would take and how we would refer it I think it
[38:20] refers to Ellie or to the USBE and then they they push it back to us as for investigation and
[38:26] we have so many days to refer back and report what was found.
[38:39] Explains how to report fraud ways to
[38:42] use of more non-compliance, basically just gives them a place to complain to, which I don't
[38:50] I think that that is a great thing especially in a board like this that we have steps to outline
[38:58] that I mean it's always better to follow a policy when you have a complaint like that than it is
[39:03] to just kind of go by the senior panel. So yeah, questions on that. This one was one of our trainings
[39:12] that we had to listen to because they kept talking numbers and I'm like, I am so, I'm
[39:24] not going to remember all the numbers I know, but the train yet, that was a bit of a train
[39:29] I didn't know that.
[39:31] Okay,
[39:34] this is another voting item.
[39:39] So do we have a motion to approve the reporting violations of rule and law?
[39:45] You make the motion. Roy Kwan to approve.
[39:54] He goes outside his lane so much.
[40:02] Do we have a second? Sherry Walker second on that any discussion at all.
[40:09] Thank you. Appreciate that. Next on our agenda item is Board Business. And it's
[40:18] usually thinking this is a demo row. Oh yes thank you for keeping me on track Laura.
[40:24] Can we take a vote? All the favorites say aye. Aye. Those opposed? It stands approved.
[40:31] majority, eyes. Okay the board business we have we need to create an audit
[40:40] committee and Lara I may just have you jump in at this point because we need a
[40:49] one-board member to sit on the audit committee plus we also need a community
[40:54] member that's not part of the audit committee. Can you give us a little bit of
[40:59] information on the responsibilities of that subcommittee?
[41:03] Sure.
[41:04] Thank you.
[41:06] By U.S.P.E., each school has needs to have an audit committee and those audit committee
[41:15] members are posted on the website and the outline for the make-up of the committee would
[41:20] be a one or two board members and then that equals 50% of the committee and in the other 50
[41:28] need to be community members and or it could be it just can't be administration or employees.
[41:36] So we have state and correct, right? The agility of the falls to community members and or
[41:41] parents actually need to be 50% more. So we're looking for one board member and that would be we
[41:49] would need two community member or parents to be the other two board members of the audit committee.
[41:55] the audit committee serves the government board.
[41:58] And the main responsibilities in a traditional charter academy
[42:03] would be that the audit committee would select an outside auditing firm
[42:07] to come in to audit the charter academy finances year-eight.
[42:12] They would also report out on those finances at the end of the year audit.
[42:18] Because we were states, because we, the charter academy's finances
[42:23] is fall in under Weaver State University.
[42:27] The audit committee will not, at least this is what we've
[42:31] talked to a bell in the last six months
[42:34] about having the to-runness.
[42:37] The audit committee would meet with the bells department
[42:41] and they're audit and serve and understand
[42:46] that commit that responsibility through Weaver State University
[42:52] as opposed in their outside auditing firm, as opposed to calling and selecting additional
[42:59] audit firm. Does that make sense? Because the charter academy's funds do fund the charter
[43:06] academy, but they are underneath the Weber State University finance.
[43:13] So what you're saying, Laura, is that these two, these individuals, the one board member
[43:19] and the two community members, they may attend the meetings, one to two meetings annually,
[43:25] but the bulk of the work is done by Weber State. They're just figure heads, correct? They'll
[43:33] meet with,
[43:36] I think if I'm reading the minds around this table, which I can do so well,
[43:41] there's how much work is involved in this.
[43:43] Yes, it would be one to two virtual meetings,
[43:48] or one to meetings with the business department,
[43:52] one to have the business department
[43:55] kind of outlined, just outlined,
[43:57] and then two to review the Weaver State University Audit.
[44:02] I don't know what I wish it could include
[44:05] the charter academy, that's part of it.
[44:07] But there'd be a lot of handholding
[44:09] in this auditing process.
[44:11] Somebody doesn't need an agreement.
[44:12] You don't need an accounting degree.
[44:16] We talked to Fermi that it wasn't in fact an outside audit of the finances, it just wasn't
[44:21] directly with the charter campaigns, we were State University.
[44:26] Okay.
[44:26] We talked about getting a student and then somebody felt broke their ankle and forgot about it.
[44:33] But that was still, I think I loved that I did.
[44:36] and that's yeah I mean I don't know educational finance class or even the
[44:42] economics college so if we can so you and I will work on the two but we need
[44:50] somebody from the governing board correct Laura? Yes you need one member of the
[44:55] governing board to be on that canary. Do we have anyone that might be interested in
[44:59] We're doing...
[45:00] You know, I've been through all the training. I'm happy to serve. The audit committee also handles financial complaints. That's really one of their main duties as well. If the complaint comes from the public, they're supposed to take it. It has to be independent of the school. So, is that a yes, Kelly? Yes, I'll have you. I'm happy to do it. Oh, Kelly, you've made my nine. You don't know how through a lie.
[45:28] Yeah. So we just went through it and went, wait, this is a new, a new law with you as
[45:35] a dean. So I'll be training and all that. I've already been through it. Okay. And she
[45:39] is. And you wasted, I understand. 100%. That's what, that's what I want you to think. So
[45:49] Lara, is this a voting item for, to elect the board member on this audit committee? Yes,
[45:56] Yes, it's a voting item, and then once the additional members have been identified,
[46:01] it will come back to the board to vote those additional members to have your comment.
[46:06] So, can I have a motion to elect Kelly Booth as our board member who will be on the Audit
[46:13] Committee?
[46:15] A motion to elect Kelly.
[46:17] All right, Alex.
[46:19] And Angela, any discussion?
[46:23] Let's take a vote.
[46:24] All in favor say aye.
[46:25] Hi. Hi. Any opposed? It's unanimous Lara. Did you get everything you needed?
[46:35] Yeah, thank you. All right. Our
[46:39] other item on our board training on the agenda, if we can open up not only that but let's open up
[46:49] our chart that was put together the certification log. Paul. What's that? Yeah. I noticed Paul.
[46:59] I know. It uses like not to go out. So these are all the trainings when people have done
[47:06] the training. So there is this document that we have in our our Google drop doc shared
[47:13] drive. And but none of us have done the background check. That's something that we need to do.
[47:20] And did you do yours? I have. They told me it would be some time. Okay. I was approved.
[47:26] Could you share with the board what you had to go through so that we can warm up your hands
[47:32] before you go?
[47:33] My hands were too cold and they couldn't get bigger, I think they were so cold.
[47:38] And you went where was it?
[47:40] Dan, at the August school district offices right there on 20th and on the corner building
[47:48] number one.
[47:49] There's a form.
[47:50] I believe you sent the form to us and we filled that out.
[47:53] The only thing that was on the phone, I have the form here, actually.
[47:57] See, this is where your authorization for your electronic fingerprints,
[48:02] there was something that we didn't mark, and the girl said,
[48:05] well, I don't know what these mean, you should have filled that out.
[48:08] Volunteer an employee.
[48:10] She emailed me, and I think we decided to do the employee.
[48:12] I said, I'm sure. I'm volunteer, not employee.
[48:15] I waited after sharing, and I didn't ask me any questions.
[48:23] When they said it takes 20 minutes, it's a really kind of dip.
[48:26] I was curiously, on your hands.
[48:30] On your hands.
[48:32] So, let's say if we can, you'll get a receipt.
[48:35] Oh, they said for each attorney and to whoever that person is.
[48:41] Very good.
[48:44] So, let's try each of us.
[48:46] I haven't gone down to do mine yet, let's each of us try to have that done by the time we go next time some of you
[48:52] May already have been done if you're here at Weaver State you're probably already in the system there
[48:58] Yeah, so you might want to check that. And there was a form that was able to transfer
[49:04] Yeah, how do I get that? I just thought I sent it, but I'll send it again. I'll send it with the other form again
[49:15] And once we've completed the video, we just, you know, once you've completed what?
[49:20] One of the trainings.
[49:22] Just put, you can put just a lot of data in there.
[49:24] And I can show you, you have access to Google Drive, right?
[49:28] Yeah, and I can show you after reading, how to do that.
[49:32] We do.
[49:38] And that Ogden School District was the closest one.
[49:40] 20th and Monroe.
[49:42] I think it's literally right down the corner building number one, it's the old, cold building.
[49:51] If you try to move a mask building one, it will take you to the long one.
[49:55] It does.
[49:55] Right on to the corner.
[49:57] It's the first building.
[49:58] I think it's nice to really complex.
[50:01] It's like, I know we're building one.
[50:03] Yeah, and I'm just checking it every couple of days to see you when you're things pop up.
[50:10] So I will put it in your date of one in your background's released.
[50:14] And then you've loaded up a board member welcome packet, right?
[50:22] Well, that must have been Laura.
[50:25] And yes, I just put together some of the outlines that were in the current by-laws
[50:31] and current documents as well as like adopted budgets and things for general
[50:36] information for our board members, everyone.
[50:39] Good. So that's great.
[50:40] to keep us organized. Appreciate that Laura. Do we want to go back to any of the
[50:47] training requirements and revisit that sheet that we're
[50:57] going to shrink Laura
[50:58] just a little bit. I know. You guys are happy too. How much do we get on there without
[51:04] who's there? But you can keep. Yeah you can keep calling.
[51:09] So there it just kind of
[51:10] goes and in sequence. The first one is the video about Utah full of means. Act
[51:14] training to use that video and public as Sherry mentioned the public education that
[51:20] hotline training which is somewhere and it goes hand-in-hand with policy to board
[51:26] privacy and then for fiscal reporting all board members need to review the
[51:32] module one and then Kelly because she'll be the audit committee member will need to
[51:37] view module two as well and then the next one will be the school and the trust
[51:42] training and as Linda mentioned the overview of that isn't required but it's just highly
[51:51] recommended especially for the strain the background of the school and trust plan which
[51:57] we brought to the board for approval. Each of these are required annually so we'll see this
[52:03] again come each each year that you own board and then below that has optional trainings that
[52:11] that are sponsored through the Utah Association
[52:15] of Public Charter Schools on their website.
[52:17] So again, all of those items are optional,
[52:21] but it's good information.
[52:23] And then there's a, through the U-CAP trainings,
[52:26] which is through the State Charter Board,
[52:28] there's a host of additional trainings there
[52:31] on a lot of topics that you may be interested
[52:33] as well, those again are optional.
[52:36] But we'll invite them to give you those resources.
[52:38] OK.
[52:39] So if you haven't done it yet,
[52:40] check that. It's Utah Public Meeting's training, the public hotline training, and
[52:47] then the LEA board member training, and then for Kelly, she's going to be
[52:50] module two, and then the sit-la training. And if you get confused, just go back to
[52:56] that matrix that shows what trainings we need to be doing, and then you just fill
[53:03] it when you've completed that.
[53:05] Self-reported? Self-reported. Do you have that up? Yep. Thanks. You're a co-colonor, Angela.
[53:15] Okay. Anything else on board training, Laura, that we may need to cover? Or did we hit it all?
[53:22] Thank you. Thank you. Okay. Do we have anything on the consent agenda at this time? I don't think we do.
[53:32] and we are going to have a closed session, so unless anyone has anything else they'd like to bring up,
[53:43] we will take a motion to adjourn this lovely meeting. And if no one is speaking forward, that means you just want to stay.
[53:53] so moved.
[53:57] Roy Cod's made a motion to adjourn the meeting. We have a second. I
[54:01] second it. Sherry is second that and then all in favor say hi. Any opposed? You
[54:11] want to stay longer. And we're adjourning at 624. Thank you Lara. Thank you Kelly and
[54:17] thank you all for coming and especially Paul who came all the way from Salt Lake.
[54:21] And I feel like I need to reward you with something.
[54:25] Oh, I can't see that.
[54:27] Oh, I can't see that.
[54:28] Oh, I can't see that.
[54:28] Oh, I can't see that.
[54:29] Oh, I can't see that.
[54:31] We really appreciate you taking the extra time and effort to be with us.
[54:36] And thank you again for coming and for all of your insiders.
