[2:50] therefore the the two-hour delay. And with that, we're going to we're going to

[2:54] jump right into it. The first on our agenda is our national

[4:42] for their many and continued displays of friendship. We also thank all the

[4:47] generations of indigenous people who have taken care of this land for

[4:55] item is the adoption of the agenda. The recommendation is the council of

[4:59] Township Way Region approved the January 14th, 2026 agenda. Can I get a mover in

[5:13] going to recognize that it is as written is going to be a little bit

[5:25] specific to two zoning amendments. And that public meeting will begin at 4:45

[5:30] p.m. So, wherever we are at, we will either come back to that 6.1 or we'll

[5:36] interrupt where we're at and go to that 6.1 at 4:45 p.m. And then, uh, you will

[5:43] see in the report section 9.1 and 9.2, these are the actual resolutions. Is

[5:51] that right, clerk? Resolutions. These are the two resolutions that are

[5:55] specific to that public meeting. We can't hear those recommendations until

[6:00] after the public meeting. We've had the opportunity to receive public input. So

[6:03] 9.1 and 9.2 will follow the public meeting at 4:45 p.m. So you

[6:10] can see the agenda may get we may be going back and forth, but uh that's the

[6:16] intent is just to make sure again it really comes back to we want to make

[6:19] sure that the public has as much opportunity to attend. Therefore, public

[6:24] meetings are 445 and the resolutions as a result will

[7:11] session of December 11th, 2025, understanding that they remain

[7:14] confidential. The close this the close session

[8:13] meetings uh the next one is January 15th but none of them all of our meetings are

[8:19] now online due to weather. We can never tell if it's going to be good weather or

[8:24] bad. So and we come from a large area so we have opted to go through online um

[8:36] wershed council, you can contact them for the information. But the next

[8:49] disclosures of interest. Is there any disclosures that any member of council

[9:02] the presentations. As I mentioned earlier, we are going to jump 6.1 and

[9:06] come back to it at 4:45. So that leads me into the mayor's

[9:11] address, which is item number seven, and I emailed it to myself again.

[9:23] I've received a lot of emails uh since uh this morning.

[9:39] Okay, so welcome back to the council chambers even though you've already been

[9:42] here for 3 hours and 10 minutes. Uh I hope everyone enjoyed their holiday

[9:46] season and a happy new year to all. Uh it's been five weeks since our last

[9:51] regular council meeting um uh and regular scheduled council meeting. And

[9:57] while we've had a couple special meetings and budget committee meetings

[10:00] during the time, this is really the first formal mayor's address that I've

[10:04] been able to provide for a while. Uh first item I wanted to talk about was

[10:09] just upcoming conference and the delegations. This weekend from Sunday to

[10:13] Tuesday, four members of council will be attending the rural Ontario Municipal

[10:17] Conference and Councelor White, myself, Councelor Olmstead, and councelor Trim.

[10:22] Um, and we have several important delegations that have been scheduled by

[10:26] our CEO. The first one is with the solicitor general. Here we'll discuss

[10:30] the affordability of the rising OP policing costs and their impact on

[10:35] municipal budgets. Even with the 11% annual increase cap that the solicitor

[10:42] general has placed on the OP budget, the pressure will remain significant to

[10:47] Whitewater region. And this meeting is going to include seven mayors that are

[10:52] served by the Renfruit OP detachment. So you can imagine this is going to be a

[10:55] very fun meeting with with seven very

[11:00] uh speakative people. uh but we're going to have at it with the solicitor general

[11:06] to make sure that he understands the impact that the OP budget is having on

[11:11] rural communities. The second one is the Minister of Economic Development, job

[11:15] creation and trade. And here we're advocating to support the market support

[11:21] for marketing the former Taminko mine, the mine site and the lands that we're

[11:26] proposing for class 3 uh industrial park. The third one is with Ministry of

[11:32] Health and here uh we were very fortunate to be able to receive an

[11:36] opportunity to request increased support for connectwell. ConnectWell is our

[11:40] primary care provider uh here within our township to improve access to primary

[11:46] care in Whitewater region and this is specifically with respect to

[11:49] infrastructure. The next one is Ministry of

[11:52] Infrastructure. I mentioned it in the committee meeting. I think this is our

[11:55] seventh uh delegation this term and here we're continuing to push for funding for

[12:00] rural water and wastewater systems and asset management in general.

[12:06] The last one is Ministry of Transportation. Here we'll be addressing

[12:10] safety concerns on Highway 17 from Cobden all the way through to CNL. will

[12:16] be joined with Pemrook and Pedawa mayors uh to emphasize the urgency uh and just

[12:22] as an example traffic through Cobden now exceeds 12,000 vehicles a day

[12:28] and with projected increases that is only going to continue to rise. So those

[12:34] are the uh upcoming uh delegations that we have booked at Roma. I'd also want to

[12:39] recognize some community recognition that we will be receiving. Um, I'm

[12:43] pleased to share that the ministry, Minister of Seniors and Accessibility,

[12:48] Minister Cho, uh, will officially recognize Whitewater Region as an age

[12:53] Ontario age friendly community on January 18th. So, I believe that's

[12:57] Sunday evening as part of the conference. Uh, and it this is a

[13:01] tremendous achievement uh, that will be recognized amongst a small group of

[13:07] other municipalities across the province. And I just want to make sure

[13:10] that we publicly acknowledge at this point the dedication of our volunteers,

[13:15] our staff who have been managing this on the sides of their desk

[13:21] and council. Um, and we look forward to being able to celebrate this milestone

[13:25] upon our return. I'm looking at councelor Trimble with

[13:29] that one. So, we'll come back to him. Uh, the next one is uh the budget and

[13:34] financial planning. So, today we've been reviewing the 2026 budget. While

[13:38] progress has been made on the 5-year capital forecast, a number of challenges

[13:42] remain. We simply uh cannot raise taxes to cover the cost of maintaining all of

[13:49] our existing assets. The continued uh we will continue budget committee work um

[13:55] as an essential uh task to prioritize projects and develop a sustainable

[14:00] capital plan. And in the weeks ahead, council will be reviewing service levels

[14:05] for our asset management plan. We also are expected to receive the

[14:09] transportation master plan which is going to be an interesting document. I

[14:14] received the one from county. It is literally 4 in thick with the

[14:20] appendixes. It is an incredible document. We'll see how good it is. Um

[14:26] they are these two the asset management plan the transportation master plan are

[14:30] critical projects that are going to shape our future and it's going to be a

[14:32] busy winter and spring. So, I look forward to working through these

[14:35] priorities together. And that ends my mayor's report. Any comments or

[15:23] recommendation to council is that the council of the township whitewater

[15:26] region enact a bylaw to update the members of the Whitewater region public

[15:49] council. The library board appointment is a is a is a report you've seen

[15:52] numerous times in the last number of years. Essentially the intent of this of

[15:56] this report is to remove uh a member a long a no longer serving member Jamal is

[16:02] the gentleman's name. Um so we'll be removing him from the bylaw as the

[16:07] appointment bylaw. So who will stand is Monica Lrada Angela Butterworth Jim

[16:12] Butterworth Sarah Low and Mary Clark and then councelor Connie White serves as

[16:17] our council member board. Mistake in the report Tabert but White will get

[16:21] corrected. Uh, so that's essentially all it is is a revised bylaw to remove that

[16:38] read this, they're only going to update their membership

[16:50] work with what they have until the next election and then try and bring more

[16:55] members on. >> Yeah. So they they actually had an

[16:57] exceedence of of min they were greater than the minimum number. So right now

[17:01] the threshold of minimum number of of members they're meeting that

[17:05] requirement. So they're not going to uh pursue the recruitment of a another

[17:09] member at this point in time. The term of the library board uh aligns with the

[17:14] term of council. Uh so it continues beyond the election. But um until we

[17:20] could you know re re recruit new members of the same members. Uh so let that no

[17:26] additional recruitment between now and the election and then we'll look at that

[17:44] Next is 9.4. This is the emergency management annual program review. The

[17:49] recommendation is the council of the township whitewater re region receive

[17:52] this report for information purposes as it pertains to the annual emergency

[17:56] management review 2025 and approve amendments to the emergency response

[18:01] plan and amend and attachments. Move her please councelor white seconded by

[18:07] councelor trim. Back to our CEO.

[18:10] » Yeah, thank you. Thank you mayor. Um, so the the CEMC, the community emergency

[18:16] management coordinator being our clerk. She also serves as the CMC for the

[18:20] township. Uh, their their their role and responsibility is to facilitate and

[18:23] implement a wide variety of initiatives and ongoing activities to strengthen our

[18:28] emergency management program and preparedness. Uh, one of those

[18:31] initiatives includes our emergency management plan. And that emergency

[18:34] management plan is a legislated document that we need to prepare and review

[18:38] annually and send it back up to the province

[18:42] um and to the office of the fire marshall. We do that annually as they do

[18:45] audits on all municipal emergency management programs in Ontario. So they

[18:48] audit these things. So these are requirements from the province. We

[18:51] establish CMC the programs the plans and we send it back up as annual audits. And

[18:56] I guess we spoke about weather, how it's impacting our roads. I mean weather,

[18:59] climate, I would say the weather uh is having effects on our ability to to

[19:05] manage different different uh incidents. Um

[19:11] the I will note the annual statement of compliance is must be submitted by the

[19:15] CMC declaring that the municipality has met all of our annual requirements and

[19:19] that has already occurred. Um and the intent of and purpose of this report is

[19:24] to um to receive for information purposes together with approving

[19:29] amendments to our emergency management plan. That long document attached to the

[19:33] report um is the uh emergency management plan and it's together with the bylaw at

[19:39] the end of the at the in the bylaw section of the agenda. Uh so just

[19:44] highlighting a few more things. Uh so when we talk about emergency management

[19:48] for a municipality there's sort of two groups our municipal emergency control

[19:53] group and they are responsible for the direction and control

[19:58] um of emergency response during an incident the MECG that's one group

[20:04] incident happens we activate the MECG and then they sort of manage the

[20:09] incident and and uh the response to the emergency and then we also have the uh

[20:14] municipal emergency program committee and that

[20:18] committee is different than the MECG MEPC. Uh they guide and oversee the

[20:25] development implementation of the township's emergency management program.

[20:29] So uh the committee has reviewed the changes to the emergency management plan

[20:33] together with the additional uh cyber incident emergency plan and the HIRA.

[20:38] The oh hyra what does that mean again? In any case, the Hyra, it reviews uh

[20:44] critical infrastructure, an evaluation of different uh

[20:49] emergencies that may happen. Um in any case, so the committee together with uh

[20:55] the control group have reviewed these documents and they're essentially

[20:58] accepting the changes and sort of recommending to council the approval. Um

[21:03] the last thing to note here is that annually as part of this requirement

[21:08] from the province, we have to hold a um a tabletop exercise to make sure that

[21:13] all of our uh positions are ready to respond to emergencies. So that was held

[21:18] on October 23rd and it was done uh in in in collaboration with the county of

[21:23] Renfruit. It was a countywide communication out outage was a tabletop

[21:27] exercise. So we responded quite well to that. uh there was a a debrief after and

[21:33] uh and and we're working uh with the county and everybody on that. So, uh

[21:37] we've met our compliance requirements and we're just proposing some some

[21:40] additional uh appendices to the emergency response plan. Uh and that's

[21:46] for members of council to consider. Hyra means exactly what, Merrick? I seen

[21:51] you typing

[21:55] » hazard identification and risk assessment.

[22:01] Good. Thank you, CEO. That is a a very uh long attachment. Um Councelor White

[22:07] is our council lead and chairs the and I've lost the name already because I

[22:13] flipped over municipal emergency program committee. So, she has taken the lead in

[22:20] um as part of this with the staff to propose these uh amendments uh to our

[22:26] policies. So, with that, I'm going to go to her as our mover first. Is there any

[22:32] » Um, if anyone wants to read the document and uh provide any updates, sure, go

[24:37] And it'll tell you these are the decisions you need to start to make. And

[24:41] it's supposed to be able to the policy is supposed to give us that guiding so

[24:44] that you don't have to worry about it and know everything.

[24:52] that's produced. We approve it, but that's why the policy exists. Good. No

[25:30] bylaw to amend the procedural bylaw to reflect changes including definitions

[25:34] orders of business and regular meeting times. Uh mover and a seconder please.

[25:46] noted that this is the procedural bylaw that um that has been presented to

[25:51] council I think about four times. This will be the fourth time perhaps. uh the

[25:54] delegation of authority bylaw together with the procurement policy bylaw uh

[25:59] were both adopted I think it was in December the early meeting in December.

[26:03] What was the outstanding item was this procedural bylaw and ultimately the

[26:07] reason why it was taken back to staff and and now returned back to council is

[26:11] there was some housekeeping uh changes that needed to be reflected. So, I think

[26:15] there was like a couple provisions that for some reason were got pulled out, but

[26:20] now they've the version that's before you is the clean final version. I

[26:26] believe the highlighted changes are in the one that's attached to your your

[26:29] report and then the bylaw has the non- highlighted one. Maybe it is still

[26:32] highlighted. I'm not sure, but this is the final version um for for your

[28:29] surplus to the township's needs and authorize its sale to Paul Jerva for the

[28:34] purposes of lot addition and two enact a bylaw for the purposes of stopping up

[28:42] closing the road allowance pursuant to The Municipal Act 2001 SO201C25

[29:21] this is is that uh it's another portion of the unopen road allowance uh that we

[29:26] sold to a Mr. McBride a few months ago. He had purchased this unopened road

[29:31] allowance that is near La Kul Kulange Lake Trail. Um when we did the surveying

[29:39] we knew there was interest from an adjacent land owner, Mr. Jerv Paul Jerv.

[29:43] Uh so we also surveyed that same road allowance at the waterfront portion of

[29:48] his property. Uh so we we connected back with Mr. Jerv and he continues to show

[29:53] interest and he he's requested that we proceed to council for approval. Um, so

[29:58] the uh uh the same terms apply to Mr. Dur that applied to the neighbor. Uh,

[30:05] that being that they're prepared to pray pay a sales price of uh of f in this

[30:12] case it's $5,514.50. It's it's a little bit larger than Mr.

[30:17] McBride's property and we use M Mr. McBride's property as the basis of the

[30:21] value per square meter or or acre. Uh so just just over $5,500. Uh Mr. D will be

[30:27] responsible for a proportional share of the costing so of the surveying rather

[30:31] and he'll pay for his own legal. So um the uh the actual money generated uh

[30:38] will be $5,500 plus a bit plus a portion of surveying and he'll pay for his own

[30:42] legal. So uh staff are fully supportive of this and uh and we're prepared to

[30:46] move forward

[30:51] and we're almost there. Third page. Thanks. I can There you go. Uh, so here

[30:56] we have it. Part three is the one in question.

[31:00] Uh, part two is like a strip of land that we will retain because there's this

[31:04] block 23 that is owned by a corporation and and Mr. McBride's trying to purchase

[31:10] it. And if he purchases that block 23, that little strip, then he might

[31:14] approach us to buy part two to add to his land. And in part one is the

[31:19] property that we have already sold to Mr. McBride. In fact, the transfers

[31:22] occurred. we've received payment for it. So part one's been sold to Mr. McBride.

[31:31] block three is the portion to Mr. Jerv. Um if this is approved it it probably in

[31:36] the next two or three weeks it'll be finalized.

[31:40] The only thing I would add is that we don't uh we we have in the budget under

[31:45] revenue sale of land and we we collect that money and we put it in that budget

[31:49] line. Uh I'm not it goes against the operating costs I think. Yeah, against

[32:29] River, but before it gets right into the Ottawa River, it goes in and out of the

[32:34] water. And that's what's happening here. And so it's it's not useful. It's it's

[32:40] not like other road allowances going to water. This one goes in and out. And so

[32:46] it is a good it it it's a good sale. It's not it would never be useful to to

[32:52] uh the council uh to the township. And so as the CEO has said, part one has

[32:58] been sold and and uh it ends up in the water and part three is going to be sold

[33:06] after we approve and it ends up in the water. Now, part two, I think uh and the

[33:12] planner or uh CEO could correct me. I think it's it's been put there as access

[33:19] to the lots above in this map that you don't see that don't have access to the

[33:25] water. And so, I don't know if Mr. McBride is able to buy uh block 23.

[33:36] from us, we should offer half of part two to Mr. Jerva.

[37:13] the recommendations from the budget committee as presented. Receive the

[37:22] committee. And three, enact the bylaws to adopt the mayor's 2026 budget as

[37:27] presented. A mover. No. Yeah, I need a mover and a second here, please. Moved

[37:41] could lead with um the language is being supported through the strong mayor's

[37:46] legisl we're meeting the legislative requirements through this language.

[37:50] » Sure. Um so yeah, so this report just is to actually bring the budget uh into

[37:55] council. So the through the strong mayor's powers, the mayor's budget is to

[38:00] be created. Uh a little bit of a change here, the fact that we have a committee

[38:05] uh to do it. So council's already seen it, but this is the formal introduction

[38:09] to council. Um council then has a period of 30 days to amend that bylaw or that

[38:16] uh that proposed budget. Uh bring amendments forward and then get try to

[38:21] pass those. and then the mayor has a period to in order to veto those those

[38:26] said changes and we can go back and forth until it's finally approved and

[38:30] passed and when the budget is settled out. Um, so the the mayor has already

[38:34] through his uh direction or mayoral direction shortened his veto period down

[38:39] to 10 days. Uh, off the top of my head I do not Oh, zero days. That's right. From

[38:43] 10 days. Thank you. Um, so he's not going to veto. So now there if there's

[38:47] any changes to be made by council, the period starts today. The proposed piece

[38:52] today is that we've brought forward the uh full uh agenda or the full package uh

[38:58] with a bylaw. So in being deemed adopted today by adopting the bylaw or approving

[39:03] the bylaw um it is then deemed approved by the mayor and adopted by council. So

[39:10] the 30 days is gone. There's no more room for amendments all that. It is it

[39:14] is finalized. The is the end of the process. Um the main part of the budget

[39:18] has not changed from the the core elements of the municipal act which is

[39:22] where the funds need to be generated and created uh to fund the the operations of

[39:26] the township. So we still meet all those guidelines. Uh it's just that new piece

[39:30] that was implemented in for the 2026 year with the strong mayor powers that

[39:34] created this change of how the process of the budget actually goes through. Um

[39:38] so the start of my report just talks about the same thing we've talked about

[39:41] before which is a synopsis of the the mayor's directions uh the 4.2% overall

[39:46] for uh for capital overall upset limit of 7% for the entire budget 3.4%. Uh so

[39:53] we've settled it set at 5.8% 8% as current uh as put by the committees. Uh

[39:59] the committee we met met uh three times to deliberate the budget then had a

[40:03] public meeting with the f fourth fourth meeting being today um uh prior to this

[40:09] meeting. So you'll see uh the following recommendations were developed uh so

[40:15] that the mayor uh 2026 budget uh for capital operating and user fees be

[40:20] presented and finalized by the budget committee amend uh and adopt or and

[40:26] review the uh following policies which was the reserve policy debenture policy

[40:29] tangible capital asset policy investment policy and surplus equipment disposal

[40:33] policy and then continue the development of the 10-year capital plan based on

[40:37] funding for the 2026 asset management plan. Uh I'm just bringing those back

[40:42] into um this report as this is the formal uh part where council can support

[40:48] those those recommendations. Um so the engagement was through uh the

[40:53] senior management team and senior leadership team which compiled the data

[40:57] and then presented to the budget committee. Uh the details came from such

[41:01] things as the strategic plan, the strategic direction, our water

[41:04] wastewater study for 2025, uh the 2022 asset management plan, and then all of

[41:08] the building condition assessments that have been completed by the township. Uh

[41:12] so the final uh number that the the committee has u had approved and

[41:17] recommended to council is 5.8% total levy increase, 1.6% for operating net

[41:23] growth, 4.2% 2% for the general capital levy,

[41:26] 5% for water and 4% for sanitary wastewater. And then you'll note that

[41:32] the uh attached to the report is the schedules uh but you've already been

[41:37] provided them as paper form attached to the bylaws. Uh the schedule A is your

[41:41] operating capital budget which is the consolidated one. Um then schedule B is

[41:46] water, schedule C is wastewater, and then schedule D is the actual capital

[41:50] project listing as well as where they're funded from. um like their funding

[41:54] allocations uh and the indicating if it's debentures or unfunded or alike.

[44:42] note that I sent you. So, the advocacy note that they are um advocating for at

[44:48] Roma. Um but this is just their December newsletter. The second one is the real

[44:53] estate market activity. Again, for your information, just to get an idea of days

[44:57] on the market, um average sale prices, etc.

[45:02] C, which is the 2025 uh county council year in review. This

[45:07] is a new initiative that uh the CEO Craig Kelly has done up. Think of it uh

[45:12] think of what our CEO does in a quarterly his quarterly reports back to

[45:15] council. Same idea except the county did it as a whole year. So in there, very

[45:22] informative. If you have a chance or an interest level, get through it. Uh, the

[45:26] one that I will bring up to you that I'm I I'm proud of and will hopefully see

[45:32] ground cut next year is the new Whitewater paramedic base that'll be

[45:36] coming in. So, the property has been transferred. So, the new paramedic base

[45:41] will you should start to see construction as soon as the frost is out

[45:43] of the ground and of course the building permits are authorized by staff.

[45:49] U, but if there's any questions or any issues that you have going through that,

[45:55] going to go through it in detail. The last one is the Eorn update, the Eastern

[46:00] Ontario Regional Network update. Uh, now I do have uh something I want to add and

[46:25] Okay. So, Eorn, which is the Eastern Ontario Regional Network, their mission

[46:29] uh in life for the last number of years has been to install cell towers to

[46:34] increase connectivity, cellular connectivity across eastern Ontario. So,

[46:39] they provided this map to us of exactly where the cell towers are in Whitewater

[46:45] region. And you can see there are two, four, six, eight towers. The orange ones

[46:53] are new. The two green ones were existing prior to the project. So all

[46:57] they did with the green ones is they updated those towers. They put updated

[47:02] hardware on the existing towers. The orange ones are all new builds. And at

[47:08] the time that they provided this update to me, there was five live.

[47:13] Those are the ones with the black around the orange star. And the last one to go

[47:17] live was the one I want to say curline and intersection of curr and magnesium.

[47:24] Uh and over the Christmas holidays curr and magnesium went live. So as of 2026

[47:31] all eight of our towers are now live and operating.

[47:36] And someone says to me, someone has said they've looked at the map and said, "Oh,

[47:39] what about the guys on the other side?" There are towers in every municipality.

[47:43] I just they didn't include them in this map.

[47:46] The unique thing and what you will get phone calls about and I just want to

[47:50] reiterate it again for the public uh because even councelor White and I had a

[47:54] conversation already. These are Rogers towers with Rogers systems on it. They

[48:00] installed these with a $300 million grant. 150 of it $300 million was the

[48:07] cost to put all of the towers in across Eastern Ontario. 150 came from Rogers,

[48:14] 140 Yeah. 140 came from the provincial and federal governments and then 10 came

[48:19] from the counties. So they are Rogers assets, which means

[48:25] they have Rogers systems on them. So if you've got a Bell

[48:30] or Telus system, you're not going to get they're like

[48:35] these towers are like they don't exist except for one purpose and that's 911

[48:40] access. Any tower of any system will take a 911

[48:44] call. So in terms of emergency access in Whitewater, 100% there. You can dial 911

[48:52] from wherever and you're going to hit one of these cell towers.

[48:55] But if you're not Rogers or one of Rogers subsidiaries, I can't remember.

[49:00] Photo and Chatter I think are the two, you can't use it for cell data.

[49:07] So residents will have the choice. They can either advocate to their own company

[49:11] and say, "Hey, you got to put a tower in my community. You got to put a system on

[49:14] the Rogers tower or I'm switching providers." Or they switch providers.

[49:20] That's how this is going to happen going forward. the agreements that were it's

[49:24] part of the Eorn construction of these towers is one they will accept other

[49:29] businesses to put systems on their towers at a cost and two we also have

[49:35] the ability to put other assets on these towers. So county road network radio

[49:40] system, fire radio system, ambulance radio systems, they can all manage off

[49:46] of these towers. So, it is a plus and it's incredible to see this $300 million

[49:52] project finally come to fruition. I live at the very point

[49:56] » where there's nothing >> where there was nothing before. So, I'm

[49:59] very very happy as as I expect most of my neighbors are. So, good. Does anybody

[50:05] have any questions on that? Because you will get as you know people drive by the

[50:08] tower and get no bars, you're going to get a phone call. Councelor Trim,

[50:12] » I I don't have a question really [clears throat] because I think this was

[50:15] all you did a good job of explaining to us over time and so yes, there are uh

[50:22] questions in the community, but people are understanding what's happening now.

[50:28] But I have just an interesting thought and that is I'm wondering if these

[50:34] towers that we finally have gotten over many years in some ways may be obsolete

[50:40] because Rogers and I know Bell is working on it too. Satellite system for

[50:45] cell phones uh where you don't need towers. So it it's just interesting. I

[50:51] think that satellite system for cell phones would be more expensive

[50:54] initially. Uh but um uh recently Rogers want invited you to try it for a month

[51:00] for free using any phone just uh just use it. So I mean that's an interesting

[51:07] development I think but it's just a comment Mr. Mayor.

[51:11] » Yeah good councelor Moore >> I am on a sister company pho therefore I

[51:19] receive a service. So I was quite excited to get three bars instead of

[51:22] none. And then as soon as I got three bars, I started getting the phone calls

[51:26] for me to upgrade. So, but I haven't. I'm quite happy with the service I have,

[51:31] but um it just seems kind of funny that now, okay, the push has gone to

[1:43:50] meeting for Wednesday, January 14th. It uh is now 4:44

[1:43:56] p.m. and we're going to just call ourselves back into order. We had a a

[1:43:59] recess. Uh today is a bit of a convoluted um agenda just because we

[1:44:05] have included a public meeting and uh what we had done before when we started

[1:44:10] the meeting at 3 p.m. is that we went through all the all the possible agenda

[1:44:14] items that could be addressed before uh 4:45 which is our scheduled commencement

[1:44:20] of our public meeting and we're going to come back to that now. So, um,

[1:44:27] this point we're going to do item 6.1 in the agenda, which is a public meeting.

[1:44:32] And to remind those folks that might be watching, a public meeting is a

[1:44:36] requirement under the planning act. We insert it as as its own meeting within

[1:44:41] our regular council meeting. Uh therefore, we'll be calling the public

[1:44:45] meeting to order here at 4:45 p.m. And it's to hear comments

[1:44:53] and receive information from the public regarding two proposed applications

[1:45:00] to amend the township of whitewater region zoning bylaw in accordance with

[1:45:03] the planning act. The motions respect with respect to these two applications

[1:45:09] are posted in the report section at 9.1 and 9.2. 2, but they will not be

[1:45:13] discussed until after the public meeting is has been completed and we received

[1:45:18] any and all feedback from the public on these two applications.

[1:45:22] At this point in time, I will hand the public meeting over to our planner, Mr.

[1:45:28] Baird. Um, so as per the planning act, if any

[1:45:32] person or public body body does not make an oral submission at the public meeting

[1:45:36] or make written submissions to the township of whitewater region before the

[1:45:40] bylaw is passed, the person or public body is not entitled to appeal the

[1:45:44] decision of council of the township of Whitewater Region to the Ontario Land

[1:45:48] Tribunal. The person or public body may not be added as a party to the hearing

[1:45:52] of an appeal before the tribunal unless in the opinion of the tribunal there are

[1:45:57] reasonable grounds to do so. Under section 34 subsection 11 of the planning

[1:46:02] act, if council decides to refuse an application or refuses or

[1:46:07] neglects to make a decision on an application within 120 days of the

[1:46:11] municipal clerk receiving the application, the applicant or the

[1:46:14] minister of municipal affairs and housing may appeal to the tribunal by

[1:46:18] filing an appeal with the clerk of the municipality.

[1:46:22] Section 34 subsection 19 of the planning act states that not later than 20 days

[1:46:26] after giving not giving of notice of passing of the bylaw, the applicant, any

[1:46:30] person or public body who made oral submissions at the public meeting or

[1:46:34] made a written submission to council before the bylaw was passed or the

[1:46:37] minister of municipal affairs and housing may appeal to the Ontario Land

[1:46:40] Tribunal by filing an appeal with the clerk of the municipality.

[1:46:46] » Excellent. Thank you for the fine print planner. uh an important aspects and if

[1:46:52] there are questions about that the public we please encourage you to speak

[1:46:55] with the planner he and and another members of the staff can give you the

[1:46:59] detail on on what that might mean in your specific circumstance. So with that

[1:47:04] we are going to move on to the the first of our two zoning amendment

[1:47:08] applications. The first one is zoning amendment D14

[1:47:12] 218 and the address in question is 622stead Jeffrey Lake Road. and I'll ask

[1:47:18] the planner to give us an overview of the proposal.

[1:47:23] » Um, so the present application has been

[1:47:27] submitted by JP2G Consultants on behalf of Donald Parsons for the property known

[1:47:31] as 622 West Me Road. The purpose of the application is to seek a zoning bylaw

[1:47:37] amendment to reszone portions of the lands from rural to three sight spec

[1:47:42] specific zones being a rural exemption 79, rural exemption 70, rural exemption

[1:47:48] 80, and rural exemption 81 zoning. At the October 16th, 2025 committee of

[1:47:54] adjustment meeting, consents D10245 and D10246

[1:47:59] were approved for two not two new lot creations on the property. Uh condition

[1:48:04] of the approved consent was that the property owner undergo a zoning bylaw

[1:48:08] amendment in order to establish rear yard setbacks to protect nearby natural

[1:48:12] heritage features as was recommended in the environmental impact study prepared

[1:48:17] for the property. Uh the zone the present application is to fulfill those

[1:48:21] conditions. [sighs] Uh the proposed zoning bylaw amendment

[1:48:26] is consistent with the provincial planning statement 2024. uh section 4.1

[1:48:31] subsection 8 of the PPS prohibits development or site alteration on lands

[1:48:36] adjacent to natural heritage features including in this case proincially

[1:48:41] significant wetlands unless it has been demonstrated that there will be no

[1:48:44] negative impacts on the wetland andor the ecological functions of the wetland.

[1:48:49] The applicant underwent an environmental impact study as noted before that found

[1:48:55] within the development constraints being opposed by the zoning bylaw amendment

[1:48:59] and the identified building area, there would be no negative impacts.

[1:49:03] The official >> Sorry, planner, just to interrupt before

[1:49:05] you mark your spot there. Don't lose it. Which um we just want to make sure we

[1:49:10] get the map up while you're talking. >> It's the Mstead Jeffrey map, right? Or

[1:50:04] which encourages lowdensity residential development. Uh the lot size meets the

[1:50:10] encouraged 4,000 square meter minimum lot size recommended in that section. Uh

[1:50:16] the official plan section 8.3 subsection 5B uh requires development adjacent to a

[1:50:22] proincially significant wetland undergo an environmental impact study um to

[1:50:27] demonstrate no negative impacts on the natural features or ecological functions

[1:50:31] of the land. As noted, the applicant has undertaken the study and within the

[1:50:36] recommended building area, um, as will be marked by the zoning bylaw amendment,

[1:50:42] there are no anticipated negative impacts. Uh, there were other

[1:50:46] recommendations made in the environmental impact study to ensure

[1:50:49] that no negative impacts um will occur and those will be enforced through a

[1:50:54] development agreement. That was another required condition of the approved

[1:50:57] consent. Uh the town zoning bylaw um the property

[1:51:02] is zoned rural and environmental protection. The rural zoning allows for

[1:51:07] residential uses. Uh the location of the proposed lots or of the proposed

[1:51:13] building envelope is entirely within the rural designation. The environmental

[1:51:17] protection is not anticipated to be impacted. Um the required rear yard

[1:51:22] setback in the rural zone is typically 7.5 m. However, in order to minimize

[1:51:27] those negative impacts um and ensure ecological functions remain intact, the

[1:51:32] zoning bylaw amendment is produ proposing a significantly reduced rear

[1:51:38] yard setback on the lots. Um for the committee of adjustment meeting, that

[1:51:43] point was to be set 100 m from the front lot line on the property as demonstrated

[1:51:48] on the map. Um so the purple line on the two lots denotes where the rear yard

[1:51:54] setback would be located and on the third lot it would be the yellow line.

[1:51:59] In this case one of the lots um being zoned to the rural exemption 79 zoning

[1:52:05] would maintain that 100 meter setback. The second lot uh which is the rural

[1:52:10] exemption 80 uh would be an 80 meter line and the third lot which is the

[1:52:17] rural exemption 81 would be an 80 m setback and a 30 m setback from the

[1:52:23] water course on the property. Um all these in order to maintain those

[1:52:28] ecological functions. Uh while these aren't exactly what was proposed at the

[1:52:32] committee of adjustment the proposed differences are more restrictive than

[1:52:36] what was initially proposed. So the township is still supportive of these

[1:52:40] setbacks. Um

[1:52:45] so the application complies with it meets all the requirements of the

[1:52:48] provincial planning statement county of Renfruit official plan and meets the

[1:52:52] intent of the township of whitewater region zoning bylaw. Thus it is

[1:52:55] planning's recommendation that the application be approved.

[1:54:48] » Uh, thank you through your worship. Um, so the present zoning bylaw amend

[1:54:54] amendment application was submitted by R. Bruce Leech on behalf of Wade

[1:54:58] Patterson uh for the property. Uh the purpose of

[1:55:02] the application is to seek a zoning bylaw amendment to reszone portions of

[1:55:05] the land from the rural RU zoning to a sightsp specific rural exemption 82

[1:55:10] zone. Uh at the August 15, 2024 committee of adjustment meeting, consent

[1:55:16] D-10-238 was approved for one new lot creation on

[1:55:20] this property. A condition of the approved consent was that the owner

[1:55:24] undergo a zoning bylaw amendment in order to reduce the required setback

[1:55:28] from an extractive industrial reserve sand and gravel um EMR-SG

[1:55:33] zone from 300 m to 0 m. Uh the zoning bylaw amendment is to fulfill that

[1:55:38] condition. Uh so the provincial planning statement outlines that mineral

[1:55:44] aggregate resources shall be protected for long-term use. However, development

[1:55:48] on known deposits on aggregate of aggregate resources and adjacent lands

[1:55:54] uh which would preclude or hinder the establishment of new operations or

[1:55:58] access to resources may be permitted if the resource use is not feasible.

[1:56:04] Under the county official plan, the property is designated as rural which

[1:56:07] supports low density residential use. The current property

[1:56:13] uh both the severed and retained lands are adjacent to lands designated mineral

[1:56:17] aggrait in the official plan and implementing the PL provincial planning

[1:56:21] statement policy. The OP requires that proposed development in or within 300

[1:56:27] meters of an area designated for future extraction must be supported by a

[1:56:31] favorable mineral aggregate impact study that confirms development will not

[1:56:35] preclude or hinder future aggregate extraction.

[1:56:39] uh in support of this requirement with the consent application uh a land use

[1:56:44] compatibility and aggreate impact study were prepared for the consent

[1:56:48] application. The report concluded that the adjacent lands have limited to no

[1:56:53] potential of being developed for future aggregate extraction primarily due to

[1:56:58] the proximity of the lake and the existing residential uses along said

[1:57:02] lake. Uh in other words, the proposed

[1:57:05] severance is not anticipated to have an impact on future sand and gravel

[1:57:09] extraction as this is the potential has already been reduced by long-standing

[1:57:14] existing development. So the consent uh would not impact the ability to extract.

[1:57:21] Uh in the township of Whitewater region zoning bylaw, the severed and retained

[1:57:25] parcels are both zoned rural. The rural zone permits a single detached dwelling

[1:57:30] with a minimum lot area of 4,000 square meters and a minimum frontage of 45 m.

[1:57:35] Uh the proposed lot uh meets the provisions of the royal zoning. Uh

[1:57:40] section 3.32B

[1:57:44] of the zoning bylaw requires a 300 meter separation distance between landzoned uh

[1:57:49] EMR-G and new residential development. As the

[1:57:54] severed lands are j the severed lands are adjacent to the property with the

[1:57:59] EMR sorry um as the severed lands are within

[1:58:04] 300 mters of the EMRSG zone. However, the study has found that there is

[1:58:09] limited potential for those lands to be extracted. Um the

[1:58:16] the condition of consent was that the severed lands be placed in a rural

[1:58:21] exemption zone to reduce the separation distant requirements and thus bring the

[1:58:24] law into compliance with the zoning bylaw. Um the application complies with

[1:58:30] and meets all the requirements of the PPS the county of Renfruit official plan

[1:58:35] and meets the intent of the township of Whitewater region zoning bylaw and thus

[1:58:39] it is planning's opinion that this application be approved.

[1:58:44] » Excellent. Thank you planner. Uh and with that we will confirm if the

[1:58:49] applicant is uh present I'm assuming virtual if they would like to speak on

[1:58:55] behalf of their application. I'm getting confirmation that no, the applicant is

[2:01:17] Ministry of Energy and Mines were both recirculated on this zoning and we did

[2:01:25] question of where it will be located, it's the proposed realignment of Highway

[2:01:30] 17 is directly between this uh magnesium road like right in the

[2:01:36] middle of it's going to come up right through the middle of this green line

[2:01:39] and black line on your screen and then just follows the back side of Homestead

[2:01:44] Jeffrey Lake. Does that help?
