[3:48] month. Um we celebrated some of our agencies including the Northshore Senior

[3:54] Center had its 70th anniversary party which was a lovely shindig um a saka um

[4:00] which was well attended um that was a wonderful activity and it's really nice

[4:05] to see how well you know the whole place has um been renovated since their uh

[4:10] roof issues. Um so it all looks great and they're very active. We also had

[4:16] joint review board meetings across the township. There are two tip districts as

[4:20] we discussed at our last meeting. Um well, one is proposed and one exists.

[4:24] One is Kennallorth which has been in existence for for some time. Um we were

[4:29] reviewing the current state of the of the TIF. Um they there has they have

[4:35] come to the point now where they have um engaged engineers and have engineering

[4:39] plans. So we were able to see those plans online. They're on their website.

[4:43] So, that's exciting that they're turning that corner into implementation um

[4:47] because it has been a long time coming. Um the JRB

[4:52] meeting or the proposed tip district in Northfield was extremely well attended.

[4:57] Per this board's instructions, we took no position. Um the first vote was on

[5:04] whether to approve the Northfield Township, the Northfield villages um

[5:09] tiff um as recommended that um we voted we abstained from. Um that was the

[5:15] motion that I brought before this board and had instructions for. Then someone

[5:20] made a motion to oppose the Edward Northfield um tip district where I did

[5:25] not have instructions and where an where an abension would have been an

[5:29] affirmative vote. So I exited. Um the JRB did vote against the TIFF

[5:38] district. If you recall from, you know, undergrad or law school, um the North

[5:45] Northfield may still establish a TIFF. Um but it does have a higher vote

[5:49] threshold now. Um so but there were a lot of um very active and concerned

[5:56] citizens who spoke on both sides of the issue but mostly against the tiff at

[6:00] that meeting um and it was very interesting to hear people's perspective

[6:05] especially from um current businesses on how it would affect I did raise um the

[6:11] concern I generally raise at JB meetings which is if you're going to have for

[6:15] housing as a part of this um endeavor which is one of the things that they

[6:20] were looking for under their TE program that it' be affordable housing um which

[6:24] was not clear from the current um proposal. Um all right, so that was GRB.

[6:30] We also had um I I'll let Jan um our assessor talk about the about the board

[6:35] review meeting. Um we I was um honored to be invited to the Pakistan American

[6:43] Chamber of Commerce Gala uh in Skoi um with um Mayor Bis and um clerk of Evston

[6:51] um Stephanie Mendoza. Um and it was it was quite an interesting program about

[6:56] uh health care. It was mostly about um healthc care employment and ways for to

[7:01] increase bilateral trade between Pakistan and the northern suburbs. So it

[7:05] was very interesting. Um the uh we had also celebrated Northfield villages

[7:12] centennial. So that was wonderful. That was an amazing event. Really well done.

[7:18] Um so the village worked with the park district and the chamber of commerce on

[7:23] quite ended on with music, food. Um there was a a inflatable hockey court.

[7:30] Very very impressive. Um the uh we also had a multi-chamber network event here

[7:37] in the township that was not just well meta worthwhile venue but also I think

[7:43] we had um Skoi we had Evston we had it was really well attended and that was at

[7:49] um Plunkett. Um so um not many networking events that I've been to that

[7:53] have had have featured a tequila tasting um but it was nice to chat with people

[7:58] and really and talk what the township does and how they can support us. Um, we

[8:02] had black party in in WAT as well. Thank you to those who were able to volunteer

[8:06] at that table. Um, I know I had a lot of very interesting conversations with CL

[8:10] with um with residents um and able to answer their questions about what

[8:14] Township does and point them in the right directions. Um,

[8:19] JUFF, the Jewish United Fund had hosted a lovely event uh with uh elected

[8:24] officials across the northern suburbs. Um, so township, village, park

[8:30] districts, school boards, um, really everyone. Um, and it was really great to

[8:36] hear from people and ways that we can collaborate. Um, today we had a Cook

[8:40] County Council of Governments briefing to discuss the recent um, weather

[8:45] related emergencies, but also about the timing um, of the property tax revenue.

[8:51] Thankfully, we're not in a position to have to do the loans um and get the

[8:54] bridge loan, but that was part of what the meeting was about as well um in

[8:58] discussions um about obtaining road district funds, which again we don't

[9:02] have to worry about. So, we're nice and um I'm grateful that we get to be

[9:06] focused on just serving the people rather than um having to deal with some

[9:10] of those issues. But, I'm glad that the county was offering those loans to those

[9:13] who did need it. And they did say that the mass majority were school districts

[9:17] who needed those loans to make payroll. Um they also noted that um the economic

[9:25] impact of last year's um ICE activities was in the billions. So as far as both

[9:32] government resources and tax dollars that were missing because people would

[9:36] weren't going out to work or to shop. Um, so there's no current indication

[9:41] that we'll see another increase in ACE activity ahead of the elections, but I

[9:46] know that a number of election protection groups are keeping an eye

[9:50] out. Um, uh, and finally, my Girl Scout troop

[9:54] painted the uh, pantry donation bin out in the alley, so go take a look so that

[9:59] it doesn't look like a trash can and that people won't put trash in it. Um,

[10:04] so thank you to the Wat Public Library for helping to create the decal. Um, so

[10:09] take a look at that. Um, there was script instructions from Heather to make

[10:13] sure we use blue, green, and white for our c our, um, colors and our branding,

[17:22] for his appointment, um, he engaged me and we talked for more than half an

[17:26] hour. So, I had a visitor today for the clerk's uh, meeting and he was very

[17:31] interested in local government and it was very pleasing to go through a

[17:35] function of the township with him, etc. Um,

[17:41] and it was just nice to see how much they support residents. Um, okay. I, um,

[17:47] also had a voter call me today. It was kind of neat that the shot pass on the

[17:51] information and, uh, thanks to the courier and the way it's so neatly done

[17:56] here, it's, you know, all residents, but some people just need to step through it

[18:00] and they want to know where they can go and that we do have early voting and

[18:04] that a yes is open two weeks. I mean, I guess when you're, you know, been around

[18:08] long time, so many changes in voting, but I love it. Oh, the clerk's corner

[18:11] here addresses the most immediate concern, which is voting and

[18:15] registration, things that could be done around. So, that was pleasing to be able

[18:18] to call her. Um I attended the top board meeting in Lamont Township which is a

[18:23] hall and uh it's a thrill because I serve on that board with Gail and Jan

[18:29] and uh it's really nice and it's but also a treat for us to go to other town

[18:36] halls and see what they have and uh just it's kind of cool the arrangement of

[18:41] that and the furniture and the style and stuff. So so it's really neat. I'm

[18:45] always learning and we're always learning when we serve on those boards

[18:48] and I think in the future I'm going to share with you the minutes just so you

[18:51] can get a vibe about all the things that are going on countywide and we're kind

[18:55] of like a united effort. Uh I attended the clerk's association meeting and that

[18:59] was in Flossmore down in Rich Township another hall so I put in a lot of miles

[19:04] for the township but it was well worth because the clerks as always do

[19:08] interesting and fun things. So, at our meeting, we devote a part of it to

[19:13] honoring our deputy clerks, including Lisha Pearson. Lisha, unfortunately,

[19:17] couldn't make it, but they prepared a really lovely certificate.

[21:52] August 31. So, we're at the halfway point in terms of our fiscal year. You

[21:56] can see we did collect 50% of our tax money on the first installment. The

[22:01] second installment, I know I got my bill, so that should be coming hopefully

[22:04] around the corner sometime in October. Uh about 1.9 million to date. Takes us

[22:09] to 50% of the property tax budget. Replacement taxes, again, these come in

[22:13] about every other month from the state of Illinois. That's the business tax at

[22:16] 58%. Again, 50% of the way through the year. That looks good. interest that's

[22:21] going to outperform uh the budget for the year already 45,000 collected there.

[22:25] Um no no read on the Fed in terms of what they're going to do at the next

[22:29] meeting but they h have held the line uh and not raised rates. I know we got a

[22:34] good employment number but inflation is still pretty hot. So they may look to

[22:38] raise a a quarter uh basis point uh if anything next meeting possibly. Passport

[22:43] fees that also looks good. 24,000 collected. We're at 80% of that budget

[22:48] and at 100% of other uh income brings us just under 2 million. Uh 3.9 million is

[22:54] the budget. So we're at 51% through six months. Look at the expenditure side.

[22:58] Again, a lot of green here. We do have some some timing uh differences of of

[23:03] escalating the uh or skewing the percentage slightly. 139,000 for

[23:08] contractual services. Again, on a budget of 243, we're at 57%. Some other

[23:12] expenses, really small numbers here, 4,200 spent, uh, skews it to about 65%

[23:18] and then we're 1% higher on personnel based on just timing of pay rules, but

[23:22] all in 1.4 million spent. Uh, we're north of 4 million for the budget, so

[23:26] we're at 34% and 33 and 36% respectively uh across town and GA. So, all of that

[23:33] produces a nice surplus. Uh, again, 6 months in of about 580,000.

[23:38] Uh and again, we started with about 2.9 million, bringing us to about 3.5

[23:42] million in ending fund balance. And again, you know, that strong fund

[23:46] balance position is what allows us not to have to worry about delays from Cook

[23:49] County. Um it also will help us fund uh projects down the road. So again, that's

[23:54] that's kudos to the board. And we've remember we've adjusted these two. We're

[23:58] bringing GA down uh increasing town. Uh both of those strategy work strategies

[24:04] working for us. uh trying looking to avoid tax objection but also make sure

[24:07] we have adequate fund balances uh to carry us uh from tax payment to tax

[24:12] payment. >> And here I'll just note that so this is

[24:15] ending August um and I did just sign the child care and before and after per as

[24:22] um you would have seen in um Jean's report. So um that number will change

[24:26] and be almost the entirety um shortly. >> Yep.

[24:32] Now in terms of distribution taxes always lead the way at 95% replacement

[24:35] tax almost two interest two passport fees one other income 0.1 then on the

[24:40] expenditure side agency programming at 44%. Again, you're going to see that go

[24:44] up next month. Child care services at 4% projects two contractual 10 office

[24:49] supplies.3 assessor 2 billing town hall 4 and a half financial assistance 10

[24:55] pantry three personnel 19 elected officials two. Again revenues over

[25:01] expenditures we talked about to the tune of about half a million. And then as you

[25:05] kind of go down you can kind of see the various detail uh behind the accounts.

[25:09] And again a lot of this is skewed based on timing or when that money goes out

[25:12] the door. We talked about uh the agencies having another round go out

[25:17] shortly and then again our summer camps that was in at 53%.

[25:22] Um and then some of the contractual spend back to school supplies at 73. Uh

[25:27] some of these other that are we've already spent the civic clerk and audio

[25:30] and doc access. Uh so those have been spent at 100% for the year uh year to

[25:35] date. Um outside of that I'm going to bring us to our

[25:40] investment report. again uh good numbers. Uh the rates came

[25:45] down slightly. Uh Beimo now just under 2% on their uh what they consider their

[25:51] savings account. So you see we've done some reallocation. We've put more money

[25:55] back into our Schwab. That's where we're seeing really the best performance as

[25:58] well as Illinois funds. Um so we're still continuing to diversify. We've got

[26:02] our laddered uh portfolio approach with Schwab and those rates are north of

[26:07] three and a half%. So again, we've done a nice job. you see that in the

[26:10] investment number. Uh and again, no need for warrants as we wait on tax money. So

[26:15] again, we're everything's pretty much working uh in terms of of the finances

[26:19] year to date. So far, I don't have anything else for the board

[26:23] tonight. Uh I'd be happy to take any additional questions, but I'll leave the

[32:32] referring to the statute to inform the trustees that they had not followed

[32:36] legal procedures and said and notifying all the interested parties

[32:40] » before setting up the tip. >> Wow.

[32:42] » So the they uh last week the president of the uh trustees sent out and you

[32:49] probably that's one of the reasons I'm mentioning it because you probably

[32:51] didn't get this. She just sent an email I think saying that they are delaying

[32:56] going for delaying delaying the final vote on it to get to give more time for

[33:02] people to come together if you and I sort of this is my own

[33:09] personal opinion on the subject is that if they couldn't even get it off the

[33:13] ground right I'm not entirely convinced they are the right people to carry such

[33:16] a project ahead but uh I thought if you would like to

[33:21] have that email just for your record, Gail. I'd be happy to dig it up and send

[33:25] it to you. Okay, >> I will do that. So then my report um my

[33:30] report was mostly uh around one point which is that we closed for appeals last

[33:34] September 1st and um it was it was actually it was it was a very busy

[33:40] month. uh the I think the part the fact that the uh 2025 tax bills well they

[33:48] came out at the same time in the thing you know when we had when we've been

[33:51] open about 10 days and we started getting calls from people who we always

[33:58] get them I had one actually this was an email the day after um we closed

[34:05] » saying I just got my tax bill in the mail and we just closed for appeals. how

[34:10] is this fair? Can you explain that? And I said, "Yes, actually I can." Yeah.

[34:15] » Your tax bill was for 2025 and your repeal was for 2026. You'll see that

[34:19] result 2027. And I I wanted to say, "Got any more questions for you to hit me

[34:23] with, >> but I didn't." But we did we did get a

[34:27] lot of people who were totally confused. I thought we were just open for appeals.

[34:31] And I'm just looking at this horrible horrible tax bill now. So we had a a a

[34:36] flurry of of con what's the word I want not conilbration the one the conflation

[34:43] of conflation with people conflating the two issues pretty seriously and it just

[34:48] it it makes it just makes everything a little busier and crazier for a while

[34:52] » but it's great that you're here to help our residents resolve those things what

[34:56] a bonus >> I keep feeling there can't be anybody

[34:59] who doesn't know the answer there are hundreds of some

[35:04] who who just do not have it at all. Uh but all in all and I was I actually I

[35:10] was surprised at the number of people who were uh

[35:15] not not who appealed the the number of appeals was actually the same pretty

[35:19] much but for a second year but the number of people who were still confused

[35:24] about what they were doing surprised me. And one of the reasons I think there

[35:29] were um a number of appeals um was because people were worried about the

[35:34] tax bills which they did not have yet when when we did open the uh board of

[35:40] review event on August 17th produced we had about 60 people I think this is

[35:46] according to the board statistics overall

[35:49] um and that is really about what I would expect uh for their outreach event

[35:54] during a trienal year. The second year is usually about half that somewhere in

[35:58] there. So again, the the concern about the the amount of the tax bills, what

[36:03] the tax bills might come to and how they how they would affect the need to appeal

[36:08] going forward was very high this year. And uh the Q&A that Mike and I held the

[36:14] following week on the 26th, we had over 20 people. And last year during the

[36:19] reassessment year, which was the first time we've done a Q&A as opposed to an

[36:22] outreach event of our own. Um, but we had I think we had we had maybe a dozen

[36:27] or so, which was fine, maybe 15, but this time you had between 20 and 25. So,

[36:32] and I I I like having I like the word to get out about that because I it's just

[36:38] people come in and they ask their questions their way and that way I can

[36:44] answer their way rather than giving them canned presentation about what happens

[36:49] when and so forth which they may or may not take in in any meaningful fashion.

[37:00] commend uh Jan and her team's efforts. I heard from other residents that went

[37:05] through the you know the appeal process and you guys couldn't be more uh patient

[37:10] and people are very grateful for your help and assistance and they knew you

[38:15] that they're seen um you know and um answering any questions and just we

[38:24] we're working very closely with all of our other um law enforcement partners to

[38:28] make sure that somebody's filtering through there as the days uh those

[38:33] activities because many of the um locations will have a very very high

[38:38] number of of people coming. So, please don't be alarmed if you see us. Um if

[38:43] anybody is traveling over by in Northbrook off of Techne and Sanders,

[38:47] there is construction there and you can't turn left off of I believe it's

[38:53] Sanders. Um I've had people that are turning

[38:58] illegally doing U-turns. Um, yes, the left turn lane is blocked and all the

[39:02] westbound drivers need to make a right, which they don't want to do. So, um, if

[39:07] you're going over there, please don't make a wrong turn because we're going to

[39:10] help you make sure you don't do that again because it's going to cause an

[39:14] accident. And, um, though, especially, um, as the fall starts starts coming in,

[39:23] we're going to start moving from direct enforcement into speed enforcement to

[39:26] slow the cars down because I'm waiting for the first snowfall. Absolutely.

[39:29] » I do. Um, so we we trying to stay on top of these things to help people

[39:36] pay attention when they drive for a nice way of saying it. Distracted driving is

[39:40] a bit of a problem. So, those are those are the things that

[39:44] we've been working on. We just we also have Danny Fest down in Main Township on

[39:47] the 13th. Um, or the 23rd, I 23rd. Um, I had officers over there. Um, so we've

[39:55] been making all of the um rounds for all of the events that have

[40:00] been going on. Uh, we did it. We did we I did have another gaming burglary. Um,

[40:06] they these folks are um the one gaming I have one at 602

[40:13] um Greenwood over in Northfield Township. There were 10 people that got

[40:17] out of that car. They robbed that place in less than 90 seconds.

[40:21] So, yeah, we are not chasing them. Um, they did they hit another gaming

[40:26] location this morning at after 7 a.m. >> And I'm sorry, what is

[40:30] » the gaming locations? The the slot machines.

[40:32] » Slot machines. Got it. >> Yeah, the video poker.

[40:34] » The video poker and stuff like that. >> So, um, we are diligently monitoring and

[40:41] trying to keep our cars moving. So, please don't be surprised if you see our

[40:44] cars in the area and, you know, they're they're constantly moving because I'm

[40:50] I'm trying to do everything I can to um make it so that the clerks get hurt or

[40:56] any of that. >> So, those are kind of things that I'm

[40:58] trying to stay on top of. Um I haven't had um we are expecting similar rain.

[41:04] So, I know I gave you the number for >> um the highway department in the event

[41:08] that the trees come down and we start having some water. So that's about all I

[41:12] have going on. >> We had a lot of constituent questions

[41:17] related to flat cameras. So >> um do does Cook County use the sheriff's

[41:23] department use them in the non-incorporated areas?

[41:25] » Yes. And they are not streaming cameras. The

[41:29] only thing we use them for like this morning when we had a gaming burglary,

[41:32] we used those cameras to try and track that car and they um it appeared that it

[41:37] was located right. So, you know, we are we are very very careful. We use uh case

[41:44] report numbers when we go in there. You know, we're not, you know, we use those

[41:50] for, you know, I have a missing adult. She got in a car. Where was the car? You

[41:54] know, this is the plate. These are the places that it went. Um, we had a case

[41:59] last year, um, about this time of the year and it was an older person who got

[42:04] in their car and they got lost. >> Yeah.

[42:07] » And they were all the way, they were from up here. They were all the way out

[42:10] in Romeoville. >> Yes. At Lewis University. Yeah. The car

[42:14] kept hitting the camera. Finally, we called the somebody called the college

[42:17] and the guy found the guy sitting in the lot.

[42:20] » So, he was and he's like, I I can't figure how to get back on the

[42:22] expressway. I can't no idea he was even in Romeo in about that far. Wow. in

[42:26] Romeoville where that is. So those cameras help us try and find people to

[42:33] get lost, you know, solve crimes. We're not using those to surveil people. They

[42:37] are not streaming cameras. They are not surveilling people.

[42:40] » Um I've heard of this Dlock movement. Um we had a young man who decided that he

[42:45] would follow the DLOC movement and decided to ride his bike and use a

[42:49] sawzaw to cut down the cameras. He cut out a bunch of them in Park Ridge and in

[42:53] Niles in a couple of hours. Um he now understands he probably should do that.

[42:58] He understands. >> Yeah. Oh, it's very

[43:01] » Speaking of law enforcement, just a reminder to the board and the general

[43:04] public that Vaneka has announced that they are doing more enforcement of

[43:07] parking in front of our of our building. Uh one of our pantry clients found that

[43:12] one out the hard way. The the lined spot next to a handicap spot is still

[43:19] illegal. >> Yes, it is.

[43:21] » Very much so. >> For them to get out.

[43:23] » She called it the hazard spot. I was like, "No, no,

[43:26] um, but yes." So, please, and we're glad that they are enforcing obviously

[43:30] because we've had a lot of client concerns about lack of parking and we're

[43:34] very excited to finally get the parking back across the street as well as

[43:38] underneath. Um, so the overall thing that we're doing as a sher as an office

[43:43] is we are um doing an initiative to keep people from driving in the shoulder

[43:48] » because people don't they believe that that is an extra lane of traffic. Um,

[43:52] that is not true. Please don't drive on the shoulder. There's multiple reasons.

[43:56] First of all, um people, if there's emergency traffic, you can't get out

[44:00] that way. The biggest thing is when you start driving on the shoulder, that's

[44:04] where all the junk goes. >> Um you're not going to get one flat

[44:08] tire, you're probably going to get two or three from the metal that comes off

[44:11] of things and all these things and all the debris that ends up over there. I

[44:15] understand that people are running late. Please call and say, "I'm going to be

[44:18] late." Um if we see you if we will stop you. Um I they have had truck and

[44:25] traffic has been up here to stop people from driving on the expressways and on

[44:29] those um the shoulder. It is dangerous. You will cause an accident. People get

[44:34] startled. >> Yeah.

[44:36] » Um they it is it is a problem. >> Absolutely. Yes. Do

[44:42] » you have any involvement in that? You buy

[44:45] » I need I

[44:47] » So here's the issue with you. Okay. They are not for the road. Okay. Let us all,

[44:53] you know, we had an incident down in Main Township. Somebody flagged down one

[44:56] of my officers was a lieutenant and said, "This guy's laying on the side of

[44:59] the road." He was riding that thing in the middle of Milwaukee Avenue.

[45:03] » Okay. He did not get hit by a car. I'm suspecting he was a valid driver. I'm

[45:08] suspecting that he bought that either or this that that scooter

[45:12] » to offset the cost of gas and no helmet, no nothing. It looked like he probably

[45:19] weeble out and ate the curb and never woke up. We went to the hospital for

[45:24] four days in a row to try and see if we could talk to him. They said he's stable

[45:27] and everything else. They shipped him to a a rehab facility and unfortunately he

[45:31] passed away. Those I understand the the allure of them, but

[45:36] I look at them as the minibikes of the 1970s.

[45:42] » Okay. >> They're much more dangerous actually.

[45:44] » Yeah, they actually are because they go so fast. You can't hear them. They go

[45:49] very, very fast. And you don't realize I mean, would you drive your car at 30

[45:55] miles an hour with the door open? No. But you're going to get on this scooter

[46:00] and fly away. And I've seen people I've seen the kids riding on a couple of

[46:04] them. A lot of the towns are are outlawing them. There are provisions.

[46:08] Um, you know, they can't be I think they're now originally was going to be

[46:12] 14. They're 15. You know, exactly. If we stop somebody, what are they going to

[46:16] say? I'm 15. You know, do we write the parent? That would make you really happy

[46:20] if I came over to your house and wrote you a ticket for something you told your

[46:23] kid not to do. Kids, right? So they they they're problematic.

[46:28] um because they do go so fast you can't hear them.

[46:32] » Um we're waiting for the the the law to kind of catch up. A lot of towns have

[46:36] out lot them and done ordinances. We're still waiting for Cook County as we all

[46:41] know sometimes the tax bill. We're waiting for them to catch up on it as

[46:45] well, you know. But again, if you're going to if they're going to say you got

[46:49] to have insurance and everything else, you know, these people these parents

[46:52] have already bought these things. >> Oh yeah. Well,

[46:55] » the drop offs at the schools are terrible. It's taken me another 10 to 15

[46:59] minutes just to pick my kid up because of the kids

[47:03] » weaving in and out. >> A lot of the schools are now they're

[47:07] telling you you can't bring them. >> Then that leads us to the other thing. I

[47:10] went to the school board meeting and there's going to be a new law that's

[47:13] coming in July about um electronic devices.

[47:19] the schools. They're working on plans. >> Most of the township authorities got rid

[47:24] of them. Um but yes, that now it's going to be a statewide

[51:45] they give you money for for like the kid anyway
