[0:10] painting is now called to order what everybody please rise for the Pledge of
[0:14] Allegiance
[0:16] I pledge allegiance to your father the United States of America
[0:24] one nation under God indivisible with liberty and justice
[0:30] thank you welcome citizens
[0:37] near and far that lens cap looks like it's so long but it's not
[0:42] um so we uh has everybody had a chance to look at the minutes from October 11th
[0:47] yes do I have a motion to approve
[0:50] motion Drew proof I have a motion of a second
[0:53] uh motion a second any further discussion
[0:56] all in favor aye opposed
[1:00] okay all right with no unfinished business
[1:04] we'll move on to new business and um the big one that we've worked hard on over
[1:10] the last several months thank you everybody for working on that Wendy
[1:13] uh supervisors finance committee City Council
[1:19] we have a balanced 2023 budget which I believe everybody has in front of them
[1:25] with the one amendment that we made at The Retreat adding fourteen hundred and
[1:31] seventy dollars into um
[1:40] I'll find it give me a second
[1:47] admin roof
[1:50] I'm looking for the number
[1:57] [Applause] what are we looking what are we looking
[2:00] for is this the this is yeah I'm just looking for the specific line item
[2:06] [Applause] 2023 budget yeah
[2:11] the the slide Edition yeah yeah it's in I'm looking for the line I'm just to
[2:16] clarify okay yeah say it again page three fifteen
[2:22] hundred
[2:27] 51-1100 51 Point 1100 uh 25 470 from 24 000. great excellent yeah so that's in
[2:37] our latest revision we're good yep so that's
[2:41] it this is the latest revision and um that's the only
[2:45] um revision to the to the budget posted so
[2:49] um if council is willing I would entertain a
[2:53] motion to adopt the 2023 budget so moved I have a motion to have a second second
[2:59] I have a motion a second any further discussion all in favor
[3:03] aye all opposed great good work everybody
[3:07] number one duty
[3:11] um tonight 2021 audit
[3:15] um I'd like to go ahead and just vote to approve this we've seen it we've had the
[3:18] report from the auditor from Keith um so if I'll entertain a motion to approve
[3:25] the 2021 audit so moved I have a motion of a second
[3:29] second promotion a second any further discussion all in favor
[3:33] aye opposed
[3:36] great nice to put that to rest as well um and Mark is on vacation and I have
[3:44] not heard back from him he was back today so we will
[3:48] um just have to put this on next week's agenda
[3:52] um there was no vote called for tonight so we will there's no need to table
[3:57] anything I'll just put this on the December agenda our December workshop
[4:01] and we'll try to get the Regional Commission in for a full update
[4:04] um including the cdbg grant opportunity is that okay with everybody do we need
[4:08] to motion the table since it says vote on the agenda on number four number four
[4:12] oh yeah we'll need number four to be table I move that we table item four
[4:18] okay I have a motion of a second second I have a motion a second any further
[4:22] discussion all in favor all opposed tabled until
[4:27] December or postponed right Wendy Tim
[4:33] [Music] [Applause]
[4:39] okay
[4:42] Marigold Collective proposal and Community initiative funds and I put
[4:47] that in there because we had talked about
[4:49] at our Retreat carving out a little bit of Reserve from arpa if needed for any
[4:57] initiatives Citywide but the discussion around the marigold
[5:04] Collective certainly initiated that so we've talked about it we've discussed it
[5:09] has anybody ready to make a motion to approve this important proposal using
[5:14] Harper funds that motion to approve
[5:19] do we have a total amount or we just saying we're approving what the what was
[5:22] in the arpa request so
[5:25] the latest proposal okay I was looking for that total number yeah I'd like to
[5:30] put the total number in there um sorry there's been so many emails I'm
[5:34] not finding the number yet hold on
[5:38] I did the math it was like 120 something I think but I I'd have to do it again to
[5:42] get the number if we need that
[5:46] [Applause]
[5:49] and I don't have my normal laptop that I work from because I grabbed the long
[5:53] backpack I had my work laptop which is not
[5:56] useful to me at the moment
[6:02] all right hold on
[6:12] all right this is the version
[6:19] I'm looking too all right
[6:22] um
[6:28] this is dated
[6:34] yes okay this is yesterday's version
[6:43] okay 129 144. so I'm sorry that sounds right
[6:54] okay um
[6:57] based on the November 6th 7th version sorry whatever
[7:02] yesterday's date was
[7:05] 40 the 40 hours a week
[7:10] version okay um
[7:15] so let me so you've made a motion to approve that latest uh that latest
[7:23] proposal at 129 144 dollars is that correct yes
[7:30] okay would we like to add
[7:35] um earmark community and some funds from arpa in that to make sure that we set
[7:41] aside anything I believe 50 uh what's what we were talking about yeah I have a
[7:46] comment on that before and maybe a substitute motion that um I I
[7:52] I know these are kind of ties tied to Marigold and that's where we may use
[7:56] some of this but we're labeled as Community initiative funds I would like
[8:00] if it requires a motion to vote on those separately so that is this not directly
[8:05] tied to the marigold Collective if there are other community initiatives that we
[8:08] can use that money for and we don't need it for the marigold Collective I would
[8:12] like flexibility there and that's fine yeah okay so we'll keep the motion to
[8:16] 129 144 for the latest proposal for the marigold Collective
[8:21] all right I have a motion to have a second second I have a motion a second
[8:24] any further discussion um yes just to mention that we were
[8:30] gonna
[8:33] um add some parameters and add a one-year check-in based on the sun had
[8:39] that built in already yeah it was March and
[8:42] semi-annual is what dinner that's a good point though okay yeah no
[8:48] it's worth mentioning yes um
[8:54] let me ask David a question about that if we've got a check in for a two-year
[9:01] proposal from using Harper funding do we need to include in the motion that city
[9:06] council reserves the right to um
[9:11] end the program if it's not meeting the metrics or do we can we do that I mean
[9:18] at the end of the day yeah one city council can't buy the future one so
[9:21] right so it wouldn't hurt to do that sure okay
[9:26] okay so could we a man amend yeah would you like
[9:32] to amend your motion I amend my motion to include the language to
[9:36] um not bind for future sessions to this order okay to include a
[9:42] one-year check-in um review of the review and the
[9:46] commitment okay is that we want to do it one year we want to do
[9:51] a semia I think that we're going to do those anyway okay so as far as stepping
[9:57] on tasks okay but I think the one year um
[10:02] checkpoint to revoke the project okay if you will because uh reevaluate protects
[10:09] the city and the funding agreed okay so I have a I have an amended
[10:15] motion do I have a second second I have amended Motion in a second do I have any
[10:19] any further discussion all in favor
[10:23] aye aye all opposed okay that's a big deal
[10:28] that's a transformative project using arpa funding and
[10:32] um very proud to be a part of that and and thanks for all the hard work you all
[10:36] done in getting the collective
[10:40] um to the point where we could approve that funding for two years and just so
[10:44] citizens know this project includes the marigold market and the marigold food
[10:49] Hub and food prep kitchen so that we can repurpose food for the food insecure in
[10:54] our community so it's a big deal and if this Collective can sustain itself after
[11:02] two years and continue on on its own bringing Revenue enough Revenue in to
[11:08] stand on its own and provide that same support for the food insecure in our
[11:12] city and even more than we've done a good thing here I think we've done a
[11:16] good thing here anyway but we'll certainly have done a good thing if it
[11:20] can if it can last for 10 20 30 years so that's a transformative project so you
[11:25] should all be proud of your city council members for voting through this uh this
[11:30] important Initiative for the city and um
[11:34] and I'm appreciative of everybody that works for the marigold Collective and on
[11:37] on behalf of the marigold Collective and everybody
[11:40] that supports the marigold Collective like you
[11:45] I see you there every Saturday in the same spot
[11:49] so thank you Martha
[11:54] yep so um do we want to vote separately on that yeah if I can also motion to
[11:59] approve a allocation of 50 000 in funds for a community initiative fund all
[12:05] right have a motion I have a second second I have a motion in a second any
[12:09] further discussion all in favor
[12:12] aye all opposed great
[12:18] that's also arpa correct yes correct yes awesome okay now um moving
[12:26] on to um I have an official vote on the
[12:28] auditorium porch floor coding uh fifteen hundred dollars I need a motion to
[12:33] approve that spending from the 2020 splost under the auditorium project
[12:36] bucket so moved I have a motion to have a second second I have a motion a second
[12:41] any further discussion all in favor
[12:44] aye all opposed motion carries thank you City committees
[12:49] Timothy Pierce Tomlin did I get it right Public Safety and Public Finance okay so
[12:55] um I think let's we can rearrange all these committees by
[13:00] voting Tim on to these two and acknowledging
[13:05] that those serving on the other committees will be acquiescing to his
[13:09] service on those committees is that appropriate is that fine
[13:14] um so I had can I have a motion uh to approve Timothy Pierce tomlin's service
[13:20] on the public safety and finance committees for the city of Winterville
[13:24] so moved I have a motion to have a second second I have a motion this
[13:27] second any further discussion all in favor
[13:31] aye aye all opposed
[13:36] too late now but too late now okay um does that suffice David I think it
[13:43] should okay
[13:47] um Wendy you got it straight back there we'll get it straight tomorrow I'll let
[13:50] you know who's on all the Committees now um thank you for your service
[13:55] absolutely
[13:57] um and glad you're okay after last night yeah so Moving On Wellness project do we
[14:02] have a dollar do we have a number or request yeah so I'd like to ask Council
[14:07] to support uh via some arpa funds our next Winterville Wellness project which
[14:13] is going to be um beginner martial arts all ages
[14:17] location to be determined in the city I'm not sure which building it'll take
[14:22] place in just yet but stay tuned for details looking at six weeks of two
[14:28] classes a week so I'd like to ask for up to 1 000. okay
[14:35] foreign
[14:39] motion to approve all right I have a motion to approve do I have a second
[14:43] second I have a motion and a second any further discussion
[14:46] all in favor aye all opposed
[14:50] motion carries all ages right all ages that's great so I can take the class
[14:55] with Lucas yes because I need to figure out how to defeat him
[15:00] spread the word in our evening battles
[15:09] see so um all right thank you for that and putting that together
[15:15] um so uh moving on the last item on the new
[15:20] business under new business tree commission member Andy Burke we've got a
[15:23] recommendation from the tree commission so I'll entertain a motion to approve
[15:27] his service to the commission
[15:33] I have a motion I'll second then a second from Bruce any further discussion
[15:41] all in favor aye all opposed
[15:44] motion carries great job Council that was a lot a whole lot of good stuff
[15:49] and yeah in the 18 minutes it looks really easy
[15:53] paper love you good job um
[15:59] so we're moving on to committee reports Public Finance Council persons Timothy
[16:04] Pierce Tomlin [Applause]
[16:09] and that ink just appears yeah
[16:15] it's like she knew we're really fine this comedian and as as we've talked
[16:20] about it's been more of a team effort as the budget's grown but um that with our
[16:23] Focus lately has been getting this budget ready and and so a big deal
[16:27] tonight was passing the 2023 budget and overall looking at profit and loss
[16:32] statements we're looking good at this time of year and of course as usual you
[16:36] can review any Financial uh documents that we have here including the budget
[16:40] at City Hall yep that concludes my report yeah and just to reiterate for
[16:45] the World Wide Web that those numbers are yours citizens so Wendy has them
[16:50] right here at City Hall all you got to do is come ask
[16:53] and your numbers um thank you does that conclude your
[16:56] report it does all right Public Safety Council persons Mooney and oh who's that
[17:00] MP Pierce come on Magic yeah I'll wear it out so
[17:06] dad jokes right well they get funnier the fifth time
[17:13] well we had a last minute snafu to some Public Safety news
[17:20] um but we haven't really had time to talk about it
[17:23] yeah oh it has to do with the sale of the old fire truck so
[17:28] um we'll get together on that and figure out I'd love to hear what kind of what
[17:33] direction you want to go in what do you think is best
[17:37] um [Music]
[17:39] and let's see um we're also preparing some fires some
[17:44] like citizen fire safety for the winter coming up here soon
[17:48] um I think Ray's gonna come present cool and
[17:53] um that's all I have for Public Safety did you wanna
[17:58] add anything all right yeah
[18:03] but just everybody be mindful as winter cranks up to you know space heaters and
[18:09] fire make sure those chimneys super safe okay does that conclude your report it
[18:16] does thank you Public Works Council Parsons Johnson and Metzger I don't know
[18:21] that we have a lot going on for the but I'd like to talk about the solar
[18:26] um yeah we could have a couple things uh with public well the solar we got some
[18:29] we finally got our interconnection agreement which allows us to finally uh
[18:33] go forward with the uh witness test and cut over but we do have some issues with
[18:39] the form we may have to make some slight adjustments just to correct some contact
[18:42] information but we're working on that um I also just want to mention that
[18:45] again we're doing a lot of stuff in the city Tom's working on with uh the
[18:51] doctrine Museum there's a storage shed going up there's the garden going up
[18:56] um and there's a lot of other things going on with the city and Tom's driving
[18:59] that and Tom do you have anything to add okay
[19:03] with that that concludes my report on public works and I do want to say um
[19:07] regarding Public Safety I'm I'm not having to resign from the Public Safety
[19:11] Committee to to make room from Tim it's right in his real house and I had too
[19:15] many committees but I do want to say I really enjoyed working with you guys and
[19:19] uh you and and chief painter of course because I'm not on the committee uh we
[19:23] don't have to be strangers great thank you and you're in good hands
[19:28] thank you for that report Communications committee Council purses Mooney and
[19:32] Metzger yep so we met last week with our other two people that are on our
[19:36] committee with us um and we have a couple of initiatives
[19:41] in the works we are coming out with a new version of the cassette we'll be
[19:46] probably looking for some volunteers to help with that project and then
[19:50] um we're also working on potentially a grant do you want to talk about that for
[19:54] a second yeah he's not in the committee but he's honorary yeah so uh rural
[19:58] broadband internet uh is really coming to Georgia in the near future and it's
[20:01] in a different way uh we're looking at a lot of Federal grant money that's about
[20:06] to come down so really working with the communication committee I'm really
[20:09] excited it's one of the things I'm really focused on for my ten years
[20:11] improving internet access in Winterville um so uh you know moving forward we
[20:16] really want to be set up and prepared to get that Grant and fund money so if
[20:21] we're first in line then we're gonna get the most so trying to get there
[20:25] sweet good job put out a call that we could
[20:29] another I would say member or two I'm a Communications committee so if you or
[20:34] anyone that you know is looking for a way to get involved that's not super
[20:39] time consuming we do meet quarterly right now but yeah things like The
[20:43] Gazette um just you know kind of spread the news
[20:46] of City happenings and certain work on the Broadband Grant are kind of our
[20:50] major uh projects right now and so potentially
[20:54] um photos from the community articles from the community that sort of thing
[20:58] yeah um would be great so we'll put an official call out on social media
[21:04] great so does that conclude your report yes okay
[21:08] um
[21:11] I forgot to talk about something up in in new business but we'll move on to uh
[21:15] Community Center and we do not have a report from the
[21:19] community center tonight so we'll move into doctor's Museum
[21:23] report okay thank you all
[21:27] um well as as Bruce alluded to in four days of work Tom and his crew have moved
[21:32] the storage and collections building from a slab to a building with Rafters
[21:37] and almost a full route so things are just preceding at a blistering pace and
[21:42] I could not be happier or more proud of what these guys are doing they are rock
[21:46] stars when the building is finished we do hope to have an open house
[21:50] celebration and fundraising event just to let people see you know what's going
[21:54] in there it will be more than a shed Bruce
[21:59] storage facility storage and conservation
[22:04] so very excited about that I know what that'll let us do for the back half the
[22:09] museum as well um I got the garden gate installed this
[22:13] the past couple days which finishes up that side of that project the fence came
[22:18] in at about 60 under budget so I was very happy for that oh speaking of Tom's
[22:23] identified other cost saving measures of the new building too so again another
[22:27] Feathering his cap let's see oh we've identified 17 plants
[22:33] it looks like early spring is probably going to be best for planting rather
[22:36] than fall um I think everybody knew that about me
[22:39] so we're gonna have those going in shortly and then I'll update the
[22:43] grantees the Jordan Humanities information about that throughout the
[22:48] course of the Year 2022 we brought in sixteen hundred dollars in donations and
[22:52] sales that was through our weekly fundraisers and donations from citizens
[22:56] so that money went entirely to paying off the upgrades and Renovations we did
[23:02] in the spring and going forward now all additional Revenue goes straight to the
[23:06] city for that um because we will continue to do those
[23:09] you know just in perpetuity uh we've had several soft opening tours over the past
[23:15] couple of weeks we're gonna have our first paying Tour on November 16th uh we
[23:19] got some students from uh UGA archeology lab coming out to tour the facility so
[23:24] that'll be another source of Revenue I'm also currently writing third and fifth
[23:28] grade social study tours as well as high school science tours based on the
[23:33] Georgia standards of excellence so we'll start to have tours coming through here
[23:37] hopefully about 60 to 80 students at a time volunteers will be helping with
[23:41] those as well we have a new exterior sign that I picked up today because you
[23:45] probably all seen the janky open sign we have out there
[23:48] so we're having a much nicer thing going there this week
[23:53] and lastly um I'm starting putting out some video
[23:56] updates on the proceedings at the Museum so people can understand what all this
[24:00] flurry of activity is and what our plans are and just trying to make people have
[24:04] some ownership in this little Museum in their community and that's my report
[24:09] great thank you for that that's exciting
[24:14] we went over and checked it out the other day it's great so thank you Tom as
[24:18] well and Steve and David So Okay um
[24:23] the Sherry is out of town but probably very happy right now
[24:28] um Library report Deidra [Music]
[24:36] development day and all the professional libraries
[24:39] [Music] um we had our first ever adult pain
[24:45] night my assistant Sam facilitated that and it filled up like that and we had a
[24:52] waiting list we had 16 people attending um they had to learn to mix their pain
[24:59] they were not happy but at first and we didn't provide orange paint for the
[25:05] pumpkin bitings they had to mix something around in you and
[25:10] um it made them turn out a lot nicer everybody was
[25:15] very pleased at the end so we hope to be doing more path
[25:21] um when someone might have something going
[25:25] with coil metal now uh School library and they aren't dropped
[25:31] by car Library we have a nice chat and
[25:36] um she invited me to their Fall Festival and we ought to be doing some Outreach
[25:45] um Sam is going to go over there Sam has a lot of experience with working with
[25:51] teens from co-working Hawkinsville so she'll be going over there either to
[25:58] uh give a program or just work side by side
[26:08] and let's see what else um we're starting an additional book
[26:13] club um we've had several of our members
[26:18] request a daytime book club because they don't want to drive at
[26:23] night so um that'll probably take a while to get
[26:27] going but it is to go and we hope to start in January and meet on the second
[26:32] Wednesday of each month at 12 30.
[26:38] and uh
[26:43] that's a that's that was about highlight um
[26:48] [Music]
[26:53] thank you for that report and all you do appreciate it clerks report Wendy
[27:00] good good amazing so you're trying to support this
[27:03] evening good okay um my report so one thing we needed to
[27:08] uh or we need to discuss briefly is just the public hearing the uh Planning and
[27:14] Zoning recommended to city council um that we do rezone and the PD they
[27:20] they they recommended that two City councils so we'll need to have our
[27:24] public hearing next December
[27:28] Workshop when do you have that date
[27:32] six one two three four five and that's the um
[27:39] the red brick garage the detail shop on the corner and that property combining
[27:44] those lots and creating the PD
[27:48] there they've forwarded that on to us so we'll need to have that public hearing
[27:53] and we can go ahead and set that
[27:56] for a workshop do I need to be there for that nope I
[28:01] haven't to be in another County that night so I just want you don't I just
[28:05] need to make sure and I know and I always forget but I know it's okay that
[28:08] we just schedule that and there's never needed for that we just schedule that
[28:11] public hearing and move on from there so let's go to everybody okay with
[28:14] scheduling that for six o'clock on Workshop
[28:17] December Workshop December 6th right yep yep yep
[28:25] um Wendy go ahead and advertise please thank you
[28:30] um okay so um Holiday Lights contest is kicking off
[28:35] for the Winterville Arts Council so go on their web all right check out the
[28:39] Winterville Arts Council Facebook and sign up for that people are already
[28:43] sending in their applications to be on the on the tour of Holiday Lights
[28:47] Christmas in the Park will be we'll move that back we had some issues some
[28:53] concerns about the amount of people in the lighting from last year until we get
[28:57] that addressed fully we're going to move it back into pittard Park
[29:02] um for Christmas in the Park this year and Santa Claus will be down
[29:07] Santa Claus will be down in right he's coming
[29:14] um to the lower Pavilion uh so
[29:18] um that will be exciting uh George Arbors Association through tree climbing
[29:24] event is two weeks from now um the 19th yeah 19th looking forward to
[29:31] that I did uh meet with the principal um Winterville Elementary School and our
[29:38] um our partnership with them has resulted in these little mini libraries
[29:43] 25 of these that will go in local businesses they'll go in City Hall in
[29:47] the library hopefully with little books that the kids can come and get a photo
[29:52] opportunity and they get a bookmark to uh to promote reading throughout the
[29:58] holidays so when they're home from school we want to drive them and we'll
[30:02] talk about that if you're okay with that but City Hall for sure Community Center
[30:05] for sure local businesses a window cling goes with that so that's a great
[30:10] promotion for Winterville is a buzzing for reading
[30:15] whatever the program was called um
[30:19] and also another opportunity for us that she brought to me which is great that
[30:24] will kick off in the spring hopefully if Council wants to um partner with the
[30:28] school again one book one family one Community One Love
[30:32] and they're going to pick a book and they're going to have yard signs for
[30:35] each family each citizen to do read this specific book the entire city and then
[30:42] create a Project based around the book put a sign in your yard that created the
[30:46] project and then you get a plant to plant in your yard and having done that
[30:50] and they want to do this annually and we might kick it off on Arbor Day so I
[30:55] talked to the principal about connecting her with tree commission community
[31:00] garden folks to maybe make this our community-wide initiative that we can do
[31:04] annually where beautifies the city while promoting
[31:08] literacy and reading and young ones and adults pretty cool program
[31:13] so a lot of uh a lot of good stuff coming from Winterville Elementary
[31:18] School and the new Administration there um
[31:22] movie night in the auditorium December 9th I mean first December is coming up
[31:27] quick so December 9th is movie night we have a lot of uh
[31:32] um concerts and and events in the auditorium before the end of the year so
[31:38] check those out on the Winterville Auditorium website but movie night we
[31:42] haven't decided on a movie night or yet but what it's I thought it was always
[31:47] going to be It's a Wonderful Life it can be but I don't know
[31:51] I talked to Lisa Mindy today and she said she would come do a question q a
[31:56] um about
[31:58] um uh God the Bill Murray movie um Scrooge Scrooged that she's in
[32:05] she's in that movie and she's gonna come introduce it and then do a q a for that
[32:10] movie so we'll talk about it yeah anyway I believe when is Christmas
[32:18] in the Park first Friday in December
[32:24] are there any other that concludes my my report any public
[32:30] comments
[32:33] uh any announcements anything I've left off
[32:43] that you sent me to last week okay go go for it quick quick because you guys I'm
[32:47] very impressed with the efficiency [Applause]
[32:53] because it was just an idea and now it's happening it happened so fast it
[32:58] sprouted during covet um
[33:02] sometimes [Music]
[33:10] so um just a quick fact Georgia is number five state in population growth
[33:16] right now so that means Winterville um I went to a really great three round
[33:22] table and what I come out of that knowing was as far as developers and
[33:30] plans we have to follow the process and Trust the process we have a good tree
[33:35] ordinance in place if it fails us or if it leaks in some way we address that we
[33:42] upgrade and the um the arborist from Alpharetta was there he was currently
[33:47] the president of the Georgia tree Council and he views his tree ordinance
[33:51] as a living document and he just keeps amending it and changing it so that it's
[33:58] always current so that was really great um I got some really great contact
[34:04] information I applied for a grant for us for Community urban forestry technical
[34:09] support for 2012 three green infrastructure is all the buzz
[34:16] right now um so like green corridors and our
[34:21] Firefly Trail we had some really great speakers the conference was in Rome and
[34:27] Rome's a really cool and awesome place I had never been there they have an
[34:31] arboretum they call theirs an arboretum like our row of commemorative trees is
[34:35] very similar to their Arboretum so if we wanted to spice it up and add a little
[34:41] variety of maybe some under plantings we too could have an arboretum along the
[34:46] Firefly Trail
[34:49] something to think about because one thing we've talked about in the tree
[34:54] council is like well we're running out of space to plant trees but you could
[34:57] have a commemorative shrub or a commemorative Daisy or you know
[35:02] we a commemorative literacy award plan
[35:08] um so there that we also had to talk oh and in Rome they've had a tree ordinance
[35:15] since um 1996 and they've got some really
[35:20] great um streetscaping so it all began with a
[35:25] concept plan and when I was at your meeting on December on October 24th uh I
[35:31] forgot her name from The Downtown Development Authority had
[35:36] um as stressed her need to have a concept plan and I think one of the
[35:40] ladies at that meeting was gonna hook her up with an architect so when we get
[35:45] the concept plan of what we want downtown Winterville to look like I mean
[35:50] just like the marigold Collective that's the way it's going to happen and the way
[35:55] they've made it thriving downtown in both Rome and Greenville is to get the
[35:59] cars out of downtown and make it walkable so we were talking about
[36:04] parking for the Firefly Trail that's just something to keep in mind as we
[36:08] move forward that when people are driving around they don't see all the
[36:13] little shops or all the little they don't see
[36:17] so when people are walking they see and another thing that was really
[36:21] interesting to me to me from the Greenville speaker there was a town
[36:25] called Travelers Rest adjacent to Greenville and you like look
[36:30] like you know the story so we're the little town adjacent to Athens now when
[36:35] the Firefly gets completed I'm going to draw a nodding I don't have to continue
[36:41] so that was great um breweries big money that was your
[36:46] take home from the Greenville South Carolina
[36:50] get the cars out of downtown um things to attract people in like the
[36:56] doctor's Museum festivals wide sidewalks which are
[37:01] things that we have and we could have more of them I was gonna plug that if
[37:05] you didn't mention because it sets it out to me it's in there it's all in
[37:09] there and that was all about just pedestrians like the wide sidewalks
[37:12] right for pedestrian traffic absolutely it's all about
[37:21] um through the Forestry Department and other sources is this Justice 40.
[37:27] um and it is 40 to underserved populations to help mitigate climate
[37:35] change the money will be available soon and we can apply for it
[37:40] um if we have projects that will serve the underserved and mitigate climate
[37:46] change as well as Ira money that's the inflation reduction act so there is 1.5
[37:54] billion dollars in money that will go to the underserved and I have a website
[38:01] here um there it they don't have the money
[38:04] yet she's like don't quarter me up I don't have the money but it's it's going
[38:10] to be available soon and I also learned about this uh I had already known about
[38:15] lead Platinum building standards lead gold lead silver so sites you guys might
[38:21] know this also is for sustainable land design and development so that's the way
[38:26] of the future where you have carbon neutrals structures and the cement
[38:31] you've got Fergus impervious proportions to run off and also one more
[38:40] thing and I'm going to wrap it up so I had a lot to think about as we move
[38:45] forward to weave into our plans I met Jesse McMillan who is the Athens
[38:53] tree Council chairperson who is also won The Rising Star Award at the conference
[38:59] and we talked about getting together on this tree sale so that the way Susan had
[39:06] done it in Jefferson is we have the tree sale and then the homeowners get a
[39:11] credit for their storm water well Athens has to give them that credit but Jesse
[39:15] said that she was very interested in getting that going on in Athens as well
[39:20] so then we could produce our storm water runoff plant more trees and everybody
[39:27] saves a little money so that's something that we're going to be working on
[39:30] together I also met Roger Roger yeah that's it that's right
[39:36] so that was cool and also need to let you know that there were six people
[39:42] closely tied to Winterville in this Statewide conference so we were very
[39:48] well represented as well as Seth Hawkins who you guys remember Susan Russell who
[39:54] I did not know was the president of the Georgia tree commission Council last
[40:00] year during covid and of course Lee and Roger and myself yeah so great team here
[40:07] we go thank you for coming thank you for going thank you a lot of information and
[40:13] um I didn't I asked Wendy to email this to you guys did you get to do that for
[40:18] them yeah that's where I saw your watch
[40:23] so all the links are in there and if you have any questions I do want to talk to
[40:30] you more about this EMC network of electric cooperatives absolutely sure
[40:35] let's get together great thank you 12 times meeting I think
[40:41] I can do one more time no thank you both good stuff good stuff
[40:46] thank you yeah thanks for going and thanks for that report that's great all
[40:50] good stuff so um any other announcements okay with that I'll entertain a motion
[40:57] to drink great work tonight everybody it's been a long year um the budget the
[41:01] marigold Collective this is a big night um for the city and for the community
[41:04] for sure so thank you all for that hard work
[41:07] um and with that I'll entertain a motion to adjourn so move I have a motion do
[41:11] you have a second I have a motion a second any further
[41:14] discussion all in favor
[41:17] aye all opposed thank you all for being here
[41:25] I know but no he said it's really crazy [Music]
