[6:40] of america
[6:41] she says and also she was with triton

[13:52] an ordinance entitled the town of
[13:53] woodstock medical marijuana caregiver
[13:56] retail store ordinance let me just do
[13:59] this article
[14:04] you need a motion
[14:13] over here
[14:41] okay thank you
[14:53] accepting the article passing the
[14:57] other article excuse me okay there's
[15:00] some out here too
[15:04] so we have questions i'm sorry we're
[15:06] going back to uh
[15:08] discussion and questions
[15:16] okay yeah put your flag out if you want
[15:18] to ask a question and somebody will come
[15:20] with the
[15:25] didn't radio anybody okay
[15:29] all right all all those in favor of
[15:32] article four
[15:50] gets the article passes
[15:56] article five so the town boats will
[15:58] raise an appropriate 75
[16:00] 000 for a portion of the replacement
[16:03] cost
[16:04] of the so-called vacant bridge on the
[16:07] old county road
[16:08] we must agree with this article
[16:28] the discussion on the article
[16:36] yeah if anybody wants any explanation or
[16:39] if you have any discussion on the
[16:40] article
[16:46] saying none follow us in favor of
[16:49] article 5 to reach
[16:52] 75 000 for the bacon bridge
[16:55] county road all in favor
[17:01] and closed
[17:04] i like this it's fun thank you the
[17:07] article passes
[17:09] article six so we can't vote to
[17:12] authorize the town to pursue
[17:14] the purchase of 640 acre property known
[17:16] as buck sledge
[17:18] for a community forest and to expend
[17:21] funds for the town's dedicated land
[17:23] conservation account
[17:24] to support said purchase
[17:44] okay
[18:06] i just wanted to take this moment to
[18:08] take and recognize
[18:09] all the people the conservation
[18:12] commission the many volunteers who've
[18:14] worked on
[18:15] bucksled for the last 12 years building
[18:18] the trails
[18:18] maintaining the trails marking the
[18:20] trails the town for the parking lot
[18:23] when more and more people kept showing
[18:25] up and
[18:26] because it's the access to buck's ledge
[18:29] to
[18:30] up on the ledges and those views being
[18:33] out of nature
[18:34] that has really made buck sledge what it
[18:37] is and how has brought
[18:38] everyone in the community and from the
[18:40] surrounding communities
[18:42] to get involved with it so this is a
[18:45] very important
[18:46] time for us it's kind of key critical
[18:50] one of the things that we're looking at
[18:52] last year
[18:53] we asked for have a committee to explore
[18:57] the possibility of acquiring luxely
[19:02] and what we learned early on through the
[19:06] meeting with the owners
[19:07] as well as our conservation partners is
[19:10] that
[19:11] it was a mutual desire that bucksley
[19:13] should be criminally conserved
[19:16] and from that uh we decided to take the
[19:19] move forward
[19:20] and to get an appraisal at least an
[19:22] initial appraisal which is completed in
[19:24] february
[19:25] at that point we realized we've gone as
[19:27] far as what you authorized us to do
[19:31] and so in order to move forward and
[19:34] start
[19:34] to negotiate with the owner
[19:37] [Music]
[19:49] as well as authorization to access some
[19:52] money into the conservation fund
[19:56] and one of the things that
[19:59] we'll be looking at is for legal fees
[20:02] earnest money if we secure
[20:07] a sales option so
[20:10] that's what this rt6 is all about
[20:13] and i hope that you will all support
[20:16] thank you
[20:24] anyone else would like to speak to the
[20:32] article
[20:34] okay seeing all those in favor of
[20:39] authorizing the conifers
[20:40] to pursue the purchase of the buck
[20:43] slaves property
[20:45] this is razor flag
[20:49] okay thank you all opposed
[20:54] and that passes great thank you
[21:05] [Music]
[21:06] in this little this little note that
[21:08] says no additional funds from county
[21:10] woodstock would be required for the
[21:11] acquisition
[21:14] problem article seven
[21:17] until the time vote to raise and
[21:18] appropriate four thousand dollars
[21:21] to fund a simple ira retirement plan for
[21:24] its employees as a contribution
[21:26] at a contribution rate of two percent of
[21:28] the employees
[21:38] all right we have the motion for a
[21:40] second
[21:41] right yes
[21:55] ask a question
[22:07] up in the back
[22:38] is
[22:48] up until now the only retirement money
[22:51] that's being paid out is in the manager
[22:53] town manager's contract
[22:55] the other employees have never had any
[22:58] and we really thought it was time to
[22:59] start considering that
[23:04] for that
[23:17] that's what we thought thank you bill
[23:34] is
[24:02] thank you
[24:15] employees retirement system as a
[24:18] participating local district protected
[24:20] june
[24:21] 1st 2021 and we offer a regular plan hc
[24:26] to its full-time employees 40 hours a
[24:30] week
[24:33] and he the authorized foreign mexican
[24:35] town manager to sign
[24:37] the agreement between the town and the
[24:40] news for
[24:41] the main public employees retirement
[24:44] system
[24:51] to exclude all other employees including
[24:53] its elected and employed officials
[24:56] and its election workers from
[24:58] participating in the main piers
[25:01] deep to allow us eligible employees who
[25:03] are currently employed by the town on
[25:05] june 24th june 1st
[25:07] 2021 to elect to join maintenance
[25:10] to purchase prior service upon the
[25:14] employee's full
[25:15] payment of all associated costs tommy
[25:18] woodstock will not participate in the
[25:20] purchase of prior service
[25:22] so employees are responsible for paying
[25:25] full liability associated with this
[25:27] service
[25:28] i didn't know what that meant prior
[25:31] service but
[25:33] explained but if someone worked for
[25:36] another town
[25:40] left there the woodstock was much
[25:43] lighter
[25:50] and the key is to raise and appropriate
[25:52] the four thousand dollars which we've
[25:54] already
[26:02] so any discussions
[26:13] the reason for the two articles and the
[26:15] two different retirement plans is
[26:17] because we have
[26:18] one employee that's already in the main
[26:20] state retirement system
[26:22] in order for us to contribute to that we
[26:24] have to be in the program
[26:26] the other employees can have the option
[26:28] of doing a simple ira
[26:30] which is actually less money for them to
[26:33] fund it
[26:34] and i think more easy for them to get
[26:36] started so that's the reason for the two
[26:38] articles
[26:44] thank you very much explain that
[26:48] hey for the discussion any questions any
[26:51] more questions
[26:54] okay follow us in favor of article
[26:57] 17.
[27:03] thank you
[27:19] the capital project consisting of
[27:21] culverts and bridges
[27:22] repair work including transaction costs
[27:25] and other expenses recently related
[27:27] there too
[27:29] and appropriate the sun report
[27:33] dollars to fund the project and
[27:36] authorize the town treasurer and the
[27:38] chair of the
[27:38] select board mr general obligation
[27:41] securities of the town
[27:43] including temporary notes in
[27:44] anticipation of the center
[27:48] [Music]
[27:55] and to delegate to the treasurer
[27:58] and chair the select board the authority
[28:00] for discretion to fix debates and
[28:02] charities
[28:03] interest rates denominations calls for
[28:05] redemption with or without creating them
[28:08] and other details of such securities
[28:11] including authority
[28:12] to execute and deliver the securities
[28:25] [Music]
[28:28] all right your second son
[28:33] vern wants to explain this
[28:45] how's everybody doing it's cold isn't it
[28:49] um so what this article is is uh the
[28:52] bacon bridge
[28:53] or the bacon culvert is actually
[28:55] following
[28:58] the state has posted it and they've
[29:01] wanted us to
[29:02] they want us to fix it so we're looking
[29:05] at avenues
[29:08] we did receive some bids which were kind
[29:11] of
[29:11] out there a little unacceptable um
[29:15] so the 500 000 we have an excellent
[29:18] interest rate
[29:20] i would i would say to you a vote to
[29:23] approve the 500 000
[29:26] i think that would be the most that we
[29:27] would need to fix that and that's just
[29:29] due to material
[29:31] i foresee it coming in less than that
[29:35] but we need that money to make that
[29:36] repair and get that taken care of
[29:39] right now it's posted at a 10 ton limit
[29:42] i believe it's 10 tons
[29:44] and they inspect it periodically so that
[29:46] could reduce
[29:48] and the bottom of that is fairly rusty
[29:50] so it's just new it's been in since the
[29:52] 50s
[29:53] and this is a good way for us to take
[29:55] care of that repair at this time
[30:19] my question is
[30:35] this the state per se is not
[30:37] contributing to this job but
[30:39] we do have a grant from inland fisheries
[30:42] and wildlife stream protection
[30:44] of 125 000
[30:48] so that is they aren't available
[31:07] good question um we're anticipating
[31:11] paying it off at a hundred thousand
[31:13] dollars per year
[31:14] and the interest is looking to be around
[31:17] thirty seven thousand dollars
[31:25] [Music]
[31:29] i think that's a pretty close estimate
[31:31] yes
[31:33] okay thank you
[31:42] any other questions
[31:47] what was your favorite
[32:02] okay the article passes
[32:09] article 8a
[32:26] is
[32:40] questions
[32:47] you've done all those in favor
[32:55] all opposed
[33:00] change passes
[33:12] amendment sanctuary town was described
[33:14] in the following paragraph
[33:16] this will provide sanctuary from the law
[33:19] enforcement attempts to enforce
[33:21] any and all federal and state mandates
[33:24] and restrictive laws enacted violate the
[33:27] original infinitive
[33:29] protections given the individual in the
[33:32] united states constitution
[33:34] as well as under the state of maine
[33:35] constitution in the states
[33:50] discussion
[33:53] do you have anybody who wants to speak
[33:54] for the article
[34:05] seeing none all in favor of the article
[34:15] thank you opposed
[34:32] appropriate 197 828.94
[34:38] for the following general administration
[34:40] expenses
[34:42] we have those listed there as well as
[34:44] the
[34:45] amounts for the last two years
[34:49] there's an emotion on this article okay
[34:52] the emotions are second coming right out
[34:55] of the same car
[34:58] clear discussion
[35:02] seeing that all in favor
[35:11] thank you all posts
[35:20] these the next few articles just does
[35:23] that one
[35:25] there are a lot of a lot of different
[35:26] numbers and if there's something you
[35:28] want to particularly
[35:30] speak to one one part or another of the
[35:34] article
[35:38] but if if no one has a problem with
[35:41] any particular part of the article
[35:45] we'll take it in each case and take it
[35:48] as a
[35:48] agreement so moving on now to article
[35:52] 11.
[35:53] so the time votes are raising
[35:54] appropriate this summer 582
[35:57] dollars for the following town road
[35:58] maintenance costs
[36:05] the money would come 542
[36:08] 000 from property taxes and 40 000 from
[36:11] the
[36:11] mldc local road assistance program
[36:15] there's a pc state dollars at work
[36:18] it's very close okay
[36:22] yep thank you any discussion
[36:30] see none all those in favor
[36:37] thank you
[36:41] and that passes
[36:46] article 12 silvertown vote to raise an
[36:49] appropriate 25
[36:50] 000 to go forward go toward the purchase
[36:53] of
[36:54] the bobcat or skid steer or other
[36:56] sidewalks
[36:58] still removable maintenance machine
[37:02] motion on this article they have a
[37:04] motion second
[37:06] yep
[37:20] there
[37:35] go oh
[37:47] wondering if this sidewalk
[37:58] the sidewalks are going to be totally
[38:00] rebuilt in this rehabilitation project
[38:02] that's
[38:03] [Music]
[38:15] any other questions
[38:44] attention
[38:49] [Music]
[38:54] from the entrance
[39:26] okay
[39:40] appropriate 62 thousand dollars for the
[39:43] municipal utilities account
[39:47] motion yep second yep
[39:52] any discussion
[40:16] article 15 so the town hall to raise an
[40:18] appropriate 85 000
[40:21] for the operating and payroll expenses
[40:23] in the woodstock fire department for
[40:25] these serving years
[40:27] is in motion
[40:34] any discussion
[40:48] okay thank you and all the polls
[40:53] great thank you very much
[41:00] article 16 shall the town vault the race
[41:02] appropriate a thousand dollars
[41:23] we have a recommendation here that we
[41:25] take articles 16
[41:26] 17 18 and 19
[41:31] as one quote the reason for that is that
[41:35] their
[41:36] money is all the same as we raised last
[41:38] year
[41:39] if anybody wants to take one of those
[41:42] in particular to talk about you're
[41:45] welcome to
[41:46] otherwise
[41:55] and is there any discussion or questions
[42:15] it great thanks article 20
[42:19] so tom vote to raise an appropriate 145
[42:22] 840 for insurance
[42:25] legal and audit expenses plus dividends
[42:28] and rebates specific for those accounts
[42:32] of the accounts along with the
[42:35] announcement previous years
[43:08] appropriate 12 000 for the recreation
[43:11] department's operations
[43:20] any discussions
[43:27] [Applause]
[43:35] okay thank you opposed
[43:52] maintenance expenses
[43:59] themselves full of the cemeteries and
[44:02] ground lines the spring
[44:06] things like
[44:13] any discussions
[44:35] thousand one hundred and forty one
[44:36] dollars as requested by the following
[44:38] provider agencies
[44:41] and you have the list this is one of a
[44:44] furnace modeling a new design the
[44:48] woodstock his name right on it
[44:58] so hard for 23 is there any discussion
[45:04] can you run all those in favor
[45:11] thank you our post
[45:14] that passes
[45:20] appropriate fifteen thousand eight

[46:21] in your discussion
[46:38] [Music]
[46:39] you may know but the increase is due to
[46:42] the fact that
[46:47] need for recyclables is way down
[46:50] the market for recyclables is way down
[46:52] and they're not being able to sell as
[46:54] many
[46:55] and due to the times that we're living
[46:58] in people
[46:58] are throwing away a lot more stuff
[47:01] cleaning up
[47:01] and taking care of some things they
[47:03] probably wanted to for a long time
[47:06] so the cost has been a lot more this
[47:08] year
[47:12] this amount
[47:38] of thousand dollars
[47:41] thank you and opposed
[47:45] to passes article 26 for the council to

[49:51] new properties as well as any additions
[49:55] to properties and
[49:56] build a garage or anything like that
[49:58] they have to
[50:00] reassess just the precipice
[50:17] i don't know is there anything else you
[50:18] need for that
