[6:18] for today's regional council meeting. Thank you for joining us.

[6:22] Let's begin with our land acknowledgement video.

[6:34] We acknowledge that your region is located on the traditional

[6:38] territory of many indigenous peoples including the Unishnabe. Hoeden is

[6:44] shown here on when that MAT peoples. And the treaty

[6:50] territories of the Hoedeneshonissaugas of the credit First Nation and

[6:57] Williams Treaty's First Nations. Today this area is home to

[7:03] many diverse indigenous peoples, and we recognise their history, spirituality.

[7:10] Culture and stewardship of this land. We also acknowledge the

[7:15] chippewas of Georgina Island First Nation as our closest First

[7:20] Nation community. McWwetch. Members of the council, I'd like to

[7:28] take a moment to recognise a few important observances taking

[7:32] place over the next week. September the 20th and 26th

[7:38] marks national forest week which recognises the importance of force

[7:42] and their environmental social health and economic benefits. Here in

[7:47] York region, we are fortunate to have the York regional

[7:50] forest, which gives residents a place to connect with nature

[7:54] and joy the outdoors and appreciate the importance of protecting

[7:58] these vital spaces. For generations to come. Sunday September the

[8:03] 27th is world tourism day. Across York region we have

[8:08] plenty to celebrate. From our food and agricultural experiences to

[8:12] our trails, festivals, cultural attractions, and local businesses. I want

[8:18] to recognise the work of our economic development team and

[8:22] our tours and partners in helping showcase. York region as

[8:27] a destination of choice. While supporting the businesses and communities

[8:31] that benefit from visitors. Finally, next Wednesday. We will mark

[8:38] national day of for truth and reconciliation. And remember the

[8:42] children who never returned home, honour survivors and their families

[8:47] and continue our work in advancing reconciliation. I encourage everyone

[8:52] to use the day as an opportunity to listen learn

[8:56] and reflect on what reconciliation means to you. And our

[9:01] communities. I also want to recognise the work of our

[9:06] economic strategy team. And responding to the ongoing tariff uncertainty.

[9:13] One initiative this team has been advancing with our municipal

[9:16] partners has helped York region businesses identify opportunities in the

[9:22] aerospace and defence sectors. Their work has received national recognition

[9:28] with the team receiving the 2026 economic developers association of

[9:33] Canada Award. For its defence sector supply chain diversification. Initiative.

[9:40] This is a great recognition of the team's work and

[9:43] the value of bringing government businesses and industry together to

[9:48] create new opportunities for local businesses. Congratulations to all. And

[9:55] members of council today is our last regular meeting before

[9:59] the October 26 municipal election. We will meet once more

[10:04] on November the 5th to complete this term of office.

[10:08] The meeting will be an opportunity to reflect on what

[10:10] this council has accomplished together. For today I simply want

[10:14] to say thank you Thank you for your commitment and

[10:17] your dedication to this work and to our communities. For

[10:21] now there is still an important work ahead of us

[10:24] so let's move on. Through our agenda today. Are there

[2:06:26] program, um, that has been introduced is a way to

[2:06:31] try and advance infrastructure. I certainly understand that. Um, it's

[2:06:36] a way of trying to bring the cost down. Uh,

[2:06:39] to housing. And I've always said that, um, any program

[2:06:44] that municipalities could take advantage of shouldn't have an impact

[2:06:49] to taxpayers, existing taxpayers, and to also the water users.

[2:06:55] And that's both residential and, uh, industries throughout your region

[2:07:01] that use water. And, um, again, without getting into the

[2:07:05] details, um, that decision, uh, will have impacts to taxpayers

[2:07:11] and to water user rates right across the region. And

[2:07:16] I just want to make a comment because, uh, the

[2:07:20] project that's been talked about is, you know, been stated

[2:07:23] that it's important to the northern communities. And, you know,

[2:07:28] it's important to the region because the northern communities are

[2:07:31] part of the region. I will say this, we haven't

[2:07:35] concluded our negotiations and mark them. Frank, can I just

[2:07:41] ask for a point of order? Sure. Talking about a

[2:07:43] specific project now. I mean, I don't, I, I'd like

[2:07:48] a ruling from our legal. I'm sorry. I'm not trying

[2:07:50] to be difficult. Okay. Well, I'll think you're into in

[2:07:53] - camera discussions. Okay. I'll, I'll just say this. We're

[2:07:56] going to move a motion. And the point I wanted

[2:07:58] to make, which helps you. Oh, you're not looking for

[2:08:01] help. Okay. Because of what I was going to say

[2:08:03] was that, um, we haven't completed our negotiations in the

[2:08:08] city of Markham. And I don't know where they will

[2:08:10] lead to. But in the event that they don't, um,

[2:08:14] lead to a successful conclusion. I would encourage our counsel

[2:08:18] to actually request the province. The dollars that they've offered

[2:08:22] us at the city of Markham. They actually offer them

[2:08:26] to the region. Uh, as a way of keeping those

[2:08:30] dollars within the region and mitigating the potential impact to

[2:08:36] taxpayers and to water weight users. So I know you're

[2:08:40] not looking for help, but I thought I'd offer that

[2:08:43] in any event, uh, if those negotiations are not successful.

[2:08:48] And getting to the point of minimizing the impact to

[2:08:51] existing taxpayers and to water users. I'm going to move

[2:08:55] that we request the province of Ontario to amend the

[2:08:58] development charges act 1997, repealing section five subsection six. Three

[2:09:07] of the act. And further amend the act to expressly

[2:09:10] permit the recovery of any revenue shortfalls as a result

[2:09:16] of non statutory phase in exemption or discount through future

[2:09:22] development charges. And urge all of us, uh, each municipality,

[2:09:28] the right letters to the province of Ontario, including the

[2:09:31] chair of the region, uh, so that this is contained

[2:09:35] in this report, which is fine. But I think that

[2:09:38] they hear directly from us that this would make the

[2:09:41] program perfect, uh, by eliminating the impact to taxpayers in

[2:09:48] local municipalities and certainly right across the region. And I'll

[2:09:53] move that and also ask for recorded vote on that

[2:09:55] as well. Seconded by Mayor Taylor. Thank you. And Mr.

[2:10:08] other aspects to this that we cannot discuss. And I'm

[2:10:12] not going to discuss it. I just want to make
