[5:15] standpoint but I thank you for considering it
[5:19] nonetheless and choosing the course of action that you did. Um, I came in here
[5:24] last time and I said we all support you and I fully trust you and I fully trust
[5:28] our police. This confirms and supports that. Um, I want to just say that before
[5:35] I step off here and give you back the time. I just want to say that I did
[5:40] outline who the financial supporters at Flock. I went into some very, very
[5:45] in-depth details. [clears throat] You can find them in the citizens group on
[5:48] Facebook. Okay, I'm not going to bring that up, but I am going to say all of
[5:53] these technologies um there isn't a lot of oversight. There isn't a lot of
[5:58] protections for data citizens. And a lot of these technologies are being
[6:02] financially supported by people who do not share traditional values that
[6:06] everyone in this room shares. My only request is going forward any kind of
[6:11] surveillance systems, any kind of digital tools that aid you in policing,
[6:17] please do the due diligence and look at who's funding these things because I can
[6:21] assure you a lot of the people in Silicon Valley do not share our
[6:25] interests and our values. The only thing they want is our money and they want
[6:29] access to the systems of uh of controlling populations. So, thank you.

[7:51] maybe like one or two. I know you can't leave groups bigger than that. Um, come
[7:56] here at like 5:00 before, you know, you're already supposed to be here, so
[8:00] you don't have to make another, uh, stop in your week. Um, and then just invite
[8:04] people here. Maybe we all bring our dinner and we we have it catered in. Um,
[8:09] and just let us get to know you and maybe less formal, right? and we can get
[8:14] to know you on a more personal level. Um, we feel like friends and um, one
[8:20] other thing I'd like to suggest is some more polls on your Facebook. So, I think
[8:24] even maybe with this block um, situation that we had, if you would have posted on
[8:31] your Facebook like, hey, how do you guys view block? Then the citizens might not
[8:36] have felt like they had to email all of you individually. their voice could have
[8:39] been heard by just answering yes or no from your Facebook page.

[9:47] do the research for you and people that are like interested in it, but they'll
[9:51] go above and beyond and find you don't have to spend your individual
[9:56] time researching it. And um the last question I did have um
[10:02] because when I was doing some of the research I I know that we can't
[10:06] deliberate with the board of alderments but I my understanding was you can still
[10:11] answer a yes and no question. So my question was um where in the the
[10:17] sunshine hall did you see that you can't answer like simple questions?

[11:59] apathetic. I think they're a little scared to get involved because there has
[12:02] been a history of some drama and I think most people have enough of that in their
[12:07] lives and just I think at the end of the day we all want to feel a part of the
[12:11] community, feel connected to our neighbors and feel safe. And the enemy
[12:15] isn't in this room. It's it's not you know we we all want the same things for
[12:20] our family whether it be the kids or dogs.

[12:33] great opportunity because Willard has so much potential and right now we get to

[15:11] the people that all the groups that I met with personally and the individuals
[15:16] I've met with, all those meetings are always very respectful,
[15:22] very professional. So I know several of the alderman have sat
[15:26] in on some of those meetings too and they echoed the same thing. So we just
[15:31] want to thank everybody for their efforts involved. So thank you.

[16:28] beginning we we presented this to the board uh two and a half years ago they
[16:32] listened and they inquired but in the end they said show me the money. So last
[16:40] year when we got the Blue Shield grant, it's like, well, we're showering the
[16:43] money. And so it was like, let's do this like like Springfield and like Ozark and
[16:49] like Nixon Republic and Ashro, you know,
[16:54] and so I had no idea that it would come with all this uh
[17:03] hostility. I mean, I was shocked. In fact, some of
[17:06] it happened while I was away in recovery. It was like, man, I hope
[17:11] Shannon takes care of all this before I get back,
[17:15] you know. So, but uh that's not what happened. So,
[17:21] [clears throat] so when it came down to it,
[17:25] I felt like I I had to hear from the people that voted for the law
[17:30] enforcement sales tax. And so, I told you what my plan was. And I remember
[17:34] hearing you guys say, "That's fair." You remember that?
[17:41] Not specifically, but I do. Uh, that's fair. That's fair. And so I went to
[17:49] work, man. And uh, I discovered that of the 596
[17:56] people that I sent texts out to, only 18% of them cared enough to give me any
[18:02] kind of a the response, but 46 of them said yes, let's do this.
[18:10] And 65 of them said no. Some of them said,
[18:14] well, they were more emphatic about it. [laughter] Okay. And uh so I had my
[18:21] answer on Friday, last Friday. It's like, okay. So I
[18:26] called the mayor and told him what it was. He goes, well,
[18:32] probably better you know, get a get a little pulse from the board. Are they
[18:36] going to support your recommendation that says yes, let's go forward? And you
[18:42] know what I found out is that I didn't have the support from the citizens,
[18:49] the business community, nobody but the cops love this program.
[18:54] And so it didn't make sense to uh you know, I mean,
[19:01] I I recognize futility when I see it eventually, you know, and so um so I
[19:08] changed my recommendation and uh we put that out by way of press release and uh
[19:14] but I never ever ever intended for this to be anything that was uh considered to
[19:20] be trumping on people's rights or invading people's privacy. I just
[19:25] intended for it to be a wonderful tool that would help us get lead uh
[19:31] information in and crime investigations and and it did do that, but uh it it
[19:37] wasn't perfect. So anyway, that's why um why I decided to make the recommendation
[19:43] and and I so my recommendation to the board officially on this date and time
[19:48] is that we stop uh the uh the program and uh you know some would say you mean
[19:55] in its tracks right here right now. Well, I'm not saying that,
[20:02] but I think the board would have to decide whether we run the contract on
[20:07] out through October or do we shut her down right now.
[20:14] That's your call. I'm indifferent to the subject at this
[20:18] point.

[23:57] over road. The tie end to Springfield's system is compromised by a deteriorated
[24:06] manhole at that tie-in point. We did not know this. This was discovered when the
[24:12] contractor exposed the manhole attempting to pour through the site.
[24:18] Uh city of Springfield will replace this manhole at their expense.
[24:24] So does not add cost to our project. U they're working on cleanup on road
[24:33] electrical and mechanical modifications of the blip station upgrade are
[24:38] continuing. And last time I mentioned a problem with
[24:44] the delivery of four 14in plug valves that we thought would be here now. got
[24:52] notification from the contractor did from the supplier they would not be here
[24:59] until probably January. So we applied for a dimminimous waiver
[25:06] under the American iron steel regulations
[25:10] and the values of these valves agree with EPA meet the diminishment
[25:17] standard and therefore the contractor to order
[25:22] the replacements that are not 100% American,
[25:27] but they're ones on board. We're looking at [snorts]
[25:30] 6 to 8 weeks. So, we're looking at before the ending,
[25:37] which is reasonable.
[25:40] Contractors got work to do, clean up, they can continue on with the lift
[25:47] station upgrade and they can stage and fuse probably
[25:52] five until [clears throat] we get these val.
[26:00] So, we're a little behind, but moving forward.

[26:10] EPA, $256,000.
[26:16] Um, issues concerning
[26:20] repressed draws arose to EPA last week. They were resolved when an error was

[26:39] meeting screwed it up. So, we're ready to submit request number

[26:58] meadows area. The contractor has completed all work
[27:03] the gravity man installation except for final touchup of
[27:09] the seating that's occur later this fall.

[27:19] grass is growing
[27:23] makeup basic and restorations complete the connection of the meadows
[27:28] originalization truck service airport station is now alive.
[27:34] So that one 99% done just waiting to make sure the
[27:40] grass is planted gets broken. I think the retain for the hole on that
[27:47] job about $12,000.

[30:00] under Hancock, you cannot double your you can count new construction. new
[30:08] construction very valid and that shows uh in that notice of [clears throat] new
[30:14] construction of 3.1 million that goes into the formula and you see
[30:21] the the notice of the projected uh current revenue
[30:27] and against the past revenue
[30:35] mats and the handcuff prof
[30:42] $16,000 out of 360,000.

[30:53] keep up with inflation the best you can. Really, it's designed for the public
[31:01] hearing. It's to ensure that the public The city
[31:06] is not enjoying a windfall due to an inflated

[31:19] shows you here now. So like Gina said she gets numbers from the county
[31:25] assessor. The state auditor gets involved with a

[31:46] to take it to the half limit so you don't suffer financial loss.

[41:21] also recently completed all the smoke testing out there. So, I feel we've got
[41:27] about 98% of all the problems mapped. So, Trevor and myself, we met with the
[41:34] contractor to start injecting some of these manholes, routing some of these
[41:38] lines and start getting a handle on some of this ini. So, we met with them. They
[41:44] can tackle all of the issues we have. And the reason we went for this is we
[41:50] need to encompass which is called curtain routing. We need to get all
[41:55] these manholes and lines sealed up. Um and I think I laid out in my
[42:00] presentation. This price is not actually bad for how much we're actually paying
[42:06] for this waste water. So, I think it's a really good
[42:11] opportunity for us to follow through and actually start fixing some of these
[42:15] issues in the system. >> And the price was 60 something,000

[42:23] » So, just so you guys know, I talked to Trevor about this um last week and it's
[42:28] in his budget. He had money already budget, but considering the price um I

[42:44] of change at the meadows and at our water system and infrastructure in
