[0:20] Good evening, everyone. Welcome to the Wilson County Board of County Commissioners meeting for Monday, August 3rd, 2020-26. It's good to see everyone in the audience this evening.
[0:33] We'll get started by calling the meeting to order, and next, we have a moment of silence and pledge of allegiance, led by Commissioner Akinson.
[0:43] Good afternoon. We please join me with a moment of silence, please.
[0:47] Okay,
[1:06] if you join me in reciting the pledge of allegiance
[1:14] to the flag of the United States of America, and to see the Republic for which it stands, one nation, under God and it isable with liberty and justice for all.
[1:41] Next on our agenda is consideration of the minutes from our July of 2026 meeting.
[1:47] What is the pleasure of the Board?
[1:51] I make a motion to approve the second.
[1:55] Motion's been made properly.
[1:56] Seconded to approve the minutes from our July meeting.
[2:00] Any corrections, questions or discussion regarding those minutes.
[2:09] If not all those in favour of the approval of the minutes, as said and moved, please indicate by saying aye.
[2:15] Aye.
[2:16] All opposed?
[2:17] Motion carries.
[2:18] Please,
[2:21] Lori, we have no resolutions of appreciation, okay?
[2:30] Then we will move to a call for a public hearing.
[2:34] We ask Mr. Michael Cobb, our emergency medical services director, come forward and present
[2:39] that call for a public hearing on Monday, September 14th.
[2:46] Good evening.
[2:46] Good evening.
[2:48] Greenly medical transportation has applied for a franchise to operate in ambulance service
[2:53] in Wilson County. Their application is complete. They meet the requirements and your
[2:58] attachments tonight include the agreement that if approved the next month will ask you
[3:03] to sign that agreement. And ordinance granting this franchise requires the public hearing,
[3:10] so we are requesting a public hearing regarding this matter at your next meeting September.
[3:15] Any
[3:22] questions for Mr. Cobb,
[3:33] if not what is the pleasure of the board?
[3:41] Move forward, please.
[3:45] Motion has been made properly seconded to have a public hearing on September 14, 2000 and
[3:52] 26 regarding friendly medical transport ambulance franchise application and where they
[4:00] have the board's consideration at that time at the motion of troops.
[4:04] Any further discussion?
[4:08] All those in favor of the motion has indicated, please indicate by saying aye, all opposed the motion carries.
[4:21] But we do not have a public hearing tonight.
[4:27] Then we'll move to personal appearances.
[4:31] And we ask Mr. Michael Cobb to please remain where he is.
[4:34] Our emergency medical services director to present the trauma,
[4:38] trauma survivor ability initiative year two. This is year two of a grant. We received from the
[4:48] healthcare foundation of Wilson year one was a hundred thousand dollars last year and Caleb
[4:54] came and did a PowerPoint for you to talk about the blood products and the equipment to store
[4:59] and administer it.
[5:00] Some airway equipment, ultrasound equipment, and an app that we use on our devices to have our protocols more readily available.
[5:08] This year is year two of that same grant, a continuation of the trauma-survivability initiative.
[5:15] So, $150,000, and it's funds to sustain what was started last year.
[5:21] And then the next focus this year, focus, we're focusing on training, including the build-out of a mobile simulation lab.
[5:28] I look forward to seeing that when it's done.
[5:33] What we're requesting tonight is that you recognize receive a appropriate fund for the duration of the grant $150,000.
[5:41] May I have the care foundation?
[5:44] Any questions for Mr. Cobb regarding the grant?
[5:53] We'll say that this is, you've heard me say this before,
[5:57] that my menteen carries the weight and does a lot of really good stuff,
[6:00] and I'm wanting to get to talk about it.
[6:02] This is a good example of that.
[6:05] They're here tonight, so some of them are good stuff.
[6:13] If there are no questions, what is the pleasure of the board?
[6:17] Make a motion to approve.
[6:18] Second, motions been made properly seconded to approve the grant as requested by our medical services director.
[6:27] Any further questions or discussion?
[6:34] If not, all those in favor of the motion, please indicate by saying aye.
[6:38] All opposed?
[6:40] The motion carries.
[6:43] Thank you.
[6:44] Thank you, sir.
[6:45] Mr. Chairman.
[6:47] Yes, right.
[6:47] If I may.
[6:48] Mr. Cobb.
[6:49] Yes, right.
[6:50] I certainly would love to know.
[6:52] I want to say there was an article recently about having this particular equipment on the emergency vehicle.
[7:05] So I know it's only been a year, but as far as that allows and you're being able to utilize this particular device and do you have anything to share in that area?
[7:21] I'm going to look to my team because I know they know the numbers without certain form.
[7:25] I think what I'm worried about 30, 28 units of blood, and I'll tell you that it's amazing what a unit of blood will do for a person who's lost a lot of blood.
[7:37] Over the years we've typically just given IV fluids and IV fluids don't transport oxygen, but blood does. It makes a amazing difference when we can replenish that blood when patients have lost it.
[7:47] And then the airway and ultrasound and something that we use regularly, I don't know if I don't know if we have any numbers on that, but yeah, I don't know.
[7:59] 28 units of blood has really made a difference.
[8:09] Thank you, Mr. Cah. Next we ask Mr. Gray at Thompson, our development services director to come forward and present to the board.
[8:19] Good evening, commissioners.
[8:22] The first item I have before you tonight is the annual request for approval for an
[8:26] local agreement between the county and the city.
[8:29] It's our urgent repair program grant for 2027.
[8:32] This year we've been awarded $165,000 to assist in low-income households,
[8:39] which special needs and address housing conditions with the maximum amount,
[8:42] reaching up to $15,000.
[8:45] As a reminder, the screen is managed by the city, but it's available to all
[8:49] citizens and Wilson County. Last year, the grant helped 12 homeowners with these urgent repairs.
[8:56] Six of those are outside of the city's jurisdiction, which was increased from five of last year.
[9:04] We will continue to utilize the county's website along with partnering with those identified
[9:10] departments such as senior center to help continue to get the word out. That said, I'm going to answer any questions that the board may have.
[9:28] Any questions from Mr. Thompson regarding the 2026 urgent repair program as described in presented to us this evening.
[9:41] Thompson, I do appreciate that number going up for county residents, you said six of the 12 of the 12.
[9:49] uh... went to uh... so that means we're hopefully we're doing a little better job
[9:54] letting folks know and i'm sitting at thinking about the lady right now
[9:59] who's uh...
[10:00] Our conditioner has been out, and what we can do to get folks who really, really need the service,
[10:12] some awareness that is there, and to how to apply for it. Great job.
[10:19] Thank you.
[10:24] Any other comments or questions?
[10:29] If not, where is the pleasure of the board?
[10:31] Thank you.
[10:34] Motion is being made properly.
[10:36] Second to approve the 206 urgent repair program as described as the U.S.
[10:43] By Mr. Brad Thompson.
[10:45] Any further discussion or questions?
[10:51] If not all those in favor, please indicate by saying aye.
[10:54] Aye.
[10:55] All opposed?
[10:56] Motion carries.
[10:58] Please continue.
[10:59] The next item I have before you is MES-2601 Rock Ridge School Road Subdivision.
[11:07] The proposed side is located off-road road, which sits west of I-95, as you see right here on your map, and it is adjacent to the book on Lake.
[11:16] 85 acres site is to be subdivided in 71 lots, which each lot, meaning the minimum of 40,000 square feet.
[11:24] The subdivision is designed to serve by county water and private septic.
[11:29] A joining property on a notice is revealed out on July 21st.
[11:32] Properly is not located within any special fluid hazard area.
[11:36] The revised plan, as you see here, a little closer,
[11:41] it shows a northbound right turn deceleration and acceleration line
[11:46] to improve traffic flow and help ease the traffic safety in this particular area.
[11:51] The entrance will also be a divided median there to give you kind of like two access points.
[11:58] Even though it's not technically two access points, this site itself would not correlate with the two access points that our ordinance was previously requiring it.
[12:10] Just because it's not enough road furniture for that.
[12:14] In addition, there's a five-foot non-access easement along
[12:18] right-red school route itself.
[12:21] And there's a 20-foot perimeter buffer.
[12:23] We'll be required our vegetation is not present.
[12:27] And a paved access will be required here on where the cemetery is.
[12:31] It's going to be a 10-foot access there.
[12:35] And as of July, the Plain and Board made the unanimous
[12:39] decision or recommendation approval for the major subdivision.
[12:42] subject to the proposed development condition set by staff, which is also in your report itself.
[12:48] I'm glad to answer any questions that the board may have at this time.
[12:54] Any questions from Mr. Thompson?
[13:00] It is.
[13:20] Any further questions by the board from the board?
[13:34] If not, board is a pleasure of the board.
[13:38] Who for approval?
[13:40] Second.
[13:41] Motion's been made properly seconded to approve MAS 261 as presented to us this evening by Mr. Brad Thompson.
[13:51] Any further discussion or questions?
[13:57] If not, all those in favor of the motion, please indicate by saying aye.
[14:02] Aye. All opposed? The motion carries. Please continue.
[14:07] The next item I have for you is MIS-26, a five-eatman road subdivision.
[14:13] The proposed side is located off-eatman road, which sets south of the Nash County
[14:17] of Blon, and north of countryside road.
[14:20] Countryside is right there off of 264 alternate, which is close to the Chick-fil-Abo
[14:25] James and whatnot.
[14:28] The 13-acre side is subdivided into nine lots, with each lot with the minimum of 40,000
[14:33] or a feet, sites will be served by private will and septic.
[14:38] The joint property owner notices were milled on July 21st.
[14:42] The property is not located within any special flood hazard area, but within the
[14:48] public worst supply warship.
[14:51] And Wilson County Plain and Board unanimously voted to approve or recommend approval
[14:56] of the major subdivision as presented before you tonight.
[14:59] Will announce your unequal.
[15:00] Questions you may have at this time?
[15:05] There is no war left, I'm sorry.
[15:09] How far is my news?
[15:11] Well passed the 3000 requirement, the 3000 feet that we require. So it's a few miles away.
[15:19] So this is closer to, this is more or less in the middle if we go back to the site.
[15:28] The country side there, that's intersection would would be the interchange.
[15:33] Sam's is nearby to the west of there, you know, the closest water would be the city,
[15:40] or the Chick-fil-A would be at.
[15:43] So that's a few miles.
[16:04] Any other questions or comments from the board?
[16:14] If not, where does the pleasure of the board?
[16:18] What if we're approved?
[16:21] Motion's been made properly seconded to approve the presentation.
[16:25] regarding M.A.S. 26-05 as presented to us by Mr. Tomson.
[16:32] Any further discussion or questions?
[16:38] If not all those in favor, please indicate by saying aye.
[16:42] Aye. All those?
[16:45] Motion carries.
[16:47] Thank you. Thank you, sir.
[16:55] Next, we ask Mr. Matt, tell you a little planner from our
[16:58] Bill of Branch, come forward and present M.A.S. 26-04 and he will explain what that meant.
[17:06] You didn't even commit suicide.
[17:07] This item is another major subdivision that they have called Buckhorn Reserve.
[17:12] This one is out on the far western corner of the county right at the Johnson County and
[17:17] Nash County lines and also borders Buckhorn Lake.
[17:22] This is two parcels that have a total acreage of 27 acres, and it will be subdivided into
[17:26] 22 lots, nine of which we served by a new road in Oursley, and 13 will have direct access
[17:34] onto the state roads, which are visit, New City Hill, and Wade Thompson Road. One thing to note,
[17:40] Wade Thompson Road is a gravel road, but is maintained by NCDOT. The new road that the developer will
[17:47] put in will be paved, but then we'll have access onto that gravel road and then go back to paved
[17:51] on New Santa Hill Church Road, but DOT has sign-off on that.
[17:56] It will be served by product septic and private wells.
[17:59] There's no county water in this area.
[18:02] There's also no flood hazard or of agricultural district, but it is in the public water supply
[18:07] water shed.
[18:09] The interior where the internally serve lots will have a cluster mailbox for the O-bots will
[18:14] have individual driveways and individual mailboxes.
[18:17] Do you have any of the questions I want to answer to the best of my ability?
[18:24] Any questions for Mr. Taylor?
[18:27] I have one.
[18:28] You said the road is not going to be paid.
[18:32] Will not spill on that road as well as just be like a side.
[18:36] It's essentially like a side road.
[18:38] Yes, ma'am.
[18:39] If we can pull it back up real quick.
[18:42] So the north road there is a new city horse road,
[18:45] and then to your right,
[18:47] coming down all of that is a way Thompson Road.
[18:49] That road is gravel.
[18:50] So it will lead from New City Hill onto that gravel road for maybe 200-300 feet and then the
[18:56] new road will also be paved, but it will be the little section between that will remain gravel.
[19:01] The answer to the question.
[19:04] It's right.
[19:05] There could be lots over there.
[19:07] Not all for the gravel road itself, no ma'am.
[19:15] Question is more of a point of interest.
[19:17] Looking at the number 17 lock, it doesn't look like there's a lot of soil suitable for conventional
[19:24] septic, how many rooms does a lot need for septic, where about when the scene is like
[19:29] it's very small.
[19:31] Generally, I believe around 20,000 square feet or so, about 17.
[19:40] Right there on the Coltalsack,
[19:44] so those are done by their private soil scientists that map
[19:47] right there.
[19:48] However, when it gets approved and they get the zone permits, they still have to go through
[19:51] our environmental health and get the proper permits for that.
[19:54] If they are unable to get that lot to perk, then that lot will not be buildable.
[20:00] Let me say no home, we'll go there, if it is unsuitable.
[20:08] Any other questions or discussion?
[20:17] If not,
[20:17] what is the pleasure of the board?
[20:23] I'll make a move for approval. Secondly, motion's been made
[20:28] properly seconded to approve MAS 26th over four as presented to us by Mr. Matt Taylor. Any further
[20:36] discussion or questions?
[20:42] If not, all those in favour, please indicate by saying aye, aye, all
[20:46] opposed motion carries please continue sir our last one of the
[20:52] evening is in the S 26-6 this one is on flat rock road which is in
[20:57] the also in the western part of the county it's about a mile and a half
[21:01] from Sims heading towards Nash County right in the intersection of
[21:04] flat rock road and New Center Hill Church Road this is 4.78 acres being
[21:10] divided into five different lots they will all have their own
[21:14] and served directly onto flat rock road.
[21:17] They'll also be served by Profit Will and Ceptic.
[21:20] This property is inside of one of the agricultural districts,
[21:23] so that will be noted on the platform.
[21:25] So anyone buying one of these properties in the future will know
[21:27] that there is production agriculture in this area.
[21:30] It helps them know what the getting into it,
[21:32] so we don't get as many complaints about the existing farm land there.
[21:37] This one is a major set of vision for you,
[21:39] even this only five loss because it was part of a minor
[21:42] of vision two years ago. That is always in the yard seeing this one, but there is nothing really
[21:47] too concerning with this project. I'll still ask any questions you may have though.
[21:56] Any questions
[21:56] regarding the presentation from Mr. Taylor?
[22:14] If not, what is the pleasure of the board?
[22:18] Move forward, Chairman.
[22:22] Second. Motion's been made properly. Seconded to approve the
[22:26] as 26-06, as presented to us by Mr. Matt Taylor. Any further discussion or questions?
[22:43] If not all those in favor, please indicate by saying aye.
[22:46] Aye.
[22:47] All opposed?
[22:49] Motion carries.
[22:51] Thank you, sir.
[22:52] Thank you.
[23:05] Next, we recognize Ms. Lowery Winston, our deputy county manager, come forward and present
[23:10] a resolution regarding our opioid settlement funds.
[23:21] Good evening commissioners.
[23:23] Good evening.
[23:24] I stand before you to present our annual Opioic Settlement
[23:28] expenditure of Opioic Settlement funds.
[23:31] We're as Wilson County has joined the Settlement Agreements with companies engaged
[23:35] in the manufacturing distribution and dispensing of Opioids, including settlements with
[23:40] drug distributors, Cardinal, McKesson, Amber Source, Bergen,
[23:44] and drug maker Johnson and Johnson, and its subsidiary, Jensen Pharmaceuticals.
[23:49] Whereas the allocation use and reporting funds stemming from the National Settlement Agreements and certain bankruptcy resolutions to opioid settlement funds are governed by the memorandum of agreement between the state of North Carolina and local governments on proceeds relating to the settlement of opioid litigation and the supplemental agreement for additional funds and additional settlements of opioid litigation SS AF and SS AF-2.
[24:16] So for our settlement, our first strategy is evidence-based addiction treatment, and we will
[24:23] be setting aside a hundred and twenty thousand dollars.
[24:27] For our second strategy, and the lock zone distribution, which is our Narcan, we will
[24:32] be setting aside a hundred thousand dollars.
[24:35] Our third strategy, early intervention, will be setting aside a hundred and two thousand dollars.
[24:41] We will be partnering with Wilson County Schools and Wilson County Health Department.
[24:45] For our fourth strategy syringe services program, we will be set in a $40,000 for our fifth strategy recovery housing support.
[24:55] We will be designating $50,000 for our sixth.
[25:00] And final strategy, collaborative strategic planning, we will be setting aside a hundred and twenty, a hundred and I'm sorry, sixty five thousand dollars.
[25:11] And I'll answer any questions that the board may have at this time.
[25:20] Any questions for Ms. Winston regarding our APW strategies, as presented to us by her,
[25:41] who decides the strategies?
[25:45] We do, we have an opioid settlement team here at the county.
[25:49] We've got participants from our health department, from our EMS staff.
[25:55] We work with substance prevention coalition.
[25:58] We try to analyze what our needs of the community is.
[26:02] And then we set our strategies based on that.
[26:05] We feel like we've been effective with the six core strategies that we've pulled.
[26:09] We have been collaborating with different agencies as far as our evidence-based addiction treatment.
[26:16] We have provided 15 inpatient treatment and then 31 for outpatient and then for on the lock zone.
[26:28] We trained over 1,000 individuals and then the kits that we distributed was over 3,000.
[26:34] So we use a team approach. We work hard with the substance prevention coalition and then with our health department and EMS,
[26:40] the kind of see what the needs are in the community and responding to the calls that EMS may go on.
[26:49] It refers is starts all the third.
[26:52] I'll just start which is.
[26:53] And goes to June 30th.
[26:54] Yes, it'll go to the end of the fiscal year each year.
[26:58] We will revise our strategies and work on those for one year.
[27:03] So that's typically where our time line is.
[27:05] And are those strategies coherent or, yes, these are the same stakes we've used for the past three years?
[27:16] Or could you possibly feel being on the first strategy, the stipends,
[27:24] it's claims we've maxed out at $500 per patient,
[27:29] It's usually the treatment can be less than that and they get multiple chances to help
[27:37] the health with that, or is that usually what it calls?
[27:39] Typically we'll do a one-time stipend, but if somebody has a critical circumstance and they
[27:46] need to stay in for an additional treatment stay, we'll approve those on a case-by-case basis.
[27:52] We also do recovery housing, and we've done 55 of those where they'll go and actually stay
[27:58] of this facility.
[28:01] So it just depends on the needs of the individual.
[28:06] Who's the one that makes those decisions?
[28:08] So we board a staffer.
[28:10] It'll be, we collaborate with Substance Prevention Coalition.
[28:13] They'll go out in our EMS and our PORT team.
[28:16] They'll go out and do an assessment on the individual and see what Substance is.
[28:19] They may be using.
[28:20] and then from there what type of treatment will be best suited for that individual.
[28:25] Is that where the street-ups coming in?
[28:27] Yes.
[28:31] Are these funds generally exalted during the year?
[28:34] In the past couple of years we have not exhausted all of our funding.
[28:39] We have spent in 2024 we spent 335,000 and 2025 we spent 542,000 and 2026 when we pulled
[28:53] these numbers early July, we spent 490,000, and last year we set aside 575,000.
[29:03] Do you have any statistics on our success rate with Subduree Hats?
[29:09] I can find out for you on that one.
[29:13] What data can we try? This is our third year of funding.
[29:18] What can we try to know that we're being successful?
[29:22] I think one thing that we've been and I don't have those numbers for you right now, we have
[29:29] been able to look at our number of opioid overdoses. I think we've really done a wonderful
[29:36] job of like getting people in our community trained as far as first responders. We do a lot
[29:42] of training with businesses downtown, with our local churches, at our libraries, so we really try
[29:49] get the word out so that individuals don't feel stigmatized if they're looking for treatment.
[29:56] We also have our local vending machines, and we have those within this.
[30:00] City limits and outside in our counties, we have them at all of our branches at the library, and then we also
[30:07] have them at a couple of town hall facilities. So you don't have to see anybody, you can just go in and get what you need.
[30:14] You tell nothing, not to worry.
[30:17] The lock zone and it's another kit in there.
[30:21] Could not also give us a false positive though, because we aren't no one who's picking up.
[30:26] what we may be having more overdoses that we don't know about.
[30:30] Yes, it could be presented in that way, but the number of calls that we're seeing that are
[30:38] actually trickling to the hospital. We ask people who maybe have had an overdose crisis
[30:44] like were they given anything before anybody arrives. And majority of the time they will provide
[30:49] like what they'd had given them. So people have been trained and so they're knowing like,
[30:53] I need to save the container so that I can show them how many doses we're given.
[31:00] I didn't hear you, and maybe I missed it when you were talking about the collaboration.
[31:05] Yes, I mean partners, the Wilson Police and the Sheriff Department.
[31:13] So we've had good experience with our police department as far as individuals getting trained.
[31:20] We are still working with our sheriff's department, trying to, there is some other strategies
[31:27] that we could do with exploration in the jails and some medications that could be used in
[31:35] that way, but we haven't been successful getting into the jails as of yet.
[31:46] Lori.
[31:48] I know trillions involved in the coalition and I know there's funding that is a part
[31:59] of trillions funding they get from the HHS and the General Assembly that can be applied
[32:04] to that.
[32:06] When they report their numbers to the HHS and you all have a chance to see those for
[32:10] the county, did they included our numbers in what they
[32:17] report the DHHS.
[32:24] I would assume they've got to mirror each other forward.
[32:26] They should be pretty close as to what they're reporting if they're pulling the same statistics
[32:32] as far as what they're seeing in regards to treatment. They should be very, very similar.
[32:46] Any other questions?
[32:53] If not, what is the pleasure of the board?
[32:56] I make a motion for a second.
[32:58] Questions being made in properly seconded to approve the expenditure of a few weeks out
[33:04] of what funds as described and presented to us this evening by our deputy county manager.
[33:10] Any further discussion or questions?
[33:17] We've worked very hard with our individuals at the Health Department to include funding for
[33:24] LCSW and so any of those students who may suffering from substance misuse or any of their
[33:30] family members, those students can come in and receive treatment from that licensed clinical
[33:35] social worker.
[33:43] Any further questions or discussion? If not all those in favor of the motion
[33:48] please indicate by saying aye. Aye. All opposed? The motion carries. Thank you for a presentation
[33:56] will present it.
[34:03] Next we ask Mr. Crawford Bolton, our tax administrator to come forward
[34:07] for a couple of presentations.
[34:13] Good evening.
[34:14] Good evening.
[34:15] The first order item I have before you tonight is to present the 225, 226 annual
[34:20] sediment and order collections for your consideration, and this consists of several documents
[34:27] on the settlement, and I'll be glad to go over any of those items that you'd like for me too.
[35:18] Mr. Bolton, could you explain the ballots uncollected on the or settlement document?
[35:26] Yes, sir. So what you have before you is the uncollected comes from the total adjusted
[35:32] levy, which is the beginning balance that we do for a billing. Mixed with all the additions we
[35:38] had to levy and then take away any adjustments or releases that we did to get the adjusted
[35:45] and then we subtract all the current taxes that we collected this year.
[35:51] So our just a levy is the 62.859217.59.
[35:57] We collected 60,876,706.62 altogether with interest.
[36:04] And we subtract the total collected amount from the adjusted levy.
[36:08] You come up with the uncollected amount of the 2.1,
[36:11] and $2,100,000, $814,000 and $73.
[36:17] So that is just all the uncollected tax that we have right now.
[36:22] And just as mentioned before, part of that is a large amount
[36:27] of that is part of that one taxpayer account
[36:30] that we are working to collect on within the next little while.
[36:34] If that had come in on time, then the percentage
[36:36] of uncollected metal would be much less,
[36:38] and our cluster of citizens would be higher in the 98% range.
[36:43] So, just wanted to make that side note on that, on collect it, is higher this year, but
[36:47] it's a good portion that would be coming back in in the next month or so.
[36:51] Thank you.
[36:52] Yes, sir.
[37:09] Any other questions or we'll discuss?
[37:18] We'll further the in the tax line or the in solvents.
[37:23] Oh, so there's a portion of the outstanding taxes in the real estate, but there's also a portion
[37:29] and that's in the personal property which is the solvents and the majority of it is in the
[37:34] insolvents list.
[37:47] Any further questions or discussion?
[37:56] Hello, this is something we would take in one motion or it would need to be broken down.
[38:01] It can be in one motion as long as we detail what that is.
[38:17] Any further discussion?
[38:22] If not, what is the pleasure of the board?
[38:34] I'll move for approval. I guess I'll read that out.
[38:38] of the 2025-26 annual settlement and order of collection in the charge with the collection of the
[38:47] 2,026-27 levy and recharge with the collection of 2025-26 illegal taxes, which could be
[39:09] Any further discussion or questions?
[39:17] If not all those in favor please indicate by saying aye.
[39:21] Those motion carries.
[39:24] Please continue.
[39:26] The second item for you tonight is to present the July 2020 sex refunds and releases an excessive
[39:31] $100 for your consideration.
[39:33] And we have a short list of just releases this month.
[39:36] And I would like to answer any questions that you may have before.
[39:48] Crawford I know I know I've asked this before but it's getting down to the point where it it seems like it
[39:56] It's something that we did that we didn't do for a long time
[40:00] Yes, we're going to continue doing this as far as you know.
[40:05] If we have any requests that come in for a refund of release over $100, they do have to come before you on an annual basis.
[40:12] On monthly basis, I do not have sexually the approval to approve them. They do have to be approved by the commissioners.
[40:19] So, I guess the tax payer would not receive anything.
[40:26] We have to do it on a monthly basis, or could we do it on a quarterly basis?
[40:30] We could do them on a quarterly basis, the only, the difference with that would be it would just
[40:35] would affect how long they stay on our books and in some cases they do reflect the refund.
[40:39] It would prolong the time the taxpayer would be due their refund.
[40:44] Instactor Torly, we do have to give her a response within 90 days of their request.
[40:48] They can be done within 90 days but as long as that time appears about the only flexibility
[40:51] we have with those requests.
[40:59] Any other questions?
[41:00] What's your discussion?
[41:02] Corporate is there any conversation under the
[41:05] General statute increased access of 100 to a higher
[41:08] amount since dollar amounts for your own up?
[41:10] Unfortunately, no, sir.
[41:11] The statute is very, it's wanted to just $100.
[41:15] The only flexibility gives you is under $100,
[41:17] we're allowed to, by resolution,
[41:20] which has been approved in the past,
[41:21] which can get to either counter-mentor, finance director,
[41:24] in our case, the resolution is state finance director.
[41:27] But there's no flexibility on the amount.
[41:30] It's just at the time, it's just $100.
[41:40] Any other questions or discussion?
[41:47] Is there a motion by the Board to approve as presented to us by our tax administrator, Mr. Crawford Bulton?
[41:57] So moved.
[41:58] Thank you.
[41:58] Motion has been made in properly seconded.
[42:01] Any further discussion or question?
[42:07] If not, all those in favour of the motion, please indicate by saying aye.
[42:12] All opposed?
[42:12] The motion carries.
[42:14] Please continue.
[42:15] And then last time is just to present to you the June 2026 collection report for your information.
[42:21] This information is also, there's so much of the information you found in the settlement.
[42:25] So this is just a, I'll be glad to answer your questions about specifically the month of June.
[42:29] If you'd like, if not, this is just, just, or you're very acknowledged.
[42:47] Any questions or discussion?
[42:50] For our next administrator of Mr. Boughton.
[43:03] If not, the board will stand in receipt of the tax collection report for June 2006.
[43:10] Thank you.
[43:11] Thank you, sir.
[43:20] Next, we ask Mr. Angel Andrew, our financial services director.
[43:25] Come forward for a couple of presentations.
[43:28] Good evening, Commissioner.
[43:29] Good evening.
[43:30] First, I want to bring before you the budget amendments request.
[43:33] The first one is on behalf of our register of the department.
[43:36] They're requesting to move money from their automation and has meant and preservation funds of 45,335 dollars to purchase a map printer and
[43:47] Vital to restore vital records the second one is just a carryover of funds of two million dollars
[43:56] Two million eleven dollars four hundred and two million eleven
[44:00] 11,494 dollars an location too long
[44:07] I've had my tongue twisted and you can that's glory.
[44:13] The first one is basically to cover four areas here.
[44:17] It's the first one is Goldsboro Street of 84575.
[44:23] Sequence for the detention center of 52925.
[44:27] Miller wrote 2866 to text office 172 to 320 dollars.
[44:33] And Tarbor was treat $175,000.
[44:37] We'll take any questions you may have.
[44:42] And Joe, these are projects that we had funded for last year.
[44:46] Absolutely.
[44:46] Yes, sir.
[44:47] Can you give a brief, what they are? Do you have that?
[44:49] Yes, sir. I do.
[44:51] The first one, Colesboro, is for the replacement of a new generator.
[44:56] There, replacements, the elevator modifications.
[44:58] issues.
[45:00] And the engineering for both the elevator and the replacement. That's $844,000. The $592,000 is to replace a new generator. The $28,000 is for the generator replacement here. The $107,000 is window replacements.
[45:20] And in the installment of a dumpster pad at the text office,
[45:28] $375,000 is building renovations over at the tar bill building.
[45:34] This is at behind the DSS building.
[45:39] This building has been named now to tarborough street building administration building.
[45:46] These are all projects that money was allotted for, but the projects haven't been done yet.
[45:53] Completed and expanded so they have to roll over to the new budget.
[45:56] That's correct sir.
[46:06] Any further questions for Mr. Landry?
[46:12] If not, what's the pleasure of the board?
[46:15] Move for approval.
[46:18] Motion's been made properly.
[46:19] Seconded to approve the budget amendments as explained to us this evening by hour.
[46:26] Finance Director, Mr. Lander. Any further questions or what discussion?
[46:31] The registered dates. Is that a carryover as well or that's...
[46:35] No, that's an inquiry over time.
[46:36] Those are funds that she's requesting. Unfortunately, the map printed that right after
[46:41] the second week of July, that there's heavily used by registered of dates, and the rest
[46:47] of the money is just for the restoration of vital records. The printer itself is closely
[46:53] to $15,000 and $30,000 for the record.
[47:02] Any other questions?
[47:04] Let's discuss.
[47:07] If not, all those in favour of the motion, please indicate by saying aye, all opposed?
[47:12] The motion carries.
[47:14] Thank you.
[47:15] Next I bring before you the preliminary report for the month of June, 2026.
[47:22] I will take any questions that you have.
[47:34] Any questions regarding the monthly financial report for 25 to 26?
[47:42] And although it's not on the page, you use the Charm Polyminary.
[47:49] Yes, sir, because this has not been finalized.
[47:51] We're still preparing general entries.
[47:53] You're in general entries and the rules.
[47:56] So this is unordeted.
[47:59] So it's not finalized.
[48:00] Okay. So I would ask it.
[48:02] It's preliminary.
[48:02] Whatever motion we make.
[48:04] It has a word preliminary.
[48:06] Yes, sir.
[48:07] I'll take that.

[50:38] Not all those in favor of the
