[1:20] The sewer was not draining. It was not plugged. And um I think six houses on

[1:31] uh safely. So, um and I that's the second time that's

[1:36] happened. I 2 years ago, that happened also, and someone's car ended up being

[1:41] totaled because it was parked in that area

[1:45] where it flooded. Um and then the water actually

[1:50] drained like all of a sudden, like somebody turned a pump on, and

[1:54] and uh vortexed it it down. So, I just wanted to raise this as an issue.

[3:27] at the public works. Um, scope of the project is needed to

[3:30] capture a storm water from the new street department building and the

[3:34] properties to the east and south. The water will be conveyed into ditches

[3:37] and swales, which will be excavated during construction.

[3:41] We are looking to pave around the building and the driveway going to 112th

[3:45] uh, to eliminate and keep manageable from dirt, dust, and maintenance.

[3:51] First of all, we'll go with the ditch on the south side of the building

[3:54] will be constructed first, approximately 460 ft long by 3 ft wide.

[3:58] Uh storm water from the downspouts of the

[4:01] street department will be done as follows.

[4:04] Um we're going to try to capture the water

[4:07] coming off the roof and getting it into its system so it doesn't get in front of

[4:10] everything. South side of the building will be will

[4:13] be piped directly to the ditch at the downspout locations using an 8-in SDR 26

[4:18] heavy wall pipe. North side of the building will have

[4:23] the downspouts tied into 10-in SDR 26 pipe that runs from the west end of the

[4:27] building to the east side of of the building

[4:30] with an open grade structure and it includes a 1-ft

[4:32] sump to collect sediment before heading northeast uh to the existing culvert

[4:37] going to Deer Creek ditch. The piping running northeast will be a

[4:41] 12-in C900 DR 18 to accommodate heavy loads in that area.

[4:47] Um and then the paving we are looking to pave from the garage doors, garage door

[4:53] approaches, 30 ft to the south and north sides of the building and 60 ft on the

[4:58] east side of the building to accommodate a parking lot.

[5:02] Paving on the north and south sides will be having 2% slope away from the

[5:05] building runoff. Remainder of the paving will include

[5:09] paving around the salt barn and the driveway going from 112 all the way down

[5:13] to the salt barn area. Paving contractor is responsible for

[5:16] grading the site prior to asphalting. Um

[5:21] so the next page shows you a couple of proposals that I got

[5:25] uh for the piping and ditch work. Piping ditch work and swale LGS Plumbing

[5:30] came in at $78,836. Um

[5:35] and the and the price per board for for storm

[5:38] water would be $26,280. Um

[5:42] H2O Plumbing came in at $75,000. That brings us to the price per board at

[5:46] $25,000. Uh Prowse for paving site services

[5:51] $225,138. Price per board $75,046.

[5:57] And American Paving came in um with a price per board of the storm

[6:02] at $35,268. Um

[6:07] My recommendation is as following. H2 Plumbing for the piping and the ditch

[6:11] work in the amount of $75,000. American Paving in

[6:15] uh for the paving at $105,800. Total

[6:19] uh project cost $180,800. Um the sewer board portion $60,266.67.

[6:26] Storm water board portion will be $60,266.67.

[6:30] And the town council will be $2,060,266.66.

[6:35] You can add them up. Any questions?

[6:38] » Uh I The only question I have is I don't

[6:40] know if our engineers looked at this. Is this paving for it is the asphalt going

[6:43] to be adequate for this heavy load trucking? Mike, do you know?

[6:47] » I've not looked at the proposal, but I we have we should

[6:51] » That That's my concern. Two and a half inches of binder and an inch and a half

[6:53] of surface. I just don't know if that's enough for these trucks.

[6:55] » It'll depend on a lot of It'll depend on what the stone base is that's existing

[7:00] underneath it. Uh that that would be consistent with

[7:03] our our road profile, but we don't know what the stone stuff would

[7:08] be under. >> And like I said, the heavy loading is my

[7:10] concern. I just I just My My thing would be have them look at it. Just make sure

[7:13] that we're getting what we pay for and not redoing this in a few years. That's

[7:17] just me though. >> I I'm sorry. I didn't hear what you

[7:18] » I'm just saying I would rather have our engineer look and make sure that what

[7:21] they're proposing this four inches of pavement is adequate and the base is

[7:24] adequate. I just don't want to do it and then have to band-aid it again

[7:31] know, the base is pretty solid. I mean, we've had

[7:34] 25 26 ton salt trucks coming in and out of there for years. We've had no issues

[7:43] anything out of that nature, they've held up really well. Um

[7:46] and then in you know, where the back of the property where there was uh

[7:51] some bad soils, we dug it all the way down to the clay,

[7:54] approximately almost 3 ft down, and we filled it with grindings, layered

[7:59] we layered it 6 in at a time, compacted it, filled it up to where we needed it

[8:03] to be, and we have our tandem and everything driving across it.

[8:07] Nothing has nothing has gone down, nothing has sank.

[8:10] No ruts, no nothing. So, I I think that we have a pretty decent base out there.

[8:13] If somebody wants to look at it, I have no problem with that.

[8:18] » But that's my only concern. >> I know there's a time time sensitive on

[8:22] it. Is there something that you guys can get out there and take a look at it uh

[8:25] relatively quickly? >> I wouldn't see any reason not to,

[8:28] you know, move this forward and I I would imagine Tony, the way I read the

[8:32] the proposal briefly, I just read it real quick, they put money in there for

[8:37] uh an allowance that you could order extra

[8:40] stone if we needed it if if there was a problem. So, I think that that would be

[8:45] similar to any other road project. If if we discover a problem, they just change

[8:49] order in a couple tons of stone and we move on.

[9:06] » So, that would be on contingent of approval of all boards.

[12:14] Could have been at the council. But, we received some

[12:18] funding from the Little Calumet River Basin Development Commission to study

[12:21] drainage on East 117th Avenue primarily between

[12:25] sort of the town borders area and Ben Street. So, that stretch through there.

[12:34] It requires an interlocal agreement with the community.

[12:38] Just wanted to get the Stormwater Board sign off on this. It actually gets

[12:41] executed at the town council, but I thought it made sense for the Stormwater

[12:44] Board to have some involvement on a stormwater board or a stormwater item in

[12:49] town and a known issue that we've had for a long time.

[12:53] » Makes sense. >> The Little Calumet River Basin is

[12:55] picking up 80% of So, 80/20.

[13:00] » And this is again for the

[13:03] the study to see >> Well, they probably remember us looking

[13:08] at this once before. But, we didn't have the means to do much more

[13:13] than what we were able to do.

[13:16] We had applied to the River Basin Commission and

[13:20] we weren't successful at that point. So, we did what we could. We reapplied and

[13:25] they are sponsoring their portion of the study so we can look at a more global

[13:29] solution to that whole area over there. Is the big issue is that pipeline that's

[13:34] running >> Yeah, we got the old railroad and the

[13:36] pipe that goes underneath it and now we've got so much more traffic down

[13:40] there with the schools. And

[13:43] the subdivisions and the 117th has gotten a lot more important in that zone

[13:48] since that time. >> Okay.

[13:50] Um, any ideas how long this will take?

[13:54] » The watershed analysis? >> Yes.
