Why is it not to exceed because the county commissioners have not voted on what our adopted tax rate will be yet? And so, again, that won't happen until tentatively September 18th, after which if there are any reconciling items, if something is approved outside of that not to exceed budget that we asked you all to approve that we'll bring that back as a reconciling item for your awareness.
