[3:19] his office today to have an audience with him and we're going to get get this

[3:24] thing going. We're going to have those lights on in the speed. You don't want

[3:28] to hear my chirping about that anymore. So, we're going to work on that. Number

[3:33] two, we have a

[3:37] opportunity to do some work at Ager Park.

[3:41] the uh staff has worked up some fund fun ideas for funding for that that park. I

[3:48] want that passed in entirety. I want up up to snuff as

[3:53] far as as the bill that was presented a couple meetings ago

[3:59] because we need to have that done. The reason why I say that is because

[4:05] since I was on the recreation commission back in the 90s, there has nothing been

[4:11] done out there at a park. It's time to refurbish and fix those courts and

[4:18] everything. The next issue with regard to that, we had a problem with a sign

[4:23] out there. It had to do with the uh playground that

[4:28] people in Wville and W County put together back in the 90s.

[4:33] The sign was in deterioration. We had a problem about getting it removed from

[4:38] the property and I took care of that myself.

[4:42] I will not have things like that happen in our county. I'll do it myself. I have

[4:48] to. Okay. I also am involved with a scout troop here in Westfield that is

[4:54] interested in putting in nature trails out there. We want that done. We want

[5:00] people to be able to come in and public private partnership to make things like

[5:06] that happen for our community. Our young people need to know that they are

[5:10] responsible for the property thereof so we'll have things for the future.

[5:16] Second, Roar Treat Lake. That's a good one.

[5:23] Uh, with regard to the lake, I have asked the staff to provide me with st

[5:29] with information with regard to all the uh

[5:36] contracts and that sort of thing for Roar Treat Lake. I'm going to study that

[5:41] and make recommendations to you in the future. I'm going to go over but I'm

[5:46] going there's a reason for that.

[5:51] I am uh going to tell you that Saturday night we are going to have a tractor

[5:57] pull at the Rory Treat Lake up there sponsored by the antique tractor

[6:03] pullers. We're also going to have another pro pro

[6:08] program in the uh next month with regard to oldtime stuff going on out there, old

[6:16] oldtime uh uh farming and and expo out there. There's

[6:23] going to be more activity out there and we're going to be working for that.

[6:27] Number two, uh next next uh Tuesday night there will be a meeting with

[6:32] regard to that group held out at uh uh

[6:39] held held up here at uh um Virginia Heights.

[6:46] There will be a meeting held the following Thursday with regard to the

[6:51] Lions Club and they want to be a part of this thing. So, we're trying to get

[6:54] people together in order to make things happen for us here in W County.

[9:12] Carter's Park. I just have two questions. As elected officials, how is

[9:16] it that the few of you sitting here get to decide on things behind closed doors

[9:25] um for what is good for the citizens as in regard to the data centers.

[9:31] The second question I has is who has the power or who has given the permission to

[9:37] put up all of these flock cameras all over the county and in in our towns.

[9:56] » Good evening. I passed around a map that accompanies the points I'm going to make

[9:59] here. Um [clears throat] during the summer of 1861 and the summer of 1862,

[10:05] the Union and Confederacy conducted a pair of battles just outside Sudley

[10:10] Springs, Virginia. These two battles together netted around 25,000

[10:15] casualties. Now, Suddley Springs may not ring a bell, but the locations to the

[10:20] south are what it was eventually named after. That's Manasses and Bull Run. The

[10:25] first battle of Manasses was conducted nearer the Manasses National Battlefield

[10:29] Park label on the map. But during the second battle a year later, the generals

[10:34] Stonewall Jackson, AP Hill, Jubel Early, and James Long Street put up a stiff

[10:39] defense against a Union thrust at a location called Stony Ridge, which is

[10:43] the chunk of woods just to the east, northeast of the red spike, halfway up

[10:48] the east side of the red boundary where it's kind of meeting the battlefield

[10:52] spot. I wanted to draw attention to this proposed campus. I know it's in Prince

[10:56] William County with the maps being circulated as a cautionary tale for the

[11:00] people of Southwest Virginia. I'm not sure which is more insulting insulting

[11:05] that this plan to site 37 data centers and 14 substations was drawn up with no

[11:10] awareness of the sanctity of this location to the American Legacy or that

[11:14] they did know it and decided to follow through with attempting to site it

[11:18] anyways in spite of the opinions of the community. Evidently, there was at least

[11:23] one all-night listening session with countless people opposing and yet their

[11:26] board still voted to move forward 4 to3. We in W County stand at the threshold of

[11:32] all but handing the keys to the same developers and I know Wick County

[11:36] citizens are not interested. This park had been created, the battlefield park

[11:42] in 1940 when some Civil War veterans were still alive and had been expanded

[11:47] due to the efforts of many groups to preserve parts of the battlefield.

[11:52] We're talking about plans to improve and widen access to the park that were

[11:55] several decades in the making, now being held hostage by an industry that's

[12:00] either ignorant, indifferent, or antagonistic to the will of the

[12:03] community, perhaps all three. If there's one thing that binds all Virginiaians

[12:07] together, it's a deep understanding of how the story of America had many of its

[12:12] key moments here and how it's our job to protect it for the other 49 states to

[12:17] appreciate. In spite of this, as of the summer of 2024, the American Battlefield

[12:22] Trust was aware of proposals on or adjacent to five other battlefields of

[12:25] Northern Virginia, including the Wilderness, Brandy Station, Deep Bottom,

[12:28] Glendale, and North Anna. I can assure you that my time at these battlefields

[12:32] as a teenager with my boy scout troop would have been severely disrupted by

[12:36] the humming of the data centers or the noise of its construction. If the data

[12:40] center industry and their supporting cast is this comfortable putting all of

[12:44] these locations at threat of desecration, I shudder to think of the

[12:48] want and disregard they will have for the modest but equally important

[12:52] historical sites in our corner of Virginia of which we've been given the

[12:56] responsibility to protect the legacy. One more sentence if I can. Earlier this

[13:01] year, that 2,000 acre Manasses data center complex on the map was defeated

[13:06] due to a lawsuit from failing to properly notify the public on the

[13:10] proposed site. This defeat occurred at great private cost from the community to

[13:14] shoulder the legal fight to oppose it. Do not let these sharks in the pool with

[13:18] us and give us the tools to keep them out. Thank you.

[16:58] today we are now in the process of updating escrow codes which does take us

[17:02] a few days. We did um find an issue this afternoon late that I called um the IT

[17:08] director about. Um, so he now has to work with support to try to figure out

[17:14] how to fix that issue so that we can move forward. But it does take us a few

[17:18] days to get those escrow codes in. So once we do that, then um we'll shift the

[17:24] the tax billing back over to the commissioner's office for them to um

[17:28] finish out some of their processes. It'll come back to us and then we'll

[17:31] continue on with ours. So, um, at this point, um, unless something major comes

[17:36] up going forward, I firmly believe tax bills will be out in early October. It

[17:41] may not be October 1, but it will be early October. Um, like I said, barring

[17:46] no major hiccups or anything like that. So, it looks like real estate's going to

[17:49] move along fine. Um, personal property, I honestly am not sure where personal

[17:53] properties at. I know commissioner's office has still been working on that,

[17:56] so I can't really speak for an update on that side of it. Um so staying with

[18:02] taxes um

[18:07] with the uh June 30th fiscal year end um which we'll we'll talk about the

[18:13] delinquent list that were sent to you here in just a moment. But as of June

[18:17] 30th with the 2025 tax billing which we um stayed at the December 5th due date

[18:23] which is our our regular supposed to be normal due date that we were back at for

[18:28] 2025. We're um between real estate and personal property collections, we were

[18:33] averaging uh are averaged at about 94% collections um as to what we build. So

[18:39] the numbers that you see in the financial report of what is budgeted. So

[18:43] keep in mind the amount that's budgeted is different than what is actually build

[18:48] because we budget lower than what we build. So collections are are standing

[18:52] pretty good at this point. Um moving on the delinquent list that you have that

[18:57] um Mr. Mr. Bear, Miss Collins, somebody had distributed. I think that had to go

[19:01] out through email because of the size um in the packet, but you have both the

[19:05] real estate and personal property personal property delinquent list as of

[19:10] June 30th. Um in the past, the board has opted to publish those. Um state code

[19:17] says that you can publish it in a newspaper general circulation in your

[19:21] area or it can be made available on a website that is operated by the county.

[19:26] So, um, you as the board would need to decide if you want to publish the, um,

[19:31] the real estate list, especially is normally what is published in the paper,

[19:35] so to speak. If you want to publish that locally, if you do, I would recommend

[19:39] Southwest Virginia Sun just because the cost is much cheaper than what it is

[19:44] through the Wville Enterprise. Um, but in addition to that, I would ask that

[19:48] you consider publishing the delinquent personal property list on the county

[19:51] website. Um, also in the past with these lists, those

[19:57] are the June 30th lists. We're now at August the 24th, so a lot of folks have

[20:01] paid bills. Um, there have been times you have opted to obtain an updated list

[20:07] from my office that you then publish. So, I'm not sure if that would be in

[20:11] your desire tonight if you decide to publish either one of those lists, but

[20:15] that would be direction that I would need so that we can pull that and

[20:18] prepare those list to get those sent to Miss Collins for those to be handled

[20:23] however you see fit.

[22:22] um July and August uh reconciliations had been completed and or it may have

[22:28] been in the vicinity of completing August. I don't exactly remember where

[22:31] we were at. So my staff had started September. Um we've run into

[22:36] um qu run into things that we've had

[22:40] questions on. We're not sure that to be very honest, the the spreadsheet is very

[22:45] complex. it um requires a lot that you know we're we're doing a lot of jumping

[22:50] around and trying to figure out. So we um are still behind on reconciliation.

[22:54] So that therefore has delayed um the audit [clears throat]

[22:58] um which we're required to complete by December 31st at this point in time. It

[23:03] doesn't look like we're going to meet the December 31st deadline. Um we uh

[23:09] spoke with Mr. surveyor last week met with him and u Miss Woods is now going

[23:13] to be um helping us with the reconciliations. We've sent the

[23:18] information to her. I think she's trying to get her head wrapped around it as

[23:22] well as we have been trying to do. Um so uh she's working with my staff. U

[23:29] actually as of yesterday we're trying to get worked through those. So as she has

[23:33] questions she's asking questions. We've also had questions we've sent back to

[23:36] Mr. Garcia. that we are trying to get through those. Um it's not a fast

[23:43] process, but um we're trying to get through it. So, I'm hoping that Miss

[23:48] Woods will see something that we're not seeing or haven't seen and will be able

[23:52] to help us get over the hump so that we can move forward and be able to get

[23:56] those [clears throat] moving because we're after September, we start getting

[24:00] into the the heavier transactions or more transactions throughout the months.

[24:05] So, um, that is still a work in progress at this point in time.

[24:11] » So, Miss Gwen, does that include the, uh, bank files that that would be

[24:16] necessary to do the reconciliation in Munis the way that we learned in

[24:20] Washington County? >> Okay. I'm sorry. No, repeat your

[24:26] her. Does that include the uh bank files that are necessary uh to do the

[24:30] reconciliations the way we learned in Washington files downloaded that yes, we

[24:52] will work on the schedule off of RFC or off of HBC. Um I don't see any way that

[25:00] it's going to be done by the December 31st deadline. So we will just have to

[25:04] work through that. But um you know um we will our office will provide the the

[25:10] assistance. If you recall it was Mr. Garcia's recommendation back in in May.

[25:15] Uh so we are finally at that point. Um, and you know, in two weeks we'll give

[25:19] you an update of of what progress we've been able to make on it in that.

[25:24] » And when you're talking about July and August, that's this

[25:27] » now it's July and August of 2025. >> Last year,

[25:31] » we've completed the reconciliations off of our old what is now our old

[25:36] worksheet. We've completed those for every month going forward. We're going

[25:40] to say up to date on those. However, we have not been able to fully reconcile

[25:46] everything out to where everything is balancing. So, with that, um, and

[25:53] because that had kind of been an issue because we're we're always off. One

[25:56] month we could be 30,000 off, the next month 500,000 off, the next month 150.

[26:02] It fluctuates. So, what Mr. Garcia did is he developed a new spreadsheet for us

[26:07] to use. And so that one um it it requires a lot more more time and detail

[26:14] into it. So that is what we're currently in the process of trying to um learn and

[26:21] get figured out and and Miss Woods has now been pulled into the process. So,

[26:27] she's been reviewing the spreadsheets yesterday afternoon or she sent those

[26:31] yesterday and today as her time allows as well to see if she can help us figure

[26:36] out things because there's um there's numbers you can change and the formulas

[26:41] will be thrown off completely all through the spreadsheet. So, we're we're

[26:46] work in progress. I I don't know how else to sum that up because we're we're

[26:50] trying to get all that figured out.

[26:54] What happens if we miss the 31st deadline in December, Mr. B?

[27:00] » Oh, well, I mean it the auditors will noted as such. Uh

[27:05] there's already a concern of possibly having a qualified opinion in the

[27:10] process. Uh and then obviously it it can impact you when you're looking at

[27:14] borrowing your funds and stuff like that as to concerns of you know why are your

[27:19] audits not ready rule development and all them want to see our audits done in

[27:23] the timely process. So I mean it's >> and you're saying we won't have this

[27:29] done till December. >> We we are are currently you know when

[27:34] you you schedule with the pre- auditor to come in and they basically spend a

[27:37] week here working with us. They get everything ready and then the auditors

[27:40] are scheduled to come in and I don't remember they were coming in October.

[27:43] The pre- auditors were coming in September 6. Um and the auditors were

[27:47] coming in mid October >> like mid October.

[27:51] » Yeah. So now the pre- auditors can't come in. So we got to get rescheduled on

[27:55] them. Well they they you know I won't make up names but they're working with

[28:00] us June you September 6. They're going to be working with another county the

[28:04] week after another county week after. They got to work us into their schedule,

[28:07] but we can't have them come here until we get 10 months

[28:12] caught up from the treasur's office of the reconciliations. So, as we get those

[28:18] done, they'll be scheduling us to come in and then we'll see when the auditors

[28:22] can come in. May still happen by December 31st, but with everybody's

[28:27] schedule, if everybody's timing, I don't know. I just want to give you a give you

[28:31] a heads up. The the school board has submitted all of their information to

[28:35] the pre- auditors from what we understands

[28:38] » and the DSS has submitted everything to the pre- auditors. Our staff has

[28:42] everything to the pre- auditors. It's just waiting

[28:44] » for the treasur's office to do their job uh to get the information to you.

[28:50] » You know, I don't want to be mean, but I've balanced my checkbook my entire

[28:55] life. I can't wrap my head around how that's that difficult. You kind of just

[29:02] make me understand. >> Come by and visit us tomorrow. I'll be

[29:06] glad to show you. We have multiple bank accounts with the number of transactions

[29:10] that we have going in and out. We're we're just not able to get it

[29:15] reconciled. And I don't we're we don't know what it is. And that's what we're

[29:18] trying to figure out. That was part of Mr. Garcia developing the new

[29:21] spreadsheet because he changed our entire process of what we're doing. Um

[29:26] and bringing everything in. We're actually downloading everything in from

[29:29] the bank, trying to match up transactions, work through things.

[29:32] There's transactions that will hit the um the uh general ledger that do not hit

[29:39] the bank within the same month or a partial part of that transaction hits

[29:43] the bank. Not all of it hits the bank. So figuring out what parts and pieces

[29:47] are actually clearing and what are not. um or if there's things that haven't

[29:53] been entered that need to be entered, that's where we're at on everything. So,

[29:58] we're printing those general ledger reports out every month. We're comparing

[30:00] to the bank statements. We're trying to go through and work all those

[30:03] transactions. But with everything feeding in, it's it's not as simple as

[30:09] your personal checkbook. It really isn't. But I would be glad to

[30:40] for a long time. So, we weren't sure if some of our formulas had gotten messed

[30:44] up and we weren't getting everything tied in. But now with this new version,

[30:50] the months that we've been working on until we get them resolved, we're out of

[30:53] balance more than what we were on the version that we were originally using.

[30:58] So, it's it's a work in progress. I I just don't

[31:03] know what else to say about it because we're trying to get it figured out.

[31:12] » How many years? Um that I do not know the answer to. I'm sorry. But I I would

[31:17] say we've been out at least a year and a half. Not significant amounts.

[31:25] caused any problem on the audit last year. [clears throat]

[31:28] » Well, a clean audit. Yes. But I mean, if I'm if I've been out for a year and a

[31:32] half, then that's 18 months that I've got to try to consolidate and reconcile,

[31:39] » right? I mean, that's what I'm asking. How many months do you have to reconcile

[31:44] to try to get this thing to balance? >> We're not going back that far. We've

[31:47] gone back and picked up the balance as of June 30th audit last year and picked

[31:52] that up starting with the July 1st balance for last year and then we're

[31:57] coming forward with that. There has been um entries that we've had to make, but I

[32:01] think in the end all of those are going to flush out, but that

[32:06] we haven't had to go back through all of those months, just back to July.

[32:10] » They basically have got to do September through June. They've got 10 months to

[32:14] do of reconciliation. They've got the August, Mr. Juan Garcia, when he was

[32:18] here, they've got the August um the July and August uh reconciled uh at zero

[32:25] difference, I believe, in the process. So though you did zero you you started

[32:30] at zero back >> right they started clean on July 1st and

[32:34] then when he came in and worked with them he did July with them he did August

[32:39] with them those reconciled those balanced it's just all the months since

[32:43] then >> and we're going back and forth with

[32:46] questions for him of you know where does this come from where does that come from

[32:50] just trying to figure out how he has that that spreadsheet configured

[34:46] Deputy County Administrator. Thank you, Mr. Chairman. I I don't have

[34:51] a lot for you tonight. Um would point out our regional improvement commission

[34:54] checks were issued last week. I'm the chair of the commission this year, so I

[34:58] got to sign almost $17 million worth of checks last week. Our share was 1.185

[35:03] million. So that has been deposited. uh grateful to the uh the legislature for

[35:09] setting that up. It does all go toward public safety for us. Um and uh did want

[35:15] to point out um our public safety agency, our emergency

[35:20] services department is is a new agency still. Um but last Friday we got a

[35:24] really nice um reminder of why we're doing this. Uh we we had a seven vehicle

[35:31] motor vehicle collision on the interstate. Um we had four patients who

[35:36] were injured, two of them critically with enttrapment. Uh we threw every

[35:40] resource that we had uh available to it. Still had enough to cover the town of

[35:44] Wol and the town of Row Retreat along with the western end of the county and

[35:48] uh got all the patients to trauma centers or to the appropriate hospitals

[35:53] um and got that accident cleared very quickly. I do want to recognize our

[35:57] staff for a very good job in in getting that done. Uh, standing out there on the

[36:01] rain in the interstate with all that traffic going by next to you is a scary

[36:04] sort of thing. Driving 80 miles an hour to the the closest trauma center is a a

[36:09] scary thing in the rain, but uh it it delivered the level of care that that

[36:14] we've come to appreciate and expect from our staff. So, we did want to recognize

[36:18] them for that. Um, we do have our uh arena equipment. the

[36:24] um the cooling that the dehumidification equipment has been operating uh much

[36:28] better since the uh uh manufacturer sent someone in to to reune it, refire it up.

[36:33] Uh so we're happy with the progress that we're making there. I did hear from uh

[36:38] Everything Ice today, the the folks that put down the closed loop uh system in

[36:43] that floor. Uh they're going to be here just to do some tuneups and uh some

[36:47] potentially some repairs um sometime in the next two weeks uh before the hockey

[36:52] team is ready to put down ice uh for the season so we can be ready for uh for the

[36:56] season. Um did want to point out too new emergency services equipment that we uh

[37:02] have in place or or are expecting to be delivered. Um we did pick up the new

[37:06] rescue boat in Pennsylvania uh few weeks ago. Um it has been um uh put into

[37:13] service already. It's still got to get some marking, but it it's ready to be be

[37:16] in service. The new Baron Springs Fire engine um we're scheduled to go to um do

[37:22] inspections on that um in early October uh to get that delivered either in late

[37:28] October or sometime in November, uh depending on what what we find during

[37:31] the inspection. Um, we have a new ambulance uh that we ordered last year

[37:36] that's on the way and should be delivered in September or possibly early

[37:40] October. And the director's truck has also been delivered as well. So, um,

[37:45] appreciate the, uh, the new emergency services equipment. If any of you want

[37:48] to to see it or inspect it, um, we'll be glad to to give you that opportunity.

[37:57] Gwyn. Uh, I'm pleased to report that the recreation department is up to full

[38:01] staff now. Uh we we had our our recreation supervisor start on Monday of

[38:10] times of the year. Uh but we're glad to see all of our staff be on board and uh

[38:15] making progress. Uh I'll be glad to answer any questions

[38:51] Chairman, I would like to um just comment on a couple questions from

[38:55] citizens time if I could while we're talking about it. Uh, Mr. Board's

[38:59] comment. Uh I have been in touch with the school system talking about the

[39:02] speedable lights. They were doing some checking on that. I'm glad you're going

[39:05] to meet with Dr. Street on that. So um uh we we have we have asked them to look

[39:11] into that in the process. Um and on exit 80, uh there is grading going across

[39:17] there. I did confirm with the county engineer earlier this week that is all

[39:20] agricultural grading. So they're on agricultural clearing. So it does not

[39:24] follow any of our regulations, land use control or anything else. So, uh that is

[39:29] what's what is going on there. Um so, anyway, u just to go through that

[39:34] information, a couple things. Um Mr. Smith and

[39:40] uh Chair Smith and Chair Vice Chair Morgan and I attended uh Veo Summit in

[39:45] in Richmond last week. the governor spoke and one of the things that that

[39:49] she spoke about there was apologizing to the local governments for hers in the

[39:54] general assembly's last minute budget that got passed and came to us and

[39:58] talked about realizing the problems it created for the local governments um

[40:03] which you know everybody was in agreement that it it does create

[40:07] problems and they they promise to do better. We'll see what happens next

[40:10] year. But one of the things out of that is uh we do need to make a budget

[40:14] amendment. Um the school board uh has a um received basically a

[40:21] million41,136. There's an attachment that shows it on

[40:25] there with it uh of additional funds that goes into their budget. These are

[40:31] all state funds, not coming from us. We will add this um later we'll be talking

[40:36] about another budget amendment, but we will add this to the notice for the

[40:39] September 8th, 2026 meeting for action then. But just wanted to let you all

[40:44] know about it. um JPSSA update. Um we have a vacancy in

[40:50] our operations manager. Uh an individual has accepted that position and on

[40:54] September 2nd we should have a new JPSa director. Uh our staff is committed to

[40:59] working with them through the transition. Uh the JA, as you know, the

[41:04] executive director left earlier this year to go to the tobacco commission.

[41:08] Uh Mr. Matthews has accepted a position with the Virginia Tourism Corporation.

[41:12] This is his last week of employment. They do meet Thursday uh and um we will

[41:18] uh I'll provide information following up with them on where they are with their

[41:22] executive director search. I was advised today they have sort of reworked some of

[41:26] the job description and they are to send that uh to me and I will share that with

[41:29] you when I receive that. Uh once again um staff is trying to make certain um

[41:35] you know everything continues to move forward there and I am trying to assist

[41:39] them with uh answering questions and inquiries on on industries and items

[41:44] like that. right now. Um, legislative planning, uh, Vice Chair Morgan met with

[41:49] me last night, um, and, uh, county administrators and chairmans from our

[41:55] surrounding localities, uh, just to talk about the upcoming, uh, legislative SL

[42:00] session and any special items. Um was any items in particular you know of? Uh

[42:06] photo enforcement fund sheriff was one of the things we talked about about the

[42:09] restrictions on the revenues and uh what can be done there. Fire EMS items. Uh

[42:15] just just several of those things out there. Uh they did talk about if there

[42:19] were modest budget amendments in the 50 to 100,000 for things that were

[42:23] desperately needed or whatever, they recommend we get those in. So be

[42:27] thinking about that if there's things that we we need toh to have or address

[42:31] there. Um, and then lastly, uh, Matt's Mr. Henkins has been talking about this,

[42:37] but, uh, really want to kickstart our capital improvement planning. Uh, you

[42:41] know, we usually do that in the fall of the year and get that voted on. Like to

[42:45] get that vote on by before the end of December this year just to update our

[42:49] capital improvement plan, show all of our items into it. uh you know um the

[42:56] big the big hairy goals that are out there, the small things are out there,

[43:00] make sure they're all in there in the process from schools to recreation to

[43:04] fire to rescue to everything else in the process. Uh we added a lot of items into

[43:09] it last year to start preparing that. I just need to continue to update that and

[47:07] 10 grading project, which as you're aware is the the project to uh grade the

[47:12] lot next to the new industrial access road. and um Elie Trinkle to create a 50

[47:19] acre graded pad just for purely for marketing purposes just to to have a

[47:23] graded lot out there. Um they're ready to bid the project out.

[47:30] They would need to pay the contractor once they're selected. The JA does not

[47:34] have $6 million in their budget to float and do that in the process. in lie of

[47:40] them borrowing money and having to pay interest on it in the process, we would

[47:44] use our reserve funds that we have be able to assist them in paying those

[47:49] amounts and then get the reimbursements back from the state which would come

[47:52] back to the JA and then would come back to us. So it is not local funds this

[47:56] comes I mean it's local funds to initially pay it but basically within 30

[47:59] to 60 days of each pay pay application we should be receiving funds back from

[48:03] the state. So we cannot um make this change today because it is such a large

[48:09] amount. It requires a public hearing. So your action tonight is just to set the

[48:14] public hearing for the next meeting for the uh board of supervisors to consider.

[49:33] items. Try to do them quickly. Uh two weeks ago

[49:39] I went to Henrio County to visit around 14 data centers. Uh we first uh met with

[49:48] county staff in their economic development. They had a list of

[49:52] questions that that was generated from our citizens uh about the concerns of

[49:57] they first had a data center in the late 90s and u they are currently building up

[50:04] to about 30 of them total when they get done. And um so we we asked them

[50:10] questions concerning water usage. We asked them about electrical usage. We

[50:16] asked them about noise. We asked them about heat loading, island loading. We

[50:20] asked them u about sewage disposal and and any issues that they've had in the

[50:26] almost 30 years that they've had data centers. Uh we then loaded up and and

[50:32] went to visit 14 data centers. We could not gain access, but we could drive

[50:37] around the the perimeter all the way around. We stopped and we listened. Uh

[50:42] the building was very nice. Uh we we checked the thermometer at when we got

[50:47] into the van 15 miles away. We checked the thermometer to there. There was no

[50:52] heat increase whatsoever. Uh I know that's not very scientific, but that's

[50:57] what we had. We listened for noise. The road traffic noise was way louder. We

[51:02] could not hear anything coming from the centers themselves. And we checked

[51:05] several centers. They do use a tremendous amount of electricity. They

[51:10] told us that their water uses was 2% of what Henrio County uses. And uh Mr.

[51:17] Smith crunched some numbers and told me that was about 35,000 gallons. I'm

[51:22] thinking he said day, but I don't want to put what Mr. Smith said. So I'll wait

[51:28] until he gets back on that. Um, so all in all, uh, I think a lot of times what

[51:35] I'm finding out about data centers is you have data centers that's built to a

[51:40] certain standard and then you got others that are just a free-for-all. and and I

[51:45] think Enrico County said that for them the importance was having covenants and

[51:50] zoning to control how they was uh built and they was needing to build be built

[51:56] to a certain efficiency standard. Um and so that was

[52:01] my experience with the data centers was very eye opening to me and and somewhat

[52:07] relieving of of what we've been told u and that we have sent have passed on to

[52:14] our citizens that has been u fairly accurate from what we've you know

[52:20] we've been told. Uh then moving on in front of all of our board members, uh

[52:26] you'll see the paper with little writing with the the highlighted. This is a copy

[52:31] of our senior citizens tax relief. Uh four years ago, we upped a little bit to

[52:37] allow more senior citizens to be uh get some tax relief. This is just a $250 per

[52:44] person uh benefit that is eligible. I reached out to the commissioner and the

[52:50] commissioner said that we have $244 applicants that is $58,000

[52:56] dollars total of of the and my goal would be to increase this by 40 people

[53:02] to 280 some people. I'd like to refer this back to our budget committee for

[53:08] them to look at to see how we can crunch the numbers and just especially this

[53:12] year with the t real estate assessments going on. I think it wouldn't hurt, you

[53:18] know, 40 people is $10,000 in case you was wondering, you know, and and so just

[53:24] a little bit more for our senior citizens and veterans. I I certainly

[53:28] appreciate it. Um the other thing that that I've also asked was because our

[53:34] citizens are saying they don't trust us that much and we're not getting

[53:38] information out. I checked with Mr. Bear and to add a newsletter to our water

[53:43] bill. would cost about $350 a month. And uh I'd like to have put that on the

[53:50] agenda for our next meeting to discuss to see if that would be the board's

[53:54] pleasure to do just 350 for a handful of months, a bullet point of what the

[53:59] county's doing so that when the water I know it don't reach everybody, but you

[54:04] know, I'd like to just put that on the agenda for next period. And then uh our

[54:10] 1% sales tax, I support it. Uh I've had a lot of people ask me what the state

[54:14] lottery does. I did research on my own. State lottery covers operations of the

[54:19] schools. This 1% will cover construction costs. So that would be the different

[54:25] and u and then this evening we met with a

[54:30] company called DECA which is the one developing the thousand acre data center

[54:35] and they have expressed that they wanted to come out to the communities and start

[54:39] talking to our residents and they did not want to do any NDA agreements. They

[54:45] wanted to be to totally upfront. They expressed their desire to pay their own

[54:51] way and make sure that any infrastructure is being built is paid by

[54:55] them. And so that's the least little bit with that we've got and that's all I

[54:59] have chair. >> Thank you.

[55:26] ignoring things but it takes money to do these things and people don't want taxes

[55:31] raised and I said I wouldn't raise taxes while I was on here and so far we've

[55:36] only dropped them and so I don't want to raise I got one more year left and I

[55:41] don't want to raise them again or raise them at all. So, some of these things

[55:46] just have to wait. And you know, unfortunately, uh, we've had the money

[55:51] for Ager and we, as far as Ral Retreat Lake goes, we've sunk a lot of money

[55:56] into Rural Retreat Lake. A lot of money. And you just can't have everything

[56:01] overnight. So, you either got to take your time and let the money build or you

[56:05] got to raise taxes. And I don't know anybody in here want me to try to make a

[56:10] motion we raise taxes to I don't think so. So that's where we stand on that.

[57:02] data centers, but at least we did get to see and if the

[57:08] opportunity arises, I would be willing to go look at some others. And that's
