[2:35] Harden from Journey Church thank you

[2:39] judge let's all bow our heads Heavenly Father we uh we start as

[2:45] a first order of business to recognize you as uh the Lord of All Things the

[2:50] creator of of all things and God I just pray for uh first and foremost these

[2:56] young people behind me that are that are being honored tonight that I pray that

[3:00] their success would indicate a bright future for Woodford County God I pray

[3:06] for the people that are represented by this court tonight and I pray for these

[3:11] leaders I pray that you would guide them and that you would direct them and Lord

[3:15] if nothing else happens tonight I pray that you would be honored and glorified

[3:20] and it's the name of your son and our Savior Jesus Christ that I offer our

[3:25] prayers tonight amen amen and uh Pastor Harden would ask that you'd

[3:32] stay for one of our recognitions because there some great folks from Journey

[3:36] Church uh if if you'd like to if you're able please rise for the

[3:43] pledge Al to the flag from the United States of America to the Republic for

[3:50] which it stands one nation under God indivisible with liberty and justice for

[3:58] all we got started a little early tonight

[4:02] because we have a very important recognition and we also have some

[4:05] weather coming our way so we're going to get

[4:07] rolling and I'm going to start out with the good of the county program the good

[4:12] of the county Woodford County the home of

[4:16] Champions and I would submit the greatest county in all of the universe

[4:20] and that program tonight I'd like to start off before we get to our state

[4:24] champion cheerleaders I have three very special people that we'd like to

[4:28] recognize the first individual in Woodford County

[4:32] in is Don cheek staff Don if you would please stand

[4:37] up Don is an out outstanding Woodford County citizen who has exemplified

[4:44] exceptional commitment to our community and she has selfishly devoted her time

[4:48] and efforts to making a positive impact on the lives of those around her dawn

[4:53] has partnered with Journey Church and five other surrounding churches to

[4:57] organize Woodford Community Christmas providing gifts to over 498 children and

[5:03] 188 Woodford County families Dawn and her team of change makers have made an

[5:09] immense uplifting influence for Woodford County families spreading joy throughout

[5:14] the holiday season her tireless work and effort in coordinating this large

[5:18] project is both appreciated and we celebrate it here tonight Dawn's

[5:22] leadership has inspired our community in the spirit of giving and helping others

[5:27] her hard work and gen generosity have rekindled christas Christmas magic and

[5:31] joy for our children and families all around Woodford County the impact of

[5:36] Dawn's work has been transformative on the lives of countless Woodford County

[5:40] families and so tonight we recognize you Don for your exemplary service ladies

[5:45] and

[6:00] instructed that Dawn does not wish to speak that she wishes that her actions

[6:06] and her generosity speak for itself but in addition to Dawn I have two other

[6:11] folks uh the first is Tammy hon Tammy couldn't be here with us we will still

[6:16] honor Tammy's work how about Abby tberg is Abby Abby with us Abby is also an an

[6:24] outstanding Woodford County citizen that has exemplified exceptional commitment

[6:28] to our community and selflessly devoted her time and efforts to making a

[6:32] positive impact on the lives around her she additionally partnered with Journey

[6:36] Church in the effort led by dawn to organize

[6:41] 498 gifts for excuse me gifts for 498 Woodford County Children and 188

[6:48] Woodford County families Abby joins that team of CHA change makers to a spread

[6:54] immense uplifting influence upon Woodford County's family spreading joy

[6:58] throughout the holiday season aby's leadership has inspired our community

[7:02] and the spirit of giving and helping others her hard work and gener

[11:16] this season the Woodford County high school cheerleaders triumphed in the

[11:20] face of intense competition securing the title of khsaa competitive cheer large

[11:26] game day division state champion give it up for these ladies and

[11:38] men in an equally remarkable feat the team achieved the distinguished honor of

[11:43] being the runner-up in the khsa a all girls large traditional division their

[11:48] Precision Grace athleticism demonstrated not only their success in the world of

[11:53] competitive cheerleading but also exemplified the values of teamwork

[11:57] discipline and Sportsmans ship representing Woodford County with pride

[12:01] the cheerleading program exemplifies the gold standard all eyes are now on

[12:07] Woodford County cheerleading as they are recognized as the top performing High

[12:11] School cheerleading program in the Commonwealth and in the nation under the

[12:16] direction of head coach Tasha Richardson assistant coach Stacy Spears assistant

[14:36] retirement she needs to go back to you can't do that you have a title to

[14:43] defend but I Tasha was a head coach of cheerleading back when I was in school

[14:49] and she's a pro she's done an excellent job and she's taken the program to new

[14:56] heights to see you all at all the events representing Woodford County you do a

[15:00] tremendous job but I'm very honored and proud to know many of you personally and

[15:04] know your families I know that you all have a great Collective GPA I know that

[15:10] you all give back to our community in many many different ways and you are not

[15:14] just state champions you are great Woodford cyan and we are proud of you

[15:18] and as Pastor Tony Harden said you are a shining of example of Woodford County's

[15:24] future and we are so proud of you so L and and gentlemen get up for our

[15:33] champion and Tasha said that she wasn't going to say anything but you did want

[15:37] to have a one of our seniors come out and maybe say a few

[15:45] words so I just want to start off by saying thank you um we've never really

[15:51] been a part of an experience like this this is a first for us um we have really

[15:56] been super dedicated this season and super passionate to working hard and

[16:00] earning that title but also for several different things as well on top of that

[16:04] you know we've done a couple of basketball games so far and we just want

[16:07] to come out and support our community so we just want to say thank you for

[16:11] showing that to us and we just want to say that we are continuing to work hard

[16:15] for the rest of this season and we are hoping that our hard work will pay off

[16:20] in the end and in February to come back with a white jacket for wford

[23:24] anybody wishing to seek to address the public or the

[23:29] Court no all right uh I need to approve the minutes of the regular meeting of

[23:35] December 12 20123 in the special meeting of 2020 December 22nd 2023 the bill pay

[23:46] meeting any uh additions Corrections comments on the minutes any objections

[23:51] thereon seeing none I'll approve the minutes without objections committee

[23:56] reports I'd like to report from the committee of the

[23:59] whole uh the Fiscal Court reviewed the sheriff's budgets and the county clerk's

[24:05] budget both our the county clerk State and County budget and also the annual

[24:11] orders for both offices and both budgets were approved unanimously by the

[24:18] court uh we also reviewed the comp plan goals and objectives which have been

[24:23] worked on for months that have received uh public hearings and public input and

[24:30] the Fiscal Court adopted resolution 2024 approving and adopting the statement of

[24:37] goals and objectives as amended and updated by the comprehensive plan

[24:41] submitted by the versales Midway Woodford County Planning and Zoning

[24:45] commission and um that was the sum of the special meeting for the committee of

[24:50] the whole then the committee of the whole

[24:54] reconvened in another special meeting prior to this meeting as the public

[25:00] properties Corporation for those who don't know our public property

[25:03] Corporation is the entity in which the county owns the courthouse

[25:08] annex um we took up the matter of the um easement from the city of versales and

[25:16] the Fiscal Court uh for the public part of the downtown revitalization project

[25:21] that would impact the courthouse annex and the

[25:24] property uh we moved to approve move that easement with three specific

[25:32] contingencies first as the AOC the administrative office of the courts has

[25:37] instructed we would need judicial approval from the elected judges for

[25:43] them to sign off the second is is that we acknowledge that there would be only

[25:49] nominal consideration and no uh no amount of consideration above

[25:57] nominal consideration for us to have that easement any type of public

[26:01] property that has any value has to be compensated for that unless it's

[26:05] purchased by a um another government and so we have to reflect that and then

[26:11] thirdly that there are issues with the easement language and the Drafting and

[26:17] the county attorney and myself are going to work with the city attorney to

[26:20] approve that but uh overall the um the court has not expressed any

[26:28] concern with these easements in fact they approv them unanimously with that

[26:33] easement uh and I would also note that that easement does not include the other

[26:37] easement which was discussed which was the archway and we also discussed that

[26:43] the archway was likely going to be relocated at least in the last that

[26:46] we've heard from the city officials judge I did not vote for that excuse me

[26:52] uh um I we did approve it there was one naay vote in the na vote was Squire

[26:58] Brown I don't think I said that was unanimous but um let let the record

[27:03] reflect that there was one neote vote on the annex easement thank you Squire

[27:07] Brown and I did not mean to misrepresent you in

[27:12] that um that was the total sum of our pre

[27:16] meetings and so we will move on uh does anybody have any questions regarding the

[27:20] committee report seeing none how about the report

[27:24] of the treasurer Madam treasurer

[27:32] I don't have a financial report this evening um we just finished quarter end

[27:37] and you will have those reports they'll be on the agenda for the next meeting

[29:02] carries I'd just like to give a brief report to the Fiscal Court on the uh

[29:07] proposed Parks project

[29:11] uh at my request and as I believe that um in the spirit of the Fiscal Court

[29:17] that we have always had public hearings I requested that the uh parks and recck

[29:23] board have a public hearing on the proposed list of parks project projects

[29:28] and that happened last night um and my understanding and this is why these

[29:32] things occur is that there was some question and confusion about where these

[29:37] projects are there were some um a lot of input given about what folks wanted to

[29:43] see and so um we've been in discussions with the uh City on these Parks projects

[29:51] for some time uh but we're arriving at a negotiation on the funding apparatus how

[29:58] we will fund it and the Parks and Recreation board their expertise and

[30:04] area are actually in the projects we as the Fiscal Court are responsible for the

[30:10] funding and the city and the county are the funding mechanism not only generally

[30:14] for the parks projects but specifically for this Parks project list which is

[30:20] going to be taken up outside of the interlocal government agreement I since

[30:27] you some information on that some of my discussions with the mayor um this is

[30:31] what I want folks to know so just because it's been announced just because

[30:35] the list is there just because I believe that the uh Parks Board supports most

[30:41] everything that is on that list um this court is going to do our due diligence

[30:46] especially when it comes to the financing and funding of these

[30:49] projects um I think there was some suggest some suggestion that maybe some

[30:54] of these projects should have been M moved further along

[30:57] uh that maybe the county wasn't doing our part um but I want to address that

[31:02] clearly and state that these negotiations have continued they've been

[31:07] productive there has been no delay and I would ask for folks to have patience and

[31:12] understanding in this process it's two of our major governments in this County

[31:17] working together to come find common ground to fund these projects let me

[31:21] make it very clear that $6 million in funding is a significant amount of

[31:27] funding and we're not going to rush to the table uh to to fund that without all

[31:32] the details and understanding that's why there has been no vote of the of the

[31:36] Fiscal Court uh the city council did approve a funding resolution but that

[31:41] was in a way their offer that was their offer to the court um I as most of the

[31:48] Court knows we don't operate by resolution we don't operate we we take

[31:53] the votes when action items matter we will generally pass orders of the Court

[31:58] by virtue of motion to generally support the project and we did that at our last

[32:02] full Fiscal Court meeting um so for those who have questions about what

[32:07] we're doing um I believe that the uh we we could potentially have discussion on

[32:13] the funding mechanism for the parks project at our next Fiscal Court meeting

[32:17] um there is also a chance that that might not be right for discussion uh but

[32:22] I do know that each and every one of these projects is valuable it's been V

[32:27] and it did not come from me or the mayor or the city council or the Fiscal Court

[32:31] it came from the citizens of Woodford County through Parks and Recreation

[32:35] which is the the proper way that we should arrive at these decisions so you

[32:42] know I don't I'm not sure that anybody was going to proceed without a public

[32:46] hearing but if we if our funding is on the line we're having public hearing

[32:51] we're having public input we're welcoming our citizens and neighbors to

[32:55] come and tell us how they feel about uh these different things so and and we do

[33:00] that with everything but specifically a big funding project like this so I may

[33:06] even reserve the opportunity to have an open uh open public hearing on the

[33:11] funding mechanism for this once it's finally decided uh but that is the

[33:15] update that is the report from where we are I'm I'm um comfortable and I feel

[33:20] confident that the way that these negotiations are moving forward I think

[33:25] we're working well with the city of ourselveses so um you know I really

[33:29] would like to see some of these projects begin in the spring but we're not going

[33:34] to do it just because um we're going to go through our due diligence we're going

[33:39] to make sure it makes fiscal sense and practical practical sense and we're

[33:43] going to make sure that it has full community support and input anybody have

[33:48] any questions regarding any of that uh Squire Carl you're recognized um

[33:53] judge I just I'm glad you like stated the fact that we're all very supportive

[33:57] of this and I do appreciate our caution on this and our due diligence on this

[34:03] and the transparency of it all and the hearings for this to let people their

[34:07] input we want to know their input it is a lot of money and but again we're all

[34:11] in total support of this and U again we it we'll get there we will get there

[34:17] absolutely thank you Squire Carl all right that's uh the sum of our

[34:23] reports any other department or agency have a report to bring before the court

[34:29] seeing none uh I'll move on to general orders and unfinished business I have no

[34:34] board appointments for you but I will report that the chair of the South

[34:37] Woodford water district Mr uh Barry Drury has stepped down from his term and

[34:43] I am looking at recommendations for appointments I'm working with the

[34:47] current board uh Bobby Lippert and David Hudson they're the current members of

[34:51] the board and we're looking at finding someone likely to be the chair of that

[34:55] board and so I know this specifically impacts uh both Squire Gil and Squire

[35:00] Browns District uh most directly and I will uh update you all as that process

[35:07] proceeds there could be if the right candidate is found the need to have a

[35:11] email vote to appoint someone in that place earlier than our next meeting uh

[35:15] but I do anticipate that we will act on that sooner rather than

[35:20] later I have no other board appointments for the court tonight uh so I would like

[35:25] to now take up the contract renewal for the detention center for Johnson

[35:30] Controls that's for December 1 23 to November 30th 24 is there a motion to

[38:41] short-term rentals in Woodford County seeing no further discussion the

[38:46] motion to approve the second reading of ordinance

[39:04] uh fortunately a title in summary reading of this ordinance considering

[39:09] how many pages it is uh amending article 7 zoning districts of the verceles

[39:17] establishments and setting forth article 7 in its entirety including uh by

[39:23] incorporating this amendment article 7 of the zoning ordinance being codified

[39:27] to reflect prior amendments and specifically to incorporate therein

[39:31] changes as relate to the establishment and classification of Str short-term

[39:35] rentals and to address the reclassification of bed and breakfast

[39:39] homes and ends uh BNB as relates to these two uses their classifications in

[39:45] the unincorporated areas of the county shall both be as follows for both St Str

[39:49] and BNB conditional uses section 71.4 na A1 section

[39:55] 74.5 uh in A4 section 78.4 in R2 section 79.4 in R3 section

[40:04] 7124 uh in P1 and section 12.4 in co1 B&B has been eliminated as conditional

[40:12] use in RR single family residential district r1a uh B1 and B2 uh B&B is no

[40:20] longer permitted accessory use in A1 and instead is classified as a conditional

[40:25] use along with Str strs also B&B is no longer a permitted conditional use in

[40:31] neighborhood B1 uh B2 instead both BNB and Str now principal uses in those two

[40:37] districts um also BNB and St added as principal uses uh in Highway business

[40:43] district B4 section 76.2 uh this being the second reading

[40:49] this ordinance is final although it does need to be published uh in this in this

[40:54] summary form within 30 days [Music]

[43:03] the Emergency Management director Mr Chandler uh section c relates to the

[43:08] interlocal agreement we have with the cities uh section D is a penalty

[43:12] provision basically violations or Class A misdemeanors which mean in Kentucky

[43:17] that's punishable by fine of up to $500 and or up to 12 months in the county

[43:21] jail this being a second reading this ordinance is also final although it two

[43:26] needs to be published in summary form within 30 days thank you Mr County

[43:30] attorney thank you judge the next item is the ordinance

[43:36] 2023-24 16005 Mallen FY road is there a motion to approve second reading of

[44:04] ordinance relating to a zoning map Amendment preliminary plat malind Mo

[44:07] 16005 Mcall Fair Road A1 District A2 uh District RR Farmland be it ordained by

[44:15] the Fiscal Court uh that this amendment is in compliance with Comprehensive plan

[44:19] the subject property containing 15107 acres is rezoned as I just described um

[44:25] and the versales Midway Woodford County zoning map shall be amended to reflect

[44:29] this change upon plat approval by the Planning Commission this to being a

[44:33] second reading it is final although it too needs to be published in summary

[44:37] form within 30 days thank you Mr County attorney thank you judge our last and

[44:43] final second reading is for the formal of adoption of aen way into the county

[44:47] road system that's ordinance 2023-2024

[44:56] our Gentry um a lot of good work went into

[45:00] making sure this would happen appreciate everybody

[45:03] involved uh especially our road supervisor and road

[45:06] department um other questions or comments seeing none all those in favor

[45:14] of ordinance

[45:26] yes judge uh this to will be a summary reading of that ordinance relating to

[45:29] formal adoption of a certain new Public Road into Woodford County Road system uh

[45:34] being accepted uh formally here in tonight by virtue of this second reading

[45:39] and that road is aen wave the length is 044 Miles the width is 22 ft the

[45:43] RightWay is 50 ft and the description is from us62 Lawrenceberg road to the end

[45:48] at the cesac this being a second reading this ordinance to is final and it to

[45:53] needs to be published in summary form within 30 days thank you Mr County

[45:58] attorney thank you judge and thank you Madame clerk for getting all of these

[46:01] properly advertised so this onslaught of ordinances so we could get these all

[46:06] done tonight thank you I second that Thank you new business um I'm excited to

[46:12] announce that for the first time since the pandemic after uh renovation we are

[46:19] going to reopen the Woodford County community room now designated the John

[46:24] be coil community room in the basement for reservations for our public to use

[46:31] um essentially it would be during any time in business hours and after hours

[46:35] Monday through Thursday until 8:30 p.m. I've worked with uh the sheriff Johnny

[46:41] willo and I appreciate Deputy Jimmy Fugate being here as well uh we've

[46:46] worked out a plan for my office to take the reservations to work with Rick Wade

[46:50] and the maintenance department and the Sheriff's Office to make sure that we

[46:53] have coverage uh to allow folks in the community to have meetings and other

[46:58] gatherings in the community room um there were some other things that the

[47:02] community room was permitted for in the past that we are not quite ready to open

[47:07] those for for special events weekend events uh but once we get the community

[47:11] room back open and we get the reservations going we'll uh make sure

[47:16] that we can continue to do that Mr County attorney and and judge you

[47:20] everyone would notice and and and this was an excellent job putting this

[47:23] together um there this is primarily for meetings not parties at this stage and

[47:31] and that's why you don't have cost for it that's why you don't have security

[47:35] deposits that sort of thing it's just uh for the better part of the day when the

[47:40] courthouse is open for people to use for meetings and such Gatherings um and uh

[47:46] so in case anyone was wondering why there's no security deposit why there's

[47:50] no cost or anything that's why if it ever gets to that other aspect all those

[47:54] matters would have to be consider considered and if for example there was

[47:59] something that we'd like to approve the community room is used for we would

[48:02] bring it to the court and the court as you are in charge of the facility would

[48:07] uh make whatever determination you would but so I'd like to entertain a motion uh

[48:13] to approve the community Room reopening and reservation process as presented to

[48:19] the court motion by Squire Brown second by

[48:23] Squire Downey are there any discussions on that seeing none all those in favor

[48:29] please vote and signify by saying I I all those opposed

[48:34] nay second there is a waiver and release form that the County Attorney uh that

[48:39] Madame Clerk and also Emily Castle in my office have worked really uh hard on

[48:45] it's not quite ready for um we're going to continue to do a little work on it

[48:50] just to refine it a little bit but pending the approval of the judge

[48:55] executive and County attorney I would request a motion to uh authorize that

[49:00] form as the reservation and waiver and release form for the county motion by

[49:23] that um we are looking at organiz ing a u open house a reopening of the

[49:37] in honor of judge executive John bear Cole so we will we will do that um I'll

[49:43] give you plenty of notice but that will be coming down the pipe as well speaking

[49:48] of our facilities and their use on Monday the holiday January 15th uh the

[49:55] mark Martin Luther King Jr march will begin at Clifton Road and Martin Luther

[50:00] King Boulevard and it will uh conclude here at the courthouse that looks like a

[50:05] very cold and potentially icy day uh but I would request a motion to approve the

[50:12] courthouse facility to be open for the use of the Martin Luther King Jr march

[50:16] on Monday January 15th so motion was Squire Brown second M Squire

[50:52] 8:45 thank you all uh for helping coordinate that we have a training

[50:58] incentive to pres uh to approve for the Jailer for 2023 pursuant to the statute

[52:08] that the city of sales spear headed by councilwoman Laura Dake uh partnered

[52:13] with the uh Kentucky Department of Public Health and recently completed a

[52:18] active living non-motorized pedestrian travel assessment which is a mouthful

[52:24] but otherwise referred to as walkability study um so there's some really good

[52:28] findings there a lot of it focus on sidewalk but uh increased safety

[52:32] measures um but again all coming back to connectivity and and access for our

[52:36] community and so when that uh finding when the study is finalized I'll share

[52:41] with the court uh because they have a lot of recommendations um potentially

[52:44] working with our local district office 7 on some uh improvements but it gives a

[52:49] lot of recommendations for our those in town but also crosses over into a lot of

[52:53] other magisterial districts as well about connectivity from you know really

[52:57] a walkability and pedestrian travel standpoint so thank you judge thank you

[53:02] Squire Downey Square black sir Squire Gil um today um a longtime Woodford

[53:09] County and was laid to rest Leah brck there was no finer person you would ever

[53:15] meet and I just like to give condolences to the the Dale and the bronach families

[53:20] and also to Squire Blackford who I learned lost his sister on January 1st

[53:26] so you're in our prayers thank you Squire Gil and um

[53:31] you're recognizing two great ladies I've had the opportunity of growing up with

[53:36] Karen and knew Miss brumbach very well and I would like to take a moment to

[53:40] offer a moment in silence in honor of those two wonderful ladies if you would

[53:54] please

[54:29] Campbell uh passed away on Friday January 5th she was born in

[54:35] 1933 and she was a fixture at the Woodford County Senior Center for the

[54:39] past many years she was a great cook everyone loved her greens and she also

[54:44] was a longtime and faithful member of the First Baptist Church of her sales

[54:48] and so in honor of those three ladies I would like us to take another moment of

[54:53] silence and we will adjourn in their honor tonight if you would
