[13:56] earlier in the year. Um so basically this uh tanker shuttle accredititation

[14:00] is a process by which uh the fire underwriter survey will um recognize the

[14:06] capabilities of West Lincoln fire in their abilities to provide sustained

[14:12] um rural water supply to uh fire events outside of our hydranted area. And

[14:20] basically what it requires is that we're able to continue providing water at a

[14:24] set rate for I think it's a couple of hours. Um it's not an outrageous flow

[14:29] rate, but it does require sustained um tanker shuttling to make sure that the

[14:34] water supplies are maintained. Um so there is some administrative work that's

[14:38] been going on in the background to make sure that that um that process is set up

[14:43] and we are anticipating carrying out the testing somewhere in the middle to end

[18:09] it 18.2 and it is a verbal update from staff regarding um waste pickup related

[18:15] to the flood. So go ahead, director. >> Yeah, thank you madam mayor. I just

[18:19] wanted to provide this council with a verbal update on uh the enhanced waste

[18:24] collection services that Niagara region is offering to municipalities for the

[18:28] flood affected residents. Um so I just have some notes here. I want to go

[18:33] through it and and uh kind of explain what we're thinking with what we could

[18:38] do for our for our residents. Uh through discussions with Niagara region, we've

[18:42] been looking at enhanced waste collection services for residents

[18:46] affected by the recent storm and the flooding. There has been a range of

[18:50] approaches across Niagara. Some municipalities have provided uh flood

[18:55] related waste curbside collection. Um they've some municipalities have also

[19:00] provided uh tipping fee relief at the regional landfills and others have

[19:06] increase the number of bags that residents could put out on their regular

[19:09] collection day. Uh for West Lincoln, one of our

[19:14] challenges is that we don't currently have an accurate and final data the

[19:18] number total number of properties affected uh as we're still collecting

[19:22] that data and sorting through that. Uh what we do know is that residents have

[19:26] been impacted across the townships and that includes both in the urban area and

[19:30] in the rural area. So administration would like to

[19:34] implement an approach that's simple, accessible and available to residents

[19:38] who have been dealing with flood related household waste rather than trying to

[19:44] identify individual properties and in specific streets.

[19:51] Uh so the approach we're considering is a combination of increasing regular

[19:55] household garbage limit from the two bag limit to five bags. Um that provides

[20:02] residents with three additional bags for flood related household waste. And we're

[20:07] considering starting that the week of their normal garbage collection which

[20:11] would be the next the next garbage collection week is as of the week of

[20:14] August 17th. So, not this week, but the following

[20:18] week. Um, and we also want to provide tipping fee relief at the Niagara Reg

[20:25] Niagara Row 12 Waste Management Facility. Um, we would like to start

[20:29] that during the same week, the week of August 17th. We believe this could

[20:34] provide a practical way for residents to dispose of damaged whole house u

[20:38] household materials. Um, in order to provide, there's some

[20:42] costs associated with those services. So, I'm just going to kind of go through

[20:45] that now. uh for the curbside collection in the

[20:49] extra bag. Um curbside collection is from Tuesday to Friday. So the week of

[20:54] August 17th, the region has u advised us that there would be a cost to the town

[20:59] to the township. Uh this this additional cost is for the

[21:04] additional collection and to dispose of the waste.

[21:08] And we made some assumptions like how much trucks we would need and how much

[21:11] time it would take to pick up all this extra waste.

[21:15] And that's estimated as well. And we had to also estimate how much tonnage uh

[21:20] we're thinking people would be putting out.

[21:24] So for the cost for the extra trucks, we're assuming three extra trucks, 10

[21:28] hours a day. Uh that would be approximately uh $24,000 for the week

[21:33] plus the disposal cost for the extra tonnage of material is probably another

[21:39] $7,000 per week. So the estimated cost just for that extra curbside collection

[21:44] is around $31,000 per week. And the cost associated with waving the

[21:50] tipping fees at the landfill for a oneweek period. It's all based on

[21:55] estimated tonnages. So based on what what the region has seen with other

[21:58] municipalities, we're estimating around um

[22:04] you know 25 tons per day for a 5day period would be equivalent to around

[22:09] $9,000 a week. So if we provide those two services,

[22:14] the estimate would be around $40,000 a week to provide that service to our

[22:18] residents. Um so the intent is to provide an

[22:23] equitable form of assistance to residents who have been affected by

[22:27] flooding. Um that's that's the approach that administration is considering and

[22:33] just wanted to share that information with council.

[22:49] anybody can show up to the landfill and say it's my week and I'm dumping and I'm

[22:58] will be asking for uh licenses and ID if if you go to the landfill in order to

[23:03] wave the tipping fees. Okay. So through >> and they're also coming from Lincoln to

[23:07] landfill [snorts] on road 12, right? So that's

[23:11] they need to show proof as well. So is this is through you madam mayor what

[23:15] doesn't the director is this a joint thing we're doing with other mun

[23:18] neighboring municipalities or is it just our own

[23:22] » so I don't do you want to respond to that I can respond probably will stick

[23:26] to I don't know who the question goes to so anyway

[23:29] » yeah yeah through the merit accounts for trendetta there's there's there has been

[23:32] about six municipalities that have been taken advantage of this service um

[23:36] there's six of them um so if we wanted to join then we would be the seventh

[23:42] right that's taking part of that. So every every municipality the region is

[23:46] offering this service to each municipality.

[23:49] So there's se six municipalities Lincoln, Grimby,

[23:54] St. Catherine's, Neran Lake, Niagara Falls, and Thorald that are currently

[23:59] offering this enhanced service for flood related damage. So through you, Madame

[24:03] Mayor, I do know a few residents that were affected from the flood like

[24:06] massively, especially around the grassy area in my my ward, but I don't know if

[24:11] it's the whole of West Lincoln. So >> we have in town residents. We have some

[24:15] residents outside from other other parts, other wards that we've heard from

[24:19] as well. Okay. >> But we don't have great data yet. So

[24:21] we're still encouraging residents who have suffered flood damage to make sure

[24:25] that they report it because we are trying to collect that data.

[24:28] » So how's the messaging through Madame Mayor CE or director getting out to the

[24:31] residents? That's going to be the week of August 17th after we leave here

[24:34] today. >> Well, that's a really good question

[24:35] because I presume that a press release will go tomorrow and then we'll be

[24:39] hitting social media and then it will be word of mouth. But residents online are

[24:42] already asking what about West Lincoln? You know, what's West Lincoln doing? So,

[24:46] I'm sure they're anticipating some kind of a response.

[24:50] » So, it's free dumping for a week next week.

[24:53] » Flood related. Flood related. So, you know that.

[24:56] » Wow. How do you know it's how >> how do we know like what's flood related

[25:01] and not? >> Well, it's [snorts] probably going to be

[25:02] wet and mildwy and I'm sure that they will be checking before they admire

[25:06] » going by the honor system is what I hope residents will be doing. So, that's what

[25:10] won't take advantage of it just >> for the sake of taking advantage.

[25:23] the communication that goes out will um you know encourage our residents to be

[25:31] uh thoughtful about what they're putting out and that it is truly flood related.

[25:36] So it does keep the cost down to a minimum uh for the municipality that uh

[25:42] certainly you know $40,000 as we all know is a huge part uh hit on our tax

[25:48] levy. So, uh, I'm hoping the social media wording can, uh, um, capture that

[25:56] a little bit. >> Well, and and some of the

[25:58] municipalities, of course, that have been harder hit also were hidden to the

[26:02] point where they were able to declare a state of emergency. We weren't at that

[26:05] level. And so, there will be no other relief. It will be it will be our cost

[26:09] for sure if we're providing this to our residents. Councelor May

[26:13] » through you, Madame Mayor, to uh our director. How do they determine the need

[26:18] in terms of trucks and how much garbage additional they're going to pick up?

[26:22] Like how do they come up with those numbers as to what they actually need?

[26:29] » Uh through the merit council made Chuck. Um, as I mentioned in my comments, it's

[26:35] hard for us to gauge that, but uh, since the region in discussion with their uh,

[26:41] waste management service provider and they have been doing it, they have been

[26:45] doing this for the past couple weeks and other municipalities. So, they're just

[26:49] kind of giving us some uh, benchmark estimates of how much extra trucks we

[26:54] would need and how much estimated tonnage uh, this service will bring in.

[27:00] So it they do have some benchmarks just based on the last week or two of service

[27:05] in other municipalities. Um again right now they're all estimates but uh Niagara

[27:11] region has provided us with those types of figures based on their past

[27:16] experience over the last week or two. >> Okay. Anything further from anyone?

[27:22] Councelor Chop. Madame Mayor, uh uh on the idea of of the flood issues,

[27:28] certainly [clears throat] there was um I've received a number of of emails, no

[27:33] texts, and uh uh a couple of phone calls, and I know that councelor uh

[27:39] Bradick and I received a couple of very worried people asking how they would

[27:44] find out whether or not could we write a letter to NPEI since uh that would maybe

[27:50] be the best place to get awareness of any grants by by hydro that would offer

[27:57] equipment that would be battery operated for sump pumps. Uh with the fact we were

[28:04] we had the downpour but then had a blackout at the same time. A number of

[28:09] people have uh have indicated that it was worrisome and some of these people

[28:15] are of age where taking a bucket to the sump pole and carrying it outside may

[28:20] not be their number one activity. uh but it there have been grants out there from

[28:26] the util from utility companies or from hydro one about such things. We just

[28:31] wondered if there was anything out there if our staff could take a quick look and

[28:34] report back to us so that uh the community at large might know if there

[28:39] was a any more incidents like the one we've just experienced.

[28:46] thinking if stack would take that as direction and perhaps come back to us

[28:49] » and the CEO would like to speak next too because we had some other inquiries

[29:57] outside of uh administration's uh delegated authority to make a budget

[30:01] amendment. So, we would be looking for a resolution from council tonight and I

[30:05] believe Mr. Paleob has some wording prepared just to get uh a resolution in

[30:10] place that this is a on on the waste pickup the additional pickup. Yes.

[30:52] administration be directed to temporarily wave the tipping uh fees at

[30:56] local landfill sites during the week of August 17th, the same as the first for

[35:25] the chamber um hired a new executive director who's not been formally

[35:30] introduced to this council or the community but has been meeting with a

[35:33] lot of people within the community. Her name is Jennifer Santos and um if you

[35:39] haven't met her, you'll soon see her at some of the new activities. First of

[35:43] all, the website for the chamber has been totally revamped and and has a new

[35:47] very professional look and I congratulate the chamber on that. Um,

[35:51] and there are three events that are coming up. One is this week, and I said

[35:55] I would pay uh just make quick note. The Women's Network is meeting this

[36:00] Thursday, August 13th, from 8:30 to 10:00 a.m. Um, that is at Mingle Hill.

[36:06] There is breakfast at the Legion on September 16th at 7:30 to 9:30. That's

[36:12] being held at the region. And the business awards are October 22nd.

[36:17] That's the runup to a very very special day for some people here and that is

[36:22] from 6:00 to 9:00 and it is at the fairgrounds in West Lincoln.

[36:28] There's been some concern about finding appropriate

[36:30] » Can you comment? Go ahead, councelor T. >> You know what? It took many years to get

[36:34] it back in West Lincoln and I'm glad to see the chamber has heard my

[36:54] councelor trumpetta. It has been a number of years where I've had to take

[36:57] that message back to the chamber as our as our liaison with them.

[37:04] council with me. I don't want to just blame blame my say to say it was Jason

[37:07] that no you guys all supported that together

[37:11] » and members of the public also indicated their desire to see it remain in West

[37:21] » It'll be a wonderful event as was the mayor's breakfast this year which you'll

[37:24] remember this year and last year. We're both in West Lincoln which was great.

[37:30] » great facility to do these things and I think the the chamber has heard us well

[37:35] and I just want to compliment them on the amount of work they put into in a

[37:39] very short order to all of their events as well as to their website and uh it's
