Welcome to Woodbridge, the
[0:21]
best town
[0:22]
around. My name is
[0:23]
John McCormick, and I am the mayor of
[0:24]
this wonderful city.
[0:26]
Today we are here to
[0:27]
recognize,
[0:28]
thank, and
[0:28]
present the
[0:29]
Mayor's Award for Excellence
[0:30]
in Community Service to
[0:32]
Evangel Church in
[0:33]
Woodbridge. To
[0:34]
my left is Pastor Leslie
[0:35]
Samuel of Evangel Church. To
[0:37]
my right is the
[0:38]
chairman, Sergeant Bella
[0:39]
, Brian Bella,
[0:40]
head of
[0:41]
community affairs. And
[0:42]
Sergeant Pastor is
[0:43]
an officer in the same
[0:45]
community affairs department. They're very
[0:46]
involved in all these
[0:48]
different things that
[0:49]
happen in the city,
[0:50]
and we...oh my God. Sorry
[0:55]
about that. We recognize
[0:57]
Evangel Church for its
[0:58]
annual
[0:59]
backpack collection drive for the
[1:00]
town. They
[1:01]
bring in hundreds of
[1:02]
fully
[1:03]
stocked
[1:04]
backpacks and distribute
[1:05]
them at our events in
[1:07]
Kisby, Fords,
[1:08]
Hopelon, near the
[1:09]
fire station, and in
[1:10]
Jacobs Landing. So
[1:11]
I would like to read
[1:12]
this proclamation to
[1:13]
Pastor Samuel and
[1:14]
ask him to
[1:15]
say a few words.
[1:16]
As the Mayor's Office and the
[1:18]
Woodbridge Township Council
[1:19]
honor and
[1:20]
recognize
[1:21]
clergy,
[1:21]
citizens, and
[1:22]
volunteers who
[1:23]
embody the best
[1:24]
qualities of leadership,
[1:25]
public service,
[1:26]
civic
[1:27]
engagement,
[1:27]
philanthropy, and
[1:28]
have responded to the
[1:29]
call to serve their
[1:30]
community. And because
[1:32]
Pastor Leslie Samuel,
[1:33]
along with Evangel Church
[1:34]
in Woodbridge, is the
[1:34]
epitome of
[1:35]
community service leaders
[1:37]
who continually
[1:37]
support Woodbridge with
[1:38]
events like
[1:39]
their generous contribution to
[1:41]
Backpacks for
[1:41]
Woodbridge,
[1:42]
providing students in
[1:43]
need with
[1:44]
essential school
[1:45]
supplies and
[1:46]
support. And
[1:47]
as Pastor
[1:48]
Leslie Samuel and
[1:49]
Evangel Church in
[1:49]
Woodbridge were recognized and
[1:51]
honored for their
[1:52]
service and dedication to
[1:53]
caring for
[1:54]
a part of the
[1:55]
Woodbridge community during the
[1:56]
backpack giveaway
[1:57]
held on the 21st and 22nd
[1:59]
. Therefore, as Mayor of the
[2:00]
Township of Woodbridge, I,
[2:01]
along with the Town
[2:02]
Council, hereby honor
[2:03]
and congratulate
[2:04]
Evangel Church of Woodbridge for
[2:05]
their commitment to their
[2:06]
mission and purpose, and
[2:08]
extend our best
[2:09]
wishes and success
[2:10]
in all their future
[2:11]
endeavors. Ladies and
[2:12]
gentlemen, I would like to
[2:13]
turn the floor over to
[2:14]
Pastor Samuel and
[2:15]
ask him
[2:16]
to say a few words,
[2:17]
and thank you for everything.
[2:18]
May God bless you
[2:19]
.
[2:20]
Uh, thank you very much,
[2:21]
Mr. Mayor, and all the
[2:22]
various departments of
[2:23]
the town, including
[2:25]
the police of this
[2:25]
great city, the
[2:26]
best city
[2:28]
around, for the
[2:28]
opportunity you have
[2:29]
given us. We get to
[2:32]
do this every year and it
[2:33]
was such a great
[2:35]
day and I think
[2:36]
we had almost 45
[2:37]
different volunteers
[2:38]
over the 3 days
[2:39]
packing and
[2:40]
handing out and it
[2:41]
was definitely a
[2:42]
team effort and I'm
[2:43]
grateful to receive this
[2:44]
award on
[2:45]
their behalf as well.
[2:46]
I am very grateful. So,
[2:48]
tell us about other
[2:49]
things you
[2:50]
do in the community
[2:51]
for the city. Oh, the
[2:52]
Van Job Church is involved
[2:53]
in many things.
[2:55]
What exactly is this about?
[2:56]
Well, we are one of 11
[2:57]
food banks
[2:59]
in the city. In addition,
[3:02]
we also collect so-
[3:04]
called "hope boxes"
[3:05]
twice a year: at
[3:06]
Easter and at
[3:07]
Thanksgiving. And we
[3:10]
are already preparing for this,
[3:11]
because this is truly a
[3:12]
titanic task. We
[3:15]
are starting to
[3:15]
streamline our
[3:16]
work with
[3:17]
suppliers, and
[3:18]
next year, in
[3:19]
addition to other
[3:20]
city affairs, we
[3:21]
will hold a "
[3:22]
service for the sake of
[3:23]
service" campaign. We do
[3:26]
this once every two years,
[3:27]
when on Sunday
[3:28]
we send
[3:29]
our entire community
[3:30]
to work on
[3:31]
various projects
[3:32]
throughout the city to
[3:33]
serve all
[3:33]
residents. So this
[3:35]
issue is currently
[3:36]
being discussed between
[3:37]
us and your office.
[3:39]
I've seen a lot of your
[3:40]
work around
[3:41]
town.
[3:41]
Yes, it is, indeed.
[3:42]
You do a lot of things
[3:43]
, I know, for example,
[3:44]
painting, I know that
[3:45]
you work in schools.
[3:46]
Yes.
[3:47]
I remember some
[3:47]
parts of the second
[3:48]
building, I forgot which
[3:48]
school it was,
[3:49]
but you did it.
[3:50]
18 Indiana Avenue, yes.
[3:51]
And you do
[3:52]
all kinds of work and stuff
[3:53]
. You like
[3:54]
competing with us. Oh no
[3:55]
, we want
[3:56]
to cooperate with you. Yes,
[4:00]
of course. We will
[4:01]
do this in the fall. Yes.
[4:02]
Sometimes we even
[4:03]
take on
[4:04]
unfinished
[4:05]
construction projects.
[4:13]
I just want to
[4:14]
thank you for
[4:15]
allowing us
[4:16]
to be a part of this
[4:17]
event. It wasn't just a matter of
[4:19]
packing backpacks.
[4:20]
I mean, it
[4:21]
was a whole event with a
[4:22]
DJ, everything you were
[4:23]
giving away, school
[4:25]
supplies, food, and
[4:26]
the community really
[4:27]
enjoyed it. So it
[4:28]
was an honor for us to be a
[4:29]
part of this along
[4:30]
with the fire department
[4:31]
and other
[4:32]
volunteers. This is a very
[4:33]
important and noteworthy
[4:35]
work. Council President
[4:38]
Sharon Walsh, Deputy
[4:39]
Mayor of the Fifth Ward,
[4:40]
Council Member Colonia, and
[4:42]
Council Member Kyle Anderson, Community Council Member, do
[4:43]
any of you want to
[4:44]
say a few words?
[4:52]
I've done backpack drives with him
[4:54]
, he and his
[4:55]
parents do so
[4:56]
much for this
[4:57]
community, and. We
[5:00]
spent Thanksgiving together,
[5:01]
working and packing
[5:03]
boxes of food for
[5:04]
many people, which are
[5:05]
then delivered to
[5:06]
all the schools in the area, and
[5:07]
it's just incredible.
[5:10]
And you organize everything so well
[5:11]
. I
[5:13]
mean, there's turkeys,
[5:14]
corn, everything you
[5:15]
need, fresh pies, and
[5:16]
just a bunch of boxes;
[5:18]
he has all his
[5:19]
volunteers, you, me, my
[5:20]
girlfriend comes and
[5:21]
we pack everything up—it's
[5:22]
just an incredible,
[5:23]
amazing thing that
[5:25]
you're doing for our
[5:26]
community. So,
[5:27]
please.
[5:28]
And he just gets a
[5:29]
list of names and addresses,
[5:31]
and that's it... He does everything
[5:32]
else.
[5:33]
This is true.
[5:39]
Elderly people.
[5:40]
And school
[5:40]
counselors too.
[5:46]
Yes.
[5:47]
He's the one who...He's the one
[5:48]
who needs clothes,
[5:49]
who does the
[5:50]
jacket collection and the
[5:51]
food collection. He
[5:52]
collects
[5:52]
products. He is a
[5:53]
great resource.
[5:54]
Yes, it is well deserved
[5:55]
. Thank you.
[5:56]
for listening.
[5:58]
I'm letting you go. Anyone
[5:59]
else, Kyle or Sharon?
[6:00]
Yes.
[6:02]
I'll just say...I've
[6:06]
attended some
[6:07]
community events and I've
[6:08]
always seen your
[6:09]
church there, you
[6:10]
really live
[6:11]
up to your
[6:12]
calling—to
[6:12]
evangelize,
[6:13]
to spread the Gospel
[6:15]
and kindness,
[6:16]
going out to people and
[6:17]
showing everyone that
[6:18]
our churches in
[6:19]
Woodbridge Township
[6:20]
care about
[6:21]
everyone, regardless
[6:22]
of faith,
[6:23]
that they're ready
[6:24]
to help and truly
[6:26]
spread the
[6:27]
word of God. So, thank you very much
[6:29]
.
[6:30]
Thank you. Also
[6:31]
join me in
[6:32]
welcoming Howie Barrish,
[6:33]
Councilman for the Second
[6:34]
District from
[6:35]
Woodbridge Township.
[6:36]
Greetings. Greetings.
[6:38]
Welcome to Woodbridge, the
[6:40]
best town
[6:41]
around. My name is
[6:42]
John McCormick. I am the mayor of
[6:43]
this wonderful city.
[6:44]
And we are here today for
[6:45]
our annual
[6:46]
observance of
[6:47]
National
[6:49]
Breast Cancer Awareness Month.
[6:50]
Today we
[6:51]
honor a local
[6:52]
woman survivor,
[6:53]
Laura Grandling of
[6:54]
Colony, a very good
[6:56]
friend of Debbie Veech,
[6:57]
one of her team of
[6:58]
women who
[6:59]
help with everything
[7:00]
Debbie does: from the
[7:02]
VFW and the fire
[7:03]
station to all the other
[7:04]
groups in Colony. This is a
[7:05]
great group and I
[7:07]
would like to ask
[7:08]
the police to come over while
[7:09]
I read this
[7:10]
proclamation.
[7:16]
Since
[7:17]
breast cancer is the
[7:17]
most common type of
[7:19]
cancer among
[7:19]
American women,
[7:20]
and studies
[7:21]
show that one in
[7:22]
eight women
[7:23]
will battle
[7:24]
breast cancer, that
[7:25]
roughly translates to
[7:26]
over 200,000 women
[7:27]
diagnosed with the
[7:28]
disease each year in the
[7:29]
United States. And
[7:30]
because the
[7:30]
municipal government of
[7:32]
Woodbridge Township
[7:33]
advocates for
[7:33]
awareness of
[7:34]
all types of cancer,
[7:35]
especially
[7:36]
breast cancer, and
[7:38]
holds
[7:39]
fundraisers, educational
[7:40]
events, and promotions throughout the year,
[7:41]
culminating in the
[7:42]
annual event—the
[7:43]
Cancer Awareness March.
[7:44]
And since the
[7:45]
Inman
[7:46]
Avenue Walk for
[7:47]
Breast Cancer Awareness
[7:49]
began as a
[7:49]
community
[7:50]
initiative to
[7:51]
support Laura in her
[7:52]
fight against the disease,
[7:53]
Laura became the first
[7:54]
person to be honored
[7:55]
during the
[7:56]
walk. In
[7:57]
recognition of her courageous
[7:59]
journey, as a symbol of
[8:00]
hope and resilience,
[8:01]
Laura will raise the flag in
[8:02]
2026 in honor of
[8:04]
Breast Cancer Awareness Month
[8:06]
. Therefore, I, John E.
[8:07]
McCormick, Mayor of
[8:08]
Woodbridge Township,
[8:09]
together with the
[8:10]
Woodbridge Township Council,
[8:12]
hereby proclaim
[8:12]
National Breast
[8:14]
Cancer Awareness Month
[8:15]
in
[8:16]
Woodbridge Township, and
[8:17]
further honor
[8:18]
Laura, as well as all
[8:20]
patients,
[8:21]
survivors, deceased, and
[8:22]
their families for their
[8:23]
efforts in finding a
[8:24]
cure for
[8:25]
breast cancer, and
[8:26]
wish them well in their
[8:27]
future endeavors
[8:29]
. Now I'm asking Debbie
[8:31]
Meehan, Council Member
[8:32]
Debbie Meehan, to come out
[8:34]
here and take the
[8:35]
floor. I read
[8:36]
the proclamation. Next, the
[8:37]
floor is yours. Uh,
[8:38]
Debbie started
[8:40]
all this. As I said,
[8:41]
Debbie and Laura are
[8:42]
best friends. er... Er, you heard
[8:47]
she was the first one to be
[8:48]
honored. Uh,
[8:51]
Debbie hosted this
[8:52]
event last
[8:52]
weekend and it was
[8:53]
amazing. There must have been
[8:55]
several hundred people
[8:56]
marching. And
[8:57]
the party after that,
[8:58]
Oktoberfest—everything
[8:59]
was on time.
[9:00]
Spring Hills Swim Club
[9:01]
—we now
[9:02]
own it. We
[9:03]
have owned it for
[9:04]
several years. We are glad to have
[9:05]
allowed everyone
[9:06]
to use it for
[9:07]
this event. Uh, but it
[9:09]
was a gathering with food,
[9:10]
drinks, games,
[9:11]
kids, just a
[9:12]
great day.
[9:13]
Beautiful weather. Uh,
[9:15]
just a wonderful day.
[9:16]
So thank you to this
[9:17]
young lady who is
[9:18]
our council member from the
[9:19]
fifth district, uh, the
[9:21]
council member
[9:21]
representing the Colony.
[9:23]
So I would like to
[9:23]
ask Debbie to
[9:24]
say a few
[9:25]
words now.
[9:29]
This year we
[9:29]
are celebrating our 10th anniversary,
[9:31]
and we decided it was a
[9:32]
special occasion, so we
[9:33]
invited all of our
[9:34]
award winners from the past
[9:36]
10 years. Some of
[9:37]
course weren't there, but
[9:38]
we had a lot of
[9:39]
survivors and we
[9:40]
started this because of
[9:41]
Laura, we wanted to
[9:42]
support her and her
[9:44]
family. And it all
[9:45]
started small.
[9:46]
When we started, there
[9:48]
were quite a few of us, but over the
[9:49]
years the number
[9:50]
has grown to hundreds of
[9:51]
people, and you know
[9:52]
we are all walking for the
[9:53]
same goal, and that is the people
[9:55]
in our community. And
[9:56]
when I look up
[9:57]
and speak at
[9:58]
the end of the day,
[9:58]
you know, we thank the
[9:59]
people, especially the VFW,
[10:00]
God bless them,
[10:02]
they do everything,
[10:03]
they always
[10:03]
support us. Um,
[10:04]
you look around and you see
[10:06]
all these people, they're
[10:07]
your friends, members of
[10:08]
our community, and
[10:09]
they've all suffered losses
[10:10]
to breast cancer.
[10:12]
That's why it's so important that
[10:13]
we acknowledge this,
[10:14]
guide people,
[10:15]
encourage them to get
[10:16]
mammograms,
[10:17]
support
[10:18]
survivors, remember those we've
[10:20]
lost, and
[10:21]
just
[10:21]
encourage each
[10:22]
other. And the event was
[10:24]
simply incredible. It's like I'm
[10:25]
kidnapping my
[10:26]
walk participants to the
[10:28]
next event so
[10:29]
they can all be there and
[10:30]
stay until the end.
[10:31]
At our
[10:32]
Oktoberfest, everything is in
[10:33]
pink, and we were able to
[10:34]
help
[10:35]
two more families there. So,
[10:37]
overall, we had a
[10:38]
successful day, a
[10:39]
great day with
[10:40]
great people, and that's what
[10:41]
our community is all about
[10:43]
, and it always amazes me
[10:44]
how
[10:45]
great everyone is and how
[10:46]
supportive they are of each
[10:47]
other.
[10:48]
to give her the amount,
[10:49]
a figure that was
[10:49]
simply fabulous,
[10:50]
how much was it?
[10:51]
Eh, over 18,000.
[10:55]
Not a bad result
[10:56]
for 5 dollars:
[10:57]
walks, singing,
[10:58]
food, dancing and a good
[10:59]
mood.
[11:00]
VFW (
[11:01]
Veterans of
[11:01]
Foreign Wars).
[11:02]
The VFWs are just amazing.
[11:04]
When I say "your
[11:04]
group," I mean
[11:05]
that your group really
[11:06]
does make a significant
[11:07]
contribution to everything you
[11:08]
do.
[11:08]
Oh, yes.
[11:09]
city. This is a real
[11:10]
army.
[11:11]
Or some of the guys... The
[11:12]
women here—they all
[11:13]
help. Yes, but
[11:14]
...
[11:15]
Yes, but they
[11:15]
sell baskets,
[11:16]
they sell tickets, they
[11:17]
do everything.
[11:18]
They go
[11:18]
shopping,
[11:19]
help me get everything
[11:20]
ready. Sometimes I'll
[11:21]
forget something, and suddenly
[11:22]
three guys
[11:23]
jump in
[11:24]
trucks, go get
[11:25]
ice, hot dogs, or whatever else
[11:26]
we
[11:27]
need, and we're a good
[11:29]
army, we're a good
[11:30]
team, and together we
[11:31]
work for the good of the
[11:32]
community, and we can't do
[11:33]
without each
[11:34]
other. Every person
[11:35]
in this group who
[11:36]
helps is important
[11:38]
. So I can be here
[11:39]
and you give
[11:40]
me credit, but it's
[11:41]
really
[11:42]
everyone's credit. I don't
[11:43]
deserve this. This is for
[11:44]
everyone, everyone should
[11:45]
receive recognition for it
[11:46]
. But yes,
[11:47]
we love Laura too. And her
[11:50]
family, and Debbie. she
[11:52]
was so
[11:53]
supportive. It is an honor for you
[11:54]
to raise the flag
[11:56]
this year. Try to
[11:59]
say more than
[12:00]
you said. I wanted to
[12:01]
say something the other
[12:02]
day, but I couldn't,
[12:03]
but I really want to
[12:04]
thank you,
[12:05]
especially because it all
[12:06]
started with you. It is
[12:07]
thanks to you that we
[12:08]
did this. My husband,
[12:10]
of course, my family, the mayor,
[12:12]
of course, because without you we
[12:13]
wouldn't have been able to do it either.
[12:14]
OK. Very difficult.
[12:19]
Yes, but you are
[12:20]
helping us. You
[12:21]
are really helping us. But my
[12:23]
daughter, my son, my
[12:24]
brother, all of mine are here. I
[12:26]
love you all.
[12:28]
Thank you very much, I'm still here and
[12:29]
I believe it's because of a
[12:31]
positive
[12:32]
attitude, you
[12:33]
just have to keep
[12:34]
praying and moving forward
[12:35]
. I can't speak.
[12:38]
Thank you. Thank you very much.
[12:44]
Do you want to hold this
[12:46]
for a photo, you and Debbie? Of course
[12:47]
we can
[12:48]
do that.
[12:56]
Our council will approach and
[12:58]
surround this charming
[12:59]
lady from left to right.
[13:33]
I pledge
[13:34]
allegiance to the
[13:35]
flag of the United
[13:36]
States of America and to
[13:37]
the republic for which it
[13:38]
stands, one nation
[13:40]
under God,
[13:41]
indivisible, with
[13:42]
liberty and
[13:42]
justice for
[13:44]
all.
[13:46]
Please
[13:47]
join us in a
[13:48]
moment of silence to
[13:49]
honor this month
[13:50]
as Breast
[13:50]
Cancer Awareness Month
[13:51]
,
[13:52]
honoring those who have
[13:53]
passed, those who are
[13:54]
fighting, and those who are
[13:55]
survivors among us.
[14:00]
The
[14:00]
notice requirements under the
[14:02]
Open Public
[14:03]
Meetings Act for this
[14:04]
meeting have been met. The Home
[14:05]
News Tribune and Star-Ledger
[14:07]
published
[14:08]
reports on November 13 and 14,
[14:10]
2025.
[14:12]
A copy was posted
[14:13]
on the municipal
[14:14]
bulletin board and this
[14:15]
should be recorded
[14:16]
in the minutes of this
[14:17]
meeting. Councilman
[14:18]

[14:31]

[14:31]
Can I get
[14:32]
a proposal for
[14:33]
approval
[14:34]
of the
[14:35]
September 15, 2026 minutes?
[14:36]
I suggest. I
[14:37]
support. Are
[14:38]
there any questions or
[14:39]
comments from the council?
[14:40]
Who is in favor, please
[14:41]
vote.
[14:42]
By.
[14:42]
Against. The decision
[14:43]
has been made. Beginning with the
[14:44]
second reading of the
[14:45]
ordinances this
[14:46]
evening, we will first
[14:47]
consider Item A,
[14:48]
which is an ordinance to
[14:48]
amend
[14:49]
Section 7 of the
[14:50]
Revised
[14:50]
Ordinances of the Township of
[14:51]
Woodbridge. And this
[14:52]
applies to adding a
[14:54]
disabled parking space on
[14:54]
South Grant
[14:55]
Street. With that in mind,
[14:56]
may I receive a
[14:57]
motion
[14:58]
to consider this
[14:58]
resolution on second
[14:59]
and third reading
[15:00]
and open a
[15:00]
public hearing.
[15:01]
I suggest. I
[15:02]
support. Are
[15:03]
there any questions or
[15:04]
comments from the council?
[15:05]
Who is in favor, please
[15:06]
vote.
[15:07]
By.
[15:07]
Against. The decision
[15:08]
has been made. The public
[15:10]
hearing is now
[15:11]
open on Item
[15:12]
A, only Item A. Having not
[15:14]
heard comments
[15:15]
from the public,
[15:16]
can I get
[15:17]
a motion to close the
[15:18]
public hearing,
[15:18]
adopt a resolution,
[15:19]
and submit it to the mayor as
[15:20]
required by law.
[15:21]
I suggest. I
[15:22]
support. Are
[15:23]
there any questions or
[15:24]
comments from the council?
[15:25]
Who is in favor, please
[15:26]
vote.
[15:27]
By.
[15:27]
Against. The decision
[15:28]
has been made. Item B—is an
[15:30]
ordinance to
[15:31]
amend
[15:32]
Section 3 of the
[15:33]
Police Regulations to
[15:34]
correct a
[15:34]
typographical error
[15:36]
in Section 3-8.15. Can
[15:37]
I get
[15:38]
a proposal to
[15:38]
consider this
[15:39]
resolution on second
[15:40]
and third reading
[15:40]
and open a
[15:41]
public hearing?
[15:42]
I suggest. I
[15:43]
support. Are
[15:43]
there any questions or
[15:44]
comments from the council?
[15:46]
Who is "in favor", say "
[15:47]
yes".
[15:47]
Who is "against"? Accepted
[15:49]
. The public hearing
[15:50]
on Item B
[15:51]
is open, only on
[15:52]
Item B. Since
[15:54]
there are no comments from the public,
[15:55]
can I receive
[15:56]
a motion to close the
[15:57]
public hearing,
[15:58]
adopt a resolution,
[15:59]
and submit it to the mayor for
[15:59]
approval in accordance
[16:00]
with the law?
[16:01]
I suggest. I
[16:02]
support. Are
[16:02]
there any questions or
[16:03]
comments from the council?
[16:05]
Who is "in favor", say "
[16:06]
yes".
[16:07]
Who is "against"? Accepted
[16:08]
. Item B—is an
[16:09]
ordinance to
[16:09]
amend
[16:10]
Section 25, Streets and
[16:11]
Sidewalks, for the purpose of
[16:12]
revising the general
[16:13]
ordinance of the Township of
[16:14]
Woodbridge. This
[16:15]
concerns
[16:15]
the establishment of requirements
[16:16]
for notifying
[16:17]
utilities in
[16:18]
the event of work being carried out
[16:19]
on real
[16:20]
estate. Can I
[16:21]
get a proposal
[16:22]
to consider this
[16:22]
resolution on second
[16:23]
and third reading
[16:24]
and open a
[16:25]
public hearing?
[16:26]
I suggest. I
[16:26]
support. Are
[16:27]
there any questions or
[16:28]
comments from the council?
[16:29]
Who is "in favor", say "
[16:30]
yes".
[16:31]
Who is "against"? Accepted
[16:33]
. The public hearing
[16:34]
on Item B
[16:35]
is open, only on
[16:36]
Item B. Since
[16:38]
there are no comments from the public,
[16:39]
can I receive
[16:40]
a motion to close the
[16:41]
public hearing,
[16:42]
adopt a resolution,
[16:42]
and submit it to the mayor for
[16:43]
approval in accordance
[16:44]
with the law?
[16:45]
I suggest. I
[16:45]
support. Are there any
[16:46]
questions or
[16:47]
comments from the council?
[16:48]
Who is "in favor", say "
[16:49]
yes".
[16:50]
Who is "against"? Accepted
[16:52]
. Today, you have
[16:53]
three ordinances for
[16:54]
first reading:
[16:55]
Items A, B, and C. May
[16:57]
I receive
[16:58]
a motion to
[16:59]
approve these
[17:00]
ordinances on first
[17:01]
reading,
[17:01]
post them on the
[17:02]
township website on
[17:04]
October 7, 2026, and
[17:05]
schedule a
[17:06]
public hearing
[17:07]
for October 20, 2026 at
[17:08]
6:00 p.m.?
[17:08]
I suggest. I
[17:09]
support. Are
[17:10]
there any questions or
[17:11]
comments from the council?
[17:13]
Who is "in favor", say "
[17:14]
yes".
[17:15]
Who is "against"? Accepted
[17:17]
. Also before you are
[17:19]
resolutions 1 through 29. I will
[17:22]
make a motion
[17:23]
to approve items 1 through
[17:25]
29 by consensus.
[17:26]
I suggest. I
[17:27]
support. Are
[17:28]
there any comments or
[17:29]
questions?
[17:30]
Mr. Mitch, I
[17:31]
will abstain on
[17:32]
number 29.
[17:33]
Recorded.
[17:34]
Mr. Mitch, I
[17:35]
will abstain on
[17:36]
number 29.
[17:37]
Recorded. Are there any more
[17:39]
comments? Those who are "in favor",
[17:41]
say "yes".
[17:42]
Yes.
[17:43]
Who is "against"? Accepted
[17:44]
. Before we
[17:45]
continue,
[17:46]
the motion is passed.
[17:47]
Thank you, Mr. Mitch. At
[17:48]
this stage, we
[17:49]
move to the
[17:50]
open part of the
[17:51]
meeting. When approaching
[17:52]
the microphone,
[17:53]
please state your
[17:54]
name and the area of
[17:54]
the city in which you
[17:55]
live. You will
[17:57]
only have the opportunity to speak
[17:58]
once. Everyone present in
[18:00]
the hall must
[18:00]
follow the
[18:02]
village etiquette rules, which are
[18:03]
posted at the entrance
[18:04]
to the meeting room.
[18:07]
5 minutes are allotted for public speaking. This
[18:09]
includes
[18:10]
the speaker's remarks and any
[18:11]
response from the
[18:12]
council chair or
[18:12]
administration. When there is
[18:14]
1 minute left,
[18:15]
I will inform the
[18:16]
speaker so that he can
[18:17]
emphasize the main
[18:18]
points or questions.
[18:19]
After the 5-minute period is over,
[18:21]
all speakers must
[18:22]
leave the
[18:23]
microphone area and
[18:23]
return to their
[18:24]
seats. All
[18:25]
video recording should
[18:26]
be done only from the
[18:26]
designated
[18:27]
area. There should be
[18:29]
no exclamations from the spot
[18:29]
. Please
[18:31]
ensure that there are no posters or signs in the
[18:32]
aisles, corridors
[18:33]
or near the exits
[18:35]
. The public
[18:36]
part of the meeting
[18:37]
is a question and
[18:38]
answer format between the
[18:39]
council chairman and
[18:40]
the speaker. The chairman of the
[18:41]
council presides over the
[18:42]
council meeting. Thank you
[18:44]
. Are
[18:44]
there any comments
[18:45]
from the public
[18:46]
this evening?
[18:48]
Comments from
[18:49]
the public
[18:50]
tonight?
[18:57]
Hello, I'm here again
[18:59]
to worry you
[19:00]
about Flock.
[19:02]
Can you tell me
[19:03]
your name and where you are from
[19:04]
?
[19:05]
My name is Adam. I do
[19:06]
n't know exactly what
[19:07]
part of town this is. I live over there
[19:09]
, on the
[19:10]
border with Perth Amba.
[19:11]
Thank you.
[19:12]
So, last time
[19:14]
I was here, the
[19:15]
police commissioner
[19:16]
stepped in and said
[19:17]
how useful
[19:18]
Flock cameras were for
[19:19]
solving crimes. I
[19:24]
want to point out that,
[19:25]
of course, they may
[19:26]
help in
[19:27]
some way, but the risks
[19:28]
far outweigh the
[19:30]
benefits. I don't know
[19:32]
if he's here. I don't really
[19:33]
remember what he
[19:34]
looks like. If he
[19:36]
wants to refute this,
[19:37]
but I'll just list
[19:38]
some of the problems that have
[19:39]
occurred across the
[19:40]
country. April 2026
[19:42]
, Colorado: A 76-
[19:43]
year-old grandmother
[19:44]
is stopped because Flock
[19:46]
mistakenly identified
[19:47]
her license plates as
[19:48]
stolen. August 2026
[19:50]
, Wisconsin:
[19:51]
Police stopped an
[19:52]
innocent man
[19:53]
at gunpoint
[19:55]
due to a Flock camera error
[19:56]
. April 2026,
[19:57]
Minnesota: A woman
[19:58]
spends 13 days in
[19:59]
jail after
[20:01]
Flock cameras
[20:01]
mistakenly identified
[20:03]
her car as involved
[20:04]
in a crash that
[20:05]
killed three people.
[20:06]
Washington State,
[20:07]
2025: Flock identifies the
[20:09]
father's car as the
[20:10]
son's, who has a warrant for it
[20:12]
, despite the fact that the car
[20:13]
is registered to
[20:14]
the father. The police
[20:16]
arrest
[20:17]
the father anyway. Ohio, 2024:
[20:18]
Police stop
[20:19]
a man at
[20:20]
gunpoint and unleash
[20:21]
dogs after
[20:22]
Flock mistakes
[20:24]
the car for a stolen one,
[20:25]
confusing the number seven with the number
[20:26]
two. Police
[20:27]
dogs attacked the
[20:28]
victim. Oklahoma,
[20:29]
2021: Flock's
[20:30]
facial recognition system
[20:31]
mistakenly
[20:32]
identified a female
[20:33]
DoorDash delivery driver as a
[20:35]
Maryland criminal
[20:36]
involved in
[20:36]
financial
[20:37]
fraud. The police did
[20:38]
not even try
[20:39]
to verify whether
[20:40]
this woman was in Maryland
[20:41]
at the time of the
[20:42]
crimes. She
[20:43]
spent six
[20:44]
months in prison. In
[20:45]
July 2024, Georgia
[20:46]
police officer Michael
[20:47]
Steffman
[20:49]
checked
[20:50]
his ex-
[20:51]
girlfriend's license plate more than 500 times to keep tabs
[20:52]
on her. A similar
[20:53]
situation
[20:54]
is observed across the
[20:55]
country, where
[20:56]
police officers do
[20:57]
not even have to give a
[20:58]
reason for accessing
[20:59]
this data. There are many
[21:00]
reports of
[21:01]
officers simply
[21:02]
writing "LOL" or "I don't
[21:03]
know" when they
[21:04]
want to
[21:05]
check something. In addition,
[21:06]
this may not
[21:07]
apply
[21:08]
directly to Flock,
[21:09]
but it is quite close
[21:10]
to our realities.
[21:11]
Here in Woodbridge,
[21:12]
New Jersey, in 2019,
[21:14]
facial recognition software
[21:15]
mistakenly
[21:16]
identified
[21:17]
a man
[21:17]
accused of
[21:18]
stealing candy and
[21:19]
trying to crash his
[21:20]
car into a police
[21:21]
car near a
[21:22]
Hampton Inn on Route 9, even though
[21:24]
he was 30 miles away at the time
[21:25]
.
[21:26]
After that, he
[21:27]
spent 10 days in
[21:28]
jail. This is simply
[21:29]
absurd. We
[21:30]
should not support
[21:31]
this company. We
[21:32]
should have no
[21:33]
business with this
[21:34]
company. So now
[21:35]
I would like to point out
[21:36]
that the 10th Circuit Court in
[21:37]
Tulsa, Oklahoma,
[21:38]
has ruled that
[21:39]
Flock cameras violate the
[21:40]
Fourth Amendment,
[21:41]
citing the
[21:43]
1983 Supreme Court decision in
[21:44]
United States v.
[21:44]
Knotts. Notts, which
[21:45]
found that there
[21:46]
was no reasonable
[21:47]
expectation of
[21:48]
privacy in a
[21:48]
public place.
[21:49]
This is no longer
[21:50]
applicable
[21:51]
given modern
[21:52]
technology. The
[21:52]
Supreme Court, in
[21:53]
its opinion at the time,
[21:54]
pointed to
[21:55]
such a possibility.
[21:56]
Quote: "If
[21:57]
such law enforcement
[21:58]
practices
[21:59]
as mass
[22:00]
surveillance, as the
[22:01]
defendant alleges, ever arise, there
[22:02]
will be ample time
[22:03]
to determine whether
[22:05]
other
[22:06]
constitutional
[22:07]
principles can be applied." This time has
[22:08]
come. Unfortunately, we
[22:09]
have reached a time
[22:10]
when the technology for
[22:11]
this disgusting
[22:12]
practice exists, and
[22:13]
only now are the courts
[22:14]
starting to
[22:15]
wake up. Flock does
[22:16]
nothing to help
[22:17]
law enforcement officers
[22:17]
except prove
[22:18]
their
[22:19]
incompetence
[22:19]
when they
[22:20]
outsource
[22:21]
their brains to machines
[22:22]
and act on
[22:23]
false
[22:23]
information without even
[22:24]
thinking—something
[22:25]
most
[22:26]
police officers across the
[22:27]
country are already capable of doing
[22:28]
without Flock's help. I
[22:29]
challenge
[22:30]
the Commissioner, who was so
[22:31]
willing to speak at the
[22:32]
last meeting about
[22:33]
how Flock helps,
[22:34]
to provide
[22:34]
details on
[22:35]
how many crimes Flock
[22:36]
has actually helped
[22:37]
solve in this
[22:38]
supposed “crime
[22:39]
wasteland” that is
[22:40]
Woodbridge, New Jersey.
[22:41]
Although I expect his
[22:42]
response will be a
[22:43]
tacit admission
[22:44]
of how
[22:45]
incompetent the police are without
[22:46]
constantly monitoring
[22:47]
everyone who
[22:48]
passes through the
[22:48]
city and
[22:49]
automatically
[22:49]
assuming the
[22:50]
worst about them. The
[22:51]
vast majority of
[22:52]
people in the city just
[22:53]
want to drive down Main
[22:55]
Street to Wawa or Wegmans and
[22:56]
don't want to
[22:57]
drive
[22:58]
past two Flock cameras
[22:59]
back and forth every time. So,
[23:00]
since Flock surveillance
[23:04]
only helps the Woodbridge Police Department issue
[23:06]
traffic tickets, these cameras should
[23:07]
be
[23:08]
dismantled immediately, and the mayor,
[23:09]
this council, and the
[23:10]
police commissioner should be
[23:11]
ashamed of themselves for participating in
[23:12]
this program.
[23:13]
Thank you. Are
[23:14]
there any other
[23:15]
comments from
[23:16]
the public this
[23:17]
evening? Are there any other
[23:21]
comments from
[23:21]
the public this
[23:22]
evening? If not,
[23:24]
can I get
[23:24]
a motion to close the
[23:27]
public comment portion of the meeting?
[23:28]
I suggest. I
[23:28]
support.
[23:29]
Everyone is "in favor", please
[23:30]
say "yes".
[23:31]
Yes.
[23:31]
Against? The decision
[23:32]
has been made. Let's move on
[23:33]
to the
[23:34]
agenda.
[23:35]
Thank you, Mr. Mitch. Uh,
[23:36]
my agenda is
[23:37]
ready. I only have a
[23:38]
few comments.
[23:39]
First, regarding downtown
[23:40]
Woodbridge: I would like to
[23:42]
thank
[23:42]
the Department of
[23:43]
Public Works for the
[23:44]
wonderful job
[23:45]
they did on Main
[23:46]
Street with the fall
[23:47]
decorations and the
[23:49]
chrysanthemum displays. Uh, I've
[23:51]
gotten a lot of
[23:52]
feedback from people
[23:53]
about how
[23:54]
beautiful the chrysanthemums on
[23:55]
Main Street are, and we really
[23:56]
appreciate all the work
[23:57]
they've done.
[23:59]
Next, number six in the
[24:00]
events section. This
[24:03]
Saturday we will be having the
[24:06]
Frank Gagnon Fishing Tournament,
[24:07]
which will be held at the
[24:09]
Woodbridge Park Pond on
[24:10]
North Park Drive from 9:00 AM
[24:11]
to 11:00 AM. This is a
[24:13]
free event
[24:14]
for all youth
[24:15]
under the age of 16 who
[24:16]
want to fish or
[24:18]
learn how to fish.
[24:19]
You can visit the
[24:20]
municipality's website
[24:21]
for
[24:23]
registration information. That's all
[24:24]
I wanted to say
[24:25]
today. Thank you. Uh,
[24:28]
Councilwoman De
[24:29]
Jesus.
[24:30]
Thank you. My
[24:31]
agenda is ready, but I
[24:33]
would like to
[24:33]
comment on item
[24:34]
number five—
[24:35]
police-
[24:36]
community relations. I want to
[24:38]
congratulate our
[24:38]
police
[24:39]
department on a
[24:40]
fantastic
[24:41]
Oktoberfest
[24:41]
last Sunday. I
[24:43]
know it
[24:45]
was a little rainy outside,
[24:46]
but they came, and the
[24:47]
residents came too.
[24:48]
Many young
[24:49]
children enjoyed
[24:50]
the day. They
[24:51]
enjoyed the
[24:52]
mud and rain.
[24:53]
So, congratulations, and uh,
[24:55]
Hispanic
[24:56]
Heritage Month was
[24:57]
September 19th, and I just
[24:58]
want to thank everyone
[25:00]
involved who
[25:01]
helped plan
[25:02]
it and made it
[25:03]
happen. This was the
[25:05]
first event I
[25:06]
missed, but I heard it
[25:07]
was
[25:08]
fantastic, so I'm
[25:09]
very grateful to everyone who was
[25:10]
involved in making it happen
[25:11]
, and that's all
[25:12]
I have. Thank you.
[25:13]
Council member Spillar
[25:15]
.
[25:16]
Thank you, Mr.
[25:17]
Council Chairman Spillar. Item
[25:18]
number nine,
[25:19]
annual fire
[25:20]
service. You know what
[25:21]
time of year it is.
[25:22]
Please join
[25:23]
us this Saturday,
[25:24]
October 10th, from 10am to 1pm, at the
[25:26]
fire station for
[25:27]
our annual
[25:28]
open house in
[25:29]
celebration of
[25:30]
Fire Safety Week.
[25:32]
Bring children
[25:33]
along with the
[25:34]
ambulance squad,
[25:36]
domestic
[25:36]
violence team,
[25:37]
community police
[25:38]
and elderly people.
[25:39]
So, it will be happening
[25:41]
this Saturday from 10am to
[25:42]
1pm during our
[25:43]
annual
[25:44]
Fire Safety Open House.
[25:45]
Gifts,
[25:46]
treats, etc.
[25:47]
Thank you. The rest of my
[25:48]
agenda is
[25:49]
fine, just a few
[25:50]
announcements. This
[25:51]
week, residents and drivers
[25:52]
will see the start of
[25:53]
street paving work
[25:54]
as part of the Avenue project.
[25:55]
Let me remind you that the town
[25:57]
received partial
[25:58]
funding from the
[25:59]
state for the Avenue
[26:00]
Street project. Contractors have already
[26:01]
begun installing
[26:01]
curbs and ramps
[26:02]
for people with
[26:03]
disabilities. Please
[26:04]
be
[26:04]
patient during the
[26:05]
construction of this
[26:06]
much-needed
[26:06]
facility. God
[26:07]
bless America.
[26:08]
Thank you, Chairman.
[26:10]
Thank you. Councilor
[26:12]
Anderson.
[26:12]
Thank you, Chairman.
[26:14]
My agenda is in
[26:15]
order. I have
[26:16]
an announcement regarding
[26:17]
Middlesex College. As
[26:19]
you know, the CIO project is
[26:21]
almost complete.
[26:23]
We have a new
[26:24]
specialized school
[26:25]
where students have already been enrolled
[26:26]
. We start with a
[26:29]
freshman class
[26:30]
, and each year the school
[26:31]
will add
[26:33]
new classes until it
[26:35]
graduates. This is a
[26:38]
modern school, we are
[26:39]
very happy for the
[26:40]
students of our
[26:42]
specialized school system
[26:43]
, please do not
[26:44]
hesitate to
[26:45]
apply. There are many programs in place for our
[26:48]
students in Middlesex County
[26:50]
. We are also
[26:55]
adding 14 sports
[26:56]
fields, a
[26:57]
state-of-the-art baseball
[26:58]
complex that will be the
[26:59]
home arena for
[27:01]
Rutgers
[27:02]
University.
[27:06]
Middlesex College is also
[27:07]
holding meetings with
[27:08]
various
[27:09]
municipalities,
[27:10]
as this project
[27:11]
will impact all towns in
[27:12]
Middlesex County.
[27:14]
They are meeting with
[27:16]
each Chamber of Commerce
[27:18]
to discuss how
[27:19]
their
[27:20]
recreation departments can
[27:21]
benefit from
[27:22]
this project. We are
[27:24]
very happy, and we will
[27:25]
also host
[27:26]
professional football
[27:28]
matches. These are very
[27:30]
exciting times for
[27:31]
Middlesex, and
[27:32]
we will also have a new
[27:33]
student center. And
[27:37]
finally, I want to
[27:38]
recognize
[27:39]
Rep. Meehan's efforts this
[27:40]
weekend during the
[27:42]
Breast Cancer Awareness March
[27:43]
. We have previously
[27:48]
celebrated her
[27:49]
efforts and those who
[27:50]
have received her help.
[27:56]
There was something else I
[27:57]
wanted to mention, but I can't
[28:00]
remember it right now. I didn't
[28:05]
write this down, but
[28:06]
just wish everyone a
[28:08]
happy October and
[28:09]
please wear
[28:10]
pink. This draws
[28:14]
more attention from everyone
[28:15]
to the problem of
[28:16]
breast cancer.
[28:17]
Thank you.
[28:18]
Deputy
[28:20]
Bauer.
[28:20]
Thank you, Chairman.
[28:22]
My agenda is in
[28:23]
order. I have several
[28:24]
ads. The
[28:25]
Hopeelon Fire Department
[28:26]
is holding its
[28:26]
annual
[28:28]
fire safety open house on
[28:29]
Monday, October 12th from
[28:30]
12:00 to 6:00 p.m. Come
[28:31]
meet
[28:32]
local
[28:32]
firefighters and
[28:33]
check out the vehicles.
[28:34]
There will be gifts and
[28:35]
treats. We're
[28:36]
finally trying to
[28:37]
hold this
[28:39]
Fourth Ward flea market. It
[28:40]
rains every week. And the
[28:42]
vendor fair
[28:43]
will be held on Sunday,
[28:44]
October 11th, from 10:00 AM to 3:00 PM
[28:46]
in our public
[28:47]
parking lot on New
[28:48]
Brunswick Avenue next
[28:50]
to the VFW Hall in Port. And the
[28:51]
FBC, or Port
[28:53]
Business Community,
[28:54]
will hold its annual
[28:56]
car show and “Trunk
[28:57]
or Treat” event on Monday,
[28:59]
October 19, from 5:30 p.m. to 8:30 p.m. at the
[29:01]
Super Saver parking lot at
[29:04]
372 New Brunswick Avenue in Port.
[29:06]
I would like to thank
[29:07]
my fellow council member,
[29:08]
Debbie Meegan, for
[29:09]
another successful march
[29:10]
against breast cancer and
[29:11]
Oktoberfest. It
[29:13]
was a pleasure
[29:13]
to help and be
[29:14]
useful. Thank you to your
[29:16]
team of people who
[29:17]
come every year and the
[29:18]
VFW in Port for their
[29:19]
support. This is all
[29:21]
I have. Thank you,
[29:22]
Chairman.
[29:23]
Thank you. Councilor Small
[29:24]
.
[29:25]
Thank you, Chairman. The
[29:29]
Port
[29:29]
Reading Fire and Ambulance Service Open House will be held
[29:31]
tomorrow at 6:00 PM at the
[29:31]
fire station. The
[29:33]
Trunk or Treat event will be held on
[29:35]
October 22 at 6:00 PM at the
[29:36]
fire station. Cafe
[29:38]
"Mer Max" is open
[29:40]
Monday through Friday
[29:42]
from 10:00 AM to 2:00 PM at
[29:44]
: 881 West Avenue, Port
[29:45]
Reading. And a reminder
[29:47]
: mark your
[29:48]
calendar for
[29:49]
November 28th—the parade of
[29:51]
lights. Debbie, great
[29:52]
job. I had a great
[29:53]
time. You
[29:54]
raised a lot of
[29:55]
money for a wonderful
[29:56]
cause. Congratulations. May
[29:58]
God bless
[29:58]
all our
[29:59]
rescuers. God
[30:00]
bless America.
[30:01]
That's all I have
[30:02]
for now, but
[30:03]
thank you. Debbie, you have the
[30:04]
floor, Councilmember
[30:05]
Meagan.
[30:05]
Thank you. My
[30:07]
agenda is ready.
[30:08]
Tonight we
[30:09]
raise the flag in
[30:10]
support of
[30:11]
breast cancer awareness. That's why
[30:12]
most of us are wearing
[30:13]
pink today.
[30:14]
Before
[30:15]
the meeting began, we
[30:15]
observed a moment of
[30:16]
silence in memory of
[30:18]
this terrible disease and
[30:19]
expressed hope, strength,
[30:20]
and solidarity to all those
[30:21]
affected by it.
[30:22]
Special thanks to Lori
[30:24]
Grandly and her family
[30:25]
for coming out to
[30:27]
raise this flag tonight.
[30:28]
Laura was our
[30:29]
first
[30:30]
parade participant, which is why
[30:31]
we
[30:31]
started it, and it was
[30:33]
great to see her here
[30:34]
at the
[30:35]
flag raising. Also,
[30:37]
last Sunday—
[30:38]
sorry, last
[30:39]
Saturday—hundreds of people
[30:40]
gathered on Inman
[30:41]
Avenue for the 10th annual
[30:43]
March Against
[30:44]
Breast Cancer. Over
[30:45]
the years, survivors,
[30:46]
their families, and
[30:47]
loved ones have led
[30:48]
this march with courage
[30:49]
and hope. To
[30:50]
celebrate this milestone,
[30:51]
we invite all of
[30:52]
our previous
[30:53]
honorees and their
[30:54]
families to join the
[30:55]
parade. It was a
[30:57]
wonderful tribute to their
[30:58]
strength, memory, and
[30:59]
community. The walk
[31:00]
ended in
[31:01]
Springwood, where we
[31:02]
held our
[31:03]
charity
[31:03]
Oktoberfest to
[31:04]
benefit two more
[31:05]
Woodbridge families who
[31:06]
needed our
[31:07]
support. It was an
[31:09]
incredible day, a
[31:10]
true expression of
[31:11]
community, love,
[31:12]
generosity, and unity.
[31:14]
I just want to
[31:15]
thank everyone who
[31:16]
made this day
[31:17]
possible. This required
[31:18]
a lot of effort,
[31:18]
especially from the
[31:20]
VFW veterans organization in
[31:20]
Colonia, which always
[31:21]
comes to the
[31:22]
rescue when our
[31:23]
community needs it.
[31:24]
Thank you to my fellow
[31:25]
council members for your support,
[31:26]
especially
[31:27]
Councilmember Barr, Barr, you.
[31:30]
Barra what?
[31:31]
Barra.
[31:32]
Mhm.
[31:32]
Thank you to Councilman
[31:33]
Small and Business
[31:34]
Administrator
[31:35]
Wagner for
[31:36]
pouring beer all
[31:37]
day and keeping
[31:37]
our patrons in a good mood
[31:39]
. Yes, I
[31:40]
know it was hard
[31:41]
work, but someone had to
[31:42]
do it, and I
[31:42]
think you guys
[31:43]
really
[31:44]
enjoyed it.
[31:45]
You have
[31:45]
been smiling all day. Thank you to the
[31:48]
Woodbridge Police Department for providing
[31:49]
safe escort along
[31:50]
the avenue, the
[31:51]
Public Works Department for
[31:52]
helping
[31:53]
organize the event, and the
[31:55]
Colony and
[31:56]
Woodbridge Fire Departments for
[31:57]
joining us and
[31:58]
showing support for
[31:59]
everyone touched by
[32:00]
breast cancer. I am
[32:01]
constantly amazed by
[32:02]
the kindness and strength of
[32:04]
this community. When we
[32:05]
come together to
[32:06]
support each
[32:07]
other, we make an
[32:08]
important contribution to
[32:09]
our community. So,
[32:10]
thank you all, and
[32:11]
thank you again to my colleagues on the
[32:13]
council. That's all I
[32:14]
wanted to say. Thank you.
[32:15]
so much for everything
[32:17]
you do for the community
[32:18]
, not only at this
[32:19]
event, but at
[32:19]
many others. We
[32:20]
all here appreciate all
[32:22]
your efforts.
[32:23]
Thank you again. Council member
[32:25]
Patel.
[32:25]
Yes, thank you,
[32:27]
Chairman. Also, my
[32:28]
agenda items are
[32:29]
ready and
[32:30]
I have a few
[32:31]
announcements. For the first time,
[32:36]
Oak Tree Navratri LLC is
[32:38]
hosting an
[32:41]
outdoor Navratri Garba celebration on
[32:43]
Oak Tree Road in
[32:44]
Iselin on Thursday,
[32:46]
October 15, and Friday,
[32:48]
October 16, 2026, from 7:00 PM
[32:50]
to 10:00 PM. Navratri is a
[32:55]
traditional 9-day
[32:56]
Indian festival that
[32:57]
celebrates the victory of
[32:59]
good over evil. And
[33:03]
Garba is a lively and
[33:04]
colorful Indian
[33:05]
folk dance where
[33:07]
people dance in a circle
[33:11]
to energetic
[33:12]
musical rhythms,
[33:13]
dressed in beautiful
[33:14]
traditional attire.
[33:17]
It is a wonderful celebration of
[33:18]
music, dance,
[33:19]
culture and unity.
[33:22]
They invite everyone to
[33:23]
join in
[33:24]

[33:27]
this event, Oak Tree

Parking will be
[34:03]
difficult, so

the event will be subject to

[34:19]

set a backup
[34:24]
date due to rain for
[34:25]
October 23rd. We sincerely
[34:28]
thank our mayor
[34:29]
and
[34:30]
town administration for their efforts in
[34:31]
organizing this
[34:32]
first celebration
[34:33]
in Iselin and
[34:34]
supporting local
[34:35]
businesses on Oak Tree
[34:36]
Road. We also sincerely
[34:41]
thank the Middlesex
[34:41]
County Board of Commissioners
[34:43]
for their
[34:44]
support and
[34:44]
cooperation in passing the
[34:46]
necessary resolution
[34:47]
that made this celebration
[34:48]
possible. I also thank
[34:52]
my colleagues on the council
[34:53]
for passing this
[34:54]
resolution
[34:55]
tonight. Once again,
[34:57]
welcome everyone.
[34:58]
I encourage residents of
[35:00]
all
[35:00]
backgrounds to come
[35:01]
enjoy
[35:02]
the music, experience
[35:03]
Indian culture,
[35:05]
and join in
[35:06]
this festive
[35:07]
event. Additionally,
[35:10]
tomorrow morning,
[35:11]
October 7th, our Mayor will
[35:12]
be hosting his morning
[35:13]
coffee and
[35:15]
community outreach at the

[35:17]

[35:40]
20 Auth Avenue in Iselin.
[35:43]
That's all for today.
[35:44]
Thank you.
[35:45]
Mr. Mitch.
[35:48]
Thank you, Madam President
[35:49]
. My agenda is
[35:50]
ready. I remind you that
[35:51]
after considering
[35:52]
the issues of the
[35:53]
water management department,
[35:54]
we will move on to the
[35:54]
meeting of the
[35:55]
Health Council. And
[35:56]
after that, we
[35:56]
will immediately proceed to a
[35:58]
closed meeting
[35:59]
to discuss
[35:59]
personnel issues. At
[36:01]
that time, everyone
[36:02]
present in the hall
[36:03]
will have to leave.
[36:05]
OK.
[36:06]
Thank you. Business
[36:08]
administrator Wagner
[36:09]
.
[36:09]
Thank you, Madam President
[36:11]
. At the next
[36:11]
meeting, we will
[36:12]
consider
[36:12]
standard resolutions
[36:13]
regarding overpayments for
[36:14]
taxes and
[36:14]
sewers,
[36:14]
tax breaks for
[36:16]
100% disabled veterans, and
[36:17]
parking permit refunds.
[36:18]
That's all. Thank you.
[36:19]
Cleo Murphy.
[36:23]
Thank you, thank you,
[36:24]
President of the Council. My
[36:25]
agenda is
[36:26]
ready.
[36:27]
Thank you. Director
[36:30]
Darden. There is
[36:31]
nothing tonight. Thank you.
[36:33]
Director Bru.
[36:35]
Thank you, President of the
[36:36]
Council. My
[36:38]
agenda is ready.
[36:38]
Thank you. Legal
[36:40]
department.
[36:40]
Thank you, President of the
[36:41]
Council. Nothing more.
[36:43]
Thank you.
[36:44]
Before I put the
[36:45]
motion to move
[36:46]
to the
[36:46]
health department meeting
[36:47]
, Mr.
[36:48]
Harris just walked in.
[36:50]
A. Congratulations. Congratulations, Councilman
[36:52]
Harris. How are you
[36:53]
doing? Do you have anything
[36:55]
to add to the
[36:56]
mayor's agenda for
[36:57]
today?
[36:57]
Of course. Yes, just two
[36:59]
short points.
[37:00]
Sorry. Blue
[37:03]
Book PAS-1 is a
[37:04]
tax benefit form
[37:06]
for
[37:07]
seniors that must be filed
[37:08]
by November 2nd.
[37:10]
Seniors, homeowners and
[37:11]
senior renters
[37:12]
, make sure
[37:13]
you file this application.
[37:14]
You can find
[37:15]
printed copies at
[37:16]
your local
[37:17]
legislative office,
[37:19]
Social Security Administration for the
[37:21]
Elderly, or online at the
[37:23]
New Jersey Department of Revenue website.
[37:24]
You can get
[37:25]
thousands of dollars if
[37:27]
you are a homeowner or
[37:28]
renter. The only other thing
[37:29]
I wanted to say—
[37:30]
as you mentioned, Bru there
[37:32]
, George, I've been
[37:33]
meaning to thank
[37:35]
you and your department, the
[37:36]
Department of
[37:37]
Public Works, for months. As
[37:40]
the administration and
[37:41]
Mr. Mitch know, you
[37:42]
get
[37:43]
a lot of emails from me regarding
[37:45]
public
[37:46]
works issues: clogged storm
[37:47]
drains, road repairs,
[37:49]
potholes,
[37:50]
trash problems, branches, dead
[37:51]
trees, you name it. I
[37:55]
often hear about this
[37:56]
from voters or see it
[37:58]
myself, and I just want to
[37:59]
pay tribute to
[38:00]
George. You and your
[38:01]
team are doing a
[38:02]
phenomenal job;
[38:04]
You are very proactive, and
[38:05]
I am very grateful for everything
[38:06]
you do for the
[38:07]
entire city,
[38:08]
whether
[38:09]
I or my
[38:10]
fellow council members see it. You
[38:11]
always keep everything
[38:12]
under control. So,
[38:13]
thank you very much. Thank you,
[38:14]
Chairman.
[38:15]
Thank you.
[38:16]
Can I get
[38:16]
a proposal to
[38:17]
move to the
[38:18]
Health Council meeting?
[38:19]
I suggest. I
[38:19]
support.
[38:20]
Have questions or
[38:21]
comments? All in favor,
[38:22]
please.
[38:23]
By.
[38:24]
Against? With us
[38:25]
today is Mr.
[38:26]
Colligan, our
[38:27]
director.
[38:28]
Thank you, John. Thank you,
[38:30]
Chairman. I have
[38:31]
nothing
[38:32]
to report right now. There is
[38:34]
nothing more.
[38:35]
Thank you.
[38:37]
In light of this, I
[38:38]
accept the motion
[38:39]
to approve the resolution
[38:40]
to move to a
[38:41]
closed meeting
[38:42]
to discuss
[38:43]
personnel matters.
[38:44]
The estimated time is
[38:46]
about 20 minutes,
[38:47]
in accordance with the
[38:49]
Open Public
[38:50]
Meetings Act, Section 231,
[38:51]
Public
[38:52]
Laws of 1975
[38:53]
. Can I
[38:54]
get a quote
[38:55]
on this?
[38:56]
I suggest. I
[38:57]
support.
[39:04]
Yes, okay.
[39:05]
The proposal
[39:06]
was duly supported. Have
[39:07]
questions or comments?
[39:09]
All in favor, please. Against?
[39:11]
The decision has been made.
[39:12]
I will now ask
[39:13]
the public
[39:13]
to leave the premises
[39:15]
as we will be
[39:15]
delayed here. If you are a
[39:17]
student and you
[39:18]
need to
[39:18]
sign something before
[39:20]
we leave, go
[39:21]
to the president right
[39:22]
now. If it's not
[39:23]
necessary, then that's another
[39:24]
matter. So, thank you.
[39:27]
Okay, Rado, we're
[39:28]
back to
[39:29]
work. The executive
[39:32]
session began at
[39:34]
6:26. It is 6:36. Again
[39:37]
, we are back
[39:38]
in session. Before you is
[39:39]
a resolution
[39:40]
approving the settlement
[39:41]
agreement, as we have
[39:43]
just emerged from a
[39:43]
closed session on the
[39:45]
personnel issue.
[39:46]
Can I get
[39:47]
a motion to
[39:48]
approve
[39:49]
Resolution No. 31? I
[39:50]
support.
[39:51]
Second.
[39:52]
Have questions or
[39:53]
comments? Everyone who is "
[39:54]
in favor", say "yes".
[39:55]
Yes.
[39:56]
Against? The decision
[39:57]
has been made. That's all I
[39:59]
have, Madam President
[40:00]
. If there is nothing else
[40:01]
, can we
[40:01]
have a motion
[40:02]
to adjourn the
[40:03]
meeting? I
[40:03]
support.
[40:04]
Second. Accepted.
[40:06]
Thank you.
