[4:57] There was a lot of work is a big, big project.

[5:00] So the school is going to take on to it.

[5:02] I presented a couple different options of what we can do.

[5:06] And I'm here today to ask if we can reallocate the money

[5:10] that you gave us in October from the Bleacher

[5:12] project to another project that we've already started.

[5:15] The project is a sanctuary we built out in center field.

[5:18] It's a batter's eye 7 Italian cypresses

[5:21] have been planted, already purchased and put in the ground.

[5:24] They're being watered and we want

[5:25] to have some monuments built out there commemorating the seven

[5:28] championships that we've won at Yuba City high school,

[5:31] and with hopes of building more or planting

[5:33] more trees in the future.

[5:34] We'd like to take that money you guys gave us in October

[5:36] and just put that into finishing up the project.

[10:00] When I first got my dog from the shelter about a year ago,

[10:04] she was afraid of a lot of things,

[10:06] and taking her to the dog park has been really good for her,

[10:09] and she's almost a normal dog now.

[10:14] So a dog park is not only good for the dogs

[10:17] to enjoy, but also for the people of the city.

[10:21] It is an amenity that helps the city attract home buyers,

[10:26] tourists and businesses that can actually

[10:28] increase the tax revenue.

[10:31] One idea to reduce the cost of creating a dog park

[10:34] could be to section off a portion

[10:37] of a park or property that is already

[10:38] being maintained by the city.

[10:41] And so those are just a few ideas that I had.

[12:31] But afterwards, I learned that the city of live oak

[12:35] has a small dog park.

[12:38] The one that has been here was like five acres,

[12:42] but we don't need one that large.

[12:43] The city in Live Oak.

[12:46] It's smaller, like I said, and I've been there once

[12:48] and that seems great.

[12:50] I am not aware of how live oak was able to create that park.

[12:55] It's right next to the soccer field,

[12:57] so maybe the sports community there helped.

[13:06] My question was, and would have been last year, if I had known

[13:10] how the city of live oak was able to create a dog park,

[13:14] and how and then why it's been harder for Yuba City

[23:44] in leadership series that's scheduled

[23:47] to go about five months, and we do one series A month.

[23:52] So that training is keeping our folks here.

[23:55] They're not traveling to training,

[23:56] but the training is being done here.

[23:58] And this is kind of unique.

[24:00] Not only do we have a variety of topics that are covered

[24:04] in that full day, but we also that relate

[24:08] to things such as leadership, teamwork, those types of things.

[24:12] But we really want this leadership series

[24:15] to be community connected.

[24:18] That's what we're all about.

[24:19] We provide, I think, critical services to folks.

[24:22] Hopefully they're good, and if they're not,

[24:23] we want to hear about it.

[24:25] So we've instituted some panels and the mayor and vice mayor

[24:29] have had an opportunity, and we're

[24:31] going to ask each of the Council members to attend one of them

[24:34] and open it up for us in the morning,

[24:37] talk to our leadership team, hang around for a little bit

[24:39] if you'd like, but those will be coming up again

[24:41] in May, June, and July.

[24:43] And I have to remark that the leadership team has been super

[24:48] engaged and not only picking topics,

[24:51] but also delivering outcomes as a result

[24:54] of those leadership series.

[24:55] So the first one that we had was we had three residents

[24:59] on a panel that live here in Yuba City,

[25:02] but they also work as well, some here, some across the river,

[25:06] but they are residents here, so we

[25:08] want to get that good resident feel and some input

[25:10] about what we're doing.

[25:11] Well, maybe what we're not doing well.

[25:13] And it was really good feedback.

[25:15] And then they share lunch with our team here.

[25:17] So there's more discussion to be had.

[25:19] So this last week, we not only had a presentation

[25:21] from a lobbyist, but we also had a panel that was focused

[25:28] on nonprofits in the community.

[25:30] So we have the Alec Flores youth scholarship corporation.

[25:35] We had the food bank and we had Salesforce.

[25:39] And all of those executive directors or leaders

[25:43] of those nonprofits shared a lot of information

[25:46] of how we as an organization can help those nonprofits

[25:50] in the community and give back, but also

[25:53] how we can help through things such as donations from others

[25:58] in the community, our employees, et cetera but really,

[26:02] to find out what their needs are and what they're seeing

[26:04] as far as what the city could do better

[26:07] or what we are doing well.

[26:10] So they've gotten really, really good,

[26:12] but they wouldn't go as well without the team sort

[26:15] of helping pick the topics.

[26:17] And this is what they want to hear.

[26:19] It's actually going really well.

[26:20] So I really want to thank all of them.

[26:23] But I also want to thank, the council members

[26:25] for your attendance so far and your

[26:27] anticipated future attendance to come talk to the folks.

[26:31] But anyway, it's just really been for me, a highlight.

[26:36] Seeing them engage with the different community

[26:38] members about how we're doing here at the city

[26:43] and moving forward, what we can do to make it even better.

[26:55] regard to the 4th of July show.

[27:38] a two day event that kicks off on Friday,

[27:41] and it looks like the fireworks will happen on Friday,

[27:44] which is the three of July, and then the 4th of July.

[27:48] The second part of the event or party, if you

[27:51] will be over here in Yuba City.

[27:53] And as it's laid out right now, it will be held

[27:56] at the Yuba Sutter fairgrounds.

[27:58] And we'll have a variety of things for families to do.

[28:00] They would arrive sometime late afternoon, early evening,

[28:03] and there'll be entertainment for folks there.

[28:07] Kids non-alcohol event.

[28:10] And we're hoping that it really does well for our residents

[28:15] in the Yuba Sutter area to attend something here and enjoy

[28:18] a great not only day with a car show and other activities

[28:22] at the fairgrounds, but also a drone show that will

[28:27] be held on the 4th of July.

[28:29] They had to move the fireworks to the third

[28:32] because of the availability of the operator.

[28:34] As you can imagine, with the 250th celebration there being

[28:39] tapped quite frequently to perform

[28:41] in a lot of different areas.

[28:42] So we're doing that on the third drone show.

[28:45] On the fourth is the tentative plan for right now.

[28:49] So I'll be I've got a contract for the drone association

[28:53] that will be held over here.

[28:54] Marysville is doing the contract for the fireworks show and.

[29:01] Each jurisdiction, all four cities and two counties

[29:04] will be participating.

[29:06] And also we'll have participation

[29:08] from Beale Air Force base.

[29:09] And we'll do something remarkable to recognize

[29:11] our veterans and our current service members

[29:13] that attend the event as well.

[29:16] So having said that, it's just something to come,

[29:19] something to keep radar on.

[29:20] I've got the contract.

[29:22] It's within my authority.

[29:27] But like I said, all the agencies like years before,

[30:30] and learn a lot about the unique and innovative ways

[30:33] they are still expanding, and building

[30:37] their infrastructure to accommodate more entertainment

[30:40] is what I took away.

[30:42] So that was a good day.

[30:43] And that afternoon attended yuba-sutter transit with Wade.

[30:47] The blue zones meeting was pushed to April.

[30:51] We all attended the March 21 festivities,

[30:54] as well as the ambassador dinner the night

[30:57] before, which was wonderful.

[30:59] And the other thing, which was the most recent.

[31:02] On Thursday, council member Pasquale

[31:05] and I had a meeting with Robert bendorf

[31:08] and the leadership of Buddy's ranch.

[31:11] And that meeting went actually really productively.

[31:16] And it was enlightening.

[31:17] And we learned quite a bit about how to come up with hopefully

[31:22] the best solutions for the most amount of people in terms

[31:24] of the impact constituents are perceiving that those homes have

[31:29] on their area.

[31:31] But we did learn that this group is through private insurance,

[31:37] is responsible for seeing the person in rehab

[31:43] all the way through from beginning all the way to end.

[31:45] So it was nice to hear that these people are very well taken

[31:48] care of from beginning to end.

[31:50] And if they either graduate from the program or fail out,

[31:54] they are followed.

[31:56] And if they fail out, they are not put into our society

[32:00] and our community.

[32:02] So there's still a lot to learn, and we're looking forward

[32:05] to data being collected by them and distributed to us so that we

[32:10] in the city of Yuba City better know what's

[32:13] going on in those facilities.

[32:15] But overall, a good meeting and that's all I have to report.

[32:41] And also looking at a new service for Lincoln.

[32:44] Roseville they're going to roll out a three year pilot

[32:46] program for that area since it is growing

[32:48] attended the fifth annual Payne Avenue temple festivities

[32:56] with my local counsel people.

[32:58] And it was really well attended.

[33:00] We got recognized along with members of the County

[33:04] and it was.

[33:05] The event went really well the following day.

[33:09] Lastly, I was asked to attend a planning meeting

[33:13] with the superintendent of Yuba City Unified School

[33:16] district, the principal, UBC high school

[33:20] and also the choir director.

[33:22] Next month is the 50th Annual excuse me, excuse me,

[33:26] the 50th anniversary of the Yuba City choir bus crash that

[33:32] happened in Martinez, where 28 young people lost their lives,

[33:37] and one adult as well.

[33:41] What came out of that meeting was

[33:43] that Martinez has been looking into this for the last year.

[33:48] They plan on doing a commemoration on the 21

[33:52] at 11 o'clock AM at their monument in Martinez,

[33:55] and then Yuba City high school that same day will have a moment

[33:58] of silence at 11 o'clock sharp.

[34:01] The 23, which is two days after that, would be a Saturday.

[34:07] There is going to be a event planned for right out here.

[34:11] If you don't there's a monument dedicated

[34:13] to those young individuals that perished in that accident.

[34:17] And the Yuba City Yuba City high school choir

[34:20] will be attending that as well.

[34:22] And so that will be at 11 o'clock AM on May 23rd.

[34:26] What also came out of that meeting, and I'm asking

[34:29] for clarification on this, was at some point

[34:31] and I haven't heard anything, but at some point,

[34:33] Martinez is or will reach out to local community members

[34:38] to attend their event in Martinez.

[34:43] pass that on to my colleagues at the city.

[35:54] Because what is very, very clear is even though we formed a JPA

[36:01] is still at the jurisdiction level.

[38:23] The one thing that I did stress is

[38:26] that we are a regional people from all over,

[38:30] just not Yuba City, come to our senior center.

[38:32] And I think that's lost on a lot of people in our community.

[38:35] It is a regional facility that people from all over 2

[38:39] or three counties come to.

[38:41] And maybe we need to squeeze a little bit of juice out of some

[38:45] of those other communities.

[38:48] I did attend the buddy buddy ranch meeting.

[38:52] I had an expectation I didn't know what

[38:56] to expect because I didn't really know

[38:59] and they clarified a lot for me.

[39:04] Council Member Cole and I had some pretty tough questions

[39:07] for them, and we put them in the hot seat

[39:10] because we are concerned that you're just going to be putting

[39:13] things in the community that people really didn't know about,

[39:16] and I was relieved to hear of their model and who they serve.

[39:21] And it was way different than what I thought

[39:24] was going to be going on.

[39:25] So that was very informative.

[39:27] I went to the murder mystery theater on Friday night,

[39:31] had a Western murder mystery thing at the Arts Council.

[39:34] If you ever get an opportunity, go to one of their functions.

[39:38] They're very, very fun, very well attended.

[39:40] They had two nights and it was sold out both nights.

[39:46] Did a.

[39:49] CTE mock interviews for the high school last Monday.

[39:54] I had eight students.

[39:56] Most of them were female, unfortunately.

[39:59] I mean, not unfortunately, but there

[40:00] weren't that many male participants, which

[40:03] I was shocked at that they didn't

[40:05] want to learn how to interview some real superstars.

[40:10] Hours a lot of good feedback to those young people,

[40:14] and the high school was more than happy that actually

[40:19] my niece showed up.

[40:20] My niece was one of the interviewers where she works

[40:22] for Sutter County Superintendent of schools,

[40:26] and when she walked in, I sat in, the teacher goes, her.

[40:30] And I go, yeah, since she was a baby.

[40:32] So that went really well.

[40:35] I really liked interacting, and I did total debriefs with those,

[40:39] each one of those students afterwards,

[40:41] and which I guess a lot of people don't do.

[40:44] So they got direct feedback from me.

[40:47] On a sadder note, we lost one of our centurions,

[40:51] Mrs. Dorothy cavoli.

[40:54] They've been a family in this community for generations.

[40:57] They had eight children that I probably went

[41:00] to school with, half of them.

[41:02] The other half were older than I was but nice lady.

[41:06] And if the mayor could a close in her memory.

[41:10] I would appreciate that.

[41:36] Had the opportunity to go out to Beale and serve

[41:38] 1,000 airmen with local groups.

[41:43] It's just another opportunity to outreach to the base

[41:47] and show the connection between Yuba City

[41:49] and support Beale Air Force base, especially given the fact

[41:53] that at this particular point in time,

[41:55] you can only imagine the burden that's on them, especially

[41:57] when it comes to intelligence gathering and reconnaissance,

[42:02] et cetera they're very heavily involved.

[42:05] Sacog every two weeks, there's meetings down there

[42:08] and this for Mr. wolf.

[42:10] It's the funding round.

[42:11] Where are you.

[42:13] And so we need to be.

[42:14] We need to be at the table.

[42:15] I know you are, I hear, continue to hear good things down there.

[42:39] to Christen the Sutter County Superintendent of schools

[42:46] Super building, great asset to the community.

[42:48] If you take a look around, there's

[42:50] a lot of stuff coming up out of the ground in Yuba City

[42:52] right now.

[42:53] Sometimes we don't necessarily celebrate all that stuff.

[42:57] We're going to try to do a little bit more of that.

[42:59] Even though it's not our project,

[43:00] it's certainly an asset to the community

[43:02] and their commitment to educating folks, adults

[43:06] and young folks is admirable.

[43:09] I went to the government Affairs Committee.

[43:12] The city manager and vice mayor were with me.

[43:15] It's always interesting.

[43:16] They had had a discussion about town Hall for vendor,

[43:19] for our mobile vendor.

[43:20] I think we were able to hopefully educate

[43:22] them a little bit about all the things

[43:24] that have already been in play.

[43:26] And I commend the police department, our code enforcement

[43:30] folks, for the efforts they're putting forward

[43:31] and of course, our partners at Sutter County.

[43:34] I don't know if they're going to have a town Hall.

[43:36] I guess this was a request by a business in Marysville,

[43:41] because apparently they must have the issue as well.

[43:44] And my recommendation to them is borrow or borrow

[43:48] our ordinance as we develop it.

[43:51] The Hayden Avenue temple.

[43:53] And I know council member kershner

[43:55] was a key person in helping to coordinate our attendance there.

[43:59] We got to sit alongside our County counterparts

[44:03] as well as Congressman Mike Thompson and the folks

[44:08] over at that temple.

[44:09] Very generous, very gracious to all of us.

[44:13] I want to forecast to the council

[44:16] that sometime in May we are going

[44:20] to move forward with being designated

[44:21] as a Purple Heart city.

[44:23] There are some things that need to get in place for that,

[44:25] but I'll let you know well in advance.

[44:28] Hopefully you can put that in your calendars.

[44:32] I do also want to mention, and I should have mentioned

[44:34] this earlier, when we talk about yuba-sutter transit, those

[44:39] of you who had the opportunity to sit on transit,

[44:42] when you're sitting at sacog and you're listening

[44:44] to Sac regional transit, it's not

[44:47] to throw any shade at anybody, but

[44:48] they're running at a deficit.

[44:50] YOLO transit running at a deficit.

[44:52] Our yuba-sutter transit is not running at a deficit.

[44:56] There's a lot of factors involved with all that,

[44:58] but I think we should be relatively proud of the fact

[45:02] that our local Transit Authority and those who help shape it,

[45:06] I think are doing a great job.

[45:09] The issue of our water rates is out there right now.

[45:15] Obviously it hit the mailboxes.

[45:18] I really strongly encourage people

[45:20] to take a look at the QR code on the front of that brochure

[45:24] as it comes out.

[45:25] It does a very good job of explaining why the need is

[45:29] there, but it also shows a comparison of water rates

[45:32] and sewer rates that I think isn't being necessarily

[45:35] shared on social media.

[45:38] I'm hopeful perhaps we could do a job on that, because what's

[45:41] coming out is we're charging this we're charging that when

[45:45] you look at the rates that are being proposed through this

[45:49] to 2018 process, I think they're quite

[45:52] reasonable given all the demands on our water and sewer system.

[46:40] as possible rates, program cuts, et cetera,

[46:45] made necessary by the fact that revenues aren't necessarily

[46:48] matching our ability to provide services that we

[46:51] have traditionally done.

[46:53] But I also know that I have spent a lot of time

[46:56] with our finance director, our city manager, the vice mayor,

[47:00] and all of our department heads in regards to the budget

[47:03] development, which should be coming our way

[47:05] in the not too distant future.

[47:07] I very much commend those who are involved with this to take

[47:10] a very proactive and reasonable look at the budget amendments

[47:16] and changes and abilities to provide services that we're

[47:21] trying to do here in the city.

[47:24] Final thing I would like to do, in conjunction with MS

[47:28] Foley's passing today, this morning,

[47:30] we lost Chief William Burke.

[47:32] Yuba City Fire department chief from 1968 to 1980.

[47:37] He was 102 years old, and most of us

[47:40] had came across him at different city events.

[47:42] Extremely vibrant at that age, very engaged

[47:46] and a loss to our city as well.

[47:49] So this meeting is going to be closed in memory

[47:54] of miss and chief Burke.
