[6:53] » Thank you. And someone to second that please. Councelor May. Thank you.
[7:00] » Are there any questions or comments to staff in particular about this item?
[7:08] and seeing no council chalk just about >> I know just about I was just checking to
[7:13] see if you would look this way uh since I'm alone over here except for the CEO I
[7:17] I I just want to uh uh commend staff on the process that we went through a very
[7:22] thorough uh exhaustive way of looking at this hamlet at this uh area of West
[7:29] Lincoln and determining what would be useful both from the municipal ality's
[7:34] need for increased taxes as we move down the road to uh intensification. and
[7:39] secondly for the community that exists out there without affecting their lives
[7:42] too too much and taking into consideration all of the comments that
[7:47] we heard throughout the process. And we had certainly a number of meetings, some
[7:51] of which I chaired, some of which you chaired uh your worship. And uh I think
[7:55] that I think that what we came out with was uh a solution that uh did not have
[8:01] opposition as it start as much as it started out that way. So, uh, the motion
[8:07] is properly coming to us and put. Thank you.
[8:10] » Thank you. Anything further from this side of the room?
[8:14] Okay, then, Mr. Clerk, we're ready.
[8:24] And that carries.
[8:28] 15.2 Two is the infrastructure committee manager of operations Trey Benish and
[8:32] director of infrastructure Mike Depala re-recommendation report 1-13-2026
[8:39] award of tender supply and delivery of three light duty pickup trucks and
[8:44] councelor Mayach you have the resolution to put it on the floor please. Thank
[8:46] you, Madame Mayor. Moved by myself that recommendation report I-13-2026
[8:53] titled award of tender supply and delivery of three light duty pickup
[8:58] trucks dated August 10th, 2026 be received and two, that council accept
[9:05] the tender bid submission from Grimby Ford Sales and Service in the amount of
[9:11] 165,000 excluding HST and Three, that
[9:16] administration be authorized to proceed with the purchase through Grimby Ford
[9:21] sales and service. >> Thank you. Someone to second that.
[9:25] Councelor Bradick. All right. Are there any questions or
[9:29] comments regarding councelor Chich?
[9:33] » I see that the uh that the director is here and I just wanted to ask how we put
[9:39] this tender out with with the luck of getting Oxford and Blue Mountain to
[9:43] submit quotes.
[9:47] How did it go? Did it go off? >> Yeah. Uh through through the mayor. Uh
[9:50] basically we use bids and tenders. So it's a public tender. So any any uh uh
[9:55] vendors are allowed to look at the public procurement call and put in a
[9:59] bid. So we receive bids from all over Ontario basically.
[10:03] » I I am glad that we went with someone local. I'd hate to see a a quarantine
[10:08] claim having to go all the way to Blue Mountain, especially in the winter.
[10:11] Thank you. >> Thank you. Anything further?
[10:15] Okay, Mr. Clark, I think we're ready.
[10:20] And the vote should be in front of you, council.
[10:26] And that carries. Number two in this agenda portion is the
[10:33] manager of operations again Trey Benish and director of infrastructure Mike
[10:36] Depala re-recommendation report 1-15-2026
[10:42] the DWQM S operational plan update and ORO
[10:48] appointment bylaw amendment and councelor Chalk you have this resolution
[10:54] you can thank councelor Rener in his absence for that
[10:56] » I was just going to say thank you councelor Rener yes moved by myself that
[11:00] the recommendation report 1-15-2026 titled DWQMS operational plan update and
[11:07] OR appointment bylaw amendment dated August 10th, 2026 be received and that
[11:13] council approved the revised drinking water quality management standard that
[11:17] would be the DWQMS operational plan WWOP01
[11:25] attached to schedule A and that council sign off on the endorsement form. form
[11:30] appendix A OP endorsement sign off attached to schedule B and that council
[11:36] repeal and replace the existing overall responsible operator or Z or O
[11:44] appointment bylaw 2025-33 with the revised bylaw 2026-37
[11:52] attached as schedule C. >> I thank you for that one. [laughter]
[11:56] That was that was a mouthful or two. Okay.
[11:59] » After this, there's a test on what DW >> and someone to second that resolution,
[12:04] please. Councelor Trombetta. Thank you.
[12:09] » Very good. It's right there. >> Good. So, are there any questions or
[12:13] comments regarding this?
[12:16] » Okay. This is >> People are happy to support water and
[12:20] clean water. So, go ahead, Mr. Clerk. Please.
[12:24] » Not the water in your basement.
[12:30] And that resolution carries as well, which takes us to 15.3, Community and
[12:35] Protective Services. The item is number one, Fire Chief Tim Hoffsync
[12:40] reinformation report WLFD-10-2026,
[12:45] the monthly update for July of 2026. And so, Council Teta, you have that
[12:50] resolution. >> Sure. Sorry, Chief. We left you to the
[12:54] end over here. Not the latest sometimes though.
[12:57] » Not so late today, Chief. But you got the last one again. So, sorry about
[13:00] that. Uh, moved by myself that information report WLFD 10 2026 monthly
[13:05] update July 2026 reads that the information report WLFD10
[13:10] 2026 titled monthly update July 2026 dated August 5th, 2026 be received.
[13:16] » Thank you. And someone to second that please. Councelor Chich,
[13:20] are there any questions or comments for the chief?
[13:25] Okay. So, I do have one that came from a resident and the chief is well aware of
[13:29] this. So, uh one of our residents who inquired earlier about um the um shuttle
[13:36] tanker certification uh reached out as well after reading this report and was
[13:41] hoping to hear a little bit from the chief about where we are in that
[13:44] process. And so, um the chief is well aware that I'm going to ask this
[13:47] question. So, go ahead, Chief. >> Certainly. Thank you, mayor. Um yeah,
[13:53] brief update on the tanker shuttle accredititation that we had mentioned
[13:56] earlier in the year. Um so basically this uh tanker shuttle accredititation
[14:00] is a process by which uh the fire underwriter survey will um recognize the
[14:06] capabilities of West Lincoln fire in their abilities to provide sustained
[14:12] um rural water supply to uh fire events outside of our hydranted area. And
[14:20] basically what it requires is that we're able to continue providing water at a
[14:24] set rate for I think it's a couple of hours. Um it's not an outrageous flow
[14:29] rate, but it does require sustained um tanker shuttling to make sure that the
[14:34] water supplies are maintained. Um so there is some administrative work that's
[14:38] been going on in the background to make sure that that um that process is set up
[14:43] and we are anticipating carrying out the testing somewhere in the middle to end
[14:47] of fall. >> Okay. Thank [clears throat] you very
[14:49] much. I'm sure the resident will be pleased to know that it's in progress.
[14:52] » It's in progress. >> Thank you, chief. Anything further for
[14:54] the chief? Shall we have him in the hot seat here?
[14:58] » Okay. Thank you. The votes in front of you then shortly.
[15:08] And that also carries. So, we have no reconsiderations and no notices of
[15:12] motion to resend. But we do have other business. And so I'm going to go to
[15:16] members of council first to see if there's anything that you wish to report
[15:19] on this evening. Councilor Mayach, anything? Okay. Councilor Bradick,
[15:24] anything this evening?
[15:27] » Thanks. >> Okay, please.
[15:29] » Um, I just wanted to acknowledge uh two staff directors from all departments. It
[15:35] seems like a and the CEO. It seems like every other day I'd open my email and I
[15:40] would be hit with uh we got another grant funded and it's just something
[15:46] that um hasn't really happened in the way that it has been happening in uh the
[15:53] last few months and I just want to acknowledge that and so thrilled to see
[15:58] that there's some really hard work that's happening. you know, amounts can
[16:01] be small, but it all adds up to a bigger picture and uh it just shows that uh
[16:07] there's some hard work happening and uh you know, I want to acknowledge that.
[16:13] » Um the one other thing as well too, the mayor and I were speaking uh before the
[16:18] meeting was uh starting today. Um that uh just wanted to acknowledge that this
[16:24] is the last meeting of our Were Stream guy Bruce. he is moving to uh somewhere
[16:32] far and beautiful and uh uh he's an integral part of uh getting these
[16:38] meetings out to the community. Uh certainly keeps us uh looking good and
[16:43] beautiful. Um fixing those cameras up and u we're going to miss you a lot,
[16:48] Bruce.
[16:51] » So I'll take my note that was coming later on and I too have something to say
[16:55] Bruce before you finish. >> I forgot. I didn't want to but you
[17:00] cannot. >> No. Well, thank you for that. I was just
[17:01] I was waiting till just before adjournment, but we're all good. That's
[17:04] good. I'm glad that you mentioned that. Councelor Tbad, anything?
[17:07] » I'll just add that, you know, thank you, Bruce, for the year service. Right. So,
[17:11] again, I didn't know until just now, Council Brad said it. So, thanks for the
[17:15] uh years of service and uh the smiles that you show forward, either you're
[17:19] laughing at myself talking or what, but thank you very much.
[17:22] » He's always smiling in that corner until he has a problem, then he's looking
[17:25] scrambling, but okay. So, councelor, do you talk anything from you this evening?
[17:29] » I guess I'll have to rely on councelor Tromba to tell me when my microphone's
[17:33] on then, Bruce, because it's always been you up until now and I thank you for it,
[17:37] but I'm more more importantly I think it's Newfoundland that you're going to
[17:41] and uh so our loss their gain. Thank you very much for your years of dedication
[17:46] and uh we'll all see out on the rock someday.
[17:51] » Okay, thank you. So I'm I'm going to leave mine till where it was going to be
[17:54] just before adjournment. Similar similar to what everybody else is saying, but we
[17:59] do have other business from from public works. Right. And so um can I go to you
[18:04] director to provide the other portion? It isn't on your agenda. We're calling
[18:09] it 18.2 and it is a verbal update from staff regarding um waste pickup related
[18:15] to the flood. So go ahead, director. >> Yeah, thank you madam mayor. I just
[18:19] wanted to provide this council with a verbal update on uh the enhanced waste
[18:24] collection services that Niagara region is offering to municipalities for the
[18:28] flood affected residents. Um so I just have some notes here. I want to go
[18:33] through it and and uh kind of explain what we're thinking with what we could
[18:38] do for our for our residents. Uh through discussions with Niagara region, we've
[18:42] been looking at enhanced waste collection services for residents
[18:46] affected by the recent storm and the flooding. There has been a range of
[18:50] approaches across Niagara. Some municipalities have provided uh flood
[18:55] related waste curbside collection. Um they've some municipalities have also
[19:00] provided uh tipping fee relief at the regional landfills and others have
[19:06] increase the number of bags that residents could put out on their regular
[19:09] collection day. Uh for West Lincoln, one of our
[19:14] challenges is that we don't currently have an accurate and final data the
[19:18] number total number of properties affected uh as we're still collecting
[19:22] that data and sorting through that. Uh what we do know is that residents have
[19:26] been impacted across the townships and that includes both in the urban area and
[19:30] in the rural area. So administration would like to
[19:34] implement an approach that's simple, accessible and available to residents
[19:38] who have been dealing with flood related household waste rather than trying to
[19:44] identify individual properties and in specific streets.
[19:51] Uh so the approach we're considering is a combination of increasing regular
[19:55] household garbage limit from the two bag limit to five bags. Um that provides
[20:02] residents with three additional bags for flood related household waste. And we're
[20:07] considering starting that the week of their normal garbage collection which
[20:11] would be the next the next garbage collection week is as of the week of
[20:14] August 17th. So, not this week, but the following
[20:18] week. Um, and we also want to provide tipping fee relief at the Niagara Reg
[20:25] Niagara Row 12 Waste Management Facility. Um, we would like to start
[20:29] that during the same week, the week of August 17th. We believe this could
[20:34] provide a practical way for residents to dispose of damaged whole house u
[20:38] household materials. Um, in order to provide, there's some
[20:42] costs associated with those services. So, I'm just going to kind of go through
[20:45] that now. uh for the curbside collection in the
[20:49] extra bag. Um curbside collection is from Tuesday to Friday. So the week of
[20:54] August 17th, the region has u advised us that there would be a cost to the town
[20:59] to the township. Uh this this additional cost is for the
[21:04] additional collection and to dispose of the waste.
[21:08] And we made some assumptions like how much trucks we would need and how much
[21:11] time it would take to pick up all this extra waste.
[21:15] And that's estimated as well. And we had to also estimate how much tonnage uh
[21:20] we're thinking people would be putting out.
[21:24] So for the cost for the extra trucks, we're assuming three extra trucks, 10
[21:28] hours a day. Uh that would be approximately uh $24,000 for the week
[21:33] plus the disposal cost for the extra tonnage of material is probably another
[21:39] $7,000 per week. So the estimated cost just for that extra curbside collection
[21:44] is around $31,000 per week. And the cost associated with waving the
[21:50] tipping fees at the landfill for a oneweek period. It's all based on
[21:55] estimated tonnages. So based on what what the region has seen with other
[21:58] municipalities, we're estimating around um
[22:04] you know 25 tons per day for a 5day period would be equivalent to around
[22:09] $9,000 a week. So if we provide those two services,
[22:14] the estimate would be around $40,000 a week to provide that service to our
[22:18] residents. Um so the intent is to provide an
[22:23] equitable form of assistance to residents who have been affected by
[22:27] flooding. Um that's that's the approach that administration is considering and
[22:33] just wanted to share that information with council.
[22:36] » Okay. Thank you. So questions or comments to the director?
[22:42] » Start with you. >> Thank you madam mayor to the director.
[22:44] How do we are they checking licenses? Cuz the landfill,
[22:49] anybody can show up to the landfill and say it's my week and I'm dumping and I'm
[22:54] going to, you know, clean up my house. >> Yeah. Through the merit account, they
[22:58] will be asking for uh licenses and ID if if you go to the landfill in order to
[23:03] wave the tipping fees. Okay. So through >> and they're also coming from Lincoln to
[23:07] landfill [snorts] on road 12, right? So that's
[23:11] they need to show proof as well. So is this is through you madam mayor what
[23:15] doesn't the director is this a joint thing we're doing with other mun
[23:18] neighboring municipalities or is it just our own
[23:22] » so I don't do you want to respond to that I can respond probably will stick
[23:26] to I don't know who the question goes to so anyway
[23:29] » yeah yeah through the merit accounts for trendetta there's there's there has been
[23:32] about six municipalities that have been taken advantage of this service um
[23:36] there's six of them um so if we wanted to join then we would be the seventh
[23:42] right that's taking part of that. So every every municipality the region is
[23:46] offering this service to each municipality.
[23:49] So there's se six municipalities Lincoln, Grimby,
[23:54] St. Catherine's, Neran Lake, Niagara Falls, and Thorald that are currently
[23:59] offering this enhanced service for flood related damage. So through you, Madame
[24:03] Mayor, I do know a few residents that were affected from the flood like
[24:06] massively, especially around the grassy area in my my ward, but I don't know if
[24:11] it's the whole of West Lincoln. So >> we have in town residents. We have some
[24:15] residents outside from other other parts, other wards that we've heard from
[24:19] as well. Okay. >> But we don't have great data yet. So
[24:21] we're still encouraging residents who have suffered flood damage to make sure
[24:25] that they report it because we are trying to collect that data.
[24:28] » So how's the messaging through Madame Mayor CE or director getting out to the
[24:31] residents? That's going to be the week of August 17th after we leave here
[24:34] today. >> Well, that's a really good question
[24:35] because I presume that a press release will go tomorrow and then we'll be
[24:39] hitting social media and then it will be word of mouth. But residents online are
[24:42] already asking what about West Lincoln? You know, what's West Lincoln doing? So,
[24:46] I'm sure they're anticipating some kind of a response.
[24:50] » So, it's free dumping for a week next week.
[24:53] » Flood related. Flood related. So, you know that.
[24:56] » Wow. How do you know it's how >> how do we know like what's flood related
[25:01] and not? >> Well, it's [snorts] probably going to be
[25:02] wet and mildwy and I'm sure that they will be checking before they admire
[25:06] » going by the honor system is what I hope residents will be doing. So, that's what
[25:09] I'm >> Well, we hope so. We hope that people
[25:10] won't take advantage of it just >> for the sake of taking advantage.
[25:14] » Yep. >> Okay. Councelor Bradick,
[25:18] » just a little add-on to uh councelor Trenbetta. I get I would hope that um
[25:23] the communication that goes out will um you know encourage our residents to be
[25:31] uh thoughtful about what they're putting out and that it is truly flood related.
[25:36] So it does keep the cost down to a minimum uh for the municipality that uh
[25:42] certainly you know $40,000 as we all know is a huge part uh hit on our tax
[25:48] levy. So, uh, I'm hoping the social media wording can, uh, um, capture that
[25:56] a little bit. >> Well, and and some of the
[25:58] municipalities, of course, that have been harder hit also were hidden to the
[26:02] point where they were able to declare a state of emergency. We weren't at that
[26:05] level. And so, there will be no other relief. It will be it will be our cost
[26:09] for sure if we're providing this to our residents. Councelor May
[26:13] » through you, Madame Mayor, to uh our director. How do they determine the need
[26:18] in terms of trucks and how much garbage additional they're going to pick up?
[26:22] Like how do they come up with those numbers as to what they actually need?
[26:29] » Uh through the merit council made Chuck. Um, as I mentioned in my comments, it's
[26:35] hard for us to gauge that, but uh, since the region in discussion with their uh,
[26:41] waste management service provider and they have been doing it, they have been
[26:45] doing this for the past couple weeks and other municipalities. So, they're just
[26:49] kind of giving us some uh, benchmark estimates of how much extra trucks we
[26:54] would need and how much estimated tonnage uh, this service will bring in.
[27:00] So it they do have some benchmarks just based on the last week or two of service
[27:05] in other municipalities. Um again right now they're all estimates but uh Niagara
[27:11] region has provided us with those types of figures based on their past
[27:16] experience over the last week or two. >> Okay. Anything further from anyone?
[27:22] Councelor Chop. Madame Mayor, uh uh on the idea of of the flood issues,
[27:28] certainly [clears throat] there was um I've received a number of of emails, no
[27:33] texts, and uh uh a couple of phone calls, and I know that councelor uh
[27:39] Bradick and I received a couple of very worried people asking how they would
[27:44] find out whether or not could we write a letter to NPEI since uh that would maybe
[27:50] be the best place to get awareness of any grants by by hydro that would offer
[27:57] equipment that would be battery operated for sump pumps. Uh with the fact we were
[28:04] we had the downpour but then had a blackout at the same time. A number of
[28:09] people have uh have indicated that it was worrisome and some of these people
[28:15] are of age where taking a bucket to the sump pole and carrying it outside may
[28:20] not be their number one activity. uh but it there have been grants out there from
[28:26] the util from utility companies or from hydro one about such things. We just
[28:31] wondered if there was anything out there if our staff could take a quick look and
[28:34] report back to us so that uh the community at large might know if there
[28:39] was a any more incidents like the one we've just experienced.
[28:44] » Okay. >> So I don't need a motion. And I was just
[28:46] thinking if stack would take that as direction and perhaps come back to us
[28:49] » and the CEO would like to speak next too because we had some other inquiries
[28:52] about about backup valves and that kind of
[28:56] » floor valves and stuff. I did have some I did have I I missed my p point on
[29:00] other business that I promised the chamber I would do. So if you could just
[29:03] go back >> I'll come back. We're still we're still
[29:05] there. So I'll come back to you. Okay. Mr. CEO.
[29:09] » Uh thank you Madam Mayor and and through you to councelor Shichuk. we will uh
[29:13] we'll get in touch with NPI and see if there's anything through them uh that
[29:16] might uh help residents with relief on uh the need to do some some battery
[29:22] backups on some pumps and whatnot. We're also taking a look uh through the
[29:25] buildings division uh at a potential for a program on uh back backwater flow
[29:31] backflow valve prevention. I keep I keep missing the mark on the name of these
[29:37] things, but but uh buildings is going to be bringing a report to see if there's a
[29:40] subsidy program that we can uh provide to uh residents with older homes. Uh
[29:45] newer homes are built with these in it, but it's an important um mechanism to
[29:49] prevent the storm water backup in the house. Um the other item I just wanted
[29:53] to to to raise to council, the amount of uh dollars that we're talking about is
[29:57] outside of uh administration's uh delegated authority to make a budget
[30:01] amendment. So, we would be looking for a resolution from council tonight and I
[30:05] believe Mr. Paleob has some wording prepared just to get uh a resolution in
[30:10] place that this is a on on the waste pickup the additional pickup. Yes.
[30:15] » Thank you. That was my next Well, thank you for the lead in. Mr. Clerk, I we did
[30:19] discuss today whether it was just direction from staff and or whether we
[30:23] needed a resolution, but but based on the amount. Thank you for that. Go
[30:26] ahead, Mr. Clerk. >> Uh through the mayor, uh I'll read the
[30:29] resolution as follows. that administration be directed to implement
[30:32] a one-time only enhanced collection service increasing from three bags to
[30:36] five bags for the week of August 17th, 2026 in which the cost to be absorbed
[30:41] through the year-end surplus >> doesn't include the tipping
[30:48] » uh through the chair weekend include the tipping uh portion. um that
[30:52] administration be directed to temporarily wave the tipping uh fees at
[30:56] local landfill sites during the week of August 17th, the same as the first for
[30:59] West Lincoln residents. >> Thank you. Because some people are
[31:01] actually doing their cleanup and things on their own and so need to be able to
[31:06] waste. >> Yeah.
[31:08] » And it does say flood related in there somewhere. Can we see the resolution
[31:11] please? >> Okay. If there's a way to actually see
[31:15] it and then we can look at whether that's really what we're looking at,
[31:18] that would be better.
[31:23] Sorry to add that extra element to your workload there, but
[31:40] » okay. So, there's no way to display it without opening the vote. So, we need to
[31:43] have a mover, >> councelor Trombetta, and a seconder,
[31:48] councelor Chich, and then when it comes up, we have an opportunity to look at it
[31:54] before you vote and make sure that it is actually what it is that we want it to
[31:58] say. >> I think the social media characteriz
[32:03] what's going on there for this motion. So, this motion,
[32:10] » it's passed. Then it's up to the social media madam mayor.
[32:14] » Well, we want to make sure that we're giving proper direction though to that.
[32:17] So, >> would you like to
[32:20] » um >> Yeah.
[32:23] » Well, I think we're ready to open the vote. Is there any further discussion on
[32:25] it before the vote gets opened? I think we're ready. Okay.
[32:27] » I think we just need to vote. >> Well, let's see it.
[32:31] » We still have a chance to amend it before we vote. So, don't vote just yet,
[32:35] but look at it to see if that's what you want.
[32:39] » I voted. Oops. [laughter]
[32:46] » Okay. So, it's definitely and it does say affected by flooding. So, we're
[32:49] good. I think >> remove your
[32:50] » It's Sorry, It is [clears throat] It
[32:54] is a broad statement because it doesn't really classify that we want that honor
[32:57] system in there. So, maybe we should have
[33:00] » Oh, you agreeing with what I'm saying? >> No, you bouncing that back at me. The
[33:04] resolution doesn't need that characterization, but we do need to make
[33:07] sure that it's related to flooding and that it's that week and that exactly
[33:11] what the limit is. So, >> it does say flooding in the motion on
[33:13] both both recitals. So, it's just we hope that people will be the honor
[33:18] system. >> Okay.
[33:20] » Okay. >> So, councelor may
[33:22] » she has a question. >> She has a question.
[33:25] » Take my question. >> Would you like to give your own question
[33:29] for her, please? Councelor Bradick. >> Microphone.
[33:33] I only ever put out one. Thanks, Bruce. I only ever put out one bag of garbage,
[33:40] but I believe the limit is two bags every two weeks, not three.
[33:45] » Two to five. Clarify that. >> Yes, through the mayor. Uh, councelor
[33:51] Bradick is right. Your limit is two bags by weekly. So, the enhanced service
[33:57] would be five bags for the week. So, you're increasing the two bag limit to
[34:00] by three bags to five bags. I'm not sure what the motion says there.
[34:05] » So, it does say increasing from three bags to five bags for the week.
[34:10] » I can change that. >> And so, so next week is a garbage week.
[34:16] So, um >> two,
[34:19] » yeah, >> last week, this week, this week that's
[34:24] coming is not garbage. Next week is garbage again. So, Do we have
[34:28] » Okay, so it's been corrected to say two bags to five bags. It does indicate the
[34:32] week. Is there anything further about that that we don't like?
[34:37] » Councelor May, is this your own question this time?
[34:40] » It was kind of like I was trying to clarify before, but anyways,
[34:44] » you need your microphone. >> It was a good question. Um, no, I'm
[34:48] okay. Thanks. I'm fine. [laughter] I'm fine.
[34:51] » Okay, then please vote now. I think this has been a
[35:00] Okay, generally speaking, we want to help our residents where we can. So, um,
[35:04] and that carries. So, I'm going to go back to the first
[35:10] member of council other business because councelor Chich realized that she had
[35:14] neglected something. So, go ahead, councelor Cho.
[35:17] » Sorry, Madam Chair. Uh, it's Pardon me, Madame Mayor. Um some a a few months ago
[35:25] the chamber um hired a new executive director who's not been formally
[35:30] introduced to this council or the community but has been meeting with a
[35:33] lot of people within the community. Her name is Jennifer Santos and um if you
[35:39] haven't met her, you'll soon see her at some of the new activities. First of
[35:43] all, the website for the chamber has been totally revamped and and has a new
[35:47] very professional look and I congratulate the chamber on that. Um,
[35:51] and there are three events that are coming up. One is this week, and I said
[35:55] I would pay uh just make quick note. The Women's Network is meeting this
[36:00] Thursday, August 13th, from 8:30 to 10:00 a.m. Um, that is at Mingle Hill.
[36:06] There is breakfast at the Legion on September 16th at 7:30 to 9:30. That's
[36:12] being held at the region. And the business awards are October 22nd.
[36:17] That's the runup to a very very special day for some people here and that is
[36:22] from 6:00 to 9:00 and it is at the fairgrounds in West Lincoln.
[36:28] There's been some concern about finding appropriate
[36:30] » Can you comment? Go ahead, councelor T. >> You know what? It took many years to get
[36:34] it back in West Lincoln and I'm glad to see the chamber has heard my
[36:40] » I guess uh how would I put it? I guess >> yours and many comments [laughter]
[36:45] were made loud and clear at council and they've listened to our comments and I'm
[36:49] glad that is now back. >> So am I ma madame mayor through you to
[36:54] councelor trumpetta. It has been a number of years where I've had to take
[36:57] that message back to the chamber as our as our liaison with them.
[37:01] » But you know I just want to add that it wasn't just me. I had the support of
[37:04] council with me. I don't want to just blame blame my say to say it was Jason
[37:07] that no you guys all supported that together
[37:11] » and members of the public also indicated their desire to see it remain in West
[37:15] Lincoln. I thank the council. >> Thank the members of council here that
[37:18] you know agreed with everyone around that.
[37:21] » It'll be a wonderful event as was the mayor's breakfast this year which you'll
[37:24] remember this year and last year. We're both in West Lincoln which was great.
[37:27] use the agricultural society's facilities,
[37:30] » great facility to do these things and I think the the chamber has heard us well
[37:35] and I just want to compliment them on the amount of work they put into in a
[37:39] very short order to all of their events as well as to their website and uh it's
[37:44] actually quite impressive. So >> please go back and say thank you for
[37:47] myself and whatever I'm sure they'll hear. Well, I'm glad they Yes, it is.
[37:51] Thank you. >> Okay, Bruce, you can turn them off.
[37:53] » Thank you. >> Okay, thank you then. So that takes us
[37:56] to bylaws and councelor Bradick you have bylaws this evening.
[38:00] » Uh yes madame mayor moved by myself one that leave be granted to introduce bylaw
[38:06] 2026-33 2020
[38:10] 2026-34 2026-35
[38:14] 2026-36 2026-37
[38:20] and 2026-38. And the same shall be considered to have
[38:24] been read a first, second, and third time with one reading, and are hereby
[38:29] adopted. And two, that the mayor and clerk be and are hereby authorized to
[38:36] sign and affix the corporate seal thereto any rule of this council to the
[38:41] contrary notwithstanding. >> Thank you. And someone to second bylaws,
[38:44] please. Councelor May. Thank you.
[38:50] Any questions about bylaws? No concerns. Okay. Then we will look for
[38:55] the vote. Mr. Clerk, please. >> September 14th.
[39:03] » And so that also carries. And so now we are just before adjournment and my
[39:09] comments were regarding Bruce as well. This is Bruce's last meeting. He's been
[39:13] since the beginning of COVID and we went onto a streaming method of making sure
[39:18] that our community um would be able to view meetings. He's been regularly um
[39:23] and faithfully um working on our behalf. Um so Bruce is moving on, you've heard
[39:30] that already from some members of council, um to a new and exciting
[39:33] adventure on the East Coast. And we certainly thank you, Bruce, for all of
[39:36] the work that you've done on behalf of West Lincoln. wish you well in your new
[39:40] adventure and um certainly um September 7th I think is the date that you are
[39:46] actually moving on. So best of luck with that and thank you from all of us for
[39:50] the work that you've done for us. >> Thanks Bruce. [applause]
[39:57] » And so at the hour of 7:45 I will adjourn this meeting. Thank you.
