[2:52] [laughter]
[2:55] » Well, we'd like to welcome everybody out
[2:56] to our planning commission meeting
[2:59] tonight. It's March 18th, 2026.
[3:05] Present is Lori Thomas,
[3:07] Commissioner Lori Thomas, Commissioner
[3:09] John Stout,
[3:11] Commissioner Severn Johnson, and Wayne
[3:13] Frandsen.
[3:19] Lori, would you offer an invocation, and
[3:21] John, would you lead us in the pledge?
[3:24] You bet.
[3:30] Father in heaven, we come before thee at
[3:32] the beginning of this planning
[3:34] commission meeting and ask thee to
[3:37] please be with us this evening. Please
[3:39] help us to make decisions that will be
[3:42] best for our city and to
[3:45] be [clears throat]
[3:45] open to ideas that will help the most
[3:49] people.
[3:50] We are grateful for our community and
[3:51] ask thee to please watch over it, and we
[3:55] say this in the name of thy son, Jesus
[3:57] Christ. Amen. Amen.
[4:04] I pledge allegiance to the flag of the
[4:07] United States of America,
[4:09] >> [clears throat]
[4:10] >> and to the republic for which it stands,
[4:13] one nation under God, indivisible, with
[4:17] liberty and justice for all.
[4:23] Thank you both.
[4:26] Any
[4:30] Anyone for public comment? No. We have
[4:34] no
[4:36] guests here tonight, and I don't see
[4:38] anybody in line or online that's uh
[4:42] want to make public comment, so we'll
[4:50] close our public comment period.
[4:55] Uh
[4:56] Item five on the agenda is approval of
[4:59] the February 25th,
[5:01] 2026 planning commission meeting
[5:04] minutes. I sent them out
[5:06] a couple weeks ago.
[5:08] Uh
[5:09] I didn't get any feedback. I got one
[5:11] from Severn. Uh he thought they looked
[5:13] fine.
[5:14] So, there were no changes that I made
[5:17] to them, so I'll entertain a motion.
[5:20] Someone else can make a motion to
[5:22] approve the minutes. I
[5:24] move that we approve the minutes of
[5:26] February 25th,
[5:28] 2026.
[5:30] Okay. Is there a second to that? I'll
[5:32] second it. All right.
[5:34] Motion is second.
[5:36] Um
[5:38] Motion made by Severn Johnson and the
[5:40] second by
[5:42] John Stout. All in favor? Aye.
[5:45] Any opposed?
[5:48] Okay. Thank you.
[5:52] The next item,
[5:54] let's let's put item six at the end
[5:58] of our agenda.
[5:59] Um
[6:01] We'll take item seven. It's an update on
[6:03] the city mailboxes.
[6:06] I sent I gave everybody a picture.
[6:10] Um this is
[6:12] an AI rendition, interestingly enough,
[6:16] but that's what we're going for.
[6:20] We've had a meeting this week with
[6:23] Three Bridges
[6:25] to talk to them about this, and they
[6:28] uh John was present there with me and
[6:31] the mayor and Ted.
[6:33] And we met with uh
[6:36] Ray and
[6:39] Brendan of Three Bridges.
[6:42] And so, we all came to an agreement that
[6:44] we were good with this to go forward
[6:47] and have um our architect do a concept
[6:51] of that,
[6:52] and then we will get some bids
[6:56] and see how the bids come in
[7:00] with uh
[7:02] with
[7:03] Three Bridges concern and and our
[7:06] interest in this one in keeping the cost
[7:09] as as um
[7:11] within reason. There's been no amount
[7:14] set for the cost, but we decided that we
[7:17] really needed to have a concept there
[7:19] before
[7:21] we could get a better idea of what it
[7:24] would cost to build it.
[7:27] So, in the meantime, I think I've
[7:29] mentioned to you that
[7:31] once once we tear down the the old
[7:34] facility there and they start working on
[7:37] the road and the roundabout,
[7:39] we're going to move temporary
[7:42] mail facility up here.
[7:44] We've got a container that we're going
[7:46] to be framing out in order to put the
[7:50] inserts in,
[7:52] and um
[7:54] there'll be enough inserts just for the
[7:57] cover the capacity now that's in our
[7:59] current mailboxes.
[8:01] So, um
[8:03] we anticipate that being in place maybe
[8:05] for
[8:06] hopefully two to three months.
[8:09] And then um
[8:11] those mailboxes will be moved then to
[8:14] the new facility. They'll all be
[8:17] na- na- names will be on them and
[8:18] everything, and so it will lessen the
[8:21] work that the postal
[8:22] uh
[8:23] people [clears throat] will have to do.
[8:25] But that's that's the plan. We'll have
[8:27] it right out here a little bit from from
[8:30] the door further to the west.
[8:33] Um be lights in it. You're open 24 hours
[8:36] a day.
[8:39] Um
[8:40] so,
[8:42] not ideal, but
[8:45] I think I think it'll work.
[8:47] Get to that point. I think it'll work.
[8:50] Any questions
[8:53] about that? Okay.
[8:55] That's where we're at there.
[8:57] Um
[8:59] Item eight is review of conditional use
[9:01] permit.
[9:03] Um
[9:12] Three Bridges is going to start an
[9:13] operation out here on this pile of dirt
[9:17] down there.
[9:18] Um in um
[9:22] running it through a
[9:24] call it a crusher, but it's it's
[9:27] basically a sizer.
[9:30] And then they'll be moving it off to
[9:35] into Salem area, and they'll start using
[9:37] that for their roads and whatever else
[9:40] they're going to use that
[9:42] for. We anticipated it
[9:47] doing that whole pile of dirt.
[9:50] And um
[9:52] we felt that we wanted to do it via a
[9:56] conditional use permit so that it had
[9:59] reviewed by the planning commission
[10:01] and that it will be reviewed will have a
[10:03] public hearing
[10:05] on it and then the city council
[10:09] will review it as
[10:11] conditional use permits are required.
[10:15] Um
[10:17] They may start before that whole process
[10:21] completes but with the understanding
[10:23] that if uh
[10:25] if the council denies it then they'll stop doing that.
[10:30] And there's a paper there that um
[10:34] is before you with a little just a
[10:41] little paragraph. Most of the
[10:43] conditional use permit pertains to a
[10:45] home
[10:46] um
[10:48] occupations.
[10:49] This
[10:50] I think it has to do with that.
[10:52] But this will be under a SWIP plan.
[10:55] They'll have to uh
[10:57] contain
[10:59] uh dust and um
[11:02] they're going to be transporting it
[11:04] further inward not out on the road.
[11:07] But everything that a SWIP plan
[11:10] would require they will be there will be
[11:12] inspections
[11:14] to make sure that those inspections are
[11:16] being done.
[11:18] And one of my one of my concerns is the
[11:20] dust.
[11:21] That they'll have a water truck there.
[11:24] And I understand some of these um
[11:27] crushers have uh
[11:30] water that goes through them too. So I
[11:33] don't know what kind they're going to
[11:34] get.
[11:35] It's up to them but uh it'll be it'll be
[11:38] monitored.
[11:40] So when we have a public hearing we'll
[11:43] take an official
[11:46] um
[11:49] uh
[11:50] approval on it that will then go to the
[11:54] city council. So next month?
[11:56] Well when whenever the the yes next
[12:01] we'll have a public hearing in
[12:04] April. Okay. on on that.
[12:08] Um and then as soon as we do then then
[12:11] it'll go to the
[12:13] council
[12:14] after that.
[12:16] You
[12:17] If any of you have concerns with any of that
[12:22] now that we can
[12:24] >> [clears throat]
[12:24] >> further address with them
[12:27] um
[12:29] talk to them about.
[12:33] I see that they are going to try and
[12:35] adjust the drug the dust. I'm sure noise
[12:38] will be a concern for the
[12:41] homes near the site. Yeah. Again it'll
[12:44] be a daytime operation and so it will
[12:48] there will be noise associated with it
[12:49] but they're going to as I understand it
[12:52] they're going to put the crusher on
[12:56] the other side of the pile to the east.
[12:59] So the pile at least initially will
[13:01] absorb some of that noise.
[13:04] Um [clears throat] till it gets gets
[13:06] down. So the residents will be happy to
[13:08] see the pile disappearing. Yeah and we
[13:12] do so I So on this map it'll be where that box
[13:16] is from the map. Yes that round circle
[13:18] generally speaking that's where the
[13:21] crushing operation will
[13:23] And that part on the both sides.
[13:25] Huh. Yeah.
[13:29] I bet we barely hear it.
[13:32] We're going to hear some but
[13:34] whether or not crushing big boulders.
[13:36] >> Yeah.
[13:38] It'll be quieter.
[13:40] They're just going to sieve sand. Peter
[13:42] right?
[13:42] >> And yeah sand and maybe road separate
[13:45] the gravel.
[13:47] So yeah.
[13:51] So that's the plan.
[13:53] So
[13:55] you know we'll go forward and get a
[13:57] public hearing
[13:58] scheduled. We have to advertise those
[14:01] two weeks in advance and
[14:03] so public hearing will be at our meeting
[14:06] in April
[14:07] for that and they'll take a vote
[14:10] on it
[14:11] and go from there.
[14:13] I'm excited to see them get moving
[14:14] again. It's been sitting quite a while.
[14:16] Yeah it has been.
[14:18] So the rest of that paperwork is just
[14:21] it's part of this SWIP plan
[14:24] that
[14:25] they have they're updating updating it
[14:28] and uh
[14:29] just a little bit more detail on the
[14:31] added that to their
[14:33] There's a
[14:34] They already
[14:35] >> index that they've got.
[14:37] They probably got SWIP plan state
[14:39] already. Yeah yeah. And so this is
[14:43] added to it now.
[14:45] This expands in our city. Exactly. Yeah.
[14:48] >> [clears throat]
[14:50] » Okay. Um So really they're not even
[14:54] doing it in within Hills.
[14:57] The rock crushing.
[14:58] >> It may be in Salem. Yeah. Yeah I It
[15:01] might be a little bit but not much. It
[15:03] kind of depends on where they put their
[15:05] set their operation up.
[15:07] >> [laughter]
[15:08] >> I And they'll run they're moving the
[15:09] stuff
[15:11] from Lemon Hills. Yeah.
[15:13] Yeah [clears throat] they're going
[15:14] to be operating back and forth.
[15:20] Um
[15:25] This one picture
[15:28] I will talk about it as we go through
[15:30] the general plan.
[15:32] Any any questions about any of this
[15:34] other?
[15:36] I'm on this annex section.
[15:39] Um That's number
[15:40] >> Thank you. No it's not. And I want it's
[15:43] That's number part of number nine.
[15:46] Um
[15:49] And that's another thing that we'll have
[15:51] this public hearing on it too.
[15:54] That is Summer Creek.
[15:56] is getting ready to move
[15:59] down the road from um
[16:01] Eagle Nest and finish that road come
[16:05] around
[16:06] and this piece of property then
[16:10] as you can see it's a it's part of that.
[16:15] They own Pantera owns the whole property
[16:18] in red but they're only going to annex a
[16:22] little triangle of it that I colored in black.
[16:27] Um it's on a
[16:30] the the west of that is a steep hillside
[16:34] down to Loafer Road.
[16:36] And uh
[16:37] the discussions these are discussions
[16:39] that Bucky has had with Elkridge. They
[16:43] seem amenable
[16:45] to
[16:46] um
[16:48] letting us annex
[16:52] uh the triangle part but
[16:57] the [clears throat] other side of that
[16:58] they want to control. It's a steep hill
[17:00] there and they want to be able to
[17:02] control the runoff and address that if
[17:05] it's needed. So they want to keep that
[17:08] in their city
[17:10] uh but the the part on the on the east
[17:13] side they're interested in annexing.
[17:16] We haven't talked to them about it yet.
[17:19] We will. Um
[17:21] Bucky has been the one who's been
[17:23] visiting with them on it. talking to
[17:25] them about it.
[17:27] But according to Bucky they
[17:29] seem amenable
[17:31] letting letting that part. And and
[17:33] that's
[17:34] that will give Summer Creek a few more
[17:36] lots in there as well in their design.
[17:41] When they first put the project together
[17:43] to us
[17:44] they didn't realize that was in
[17:47] Elkridge.
[17:49] And so they had to take out part of the change the road design and
[17:55] take out the lots that they were
[17:57] planning
[17:58] on that but they're getting ready now to move forward with that so
[18:02] their their idea is they'll restore that
[18:05] what they took away and make this part
[18:08] of their next uh
[18:09] project area. Probably we'll get a new um
[18:16] uh
[18:16] >> [clears throat]
[18:17] >> phase final plat sometime in the summer
[18:20] for the rest of that.
[18:23] So none of the
[18:24] green slash area
[18:26] we're not really talking about that. No
[18:29] correct. It's just has to And that's not
[18:31] is that the Salem
[18:32] >> It's it it it
[18:36] could be it's something we need to think
[18:38] about and um I don't know
[18:42] how it's part of Elkridge. I don't know
[18:45] how they
[18:46] feel about it so we'll have to
[18:49] discuss with them further.
[18:51] And there's another area up at the top
[18:53] there it's in
[18:55] red it's it's in Salem. It's in the
[18:58] middle of the land. So that's another
[19:00] area All these
[19:02] areas that are currently county?
[19:05] Not these areas. Uh
[19:08] I mean where But there is some county
[19:11] Just that one
[19:12] >> area
[19:13] up there. I don't live on one side or
[19:15] the other of that red hash mark. Okay.
[19:19] And there's some county property there
[19:20] and we haven't approached them either.
[19:23] Of um
[19:25] We did talk
[19:27] quite a long time ago I'm told somebody
[19:30] did talk to the Popes
[19:32] about annexing and they're that big
[19:35] house across the street from the church.
[19:37] Yeah. And they weren't interested at the
[19:39] time. [clears throat] That's county
[19:41] property. So it's county. Okay. They're
[19:43] in that overlap area aren't they? I
[19:46] Probably. I don't know if that's the
[19:47] overlap or one side I think they're in
[19:49] that
[19:52] area and
[19:54] They may be a little bit to the west.
[19:56] What do you mean overlap? Like it's in
[19:58] Salem and Woodland Hills or
[20:02] I don't know what that means.
[20:04] Um
[20:05] Is it me that we both want it?
[20:08] >> [laughter]
[20:09] >> And our house is in the county. Part of
[20:11] it is Salem already and part of it is
[20:12] county. I think that's the overlap.
[20:16] Oh, is that what it is? Yeah.
[20:18] So, we don't have That's not in our
[20:20] city.
[20:21] >> in in our right now. None of that's in
[20:23] our city. The The two jutting outs are
[20:27] that go north, but not that area.
[20:30] Yeah.
[20:32] So.
[20:35] Thanks for mentioning that. Thank you
[20:37] that.
[20:39] I mean, this is the same map that
[20:42] sent to the general plan.
[20:44] >> It is and this is going to change This is going to be substituted cuz he
[20:48] overlooked
[20:49] that little area there that that were
[20:52] that now Summer Creek wants to change. And I
[20:58] >> [clears throat]
[20:58] >> That's why I was looking at this today.
[21:00] I thought
[21:01] you know, you really ought to show
[21:04] what's county.
[21:08] He's showing Elkridge. He's showing
[21:10] Salem. He's showing Woodland Hills.
[21:13] But, he doesn't show what parts are
[21:15] county.
[21:17] Cuz some of that's county.
[21:20] That's a good point.
[21:21] Bring that up when we get to that part.
[21:23] I think that that's a good observation and and it would be
[21:27] helpful to have that
[21:29] on this map.
[21:31] Yeah, cuz I think that isn't Pope's and
[21:33] the one next to it and the one next to
[21:35] it all in county?
[21:37] It says Elkridge. That was No. Going to
[21:39] the west. home and everything to the
[21:42] west
[21:43] up almost to the corner is in the
[21:45] county, I thought.
[21:47] It It says on the county map Salem
[21:49] district
[21:51] for them.
[21:52] All the way to the road to Pope's home?
[21:55] Pope's over. Like the on the other side
[21:57] of Pope's it says Salem. But, does that
[21:59] mean it's in the Salem city?
[22:02] What is that? Is that county? Salem
[22:05] district? I don't think so. It'd be Utah
[22:07] County district, but I don't know. But,
[22:10] that that's
[22:11] >> Unless it's out of date.
[22:13] clarified and whoever was putting it on
[22:15] the map. I mean, we know that little
[22:17] piece in there that's
[22:19] Justin Wilson's. It's still county.
[22:22] Yeah, that's right.
[22:24] Since Woodland Hills annexed
[22:26] that down at 11200 she didn't tell me to
[22:29] do that. Yeah, that's right.
[22:30] [clears throat]
[22:31] And it's Okay, that's fine. I didn't see
[22:33] that right and the one behind Hyatt and
[22:35] then but she's still out of it. Yeah.
[22:39] Hyatt's in the guy that Woodland Hills
[22:43] Who did it start?
[22:45] They in the [clears throat] last few
[22:46] months.
[22:48] I think he's the one that's building the
[22:49] Hyatt's. There is another piece down
[22:52] there.
[22:54] Uh
[22:59] Who His name won't come to me. He used
[23:00] to be on high council.
[23:02] They They said builder and over him down
[23:04] in Africa
[23:05] building temples. Oh, Hyatt? Not Hyatt.
[23:09] There There's There's another one.
[23:10] Starts with an H.
[23:12] Do you Do you remember Where are they
[23:13] at? They're They have They're building
[23:15] down there now behind It's a little bit
[23:18] further to the north. Oh, that's Houton.
[23:20] No. Yeah, that's Kyle's new house. Yeah.
[23:23] Is he going to be in county or is he
[23:24] >> He's in county. I think he's No, he's in
[23:26] Salem. He's in Salem. Elkridge? Is he in
[23:29] Salem? That's Elkridge. Well, that is
[23:31] new home.
[23:32] I think his new home His new new home is
[23:34] in Elkridge. And his house is further to
[23:37] the south. It's directly It's that way
[23:39] of the church. It's west It's north of
[23:41] the church. There's a Kyle Houton that
[23:43] is
[23:44] east of Pope's. Right. He's still in his
[23:47] other house. Oh, it's east of Pope's.
[23:50] Salem. And that's It says Salem. It
[23:52] doesn't say Salem district. It says
[23:53] Salem. Well, I mean, your new house may
[23:55] be in Salem. I don't know where the new
[23:57] house is. That's But, he's being It's
[23:59] across from the street. It's just It's
[24:01] just been framed and
[24:02] locked out.
[24:04] Well, it's just been framed. I thought
[24:06] he He already moved. So, he's next door
[24:08] to Lee's and He might have He might have
[24:10] moved into his rental.
[24:12] Okay. Cuz he's gone from the He's gone
[24:15] from the ward. Yeah, and high council,
[24:17] right? Yeah. Yeah, okay. That's why I
[24:20] thought he was [clears throat] already
[24:22] in it.
[24:23] But, it's just on the other side of
[24:27] Gulf of Canyon. Yeah, if you're to come
[24:28] out of the furthest
[24:31] entrance from in the church
[24:33] the mailboxes
[24:35] and go across road, his is kind of right
[24:37] behind there down in that
[24:39] >> [clears throat]
[24:39] >> just east of Pope's. Isn't it up
[24:43] Yeah. Yeah.
[24:44] I don't know where Pope's is so Pope's
[24:46] is that big home that you see as you
[24:47] come down the road. It's almost at the
[24:49] end of Summer Creek going down there.
[24:51] It's directly across from the church.
[24:53] Summer Creek. Yeah,
[24:55] >> [clears throat]
[24:55] >> in that It's in that piece between
[25:01] Woodland Hills and the Salem overlapping area. That's Pope's. Yeah, Yeah, okay.
[25:09] » [clears throat]
[25:09] >> So.
[25:12] Okay, well, let's uh
[25:15] get to the
[25:17] review of the general plan.
[25:20] >> [clears throat]
[25:35] » Going through this, I don't have
[25:39] very many changes and I felt it was
[25:41] really repetitive.
[25:44] I don't know how many times it says the
[25:47] same thing over again about
[25:50] Woodland Hills people had chosen to have
[25:53] I I too don't have a lot of changes.
[25:56] Like
[25:57] All right. And where are we starting? Uh
[25:59] seven. That's what I thought. Seven,
[26:01] eight, nine, and 10.
[26:03] I just wish that this thing had been
[26:07] I don't know. I I keep looking at this
[26:09] and I keep reading that stupid survey.
[26:11] Mhm.
[26:12] And I just cracks me up. I I'm very
[26:16] disappointed in the survey. It did I
[26:18] just don't think that we got really got
[26:20] a full picture
[26:22] on this thing.
[26:24] But, I think that they have kind of
[26:25] covered it. I think the general plan is
[26:27] good, but you're right. Some of these
[26:29] things it's like this little I mean, the
[26:30] survey
[26:31] Basically, the sampling was like what?
[26:34] 15%? If that.
[26:37] Yeah. If that.
[26:39] Yeah.
[26:40] And what's up with a hamster people even
[26:43] putting input into it? It's like, man.
[26:47] Yeah.
[26:48] I'm not a statistician, but
[26:52] You're the expert. How do you Is that a
[26:55] statistically valid sample?
[26:59] >> [laughter]
[27:00] >> 200 out of what? 1,700 population?
[27:05] It would have been good to have more.
[27:07] But, I think we tried.
[27:10] It was up for a long time. It It really
[27:12] was. The reason why people did not
[27:15] respond is because they are happy with
[27:17] the status quo
[27:19] and would like it to stay that way and
[27:21] don't feel the need to voice their
[27:22] opinion. You know, it's the the few
[27:25] people that want to make a change are
[27:26] the ones who
[27:28] do the survey and I think you got to
[27:29] take that into consideration when you
[27:30] look at the results.
[27:31] >> Yeah, yeah. Okay. I agree. I think
[27:33] they're exactly right. I think there's
[27:35] something to that. Yeah.
[27:37] And we don't know if it was I mean, we
[27:40] I can't remember if Did they say
[27:42] just one per household or just every any
[27:44] adult who wanted to do it? Any adult,
[27:47] yeah. So, we don't know what, you know,
[27:50] Yeah. husband and wife are the same
[27:52] Yeah. mind and answering the same way.
[27:54] In my house, I didn't know it had
[27:55] happened, but Kathy did. Oh. She saw it.
[27:59] She says, I'm going Did she do it? No,
[28:00] she didn't do it. She saw it. But, she
[28:02] saw it. She's like, I don't do that.
[28:04] Everything's fine. I'm happy with it.
[28:06] It's fine. It is. Keep it the same. My
[28:08] husband will take care of what I do.
[28:10] >> [laughter]
[28:11] >> I don't think he was thinking He's on
[28:12] the planning commission.
[28:14] I'm just getting him off the stand.
[28:17] >> [laughter]
[28:18] >> I promise.
[28:22] Um okay. On the first page there,
[28:25] down at the bottom of the last paragraph
[28:29] under existing conditions
[28:31] uh third line up, I changed low density
[28:34] to medium density.
[28:36] So, that would read uh
[28:39] the city on three sides restricting
[28:42] population growth and limiting
[28:44] commercial activity. Woodland Hills
[28:46] residents have chosen to focus on single
[28:48] family medium density.
[28:51] Is that's the R119 is a medium density
[28:54] zone.
[28:55] And I think that's probably
[28:58] the way we're going.
[29:02] If not even
[29:04] higher than that given given time. So,
[29:07] um I mean, we look at
[29:11] the things that we've had come before
[29:13] us.
[29:15] It's all adding up to R119. It is.
[29:18] Yeah. Well, that's right. When that
[29:19] first paragraph It's taking an R2 and
[29:21] making it
[29:23] two R119s.
[29:25] Yeah. We've been doing that for a couple
[29:27] years. Yeah.
[29:29] I thought that it where it says in that
[29:30] first paragraph it says Woodland Hills
[29:33] plans to support a limited
[29:35] community-based economy.
[29:38] I thought it should say controlled.
[29:41] Support a controlled community-based
[29:44] economy?
[29:45] >> Yeah.
[29:46] Just something that it's more
[29:48] because it's going to happen.
[29:51] But we want to be able to control what
[29:52] goes where and it's not just necessarily
[29:55] a no, it's
[29:57] going to be considered.
[29:58] >> Yeah, no, I don't I think that makes
[30:00] sense. Consideration.
[30:01] >> Yeah.
[30:04] Are there any others? That's fine. Okay.
[30:06] Cuz it says the same thing in every
[30:08] other paragraph. Yeah.
[30:10] >> [laughter]
[30:11] >> Any other changes on the
[30:13] first page? No.
[30:16] Okay.
[30:18] Uh second page, 74.
[30:22] Um
[30:24] under vision and opportunity paragraph
[30:28] at the very end of that paragraph I
[30:30] thought that these activities provide
[30:33] supplemental income increase
[30:36] supplemental income {comma} increase
[30:38] economic resilience and contribute to
[30:42] the local economy. I I added that
[30:46] surrounds the city.
[30:48] We don't have any
[30:50] really local economy in our city
[30:53] per se, but Salem and Spanish
[30:56] so I thought that surrounds the city
[31:00] be
[31:01] more [clears throat]
[31:03] more correct thing.
[31:05] Any thoughts on that? Everybody okay
[31:08] with that? Yeah.
[31:09] I I think that's good idea. Okay.
[31:13] Um
[31:16] I had a couple [clears throat] changes
[31:18] minor changes on the next page. Did any
[31:20] of you either any of you On that on page 74 at the bottom Okay.
[31:27] of vision and opportunities where it
[31:28] says the city recognizes the value of
[31:30] celebrating local entrepreneurship
[31:33] I wrote I hate this.
[31:35] I don't think they do.
[31:37] Well, we I
[31:39] this just seems so hokey to me. Reminds
[31:42] me of this little restaurant in Payson
[31:43] where people stick their business card
[31:45] on the bulletin board
[31:47] to support local and we don't do this
[31:49] and I don't think we should say that
[31:51] we're going to or try and get a
[31:53] committee to
[31:55] go around and submit you know, get
[31:58] people to
[32:00] tell us their little business. I don't
[32:02] know. I think maybe celebrating is a
[32:04] little
[32:05] too strong.
[32:07] Yeah. I I don't like the idea.
[32:09] >> taking out that sentence?
[32:11] >> I don't like the voluntarily publishing
[32:13] a list of home-based businesses. Oh,
[32:15] okay okay.
[32:16] >> I I just think yeah, we you know, I I
[32:19] think it's great, but as far as
[32:21] collecting these and keeping it updated
[32:24] and Nobody's going to do that. And
[32:26] should we should we
[32:27] >> going to have to do it. Yeah.
[32:29] >> [laughter]
[32:31] [clears throat]
[32:35] » Is there is there value in that? Is that
[32:38] something that we ought to be doing? I
[32:40] as I read through that I thought
[32:43] you know, how how about a listing of businesses in the city
[32:49] that people
[32:51] you know, there may not be a lot, but
[32:53] home businesses. So who would
[32:56] compile that listing though?
[32:58] >> I don't know. If you go on Facebook or
[33:00] Yeah, I know like when you scroll over
[33:01] Google Maps if you have your business
[33:05] licensed it shows up on Google Maps at
[33:08] people's homes.
[33:09] >> reminded me I have to write this up.
[33:12] >> [laughter]
[33:13] >> Could it be a yearly newsletter? I mean just
[33:18] Those businesses, those home-based
[33:20] businesses that have to get a business
[33:23] license from the city
[33:25] you've got the information. True. Right?
[33:27] Yeah.
[33:28] So it's a matter of putting that
[33:31] on this on the website on the city's
[33:34] website.
[33:34] >> Do we put a list of all the These are
[33:37] current
[33:38] licensed businesses in Woodland Hills
[33:40] for your information. And then it would
[33:42] have to be updated monthly unless we
[33:44] switched to a once a year
[33:47] license renewal. We do we we there were
[33:49] trying to do that's what we're trying to
[33:50] do
[33:51] on January.
[33:53] The new
[33:54] renew the licenses in January for the
[33:57] coming year. I don't think that
[33:58] happened.
[34:00] But it would be
[34:01] >> but that maybe is that something that we
[34:03] want to promote more for our local
[34:06] businesses? Cuz I see on Facebook
[34:08] anybody know of da da da da da, you
[34:10] know, and if there was a page for them
[34:13] to go to, you know, tree trimmer
[34:16] handyman or something like that on our
[34:19] webpage.
[34:20] Or they could put ads in the newsletter.
[34:24] I don't know. I I just hate to see the
[34:26] city responsible for promoting this
[34:29] rather than the people being able to put
[34:31] their sign at the mailboxes or put their
[34:33] advertisement on Facebook or put an ad
[34:36] in the What if you charged them two
[34:38] bucks to put an ad in it in the
[34:39] newsletter?
[34:41] Just so it's another page and it's a
[34:43] half a page and they can
[34:44] >> [clears throat]
[34:45] >> put their services in there. That would
[34:47] be a
[34:47] good promotion for them.
[34:50] Maybe we should ask Janet about it.
[34:55] I know.
[34:56] I like that. I think
[34:57] if it was me I would if I wanted to do
[34:59] this one that'd be a good spot to put
[35:01] it.
[35:02] I like to provide opportunities, but I
[35:04] don't want to create a job for someone
[35:06] to be contacting people and updating up.
[35:10] Well, and that's why I say if we just
[35:13] piggyback on
[35:15] the license it's there.
[35:17] Yeah. Nobody has to reach out.
[35:20] All you do is just publish the license
[35:23] publish the list of who has the
[35:26] home-based business. Right.
[35:28] That's true. But it's not all of them
[35:30] because well, there was a threshold
[35:33] like a thousand dollars a month income
[35:35] or something. I can't remember what it
[35:37] was.
[35:39] And if [clears throat] if it's something
[35:40] under a certain amount because I had
[35:43] doors look at it.
[35:45] She has
[35:47] what we call both of the little books
[35:49] Mhm. that she sells online.
[35:53] And so I said you need to go down and go
[35:55] talk to Jody and see if we need to have
[35:58] a business license.
[36:00] And she said I talked to Jody and we
[36:01] don't meet the threshold. Huh. I think
[36:04] it's 700. We don't have to have a
[36:05] business license.
[36:07] I don't know. Or something. Huh.
[36:09] Mhm. I can't [clears throat] remember
[36:10] what Cuz they told my daughter Tia the
[36:12] same thing for aesthetician cuz I said
[36:14] she has a state license.
[36:17] And they told her that she didn't need a
[36:19] business license.
[36:19] >> Well, that's if you've got a state
[36:21] license that's true.
[36:23] But I didn't know we had a threshold.
[36:25] >> Yeah, I've never seen that on the
[36:27] application.
[36:28] >> we've identified, you know, kids selling
[36:30] lemonade they don't need a license to do
[36:32] that.
[36:33] Those sorts of things, but I didn't know
[36:35] that there was a
[36:36] threshold, but we
[36:38] What is the license? $25? It's not very
[36:40] much. Business license. Yeah.
[36:44] >> Yeah.
[36:46] So but that that'd be worth it for just
[36:48] some free advertising there.
[36:50] But that we we need to maybe look at
[36:53] that and see what we can
[36:55] promote a little more.
[36:57] Um
[37:07] Lori, can you tomorrow
[37:10] come up with with some wording
[37:12] there probably
[37:14] to substitute
[37:16] and and then we'll we'll see if if goals
[37:19] are covered there at the at the end.
[37:22] >> Okay.
[37:22] >> Do so to at least pursue it Okay.
[37:26] now and see what Yeah. what may come of
[37:29] that. Okay. In that section.
[37:35] Um
[37:38] Tell me on the
[37:40] Yeah, on page 75 under supporting local
[37:43] festivals and events
[37:45] um
[37:47] the second sentence
[37:49] it starts out with while
[37:52] Woodland Hills does not currently have
[37:54] traditional commercial I just put
[37:57] Woodland Hills does not currently have
[37:59] traditional commercial and local
[38:02] or retail local events
[38:05] um
[38:08] that generate value by drawing visitors.
[38:12] Um
[38:15] I guess leaving it a little
[38:17] positive than
[38:21] while we do this we don't have that.
[38:22] Mhm.
[38:24] I like that. Um
[38:26] And then on the on the next paragraph
[38:31] uh
[38:36] It starts this event provides space for
[38:39] local vendors
[38:40] to showcase and sell our arts, crafts,
[38:42] and food.
[38:44] And meanwhile Maple Fest
[38:48] {comma} an official city sponsored
[38:51] event.
[38:52] So it is an official it's it's not it's
[38:56] city sponsored. It is. It is city
[38:58] sponsored? Yeah, last year was the first
[39:00] year it was. Oh, really? I didn't think
[39:01] it was, but
[39:02] So I changed that Okay.
[39:06] So it is city sponsored.
[39:10] Um
[39:12] And then under the next paragraph down
[39:14] under envisioning potential commercial
[39:16] growth
[39:18] the last sentence I changed
[39:22] to read this area located along 1200
[39:24] 11200 South
[39:26] between the roundabouts and Summit Creek
[39:30] Drive.
[39:31] So there's there's no roundabout on the
[39:33] other end. Yeah,
[39:35] and
[39:35] where's the problem? So There's only
[39:37] one. Yeah, roundabout.
[39:39] >> So just the roundabout between the
[39:41] roundabout and Summit Creek Drive. Okay.
[39:44] That's our That's our city boundary.
[39:47] Maybe in the future there'll be a
[39:48] roundabout. Actually, it goes down to
[39:51] North Fork Canyon. Oh, it does with the
[39:54] higher
[39:55] properties, doesn't it?
[39:56] Yeah. It goes over to there, but there's
[39:58] no roundabout. No. No, there's no
[40:00] roundabout. It's just one roundabout.
[40:04] Although the development opportunity
[40:06] would kind of end at Summit Creek Drive.
[40:08] >> Yeah, cuz there's a home there. Yeah.
[40:11] Well, Hayes got all that ground there.
[40:12] Yeah. It could be developed land.
[40:14] >> Yeah.
[40:15] So, would you just change it to
[40:16] roundabout and is What's that called?
[40:18] Loafer? Loafer South Loafer Drive?
[40:21] >> Loafer Canyon.
[40:22] >> Canyon Drive?
[40:24] South Loafer Canyon. We'll have to find
[40:26] the Change it to that name.
[40:29] Okay. You good with that, then?
[40:35] Okay. Next page.
[40:43] Under public opinion,
[40:46] uh
[40:47] I changed that first sentence. I took
[40:50] out potential.
[40:52] But residents are split on whether to
[40:54] bring commercial development into the
[40:57] scratch potential into the new growth
[41:00] area along or near 11200.
[41:04] Yeah, I like that. Mhm.
[41:08] Then at the end of that paragraph I put
[41:11] I put developers instead of
[41:17] Now, what did I put in instead of
[41:19] Council to consider when discussing with
[41:21] prospective
[41:22] You know, it should You just have
[41:23] develop
[41:25] It says this is It says developers, but
[41:27] it should be development.
[41:29] Prospective developments, yeah.
[41:39] You good with that? Mhm.
[41:41] Yep.
[41:42] Okay.
[41:42] >> [clears throat]
[41:43] >> Anything else on that page?
[41:46] Okay. Next page 77.
[41:53] He He uses commercial by itself, and I
[41:55] don't think [clears throat] it sounds
[41:59] good. The very last paragraph on that
[42:01] first column
[42:02] said, "While limited commercial within a
[42:06] And I put within limited commercial
[42:09] development
[42:10] within a walkable mixed-use area, not
[42:14] environment."
[42:18] » [snorts]
[42:18] >> So, I inserted development after between
[42:20] commercial and within,
[42:22] and then I scratched environment and
[42:24] made it area.
[42:26] Mixed-use area.
[42:29] And it do have a support.
[42:35] You Everybody good with that?
[42:38] Yeah. Again, on the next page
[42:41] I added On the third line down I added
[42:44] development after commercial.
[42:47] So, it Residents were highly divided
[42:51] regarding retail and other commercial
[42:54] development
[42:56] on the lower fields.
[43:04] Then halfway down that paragraph
[43:07] there's a sentence that starts, "While
[43:09] the top
[43:10] individual concern was traffic
[43:14] I just put the
[43:16] top individual concern was traffic at
[43:18] 21%.
[43:20] A greater come A greater number of
[43:23] residents responded with an open-ended
[43:26] response and indicated
[43:28] that architecture and site design were
[43:30] most important.
[43:33] And it's that I thought while was
[43:37] excess, but it's just a writing style,
[43:40] so.
[43:42] >> [snorts]
[43:44] » I think you're good with that. Okay.
[43:50] Next page.
[43:53] And here's the gold star. I I didn't
[43:56] have any changes here.
[43:58] But we may want to add
[44:01] Lori, with your comments The B1 and 2
[44:04] possibly changing.
[44:09] Yeah.
[44:15] You know, on on number one it says,
[44:18] "Spotlight individual entrepreneurs." It
[44:20] may be like allow individual
[44:22] entrepreneurs to advertise. I mean,
[44:25] allow them to do it, but not us have to
[44:27] go to the work. They can do it, and it's
[44:30] available. The platform's available
[44:31] there, but Okay.
[44:33] Yeah, if they give you an ad
[44:35] >> Yeah, give me an ad. You can just
[44:36] [clears throat] put it in the
[44:36] newsletter.
[44:37] >> yourself and submit it. Don't Right.
[44:40] have us send somebody to interview you.
[44:42] So, make that allow instead of
[44:44] spotlight. Yeah. Allow individual
[44:46] entrepreneurs
[44:48] and creative professionals through
[44:49] social media
[44:51] and newsletters.
[44:53] Uh
[44:54] allow them to promote
[44:57] their business or, you know,
[45:00] So, that's what B1 Yeah.
[45:07] So, add after newsletters
[45:11] Um so, you said to change it to allow?
[45:13] >> Allow individual entrepreneurs and
[45:15] creative professionals through social
[45:16] media and newsletters to highlight their
[45:20] businesses?
[45:23] I would I would say allow individual
[45:25] entrepreneurs and creative professionals
[45:28] opportunities
[45:30] through social media and newsletters.
[45:33] Okay.
[45:34] So, allow an opportunities.
[45:43] consider allowing.
[45:46] >> [laughter]
[45:48] >> Well, they probably are posted on the
[45:51] web on site Facebook. I don't know. I
[45:53] don't do Facebook, but
[45:56] They're just not on the official.
[45:57] They're not going to let anybody do it
[45:58] on the official one. That's just
[46:00] business.
[46:02] Yeah. Okay. Any change with two, Lori,
[46:04] you think?
[46:07] I would like to scratch it. This and
[46:10] that.
[46:13] Well, it talks about city website there,
[46:16] which we talked about doing. Consider
[46:18] creating an opt-in directory
[46:20] of home-based businesses to be featured
[46:22] on the city website or newsletter. It
[46:25] says the same thing as the first one,
[46:27] doesn't it? Pretty much.
[46:28] Yeah, really. The only
[46:31] difference is website.
[46:34] What if we just add website to the first
[46:36] one?
[46:36] >> do that. Opportunities through social
[46:38] media
[46:40] comes newsletters comes Yeah.
[46:44] Do you know any cities that have a
[46:45] little listing of their
[46:48] businesses in their city? I think that's
[46:50] hokey.
[46:53] To list their businesses? Yeah, on the
[46:55] city website.
[46:57] >> website?
[46:57] Even if we have If you have a
[47:00] one page city businesses.
[47:03] Um
[47:07] » [snorts]
[47:07] >> It It just seems really small town to
[47:09] me.
[47:10] Which we are a small town. Yeah, but
[47:13] >> [laughter]
[47:15] >> I'd say they can use the one side of the
[47:17] bulletin board at the mailboxes, but I don't know about putting it on the
[47:21] city website.
[47:23] Yeah, but it gets updated
[47:26] by the wind and people take
[47:29] >> [laughter]
[47:30] >> Every time the wind blows it changes.
[47:33] I don't know.
[47:35] We have a We have a web
[47:37] a website for Scofield. And the people
[47:41] who have had success with contractors, they
[47:47] put them on that. Uh-huh.
[47:48] [clears throat]
[47:50] In addition to contractors that might be
[47:52] part of our HOA.
[47:54] But we have such a hard time of getting
[47:56] people to go up there to do anything
[47:58] that when we identify somebody who will
[48:00] who go up there, a plumber, electrician,
[48:02] whatever,
[48:03] then we put them on our our website so
[48:06] others can see that, and then reach out to them. I don't know of a better way. I mean,
[48:14] there's multiple ways, but I think
[48:16] that's a good way to have
[48:19] um for people to to advertise. If they
[48:23] choose not to,
[48:26] then we can do it for a year and see
[48:28] what the response is to. But I I like
[48:31] that idea though to put a
[48:33] um list of city businesses. Trying to
[48:37] find a picture here. Hold on.
[48:40] >> [laughter]
[48:45] » It might take me a while. Um
[48:48] Jody found
[48:50] an old city newsletter
[48:53] from when
[48:56] I mean, it was probably in the 1990s,
[48:59] and it had um
[49:03] my sister's mother little kids
[49:05] advertising that they would babysit. And
[49:08] it was it was funny and cute, but but I
[49:12] don't want to
[49:13] have the city do that again.
[49:15] I don't know if I can find it. I I I
[49:18] think it'd be bad if they contacted they
[49:20] started contacting the city.
[49:24] Would they do that?
[49:29] To put a request the city to put them
[49:32] Put it in the free notice. Yeah, or or Yeah. Well, they they can't do it
[49:35] themselves.
[49:37] That's controlled. Lori and Jody control
[49:42] the website.
[49:44] Um
[49:48] We don't Let me ask you this, Lori. Does
[49:51] the
[49:52] newsletter get posted on this
[49:55] city website?
[49:57] Do we ever post it to that? Yeah. Yeah,
[49:59] there's a link to it at least. Yeah.
[50:01] It is on
[50:03] >> the Facebook page and it gets sent to
[50:04] everybody.
[50:06] So, if every month
[50:12] And and of course this is in part with
[50:17] um
[50:19] >> [snorts]
[50:23] » Janet cuz she's does the newsletter.
[50:26] I mean, she put a list of
[50:28] and
[50:30] of
[50:31] businesses
[50:32] and just updated it. She wouldn't have
[50:34] to redo it. Just add it new when when a
[50:37] new one
[50:38] has to be added. And then that
[50:40] newsletter is going on
[50:42] the website.
[50:45] That would be the access. And then when
[50:48] a new one goes on, does the old one come
[50:50] off or do they just keep it through the
[50:51] year?
[50:51] >> They I don't know. They might all be
[50:53] there.
[50:54] I know on the Facebook page they're all
[50:56] there.
[50:57] Um and I'm not sure about the website.
[50:59] It might be.
[51:00] >> Cuz that is
[51:02] There's no point duplicating things if
[51:05] maybe they can get on with the with the
[51:07] newsletter.
[51:09] And just then
[51:11] the newsletter is added to the web page
[51:13] and and
[51:14] last page is list of home businesses.
[51:19] But
[51:21] let
[51:24] We don't need to decide that tonight.
[51:26] But let's let's include that as option.
[51:29] And as the city talks about it further,
[51:30] they can decide.
[51:33] to do [clears throat] this. Okay. Yeah.
[51:36] I'd say to get rid of number two, just
[51:37] keep one. Yeah.
[51:43] And so number three was number three and
[51:45] number two.
[51:49] And if they want to do something down
[51:51] the road, it would be still as an option
[51:53] in the plan.
[51:56] Okay.
[52:00] Anything else there with the goals on
[52:01] that page?
[52:07] And on the next page, 79,
[52:10] I again inserted on A3
[52:14] um
[52:15] explore opportunities for boutique and
[52:18] our local commercial I put endeavors
[52:21] that generate sales tax. Including I
[52:24] added endeavors there. You just Go on
[52:27] goals. Go on number three. Yeah, goal three. Okay, I'm on page 82.
[52:34] So, number A3 insert endeavors between
[52:39] commercial and that.
[52:52] Any other changes there?
[52:56] Okay, going over to eight.
[53:00] This is one
[53:02] and I thought it was way too long.
[53:05] However,
[53:07] there's a lot of information here that
[53:09] probably I know the citizenry don't know
[53:12] and I know
[53:13] I suspect the city council doesn't know
[53:15] a lot. And I I think it's generally
[53:18] accurate. I haven't
[53:20] I think he talked he sat with sat down
[53:22] with Ted. And Ted informed him on on the
[53:26] water stuff
[53:28] that he included here.
[53:30] So, I guess what I'm saying is I think
[53:33] it's long, but I I kind of left it
[53:36] alone.
[53:37] Made a few changes here and there, but
[53:40] it's it has maybe the information. The
[53:43] whole thing is information.
[53:45] Yeah.
[53:46] I don't That was my view. I don't
[53:48] know if any of you have a different
[53:51] No, I It's just information, not
[53:53] necessarily a plan.
[53:57] Um
[53:58] With that in mind, the
[54:01] on the
[54:03] page 82
[54:04] um
[54:05] under DWR water conservation
[54:10] It says, "In 2019, the Utah Department
[54:13] of change that to water resources.
[54:19] The Department of Water Resources.
[54:23] And scratch out natural resources, DNR.
[54:27] It's it's a improper title. Where's that
[54:30] at? On the right under the paragraph DWR
[54:33] water conservation goals. Page? On page
[54:37] 82.
[54:41] The water resources is under natural
[54:43] resources, but that
[54:45] >> I mean, he's got DWR
[54:48] in the head.
[54:49] >> Yeah. And then he Then he changed it to
[54:52] DNR.
[54:54] Yeah.
[54:55] Okay.
[54:58] Then when you come down three or four
[54:59] lines,
[55:01] again, it's additionally not DWR, but
[55:05] excuse me, not DNR, it's DWR.
[55:08] Additionally, DWR projected water usage.
[55:14] So, those are the only changes I had
[55:17] on that page. Were there any others that was a good catch.
[55:24] Okay, next page 83, I didn't have any
[55:27] changes.
[55:29] And I didn't have any on 82 either. Any
[55:33] of you had
[55:34] any changes there?
[55:37] Okay.
[55:42] 85, I didn't have any changes.
[55:45] And none on 86.
[55:53] 87, I didn't have any.
[55:56] Nor on 88.
[56:00] You know what I You know what I saw the
[56:02] other day? I was going to church on a
[56:04] Thursday night. It was still light.
[56:07] And I was going down
[56:10] the middle road. What I keep I can't
[56:12] remember the name of it.
[56:14] The half to 11 200. What? Hook? No.
[56:18] The that comes off the hill.
[56:22] It's a middle road from it between Oh.
[56:25] Woodland Hills and Summer Creek. What's
[56:27] it called?
[56:28] Is it Durant? No.
[56:33] It's the one that comes off the hill.
[56:36] He's got the other The one that goes
[56:38] around and this one comes off and then
[56:39] goes down to 11 200.
[56:41] And then anyway, I was on that road and
[56:44] I I had just come off of it. There were
[56:46] three or four cars off the side of the
[56:48] road.
[56:49] And and my I was at my I drew my
[56:52] attention to heard deer. There were
[56:53] probably about 50 deer there. Just in a
[56:56] clump waiting.
[56:58] And behind them
[56:59] there were over 100 elk.
[57:01] Really?
[57:02] >> Down there.
[57:03] It just it really struck me. They were they were
[57:06] waiting for I think these cars to leave
[57:08] cuz they were going to jump the fence
[57:09] and continue, you know, on the lowland
[57:12] over there. But to see that many and up
[57:15] close. I mean, they were they were
[57:16] probably within 100 ft of the fence.
[57:19] Wow.
[57:20] >> Just all clumped together. And it was
[57:22] just it was a beautiful sight. Oh.
[57:25] Anyway.
[57:27] I love them as long as they didn't eat
[57:29] my shrubs.
[57:29] >> [laughter]
[57:32] » I don't see them in the city too much.
[57:33] Yeah, I don't either. Maybe you do.
[57:38] I don't see any elk in the city.
[57:40] What's the weather I don't see any elk
[57:43] I see deer all the time, but elk is
[57:45] different.
[57:46] >> Oh, they they'll see them in Summer
[57:47] Creek on that ridge where they're taking
[57:48] the sewer up.
[57:50] I haven't been there this year, but
[57:51] you'll see them sitting along that hill
[57:53] sometimes. Okay.
[57:55] That's the only spot I've seen them.
[57:58] Uh over on page
[58:01] 89
[58:04] The only change I made to it is number
[58:07] 10.
[58:08] It's hoary cress.
[58:10] And it's also called
[58:12] whitetop. Whitetop.
[58:13] >> Yes, cuz everybody knows whitetop. I
[58:15] looked through those for whitetop and I
[58:17] thought, "Oh, he left it off."
[58:18] >> that's what I thought, too. Well, which
[58:20] one is whitetop? It's hoary cress,
[58:22] number 10.
[58:25] And the only way to get rid of it is
[58:26] with a torch. And you can't do that.
[58:29] Pretty much.
[58:30] >> [laughter]
[58:32] >> So, I added whitetop in
[58:34] together with hoary cress being the same
[58:36] one of the same.
[58:38] So.
[58:43] And I didn't have any on 90.
[58:47] Any others? Any Any change on 90?
[58:53] 91,
[58:55] no change. But I had
[58:58] for 92.
[59:02] Any of any of you?
[59:08] Okay, I have a couple next page. 93
[59:11] I had a couple of
[59:13] changes.
[59:15] Under
[59:16] goal one under A3
[59:19] um
[59:22] There is periodically review city
[59:24] ordinances to identify and amend any
[59:27] water wasteful practices instead of
[59:31] requirements.
[59:34] Substitute require or practices
[59:38] for requirements.
[59:40] I think we have any requirements to
[59:43] waste water.
[59:45] Nope.
[59:48] And on B, goal B as in boy, number
[59:52] three,
[59:53] uh I added uh in mind at the end of
[59:56] that.
[59:57] So, it be
[59:58] coordinate future land use decisions
[1:00:01] with water infrastructure capacity and
[1:00:04] conservation goals in mind.
[1:00:14] And those
[1:00:15] were the only two changes I had in
[1:00:18] I didn't have Any of you have any?
[1:00:20] You see what I'm talking about, Seven?
[1:00:22] Yeah, I got it. Okay.
[1:00:25] And I didn't have any on the next page,
[1:00:28] 94.
[1:00:39] And in page 95,
[1:00:42] under public feedback section,
[1:00:46] I uh
[1:00:48] changed
[1:00:51] the second
[1:00:53] uh it's the second sentence.
[1:00:55] Uh it says in the public survey,
[1:00:58] close to 2/3 of respondents agreed that
[1:01:02] the city government has adequate
[1:01:04] facilities to meet
[1:01:06] not my needs, but their needs.
[1:01:09] The the the survey probably read my
[1:01:12] needs, but I think it's more appropriate
[1:01:14] to put And it does. their [laughter] The
[1:01:17] question is there enough vaults
[1:01:20] for the 50 inches on? Yeah.
[1:01:24] Okay, I found going back to
[1:01:28] the [snorts] job newsletter, I said
[1:01:29] Okay.
[1:01:31] You just told me to go on.
[1:01:33] >> [laughter]
[1:01:34] >> Okay, so this is from a newsletter. I
[1:01:37] don't know what year it was.
[1:01:39] A Wooden Hills newsletter in the '90s.
[1:01:42] So, this is my sister. "Shantel Ovie
[1:01:44] would love to babysit your children.
[1:01:46] Call her at" and it gives her number.
[1:01:47] "She charges $1.50 per hour.
[1:01:51] >> [snorts]
[1:01:51] >> Um Tiffany Ovie is also interested in
[1:01:53] tending and can be reached at the same
[1:01:55] number.
[1:01:56] Um Danielle Shabrias can care for your
[1:01:59] pet while you're on vacation this
[1:02:00] summer.
[1:02:03] Jill Hunter
[1:02:04] cares for pets for vacationers. Her
[1:02:06] number is"
[1:02:08] And Jennifer Terry, a woman of many
[1:02:10] talents, is available for babysitting,
[1:02:13] $1 per hour, cookie baking, $2 for one
[1:02:16] dozen, any kind, and housework, $1.50
[1:02:19] per hour.
[1:02:21] I just think that's embarrassing.
[1:02:24] >> [laughter]
[1:02:24] >> I mean, it's cute to read about back
[1:02:27] then, but if we did that now, it's like,
[1:02:29] "Oh, god."
[1:02:30] And then here's another newsletter
[1:02:32] article. Lori, It just Let me read this
[1:02:35] one. What What are you leaving out
[1:02:37] yours?
[1:02:39] Cuz I was in college at that time.
[1:02:41] >> [laughter]
[1:02:41] >> I charged $2 an hour. Yeah, $2.
[1:02:45] I tutor math. Yeah, that's right. Okay,
[1:02:47] [laughter] this one says, "Please remind
[1:02:49] your children that it is illegal to
[1:02:51] shoot any kind of firearm within the
[1:02:53] town limits. Last month, the Oviatts'
[1:02:56] car window was shot with a BB gun." Oh,
[1:02:59] your house.
[1:02:59] >> Yeah,
[1:03:00] all of these little cute quaint things.
[1:03:02] And I think they're cute and quaint from
[1:03:04] back then. Was this when your dad was
[1:03:07] mayor? No. After [clears throat] him.
[1:03:10] Okay.
[1:03:10] >> Oh, this was 1987.
[1:03:13] Wow. So, and then I mean, it says,
[1:03:15] "Janine Richards has moved and is living
[1:03:17] in Dean Wolf's basement apartment. A
[1:03:20] couple from California, the Mailands,
[1:03:22] have purchased her home."
[1:03:24] I mean, it's just like all these little
[1:03:26] quaint things like, "Oh, that's
[1:03:27] embarrassing."
[1:03:28] Yeah. Yeah. Hometown news. Spanish Fork
[1:03:32] used to have in their newspaper like,
[1:03:35] you know, "Seven Johnson entertained his
[1:03:37] sister from California last weekend. He
[1:03:40] served spaghetti and, you know, it's
[1:03:42] like"
[1:03:43] >> [laughter]
[1:03:44] >> And it was in the newspaper.
[1:03:47] But now we have Facebook. I know, yeah.
[1:03:49] We can post a picture of us. We could
[1:03:51] have a talk it with the city staff and
[1:03:54] look at
[1:03:56] business license category.
[1:03:58] So, we don't get, you know, my
[1:04:00] daughter's on the corner selling Yeah.
[1:04:02] selling cookies or something.
[1:04:04] >> Well, and then one of my sisters when I showed her, "Look how cute this this
[1:04:08] is." And she said, "What? I never wanted
[1:04:10] to babysit. Mom must have put that IN
[1:04:12] THE NEWSLETTER."
[1:04:13] >> [laughter]
[1:04:15] » THAT'S HILARIOUS. That was put in the
[1:04:17] service, yeah. Yeah.
[1:04:19] >> [laughter]
[1:04:21] >> Yeah.
[1:04:21] That's great. Quite quaint.
[1:04:28] Okay, sorry to interrupt. On page 96,
[1:04:33] next page,
[1:04:36] the first paragraph,
[1:04:39] second sentence, says, "The city
[1:04:42] provides sewer and culinary water
[1:04:45] services, but does not currently operate
[1:04:49] a secondary water system."
[1:04:52] I suspect that each of us know what a
[1:04:54] secondary water system is. Mhm. Most of
[1:04:57] the residents
[1:04:58] >> that the irrigation station
[1:05:00] water. So, I put secondary
[1:05:04] parentheses irrigation Mhm. water system
[1:05:07] there.
[1:05:10] And then a couple of lines below that
[1:05:13] starts, "Public safety is supported
[1:05:15] through a city operated insert volunteer
[1:05:18] fire department."
[1:05:19] >> Mhm.
[1:05:20] Yeah.
[1:05:27] And then I labeled this map. It said map
[1:05:30] of the city water system.
[1:05:32] So, I just
[1:05:33] wrote that in across the bottom of the
[1:05:36] map.
[1:05:37] Cuz there's no description with it.
[1:05:40] Yeah, you wouldn't know what it was.
[1:05:44] Mhm.
[1:05:44] I don't know either.
[1:05:48] I don't know what it was, actually.
[1:05:51] >> [laughter]
[1:05:52] >> It's like, "Okay, here's
[1:05:53] >> Just have a bunch of holes on the side
[1:05:54] again.
[1:05:58] Okay, next page,
[1:06:03] page 97,
[1:06:06] I have a couple of
[1:06:09] changes.
[1:06:10] Uh the first paragraph under sewer,
[1:06:16] about halfway down there's a sentence
[1:06:18] that starts, "All systems must comply
[1:06:21] with the on-site waste water
[1:06:27] system"
[1:06:29] not systems, not plural. On-site waste
[1:06:32] water system
[1:06:34] rules, r u l e s.
[1:06:40] as well as. So, it
[1:06:43] made system singular and rule rules
[1:06:46] plural.
[1:06:49] And then down the very bottom of that
[1:06:51] particular paragraph, the same
[1:06:53] paragraph,
[1:06:54] uh it ends with
[1:06:56] for any development involving septic
[1:06:59] systems,
[1:07:00] I put any property
[1:07:03] involving
[1:07:05] septic systems.
[1:07:07] Here, I I have a question, not something
[1:07:09] to change, but just a question.
[1:07:11] Up above on the first paragraph, it
[1:07:13] said,
[1:07:17] "Septic systems are regulated and
[1:07:20] reviewed by the Utah County Health
[1:07:22] Department." That review, does that just
[1:07:24] come when you build? Or do they ever
[1:07:26] review it ever after? I don't think they
[1:07:29] do. If they If they want to add a
[1:07:31] bedroom or a bathroom or a accessory
[1:07:34] apartment, they review it again. Okay.
[1:07:37] >> To see if the capacity is sufficient or
[1:07:41] whether they need to enlarge. I was just
[1:07:43] wondering how
[1:07:45] I mean, if somebody's septic system
[1:07:47] fails, is it just up to the neighbors to
[1:07:49] kind of notice?
[1:07:50] >> [laughter]
[1:07:51] >> Currently, they have to have get a
[1:07:54] notice pretty quick. They have to have
[1:07:55] space on their lot for two septic
[1:07:57] systems Really?
[1:07:59] >> in case the one fails.
[1:08:01] Why? They don't have to plumb it or
[1:08:03] anything, but they have to have room and
[1:08:06] um [clears throat]
[1:08:09] line Mhm. to go out if the first one
[1:08:12] fails.
[1:08:13] They didn't used to, but now they're
[1:08:15] requiring that.
[1:08:17] So, that answers your question?
[1:08:19] >> Yeah. Yeah. Okay.
[1:08:22] The next paragraph down starts, "Any new
[1:08:25] construction within 300 feet."
[1:08:28] I put insert state law requires any new
[1:08:33] construction within 300 feet.
[1:08:43] And then that little map is our sewer
[1:08:45] map, and it's not labeled. I just put
[1:08:47] sewer, excuse me, city sewer map
[1:08:52] underneath the map.
[1:09:03] I It said in how many
[1:09:06] homes are connected to sewer in 2025,
[1:09:09] and I looked to see how I could we need
[1:09:11] to update that. There were only four
[1:09:13] more.
[1:09:14] Is that right? Are these figures
[1:09:16] correct, Lori? It says 125 to 130.
[1:09:19] >> It's 134.
[1:09:22] As of today, it's like, "Oh, that's
[1:09:24] hardly"
[1:09:25] >> [laughter]
[1:09:25] >> It's 134.
[1:09:27] >> we got 2026 then.
[1:09:28] >> 2026 and 134. Yeah, let's keep keep it
[1:09:31] current. So, let's say we'll change that
[1:09:33] to 2026.
[1:09:36] Approximately
[1:09:38] 134 homes.
[1:09:41] Okay.
[1:09:44] I don't need the 125. I'll just do
[1:09:47] that.
[1:09:50] Okay.
[1:09:56] » [snorts]
[1:09:59] » Any other changes on 97?
[1:10:03] Okay, going over to 98.
[1:10:06] I made some changes here on the
[1:10:09] internet service stuff.
[1:10:13] >> [clears throat]
[1:10:15] » Here's what I did the second para- first
[1:10:16] paragraph left.
[1:10:19] The second paragraph, did any of you
[1:10:21] have any changes on the first paragraph
[1:10:23] that you want to
[1:10:25] Okay, the second I said, "The city has
[1:10:27] installed conduit for fiber optic
[1:10:31] internet, which is currently utilized by
[1:10:34] Utopia."
[1:10:36] Then Comcast and I scratched is and put
[1:10:39] has.
[1:10:41] So, compact Comcast has
[1:10:45] also and scratch actively.
[1:10:50] So, it's Comcast has also installed
[1:10:56] ED instead of ING, its own fiber network
[1:11:00] through the public right-of-way
[1:11:03] using directional drilling.
[1:11:06] As a result, all existing roads, then
[1:11:10] insert right-of-ways.
[1:11:13] So, all existing roads right-of-ways
[1:11:18] now have
[1:11:21] fiber conduit
[1:11:26] in place.
[1:11:28] But, it is
[1:11:29] >> As I'm reading that, I'm seeing it's not
[1:11:31] right because
[1:11:33] Summerhill Creek doesn't have
[1:11:37] Well, but they do have
[1:11:38] >> right-of-ways, yeah.
[1:11:40] So, as a result, all existing
[1:11:42] roads right-of-ways now have fiber
[1:11:43] conduit in place.
[1:11:45] Then I I put currently instead of while.
[1:11:49] Currently, Wooden Hills
[1:11:54] served by both Utopia
[1:11:57] and Comcast
[1:12:00] while Summit Creek area
[1:12:03] is served by CenturyLink.
[1:12:07] So, the last two lines are scratched
[1:12:10] with the [clears throat] with
[1:12:12] those words included. So, the last
[1:12:14] sentence would be Generally Generally,
[1:12:16] Wooden Hills is served by both Utopia
[1:12:20] and Comcast
[1:12:21] comma while Summit Creek
[1:12:24] area
[1:12:26] is served by CenturyLink.
[1:12:33] Are you good with that wording?
[1:12:35] I'm just happy I don't live in Summit
[1:12:36] Creek.
[1:12:41] Yeah, that's [clears throat] fine.
[1:12:42] >> And I don't know why it happened that
[1:12:43] way. Interesting. Yeah, that's
[1:12:46] interesting.
[1:12:48] So,
[1:12:49] CenturyLink
[1:12:51] is trying to come into the city and
[1:12:53] cable the rest of the city.
[1:12:55] Now, with these other two But,
[1:12:58] we're discouraging them
[1:13:01] for fear of just messing everything up.
[1:13:03] Jeez, yeah. Cutting into cables and It's
[1:13:06] good to have the
[1:13:07] >> Comcast didn't do a very good job.
[1:13:09] >> competition, but Comcast is horrible.
[1:13:10] Yeah, they were Comcast long term.
[1:13:13] Utopia's wonderful. jerks.
[1:13:15] Uh CenturyLink [clears throat]
[1:13:17] Okay, so it's both Summit They're better
[1:13:19] than CenturyLink. Yes, they're not
[1:13:21] CenturyLink. Summit now.
[1:13:23] Yeah. Okay.
[1:13:26] No.
[1:13:28] Um next [clears throat] page, 99, I
[1:13:31] didn't have any changes.
[1:13:35] Oh.
[1:13:38] Well, the one thing I had was the GPS
[1:13:40] tracking. Oh, yeah, yeah, yeah. That
[1:13:42] came up today. Oh.
[1:13:45] You weren't here, were you? No.
[1:13:47] What did he say? Cuz I thought
[1:13:48] >> Lori and Ben were were were reading
[1:13:51] that.
[1:13:51] >> Lori and Ben? Yeah, Jody Ben. And they
[1:13:54] didn't like it.
[1:13:56] Yeah.
[1:13:58] So,
[1:14:00] let's see. It's by equipping municipal
[1:14:02] snowplows with GIS,
[1:14:05] you know, the city can provide and
[1:14:06] that's the that's stuff that they don't
[1:14:08] want to do cuz all that becomes public.
[1:14:11] They do want to do that? I was going to
[1:14:13] say they don't they don't have it now,
[1:14:14] do they? No. No. No. But, then I mean
[1:14:17] cuz they said that they can go through
[1:14:19] the full route every 30 minutes, is it,
[1:14:21] Wayne?
[1:14:23] And so, Something like that.
[1:14:25] >> Yeah. And so, I mean you get
[1:14:27] a person who's overly concerned about
[1:14:31] you know, I mean they'll be there within
[1:14:33] 30 minutes and go over it once, but the
[1:14:35] priorities do I mean I like the way it
[1:14:37] talked about the priorities.
[1:14:39] I'd get rid of that whole paragraph.
[1:14:41] Scratch it. Yeah, let's let's do that.
[1:14:43] Scratch the GIS GPS tracking. Yeah.
[1:14:47] I would have hated that when I was
[1:14:48] plowing snow.
[1:14:50] It's under It's on page 99 on the right
[1:14:53] side.
[1:14:55] Or maybe your road is blocked cuz
[1:14:57] someone's stuck and so you turn and go a
[1:14:59] different way and somebody gets upset
[1:15:00] because you're off route, you know, or
[1:15:02] Yeah. I don't know.
[1:15:06] Yeah, that was that was a concern one of
[1:15:08] the concerns expressed with.
[1:15:10] Not having that there, so we'll take
[1:15:12] that out.
[1:15:16] So, you need people tracking the trucks
[1:15:18] Yeah. all over the city. Yeah. Hey, they
[1:15:20] need to get over here.
[1:15:22] Cuz they take care of I No one has
[1:15:24] better snow removal than Wooden Hills.
[1:15:26] No, yeah. No, you're right and everybody
[1:15:28] knows that, too. It's unbelievable.
[1:15:30] We we created a problem for them. We
[1:15:33] created a monster. Right. Yeah,
[1:15:35] seriously. There's a lot of expectation.
[1:15:37] Yeah, and you put GPS on it and you just
[1:15:40] Yeah.
[1:15:41] People will expect I think we'd be
[1:15:42] better off putting heated roads could
[1:15:44] melt the snow.
[1:15:46] >> [laughter]
[1:15:48] >> I didn't have any on page 100.
[1:15:50] I didn't. I don't think there'd be a tax
[1:15:52] increase or anything to heat the roads
[1:15:53] with that.
[1:15:55] On page 101, I didn't have any changes
[1:15:58] to the goals.
[1:16:01] Oh, it says something about GIS continue
[1:16:03] periodic Okay, where's that at? Oh, no,
[1:16:05] wait a minute.
[1:16:06] No, that's for the sewer. I'm sorry. No,
[1:16:08] okay.
[1:16:17] On On the next page, 102,
[1:16:20] I just on
[1:16:22] the goal two
[1:16:24] that part and part B
[1:16:27] and three,
[1:16:29] I put I inserted how between monitor
[1:16:32] new.
[1:16:33] So, it's monitor how new development
[1:16:35] impacts on energy demand and grid
[1:16:39] stability.
[1:16:41] It It It needed something there, so.
[1:16:46] Okay, I had a concern on
[1:16:49] goal three A
[1:16:52] Sustain and support a state-of-the-art
[1:16:55] fire and EMS department.
[1:16:58] That kind of bothers me.
[1:17:00] >> Which which one is that, Lori? On goal
[1:17:02] three A.
[1:17:04] >> A? Yeah. Oh, man. State-of-the-art.
[1:17:08] I think that sounds excessive.
[1:17:12] And I think we want a good one,
[1:17:15] but not
[1:17:16] >> Sustain and support
[1:17:18] a State-of-the-art, I don't like that.
[1:17:22] Yeah, I'm sure. I'm [laughter] sure you
[1:17:23] do.
[1:17:24] We want a state-of-the-art.
[1:17:28] I want you can't do that with a volunteer
[1:17:31] department anyway. And our budget with
[1:17:33] no business. Yeah. How would you word
[1:17:35] it, Lori? I would scratch out
[1:17:37] state-of-the-art.
[1:17:39] Sustain and support
[1:17:40] >> An exceptional A fire yeah. An
[1:17:42] exceptional fire.
[1:17:43] >> say a? A. Yeah, just you know, Just a
[1:17:47] fire department. Okay. I just thought
[1:17:49] We're lucky to have one, I think, but
[1:17:50] it's not And they do a great job, but I
[1:17:52] just don't want us to be known as
[1:17:54] state-of-the-art.
[1:17:57] I Under that under one
[1:18:00] of that same
[1:18:01] uh A1,
[1:18:03] it says follow NFPA standards
[1:18:07] for rotating firefighting vehicles and
[1:18:10] equipment, I put as resources allow. I
[1:18:14] like that because the reality is there's
[1:18:17] only one thing down there. There's only
[1:18:19] one apparatus, I think, that's up to the
[1:18:21] Yeah.
[1:18:22] It is perfect.
[1:18:25] Okay, I made over on B that same goal
[1:18:28] three,
[1:18:31] I put
[1:18:34] B1,
[1:18:35] I substituted periodic for annual.
[1:18:38] Conduct periodic reviews of sheriff
[1:18:41] service performance and response times.
[1:18:45] That gives us some flexibility instead
[1:18:49] doing it annually.
[1:18:50] So, this is question, who does that?
[1:18:54] Yeah, I
[1:18:56] His contract's renewed annually, so
[1:18:57] pretty much it is
[1:18:59] >> But, there's nobody in the city that
[1:19:00] sits down with him and goes through it.
[1:19:05] Not that I know of.
[1:19:08] I think he does an awesome job. I Yeah,
[1:19:10] I do. He does.
[1:19:12] >> Um under C,
[1:19:16] I put
[1:19:17] above that,
[1:19:20] on the high speed accessibility across
[1:19:23] community. See three
[1:19:26] says coordinate with internet service
[1:19:28] providers to expand coverage and service
[1:19:31] options as they are available.
[1:19:37] Added that at the end of that
[1:19:39] sentence as they are available.
[1:19:52] Okay.
[1:19:53] Any other changes there?
[1:19:55] No.
[1:19:57] And next page 103
[1:20:03] Oh.
[1:20:06] Well, let's see on goal four
[1:20:10] B two
[1:20:12] explore upgrades to route tracking and
[1:20:15] online publication
[1:20:18] to improve public visibility. That's the
[1:20:20] last sentence.
[1:20:22] Yeah, let's get rid of that.
[1:20:24] You just take that out?
[1:20:25] >> get rid of that.
[1:20:28] Yeah, cuz one covers everything I think
[1:20:30] we need.
[1:20:32] I mean you guys don't even do that I
[1:20:34] don't think. Really? On A1
[1:20:38] it says continue rotating snow plow
[1:20:41] equipment. I insert instead of every
[1:20:44] three years as needed.
[1:20:46] >> Yeah, I was going to say cuz this year
[1:20:47] they didn't really get used to it.
[1:20:50] We're trying We're trying to decide
[1:20:51] whether
[1:20:52] to do it
[1:20:54] in larger interviews intervals instead
[1:20:57] of three years.
[1:20:59] Uh as needed is good. You know. Yeah,
[1:21:02] those that
[1:21:03] few years where we had a lot of snow
[1:21:05] they got pretty beat up.
[1:21:06] >> Yeah, they did.
[1:21:09] Okay.
[1:21:11] Then on annexation
[1:21:13] uh page 105
[1:21:19] down at the bottom of the first
[1:21:21] paragraph of that part
[1:21:24] it it says [snorts] rather
[1:21:29] comma annexation will occur as property
[1:21:32] owners anticipated desire to develop and
[1:21:35] improve properties in a way that
[1:21:38] and I
[1:21:40] put instead of necessitates I put allows
[1:21:43] for the expansion
[1:21:45] of Wooden Hills
[1:21:47] municipal services.
[1:21:51] So scratch necessitate and just
[1:21:53] substitute allows for the
[1:22:03] That's the only change I made on that
[1:22:04] page. Any other?
[1:22:10] Then we got the map.
[1:22:14] And I will I'm going to write up here
[1:22:17] include
[1:22:20] county
[1:22:24] Well, show show show county property.
[1:22:27] Yeah.
[1:22:33] different color
[1:22:37] Okay.
[1:22:38] So maybe the county I mean I can't see
[1:22:40] the color on it but the the striped
[1:22:43] Salem overlap area maybe that's county
[1:22:46] and so Salem could annex it or Wooden
[1:22:48] Hills could annex it and that's what it
[1:22:49] means.
[1:22:50] That good? Uh that's a good thought. Cuz
[1:22:53] it says
[1:22:55] in that little key down below Wooden
[1:22:57] Hills annexation area overlap with Salem
[1:23:00] >> Salem annexation
[1:23:01] >> that's the county. Oh but that's the old
[1:23:04] And yeah and they look the same.
[1:23:06] >> probably county. Is that what you're
[1:23:07] saying Lori?
[1:23:08] >> Yeah and I bet on the colored version we
[1:23:10] could tell the difference on these two
[1:23:12] striped areas.
[1:23:16] Mhm. And then we'll need to change that
[1:23:18] little triangle with it when Bucky gets
[1:23:20] that done. Yeah.
[1:23:24] » [snorts]
[1:23:24] >> Who will finish it first Bucky or
[1:23:27] Daniel?
[1:23:29] Bucky.
[1:23:31] >> [laughter]
[1:23:32] >> Yeah, right now it's just an area that
[1:23:35] It matters if
[1:23:38] Okay, I didn't have any changes on 107.
[1:23:41] Did any of you?
[1:23:42] The one that had metal park on there.
[1:23:45] Say again? The one that had metal park.
[1:23:47] >> Oh, we don't. Yeah, I know. That's
[1:23:50] Oh, no. Oh, wait. What did we decide on
[1:23:53] that? That's a good catch. On that trail
[1:23:55] name.
[1:23:56] It was Wooden Hills
[1:23:58] >> Wooden Hills
[1:23:59] city
[1:24:02] Wooden Hills Summit Wooden Hills Summit
[1:24:04] Creek
[1:24:07] Meadow or Summit Wooden Hills City
[1:24:09] Summit
[1:24:10] >> or Summit Creek Yeah.
[1:24:12] For the one going up Wooden Hills side.
[1:24:14] But yeah, the Meadow Park should be
[1:24:16] Wooden Hills City Park.
[1:24:18] Yeah.
[1:24:22] Oh, that's a lot wordier than Meadow.
[1:24:26] Well, where Meadow Park came from I have
[1:24:28] I never heard of that before.
[1:24:36] It's Loren's and Field, right? Yeah,
[1:24:38] it's a field and It's the field part of
[1:24:40] the
[1:24:40] A soccer field is it or something?
[1:24:42] Loren's and Field. Okay. Yeah, it's just
[1:24:45] part of Steve.
[1:24:46] Okay.
[1:24:50] Okay. [clears throat]
[1:24:54] Good. Okay, nothing on 107 then?
[1:24:57] >> [clears throat]
[1:25:01] » I didn't have anything on 108. Any of
[1:25:04] you? I had
[1:25:06] second column three B
[1:25:10] Okay.
[1:25:10] >> Underneath the bold part it I think it
[1:25:13] needs to be says the developer will be
[1:25:16] responsible for all costs associated
[1:25:18] with
[1:25:19] expanding
[1:25:22] into the expansion area. I know expanded
[1:25:24] into the That doesn't sound right.
[1:25:28] Should be expanding into
[1:25:30] >> Is there another word besides expanding
[1:25:32] into the expansion?
[1:25:34] expanding building building into the
[1:25:37] expansion area building in the expansion
[1:25:40] area
[1:25:41] >> building in Okay, let's do building in.
[1:25:43] Okay.
[1:25:58] It would be
[1:26:01] associated with building into the
[1:26:03] expansion area then?
[1:26:06] building in the expansion area
[1:26:09] >> Okay, scratch into and expand it then.
[1:26:15] with
[1:26:16] building and add [clears throat]
[1:26:17] building in the expansion area Yeah.
[1:26:21] Okay.
[1:26:27] You know, I don't have the first part of
[1:26:29] the thing but
[1:26:32] is it consistent throughout the whole
[1:26:33] thing where it starts these little
[1:26:35] bolded sections with lower caps and
[1:26:38] you know, not complete sentences?
[1:26:43] I don't think so.
[1:26:47] I feel like Daniel's getting
[1:26:50] What? Cuz it's really
[1:26:53] There's a colon at the end of the
[1:26:57] each bold area
[1:26:59] >> It's just like four or five six Is that
[1:27:01] the way they all are? I didn't notice.
[1:27:03] Oh, four four doesn't have that though.
[1:27:08] three
[1:27:08] >> No, does five nor six.
[1:27:11] I guess it's a continuation of the title
[1:27:15] over before number one.
[1:27:20] So like it was still in the period
[1:27:21] though. I don't know.
[1:27:22] what's proper there. And
[1:27:24] shall colon and then one
[1:27:30] and
[1:27:33] there's a period there.
[1:27:34] Then number two has
[1:27:37] years but there's no colon.
[1:27:40] Well, but the colon is No, it's the same
[1:27:43] as in
[1:27:44] not colon one shall one
[1:27:48] >> two. two
[1:27:51] But but three has that colon.
[1:27:53] Because there's an A and a B.
[1:27:57] >> [clears throat]
[1:27:57] >> Okay. So is it like one huge run-on
[1:27:59] sentence until you get to six?
[1:28:03] And then it starts over at the with the
[1:28:05] new sentence at the beginning of page
[1:28:08] 109?
[1:28:11] It says
[1:28:13] That's a school thing. Pay close
[1:28:15] attention to this.
[1:28:17] >> [laughter]
[1:28:17] >> I wasn't
[1:28:23] Oh, I know. You're a math teacher not an
[1:28:25] English teacher.
[1:28:26] Oh, they know both.
[1:28:28] >> [laughter]
[1:28:30] » So how
[1:28:32] Okay, let's
[1:28:34] quickly put our heads together here.
[1:28:36] How should how should those be
[1:28:37] punctuated?
[1:28:39] Well, maybe we need to look at section
[1:28:41] one and see if it's matching the whole
[1:28:44] thing.
[1:28:45] And we could ask I could ask my sister.
[1:28:49] She was a writing major or something
[1:28:51] like that. Oh boy.
[1:28:53] Well, above above one is is black.
[1:28:57] In developing, considering and adopting
[1:28:59] an annexation plan, the planning
[1:29:01] commission and city council shall
[1:29:04] There's a colon there.
[1:29:07] And then one
[1:29:10] there's it's
[1:29:12] there's no capitalization but I don't
[1:29:18] see it any capitalization on the on the
[1:29:21] blue Yeah. the blue writing and then
[1:29:24] there's no after municipal They have
[1:29:27] blue writing.
[1:29:29] It's all changed to black and white.
[1:29:31] >> [laughter]
[1:29:32] >> Okay. So I attempt is blue.
[1:29:38] So the number section is blue.
[1:29:39] >> blue.
[1:29:41] And then it goes to black with a long
[1:29:43] paragraph.
[1:29:45] And but there's and then two months
[1:29:47] period at the end of map on that
[1:29:51] long paragraph.
[1:29:52] It's hard to see, but there's a period
[1:29:54] in there. Yeah. And then number two is
[1:29:57] the light blue.
[1:29:59] And so it starts with a small C and it doesn't
[1:30:03] have a
[1:30:06] colon at the end. Then it has a black.
[1:30:09] And there's a period at the end of the
[1:30:11] black.
[1:30:13] So that starts with a capital and ends
[1:30:15] with a period. Then three
[1:30:18] again
[1:30:20] it's it's uh
[1:30:22] small C for consider and then there's a
[1:30:25] colon
[1:30:26] at the end of necessary.
[1:30:29] See, but two doesn't have a colon at the
[1:30:31] end of years because there's not an A
[1:30:34] and a B.
[1:30:34] >> not subdivision.
[1:30:36] Okay.
[1:30:38] So it's consistent. So
[1:30:41] A and B
[1:30:44] It's like consider on four. Like all
[1:30:46] these verses Is that supposed to be a
[1:30:49] capital? I don't know. It's Consider No,
[1:30:53] cuz three number one doesn't have a capital.
[1:30:57] It starts a new sentence.
[1:30:59] Doesn't it? None of them have capitals.
[1:31:01] And they don't have a period at the end
[1:31:03] either. Right. And And at the end of the
[1:31:05] in industrial development, it doesn't
[1:31:08] have uh a period. a colon.
[1:31:13] Like cuz there's not there's just one subs sentence to that.
[1:31:19] >> I mean, that's really consistent.
[1:31:22] Because if you start with the the black
[1:31:25] or in developing, considering
[1:31:28] and adopting
[1:31:30] and then you've got there's a colon.
[1:31:32] And there's one
[1:31:34] and a two and a three. There's a colon
[1:31:38] after the end of three and there's an A
[1:31:41] and a B.
[1:31:42] >> B. And then four, there's no colon. It's
[1:31:45] just four. Five, there's no colon and
[1:31:48] it's just five and then there's six. So
[1:31:51] where does it
[1:31:51] >> really consistent. Doesn't six have And
[1:31:53] then again Where does it end though?
[1:31:57] Where does it not I think six ends
[1:32:00] because on the next page you've got one,
[1:32:02] two, three, four, five with a And there's a colon.
[1:32:08] So it's consistent,
[1:32:10] too. I think if anything you probably
[1:32:12] need a period after six.
[1:32:16] Cuz that's the end of that whole line.
[1:32:18] Cuz part of that is part of the next
[1:32:21] page.
[1:32:22] That's part of the next page, isn't Cuz
[1:32:23] the next page starts And it says it goes on to
[1:32:27] That's still six. Okay. And it has a
[1:32:30] colon. And then you've got a colon after
[1:32:32] drawn cuz you've got a one
[1:32:36] two, three, four, five as part of that.
[1:32:41] Okay. I I see that.
[1:32:47] It looks funny, but I think it's
[1:32:49] consistent.
[1:32:49] >> Okay. It says to that like the numbered
[1:32:53] ones like four, five, six, they should
[1:32:55] be lower case when introducing a list of
[1:32:58] fragment or a single phrase. You should
[1:33:01] capitalize
[1:33:03] if it if it introduces a full sentence.
[1:33:09] Especially in APA style or when using
[1:33:11] Chicago style for two or more sentences.
[1:33:16] I think the the thought continues though
[1:33:18] from the blue to the the black.
[1:33:25] So I I I would would like to see if it
[1:33:28] started out that way with section one
[1:33:31] and I didn't even notice it until
[1:33:33] the end.
[1:33:36] I think the very first section of the
[1:33:38] whole thing Yeah.
[1:33:41] Mhm.
[1:33:53] Number two has a period at the end of
[1:33:55] the black which is under
[1:34:00] the blue number two.
[1:34:03] And there's no colon there. She puts a
[1:34:06] period at the end of each
[1:34:08] description. Yeah. Only on the only on
[1:34:11] the black page there is.
[1:34:13] There's a period at at the end of the
[1:34:14] black.
[1:34:29] It's warm in here.
[1:34:30] I know.
[1:34:32] Yeah, I'm in shorts. Does this window
[1:34:35] open?
[1:34:37] We can just shut that thing off.
[1:34:39] It's not heating, is it? No, it's on
[1:34:43] cooling, but I think it's turned up to
[1:34:45] like 75.
[1:34:47] We can put it down to
[1:34:49] I don't know, 66 or It's 81.
[1:34:53] But it's set at 66.
[1:34:56] For cooling.
[1:34:56] >> Okay.
[1:34:58] I don't think it's
[1:34:59] working.
[1:35:00] Let me throw you in a minute. It's
[1:35:02] broken.
[1:35:12] I think there's some I won't say
[1:35:15] absolute consistency, but there seems to
[1:35:18] be some general consistency with the way
[1:35:20] It started out that way. it's done that.
[1:35:22] Mhm.
[1:35:23] Okay.
[1:35:24] Have your assistant look at it.
[1:35:26] Okay. Yeah, thanks. Yeah, thanks.
[1:35:31] Okay.
[1:35:34] And
[1:35:36] I have [snorts] to go to the lines.
[1:35:43] And then to the goals.
[1:35:46] I don't I don't have any changes on the
[1:35:48] goals. Do any of you?
[1:35:50] No.
[1:35:51] >> [clears throat]
[1:35:53] » Okay.
[1:35:55] I'm good.
[1:36:02] I'm ready to clear information.
[1:36:06] You two are the
[1:36:07] Ben is the one who's making the changes
[1:36:10] on this. Oh.
[1:36:12] Not
[1:36:13] Daniel.
[1:36:15] Really, Ben wanted to make the changes.
[1:36:19] So he's the one that's reviewing you
[1:36:21] know, changes that were
[1:36:22] So doing.
[1:36:24] >> We're giving this to Ben.
[1:36:26] >> Yes. And he's making the changes. Yeah.
[1:36:29] And then he will present it to the city
[1:36:31] council.
[1:36:32] And then we have to have We'll We'll do
[1:36:35] that once he's done, but
[1:36:38] yesterday I sent a message to Daniel
[1:36:41] asking him for
[1:36:43] the um
[1:36:46] executive summary cuz this
[1:36:48] document had an executive summary.
[1:36:51] And um today
[1:36:54] Daniel sent
[1:36:57] he called it the updated version.
[1:37:04] It still doesn't have an executive
[1:37:05] summary to it.
[1:37:09] >> [clears throat]
[1:37:10] >> It has a survey
[1:37:12] at the end which I like. This didn't
[1:37:15] have that.
[1:37:16] And he has an index in the very front
[1:37:19] with page [clears throat] number
[1:37:21] for each section. Which That's good.
[1:37:24] Yeah. So I responded back to him
[1:37:27] still need the executive
[1:37:30] summary of the whole document.
[1:37:33] So I don't know when I'll get or when
[1:37:37] we'll get it, but that needs to be part
[1:37:39] of our
[1:37:44] public hearing. How long is the
[1:37:46] executive summary?
[1:37:49] There's no It's
[1:37:51] whatever
[1:37:53] we want it to be.
[1:37:59] But that's
[1:38:01] Ben has given part of this to the city
[1:38:06] council already. Oh. Just for their
[1:38:09] review. But we have to have a public
[1:38:11] hearing
[1:38:12] on it. So I anticipate
[1:38:16] a public hearing in April.
[1:38:19] As part of our April planning commission
[1:38:21] meeting.
[1:38:23] We'll have a public hearing on this.
[1:38:26] Any final changes
[1:38:29] that we choose to make will be made then
[1:38:33] and then it will go to the city council
[1:38:36] their first meeting in May.
[1:38:40] Although they're getting part of it now.
[1:38:42] By the That's good that they could be
[1:38:43] going through He keeps up. And Ben's
[1:38:45] kind of the one that put that timetable
[1:38:47] together. He wants to move it along.
[1:38:53] that's where we're at with it.
[1:38:59] So any any questions
[1:39:03] with that? I know it's totally
[1:39:05] adjourned.
[1:39:06] Second that.
[1:39:08] Okay. All in favor? Aye.
[1:39:12] We've got We've got
[1:39:14] What time we have here?
[1:39:18] 38.
[1:39:19] 8:38.
