[1:48] just coming to listen and watching how all of this went and I had never been to

[1:54] one before and I kind of just wrote in if I were to say something would be

[1:58] talking about fast food. But it's really um

[2:03] the the product really isn't

[2:08] relevant. It's more about the things that are popping up in our town that are

[2:12] crowding our streets and roadways and how expensive it is as someone who's

[2:19] lived here for 37 years. How expensive it is to live here. And then all the

[2:26] and then all these places that are popping up paying $1,650 an hour with

[2:30] regments closing at midnight and these three places being open till 2. the

[2:36] people working until two are making 1650 an hour and they're taking on the whole

[2:41] front load of you know the people in this town coming to get food there and

[2:47] it's just kind of like sad like what what are we doing with this very

[2:51] valuable property that we have here to just like let things pop like

[2:58] I just wish I knew that money like do they give you guys I don't know I wish I

[3:04] had thought about this a little better. Like where does that money go? Like they

[3:09] obviously want to come in here. You they have to do this meeting with you guys, I

[3:12] would imagine. Or is it just they buy the property and then do what they want

[3:17] with it? >> So generally we don't engage in in

[3:21] conversation and answering questions. I will tell you that none of the fast food

[3:25] places in town have lined to the pockets of anyone sitting on this board and they

[3:30] and they do come before the planning board. So all of that is really ruled by

[3:36] what the code is and what those properties are zoned for. So there will

[3:40] be industrial, there'll be commercial, um certainly if they want to put

[3:45] something in an area where it's not properly zoned, they can go to the

[3:48] zoning board of appeals to look for a variance. Uh they have to meet certain

[3:52] criteria for that. So, uh, and all of these

[3:57] things are being carefully looked at in the new comprehensive plan to determine,

[4:02] you know, many years ago, we looked at where did where was the best fit for

[4:06] these places in town at the time and and now maybe we're looking at different um

[4:12] parameters >> with those three buildings being built

[4:16] with the employees that are now lives dependent on those paychecks that I

[4:22] mean, I think it's I think that they're taking on a lot. Those kids that are

[4:27] working in there, those adults too, you know, everybody has a rough day and

[4:31] might find themselves looking for a new job. And it's just kind of strange that

[4:36] the only things and that's why when these these guys were talking, I was

[4:40] like, "All right, well, this is actually something you say 90 years if everything

[4:43] goes wrong." Well, that's okay. Hopefully Webster's here another 90

[4:47] years. Like, what are we really talking about? But I don't think it'll be here

[4:50] in the way we see it today if the only things that are popping up pay the

[4:56] people 1650 an hour because I'm fortunate enough to make a little bit

[5:01] more than that with my rent being $1,300 plus utilities. Like I don't have much

[5:06] to put in the S&P every week. >> The other thing I think I I think I

[5:12] understand the premise of your question. um the cost of not only owning a home

[5:18] but also renting has escalated in the past 5 to seven years tremendously.

[5:24] » Right? So why were >> so one thing that that I I have found I

[5:31] found out recently because a lot of I worked in the in the skilled trades and

[5:36] construction company worked in for years.

[5:39] » Yeah. And one thing I realized

[5:44] when I went to school, we had auto shop, wood shop, electric,

[5:50] welding, all that. And >> have quite capable facilities for those

[5:54] trades. >> What we do now,

[5:57] » I mean, I went to Shrader. It was always pretty good there. Their automotive

[6:00] class was always pretty >> intensive. So, I found out recently that

[6:04] Thomas has invested millions in upgrading their shop classes.

[6:11] » What's happen like 5 years? >> Yeah. Which is phenomenal.

[6:16] And one the other thing I've learned is, you know, there's there's Boseies

[6:21] » and a lot of these >> a lot of the problem a lot of the

[6:25] problems has stem from decades we just focused on sending our kids to college.

[6:32] and we look down on the trades. It's a fact.

[6:35] » Can I can I interrupt for just a moment? I think the conversation is great. I

[6:39] don't want to cut into Christopher's 5 minutes in case there's more he wants to

[6:43] say. >> No, I my my general awkwardness and uh

[6:47] current uneasiness back and forth is >> actually fine. Um but I really

[6:54] questions. >> I understand what you're saying. Um I

[6:58] grew up under middle class. Uh, I worked plenty of trace jobs and things like

[7:03] that and those are pretty much the highest paying jobs you're going to get.

[7:06] You're not going to have health insurance. You're going to be getting

[7:08] paid under the table. So, let's say you want to come in out of the cold and get

[7:12] a job in the town where you work. Now, you're getting paid $1,650 minus taxes

[7:18] and your rent is $1,300 plus utilities and you have maybe have a car so you can

[7:22] get to work. Maybe you want to invest a little bit and it's just it's Jify Loops

[7:27] and Popeye's. So was, you know, in the grand scheme of

[7:31] this meeting, nice to hear these gentlemen talking about something real

[7:35] and not something pretty easy. >> And I and I also hope that one of the

[7:39] things you heard coming from this meeting is that we have this little

[7:41] project in town called Fair Life. And they are going to be hiring many workers

[7:47] um at well above minimum wage. So there's an opportunity for employment

[7:51] within the town that is going to be uh of a much higher caliber and monetary

[7:57] reimbursement than what you would see in some of the fast food places.

[8:01] » Yeah. cuz it's it's not fair that these kids are working until 2:00 a.m. Wagg

[8:06] decides to close at midnight because of CO that is now not a global pandemic and

[8:12] they didn't open back up 24 hours and it's, you know, 18-year-old kids that

[8:17] are taking on the burden of this town's late night cravings.

[13:34] appreciate the input that I got from uh, from Rick and Paul and um, I did make a

[13:38] couple suggestions with respect to their proposal. Those changes were made, so

[13:50] clarification, Drake, could you explain a little bit about this resolution for

[13:58] » Sure. So, thank you. >> This this idea came to light um very

[14:03] quickly about 3 weeks ago when we learned that the deputy commissioner was

[14:08] um moving on to a different employment and leaving the town. So um in the

[14:14] process he was mostly managing this project alongatus as a you know kind of

[14:20] a co- team there um I was overseeing the plant but also in this project. So once

[14:26] this happened a lot of these duties will be um taken over by me. So, we thought,

[14:31] you know what, to assist with someone that's very versed in project

[14:34] management, also well verssed in energy performance contracting. Um, we thought

[14:39] we'd seek out a um proposal from campus who is um and they kind of so we will be

[14:45] Paul and I will be overseeing their hours. Um this is a not to exceed, but

[14:49] we we know that we will kind of watch every hour that they're looking at this

[14:53] project, but just to kind of co-pilot us through the rest of this project to make

[14:56] sure we stay on time and under budget. So I I the other thing I just point out

[15:00] with respect to campus is um they they they provide a

[15:05] construction management u um is what they do and I would point out that they

[15:11] they brought in our highway uh construction project um on time and

[15:15] under budget. They have a a very good track record in the construction

[15:22] industry of of being very professional in working with the stakeholders to

[15:29] bring their projects in um on time and under budget. So, this is money well

[15:33] spent in as far as I'm concerned and and their record with the town is is

[15:38] self-evident. I think it's also important to point out

[15:43] that this is inside the budget and it is it is being or the compensation for this

[15:50] or the the the contracted amount is being funded from

[15:54] the open position. >> Great great point, Jennifer.

[16:00] » We really don't think we're going to come close to the 94,000.

[16:04] » No. uh you know the project is supposed to be done in July

[16:08] by early next year there shouldn't be that much going on

[16:14] because he was he was very honest with us saying that you know he is he is a

[16:20] wastewater treatment plant operator and his main responsibility is for

[16:25] everything that happens at the plant to be sure that we come in um with all of

[16:30] the guidelines that need to be met. And while he was certainly willing to take

[16:35] on any additional work, he was very honest in saying that his his expertise

[16:40] is not necessarily project management. And um we wanted to be very cautious

[16:45] that we weren't um taking advantage of his uh willingness

[16:53] to do whatever was necessary. So Rick, thank you. We appreciate that. and and

[16:58] with your continued oversight with this this contract that will be coming. Now,

[17:03] we don't have it yet, >> right?

[17:05] » So, this is strictly a proposal. Um, it is important that we get this contract

[17:11] settled soon because we're already a week without the

[17:16] oversight of this. So, it's very possible that

[17:22] we'll be getting that contract from campus

[17:25] um and that I might be signing it in the supervisor's absence.

[17:31] I will rely on uh attorney Taylor to approve such

[17:38] contract before I ever consider signing it.

[17:43] And as such, I don't think I should make this motion.

[17:53] a contract with campus construction management to assist the town in the
